This undated file photo provided by the Australian Customs Service shows what the Australian government says is the slain carcass of a minke whale tied to the Japanese harpoon ship Yushin Maru 2 in Antarctic waters. Scientists representing 12 countries have plans to set sail from New Zealand this week to conduct research into whales in Antarctica, launching an open challenge to Japan's program that kills up to 1,000 whales a year in the name of science.
