South African policemen fire rubber bullets in July to disperse several hundred backyard dwellers protesting about the lack of housing in the Masiphunelele township on the outskirts of Cape Town. A proposed law change to beef up South Africa's police firepower is not a 'license to kill', the country's police minister has said amid an outcry over the fatal shooting of a civilian.
