Annette Trimbee, UWinnipeg president, named to Alberta oil review panel

Annette Trimbee, the president of the University of Winnipeg, is joining a panel that will spend the rest of 2015 reviewing Alberta's oil industry royalty rates.

Alberta's NDP government announced the formation of the panel on Friday. It will study the province's troubled oil and gas sector, with a focus on the royalty system, which will remain unchanged until at least the end of 2016.

The panel will take into account any changes the province plans to make to the cost of carbon as it develops its climate-change policy.

Any new royalty system must balance the need to protect the Alberta energy industry during down times, when oil prices are low, with the need to make companies pay full value when prices are higher, Energy Minister Marg McCuaig-Boyd said.

The panel's final report is due this December.
