3 men who allegedly chanted gang slogans at funeral charged

SINGAPORE — Three men were charged on Thursday (20 January) over their actions at a funeral last May, where they allegedly chanted secret society slogans.

Young Chin Peng, 63; Adrian Chua Yong Han, 46;, and Chiau Chee Meng, 53, were each handed charges for being members of an unlawful society, under the Societies Act of 1966 and for breaching safe management measures.

A video clip of the funeral procession circulated widely online.

Young, who faces six charges, is said to have been a member of the ‘Sio Gi Ho’ Secret Society of the ‘18’ Group’, from 1972 to 31 August 2004, from 1 September 2004 to November 2007, January 2008 to 27 February 2014 and from 28 February 2014 to 28 May 2021.

He is also said to have failed to wear a mask over his nose and mouth on 26 May last year, while attending a funeral wake at Block 50A Commonwealth Drive. That same day, while at the funeral procession in front of 723 Havelock Road, Young allegedly failed to wear a mask over his nose and mouth as well.

Chua, who has five charges, was purportedly also a member of the same secret society as Young from mid-1997 to 31 August 2004, from 1 September 2004 to 27 February 2014 and from 28 February 2014 to 28 May 2021. Chua also allegedly failed to wear a mask over his nose and mouth while at the same wake and funeral procession as Young.

Meanwhile, Chiau is also being charged for failing to wear a mask properly. In addition, he was allegedly a member of the ‘Gi Tong Seng’ Triad Society of the ‘Ji It’ Group from January 1994 to 31 August 2004, September 2004 to 27 February 2014, and from 28 February 2014 to 2019. He then allegedly became a member of the ‘Sio Gi Ho’ Secret Society of the ‘18’ Group from 2019 to 31 May 2021.

The trio intend to plead guilty and are expected to do so on 28 February.

If convicted of being a member of an unlawful society, each man faces a jail term of up to three years, and/or a fine of up to $5,000. If convicted of failing to wear a mask, each faces a jail term of up to six months, and/or a fine of up to $10,000 on a first conviction.
