Spain's Economy Minister Elena Salgado holds a book containing the Spanish Government's 2010 Budget before a news conference at parliament in Madrid September 29, 2009. Spain expects to cut its net debt issuance to 76 billion euros ($111.4 billion) in 2010 as it tries to rein in its fiscal deficit, according to a copy of the government's budget bill obtained by Reuters.
