Two-year-old Sam Black attends an anti-seal hunt protest in Halifax on Tuesday, Oct. 27, 2009. The Nova Scotia environment minister is introducing amendments to the Wilderness Areas Protection Act to allow the seal harvest on Cape Breton's Hay island if it is authorized by the federal Department of Fisheries and Oceans.
