N.L. towns debate election draws

ST..JOHNS (CBC) - Municipal leaders from around Newfoundland and Labrador will try to come up with a better way to resolve elections that end in a tie when they meet this weekend.

The debate follows an intense municipal election in Paradise, just outside St. John's, at the end of September.

Initially, Mayor Ralph Wiseman lost to his sole challenger, Kurtis Coombs, by three votes.

A recount resulted in a tie, which the town clerk broke by drawing a name out of a bin, as required under the Municipalities Act.

Coombs challenged the result, asking the court for a judicial recount. That, again, ended in a tie.

The judge who presided over the counting of ballots left the decision on whether there would be another drawing of a winner's name to town officials, who opted to let the initial draw stand.

Gander Mayor Claude Elliott, the chair of the municipalities convention happening in Gander on the weekend, said he expects there will be a lively debate when the subject comes up.

"I think the resolution is asking for a re-election," he said, "and I guess you'd have to go through appropriate recount and the judicial recount and everything before you go to another election.

Elliott said the debate on how a municipal election tie should be handled is scheduled to happen on Saturday.
