    B.C. Mountie alleges years of sexual harassment

    CBC News has learned that one of B.C.'s highest profile Mounties says she's suffering from post-traumatic stress disorder after years of sexual harassment.

    Const. Catherine Galliford was the face of the B.C. RCMP for years. During her tenure as the RCMP's spokesperson, Galliford announced the arrest of Robert William Pickton and revealed charges had been laid in the Air India bombing.

    But in an internal RCMP complaint, Galliford makes serious allegations about misconduct inside the RCMP. She shared the complaint with CBC News and spoke with reporter Natalie Clancy about her claims.

    "Everything that came out of his [a supervisor's] mouth was sexual," Galliford said. "If I had a dime for every time one of my bosses asked me to sit on his knee, I'd be on a yacht in the Bahamas right now."

    Galliford says she faced constant sexual advances from several senior officers from the moment she graduated from the RCMP Academy in 1991.

    She outlines years of harassment in a 115-page internal complaint that the RCMP has yet to respond to, including allegations a supervisor on the Missing Women's Task Force lied to colleagues when he said they were intimate and that he even exposed himself to her.

    "He said, 'I have something to show you' ... and pulled out an appendage. He wanted to show me his mole because he wanted to know if I thought it was cute," she said.

    "I said, 'Lets go back to the office. We're late. Put it back in your pants.'"

    According to Galliford, a supervisor on the Air India Task Force was even more direct.

    "One of my bosses kept trying to be intimate with me throughout my time on Air India and kept on taking me on the road trying to have sex with me," she said.

    "We don't have any new information to share with the Air India families right now, so why are we going on this trip? And no one said anything, but it was because he wanted to give the perception that we were a couple."

    Galliford says the command and control structure at the RCMP means Mounties are instructed to do as they're told, or risk getting reprimanded.

    "If they can't screw you, they are going to screw you over. And that's what it became like and so I started to normalize the harassment because I didn't know what else to do," she said.

    "It just got to the point that after I had about 16 years of service, I broke. I completely broke."

    In 2007, Galliford joined the ranks of 225 B.C. Mounties who are currently off duty on sick leave.

    "I've been off work for four years now and I have been diagnosed with post-traumatic stress disorder, agoraphobia and chemical dependency on occasion," Galliford said.

    "I was drinking too much to try to bring myself down. I'm not ashamed of that, by the way, because it's like — walk a mile in my shoes."

    Now, the woman who once confidently faced hundreds of reporters is afraid to leave her home.

    Mike Webster, a consulting police psychologist in private practice, believes Galliford's deteriorating health has little to do with the murder files she worked on, and is directly linked to the harassment she faced from colleagues on the job.

    "I don't think there's a female in the outfit who hasn't been approached sexually," Webster said.

    "The way her employer handled it afterwards is likely to have had a greater effect on her present mental state than what she went through initially."

    Webster says Galliford's allegations come as no surprise.

    "Senior executives for decades have been accountable to no one and they've created a toxic work environment, high levels of employee stress and a culture of fear," Webster said.

    "It's causing a tremendous effect on the morale of the RCMP, so the grievance process doesn't help them at all. What are they going to do? They turn to ODS, off duty sick ... the RCMP membership calls it 'off duty mad.'"

    In a statement to CBC News, the RCMP said harassment of any kind is not tolerated. The force also said there have been eight complaints of harassment in B.C. so far this year.

    The RCMP says of the 225 officers in B.C. currently off duty sick, 48 are off duty because of workplace conflict and harassment. There are more than 6,000 Mounties working in B.C.

    Galliford says she plans to file a lawsuit against the RCMP.

      This is in some respects a resultt of he "Rush" to increase the "female" enrollment in the force. Did they compromise their standards of mental thoughness and suitability to reach their goals of having more women on the force?
      A policeperson is I would guess trained to offer advice to the general public to immediately report cases of sexual harrassement or abuse and then these same members don't follow the same advice when they experience unwanted advances? Something doesn't add up here!

      It's like asking a 90 pound person (male or female) to pick up a 100 pound manhole cover,
      most can't do it so you have to opt for stronger applicants.

      It is a broken organization. We saw it several years back over the leadership and succession flap. Now, senior officers openly criticize the civilian head of the organization feeling they can do it with impunity. Imagine the power they felt they had when there was no civilian head. Time to fix it once and for all. Major shake-up coming.

      how painful it is to watch this once proud and unassailable RCMP force go down the drain with incidents such as these. Its time to disband the RCMP and put it, and Canadians out of our misery. Canadians need and deserve a modern, controllable, accountable police force which values working in a rights based democracy.

      If she worked for any other organization her superiors would be facing jail time. Being as it's the RCMP, I can certainly feel her pain and understand her helplessness. It's a f'n crime and it should be punished.

      It's no longer the 1870s and Canada is no longer a frontier country. All provincial responsibilities of the RCMP should be passed back to the provinces and they can decide how much policing they can afford. We need to merge the RCMP with CSIS to avoid the lack of cooperation that resulted in the Air India fiasco and to allow for a reduction in the overlap between the two organizations.

      It was probably her dream to become a Mountie. I'm sure she trained and worked hard to get where she was. It's not like she had a McJob that could be easily replaced. To cope, she reacted by pretending to herself that these things were normal (avoiding a serious problem just to get through the day). Not only was she humiliated and degraded, but she was humiliated and degraded by an institution she was initially so proud to be a part of. And then few men ruined her career and her life. Poor woman, I know all too well what's she's going through.

      years ago I worked with a retired RCMP who would brag about the way ladies on the force were treated It was a pleasure to see the young men on the job tell him how disgusted they thought his action were. I was proud that at least the younger men knew the wrong this low life had cause. Unfortunately if they get away with murder I guess they can get away with anything.

      Had she threatened to go to the C.O. of the Division, when the first incident happened, chances are that word would have got out and others wouldn't have even tried. By rolling with it, she might have given out the wrong impression that she was available, which encouraged more attempts. There should be a senior, female commissioned officer that junior female constables can turn to when this kind of shit happens. Power corrupts; junior officers can be easily intimidated by those in perceived positions of power.

      WOW. Too many people have been brain washed that the R.C.M.P. are not needed and or corrupt. 99 % of the officers are respectful and respected, loyal and would lay their life down for another person. So please do not be like sheep and just follow the general opinions of the few.

      What do you expect. Here is a quasi-military organization that is predominately male. They are trained to GIVE and TAKE "ORDERS". They are brainwashed in a strict and regimental psychological and behavioral manner. They do not think and behave as normal people. Furthermore, she is a female and most men are attracted to women. Perhaps some of the advances by her male co-workers were a bit crude, but considering their training mindset and behavior (Macho) it appears par for the course. If women in that organization have a problem with men being rude/crude in their advances, get out. Don't cause a lot of problems for others because the men did not "pussy foot" around. Most women in those situations "roll with the punches" and are able to disregard the advances, instead of, "oh look at poor me, I have been tortured and bullied by these insensitive men". Unless there is an out and out threat of violence and or promotion/demotion for sexual favors, "get over it". Perhaps the rigors of police work/life are too much for certain overly sensitive people. The police life/work is not for everyone, especially women who get involved with an organization that is full of macho men. I am sure she, and the other women new quite well in advance what they were getting into. So why sign up and whine and cry when the realities of the environment present themselves. It only bring on resentment and dissension within the ranks. I am not supporting any type of criminal behavior or suggesting some of the complaints, such as this woman has explained, are without merit. Only, one should not jump on the band wagon without trying to understand the dynamics or that environment. Until the overall psychology (mindset) and thus behavior of that organization is structurally changed, by design, men's treatment of women will likely remain the same.
