    Ontarians pay highest auto insurance premiums in Canada, Quebec drivers pay the least: study

    Canadians looking to save money on auto insurance should head to Quebec.

    A new study finds that residents of la Belle Province pay the lowest premiums in the country, at an average of only $642 a year. While Ontarians, right on the other side of the Ottawa River, pay the highest premiums at $1,282 a year.

    Co-author and Fraser Institute director Neil Mohindra says this is because of rampant fraud in Ontario.

    "(It) comes as a result of higher claims costs per vehicle stemming from high levels of insurance fraud, and relatively severe regulations in rate-setting as well as mandatory minimum liability and accident benefit laws," he says in a statement.

    The study conducted by the Fraser Institute, a right-leaning think tank, goes on to say that fraud investigators consider Toronto to be the centre of organized crime rings. Ontario announced reforms in November of 2009, but the study uses the most recent price information, also from 2009. The province's reforms are expected to lower premiums.

    The study explains that Quebec consistently has the lowest premiums because it has a government-run provider that has a monopoly over selling basic coverage. They also have a no-fault system that prevents injured people from suing drivers at fault for pain and suffering.

    However, the public provider in Quebec ran a deficit in 2009 of $2.6 billion and in some provinces taxpayers, including those who don't drive, subsidize government auto insurers to keep premiums lower.

    Government intervention is not always the answer, however, as seen by high premiums in B.C., Saskatchewan and Manitoba, according to the report. These three provinces rank second through fourth on the list.

    "These results are consistent with previous reports that suggest government-run auto insurance monopolies are less efficient than auto insurance provided by a regulated, competitive market," says Mohindra in a statement. "Drivers in B.C., Saskatchewan, and Manitoba should be asking why their governments have eliminated consumer choice and are forcing them to purchase auto insurance at rates higher than necessary."

      How does he jump to the conclusion that ICBC is less efficient or of lesser value just because they are more expensive? That logic would then infer that Ford is superior to a BMW. He does not mention that in the private market they can refuse to insure you and that some drivers in those provinces are paying thousands more for less insurance than here in BC. He does not mention the efficiency of spending several weeks to months comparing rates and then finding an insurance company that will insure you because your current company doubled your rates over a speeding ticket? I've checked and I get good value for my ICBC insurance and of course I would like the rates to be lower, but unfortunately, people will keep hitting each other and getting far more back in repairs and injuries than the $1300 they spent on insurance. Just because the profits go back to the govt coffers instead of a private shareholder does not mean we are getting screwed.

      Everyone must remember that every word that comes from the Frazer Institute is about maximizing profits for private sharholders and nothing they come up with is with the public good in mind ... only profits and more profits. They get far too much attention from the media.

        Bang on! Read very carefully between the lines when it comes to anything reported by the Fraser Institute. They are very biased towards "conservative", right-wing thinking. Same with the The National Citizens Coalition, and their puppet group Ontarians for Responsible Government. These last two hide behind reasonable-sounding names, but their real agenda is not in aid of the average citizen. They are Conservative, big business mouth-pieces. Whenever they are mentioned in the news, you have to wonder who's paying to put them there. It should be identified as advertising, rather than news.

      Yes the insurance companies share the same hairbrush so there is no real competition for lower rates.And the McGuinty government "Commissioner for insurance" has done nothing to help lower rates or propose government run insurance.What a scam.

        If you paid any attention, Quebec voted 90% NDP in the fed election. Harper knows he'll be ripped apart in Quebec if he tries to get in their shit. Time and time again, Quebec is "serperate" from the rest of Canada. It actually seems like a good place to be in these times of conservative corporatism.

        BTW, as a driver of about a year, I pay $5.725 a year. Get your shit straight yahoo.

      You must shop around in Quebec...All companies are trying to win your business with small clauses which may be hidden, so please read and understand what you are getting.

      If consumer choice is the answer then Ontario should have lower premiums than those provinces with regulated insurance - instead we get this crap about high levels of insurance fraud....the fraudsters, in my opinion, are the insurance companies!

      The govt makes it law that you have to have insurance, therefore should be regulating the industry. The most probable reason is that lobbyist hired by the insurance industry have convinced... or lets say contributed to their campaign to stay away from regulating insurance premiums. The high cost has actually increased the number of un-insured drivers in Ont to almost 1 in 5.

      Funny how Insurance companies say that you are rated high after a couple of years...thus receiving the best rate. CAA Insurance requires you to be accident and ticket free for 20 years, heck, I'm still paying for a $2000 fender bender from 1993. How's that for sucking!!!

      Its the Goverment colluding with the Insurance Industry that has helped the Insurance companies to Jack up premiums. Don't say Fraud and Jack up the Insurance. Go after the fraudsters. Its just an excuse for the Insurance industry. See how much profit they are making in a year - mind boggling. and the Government just turns a blind eye. - because the Insurance companies line the pockets of the politicians who run the Government.

      @ Cody & Brit's Mom -Insurance is the biggest legalized scam out there. You clearly sell insurance. Sure, it's illegal to raise rates in the way you have mentioned, but insurance companies justify it via other means. You can spin any stat to say what you want it to. The dollar in dollar out thing is fine and well, but what do insurance companies do to prevent fraud that causes claim dollars out to outpace policy dollars coming in? NOTHING! Why spend to prevent insurance fraud, when you can just pay out on everything, and charge more to more than cover those losses, which is exactly what the industry does! In terms of how these companies are profitable - it kills me to read the billions the insurance industry disclose in profits yearly. I am all for capitalism, but it should be responsible. Making this kind of money, insurance companies should be investing in cutting down fraud so people don't have to drive cars that are worth less than their yearly policy. It should also be illegal to invest money made from insurance in any capital gaining venture - that money should all be set aside for claims, which is what the money is for. If there is surplus, a reasonable portion should be taken as profit, the rest given back or reinvested in things like fraud prevention. The only reason this industry thrives is because of lack of competition, and the forced legality involved in having to insure your car.

      Tell me something I don't know. These bastards have been ripping us off for years and the ass holes in government will not do anything to help. I am 65 and have been driving since I was 20 and have never had an accident but my rates still climb every fucking year. It all about money for these bastards.

      Insurance companies are making profits hand over fist and the Ontario government provides legislation which complicity caters to the greed of insurance companies. I just hope none of my Yahoo brothers and sisters suffer an injury in an automobile accident. From the outset of filing your insurance claim, the insurance company's engine of denial will come into play. From the front line adjuster to the crony doctors to the insurance lawyers hired by the insurance company a claimant is put through the ringer and accused of lying and deceit to falsely receive benefits when the large majority are honest hard working folks who just want to get back to their daily living routine. Insurance fraud is not the major problem- only a fraction of claims are fraudulent. The greatest contributor to insurance costs is the enormous administrative costs built into the system focused on the denial of legitimate claims.

      Fraud is a lame one word excuse for high rates. If true, what are the numbers. How much does it cost, how many were arrested and charged? Who is investigating? What actions are being taken? Etc, Etc. The only fraud I know of is insurance rates.

      WTF !! I've been driving for 15yrs.....never a speeding ticket and or car accident and I am paying $ 1700 a year.......got other quotes and are pretty much in the same range. All a bunch of money grabbers!!

      I once had a beef about unfair treatment by my insurance company. I was referred to the Provincial Insurance Ombudsman, who proceeded to tell me why the insurance company was perfectly justified in treating me any old way it chose.

      Two things became clear. 1) The Insurance Ombudsman is beholden to the insurance industry and couldn't give a rip about the consumer. 2) The only thing that insurance companies are prompt and in full about is collecting premiums.
