WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He maintains a lofty position with Trump, and despite their differences the two see eye-to-eye on quite a lot.Still, Senate Democratic leader Chuck Schumer quipped: “I guess he’s the next one to be fired.”Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud.That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime official announced he would step aside from that position because of the memo.The Trump campaign team led by Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that partisan poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence.But local Republicans in some battleground states have followed Trump in making unsupported claims, prompting grave concerns over potential damage to American democracy.Trump himself continues to rail against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. He said a remedy for many complaints would be a top-down audit by state or local officials, not the U.S. Justice Department.“There’s a growing tendency to use the criminal justice system as sort of a default fix-all," he said, but first there must be a basis to believe there is a crime to investigate.“Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. ... And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. Four people have been hospitalized and 28 others made ill from outbreaks of salmonella infections in six provinces caused by exposure to pet hedgehogs, the Public Health Agency of Canada says.According to the agency's investigations, 32 cases of the illness resulted from having direct or indirect contact with the pet beforehand. The outbreak of cases has been reported in six provinces: British Columbia (3), Alberta (6), Saskatchewan (1), Ontario (4), Quebec (17) and New Brunswick (1). Four people have been hospitalized.Hedgehogs can carry salmonella bacteria, so kissing, cuddling or touching them and their environment can put you at risk, the agency says.The health agency notes that 31 per cent of cases occurred in children 10 years of age and younger. It says salmonella can be especially threatening to children under five years of age, so make sure to supervise them around the pet.Investigators are trying to determine whether there is a common source between the infected hedgehogs and will update as the investigation evolves.The Public Health Agency of Canada offers information online about the symptoms of salmonella infection and tips for the safe handling of hedgehogs.
Last week, B.C. Premier John Horgan announced his top cabinet picks, and selected Vancouver-Mount Pleasant MLA Melanie Mark as the Minister of Tourism, Arts, Culture and Sport. Mark holds the distinction of being the first First Nations woman to serve in the B.C. Legislature. She was elected to the riding in 2016 and previously served as the Minister of Advanced Education, Skills and Training, before being given this new assignment. Mark’s appointment was heralded by the Thompson Okanagan Tourism Association (TOTA). “We look forward to working closely with Melanie Mark, the new Minister of Tourism, Arts Culture and Sport to tackle the significant challenges facing the industry, and ultimately moving the sector down the path to economic recovery,” said TOTA President and chief executive officer Glenn Mandziuk. SASKATOON — Community associations in Saskatoon are being urged to take away nets at outdoor rinks to avoid groups from playing hockey. The provincial government and public-health officials recently suspended all team sports until Dec. 17 in an effort to curb the spread of COVID-19. In a letter to community associations dated Nov. 30, the city says it sought clarification from the province about how the restriction applied to outdoor rinks. The city's letter says it was told that the ban on team sports applies to both indoor and outdoor rinks. It cites the province's public-health order that says organized or pickup hockey games during public skating times are not allowed and asks that hockey nets be removed.As a result, the city is strongly recommending that its community associations not leave out hockey nets that could be used while rinks are unsupervised. "These are recommendations and guidelines to protect the community and to try to address the spread of COVID," said Andrew Roberts, the city's director of recreational and community development. "We realize it's not a normal winter and that there (are) some sacrifices being made."Roberts noted that the public-health order is in place for three weeks and that the city's recommendation around outdoor hockey nets isn't mandatory. Even though team sports are prohibited, the province says athletes 18 and younger can still practise in groups of eight but must take precautions such as wearing masks. The Saskatoon Minor Hockey Association says on its website it checked with the city and nets will remain in place for practices. Health officials reported 181 new cases of COVID-19 on Tuesday, and said 123 people were in hospital. The Ministry of Health has said team sports were suspended for three weeks because the activities were leading to COVID-19 cases in schools and workplaces. Recently, health officials warned that nine players and one coach on a teenage hockey team tested positive for COVID-19, and other teams were self-isolating. British Columbia has seen more COVID-19 deaths over the past two weeks than the preceding two months because the virus has found its way back into nursing homes. And with long-term care workers exhausted and families frustrated, it's not clear what can be done.
Nothing about us, without us: the idea that no policy should be decided, by any representative, without the full and direct participation of those affected by that policy. It’s the main issue that Lisa Long has with the Downtown Task Team, a group hand-picked by Mayor Brian Bigger to tackle the myriad social challenges, from drugs and crime to homelessness, facing the city’s downtown core. The task team has been criticized by some social services organizations for excluding groups that actually work with the homeless. “I believe representation from our vulnerable populations should also be made available,” said Long. “The ‘Nothing About Us, Without Us’ philosophy that emphasizes people, our vulnerable population, being valued as integral and essential contributors. “It seems fitting, as the (Downtown) BIA has a seat.” If there is representation on the mayor’s team from the business community, Long wonders why the same courtesy hasn’t been extended to organizations that actually work with vulnerable and marginalized downtown populations. Long is the executive director of The Samaritan Centre and, together with partner agencies the Blue Door Soup Kitchen and the Elgin Street Mission, works with individuals facing multiple social barriers including homelessness, food insecurity, poverty, mental health and addictions, in downtown Sudbury. She, like other downtown community service groups, were not invited to be a part of the mayor’s task team. She first heard of its creation in October from Ward 11 Coun. Bill Leduc. “He asked me why I wasn’t on it,” she said. Long said not only does she want to ensure a more equitable perspective on the team, one that “represents those who call the downtown core their home,” but that the Samaritan Centre would offer valuable insight. “These are our neighbours,” she said. “This is our neighbourhood.” Prior to the pandemic, The Samaritan Centre would receive a daily average of 300-400 people. The pandemic hasn’t changed that. Though they have been forced to change their methods, the Samaritan Centre still offers meal services, showers, laundry and other grooming opportunities, as well as a weekly nurse practitioner clinic – all with COVID-19 restrictions in place. Additionally, Long said that while maintaining all safety protocols, she is consistently interacting with clients who are waiting for services, as well as moving through the downtown to check in and distribute items like granola bars, vitamins, socks, and winter wear. “I have regular, direct contact with the individuals we serve through the Samaritan Centre, and I’m aware of their needs, challenges and stories.” The most recent meeting of the Downtown Task Team took place Nov. 25. In an interview with Sudbury.com, Mayor Brain Bigger said he was pleased with the progress the task team is making, but he does recognize the need for expert advice. The most recent meeting of the task team focused on hearing more from experts. “Our conversation was: how do we engage effectively with the large number of smaller service organizations? They’re working with the people that are experiencing these challenges and crises in the downtown.” He said the focus now is “trying to understand how we can be strategic, and really drive that value for money from the resources that we do have.” He also said there is a misconception in terms of the knowledge that council already possesses. “Many people seem to have this impression that if you’re a member of council, people think we’re completely unaware of what’s happening,” he said. “That’s far from the truth.” He said that because city councillors are interacting with citizens from their wards on a regular basis, “we’re continually involved in trying to resolve challenges in the community, and looking for opportunities to help people navigate and find support.” Mayor Bigger said this is the impetus for a public engagement forum that the city plans to hold “as soon as possible.” He said it will be a chance to hear from those who have a vested interest: community groups, business owners, those with lived experience, and the general public. But as the mayor himself noted, a pandemic-world does make this a challenge. He said it will be “essentially, a listening experience, and an opportunity to hear the ideas and the solutions — to hear about the challenges, about some of the gaps that we might not think of.” Still, despite the criticism the task team can’t really address issues it doesn’t understand, the mayor said he is “proud of what we’ve accomplished.” Long, however, isn’t quite sure it will be enough to shape the view that is required, one that is built upon the idea of nothing about us, without us. “If you look at issues from the perspective of privilege and power, the perspective will be subject to tunnel-vision, and limited in scope and purpose” she said. “If the objective of the Task Force is to install LED lights downtown, then I am sure they will have a measure of success,” said Long. “If they want to gain an understanding of the people and social issues in our downtown, then I think the framework from which they are problem-solving needs to be reconsidered.”Jenny Lamothe, Local Journalism Initiative Reporter, Sudbury.com
An Indigenous woman wakes up in a hospital far from her rural community in 2018 and again in 2019, dry heaving after both of her surgeries. She thinks she could be allergic to the sedative, but the nurse assumes she is going through withdrawal, despite the fact she hadn’t been drinking before either surgery. “You people drink too much,” the nurse says, and moves the woman to a bed where she doesn’t get further care for three days. A health-care worker witnesses an Indigenous patient go untreated for days against medical advice. The patient eventually had a stroke that could have been prevented. An Elder described how her teeth were forcibly and improperly removed when she was at a residential school. Her mother was held for nearly two decades in the Nanaimo Indian Hospital. The woman now avoids the hospital and the dentist out of fear, and is assumed to be drug-seeking when she seeks care for lifelong tooth infections. “We don’t give drugs,” the staff say. And she describes how, while still a teen, a urologist performed a rough examination, and said “Come on, you know you native women like it rough,” when she cried out in pain. A first-of-its-kind report into anti-Indigenous racism in B.C. health care has found these and hundreds more horrific stories of racism against Indigenous peoples seeking care. Racism is “widespread and insidious” in every corner of the health system, according to the report, titled “In Plain Sight.” After surveying and interviewing almost 9,000 patients and health-care workers about decades and generations of their experiences, the investigation found that 84 per cent of Indigenous patients had experienced racism in health care. More than 50 per cent of Indigenous health care workers reported experiencing racism on the job, mostly from their own colleagues. The disturbing findings led investigator Mary Ellen Turpel-Lafond to call today for drastic changes in the beliefs, behaviours and structures of health care in the province and new accountability measures. A startling 13 per cent of surveyed health-care workers of all races also made racist comments in their responses to the survey itself. Turpel-Lafond said that showed the degree of racism in the system and health-care workers’ comfort in expressing it. The report noted racist acts not only harm a patient’s dignity but also reduce the quality of care of Indigenous patients and increase their likelihood of chronic illness, poor health outcomes and self-harm. “At the point of care, there is direct prejudice and racism touching all points of care and impact Indigenous people in B.C.,” said the former provincial representative for children and youth, who is a member of the Muskeg Lake Cree Nation. “Any Indigenous person could face it because it is pervasive and entrenched in the system.” The independent probe was commissioned by Health Minister Adrian Dix in June after allegations of racist games in emergency rooms, alleging health-care workers were guessing the blood alcohol contents of Indigenous patients in the style of “The Price Is Right.” Turpel-Lafond said her investigation “found no evidence of an organized game as originally depicted,” but its results were much more alarming. Harmful stereotypes that Indigenous people drink alcohol in excess, are drug-seeking, less worthy, poor parents, get things for free, or that Indigenous women are sexually promiscuous or involved in the sex trade permeated the comments from patients and health-care workers alike. Those surveyed reported experiencing and witnessing everything from outright denial of care to physical or emotional abuse to medical mistakes because concerns were not heard or respected. “Often these kinds of stereotypes lead to poor care and services,” said Turpel-Lafond. “These actions begin a cycle of poorer outcomes.” The investigation’s analysis of patient data on 185,000 Indigenous people found they go to emergency rooms at nearly twice the rate of non-Indigenous peoples, due to poor access to primary care services or because they avoid care due to past traumatic experiences. Hospitalization rates are three times higher for Indigenous peoples with preventable conditions and Indigenous women are 11 times more likely to leave the hospital against medical advice than non-Indigenous patients due to mistreatment and concerns for their safety. Sexism and misogyny directed at Indigenous women and Two-Spirit people means they are more severely impacted by racism in health care and half as likely to feel safe in health-care settings as Indigenous men. They are more likely to be in poor health, the report found. The impacts of the current pandemic and overdose crises in B.C. disproportionately harm Indigenous women, Turpel-Lafond said. Turpel-Lafond said the rampant problems stem from a lack of accountability and respect and protection for patients and health-care workers who blow the whistle on racism. She wants to see commitments to improving access to care and increasing Indigenous-led services that include cultural healing and traditional practices. And the responsibility to bring change must rest on the health-care sector and government, not Indigenous peoples. “Racism isn’t an Indigenous person’s problem,” said Turpel-Lafond. In her 24 recommendations, Turpel-Lafond says changing systems, beliefs and behaviours is required to address these problems. She wants to see whistleblower protection legislation extended to health-care workers, and new senior positions in government working specifically on anti-racism in health care. Anti-racism policies should be required in all colleges, regulatory bodies and post-secondary training institutions for health-care providers and leaders, she said. Dix offered an apology to all Indigenous people who experienced racism when seeking care and vowed to formulate a cross-government plan to implement the recommendations rooted “in anti-racism and cultural humility.” “My apology today is an acknowledgement of the pain that Indigenous people have borne from racism,” he said today. “Racism will have no place here.” The province has already directed each health authority to hire five new Indigenous health liaisons and has seconded Dawn Thomas, a member of the Snuneymuxw First Nation and a vice-president of Island Health, to serve as associate deputy minister of Indigenous health in Dix’s portfolio. Turpel-Lafond thanked the people who came forward to tell their stories and urged Indigenous peoples to seek care for themselves and support one another in light of the disturbing report. “It’s up to Indigenous people whether they can accept that apology today,” she said. “And today is a very important beginning, so I do feel comfort in that.”Moira Wyton, Local Journalism Initiative Reporter, The Tyee
An incident outside a store in Woodstock on Monday has sparked concern and confusion over enforcement of orange phase rules.On Facebook, a woman posted a photo that appeared to show a person being restrained on the ground by two Woodstock police officers.The woman wrote that she was the person on the ground. She said she was arrested for not providing proof she has a medical exemption from wearing a mask.Masks are required in public spaces indoors and outdoors under the orange phase of COVID-19 recovery, where Woodstock now sits as part of the Fredericton health zone.The woman said she tried to enter the Hart store in Woodstock's Carleton Mall and was refused entry because she was not wearing a mask and would not provide proof of medical exemption."I responded, 'I am not legally obligated to provide proof,'" the woman said in her Facebook post, adding she then asked to speak to the owner of the store.Police were called to the scene, and the woman said she was told she would be fined if she did not leave the store. So all of the stuff you see on social media around people being arrested in parking lots, a large amount of this is simply not accurate."Cardy cautioned against what he called the "virus of misinformation" and relying on "random people on social media," saying that people should instead rely on reliable sources such as government officials, "people who are legally accountable for the things we say and do."Mixed messages causing backlash, business owner saysWoodstock business owner and former police officer Graham Gill posted a video message on Facebook on Monday night, urging residents to "calm down" and contact their MLAs to voice their concerns.Reached by phone Monday night, Gill said he has had "hundreds, maybe thousands" of people contact him to say they are upset by what they see as "heavy-handed" enforcement of "confusing" Public Health rules."I'm getting messages from very upset people," he said. "I'm afraid this is going to end in violence if they don't get a handle on this quickly."Gill said he did not witness the incident on Monday but he has spoken with the woman who was involved in it. CBC News has also requested comment from Carleton MLA Bill Hogan and Carleton-Victoria MLA Margaret Johnson about the incident Monday and about messaging and enforcement of mask rules."I'm not at all against wearing masks," he said. "But if there are mixed messages, if there's no consistency in the enforcement, you're going to have problems. And we are seeing that."
Tuesday marked the first snow day that wasn't in Windsor-Essex, as school transportation was cancelled but secondary students in the public school board still had to do a full day of remote learning.The Greater Essex County District School Board (GECDSB) announced the policy last week, saying that students would be expected to do a full day of remote learning for the 2020-21 school year even if transportation is cancelled."For the current school year (2020-21), in the event that student transportation is cancelled in the city and/or the county, all secondary students will participate exclusively in remote on-line learning for that day," the news release says. Shelley Armstrong, the superintendent of business and treasurer at the GECDSB, said the board felt the decision made sense given the "quadmester" remote learning system students are using this year."It's really important that we do the best that we can to support their learning in the classrooms, and it's challenging to do that if there's a missed day," she said. "We really want to make sure that we're supporting them the best that we can with their education."Schools are still open for staff and elementary school students. But elementary students who stay home are not expected to do online work.Armstrong says that the board made the decision for this year only, and she's not certain snow days for secondary students are facing extinction."I don't know necessarily that that would be the case," she said.Armstrong added that if anyone has any questions about the new policy, they can reach out to school administrators."If anyone has specific questions for it, certainly they can reach out to the board office or the school principal, and we'll do our best to help them with any questions they may have," she said.
MADISON, Wis. — President Donald Trump filed a lawsuit Tuesday in Wisconsin seeking to disqualify more than 221,000 ballots in the state's two most Democratic counties, a longshot attempt to overturn Joe Biden's win in a battleground state he lost by nearly 20,700 votes.Trump filed the day after Democratic Gov. Tony Evers and the chairwoman of the Wisconsin Elections Commission certified Biden as the winner of the state's 10 Electoral College votes. Trump asked the Wisconsin Supreme Court to take the case directly, rather than have it start in a lower court, and order Evers to withdraw the certification.The Wisconsin Supreme Court gave Evers until 8:30 p.m. Tuesday to respond to the lawsuit, an unusually tight deadline that speaks to how quickly the court is likely to decide the case.The state's highest court, controlled 4-3 by conservatives, also is considering whether to hear two other lawsuits filed by conservatives seeking to invalidate ballots cast during the presidential election. Separately, two Wisconsin Republicans filed a new federal lawsuit Tuesday that mirrors some of Trump's claims and asks a judge to declare him the winner in Wisconsin.Trump's lawsuit repeats many claims he made during a recount of votes in Milwaukee and Dane counties that large swaths of absentee votes were illegally cast. Local officials rejected his claims during the recount, and Trump is challenging procedures that have been in place for years and never been found to be illegal.Trump is not challenging any ballots cast in conservative counties he won.Biden campaign spokesman Nate Evans called the lawsuit “completely baseless and not rooted in facts on the ground." Democratic Gov. A judge is letting Ward’s lawyers and experts compare the signatures on 100 mail-in ballot envelopes with signatures on file to determine whether there were any irregularities. Democratic Secretary of State Katie Hobbs’ office, which certified Arizona’s election results on Monday, said there was no factual basis for conducting such a review.Trump is running out of time to have his legal cases heard. The Electoral College is scheduled to meet on Dec. 14 and Congress is to count the votes on Jan. 6.Trump's Wisconsin lawsuit seeks to discard 170,140 absentee ballots where there was not a written application on file and all absentee ballots cast in person during the two weeks before Election Day.People who vote in person early fill out a certification envelope for their ballot that serves as the written record. But the vast majority of absentee requests these days are made online, with a voter’s name entered into an electronic log with no paper record.Trump wants to toss 5,517 ballots where election clerks filled in missing address information on the certification envelope where the ballot is inserted. The practice has been in place for at least the past 11 elections, and the state elections commission told clerks it was OK.Trump also challenges 28,395 absentee ballots where a voter declared themselves to be “indefinitely confined” under the law. Such a declaration exempts voters from having to show photo identification to cast a ballot. The Wisconsin Supreme Court in March ruled that it is up to individual voters to determine whether they are indefinitely confined, a designation used by nearly four times as many voters this year than in 2016 due to the coronavirus pandemic.Trump also alleges that Madison opened illegal voting sites when the city held events at parks where election workers accepted 17,271 completed absentee ballots from voters looking to avoid crowds and mail delays. City officials said the poll workers at the 220 parks served the same purpose as ballot drop boxes.The federal lawsuit came from Bill Feehan, the La Crosse County Republican Party chairman, and Derrick Van Orden, who ran unsuccessfully for Congress this year in western Wisconsin. Sidney Powell, a firebrand conservative attorney who was removed from Trump's legal team, is among the lawyers.Van Orden said after the lawsuit was filed that he had spoken with someone in Powell's office about the case but had not given permission to be named as a litigant. Van Orden said he tried calling Powell to ask that his name be removed but could not get through. Powell did not immediately respond to an Associated Press email seeking comment.“Why they would want me on there, I'm not quite sure,” Van Orden said.The same lawsuit asks for 48 hours of security footage from the “TCF Center,” which is in Detroit, not in Wisconsin.Also Tuesday, Republicans on the Wisconsin Elections Commission asked the Democratic chairwoman to resign after she finalized election results on Monday. A fourth route for the Town of Orangeville’s transit system will be delayed thanks to a decision to nix the transfer hub plans on Broadway. The route was set to be established in order to serve an area of town that currently does not have transit service. “(It’s) so frustrating,” Coun. Todd Taylor told the Orangeville Banner. “We are losing precious time to serve all of our community.” He added that Veteran’s Way and the west end of town are two examples. “We currently have entire neighbourhoods not served by transit,” said Taylor. The fourth route would allow the transit service to operate on a four-quad system. Each quad would serve a different area of the town and meet with the rest at a central location, allowing riders to transfer to reach their destination. Council reversed their decision on the Broadway hub in a 4-3 vote on Nov. 23, after hearing numerous concerns from businesses in the downtown core and the BIA. Taylor, along with Councillors Lisa Post and Grant Peters, felt that sufficient work had been completed to prove the safety and benefits of a Broadway transfer point, which would have been located between First and John Street. Instead, several members of council would like to see staff investigate the possibility of using the Edelbrock Centre, an idea which was favoured until more recently. “I am disappointed in the decision,” said Taylor. “The Edelbrock site will cost over $300k to implement, while downtown was minimal.” Until council settles on a location, any work on the transit project, which includes the fourth route, has been put on hold. OTTAWA — Canadians may wish to forget the year 2020 ever happened, but across the country, museums and archives are working furiously to ensure a full record of the COVID-19 pandemic is in place. "If it happens 50 years from now, again, we want to be able to have information to give the perspective of the challenges," said Sylvain Belanger, a director general at Library and Archives Canada. But figuring out how to preserve the story of the pandemic poses a series of challenges. One is the ephemeral nature of where so much of people's experiences are taking place: the internet. Social media posts come and go, news headlines change hourly, and new sources of information and disinformation appear or disappear, Belanger said.At Library and Archives Canada, a team of six people hoover up as much of the official record as possible. The amount of data they've currently collected is the equivalent to the data a person would use up if they streamed more than 2,000 movies on Netflix. At the Canadian Museum of History, and similar institutions, the work is broader.Capturing the language of the pandemic is one part: words like "social distancing," the lockdown cocktail known as the "quarantini" and the "you're on mute" uttered in nearly every single video conference call.Saving photos and videos is another element, whether it is Canadian musicians streaming impromptu concerts from their living rooms, teachers wearing masks in the classroom, soldiers entering long-term care homes or portraits of what isolation looks like in the Northwest Territories. Then there are the physical artifacts: homemade masks, crafts made from toilet paper rolls, colourful rocks painted by children to be strewn along paths, even the little sticky signs on sidewalks asking people to keep their distance.What among those will become as iconic to the pandemic as the photo of a sailor kissing a woman in Times Square at the end of the Second World War remains to be seen, said Dean Oliver, the museum's director of research.Knowing what to collect and how much of it evolves over time, Oliver said. "There isn't a checklist that says here's the magic number," he said.Documenting the pandemic is difficult because Canadians are still living through it, said Anthony Wilson-Smith, president and CEO of Historica Canada, which among other things runs "The Memory Project" to record the stories of war veterans."It'll take awhile for people to come out the other end, much like post-traumatic stress disorder, where, when it's too immediate, you can't talk about it at all," he said.But he said that what people will want to know decades from now is what they ask veterans today: how did you feel? What was it like? Oliver suggests Canadians who want to make a record document those feelings. "Many of the other aspects of your experience — where you moved, what you bought, your tax return, your census record — the future historian or your descendant will be able to get at in an impersonal way," he said."But they will not be able to see you and feel you and understand how you saw and felt unless you tell them."One emerging issue is figuring out how to reflect the experiences of those whose lives have been disproportionately impacted, including racialized communities and women."There are a lot of data sets, but the voice of women is missing in numeric data sets," said Yoo Young Lee, the interim head of information technology at the University of Ottawa, who also works on digital initiatives for the school's library."We need the stories."She and her colleagues have launched an archive specific to women's experiences, but it is a slow process. One challenge is that a reliance on using what people post online means those who don't have access or choose not to use social media are missed. The other reality, said Michelle Gewurtz, supervisor of arts and culture at the Peel Art Gallery, Museum and Archives, is that people tend to only post the lighthearted moments online. Her region, just outside Toronto, is currently in the midst of second lockdown, due to a rise in cases. There, multi-generational families are locked down in cramped quarters, and getting a sense of what that looks and feels like is difficult, she said. It's become clear, she and others said, that what initially began as a project to document COVID-19 in the year 2020 will stretch far beyond. VICTORIA — Insurance companies in British Columbia have agreed to end a pricing practice that has been identified as one of the key factors in skyrocketing property insurance premiums for condominiums. Earlier this year, the B.C. Financial Services Authority said premiums have gone up by 40 per cent on average for a number of reasons. Finance Minister Selina Robinson says an agreement to end so-called best terms pricing on Jan. 1 is a positive step. Insuring multi-unit properties in B.C. often sees many insurers submit bids.Under best terms pricing, the final premium paid by owners is usually based on the highest bid, even if most quotes were lower. Blair Morrison, CEO of the financial services authority, says the change is an important step for long-term stability in the property insurance market. Robinson was the housing minister in June when she introduced legislation to change the Strata Property Act and the Financial Institutions Act to bring more transparency to the insurance market. The Insurance Council of B.C., the regulatory body for insurance agents in the province, says it will work with the industry to address the practice. Council CEO Janet Sinclair says the change will mean less price volatility.A financial authority report released in June says price pressures will continue on buildings considered to be higher risk and the insurance market for so-called strata properties was "unhealthy."It says insurers were accumulating losses mostly from minor claims, especially for water damage due to poor building maintenance and initial construction. It says new building construction, building material changes and rising replacement costs have put added strain on the industry's profitability. MILLBROOK — Cavan Monaghan Township residents from Cavan Ward were able to voice their opinions about off-road vehicles during a virtual public meeting on Monday. A total of 16 individuals signed up to speak for a maximum of three minutes, some who were for and some who were against the concept of ORVs on township roads in the Cavan Ward. Robert Winslow, the founder of 4th Line Theatre, was among the speakers. “I live at 779 Zion Line in Cavan Ward; fifth generation of my family on this property. I was born and raised on our farm which I retrofitted into a live outdoor theatre in 1992, almost 30 years ago,” he said. Winslow said that added noise from ORVs during performances will reduce the appeal of their theatre. “In a movie theatre you can ask the person who is talking in the row ahead of you or behind you to shush so you can enjoy the film properly. Our theatre patrons won’t have that option as ATVs, side-by-sides, or dirt bikes pass by the farm during our plays,” he said. In addition to the hazards of the winding, narrow, steep and shoulder components of the road, along with high speeds of cars, trucks, motorcycles and commercial industrial vehicles along the road, Winslow said, ORV traffic on his road could also be an added danger for both patrons arriving and leaving the theatre and as well as ORV operators. However, Garry Otten, a realtor at Century 21, said many people he deals with move to the region because of the recreational opportunity. “More so today with the pandemic, our ORV interest has gained popularity beyond belief,” he said. The value of many properties in the area will increase if council chooses to allow ORVs on municipal roads, Otten said. “Our location allows us the good fortune of being able to access a trail that could take us all the way to Bancroft. We could certainly use that extra business in this township and our businesses could use that extra business. I would hope our councillors recognize the benefits instead of all the fear mongering that’s taking place,” he said. Comments will be received by the township until Dec. 4. A Stephenville judge has found two people from Newfoundland's west coast guilty in the death of Mittens the cat, dismissing inconsistencies in a witness's testimony. Jody Anderson of Port aux Basques and Peter Rossiter of O'Regan's were convicted in provincial court Tuesday of injuring or endangering an animal. Charges of causing the cat unnecessary suffering were stayed."Given the evidence presented at trial, the only reasonable explanation of what happened to the cat is that it was killed by either Mr. Rossiter or Ms. Anderson or both," said Judge Lynn Cole in delivering her decision.Mittens, under the foster care of Anderson, was killed with an axe Sept. 10, 2019, in Port aux Basques. The following month, police charged Anderson and Rossiter with the cat's death.In her decision, Cole said there were some inconsistencies in one witness's recounting of what happened on the night Mittens was killed, but said minor inconsistencies are normal in court matters. A witness testified that Anderson and Rossiter went into a bathroom with an axe, an empty garbage bag and a cat. When they came out, they were carrying something in a bag. The cat was not seen again.Rallies held for MittensFollowing the cat's disappearance, animal rights groups in the region began vigils and rallies throughout the province that demanded justice for Mittens. While the evidence around the actual killing of the cat was circumstantial, Cole said, reasonable doubt can exclude any other alternative. And while it was not established which of the two did the killing, said the judge, they both acted in a common purpose."They were both a party to the killing of the cat," she said.Anderson and Rossiter are scheduled to be sentenced on Jan. 22.Read more from CBC Newfoundland and Labrador
In a part of B.C. with a long history of gold mining, a revival of the industry is stirring up conflicting opinions. Dave Jorgenson and his wife Cheryl own two guesthouses and a gift shop in the central Interior community of Wells, B.C., where gold was king until the 1930s.Over the past two decades, the Jorgensons have been working hard to maintain the small town as a tourist destination, but they fear an underground gold mine a Montreal-based company proposes to build near Wells will put an end to that.Wells is seven kilometres from the National Historic Site of Barkerville which preserves the streetscapes of the gold-rush town that boomed in the 1860s making it one of North America's largest living museums.Technological changes later made underground mining the area's key industry.Now, Osisko Gold Royalties, which owns the Barkerville Gold Mines (BGM) based in Wells, plans to launch the Cariboo Gold Project which is still going through the provincial government's environmental assessment process.Part of the plan is to construct a 16-hectare ore-processing concentrator complex — with a 12-storey waste rock treatment tower — near a visitor information centre in western Wells.Big eyesore to townJorgenson says the building will be a big eyesore and will scare many travellers away along with noise from mineral carrying trucks."That [tower] will dominate the landscape as you drive into town," he told Carolina de Ryk, host of CBC's Daybreak North.BGM has been doing mine exploration for the Cariboo Gold Project over the past four years. Jorgenson says the company and its contractors have already bought up 80 per cent of the hotel rooms in Wells and neighbouring Barkerville and turned them into staff housing, but workers don't stay in town long-term and accommodations are often left empty for most of the year."The result is that people [tourists] don't come to our stores to shop or eat … don't have the opportunity to extend their stay," he said. "All tourism dollars have stopped flowing in our community."COVID proves tourism unsustainable in WellsIan Douglas, a gold prospector who has lived in Wells for seven years, agrees that BGM shouldn't be under-using the hotel rooms it's purchased but says it doesn't really matter right now. The pandemic has already dealt a severe blow to local tourism, an industry he once worked in."Tourism isn't going to be able to sustain Wells as it used to," Douglas told Matt Allen, guest host of CBC's Daybreak North. "The [Cariboo Gold Project] mine in its current planning position will help subsidize our existence." Douglas says he is eagerly awaiting the job opportunities at BGM."I would love to use it as a foot in the door to the rest of the industry," he said. RALEIGH, N.C. — Outgoing North Carolina Rep. Mark Walker on Tuesday announced his bid to succeed retiring GOP Sen. Richard Burr in 2022, a path the Republican indicated a year ago he'd pursue after his House district shifted to the left during an unscheduled redistricting. The quick entry of Walker, mere days after almost all North Carolina 2020 election results were finalized, may signal an attempt to make other big-name conservatives think hard before entering the race. Those include Lara Trump, the president's daughter-in-law and a North Carolina native. Burr announced years ago that his third six-year term would be his last. “I’m running for the United States Senate because serving others is my life, and I have the experience to fight and to win in Washington," Walker, 51, said in a campaign kickoff video on his website. A favourite of the Republican base, Walker is a Baptist minister who was first elected to Congress in 2014. He rose through the ranks and chaired the conservative Republican Study Committee. He made inroads working with African American lawmakers by working on efforts to promote historically Black colleges and universities. Black residents are featured prominently in his fast-paced four-minute video, recorded in downtown Greensboro. Walker had considered challenging Sen. Thom Tillis in the 2020 Republican primary, particularly after GOP activists aligned with Donald Trump questioned Tillis' allegiance to the president. But Walker declined, and two weeks later Trump endorsed Tillis for reelection. Walker said he had spoken to Trump about challenging Tillis, and that he would focus on winning another term in central North Carolina's 6th Congressional District. That calculus changed in late 2019 when the state legislature redrew all 13 U.S. House districts after judges ruled it was likely the previous map was tainted with extreme partisan bias favouring the GOP. The reworked 6th District made it likely that a Democrat would win the seat and Walker announced last December he wouldn't run for anything in 2020. Walker said in a phone interview Tuesday that Trump had told him previously he would back him in a 2022 Senate run, affirming what a Walker spokesperson said last year. Such an endorsement, if Trump gives it, could winnow the Republican field in North Carolina, where Trump twice earned the state’s electoral votes. His 2020 victory over Joe Biden by 1.3 percentage points, however, was less than half of his victory margin over Hillary Clinton in 2016. But any such commitment to Walker could be threatened if a family member of the president enters the race. A person close to Lara Trump, speaking on condition of anonymity because the person was not authorized to discuss her thinking publicly, told The Associated Press that the president’s daughter-in-law has expressed interest in Burr’s seat in 2022 and is exploring a run. Lara Trump, 38, grew up in Wilmington and went to N.C. State University. She currently lives in New York with husband Eric Trump and their two children. She made frequent North Carolina campaign appearances for her father-in-law in both 2016 and 2020, connecting her to the state's GOP culture. Asked about the possibility of Lara Trump's candidacy, Walker told the AP “it’s not illegal for somebody to move to a state and establish a residence and run.” As for the president's endorsement, Walker said, “ultimately, that’s his call. But we would certainly appreciate the fact that if he was able to stay with that support, it certainly would mean a lot to us." His campaign website shows a photo of Walker with President Trump and Vice-President Mike Pence in the Oval Office. Walker's video didn't mention Donald Trump by name but mentioned that his time in Congress included “taking on the swamp.” Walker's goal, he said, was “to be a conservative warrior and a bridge builder for all of our communities. And that’s exactly what we did.” Other Republicans who've said they'd consider Senate bids include former Gov. Pat McCrory and U.S. Rep. George Holding of Raleigh, who also didn't seek reelection this year due to redistricting. On the Democratic side, state Sen.
