WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He maintains a lofty position with Trump, and despite their differences the two see eye-to-eye on quite a lot.Still, Senate Democratic leader Chuck Schumer quipped: “I guess he’s the next one to be fired.”Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud.That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime official announced he would step aside from that position because of the memo.The Trump campaign team led by Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that partisan poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence.But local Republicans in some battleground states have followed Trump in making unsupported claims, prompting grave concerns over potential damage to American democracy.Trump himself continues to rail against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. He said a remedy for many complaints would be a top-down audit by state or local officials, not the U.S. Justice Department.“There’s a growing tendency to use the criminal justice system as sort of a default fix-all," he said, but first there must be a basis to believe there is a crime to investigate.“Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. ... And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. Ottawa's fiscal update on Monday outlined what the government is proposing to do to help the economy survive the pandemic, and thrive as the country emerges from it some time soon. And policy makers say a big part of that recovery will hinge on what help is coming for one of the hardest hit demographic groups: women.Women have been disproportionately hit by the job losses that have come with COVID-19, economists at Royal Bank noted in a recent report on the topic.While overall employment is still well short of where it was before the pandemic, economists Dawn Desjardins and Carrie Freestone calculated that roughly 68,000 men joined the labour force between February and October, while more than 20,000 women have left it over the same time frame.A major reason for that exodus, experts say, is because women are bearing a disproportionate burden of child care and are being forced to choose caregiving over their own career ambitions.Ottawa hinted it wanted to create a national child care program in its throne speech in September, and reiterated that wish in Monday's fiscal update. But while the government did earmark some money into exploring the idea, it is still a long way from becoming reality.Choosing between daycare or careerWomen know all too well how badly it is needed now.Janel Sherise is a hairstylist and mother in Mississauga, just west of Toronto.She was on maternity leave before the pandemic started, but when that ended, she found her income as a hair stylist had dried up so she faced a problem familiar to many working mothers: choosing between finding the money to pay for daycare, or putting her own career on hold."I'm used to being in the work force and helping to provide for my family," she said, "but it's just not feasible."LISTEN | Janel Sherise spoke with the CBC's Matt Galloway about life for working mothers in a pandemicShe has launched a business out of her home selling cheesecakes to help pay the bills, but it's a tough grind."I'm definitely working through naps," she says. A national daycare program would help, but she knows that working mothers like her need immediate help now or they risk being left behind. Torontonian Gina Vivian has a similar story.As a home-care nurse, she was used to shift work and the time pressures that go along with that, but then schools closed in March. Suddenly, she was unable to continue accepting shifts because she had to take care of — and help teach — her twin six-year-old boys."There was absolutely no way I could work," she said in an interview. "And I feel a lot of guilt for that, but I couldn't work."Vivian's kids went back to school in September so she is looking for full-time work again, but is finding it difficult to navigate the world of online job applications.She worries that every day she's away from nursing is a day that puts her further and further behind. "My career is a big part of me and it's not something I want to let go of," she said.'She-cession'To economist Armine Yalnizyan, Sherise and Vivian are two casualties of the current "she-cession" — a term she coined to describe the threat she sees that decades of progress made on behalf of women in the workforce is being undone."The moment is extremely urgent and ... we have no more time to waste," Yalnizyan said in an interview.Historically, one of the best tools governments have at their disposal to try to stimulate an economy coming out of a shock would be spending on large, capital intensive infrastructure projects to get people working.But "there's not enough men to do the jobs that the women have lost," Yalnizyan said."The playbook for recovery has got to be different than the old-fashioned playbook, which has been shovel-ready infrastructure, we've got to do more to get more women back."Child care is a huge part of that, she said, because it is primarily women that have been bearing the burden of child care through this pandemic, whether they have lost their job or are being asked to do it on top of it."It's just impossible for too many people," she said. "And we're not doing enough to make it less impossible right now."It's not just a problem for women, either. Ottawa laid out an ambitious and expensive fiscal update on Monday, pledging to spend between $70 and $100 billion as a shot in the arm for Canada's economy as it recovers from COVID-19.According to research by Desjardins at RBC, that's the same price tag as would be added to the economy simply by making sure the female participation rate in the labour force is as much as the male rate.That alone would add $100 billion to Canada's GDP each and every year."It's a very material lift to Canada and to our prosperity," she said.Pandemic's impact on women 'enormous'While the virus that causes COVID-19 does not discriminate, Anjum Sultana, national director of public policy at YWCA Canada, said that isn't the case for the economic side of things."The gendered impact of this crisis has been enormous," she said in an interview.She said she liked what she saw in some of the broad details announced Monday, including $20 million earmarked to establish the Federal Secretariat on Early Learning and Child Care, which will be tasked with handling any national child care program, and $420 million to support the training and retention of more early childhood educators. But more is needed."The question is — is it enough, and is it going to get here fast enough?"For women like Sherise, help can't come soon enough. So in the meantime, she and the working mothers in her social circle will keep doing whatever it takes to make ends meet. "We all kind of fell into the same predicament of we're just going to have to be entrepreneurs because we can't go back," she said.
NEW YORK — The annual publishing convention and trade show known as BookExpo, a decades-old tradition where guest speakers have ranged from Bill Clinton to Margaret Atwood, may be coming to an end.ReedPop, which has managed BookExpo for a quarter century, announced Tuesday that effectively immediately it was “retiring” the event, along with the fan-based BookCon and merchandise-based UnBound. Any future for the convention depends on the wishes of the book community. As in other industries, publishers have debated the necessity of holding BookExpo when much of the business once conducted there has moved online.BookExpo used to be rotated around the country, from Los Angeles to Chicago to Washington, D.C., but it was held almost exclusively in recent years in Manhattan’s Jacob Javits Center. New York publishers looked to reduce costs, including cutting back sharply on how much space they purchased on the convention floor.Earlier this year, BookExpo and BookCon were held virtually because of the coronavirus. The status for next year's show was already in doubt."The pandemic arrived at a time in the life cycle of BookExpo and BookCon where we were already examining the restructure of our events to best meet our community’s need," Reed event director Jennifer Martin said in a statement."This has led us to make the difficult decision to retire the events in their current formats, as we take the necessary time to evaluate the best way to move forward and rebuild our events that will better serve the industry and reach more people than we were able to before. We remain committed to serving the book community and look forward to sharing more information in the future.”Penguin Random House CEO Markus Dohle, who has praised BookExpo as a chance for the industry to gather under one roof, said in a statement that he hoped such occasions would happen again.“Among the many traditions we greatly missed this year was having an industry event that brings together booksellers, authors and publishers," he said. "In this virtual world, Penguin Random House is continuously investing in innovative ways to connect our community members with one another, and we look forward to working with our industry partners to explore a newly imagined event where we all can come together to celebrate books and their essential role in our society and culture.”Booksellers have been meeting annually since the early 20th century, although the modern convention dates back to 1947 and the founding of the American Booksellers Association Convention and Trade Show. The ABA, the trade group for independent owners, served as host until the mid-1990s, when tensions with the superstore chain Barnes & Noble and some publishers led to legal action and to the association's selling the show to Reed.Usually held in late spring, BookExpo was once a prime venue for upcoming books to “break out,” and for publishers to place orders with booksellers and bring in top authors to meet with store officials, agents, librarians and journalists.At a given convention, a dais might be shared by Atwood, William Styron and Margaret Thatcher, or by Bill Murray and Julia Child. At a 2006 luncheon in Washington, speakers included Amy Sedaris and John Updike, whose elegy for all the Manhattan bookstores now closed so moved the audience that few remembered what was said by the third featured author, a first-term senator from Illinois, Barack Obama.But over the past few years, visiting authors lacked the star power of previous guests, and attendance fell to the point where sizable parts of the Javits centre floor were empty.In 2018, when Michelle Obama was looking to promote the fall release of her memoir “Becoming,” she didn't come to BookExpo, but instead addressed the convention of the American Library Association. And this year highlighted doubts over whether an in-person gathering raises sales: The market has remained stable despite the pandemic and the convention being held online.Meanwhile, other industry meetings continue, including regional shows and the increasingly popular Winter Institute, managed by the American Booksellers Association. The Winter Institute will be held virtually in February 2021."The retirement of BookExpo feels like the end of an era," ABA CEO Allison K. TORONTO — Netflix Canada will bid farewell to "Friends" later this month as the hit sitcom moves to Crave.Both streaming platforms confirmed the switch on Tuesday, saying Dec. 31 will see all 10 seasons of the show depart Netflix for their new home on Crave under an exclusive agreement.The change comes as Crave continues to bulk up its streaming library of hit network TV comedies, which include "30 Rock," "The Bernie Mac Show" and "Frasier."The streamer, owned by Bell Media, also recently picked up the rights to "The Fresh Prince of Bel-Air," which will leave Netflix on Dec. 30.Netflix isn't left empty-handed when it comes to classic TV, however. As communities grow and expand, the needs of those they serve continue to evolve. Orangeville, and by extension Dufferin County, continues to become more diversified, resulting in a need for greater understanding and development of inclusive policies, activities, and actions. Following the Town of Orangeville’s commitment to building that kind of inclusive committee, they have developed an Equity, Diversity and Inclusion (EDI) Committee. The committee will consist of one representative from town council, Coun. Lisa Post, and a number of volunteers from the community. “I’m excited that we are moving forward towards inclusion in our community,” Post told the Banner. “The involvement of our citizens is so crucial to effectively do this.” Along with providing recommendations and advice to council, the EDI Committee will also be mandated to work with town staff and the community, focusing on liaising with groups who have historically experienced discrimination. On Nov. 26, the Town announced they are now seeking volunteers to serve on the committee. These volunteers will represent the diversity of Orangeville’s community across national origins, ethnicity, language, race, colour, sexual orientation, gender identity and age. It is expected the committee will work actively during its first year to move critical work ahead, meeting formally at least three times per year or at the call of the committee chair. Initial areas of focus may include: · Identification of issues and matters related to equity, diversity, and inclusion in Orangeville. · Identifying best practices · Raising awareness in the community about EDI · Identifying systemic and institutional barriers in Town processes, services, programs, and/or facilities. · Identifying barriers that impact the social, health, and/or economic well-being of members of the community, then proposing solutions. · Providing advice on programs, services, and processes from an equity, diversity, and inclusion perspective. “I hope anyone who has knowledge or experience to lend will consider applying to share that with us,” said Post. BERLIN — More than 180 police officers raided homes in three German states early Tuesday after the German government banned a far-right group, the interior ministry said.The homes of 11 members of the far-right group Wolfsbrigade 44 were searched in Hesse, Mecklenburg West-Pomerania and North Rhine-Westphalia to confiscate the group's funds and far-right propaganda material, the German news agency dpa reported.“Whoever fights against the basic values of our free society will get to feel the resolute reaction of our government,” Interior Minister Horst Seehofer said. “There's no place in this country for an association that sows hatred and and works on the resurrection of a Nazi state.”The members of the group want to re-establish a Nazi dictatorship and abolish democracy, the interior ministry said. The 44 in their name stands for the fourth letter in the alphabet, DD, and is an abbreviation for Division Dirlewanger. Oskar Dirlewanger was a known Nazi war criminal and commander of a Nazi SS special unit.The far-right group, founded in 2016, is also known for its anti-Semitic and racist ideology as well as its violent and aggressive appearances in public and on social media.On Tuesday, officers found knives, a machete, a crossbow and bayonets during their raids. They also seized Nazi devotional objects such as swastikas and flags.Earlier this year, the German government banned other far-right groups including the Combat 18 and the Nordadler, dpa reported.In a separate investigation, the Defence Ministry said that eight suspects had been questioned by military intelligence on Tuesday in connection with an investigation that has been going on since the end of last year.The investigation is centred on soldiers and several civilian employees working at a regional office of the military in Ulm, who are thought to be linked to the so-called Reichsbuerger movement.Reichsbuerger, or Reich citizens, have similarities to the sovereign citizens movements in the United States and elsewhere. They reject the authority of the modern German state and promote the notion of “natural rights,” often mixing this ideology with far-right politics and esoteric conspiracy theories.“There isn't any room in the military for enemies of the constitution,” Defence Minister Annegret Kramp-Karrenbauer said in a statement.The Associated Press
Up to $100,000 will be given to the N.W.T. resident or company that submits the strongest proposal for an investment in technology. That financial pledge comes from the N.W.T. Manufacturing Innovation and Technology Contribution, a GNWT fund designed to find a project that will reduce costs, increase productivity for an N.W.T. business, and increase local employment. Members of the N.W.T. Manufacturing Association and new businesses looking to become a manufacturer can apply, as can individual N.W.T. residents. Those applying must be prepared to make an equity contribution of at least 20 per cent of the cost of their proposal. The project seeks to “support and encourage innovation in the N.W.T. manufacturing sector by supporting research into existing and emerging technologies.” Entries must be submitted by December 13. Nothing about us, without us: the idea that no policy should be decided, by any representative, without the full and direct participation of those affected by that policy. It’s the main issue that Lisa Long has with the Downtown Task Team, a group hand-picked by Mayor Brian Bigger to tackle the myriad social challenges, from drugs and crime to homelessness, facing the city’s downtown core. The task team has been criticized by some social services organizations for excluding groups that actually work with the homeless. “I believe representation from our vulnerable populations should also be made available,” said Long. “The ‘Nothing About Us, Without Us’ philosophy that emphasizes people, our vulnerable population, being valued as integral and essential contributors. “It seems fitting, as the (Downtown) BIA has a seat.” If there is representation on the mayor’s team from the business community, Long wonders why the same courtesy hasn’t been extended to organizations that actually work with vulnerable and marginalized downtown populations. Long is the executive director of The Samaritan Centre and, together with partner agencies the Blue Door Soup Kitchen and the Elgin Street Mission, works with individuals facing multiple social barriers including homelessness, food insecurity, poverty, mental health and addictions, in downtown Sudbury. She, like other downtown community service groups, were not invited to be a part of the mayor’s task team. She first heard of its creation in October from Ward 11 Coun. Bill Leduc. “He asked me why I wasn’t on it,” she said. Long said not only does she want to ensure a more equitable perspective on the team, one that “represents those who call the downtown core their home,” but that the Samaritan Centre would offer valuable insight. “These are our neighbours,” she said. “This is our neighbourhood.” Prior to the pandemic, The Samaritan Centre would receive a daily average of 300-400 people. The pandemic hasn’t changed that. Though they have been forced to change their methods, the Samaritan Centre still offers meal services, showers, laundry and other grooming opportunities, as well as a weekly nurse practitioner clinic – all with COVID-19 restrictions in place. Additionally, Long said that while maintaining all safety protocols, she is consistently interacting with clients who are waiting for services, as well as moving through the downtown to check in and distribute items like granola bars, vitamins, socks, and winter wear. “I have regular, direct contact with the individuals we serve through the Samaritan Centre, and I’m aware of their needs, challenges and stories.” The most recent meeting of the Downtown Task Team took place Nov. 25. In an interview with Sudbury.com, Mayor Brain Bigger said he was pleased with the progress the task team is making, but he does recognize the need for expert advice. The most recent meeting of the task team focused on hearing more from experts. “Our conversation was: how do we engage effectively with the large number of smaller service organizations? They’re working with the people that are experiencing these challenges and crises in the downtown.” He said the focus now is “trying to understand how we can be strategic, and really drive that value for money from the resources that we do have.” He also said there is a misconception in terms of the knowledge that council already possesses. “Many people seem to have this impression that if you’re a member of council, people think we’re completely unaware of what’s happening,” he said. “That’s far from the truth.” He said that because city councillors are interacting with citizens from their wards on a regular basis, “we’re continually involved in trying to resolve challenges in the community, and looking for opportunities to help people navigate and find support.” Mayor Bigger said this is the impetus for a public engagement forum that the city plans to hold “as soon as possible.” He said it will be a chance to hear from those who have a vested interest: community groups, business owners, those with lived experience, and the general public. But as the mayor himself noted, a pandemic-world does make this a challenge. He said it will be “essentially, a listening experience, and an opportunity to hear the ideas and the solutions — to hear about the challenges, about some of the gaps that we might not think of.” Still, despite the criticism the task team can’t really address issues it doesn’t understand, the mayor said he is “proud of what we’ve accomplished.” Long, however, isn’t quite sure it will be enough to shape the view that is required, one that is built upon the idea of nothing about us, without us. “If you look at issues from the perspective of privilege and power, the perspective will be subject to tunnel-vision, and limited in scope and purpose” she said. “If the objective of the Task Force is to install LED lights downtown, then I am sure they will have a measure of success,” said Long. “If they want to gain an understanding of the people and social issues in our downtown, then I think the framework from which they are problem-solving needs to be reconsidered.”Jenny Lamothe, Local Journalism Initiative Reporter, Sudbury.com
The Ontario government has announced it will be providing financial relief for families facing new education-related expenses in the COVID-19 era. The announcement, totalling $380 million, will provide parents or guardians with a one-time payment of $200 for each child aged 0 to 12 or $250 if their child or youth aged up to 21 with special needs. Parents or guardians residing in Ontario will have to complete an online application to apply for the funds — applications will remain open until January 15, 2021. The program was launched Monday at a press conference in Vaughan, by Premier Doug Ford, Stephen Lecce, Minister of Education, and Rod Phillips, Minister of Finance. “During this very difficult period, our parents have been the unsung heroes in the fight against COVID-19, whether it’s screening their child before school or assisting them with remote learning,” said Ford. “Parents have been there for us, and our government will continue to be there for them. That’s why we’re providing additional payments to help families with some of the costs of learning and childcare as we battle the second wave of COVID-19.” The new Support for Learners program was designed to offset additional learning costs, whether their children attend school in person, online or a mix of both. Funds can assist with additional education expenses during COVID-19. This initiative is part of the 2020 Budget, Ontario’s Action Plan: Protect, Support, Recover. “COVID-19 has imposed many costs on families in this province, which is why we are again providing financial support directly in the pockets of working parents,” said Minister Lecce. “Our priority remains keeping schools safe and open, and supporting families every step of the way through this incredible challenge.” To be eligible for funding, you must live in Ontario and be a parent or guardian to a child that is between the ages of zero and 12 or if the child has special needs, the age limit will be increased to 21. For students with special needs, the provincial government is defining special needs as any student reported to be receiving special education programs or services by their school board, any child enrolled in licensed child care reported to be receiving special needs funding or support, and any child identified as having a special need. On the Ontario government website, it indicates that it doesn’t matter if your child is enrolled in school or child care. All children are eligible based on their age. Parents will be eligible to apply if their child attends a publicly funded school, attends a private school, attends a First Nation operated or federally operated school, attends school in-person or online, is homeschooled, is enrolled in child care, or a child that stays home. Only one parent or guardian may apply for each child. Each application will be verified, processed and paid separately. Alberta's Chief Medical Officer of Health, Dr. Deena Hinshaw, says Albertans should assume that this holiday season will not be spent with people outside of their households and suggests they start thinking creatively.
The federal Liberal government unveiled a suite of environmental measures on Monday as part of its fall fiscal update, proposing spending on things such as ecosystem restoration, clean transport and energy efficiency. The government’s Fall Economic Statement, tabled by Deputy Prime Minister and Finance Minister Chrystia Freeland, also sets up some signposts pointing to a “green transformation,” including issuing the first federal green bonds next year. Ottawa will be exploring the possibility of border carbon adjustments, where a fee is imposed on imports from countries without carbon pricing, so foreign products don't undercut those produced in Canada by companies subject to Canadian carbon pricing systems. And it will be setting up an “action council” focused on developing a sustainable finance market in Canada that would see capital flows redirected toward green initiatives. That will include looking at “enhancing climate disclosures,” the government said, as directors of Canadian corporations face mounting obligations to act on the risks posed by the climate crisis as part of the responsibilities of their jobs. But with Canada’s deficit projected to hit $381 billion in 2020-21, Prime Minister Justin Trudeau’s government is pushing back any larger stimulus plan until a vaccine is being distributed and outbreaks and shutdowns are in the rearview mirror. “When the virus is under control and our economy is ready to absorb it, we will deploy a three-year stimulus package to jumpstart our recovery,” reads the statement. “Key to this stimulus plan will be smart, time-limited investments that can act fast and make a long-run contribution to our future shared prosperity, quality of life, competitiveness and our green transformation.” Reaction was muted from some opposition members. Conservative Leader Erin O’Toole dismissed the economic statement soon after Freeland tabled it as “putting the economy on hold.” He portrayed the government’s approach as wrongheaded, looking forward to future stimulus potential without first getting public health fundamentals correct. The Liberals were “not willing to ask the wealthiest to pay their fair share,” said NDP Leader Jagmeet Singh, by taking steps to secure new revenue sources from large corporations making “massive profits” during the pandemic. “This is the exact opposite of what people need,” he said. Funding to address issues such as retrofits and clean transport was central to proposals issued last month by a coalition of more than two dozen environmental and conservation groups in Canada. The Green Budget Coalition’s roadmap for a federal green recovery called for $10 billion for energy efficiency retrofits in buildings, among other commitments. Monday’s economic statement commits to $2.6 billion over seven years for Natural Resources Canada to provide up to 700,000 grants of up to $5,000 each for homeowners and landlords to carry out energy-efficiency upgrades. The government said buildings account for 17 per cent of emissions, and “helping Canadians make their homes more energy efficient can support our environmental objectives, while making homes more comfortable and more affordable to maintain.” “We know that Canada’s future competitiveness depends on our ability to take advantage of the net-zero green economy,” Freeland said in Parliament after tabling the document. “Our growth plan must continue to advance our progress on climate action and promote a clean economy.” Efficiency Canada executive director Corey Diamond said home retrofits were a big environmental and economic boost, creating local jobs nationwide and contributing to Canada's journey to net-zero emissions. “The announcement today is a start, and a piece of the puzzle,” Diamond said. “But a lot more is required if we're going to be able to help Canadians.” He said there appeared to be “gaps in some high-impact areas,” including specific supports for low-income programs. “What is essential in all of this, however, is that the federal strategy integrates with existing programs on the ground, across the country,” he said. The Green Budget Coalition had also asked the federal government for $2.6 billion for “nature-based climate solutions” and $4.8 billion to support protected areas. The economic statement proposes to spend $3.16 billion over the next decade, starting in 2021-22, in order to follow through with its promise to plant two billion trees. It also proposed up to $631 million over 10 years, starting next year, to “implement climate smart, natural solutions to reduce greenhouse gas emissions related to ecosystem loss.” The statement acknowledges that Canada’s grasslands, wetlands and peatlands are “highly valuable for their ability to store greenhouse gases,” and proposes funding to “restore degraded ecosystems, protect wildlife, and improve land and resource management practices.” The government estimated that these kinds of “nature-based solutions” can provide “almost 40 per cent of the emission reductions needed by 2030.” Because of jurisdictional issues, both of those initiatives will require Ottawa to work with a wide range of partners, including provincial and territorial governments, Indigenous communities, conservation authorities and non-governmental organizations. The government also touted a $98-million Natural Climate Solutions for Agriculture Fund, to capitalize on the potential of Canadian farms to increase carbon sequestration and “realize other environmental benefits” that will come out of a future “Canadian Agri-Environmental Strategy.” Keith Stewart, senior energy strategist at Greenpeace Canada, said the economic statement was “yet another promise to go big on climate change and inequality at a future date.” Canada has made decades of “down payments without ever sealing the deal,” Stewart said. “We can fight the pandemic in a way that lays the groundwork for a greener, more equitable and inclusive future but this economic update doesn’t do that.” He said environmental groups will have to "keep the pressure on" for the forthcoming new 2030 emissions reduction target, and plan to achieve it, as well as the 2021 budget. The government said it was “committed to ensuring that Canada’s transition to a low-carbon economy is achieved in a way that is fair and predictable for our businesses, and supports Canada’s international competitiveness.” To this end, the economic statement said the government was “exploring the potential” of a border adjustment for carbon, working with the United States, Mexico and “like-minded economies” in Europe. The government also plans to set up a public-private Sustainable Finance Action Council, as institutions and investors around the world increasingly evaluate climate change risks to company assets. The Bank of Canada has warned that sectors such as oil and gas are exposed to risks that could spill over into “fire sales.” “Developing sustainable finance in Canada will promote the long-term growth and stability of our financial system in the face of climate change,” reads the economic statement. The commitment is worth $7.3 million over three years. Finally, Ottawa announced its intention to “issue the federal government’s first-ever green bond in 2021-22,” that it said would help finance its green infrastructure spending. Some nurses who left their jobs at Health PEI to take positions with Veterans Affairs Canada asked for, but were denied, a secondment from their provincial jobs, according to the federal Minister of Veterans Affairs Lawrence MacAulay.That's from the latest in a series of letters between MacAulay and P.E.I. Health Minister James Aylward. Aylward wrote to MacAulay in October, expressing concern about a hiring campaign by VAC by which the federal department had lured away at that time, according to Aylward's numbers, 25 registered nurses, two social workers and one psychologist from Health PEI.Health PEI said this week that the number of nurses who have left for VAC has now reached 32.As part of its effort to clear up a backlog of tens of thousands of disability claims, a spokesperson for VAC told CBC the department has hired 125 nurses across Canada, including 55 on P.E.I. Overall the federal department plans to hire 300 temporary staff and aims to clear up the backlog by March 2022. However the Parliamentary Budget Office says the job will require more staffing and an extra year to complete."Given the size of our province and corresponding size of the nursing workforce within our health-care system, this recruitment campaign has had a significant negative impact on our health human resources," Aylward wrote to MacAulay in the first of two letters the health minister tabled in the P.E.I. Berman, the ousted federal prosecutor in Manhattan who led several investigations into President Donald Trump's allies, has been hired by a white-shoe law firm in New York.Berman will provide criminal defence in white-collar cases and work on complex commercial litigation at Fried, Frank, Harris, Shriver & Jacobson, the firm announced Tuesday.The firm is “well known for its cutting-edge counsel to top tier companies and high-profile individuals,” Berman said in a statement.Fried Frank described Berman as “one of the most respected prosecutors in the United States.”Berman was pushed out in June as U.S. Attorney for the Southern District of New York, where he led several investigations with tentacles into Trump's orbit, including one involving the business dealings of Rudy Giuliani, the president’s personal attorney.The same office prosecuted former Trump attorney and fixer Michael Cohen for campaign finance crimes and two Giuliani associates tied to the investigation that led to Trump’s impeachment investigation. Regina police have charged a 17-year old girl who allegedly stole a vehicle with a four-year-old child inside.Officers were called to the 2100 block of Albert Street around 8:17 p.m. CST on Nov. 21 for a report of a stolen vehicle, according police.Police were told a 31-year-old woman had given three young women a ride in her car while her child was also in the vehicle.Police said the driver stopped and got out of the vehicle briefly, at which point one of the passengers got in the driver's seat and started driving away. When the mother tried to stop her, the driver allegedly tried to hit her with the car.The suspect left the four-year-old on a street a few minutes later, police said. Two people found the child and called police.Officers identified the suspect and learned she had fled to Calgary. A warrant was issued for her arrest on Nov. 24. She was arrested by Calgary police for an unrelated matter.The suspect, who can't be named in accordance with the Youth Criminal Justice Act, was brought back to Regina on Monday and charged with offences including abduction of a child under 14-years-old, assault with a weapon (vehicle) and auto theft.
MOSCOW — The Russian military on Tuesday announced the deployment of state-of-the-art air defence missiles to the Pacific islands claimed by Japan. Russia's Eastern Military District said in a statement that the S-300V4 air defence missile systems have entered combat duty on the Kuril Islands, adding punch to the shorter range Tor M2 missile systems deployed there earlier. The Russian Defence Ministry's TV station, Zvezda, reported that the air defence missile systems were deployed on Iturup, one of the four southernmost Kuril islands. The new deployment marked the latest move in a continuous Russian military buildup on the islands, which has included stationing advanced fighter jets and anti-ship missiles there. Japan asserts territorial rights to the islands it calls the Northern Territories. The Soviet Union took them in the final days of World War II, and the dispute has kept the countries from signing a peace treaty formally ending their hostilities. Decades of diplomatic efforts to negotiate a settlement haven't produced any visible results. Former Japanese Prime Minister Shinzo Abe spent a lot of time and effort in the hope of negotiating a solution during his nearly eight years in office but scored little progress. Shortly after taking office in September, newly elected Japanese Prime Minister Yoshihide Suga discussed the territorial dispute in a call with Russian President Vladimir Putin. Regina– On Nov. 19, the Ministry of Health released updated modelling information which provided four possible forecasts of what could happen in the coming months as COVID-19 spread across Saskatchewan. Several slides referenced Nov. 29 as part of a 14-day forecast. So what actually happened? Generally speaking, even with regularly climbing daily case counts in Saskatchewan, reality has been much less harsh than those models were predicting. While Saskatchewan has continued to show exponential growth in its 7-day average new case count, reality turned out to be much lower than the projected forecast. The “14 Day Forecast of Lab Confirmed Cases (to Nov. 29, 2020)” slide shows a band of possibilities, with a “50 per cent Forecasted Value” line, the “Upper Credibility Interval (97.5 per cent),” and the “Lower Credibility Interval (2.5 per cent).” The chart also says “*Interpret with caution.” The forecasted 50 per cent value was roughly 1,400 cases per day on Nov. 29, with the upper number coming in around 2,100 and the lower number at 660. In actuality, Saskatchewan’s new case count on Nov. 29 was 351, one of its highest days, but its 7-day average on that day was 250 cases per day. Three days earlier the average case count of 243 cases per day exceeded the 240 case per day level – a doubling from 120 average cases per day reached 16 days earlier on Nov. 10. Saskatchewan had been seeing a doubling of average cases per day roughly every 14 days since Oct. 10. Similarly, the “14 Day Forecast of Acute Hospital Admissions (to Nov. 29, 2020)” was also substantially off the mark. It’s 50 per cent forecast line came in at 90 new admissions per day, with the high mark at 130 and the low mark at 40. The daily COVID-19 updates from the province do not speak of new admissions per day, but rather provide how many people are in hospital, overall new cases, recoveries and deaths. So while the total number of people in hospital may increase by eight, as it did on Nov. 30, there will be churn within the number for people recovering and going home, and new admissions coming in. Thus, in reality, on Nov. 30, Saskatchewan had 123 people in total hospitalized throughout the province, the highest level to date. That was an increase from 115 the day before. On Nov. 30, the 325 new cases also came with were 49 recoveries. There were two deaths reported on Nov. 30, and 23 people were in intensive care. Manitoba and North Dakota compared With 325 new cases announced on Nov. 30, Saskatchewan’s 7-day average is now 262.9 cases per day. That number shows a continuing growth pattern, but perhaps not as sharply as the previous two months had been, and it may no longer be on the same exponential curve that it had been on from Oct. 1 to Nov. 15. In comparison, Manitoba has remained relatively flat since Nov. 13, when its 7-day average case count hit 400.4. Since then there have been fluctuations in the daily count, but the average has remained in a narrow band between 371.6 and 422.7 average cases per day. On Nov. 30, Manitoba’s 7-day average was 392.4 cases per day. Prior to mid-November, Manitoba had been undergoing exponential growth at a rate almost exactly the same as Saskatchewan, but roughly 16 to 18 days ahead of Saskatchewan’s curve. By Dec. 1, that had stretched to 30 days, as Saskatchewan’s growth rate slowed and Manitoba’s flattened out. North Dakota, which received national headlines as one of the worst affected states in the union, has not only flattened its curve, but bent it substantially down in the last two weeks of November. North Dakota, too, had been seeing exponential growth of new COVID-19 cases for the two months leading up to mid-November, albeit at a lower rate of growth than either Saskatchewan or Manitoba. Its overall numbers were much higher, however. North Dakota’s 7-day average crested on Nov. 18, at 1,415.7 average cases per day. Its highest individual case count for a day was 2,278 on Nov. 14. But in the two weeks since, that 7-day average case count made a steady decline, falling to 1035.7 by Nov. 27, and 848.1 on Nov. 30. On an individual day bases, Nov. 30 was the best day North Dakota had seen in over a month, with 598 new cases. The last time the state had a number in the 500s, it was Oct. 26, at 527. MONTREAL — The Quebec Major Junior Hockey League has a plan A and a plan B to resume its season in mid-January, and its commissioner said Tuesday that cancelling its schedule isn't an option.On Monday, the league announced it was suspending activities from Dec. 1 to Jan. 3, when players are expected to report to their respective clubs. The plan is to start playing games again between Jan. 17 and Jan. 20.There are two possibilities for how the resumption of games could look. Plan A, the one seemingly favoured by QMJHL commissioner Gilles Courteau, would be that the COVID-19 pandemic will have subsided enough to allow public health officials in the four provinces the league has teams to permit the resumption of the schedule as planned with interprovincial travel.But the QMJHL also has a Plan B: a bubble format with a handful of teams in select cities.The league would create protected environments, like it did in Quebec City for about 10 days earlier in November, where several teams played games.The league wants six different cities — four in Quebec and two in Atlantic Canada — to host three teams each to play two games over three days between Jan. 22 and Jan. 24.After that, three cities would welcome four Quebec teams each to play six games in nine days between Jan. 30 and Feb. 7.There would also be a gathering of the six Atlantic Canada-based teams to play five games in eight days between Jan. 30 and Feb 6."I think that what happened in Quebec City over the last two weeks has been a real boost for our teams," Courteau said Tuesday. "It’s been a very positive event and gave us faith when we will sit down in front of the four provinces’ public health departments, that we've got a good plan for them."If restrictions are still place, the league is ready to pivot to a bubble format."We’ll see as well what will be the evolution of the pandemic," Courteau said.The QMJHL was the only one of three Canadian major junior leagues to open their season around the normal start date.The Western Hockey League has said it plans to start the season in January, while the Ontario Hockey League has targeted February.For the time being, the QMJHL has no plans to cancel the rest of the season."We never talked about cancelling the season," Courteau said. "When we made the decision back in late July, start of August about resuming training and the start of training camp, we knew … we would go through roadblocks throughout the season."The 18-team league has been forced to postpone games regularly in Quebec and Atlantic Canada since starting the season in early October because of COVID-19 restrictions and positive tests. The league says the objective is for teams to play about 30 games each in the bubble format. But it wouldn't mean all teams will play an equal number of games by the end of the season. Thus far, the Sherbrooke Phoenix have played a league-low five games, while three clubs lead the way with 16 games played apiece.The league's hockey committee is meeting to assess which scenario will be adopted and how the playoffs will look.The league has distributed specifics to each club and it will be up to them to decide whether they will put themselves forward to host one of the bubbles.QMJHL will not be exempted from strict COVID-19 requirements in Atlantic Canada.The league has three teams in New Brunswick, two in Nova Scotia and one in Prince Edward Island. Originally scheduled to be completed in December, further construction of Gabriola Island’s Village Way Path is now on hold until spring 2021. Asphalt surfacing meant to go in through the Village Core section of the 1.5 km long, two-metre wide path has been delayed “due to weather conditions and paving material availability,” according to Yann Gagnon, the Regional District of Nanaimo’s manager of parks services. “The path will be in a usable condition over the winter, much like a widened gravel road shoulder,” he said. The RDN confirmed delay of completion of the Village Way will not delay the start of the construction of the Huxley Park skatepark in 2021. Work completed so far on the Village Way includes survey layout, tree assessment and removals, retaining wall construction, clearing and path base construction on sections between the Gabriola Professional Centre and Church Road. In the fall, staff determined fewer trees needed to be removed than planned. Using a hydro-excavator, crews exposed the root systems of trees in close proximity to the work site to assess if they would be damaged by further excavation work required to install the path. “This exploratory digging consequently allowed more trees to be retained as opposed to removing trees based on the assumption that the construction of the new path will damage their root system beyond their ability to recover,” Gagnon explained. As a result, trees have been saved in front of the Madrona Marketplace. Adaptations have also been made to parts of the path that will run in front of Gabriola Elementary School. Staff decided to reorient the path to “meander around live trees.” The adjustment will see dead trees or ones identified as declining removed instead. The construction method has also been adapted so that the gravel is “floating” overtop of the existing soil and root masses “as opposed to using a traditional path building method which includes excavation to sub-grade, which considerably damages healthy root systems,” Gagnon said. The completed path will run along the north side of the road from the junction of North and South roads to the 707 Community Park entrance at Tin Can Alley. The RDN has been working with the Ministry of Transportation since 2014 to make the path a reality. In July, the RDN board awarded the $971,349 construction contract to Windley Contracting.
