    Immigration shifts west from Ontario

    Canada's immigration patterns are changing, experts say, and western provinces are the beneficiary.

    Only a decade ago, Ontario took in the lion's share of Canada's immigrants, with half going to Toronto and 60 per cent to Ontario as a whole. Last year, only 42 per cent of all immigrants went to Ontario, statistics show.

    At the same time, immigration to Western Canada has surged, especially in Alberta, Saskatchewan and Manitoba.

    One of the biggest reasons is a booming western economy, particularly in the farming and resource sectors, according to B.C.-based immigration expert Nick Noorani.

    "Immigrants are going where they get jobs," Noorani told CBC News.

    The change has also been fuelled by the provincial nominee program, which allows provinces to choose a certain number of immigrants each year, Noorani said. The program ensures those who come to Canada enter the workforce immediately, he said.

    "What's happening is a lot of immigrants are coming in with prearranged employment," Noorani said, "and that's good because then you're reducing the unemployment or underemployment rate that immigrants seem to have."

    The system is a far cry from previous decades, when the federal points system for skilled workers kept many aspiring newcomers waiting for years to immigrate and failed to meet the need for skilled tradespeople in the provinces.

    The provincial system has resulted in economic payoffs for communities, Noorani said.

    "From an economic perspective," he said, "let's remember every time you get people coming into a new community, business increases. So suddenly you'll have people putting up stores where they're going to have ethnic foods. Real estate has been bolstered tremendously by immigrants and their desire to own homes, more than Canadian-born."

    Nevertheless, challenges remain, according to the University of Ottawa's Peter Showler.

    Not all temporary foreign workers get the same level of support to become permanent residents, the former chairman of the Immigration and Refugee Board of Canada said, something that could leave too much power in the hands of employers.

    "When you have very positive, future-looking employers, that works very well," he said. "If you have abusive employers, they can use that as a kind of threat or control to sometimes sustain improper labour practices."

    As well, Showler said, the federal government needs to reduce wait times: The current immigration backlog has grown to more than a million people.

      I don't understand this, how come we have unemployed Canadians and we are still bringing in Immigrates to fill jobs, what the hell is going on why aren't these unemployed people filling these jobs and reducing the unemployment rate to 0% before bringing in outside workers, doesn't this make sense?, or is just me.

      Why do we treat our seniors to less financial aid than newcomers get?About 16,000.oo per year less.I guess they ust have paid a life time of taxes and support to this country befor coming over.Even if they did they should maybe only get the same as, not more.......just saying.

      When I hear how easy it is for other people to get into Canada I feel so angry. I've waited 2 years to get my husband that I met and married overseas here to Canada. He has a Bachelors degree With Distinction in petroleum engineering; recently updated himself in another speciality area of Health & Safety engineer with Distinction with the American Standard and the British standard. That exam is extremely difficult yet he received the highest score then anyone has ever achieved. We have at least another 18 months to wait. The consultant I hired to do the work for me who was part of the group that were all fired last January and replaced by a group of lawyers, was the one that caused my husband to lose his permanent residence visa. She insisted he had to change the date he adopted his son or she said he would never get to Canada with him. She made the mistake of believing his country was part of the Hague Convention which it was not and she thought it was best finalized prior to our marriage when it made no difference in the end. But the government wouldn't hear our story at the interview so I hired a lawyer to appeal the decision. She got the taped notes of which were not our notes but very different than what was discussed at the interview. Then when she applied for a date for the appeal, the government said at least 18 month wait! So we have no right to even appeal our case. We can apply for a new visa 6 months prior to the appeal date so why wait. In total it well be 3 years of separation for us. I've gone and spent 11 months time with him in 2 years but my chronic illness has made it impossible to get on a plane again to fly that distance. What do we do? Yes he speaks english well as that is his national language.

      Send home any immigrant that has the gall to hurt a Canadian, either financially or physically. Burn the passport. No second chances...and their family goes too. And we will not tolerate any religious group that will kill their child, ignoring our values and morals. The lying done to get into this country is unbelievable. Canada's trying to save the world while Canadians are struggling...give me a break.

      The best way to make sure immigration stays beneficial is to make some changes to the system; Firstly, make it harder to get in just because someone in the country is distantly related to you or says they will let you live with them. Being a son or mother is one thing, being a 2nd cousin is another. Secondly, increase the points for being able to speak English or French - without that, you can't find work. Third, ensure adults coming in are well educated or very experienced and able to get a job, and also have money before they move, so as not to get destroyed by the economy. Immigrants that are educated, speak English, and can support themselves for months will become established and assimilate faster. Be practical.

      i am not against other cultures . i am ' however against losing our own . it has now become politically incorrect to show your christain faith ... we mustn't say (christmas tree ) but holiday tree . no easter eggs but spring spheres . we must allow muslims to build their mosques and allow them to block traffic with their prayers but we must not mention god lest we might offend them . they carry their religeons into the work place and are limited in the work place to what their religeons dictate . i recently had my doc retire and he was replaced by an indian doctor who would not give me my pap smear unless his wife ((also a doc )) and a receptionist were present . my privacy was not a factor . let's not offend the muslims . i have since left my clinic of 25 yrs and now i go to walk in clinic . if they want to come to canada and practice medicine they should be made to keep their religeous beliefs to themselves while attending patients

      I am tired of walking down the street or going into a restaurant and no one speaks english or very little. We are told we cant wish one another merry christmas because it is politically incorrect and yet we are expected to respect and welcome their holidays and celebrations. And tired of our government letting immigrants who commit crime and are guilty letting them stay in prison here, instead of sending them back to where they came from. But them a ticket and send them on their way. The immigrants that make the effort to fit in and learn the language, who celebrate all that this great country has to offer, WELCOME

      I am a Caucasian Canadian who worked for an immigrant family-owned business, I lasted 9 months, they abused the Canadian labour laws, spoke in their own language in front of Caucasian staff (rude), and made fun of other workers within earshot of me. Glad I got out. So who are the racists? One of the owners has been in Canada for 9 years and can't speak more than "hello" in English. Disgusting.

      so basically by them including permanent residents, they are screwing canadians around. these are not canadian citizens. i'm sorry you tell me why tim hortons has a cultural neptism hiring practice. you can't tell me it takes some special skill to serve up donuts and coffee?? as for my career which is of 20 years in engineering the same practice is happening bringing over filipinos and east indians to take away canadian jobs.

      Never trust in Noorani. He is actually sponsored by the government to say good about every thing pertain to emplyment. The fact is that unemployment has risen to 7.5% and does not seem to be logical about the Mr. Noorani's statement. Why a person with a good job in India come to western side of Canada where the GDP is zero and there is no scope in future growth.
