NEW DELHI — India started inoculating health workers Saturday in what is likely the world's largest COVID-19 vaccination campaign, joining the ranks of wealthier nations where the effort is already well underway. India is home to the world’s largest vaccine makers and has one of the biggest immunization programs. But there is no playbook for the enormity of the current challenge. Indian authorities hope to give shots to 300 million people, roughly the population of the U.S and several times more than its existing program, which targets 26 million infants. The recipients include 30 million doctors, nurses and other front-line workers, to be followed by 270 million people who are either over 50 or have illnesses that make them vulnerable to COVID-19. For workers who have pulled India’s battered health care system through the pandemic, the vaccinations offered confidence that life can start returning to normal. Many burst with pride. “I am happy to get an India-made vaccine and that we do not have to depend on others for it,” said Gita Devi, a nurse who was one of the first to get a shot. Devi has treated patients throughout the pandemic in a hospital in Lucknow, the capital of Uttar Pradesh state in India's heartland. The first dose was administered to a sanitation worker at the All Indian Institute of Medical Sciences in the capital, New Delhi, after Prime Minister Narendra Modi kick-started the campaign with a nationally televised speech. “We are launching the world’s biggest vaccination drive and it shows the world our capability,” Modi said. He implored citizens to keep their guard up and not to believe any “rumours about the safety of the vaccines.” It was not clear whether Modi, 70, had received the vaccine himself as other world leaders have in an effort to demonstrate the shot’s safety. His government has said politicians will not be considered a priority group in the first phase of the rollout. Health officials haven’t specified what percentage of India's nearly 1.4 billion people will be targeted by the campaign. But experts say it will almost certainly be the largest such drive globally. The sheer scale has its obstacles and some early snags were identified. For instance, there were delays in uploading the details of health care workers receiving the shots to a digital platform that India is using to track vaccines, the Health Ministry said. Shots were given to at least 165,714 people on Saturday, Dr. Manohar Agnani, a Health Ministry official, said at an evening briefing. The ministry had said that it was aiming to inoculate 100 people in each of the 3,006 vaccination centres across the country. News cameras captured the injections in hundreds of hospitals, underscoring the hope that getting people vaccinated is the first step to recovering from the pandemic that has devastated the lives of so many Indians and bruised the country's economy. India is second only to the U.S. in the number of confirmed cases, with more than 10.5 million. The country ranks third in the number of deaths, behind the U.S. and Brazil, with over 152,000. India on Jan. 4 approved emergency use of two vaccines, one developed by Oxford University and U.K.-based drugmaker AstraZeneca, and another by Indian company Bharat Biotech. Cargo planes flew 16.5 million shots to different Indian cities last week. But doubts over the effectiveness of the homegrown vaccine have created a hurdle for the ambitious plan. Health experts worry that the government's approval of the Bharat Biotech vaccine — without concrete data showing its efficacy — could amplify vaccine hesitancy. At least one state health minister has opposed its use. “In a hurry to be populist, the government (is) taking decisions that might not be in the best interest of the common man,” said Dr. S.P. Kalantri, the director of a rural hospital in Maharashtra, India’s worst-hit state. Kalantri said the regulatory approval was hasty and not backed by science. In New Delhi, doctors at Ram Manohar Lohia Hospital, one of the largest in the city, demanded they be administered the AstraZeneca vaccine instead of the one developed by Bharat Biotech. A doctors union at the hospital said many of its members were a “bit apprehensive about the lack of complete trial” for the native vaccine. “Right now, we don’t have the option to choose between the vaccines,” said Dr. Nirmalaya Mohapatra, vice-president of the hospital’s Resident Doctors Association. The Health Ministry has bristled at the criticism. It says the vaccines are safe and that health workers will have no choice in deciding which vaccine they get. Against the backdrop of the rising global COVID-19 death toll — it topped 2 million on Friday — the clock is ticking to vaccinate as many people as possible. But the campaign has been uneven. In wealthy countries including the United States, Britain, Israel, Canada and Germany, millions of citizens have already been given some measure of protection by vaccines developed with revolutionary speed and quickly authorized for use. But elsewhere, immunization drives have barely gotten off the ground. Many experts are predicting another year of loss and hardship in places like Iran, India, Mexico and Brazil, which together account for about a quarter of the world’s COVID-19 deaths. More than 35 million doses of various COVID-19 vaccines have been administered around the world, according to the University of Oxford. While the majority of the COVID-19 vaccine doses have already been snapped up by wealthy countries, COVAX, a U.N.-backed project to supply shots to developing parts of the world, has found itself short of vaccines, money and logistical help. As a result, the World Health Organization’s chief scientist, Dr. Soumya Swaminathan, warned this week that it is highly unlikely that herd immunity — which would require at least 70% of the globe to be vaccinated — will be achieved this year. “Even if it happens in a couple of pockets, in a few countries, it’s not going to protect people across the world,” she said. ___ Associated Press writer Biswajeet Banerjee in Lucknow, India, contributed to this report. Nova Scotia is reporting four new cases of COVID-19 on Saturday. Three of the new cases are in the central health zone. One was a close contact of a previously reported case. The other two are related to travel outside Atlantic Canada. One is a student at Dalhousie University in Halifax who lives off-campus. The case in the eastern health zone is a student at Cape Breton University in Sydney who lived off-campus and travelled outside the region. That case was reported Friday but not included in the official case tally until Saturday. All the new cases are self-isolating. There are 30 active cases of COVID-19 in the province, down two from Friday. No one is in hospital with the virus. Nova Scotia Health Authority labs conducted 2,293 Nova Scotia tests on Friday. Premier Stephen McNeil is commending students for "following health protocols," according to a release from the province. "We are seeing young people at universities taking the isolation requirement seriously and I want to thank them for protecting the health of others in their school community," he said. The province is continuing to urge students who have returned from outside of Nova Scotia, Newfoundland or P.E.I. to book a COVID-19 test on the sixth, seventh or eighth day of their quarantine, regardless if they have symptoms. Any students experiencing symptoms of COVID-19 must complete a self-assessment online or call 811. Students still must complete their 14-day isolation period even with a negative test result. Dr. Robert Strang, Nova Scotia's chief medical officer of health, said the low numbers are encouraging but warned against complacency. "While this is good news, we must remember COVID-19 is still in our communities and we must all do our part to prevent its spread," he said in a news release. New potential exposures Late Saturday, the Nova Scotia Health Authority announced two new possible COVID-19 exposures on flights into Halifax from Toronto. Officials are asking anyone who was on the following flights in the specified seats to immediately book a test through the province's self-assessment website or contact 811, regardless of whether they have COVID-19 symptoms: Swoop flight 408 travelling on Jan. 8 from Toronto (5:30 p.m.) to Halifax (8:30 p.m.), passengers in rows 16-22 seats A, B, C and D. Symptoms may develop up to, and including, Jan. 22. Air Canada flight 604 travelling on Jan. 5 from Toronto (8:00 a.m.) to Halifax (11:00 a.m.), passengers in rows 22-28 in seats C, D, E and F. Symptoms may develop up to, and including, Jan. 19. All other passengers on this flight must continue to self-isolate as required and monitor for symptoms of COVID-19. Reduction in vaccine supply At a news briefing on Friday, the premier said Nova Scotia will continue to hold back second doses of COVID-19 vaccine until it is guaranteed there will be no interruption in supply. McNeil said he understands the concerns people have with the rollout, but stressed the importance of moving the vaccine throughout the province safely and effectively. He said the province had administered 7,600 doses of the vaccine as of late Thursday, which included 2,200 front-line health-care workers who have received their second dose. Dr. Robert Strang, the province's chief medical officer of health, said the province had received 13,000 doses of vaccine prior to Thursday. Most of that supply has been administered or has been scheduled for second doses. Pfizer had recently said it will temporarily reduce shipments of its vaccine to Canada. The pharmaceutical giant is pausing some production lines at a facility in Belgium in order to expand long-term manufacturing capacity. In an email, a spokesperson from Nova Scotia Health said it has been notified it should expect fewer Pfizer-BioNTech vaccine doses each week for a month. "We have solid processes in place to manage a decrease or increase in vaccine supply. We can adjust our clinics to accommodate the amount of vaccine we receive," the email said. Mandatory testing for rotational workers Mandatory testing for rotational workers came into effect Friday. Workers will now be required to get a test within two days of returning to Nova Scotia and again about a week later. If rotational workers do not get tested, they will be fined $1,000. Regardless of the test result, they must still complete their 14-day modified self-isolation. A mobile health unit was set up in Truro , N.S., on Thursday in response to an increase in the number of potential exposures in the area in the last week. Northwest Territories health officials are urging anyone who has been in self-isolation in Hay River or Kátł'odeeche First Nation since Jan. 1 to arrange for a COVID-19 test. On Thursday, public health officials said wastewater testing suggested there are one or more cases of COVID-19 in the area. The Public Health Agency of Canada's National Microbiology Laboratory also reports a "persistent positive COVID-19 signal in Hay River wastewater" collected on Jan. 11, said Dr. Andy Delli-Pizzi, N.W.T.'s deputy chief public health officer, in a news release issued Saturday. But so far, no one who has tested for COVID-19 since then has been a positive case, said Delli-Pizzi. "Currently, there is not enough information to confidently assess public risk," he said. "But with evidence pointing towards at least one undetected case of COVID-19 in Hay River, we are asking the public to assist in containing the situation quickly to prevent transmission." Public health officials are also asking anyone who is self-isolating because they entered N.W.T. from another jurisdiction, and has been in Hay River or Kátł'odeeche First Nation since Jan. 1, to be tested. Residents who fit that criteria should be tested, regardless of symptoms. Previously, public health officials had focused on people who were self-isolating between Jan. 1-6. Public health officials are also urging essential workers, who were not self-isolating because they had an exemption to work in Hay River or Kátł'odeeche First Nation since Jan. 1, to arrange for testing. "High-risk essential service workers" who are not symptomatic and were already tested as part of their permission to work, such as health-care workers, are exempt, said Delli-Pizzi. People who were self-isolating in Hay River or Kátł'odeeche First Nation since Jan. 1, but who have since left those communities, should contact the local health centre to arrange for a test. Hay River testing clinic open this weekend To accommodate the testing, public health officials are extending the hours of a dedicated testing clinic. The testing clinic in Hay River, located at 52 Woodland Drive, will run Saturday and Sunday from 11 a.m. to 3 p.m. Residents looking to get tested should call public health at 867-874-8400 to book an appointment and a public health nurse will call back. The nurse can also help with arrangements for transportation to the clinic for those who need it. Public health officials are urging those arriving for drive-thru testing to follow the signs, stay in their vehicles and wait their turn. They're also reminding people to wear a mask when they go for their test. Delli-Pizzi is reminding people that if they do get a positive result, public health officials will follow up for contact tracing and to try to find where a person may have been exposed to COVID-19.
NEW YORK — All federal prisons in the United States have been placed on lockdown, with officials aiming to quell any potential violence that could arise behind bars as law enforcement prepares for potentially violent protests across the country in the run-up to President-elect Joe Biden's inauguration on Wednesday. The lockdown at more than 120 federal Bureau of Prisons facilities took effect at 12 a.m. Saturday, according to an email to employees from the president of the union representing federal correctional officers. “In light of current events occurring around the country, and out of an abundance of caution, the decision has been made to secure all institutions,” the Bureau of Prisons said in a statement. The lockdown decision is precautionary, no specific information led to it and it is not in response to any significant events occurring inside facilities, the bureau said. To avoid backlash from inmates, the lockdown was not announced until after they were locked in their cells Friday evening. Shane Fausey, the president of the Council of Prison Locals, wrote in his email to staff that inmates should still be given access in small groups to showers, phones and email and can still be involved in preparing food and performing basic maintenance. Messages seeking comment were left with Fausey on Saturday. The agency last put in place a nationwide lockdown in April to combat the spread of the coronavirus. During a lockdown, inmates are kept in their cells most of the day and visiting is cancelled. Because of coronavirus, social visits only resumed in October, but many facilities have cancelled them again as infections spiked. One reason for the new nationwide lockdown is that the bureau is moving some of its Special Operations Response Teams from prison facilities to Washington, D.C., to bolster security after President Donald Trump’s supporters stormed the U.S. Capitol on Jan. 6. Authorities are concerned there could be more violence, not only in the nation’s capital, but also at state capitals, before Trump leaves office Jan. 20. A Bureau of Prisons spokesman said the agency was co-ordinating with officials at the Justice Department to be ready to deploy as needed. Earlier this month, about 100 officers were sent to the Justice Department's headquarters to supplement security staff and were deputized by the U.S. Marshals Service and given special legal powers to “enforce federal criminal statutes and protect federal property and personnel,” said the spokesman, Justin Long. The specialized units typically respond to disturbances and other emergencies at prisons, such as riots, assaults, escapes and escape attempts, and hostage situations. Their absence can leave gaps in a prison’s emergency response and put remaining staff at risk. “The things that happen outside the walls could affect those working behind the walls,” Aaron McGlothin, a local union president at a federal prison in California. As the pandemic continues to menace federal inmates and staff, a federal lockup in Mendota, California, is also dealing with a possible case of tuberculosis. According to an email to staff Friday, an inmate at the medium-security facility has been placed in a negative pressure room after returning a positive skin test and an X-ray that indicated an active case of tuberculosis. The inmate was not showing symptoms of the lung disease and is undergoing further testing to confirm a diagnosis, the email said. As a precaution, all other inmates on the affected inmate’s unit were placed on quarantine status and given skin tests for tuberculosis. The bacterial disease is spread similarly to COVID-19, through droplets that an infected person expels by coughing, sneezing or through other activities such as singing and talking. Mendota also has 10 current inmate cases and six current staff cases of COVID-19. As of Wednesday, the last day for which data was available, there were 4,718 federal inmates and 2,049 Bureau of Prisons staff members with current positive tests for COVID-19. Since the first case was reported in March, 38,535 inmates and 3,553 staff have recovered from the virus. Esterhazy town council met on December 16, 2020, at 6:30 P.M. for its regularly scheduled council meeting with all council members present. After reviewing the agenda and minutes of the last meeting the council moved on to review the financials, beginning with the trial balance. Councillor Bot made a motion to accept the financials which was carried. Carrying on, the council heard the administrative reports, before Esterhazy Town Foreman Gord Meyer gave his report next, informing the council of what the maintenance staff has been doing the last two weeks. A planning and development report was given by Acting Administrator Thorley. Regarding Bylaw 769-20, Councillor Nickel made a motion for the first reading of Bylaw 769-20 which was carried. A request to remove some Elm trees was made by a property owner. Councillor Petracek made a motion to remove the Elm trees at the property owner's expense; motion carried. A recreation report was then given by Brenda Redman. She informed the council that skating ice around the campground has been put in by the town at the campground with positive feedback from the public. The Dana Antal Arena is booked up until Christmas. Esterhazy Flour Mill tenders are coming in and will close soon. A $49,000 grant was received from the Provincial Government Heritage. The ‘Light the Night’ contest is going well. A fire report was next to be reviewed by the council, followed by the water report. Acting Administrator Mike Thorley gave his administration report and requested the council to hire an auditor for the 2020 year. Councillor Flick made the motion to accept which was carried. Landfill hours changes for holidays were discussed and Councillor Petracek made a motion to be open for shorter hours for the holidays; motion carried. The council motioned to pay C. Duncan Construction for excavation work; motion carried. Landfill equipment is fixed and the town has paid the deductible. Councillor Petracek made a motion to accept the administration reports. Under old business, the landfill pole shed was discussed and it was recommended to accept Vince Pisak’s tender. Councillor Rowland made a motion to accept which was carried. Under new business, the 2021 council meeting dates were discussed. Councillor Flick made a motion to accept the list which was prepared for the councillors; motion carried. 2021-21 Council Committee recommendations were reviewed prior to Councillor Roland making a motion to accept the committee recommendations as presented to the councillors; motion carried. The Saskatchewan Public Safety Agency was next to be discussed, as well as Service Canada’s request to rent office space from the town. Councillor Petracek made a motion to accept which was carried. Municipalities of Saskatchewan requested a membership renewal and Councillor Nickel made a motion to pay the membership fees; the motion carried. East Central Transportation Committee requested a council member to attend a meeting on January 13, 2021. The commissionaire’s agreement was discussed. Councillor Bot made a motion to sign the agreement continuing with the way it has gone; motion carried. Federation of Canadian Municipalities was next to be discussed as membership is due. Councillor Pfiefer made a motion to pay the membership fees; the motion carried. Municipalities of Saskatchewan virtual convention was discussed next. Councillor Nickel made a motion to register Mayor Forster as well as possibly others motion carried. The Noble Construction airport hangar was next to be discussed. A motion was made to accept the sale of the hangar and then review the lease with the new owners; motion carried. The council then reviewed the correspondence received over the previous two weeks. After a short discussion, Councillor Nickel made a motion to file the correspondence which was carried. Councillor Flick made a motion to adjourn the meeting which was carried. The latest news on COVID-19 developments in Canada (all times Eastern): 11:15 a.m. Quebec is reporting 2,225 new COVID-19 cases and 67 further deaths attributed to the novel coronavirus. The number of hospitalizations dropped for a second day, this time by 22 for a total of 1,474 patients, and four fewer patients in intensive care for a total of 227. The province added 2,430 more recoveries, for a total of 210,364. The province has now reported 240,970 confirmed infections and 9,005 deaths since the beginning of the pandemic. --- 10:45 a.m. Ontario is reporting 3,056 new cases of COVID-19 today along with 51 new deaths related to the virus. Health Minister Christine Elliot says 903 of the latest diagnoses are in Toronto, with 639 in neighbouring Peel region and 283 in York Region. The province says 1,632 COVID-19 patients are currently in hospital, with 397 in intensive care. Elliott says the province had administered 189,000 doses of COVID-19 vaccine as of 8 p.m. on Friday. --- 10:30 a.m. Ontario says a shipping delay from Pfizer BioNTech means residents who receive an initial dose of the company's COVID-19 vaccine will have to wait longer than expected to receive their second one. The government says long-term care residents and staff who have been inoculated already will wait up to an extra week before a second dose is administered. Anyone else receiving the Pfizer vaccine were initially supposed to get a econd dose after 21 days, but will now see that timetable extended to a maximum of 42 days. With the new year here, many are starting to think of tax season which is just around the corner. This year, with the uncertain financial standing Canada and the world, is in with COVID-19 still breathing down our throats, it is helpful to hear of tax credits being offered by the government. Recently, Deputy Premier and Finance minister Donna Harpauer came forward with a few tax credits the Sask Party is offering, “We are pleased to resume the indexation of income tax brackets and tax credit amounts in 2021….. Indexation protects Saskatchewan taxpayers from bracket creep, and helps keep the tax system fair, competitive and affordable.” All Saskatchewan income tax brackets and tax credit amounts will once again be indexed in 2021, this will save taxpayers an estimated $15 million. The level of indexation in 2021 will be 1.0 percent, matching the national rate of inflation. “Restarting the Active Families Benefit to make children’s activities more affordable was a key election commitment of our government,” Harpauer said. “As promised, the Active Families Benefit will provide a non-refundable tax credit of $150 per year per child to eligible families. Families of children with a disability will receive an additional $50, for a total tax credit of $200 per year per child.” Families with children enrolled in sports, arts and cultural activities will also be able to claim the Active Families Benefit once again on their 2021 taxes, the restarting of the Active Families Benefit will be part of the 2021-22 Budget which will be retroactive to January 1, 2021. Parents who enroll their children in sports, arts and cultural activities in the new year are therefore reminded to keep their receipts so they may claim the benefit with their 2021 tax filings. Saskatchewan residents who are planning to renovate their homes may also be able to claim the recently announced Saskatchewan Home Renovation Tax Credit. Under this non-refundable tax credit, Saskatchewan homeowners can save up to $1,155 in provincial income tax in 2021 if they claim a 10.5 percent tax credit on up to $11,000 of eligible home renovation expenses incurred between October 1, 2020, and December 31, 2021. A further $945 in savings may be claimed in 2022 in respect of eligible expenses incurred between January 1, 2022, and December 31, 2022. Eligible expenses include the cost of permits, contractor labour and professional services, building materials, fixtures, and equipment rentals. Tax Credits are always helpful to see as tax season approaches. It is always a good idea to check with your local accountant, or better yet hire a local account, as they are always on top of any tax credit you may be eligible for. FORT COLLINS, Colo. — With coronavirus restrictions forcing bars and restaurants to seat customers outside in the dead of winter, many are scrambling to nab erratic supplies of propane that fuel space heaters they’re relying on more than ever to keep people comfortable in the cold. It's one of many new headaches — but a crucial one — that go with setting up tables and tents on sidewalks, streets and patios to comply with public health restrictions. “You’re in the middle of service and having staff run up and say, ‘We’re out of propane!’" said Melinda Maddox, manager of a whiskey tasting room in Colorado. Propane long has been a lifeline for people who live in places too remote to get natural gas piped to their homes for heat, hot water and cooking. This winter, 5-gallon (18-litre) propane tanks have proven a new necessity for urban businesses, too, especially in places like the Rocky Mountains, where the sun often takes the edge off the chill and people still enjoy gathering on patios when the heaters are roaring. The standard-size tanks, which contain pressurized liquid propane that turns to gas as it's released, are usually readily available from gas stations, grocery stores or home improvement stores. But that's not always the case lately as high demand leads to sometimes erratic supplies. “I spent one day driving an hour around town. Literally went north, south, east, west — just did a loop around Fort Collins because every gas station I went to was out. That was frustrating,” said Maddox, who manages the Reserve By Old Elk Distillery tasting room in downtown Fort Collins, about 65 miles (105 kilometres) north of Denver. Nearly all states allow at least some indoor dining, but the rules nationwide are a hodgepodge of local regulations. In Fort Collins, indoor seating at bars and restaurants is limited to 25% of normal capacity, so there's a strong incentive to seat customers outside despite the complication and expense. Local propane tank shortages result not just from higher demand but household hoarding similar to the pandemic run on toilet paper and other goods. One national tank supplier reported a 38% sales increase this winter, said Tom Clark, executive director of the Rocky Mountain Propane Association. But Clark says the supply is there, it just may mean searching a bit more than normal. If there are 10 suppliers in a neighbourhood, “maybe 1 out of 10 may be out of inventory. Certainly, you can find propane exchange tanks if you look around,” Clark said. Franklin, Tennessee-based tank manufacturer Manchester Tank has been paying workers overtime and boosting production in India to meet demand, company President Nancy Chamblee said by email. So far, the surge in demand for small-tank propane hasn't affected overall U.S. propane supply, demand and prices, which are running similar to recent winters, according to the U.S. Energy Information Administration. But trying to find a steady supply of propane can cost already-stressed businesses time and money they lack in the pandemic. Gas stations are better than home improvement stores for propane tank runs because you can park closer, said Maddox, but shops that refill tanks are best because it's cheaper and not as complicated as trying to run every tank dry. “The issue there is it takes longer,” Maddox said. “You just have to build that into your day and say OK, it’s going to take 40 minutes instead of 25 minutes.” Across the street, Pour Brothers Community Tavern owners Kristy and Dave Wygmans have been refilling tanks for their 18 or so heaters and fire bowls at a supplier at the edge of town after a nearby shop stopped offering refill service. They discovered that propane tanks carry a date-of-manufacture stamp. Propane shops won't refill tanks older than 12 years unless they have been re-certified in five-year increments. “We’re learning more and more about propane," Dave Wygmans said. They also have gained insight into the market for space heaters, which more than doubled in price last fall due to surging demand, and outdoor furniture for their street-parking-turned-outdoor-patio area that can seat up to 44 people, Kristy Wygmans said. Justin Kripps of Summerland, B.C., and Cam Stones of Whitby, Ont., earned their seventh World Cup medal together in finishing third at their second two-man bobsled race of the season on Saturday in St. Moritz, Switzerland. The Canadians had a two-run time of two minutes 12.84 seconds on a fast track that is quickly becoming one of their favourites. "The track was much faster than in training and we had a lot of fun on our way to our first ever two-man medal on this track," said Kripps, the reigning Olympic two-man champion with 17 World Cup two-man medals who was fifth at last week's season-opener in Germany. The 34-year-old had never reached the podium in St. Moritz until last year when Kripps teamed with Ben Coakwell, Ryan Sommer and Stones to win the four-man title. A worker at Agnico Eagle's Meliadine gold mine, located about 25 kilometres north of Rankin Inlet, Nunavut, has tested positive for COVID-19, the company said in a news release Friday. The worker tested positive on Jan. 8, but the positive test result was confirmed on Jan. 13, the release says. Prior to arriving at the mine, the person was tested on Dec. 24 and the result came back negative. They were tested again twice — once after being on site for three days, then on Day 5 — about results were also negative, the release says. But on Jan. 8, the person "developed mild COVID-19 symptoms and was immediately placed in isolation," the release says. "The employee presumptively tested positive on the same day." Agnico Eagle says the person was isolated on site until they could be flown out on a special charter flight later that day. There have been nine confirmed cases of COVID-19 at the mine since the start of the pandemic, an Agnico Eagle spokesperson told CBC News Saturday via email. 11 contacts identified Contact tracing identified 11 employees who may have had contact with the positive case, says the release. The impacted workers were flown out of the mine on a special charter on Jan. 8, and were tested on Jan. 9. The results were all negative, says the release. The infected worker and the 11 close contacts are now self-isolating at home for 14 days, said the Agnico Eagle spokesperson. Contamination risk is "deemed low," the company says, but common areas at the mine, such as the gym, smoke shacks and recreational room, have been closed for cleaning and disinfection. The public health risk to Rankin Inlet is also "very low," as the mine isolated itself from the community in March, and sent all Nunavummiut employees home with 75 per cent of their base salary to reduce the risk of potential transmission to Nunavut communities. Agnico Eagle is working closely with Nunavut's office of the chief public health officer and following its recommendations, the company says.
WASHINGTON — The public won’t see President Donald Trump’s White House records for years, but there’s growing concern the collection won’t be complete, leaving a hole in the history of one of America’s most tumultuous presidencies. Trump has been cavalier about the law requiring that records be preserved. He has a habit of ripping up documents before tossing them out, forcing White House records workers to spend hours taping them back together. “They told him to stop doing it. He didn’t want to stop,” said Solomon Lartey, a former White House records analyst. He said the first document he taped back together was a letter from Sen. Chuck Schumer, D-N.Y., about a government shutdown. The president also confiscated an interpreter’s notes after Trump had a chat with Russian leader Vladimir Putin. Trump scolded his White House counsel for taking notes at a meeting during the Russia investigation by former special counsel Robert Mueller. Top executive branch officials had to be reminded more than once not to conduct official business on private email or text messaging systems and to preserve it if they did. And now, Trump's baseless claim of widespread voter fraud, which postponed for weeks an acknowledgement of President-elect Joe Biden's victory, is delaying the transfer of documents to the National Archives and Records Administration, further heightening concern about the integrity of the records. “Historians are likely to suffer from far more holes than has been the norm,” said Richard Immerman at the Society for Historians of American Foreign Relations. In the Trump White House, "not only has record-keeping not been a priority, but we have multiple examples of it seeking to conceal or destroy that record.” Lack of a complete record might also hinder any ongoing investigations of Trump, from his impeachment trial and other prospective federal inquiries to investigations in the state of New York. But even with requests by lawmakers and lawsuits by government transparency groups, there is an acknowledgment that noncompliance with the Presidential Records Act carries little consequence for Trump. In tossing out one suit last year, U.S. Circuit Judge David Tatel wrote that courts cannot “micromanage the president’s day-to-day compliance.” The Presidential Records Act states that a president cannot destroy records until he seeks the advice of the national archivist and notifies Congress. But the law doesn’t require him to heed the archivist's advice. It doesn't prevent the president from going ahead and destroying records. Most presidential records today are electronic. Records experts estimate that automatic backup computer systems capture a vast majority of the records, but cannot capture records that a White House chooses not to create or log into those systems. THE MOVE Moving a president’s trail of paper and electronic records is a laborious task. President Barack Obama left about 30 million pages of paper documents and some 250 terabytes of electronic records, including the equivalent of about 1.5 billion pages of emails. The records of past presidents are important because they can help a current president craft new policies and prevent mistakes from being repeated. “Presidential records tell our nation’s story from a unique perspective and are essential to an incoming administration in making informed decisions,” said Lee White, director of the National Coalition for History. “They are equally vital to historians." When Trump lost the November election, records staffers were in position to transfer electronic records, pack up the paper ones and move them to the National Archives by Jan. 20, as required by law. But Trump’s reluctance to concede has meant they will miss the deadline. “Necessary funding from the (White House) Office of Management and Budget was delayed for many weeks after the election, which has caused delays in arranging for the transfer of the Trump presidential records into the National Archives' custody,” the National Archives said in a statement to The Associated Press. “Even though the transfer of these records will not be completed until after Jan. 20, the National Archives will assume legal custody of them on Jan. 20 in accordance with the Presidential Records Act.” The White House did not respond to a request for comment about preserving Trump's records. One person familiar with the transition said guidance typically emailed to executive branch employees explaining how to turn in equipment and pack up their offices was sent out in December, but quickly rescinded because Trump insisted on contesting the election. With little guidance, some staffers in the White House started quietly calling records workers to find out what to do. Departing employees are instructed to create a list of folders in each box and make a spreadsheet to give the National Archives a way to track and retrieve the information for the incoming Biden team. The process gets more complex with classified material. The Biden administration can request to see Trump records immediately, but the law says the public must wait five years before submitting Freedom of Information Act requests. Even then, Trump — like other presidents before him — is invoking specific restrictions to public access of his records for up to 12 years. Six restrictions outlined in the law include national security, confidential business information, confidential communications between the president and his advisers or among his advisers and personal information. RECORD-KEEPING PRACTICES Around Trump's first impeachment and on other sensitive issues, some normal workflow practices were bypassed, a second person familiar with the process said. Apparently worried about leaks, higher-ups and White House lawyers became more involved in deciding which materials were catalogued and scanned into White House computer networks where they are automatically saved, this person said. The individuals, who spoke on condition of anonymity because they were not authorized to publicly discuss inner workings at the White House, said that if uncatalogued materials ended up in an office safe, for instance, they would at least be temporarily preserved. But if they were never catalogued in the first place, staffers would not know they existed, making such materials untraceable. White House staff quickly learned about Trump's disregard for documents as they witnessed him tearing them up and discarding them. “My director came up to me and said, ‘You have to tape these together,'” said Lartey, the former records analyst. Lartey said someone in the White House chief of staff's office told the president that the documents were considered presidential records and needed to be preserved by law. Lartey said about 10 records staffers ended up on Scotch tape duty at different times, starting with Trump’s first days in the White House through at least mid-2018. Trump's staff also engaged in questionable practices by using private emails and messaging apps. Former White House counsel Don McGahn in February 2017 sent a memo that instructed employees not to use nonofficial text messaging apps or private email accounts. If they did, he said, they had to take screenshots of the material and copy it into official email accounts, which are preserved. He sent the memo back out in September 2017. “It's an open question to me about how serious or conscientious any of those people have been about moving them over,” said Tom Blanton, who directs the National Security Archive at George Washington University, which was founded in 1985 to combat government secrecy. Trump was criticized for confiscating the notes of an interpreter who was with him in 2017 when the president talked with Putin in Hamburg, Germany. Lawmakers tried unsuccessfully to obtain the notes of another interpreter who was with Trump in 2018 when he met with Putin in Helsinki, Finland. It's unclear whether the two presidents talked about Russia's interference in the 2016 election. Many people suspected the subject did come up because at a news conference afterward, Trump said he believed Putin when Putin denied Russian interference despite U.S. intelligence agencies finding the opposite. Several weeks ago, the National Security Archive, two historical associations and Citizens for Responsibility and Ethics in Washington sued to prevent the Trump White House from destroying any electronic communications or records sent or received on nonofficial accounts, such as personal email or WhatsApp. They also alleged that the White House has already likely destroyed presidential materials. The court refused to issue a temporary restraining order after government lawyers told the judge that they had instructed the White House to notify all employees to preserve all electronic communications in their original format until the suit was settled. “I believe we will find that there’s going to be a huge hole in the historical record of this president because I think there’s probably been serious noncompliance of the Presidential Records Act," said Anne Weismann, one of the lawyers representing the groups in their suit. "I don’t think President Trump cares about his record and what it says. I think he probably cares, though, about what it might say about his criminal culpability.” Trump faces several legal challenges when he leaves the White House. There are two New York state inquiries into whether he misled tax authorities, banks or business partners. Also, two women alleging he sexually assaulted them are suing him. DESTROYING OR SAVING HISTORY Presidential records were considered a president's personal property until the Watergate scandal under President Richard Nixon prompted Congress in 1978 to pass the Presidential Records Act over worry that Nixon would destroy White House tape recordings that led to his resignation. After that, presidential records were no longer considered personal property but the property of the American people — if they are preserved. Lawmakers have introduced legislation to require audits of White House record-keeping and compliance with the law. “The American public should not have to wait until a president has left office to learn of problems with that president’s record-keeping practices," Weismann said. The body of an unknown man was discovered Friday afternoon along a shoreline in southwest Nova Scotia — an area that has several recent missing persons cases. Nova Scotia RCMP are working with the provincial medical examiner to identify the remains and determine the cause of death. In a news release Saturday morning, RCMP say a man found the body near the water's edge around 1:30 p.m. Friday and called 911. The discovery happened near Central Grove on Long Island. At the time of the body's discovery, seven men were missing in that part of the province in three recent, separate cases. Five crew members of the scallop dragger Chief William Saulis have been missing since their vessel sank in the Bay of Fundy last month, 20-year-old Zachary Lefave was last seen walking home from a party in Yarmouth County on New Year's Eve, and the search for 69-year-old Kenneth Surette, who was last seen canoeing in Yarmouth County last weekend, was just turned into a missing persons case on Wednesday. "The outcome is dependent on the identification, and that could take a while," said RCMP spokesperson Sgt. Andrew Joyce in an interview. "So for us to speculate as to which one of the missing or somebody else would not be wise for us to do or helpful to anybody." Still, Joyce said RCMP notified family members of all the recently missing men about the discovery. Ontario says it's slightly slowing the pace for some COVID-19 vaccinations in response to a shipping delay from drugmaker Pfizer BioNTech. Chief Medical Officer of Health David Williams says the company's decision to temporarily delay international vaccine shipments will likely have an effect on the province, though the full impact of the move is not yet known. Williams says long-term care residents, caregivers and staff who already received their first dose of Pfizer's vaccine will receive their second dose between 21 and 27 days later, no more than a week longer than originally planned. He says the timetable will be longer for anyone else receiving the Pfizer vaccine, with second doses being delivered anywhere from 21 to 42 days after the initial shot. The adjustments come as Ontario reported 3,056 new cases of COVID-19 in the past 24 hours, along with 51 new deaths related to the virus. Hospitalizations related to COVID-19 stand at 1,632, with 397 patients in intensive care. Health Minister Christine Elliott said Toronto and the neighbouring regions of Peel and York continue to post the highest infection rates in the province. She said 903 of the most recent diagnoses were found in Toronto, with 639 in Peel and 283 in York. Some of those regions are among those targeted by a government blitz of big box stores which got underway on Saturday. The province said earlier this week it would send 50 inspectors to stores in five regions -- Toronto, Hamilton, Peel, York and Durham. They'll be looking to ensure the retailers are complying with the province's tightened public health rules, which went into effect on Thursday along with a provincewide stay-at-home order meant to curb the spread of the virus. Labour Minister Monte McNaughton has said inspectors will focus on compliance with masking and physical distancing rules, as well as other health guidelines. He said they'll have the authority to temporarily shut down facilities found to be breaching the rules, and to disperse groups of more than five people. The minister said inspectors will also be able to issue tickets of up to $750 to management, workers or customers if they're not abiding by the measures. Premier Doug Ford, who has faced criticism for allowing big-box stores to remain open for on-site shopping while smaller businesses are restricted to curbside pickup or online sales, vowed this week to crack down on big lineups and other infractions at large retailers. The body of a New Brunswick man who died in a workplace accident in northern Alberta earlier this week has been recovered. Patrick Poitras, 25, of Saint-André, N.B., near Grand Falls, was operating a dozer when it fell through ice on an inactive tailings pond on Wednesday afternoon. The accident occurred at the Suncor Base Plant mine north of Fort McMurray. The RCMP confirmed Poitras's death to his family in New Brunswick on Wednesday but had not recovered the body at the time. Suncor said in an email early Saturday that its emergency responders recovered the body on Friday night. "It is with great sadness and heavy hearts that we can now confirm the death of our co-worker Patrick Poitras, an employee of Christina River Construction," the statement said. Suncor said on Friday that the recovery efforts were challenging due to the location of the accident. According to an email from the company, the dozer was partially submerged in the pond and the material under the ice was making the recovery effort challenging. Joey St-Amand, Poitras's uncle, said the family was notified shortly after midnight that his nephew's body had been found. "Part of us is kind of relieved that at least the body is recovered, so we can go on with the grieving and all that," he said. St.-Amand said the family is lucky that the recovery process to locate Poitras's body didn't continue much longer. "We all knew, inside of us we all knew — the dozer went down. He's in the cab, but nobody could confirm it." St-Amand said the family is sticking together to help each other through the grieving process. "We appreciate the fact that he's out, and from that point on we can continue to the other stuff." Poitras was planning to move back home to New Brunswick to work, according to St-Amand. He was recently home in New Brunswick for the holidays. St-Amand said he saw his nephew for the last time on Dec. 26 at a family supper. That's when Poitras shared his plans to return home to work and that this would be his last trip out west. "It's pretty unfair what happened. He was coming back home," St-Amand said. "No parent, no grandparent, no uncle, no aunt wants to lose their relatives, so it's hard to swallow." St-Amand is 15 years older than Poitras and said they are a close family, describing Poitras as more of a baby brother than a nephew. "He has a huge, the biggest heart of gold," St-Amand said, adding that his nephew was always happy and looking to cheer everybody up. "He had good work ethics, was loved by many people. He was a good guy." Occupational Health and Safety and the RCMP are investigating the incident, Alberta OHS spokesperson Natasha McKenzie said Thursday.

In order for a personal support worker employed in a long-term-care home to make ends meet in Toronto, they’d have to clock at least 50 hours every week. Here’s how the numbers break down: PSWs in unionized long-term-care homes start at about $20.80 per hour, and can earn up to about $22 hourly. If they are paid for 37.5 hours of work per week, they will gross $40,560 in a year at the starting rate, but the take home after tax is closer to $32,000. But this is over $10,000 short of the 2020 cost of living in Toronto, estimated by lowestrates.ca. The insurance company found that for a single person renting a one-bedroom apartment, the cost of living is close to $42,500. Meanwhile, in 2015, $55,117 was the median income for single-adult households in Toronto, according to Statistics Canada, which is just below the amount needed to meet the cost of living today, after tax. Someone earning that amount would only have to put in about 20 extra hours over the course of a year to make ends meet — less than half an hour a week. Cost of living can be greater too if the person is supporting a family, and it would be even more challenging if the person is the sole breadwinner for their household. Long-term-care homes have been hardest hit by the COVID-19 pandemic, shedding light on a system that has been dysfunctional for years. With cases and deaths climbing in the sector, the need to address ongoing issues has been made all the more urgent. In Ottawa, a COVID-19 outbreak in a women’s shelter was linked to two long-term-care workers who were staying in the facility because they could no longer afford rent with their income. Where PSWs are concerned, there is no oversight body, like there is for nurses, which advocates say has caused issues with low pay, precarious work and high turnover. Matthew Cathmoir, the head of strategic research at the Service Employees International Union which represents health-care workers in Ontario, said PSWs wind up working as much overtime as possible to supplement their income. “They accept as much overtime as possible; they’ll work doubles. So, they’ll work a 16-hour shift, which is unsustainable ... it’s incredibly difficult work — hard on the body, hard on the mind (but) they have to do it,” he said. Many PSWs also had more than one job, which was restricted during the pandemic to reduce the spread of COVID-19. Pandemic pay has offered a $3 per hour wage bump for eligible long-term-care workers, but Cathmoir notes that there have been challenges with the rollout. All the while, in a recent survey the SEIU posed to its members working in long-term care, 92 per cent of the 700 or so respondents reported feeling overworked and understaffed during the pandemic. “It’s difficult work. IQALUIT — A sliver of orange rose over Cambridge Bay, Nunavut, earlier this week, tinting the sky pink and the snow a purple hue. The sun washed over the frozen tundra and sparkling sea ice for an hour — and was gone. Monday marked the return of the sun in the Arctic community of about 1,700 after six weeks of darkness, but an overcast sky that day meant the light couldn't get through. Pamela Gross, Cambridge Bay's mayor, said the town gathered two days later, on a clear day, to celebrate. Gross, along with elders and residents, rushed down to the shore as the darkness broke around 10 a.m. "It was joyous. It's such a special feeling to see it come back," Gross said. Elders Mary Akariuk Kaotalok and Bessie Pihoak Omilgoetok, both in their 80s, were there. As Omilgoetok saw the sun rise, she was reminded of a tradition her grandparents taught her. Each person takes a drink of water to welcome and honour the sun, then throws the water toward it to ensure it returns the following year. Gross filled some Styrofoam cups with water and, after taking a sip, tossed the rest at the orange sky behind her. "I didn’t know about that tradition before. We learned about it through her memory being sparked through watching the sun rise." Although the sun's return was a happy moment, the past year was especially difficult for the community, Gross said. She wouldn't elaborate. "Being such a small community, people really know each other, so we feel community tragedies together. There were a few that we’ve gone through this year," she said. Gross said restrictions on gatherings caused by the COVID-19 pandemic meant losses in the community felt even more heavy. "It made it extra challenging to be close as a community ... and for your loved ones if they’re going through a hard time." Getting the sun back helps. "It's hard mentally to have a lack of sun, but the feeling of not having it for so long and seeing it return is so special. You can tell it uplifts everyone." The return of the sun is celebrated in communities across Nunavut. Igloolik, off northern Baffin Island, will see the sun return this weekend. But the community of about 1,600 postponed its annual return ceremony to March because of limits on gathering sizes during the pandemic. In the territory's more northern areas, the sun slips away day by day in the fall, then disappears for months at a time. Grise Fiord, the most northern community in Nunavut, loses sun from November to mid-February. But in the summer, the sun stays up 24 hours a day. Now that the sun has returned in Cambridge Bay, the community will gain 20 more minutes of light as each day passes. “The seasons are so drastic. It really gives you a sense of endurance knowing that you can get through challenging times," Gross said.
