Grandmother jailed after oil mistaken for heroin

A Minnesota senior was jailed by Canadian border guards at a Manitoba port of entry after a jar containing some motor oil was mistaken for heroin.

Janet Goodin, 66, a retired girl scout registrar and grandmother of 12, was on her way to Sprague, Man., from her home in Warroad, Minn., in April when she was questioned at the border, she told CBC News on Tuesday.

The guards, with the Canada Border Services Agency, then searched her minivan and found a canning jar containing a dark liquid.

A cursory test of the liquid convinced guards it was the illicit drug and Goodin, who was heading to Canada to play bingo and visit her daughters, instead found herself heading to jail.

She was handcuffed, arrested and charged with possession of a drug for the purpose of trafficking as well as importing a controlled substance.

"I couldn't even think, I was so astounded," Goodin said.

"I said, 'That's not even possible.' I said, 'I'm sure it's oil that was put in there that was left over or something.' And they said, 'No, it tests positive for traces of something.'"

She had no money for bail and spent 12 days locked up at the Winnipeg Remand Centre before further testing proved the liquid was not heroin after all.

"The inmates were all very good to me. I wasn't afraid of them at all," Goodin said.

"But being locked up and [to] not know if I would ever get out in my lifetime, it was just … it was so scary."

Goodin hasn't been given an explanation from Canadian officials about what happened, or been offered an apology. She would like both and has retained a lawyer to look into filing a lawsuit.

More lab testing should have been performed prior to charging and detaining Goodin, said Scott Newman, a lawyer who represented her at the time of her incarceration.

"They should have waited until further lab tests had indicated whether or not there was in fact heroin in the motor oil," Newman said. "The other difficulty is a test like that only indicates the presence or absence of something; it doesn't say how much."

Public Safety Minister Vic Toews said he would be receiving a report from the Canada Border Services Agency on the case, but would not comment on "operational matters."

"Obviously, in that particular case, the officers had some indication that there was an illicit product and that individual had to be detained," he said.

But the minister said he would not comment on the merits of the arrest until after he has viewed the border agency's report.

Put a uniform on someone give them a gun and watch them go stupid.A rich person would not even be questioned only the people who can't pay to get out of jail.12 days for nothing and can't even get a apology from our CRAP party Minister V Toews. This women is 66 years old and did nothing wrong what a country my Canada is becoming, we should all be ashamed of a Government Minister who shows no remorse for that kind of mistake.

Can't tell the diffrence between motor oil and heroin, really? I think people in positions of authority, should be held accountable for misuse of their authority. 12 days in jail for every one involved. And I hope they get the crap sued out of them. I'd like to think this is an isolated thing, but I have run into some real winners on both sides of the border.

Canadians are just as daft as Americans. Call it the "North American Mentality" resulting from two common cultures with common histories and far more similarities than differences.

Put a uniform on an idiot and give them some authority and watch what happens. The end up working for the Border Services. The authority goes to their head and they turn into jerks with no common sense or compassion.

Just the mentally challenged at some airports in the USA and the authority they hold and throw around.....I had 10 min to get a connecting flight and the guy driving the cart refused to take me to the gate saying I was not handicapped. It was too far to run to make the connection. I offered him l00 bucks to get me there. He was very disrespectful with his comments about him not liking rich white women and on and on....I told him to shut up and get moving......he called airport cops and I was arrested.....not read any miranda rights, no lawyer, no phone call, I was called Martha Stewart by the cops, I was taken to the nearest Jail and locked up for 4 days....even after a judge ordered me released and said OMG her rights have been violated never should have been detained or gone to jail......they still held me another day until I said I'm going into kidney failure and when I get to the hospital the doctor will document it all and I'm going to sue.....which I have....but it was stressful......very scary.......so it happens in the USA just as often but it is shocking that now Canada is getting the same way.....abusing the uniform....which they think gives them the military power to do whatever they like. Teddybearmiller.....................your comments are very accurate....that is exactly what is happening out there.....we have no democratic rights anymore it is a dictatorship and military society..........very frightening..........I'm a little old lady...not some young lady that might have been flip....I was very very scared.

Vic Toews is a disgrace to the country and his position its called CMOA. The woman is asking for an apology from the border guards......I'd want their jobs, and be compensated royally (just Vic Toews yearly bonus money and his pension) would be huge towards making me feel lke JUSTICE was done. I hope you SUE their inccompetent A..........if they were not sure 100% they should have called in the "dog" and then refused entry until they tested the OIL......but to arrest and strip search her twice.......and lock her up for 2 weeks SHAME ON CANADA.....most think is a democratic society......not a military dictatorship......

Where does it say in the article that she was striped searched twice? I have re-read the article and the only thing that I read that was searched was her minivan.
      • A G 10 months ago
I read in another article that she was strip searched, even having to remove the Depends she occasionally uses.
      • counselor 10 months ago
PEGGY; (in another article); but let's say for your sake she was not striped searched even once, I guess You have not read or care to comment on the fact she was LOCKED UP for 12 days. (Wait till it happens to you) oh I know, you will say You will Never put yourself in that position to be locked up, PROVING you don't see anything wrong with what happens, Oh yea I hear you again, Mistakes happen, YES and soon one will happen that involves you

There are many working as immigration or customs officers who have absolutely no idea what they are looking for. Cannot think for themselves or use good judgement. In this case, someone has a lot to answer for. Locked up for twelve days for something so inane - I would have gone out of my mind.

I think a drug sniffing dog could have resolved this kinda quicker!!!

Ever since the Cheney/Bush regime imposed ridiculously tight restrictions on ID and checks of Canadians and US citizens visiting across the border, there has been an unofficial pissing match between the two country's border agencies. But instead of pissing on each other, they piss on the citizens who want to visit ...

Why do they always have the biggest morons at the borders? And then you are not allowed to tell such an idiot that he IS an idiot, because then the poor idiot is insulted.

    • just me  •  10 months ago
Well, as ridiculous as this is, the fact is in canada she definately would not have to worry about spending and insane amount of time in jail, we're pretty liberal after all. I do have to say shame on the canadian border! I was coming back to canada with a friend and we were stopped, searched for 45 min and the men seraching were pissed they didn`t find anything! Border patrol should be focused on more serious things, stop wishing you were swat members, and start acting like you should, civil and friendly canadians!
    • lynnen  •  10 months ago
Geez, maybe they should go back to racial profiling LOL!!! Morons. Sue their asses.
    • Joannie  •  10 months ago
Unbelievable--If the quote is accurate, Vic Toews, our Public Safety Minister, just made a complete ass of himself--it was motor oil Vic--exactly what indiction did the border guards have for assuming it was heroin and imprisoning Grandma.

Some of these elected officials need an attitude adjustment. Hey Vic, you were elected to represent and defend the people of Canada--defence of government employees only comes into play once you're convinced they acted appropriately.

    • Paolo Gabriele: from papal butler to accused traitor

VATICAN CITY (Reuters) - Paolo Gabriele was always a reserved, almost shy man, as his position required. He had access to the most private rooms in the Vatican's Apostolic Palace - Pope Benedict's apartment. Was it money? Probably not. ...

Iran has enough uranium for 5 bombs: expert

VIENNA (Reuters) - Iran has significantly stepped up its output of low-enriched uranium and total production in the last five years would be enough for at least five nuclear weapons if refined much further, a U.S. security institute said. International Atomic Energy Agency (IAEA) which was issued on Friday. ...
