Why did Harper announce Canada’s “major transformations” in a foreign country?

Prime Minister Stephen Harper used his speech at the World Economic Forum, Thursday, as a means to outline his government's plans in the month's to come.

As reported in the Globe and Mail, Harper vowed "major transformations" including a change on how Canadians finance their retirement. He will overhaul the immigration system. He will make oil and gas exports to Asia a "national priority" and aggressively pursue free trade in India and Europe.

While what he said was quite significant, it's where he said it that's leaving some scratching their heads.

NDP finance critic Peter Julian says that was very disrespectful to Canadians.

"(It's) particularly very disrespectful to Canadian seniors to roll out this type of speech among the world's billionaires in Davos rather than addressing us here as home," Julian told Yahoo! Canada News.

"Seniors are very concerned about the lines in the speech that dealt with pensions.

"I don't know (why he made those announcements in Davos).  It's profoundly disrespectful. I can't presume to know what's in his mind. All I know is that these are not things he raised in the Federal election campaign.  He promised to be moderate; he promised to be collaborative.  We're certainly seeing that the sweater vests are off now."

York University political scientist Dr. Dennis Pilon says what we're seeing here is a "trend of contempt for Parliament from the Harper Conservatives."

"Harper makes important statements elsewhere because he really doesn't care what anyone but his supporters think," he told Yahoo! Canada News.

"They know they can do pretty much anything they want until the next election and don't see any reason to pretend that they are listening to the opposition or their opponents in civil society."

The prime minister's office did not respond to an email requesting comment.

Canada is selling its resources at dollar store prices, by charging what the market ought to pay, we could pay for all our needs, pensions, health care, education, roads, bridges and more.
      • sheggy 3 months ago
Not only do we give our resources to foreign multinationals without royalties Ian, we give them billions in tax credits while they enjoy the lowest corporate tax rate in the G7. But they do provide a few hundred jobs (God forbid they should be decent paying or worst, unionized workers with benefits.) and support corrupt Canadian politicians and their cronies.

Yo Harper, how about you start by getting rid of yours and your peers gold plated pensions, where you hardly contribute anything into it, yet have access to the nest egg before any other seniors do. And how about getting rid of the senate as you promised, and while you are at it, taking a paycut. Then maybe we can believe your austerity measures.

Yo James T! Here you go! I'm approaching 51 and the fact that (Not sure if your old enough to appreciate this) I have been paying into the pension plan for the last 32 years only to watch the retirement payouts DECREASE along with other benefits for the retired getting chopped scares the crap out of me!!! There are people MY AGE who were NOT able to save for retirement yet paid CPP all their lives only to find that they may end up getting SQUAT when they retire at 65. Worse yet, we are now being told that we may have to work til 67 JUST to get a less than poverty retirement income after paying ALL OUR LIVES!!!!!!!!! Wake up little boy!!!
      • 125 3 months ago
Ziggy, while I personally understand your position, and many others in your situation, I also believe that it was obvious for years that the CPP will not last long, without major changes. There were warning signs for a long time, previous governments talked about it being bankrupt, yet nobody did anything! We can also blame some of the unaffordable programs brought on by previous governments, both Conservative and Liberal, for draining the funds. Something has to give, sooner or later, and it better be now than in 30 years, as that would only tax the next generation. BTW, I too am coming up to my retirement soon and am concerned, but what needs to be done, needs to be done!
      • Globle Citizen 3 months ago
The Main problem with the pension plan is unfortunately, too many people collecting and not enough contributing due to lack of population growth and unfair trade cost us a lot of jobs.
      • mythoughts 3 months ago
For all the years we have had a Canadian Government, of that time we have been governed by Liberals for over 80% of the time. So how do you like it so far, Mr. Trudeau and his " just society" and if you don't like it go " fuddle duddle " yourself.
For all those who voted for him and them as in Liberals , you have all but managed to destroy a once proud country.

Look at the range of comments from across Canada. Most giving up because Harper has
3 more years as PM. Regardless of what Party " your Member of Parliament " belongs to,
you can always phone or better email them to express your concerns about any Govt move.
But, most lack " intestinal fortitude " ( guts ) to do so ! Yes, Harper will continue to do
whatever he wishes as he knows Canadians are weak !!

I dont know if you get it he has a majority,,Do you understand what that means ??It means it dosent matter what the other parties think he has enough seats to force through his agenda,,
      • Franz-Paul 3 months ago

Yes Wesy Canadians are mighty weak and I warned the people before Harpo got in not to put him in as a majority nor any of them for that matter. These dirt bags become mighty dangerous and no different than any dictator anywhere in the world. You can e-mail these dirtbags or send snail mail till the cows come home and they will ignore everything completely. Did you notice how he put Harper government instead of Canadian government which shows dictatorial rule.

There is no reason to raise the OAS, this is a slap in the face to every single Canadian that voted conservative. Canada's debt ratio is the best in the world, we do not have a debt crisis...EVEN FRANCE who is worse off.....only raised it to 60 from 58! We just need to work on the job market. Doing this to the OAS is only giving politicians "free money" for election promises.
    • dostoyevsky  •  3 months ago
Harper is screwing old people up the OAS.

I've commented twice on this and what facinates me the most is lack of response from the younger generation who's future will be MOST effected. Yet Facebook, Twitter, and "Reality" TV shows dominate what this generation considers to be important.

I hope the Conservative voters are happy when their OAS are wiped out!

Very unprofessional, thoughtless, arrogant without the balls to face those affected back home. He has an I-can do-anything mentality and he does it. Its time MPs of whatever party start to think and vote independantly on issues affecting us all!

OAS is not sustanable, but politicians pensions are? And they propose to add more seats, Harper and the crew need to get real and start the pension reform at the top.
    • Bill  •  Wakefield, New Brunswick  •  3 months ago
So the Harper government is going to screw the Canadian seniors again while they hold lavish pensions for themselves. They already upped the penalties for taking CPP before you die.

Don't worry about your retirement folks ! By that time, most of us will be poor from the impending meltdown of the Global economy. What happens in the Euro-zone and the U.S. concerning DEBT will definitely impact the entire Global Economy like you can never imagine. Paper currencies will lost their value due to hyper-inflation from both, the euro-zone and the U.S. monetizing their DEBTS. Both, are bankrupt and there is no way in hell, they are going to pay their mega debt-load down.

Harper has openly declared war on the middle class, the poor and the senior.

I am ashamed of Harper and his Conservative government.

    • Tallie  •  Markham, Ontario  •  3 months ago
The Prime Minister can pretty much do whatever he wants. BUT there will be a reckoning in four years and he'll need more than his base if he wants to be reelected.
    • Joe  •  Norwich, Ontario  •  3 months ago
Harper is wrecking Canada, one thing at a time. Those who voted for him are #$%$ I hate what Harper's Canada is becoming, it makes me ashamed and disgusted. I think I'll move to Sweden.
