WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He maintains a lofty position with Trump, and despite their differences the two see eye-to-eye on quite a lot.Still, Senate Democratic leader Chuck Schumer quipped: “I guess he’s the next one to be fired.”Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud.That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime official announced he would step aside from that position because of the memo.The Trump campaign team led by Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that partisan poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence.But local Republicans in some battleground states have followed Trump in making unsupported claims, prompting grave concerns over potential damage to American democracy.Trump himself continues to rail against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. He said a remedy for many complaints would be a top-down audit by state or local officials, not the U.S. Justice Department.“There’s a growing tendency to use the criminal justice system as sort of a default fix-all," he said, but first there must be a basis to believe there is a crime to investigate.“Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. ... And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. Mark holds the distinction of being the first First Nations woman to serve in the B.C. Legislature. She was elected to the riding in 2016 and previously served as the Minister of Advanced Education, Skills and Training, before being given this new assignment. In a brief news release, it said it has reassessed the long-term development plans of its unconventional natural gas portfolio in Alberta and no longer plans to develop a "significant potion" of those assets. It says that will result in a non-cash writedown of between $900 million and $1.2 billion in the current quarter. Imperial said the exploration lands it is shelving haven't been developed and aren't producing, adding the move doesn't include natural gas prospects that are also rich in petroleum liquids. Last week, the Calgary-based company said it would lay off about 200 of its 6,000 employees across Canada as part of a cost-cutting initiative due to low oil prices, adding it has reduced the number of contractors it employs by about 450 since the start of the year.Bank of Montreal (TSX:BMO). Canadian bank executives say an economic rebound is on its way after months of governments and financial institutions working to offset turmoil with loans, deferrals, interest rate cuts and subsidies. The chief executives of Bank of Nova Scotia and BMO Financial Group said Tuesday that they are starting to see signs of improvement and are feeling reassured by countries like Canada, the U.S., Chile and Peru, which have spent on average 17 per cent of their gross domestic product on relief measures. Scotiabank's provisions for credit losses in its latest quarter totalled $1.1 billion, up from $753 million a year ago, but down from nearly $2.2 billion in the third quarter. BMO's amounted to $432 million, up from $253 million a year ago, but down from nearly $1.1 billion in its third quarter.Suncor Energy Inc. (TSX:SU). Down 13 cents to $20.64. Suncor Energy Inc. is forecasting higher spending and production in 2021 based on benchmark U.S. oil prices staying near their current levels of around US$45 per barrel. It says it predicts daily oil and gas production between 740,000 and 780,000 barrels of oil equivalent in 2021, an increase of about 10 per cent compared with this year, driven by higher bitumen output from its oilsands operations. It expects capital spending of between $3.8 billion and $4.5 billion, including sustaining capital of $2.9 billion to $3.4 billion, an increase of about nine per cent over 2020's expected spending of $3.6 billion to $4.0 billion. Visitor parking is about to get tougher in Tiny Township. After a slew of parking-related complaints received this summer when visitors flocked to the area, staff sat down to come up with a parking strategy to be implemented next year. The result is an extended permit parking season and increased parking fines. "Currently, it's necessary to display one between May 15 and Sept. 15," said Steve Harvey, chief municipal law enforcement officer. "But as council has seen over the last few years with nicer weather over the fall, this year, we extended the season to Oct. 5. Staff is suggesting the parking permit season be extended by a month at each end, April 15 to Oct. 15." As for parking fines, he said, currently, a no-parking ticket is $50 if paid on time and $60 with penalty. "These are costs equal to a full-day parking," Harvey said. "We're recommending increasing it $75 and $90." A third part of the strategy is around the township's parking boundaries, he said. "During this summer, we received a lot of communications from residents on the eastern shoreline that were affected by day trippers that were using the little parks and walkways to beaches," Harvey said talking about Corrie Hamelin Park on Champlain Road and Peek-a-boo Trail at Tee Pee Point Park. In his report, he outlined five options for council to consider. Staff is suggesting targeted permit parking program at a specific parking lot, converting targeted open parking to permit parking, converting open parking along the eastern shoreline to permit parking or converting open parking across the township to permit parking. Council could also choose to take no action and see how it goes in 2021, said Harvey, adding staff recommended the second option be adopted with a clause that staff report back on the feasibility. Deputy Mayor Steffen Walma and Coun. Tony Mintoff both supported the option recommended by staff and suggested removing the need for staff to report back on the parking boundaries option. "We can adapt and increase the plan if we find ourselves in a similar position next summer," said Walma. Tiny sells 175 'non-resident' permits on a first-come, first-serve basis with a non-resident being defined as a resident of the Town of Midland, the Town of Penetanguishene, the Township of Tay and the Township of Springwater. GENEVA — The U.N. humanitarian office says needs for assistance have ballooned to unprecedented levels this year because of COVID-19, projecting that a staggering 235 million people will require help in 2021.This comes as a result of the coronavirus pandemic and global challenges including conflicts, forced migration and the impact of global warming.The U.N. Office for the Coordination of Humanitarian Affairs, or OCHA, expects a 40% increase in the number of people in need of such assistance in 2021 compared to this year — a sign that pain, suffering and torment brought by the coronavirus outbreak and other problems could get worse even if hopes of a vaccine are rising.OCHA made the projections in its latest annual Global Humanitarian Overview on Tuesday, saying its hopes to reach 160 million of those people in need will cost $35 billion. That’s more than twice the record $17 billion that donors have provided for the international humanitarian response so far this year — and a target figure that is almost certain to go unmet.“The picture we’re painting this year is the bleakest and darkest perspective on humanitarian needs we’ve ever set out, and that’s because the pandemic has reaped carnage across the most fragile and vulnerable countries on the planet,” said U.N. humanitarian chief Mark Lowcock, who heads OCHA.“For the first time since the 1990s, extreme poverty is going to increase, life expectancy will fall, the annual death toll from HIV, tuberculosis and malaria is set to double,” he said. “We fear a near doubling in the number of people facing starvation.”Lowcock told a U.N. briefing in New York on the overview that he thinks the U.N. appeal will probably raise a record $20 billion by the end of the year -- $2 billion more than last year. But he said the gap between needs and funding is growing and the U.N. is looking to “new players” coming on the scene in 2021, including U.S. President-elect Joe Biden’s new administration.The U.N. aims to reach about two-thirds of those in need, with the Red Cross and other humanitarian organizations trying to meet the rest, Lowcock explained.U.N. Secretary-General Antonio Guterres said humanitarian aid budgets are now facing dire shortfalls as the impact of the COVID-19 pandemic continues to worsen, and said extreme poverty has risen for the first time in more than a generation.“The lives of people in every nation and corner of the world have been upended by the impact of the pandemic,” he said in a video statement. “Those already living on a knife’s edge are being hit disproportionately hard by rising food prices, falling incomes, interrupted vaccination programs and school closures.”The overview, which is billed as one of the most comprehensive looks of the world’s humanitarian needs, has put together nearly three dozen individual response plans for a total of 56 “vulnerable” countries.Lowcock said the biggest problem is in Yemen where there is danger of “a large-scale famine” now, saying a prime reason is lack of funding from Gulf countries that were major donors in the past which has led to cuts in aid and the closing of clinics.He said the biggest financial request is for the Syrian crisis and its spillover to neighbouring countries where millions of Syrians have fled to escape the more than nine-year conflict.OCHA said other countries in need include Afghanistan, Congo, Haiti, Nigeria, South Sudan, Ukraine and Venezuela. TORONTO — The Oscar-nominated Canadian star of the film "Juno" has come out as transgender.The Halifax-raised Elliot Page, formerly known as Ellen Page, made the announcement in a powerful post on social media.The star of the Toronto-shot Netflix series "The Umbrella Academy" says his preferred pronouns are he/they.Page's letter thanks those who have supported him along the journey, and addresses the trauma trans people face from discrimination, hateful acts, and a lack of rights.He says it feels remarkable "to finally love" who he is enough to pursue his "authentic self."And he's been "endlessly inspired by so many in the trans community.""Thank you for your courage, your generosity and ceaselessly working to make this world a more inclusive and compassionate place. I will offer whatever support I can and continue to strive for a more loving and equal society," Page said in Tuesday's post."I also ask for patience. My joy is real, but it is also fragile. The truth is, despite feeling profoundly happy right now and knowing how much privilege I carry, I am also scared. I'm scared of the invasiveness, the hate, the 'jokes' and of violence." Page said he's not trying to "dampen a moment that is joyous" but wants to address the full picture. "The statistics are staggering. The RCMP says one man is dead after a fishing vessel with a crew of eight ran aground on Eagle Island near Cox's Cove Tuesday morning. Seven other members of the crew were reported to be uninjured, according to police, who were alerted to the incident at 6:45 a.m. The vessel was carrying a crew of eight and is based out of Curling, about five kilometres west of Corner Brook. According to police, the Maritime Rescue Sub-Center in St. John's dispatched the Canadian Coast Guard ship Cape Fox, from Lark Harbour, which attended the scene. A CH-149 Cormorant helicopter from Gander was prepared to be deployed to the scene, but due to the speediness of local fishers who assisted the distressed vessel, it was called down.The RCMP said the crew on board the vessel were transported onto another boat and removed from the area. Rugby League Cares, the official charity of the Rugby Football League, has set up a fund for Toronto Wolfpack players suffering because of the transatlantic team's collapse.The fund will award grants to help players deal with financial difficulties.Wolfpack players and staff have not been paid since June 10. The club stood down July 20, saying it could not afford to play the remainder of the Super League pandemic-interrupted season.Toronto's subsequent bid to win reinstatement for 2021 under new ownership was rejected.“Due to circumstances entirely out of their control, many of the Toronto players are now finding it difficult to pay their bills," Chris Rostron, head of Rugby League Cares, said in a statement.“Some of them were on very modest salaries: six months without pay and no access to the U.K. government furlough scheme has been incredibly tough. We have been providing practical support to the players over recent months, including debt management advice and access to counselling services.“Our welfare team has spent the last 10 days working with the players to identify those who are suffering most hardship: thanks to the support of the RFL and Super League we are now in a position to begin making payments to those in most need."Because the team is Canadian-owned, players and staff in England have been unable to take advantage of many U.K. government support programs.A dozen or so players have found other clubs, either on loan or permanently. Some signed for lesser deals. Others have had to take jobs outside their sport to pay the bills.The players have already received two "hardship payments" to date from English rugby league authorities.Wolfpack chairman and CEO Bob Hunter confirmed the earlier 1,000-pound ($1,735) payments. He said the Wolfpack pushed for the financial help with the first coming from a bond of some 30,000 pounds ($52,095) the transatlantic team had put up in the past.The club owes in excess of 500,000 pounds ($868,425) in missed payroll. Majority owner David Argyle, who could no longer fund the club, has stepped away from the franchise.Argyle, a Toronto-based Australian entrepreneur who specializes in mining and natural resources in emerging markets, has offered a personal guarantee for the player pay but has not been in a position to make good on it. ROME — Pope Francis is supporting demands for racial justice in the wake of the U.S. police killing of George Floyd and is blasting COVID-19 skeptics and media organizations that spread their conspiracies in a new book penned during the Vatican’s coronavirus lockdown.In “Let Us Dream,” published Tuesday, Francis also criticizes populist politicians who whip up rallies in ways reminiscent of the 1930s, and the hypocrisy of “rigid” conservative Catholics who support them. But he also criticizes the forceful downing of historic statues during protests for racial equality this year as a misguided attempt to “purify the past.”The 150-page book was written in collaboration with Francis’ English-language biographer, Austen Ivereigh, who said Monday he hopes a more colloquial English-speaking pope will resonate with English-speaking readers and believers.At its core, “Let Us Dream” aims to outline Francis’ vision of a more economically and environmentally just post-coronavirus world where the poor, the elderly and weak aren’t left on the margins and the wealthy aren’t consumed only with profits.But it also offers new personal insights into the 83-year-old Argentine pope and his sense of humour.At one point, Francis reveals that after he offered in 2012 to retire as archbishop of Buenos Aires when he turned 75, he planned to finally finish the thesis he never completed on the 20th-century German intellectual, Romano Guardini.“But in March 2013, I was transferred to another diocese,” he deadpans. Without identifying the U.S. or Trump by name, Francis singles out Christian-majority countries where nationalist-populist leaders seek to defend Christianity from perceived enemies.“Today, listening to some of the populist leaders we now have, I am reminded of the 1930s, when some democracies collapsed into dictatorships seemingly overnight,” Francis wrote. “We see it happening again now in rallies where populist leaders excite and harangue crowds, channeling their resentments and hatreds against imagined enemies to distract from the real problems.”People fall prey to such rhetoric out of fear, not true religious conviction, he wrote. Such “superficially religious people vote for populists to protect their religious identity, unconcerned that fear and hatred of the other cannot be reconciled with the Gospel.”Francis addressed the killing of Floyd, a Black man whose death at the knee of a white policeman set off protests this year across the United States. Referring to Floyd by name, Francis said: “Abuse is a gross violation of human dignity that we cannot allow and which we must continue to struggle against.”But he warned that protests can be manipulated and decried the attempt to erase history by downing statues of U.S. Confederate leaders. TORONTO — The 2021 Juno Awards are moving to May for their 50th anniversary.Organizers behind Canada's biggest night in music say the golden celebration, set to take place in Toronto, is being delayed due to the COVID-19 pandemic.The televised show will happen on May 16, 2021, about a month and a half after its originally planned date in March.Allan Reid, head of the Canadian Academy of Recording Arts and Sciences, says the move is intended to give artists and the local community more options to celebrate in a time when physical distancing measures are expected to still be in place."We also hope that the warmer weather will bring more opportunities for some unique outdoor programming," he said in a press conference."The COVID-19 pandemic continues to have a huge effect on the city and our music community, but we will be resilient and live music will return, and we will be there to help in any way we can."The return of the Juno Awards to Toronto, for the first time in a decade, was billed as a splashy affair when it was announced last year. The federal government wants to hear from you on temporary foreign worker accommodations. The window to provide comments and have your voice heard will close on Dec. 22, 2020. In consultation with provincial governments, employers, workers and foreign partner countries, the federal government announced this past summer that it would develop minimum mandatory requirements for housing under the Temporary Foreign Workers Program (TFWP), under which upwards of 60,000 foreign workers come to Canada each year to ensure our agricultural sector continues to function. “The intent is not to pursue short-term changes … but to develop a lasting approach to improve living conditions for workers while considering elements that would make accommodations more adaptable to addressing any communicable disease outbreaks in the future,” read a document provided to Niagara This Week by Employment and Social Development Canada (ESDC). To that end, the feds want to reduce overcrowding to bring about five outcomes: personal space and privacy; adaptability to public health measures to prevent virus spread; more amenities; heating, cooling and air quality; and internet access. The current open consultation process requires those wanting to participate to send an email to NC-TFWP-APT-PTET-EPA-GD@hrsdc-rhdcc.gc.ca requesting to take part. Through the public consultation period, the government wants feedback on “impacts and considerations for transitioning to new requirements,” and “approaches to strengthen oversight of worker accommodations.” New requirements under consideration for the TFWP include: ensuring workers have freedom of movement and can receive guests without restrictions; having proper heating and cooling equipment to maintain temperature range of 20 to 25.5 C; a maximum of four workers per bedroom with a minimum distance of two metres between all beds; washrooms being within work accommodations; and access to phones and free internet where available. Creating clear and consistent standards will also ensure employers fully understand their obligations and can better adhere to them,” an Oct. 27 press release read. The release also announced that the federal government will survey those employing agricultural temporary foreign workers so government can better understand current accommodation arrangements. Niagara This Week was provided a survey sample, which revealed questions about housing types like bunkhouses and mobile homes, square footage of common areas and sleeping spaces, amenities, and whether cooling/heating systems are controllable by workers — to name some. Another document provided to Niagara This Week from ESDC read that housing provided to workers “who may be vulnerable to exploitation due to their immigration status and other factors” is inconsistent. Common complaints, the document listed, are “overcrowding and lack of privacy, an inadequate number of washrooms and kitchen facilities per worker, lack of adequate heating/cooling” and deficiencies like leaks, mould and poor plumbing. “The increased attention on employer-provided accommodations through COVID-19 has highlighted several other common deficiencies in the quality of housing and living conditions for workers, including that group accommodations provided on many farms may increase the risk of communicable disease transmission, potentially putting the health of TFWs and the community at large at risk,” another paragraph read. Students in Niagara are not writing exams to close out courses this fall. District School Board of Niagara’s secondary school students and Niagara Catholic board students will all be taking part in “culminating activities” instead of the usual sit-down testing regime. Helen McGregor, superintendent of secondary school curriculum and student achievement, said, “Students are learning differently this year, with many learning in-person for part of the week, and others learning exclusively online. “To ensure all our students are supported to find success this year, whether they are learning in-person or online, in October we made the decision to cancel exams,” said McGregor. “Schools have already let students know that they will not have exams and, instead, they will have culminating activities.” Niagara Catholic District School Board is following a similar path. “Schools are not administering exams,” said superintendent Ted Farrell, whose responsibilities include overseeing secondary schools. “Upon completion of the course, a broad range of culminating activities will be used as part of the final evaluation in determining a student’s mark. These activities may include essays, student performances, independent study projects or other suitable activities for students to best demonstrate their learning.” In October, the Ministry of Education told school boards they have the option to remove designated exam days from their school year calendar and use them for in-class instructional time. Education Minister Stephen Lecce has said the use of essays or report-based assessments in the place of final exams should be allowed “given the circumstance.” “I don’t want to increase the anxiety of our students. An essay, an extended report, these are all ways in which an educator can credibly assess the performance of a student.” The holiday break for students is to begin Dec. 21 and will last until students return to the classroom on Jan. 4. OTTAWA — The head of Canada's transport regulator says the 11,000 complaints filed to the Canadian Transportation Agency since the onset of the COVID-19 pandemic will not start to be processed until early next year.CTA chairman Scott Streiner says the agency is struggling to handle another 11,000 complaints it received between last December and March, immediately after a new passenger rights charter came into effect.The majority of complaints since March concern refunds, which most Canadian airlines have refused to give customers after cancelling hundreds of thousands of flights due to pandemic travel restrictions, opting instead for flight vouchers or credit.The 22,000 complaints racked up in less than a year contrast with the 800 submitted to the CTA in 2015 amid growing passenger frustration.Streiner says that if legislation did not constrain him he would act "quickly" to fix a gap in regulations, which he claims compel airlines only to address reimbursement in their passenger contracts but not to provide it in situations outside their control.Earlier this month, Transport Minister Marc Garneau announced he planned to negotiate an aid package for struggling airlines that would be conditional on them agreeing to offer refunds for cancelled trips.The number of complaints may drop considerably if the support plan can be hammered out, Streiner told the House of Commons transport committee Tuesday.Bloc Québécois transport critic Xavier Barsalou-Duval said the complaints delay remains a major problem.“If I was a manager of a complaints department and I had two years of backlog ... wouldn’t I lose my job?" he asked Streiner.Streiner said more than half of the 11,000 complaints filed between last December and March have now been dealt with.Federal rules, provincial contract law and tribunal precedent at the CTA oblige airlines to reimburse passengers for services paid for but never rendered, say consumer rights advocates and opposition lawmakers.“We’re being told by the government that these Canadian citizens who purchased these airfares are not able to get a refund because the government is concerned that the airline corporations are going to go bankrupt. The community for SilverStar Mountain Resort is moving forward with its plan to become a resort association. The designation—not to be confused with a resort municipality designation—will provide the community of about 1,000 homeowners more of a say in how money is spent in the community, according SilverStar realtor Don Kassa. Kassa co-chairs the SilverStar Task Force, which initiated the process. He said things are moving forward, and that the next step will be to elect a board of directors. There is already an 11-member board in place. Five of the positions will be elected in the near term, with the remaining positions to be elected in two years. “The biggest benefit I would suggest is we have a cohesive body which now is mandated to negotiate with all levels of government for the betterment of the community,” he said, explaining the importance of the association. Kassa added the association will have the ability to fund and apply for funding for projects that will support the development of the resort community. It will also be used to market the resort as a year-round destination. Resort associations, such as Tourism Sun Peaks, collect a fee from property owners who use their property for rental, business or commercial purposes. The association will have access to the hotel tax as well as a fee, known as a resort management fee, paid by some homeowners in the area. Gaining association status has been a long process for the task force, which is currently made up of individual property owners, businesses, hotels and the resort operator. The Regional District of North Okanagan, which oversees the resort, had to agree to set it up, and then at least 50 per cent of the landowners within the resort association boundaries (representing 50 per cent of the property value) had to sign a petition in favour of it. Kassa said that the group is happy with the level of services provided by the regional district. “Many of the needs for services are being met very well currently,” said Kassa. There has, however, been some opposition to the plan. In an interview with CBC in March 2020, a homeowner said he worried that bookings would be centralized and homeowners would be forced to pay fees. According to Kassa, there is no plan to centralize the reservation system, but under the new framework, all homeoneers will have to pay the resort management fee, which he said would be between $400 and $800 a year per home. “The feeling of the current board was that if you are renting a property and making a substantial return on your property….then you should, in fact, be part and parcel of the cost to make that resort go forward.” Joel Barde, Local Journalism Initiative Reporter, Sun Peaks Independent News Inc.
TORONTO — The cost of digital services and goods sold by foreign companies like Netflix will go up under a taxation plan the government wants to put in place next year, experts said Tuesday.Ottawa said in its fiscal update released Monday it will require multinationals to collect GST or HST on digital products and services, which it said would add up to $1.2 billion over five years.Sometimes labelled a "Netflix tax," the measure would also apply to other services such as Amazon.com Inc.'s Prime Video or the Spotify audio streaming service, as well as digital products such as software applications. The government says Canadian companies already collect those taxes when they make digital sales, so it's only fair that foreign multinationals should do the same. KPMG tax partner Joe Micallef said it's likely Canadians will end up paying the taxes collected for the government by foreign multinationals."Right now, the way in which they're delivering their services, they're not responsible for the collection," Micallef said."And so, effectively, it would mean that these charges would be appearing on (their) invoices."A regular monthly subscription for a streaming service that delivers video or music would be a simple calculation, with the tax rate applied to the purchase price.But Micallef said it is be more difficult to estimate how much additional tax individual consumers, or businesses, will pay for other types of digital purchases, he said.Something like gaming software might cost little or nothing itself, but offer the option for subsequent charges to add features that make the experience better."How many times? How many transactions? It adds up," Micallef said.Dwayne Winseck, a media industry researcher at Carleton University in Ottawa, also expects companies will add the price of the tax to the total sale price. WASHINGTON, D.C. — Canada's decision to block American imports of certain prescription drugs from north of the border is getting stony silence from the Trump administration — a sign, one expert says, that the U.S. proposal is "dead in the water." The measure, first floated by Donald Trump a year ago as a strategy to help reduce America's staggering drug costs, took effect Monday after the president signed a pre-election executive order in September. On Saturday, however, Health Minister Patty Hajdu parried the effort with just days to spare, prohibiting bulk drug exports if they pose a risk of creating or worsening drug shortages in the Canadian market. The White House referred questions about the new limits to the U.S. Department of Health and Human Services, which has yet to respond to repeated media queries about where Canada's move leaves Trump's plan. That plan was "a desperate act by desperate people at a desperate time," said Dr. Allen Zagoren, a policy administration professor at Drake University in Des Moines, Iowa. Canada represents only two per cent of global drug sales, and gets 68 per cent of its drugs from outside the country, Health Canada said in a news release announcing the export prohibitions. The U.S. market, on the other hand, comprises 44 per cent of pharmaceutical sales around the world. Buying drugs in Canada "was never realistic, ever," Zagoren said. "Even if Canada said, 'Sure,' there's no way — Canada doesn't have enough drugs. But it allowed them to make a promise. And then they could argue, 'Well, Canada won't let us. So it's them, not us.'" Kirsten Hillman, Canada’s ambassador to the U.S., said the two countries have been discussing the issue of drug imports for more than a year. In those meetings, Canada has made it clear that given the relatively tiny size of the Canadian market, bulk imports from north of the border simply wouldn’t have the desired effect. "We've been saying to them all along: one, we sympathize with your policy concern; two, buying bulk drugs from Canada isn't the solution to your policy concern; and three, above all else, we will always protect the supply of drugs to Canadians," Hillman said. Canada's response is not a blanket export ban, but a "narrow and tailored" measure that applies only to those drugs meant for domestic consumption that are already in short supply or at risk at becoming scarce, she added. Zagoren, who called Trump's proposal "dead in the water," said its failure could prove useful for president-elect Joe Biden's own efforts to address drug costs once he takes over the White House in January. Biden has promised to reduce drug costs, including through imports, and to give the U.S. government insurance program known as Medicare the power to negotiate drug prices — a plan that has the blessing of congressional Democrats. The fact that Trump's proposed solution has failed could provide Biden with helpful leverage in discussions with the all-powerful pharmaceutical industry, which has spent aggressively in its lobbying efforts to head off pricing reforms. "I think it helps the Biden administration, because it sets the stage. The Canadian argument signals to the Biden administration, 'Don't come here for this.' But Biden being the internationalist he is, and a very good friend of Canada, that's not going to happen in the Biden administration anyway." Biden has also promised to expand health insurance coverage to include more Americans, a move that has the potential to broaden the existing U.S. drug market. Much will depend on the outcome of a pair of Senate run-off elections next month in Georgia, where Democratic challengers Jon Ossoff and Rev. Raphael Warnock are seeking to unseat Republicans David Perdue and Kelly Loeffler. Should they both succeed, the 100-seat Senate will find itself in an even 50-50 split, giving the tiebreaking vote to Biden's vice-president, Kamala Harris. "It really hinges on the Georgia election as to how far the U.S. government will go with regard to drug prices, and especially on Medicare," Zagoren said. "There'll be a lot of negotiation in the backrooms with regard to pharmaceutical prices going forward. WINNIPEG — Manitobans will likely have to deal with strict COVID-19 measures into the winter, Premier Brian Pallister warned Tuesday.With daily case counts remaining high and intensive care capacity close to the limit, Pallister said some restrictions on public gatherings and business openings will have to continue beyond Friday of next week, when the current orders are to expire."My gut feeling is that as we get into winter, it's going to be critical that we continue with a high level of restrictions for some time," Pallister said."COVID doesn't give up, and we're seeing that all across the country."Manitoba was leading all other provinces in the per-capita rate of new infections until recently, when Alberta surged ahead.To try to bend the curve, the province enacted some of the strictest rules in the country: non-essential businesses have closed, public gatherings have been limited to five people and, with some exceptions for things like medical services, people are not allowed to have visitors in their home.In-person religious services have also been banned — an order that has been met with a small measure of defiance and protests.A church in Winnipeg held four drive-in services last weekend, where people remained in their vehicles while a pastor spoke on a stage. Outside of Steinbach in southeast Manitoba, a church has held in-person services, prompting police to block the parking lot last Sunday.The rules have worked, Manitoba's chief public health officer Dr. Brent Roussin said Tuesday.The number of new infections has plateaued and even dropped slightly in recent days — there were 282 new cases Tuesday — and people now testing positive are reporting fewer contacts with others.That effect has yet to trickle through to the health-care system, however. Volunteers with the Canadian Conservation Corps (CCC) gave a virtual presentation of projects they completed while working alongside the Flood Mitigation Office on Thursday, November 26. Longtime Drumheller resident Stan Solberg played a key role in bringing the program, and the volunteers, to the Drumheller Valley. Chief Resiliency and Flood Mitigation Officer Darwin Durnie told the Mail, “Stan pulled together this entire program with the Canadian Wildlife Federation, allowing them to get here.” Mr. Solberg also garnered the participation of the Flood Mitigation Office, and also Mayor Heather Colberg and Chief Administrative Officer Darryl Drohomerski. The presentation showcased three projects the volunteers worked on throughout their time with the Flood Mitigation Office, with the main focus of each project being on conservation. While conservation was the main focus of the projects, the findings will provide the Flood Mitigation Office with invaluable information. “The Flood Mitigation Office was pleased with the work that the CCC volunteers performed,” Durnie said. “The activities, research, and energy they created will surely continue in the coming years.” Patrick Crowchild Jr. presented Conservation Through Art, a series of paintings inspired by the landscape and his time in the Drumheller Valley. Crowchild’s artwork is part of an art installation at the Flood Mitigation Office and challenges the definition of conservation while showcasing its many facets. Crowchild also completed sketches and drawings of local, native plants, though these were not included in the presentation. CCC volunteers, Megan Davies, Victoria Choi, and Kelsey White journeyed down the Red Deer River with Andy Neuman, former executive director of the Royal Tyrrell Museum. They discovered several river islands along the Red Deer River, which are Crown Land, are already being used as camping areas. The group surveyed the river and adjacent riparian areas, using GPS and geographic information systems (GIS) to map areas on these river islands which could be sustainably used for both day-use and overnight camping. They also proposed semi-permanent structures to help educate campers to “Leave no trace” after discovering litter, including discarded diapers, beer cans, and fish hooks in the areas. These proposed sites could target tourism from canoers and kayakers in otherwise undevelopable areas, while also promoting conservation of these areas, without compromising structural developments in the floodplains. The final project by Heather Blanchette and Ryan Wilkes, Birding in the Badlands, showcased the wildlife, particularly avians, found naturally within the Drumheller Valley. Volunteers undertook six road trips to survey wildlife from Orkney Viewpoint to Dorothy and Oyen. They discovered Orkney Viewpoint offers a unique vantage where bird watchers can look down upon raptors, such as hawks and eagles, as they soar above the valley. Mr. Solberg said, “There are more and more people coming to Drumheller, very wildlife conscious.” While some of the expeditions were not suited for casual bird and wildlife watchers, Mr. Solberg added, “Always be camera-ready when you come to Drumheller.”Lacie Nairn, Local Journalism Initiative Reporter, The Drumheller Mail
OTTAWA — Canadians may wish to forget the year 2020 ever happened, but across the country, museums and archives are working furiously to ensure a full record of the COVID-19 pandemic is in place. "If it happens 50 years from now, again, we want to be able to have information to give the perspective of the challenges," said Sylvain Belanger, a director general at Library and Archives Canada. But figuring out how to preserve the story of the pandemic poses a series of challenges. One is the ephemeral nature of where so much of people's experiences are taking place: the internet. Social media posts come and go, news headlines change hourly, and new sources of information and disinformation appear or disappear, Belanger said.At Library and Archives Canada, a team of six people hoover up as much of the official record as possible. The amount of data they've currently collected is the equivalent to the data a person would use up if they streamed more than 2,000 movies on Netflix. At the Canadian Museum of History, and similar institutions, the work is broader.Capturing the language of the pandemic is one part: words like "social distancing," the lockdown cocktail known as the "quarantini" and the "you're on mute" uttered in nearly every single video conference call.Saving photos and videos is another element, whether it is Canadian musicians streaming impromptu concerts from their living rooms, teachers wearing masks in the classroom, soldiers entering long-term care homes or portraits of what isolation looks like in the Northwest Territories. Then there are the physical artifacts: homemade masks, crafts made from toilet paper rolls, colourful rocks painted by children to be strewn along paths, even the little sticky signs on sidewalks asking people to keep their distance.What among those will become as iconic to the pandemic as the photo of a sailor kissing a woman in Times Square at the end of the Second World War remains to be seen, said Dean Oliver, the museum's director of research.Knowing what to collect and how much of it evolves over time, Oliver said. "There isn't a checklist that says here's the magic number," he said.Documenting the pandemic is difficult because Canadians are still living through it, said Anthony Wilson-Smith, president and CEO of Historica Canada, which among other things runs "The Memory Project" to record the stories of war veterans."It'll take awhile for people to come out the other end, much like post-traumatic stress disorder, where, when it's too immediate, you can't talk about it at all," he said.But he said that what people will want to know decades from now is what they ask veterans today: how did you feel? What was it like? Oliver suggests Canadians who want to make a record document those feelings. "Many of the other aspects of your experience — where you moved, what you bought, your tax return, your census record — the future historian or your descendant will be able to get at in an impersonal way," he said."But they will not be able to see you and feel you and understand how you saw and felt unless you tell them."One emerging issue is figuring out how to reflect the experiences of those whose lives have been disproportionately impacted, including racialized communities and women."There are a lot of data sets, but the voice of women is missing in numeric data sets," said Yoo Young Lee, the interim head of information technology at the University of Ottawa, who also works on digital initiatives for the school's library."We need the stories."She and her colleagues have launched an archive specific to women's experiences, but it is a slow process. One challenge is that a reliance on using what people post online means those who don't have access or choose not to use social media are missed. The other reality, said Michelle Gewurtz, supervisor of arts and culture at the Peel Art Gallery, Museum and Archives, is that people tend to only post the lighthearted moments online. Her region, just outside Toronto, is currently in the midst of second lockdown, due to a rise in cases. There, multi-generational families are locked down in cramped quarters, and getting a sense of what that looks and feels like is difficult, she said. It's become clear, she and others said, that what initially began as a project to document COVID-19 in the year 2020 will stretch far beyond.
