LYON, France - The premier of Quebec is hoping Stephen Harper does more than just show up at the upcoming UN climate summit.
Jean Charest has always planned to be at the Copenhagen conference and he's happy the prime minister has decided to be there, too.
But he says he wants Canada - and the prime minister - to play a leadership role.
He says it's not enough to simply go there and parrot whatever position U.S. President Barack Obama takes.
Obama has set greenhouse-gas targets but it's unclear whether he will succeed in getting his country's fractious Congress to go along.
After Obama announced this week he would head to Copenhagen, Harper declared he would also be there.
The Quebec premier made his remarks in France, where he signed a series of skills-recognition agreements with that country.
