VICTORIA - Greenhouse gas emissions are the new tobacco and the B.C. government should look to the anti-smoking movement for tips on selling its historic carbon tax to the public, says a social scientist who recently briefed B.C. Environment Ministry bureaucrats about the road ahead for the new tax.
