Niagara is now home to one of the best young spellers in Canada. Leena Jalees, 14, of St. Catharines took home the gold at this year’s Spelling Bee of Canada national championship, beating out 25 other competitors in the intermediate division (ages 12-14) across the country. Jalees, who has entered the regional competitions on two previous occasions, said this was her first time reaching the national level, after winning Niagara’s competition earlier in November. Jalees said she had always been a good speller, particularly when it came to everyday words, and thought entering a spelling bee would help her expand her spelling abilities when it came to new and unfamiliar words. “I thought it would be fun to learn new words, and become a better speller, and know the tactics of how to break down the words and be able to spell words I have never heard of before. So I decided to do a spelling bee, just to see how well I could do.” Jalees did more than okay. In her first appearance on the national stage, she was crowned the winner in the intermediate division of the Spelling Bee of Canada after correctly spelling the word “taxonomist”. For Jalees, the word was a no-brainier. “When I found out that was the word, I was so relieved because I was already familiar with that word. I already knew how to spell it, so I didn’t have to think about it.” So how does one study for a spelling bee? The competitors were given a manual of 400 words two and a half weeks prior to the competition, but that doesn’t include tiebreaker words, which are entirely new, and come down to the participants' ability to break down the word itself. Jalees said her strategy involves looking at the words as multiple units, and understanding the origin of the word itself. “One of the words was polemicist. I thought it was a medical word, but then when I knew it had to do with politics, then I decided to change the way I spelled it to ending in 'cist'. Miguel Villarroya Vilalta also said the remarks by the retired military members “damage the image of the Spanish Armed Forces and only confuse public opinion.’’The messages from a private Whatsapp group were published recently by Spain’s Infolibre news website. They reportedly were posted by members of the General Air Force Academy class that started training in 1963, when Franco still ruled the country.Some of them were among dozens of retired officers who wrote King Felipe VI last month to criticize Spain’s left-wing coalition government. Lawyers fought the latest round of a 16-year legal battle by video conference in the province’s top court on Tuesday and Wednesday. The long-running dispute between Peter Ballantyne Cree Nation (PBCN) and the Saskatchewan government aims to find whether 600 flooded acres of land near Southend is a reserve. The debate centres on whether to uphold Saskatoon Court of Queen’s Bench Justice Dan Konkin’s 2019 decision finding the land was never properly designated as a reserve. That decision also tossed out PBCN’s claim that the flooding meant the province and SaskPower were trespassing on the land. This week, PBCN and the federal government argued it is a reserve — a finding that would throw out the lower court’s decision and help the First Nation’s legal counsel press for compensation based off the trespassing claim. “The important thing here is the ownership of (roughly) 10,000 acres of land is at stake,” said Thomas Berger, a prominent British Columbia lawyer who has long served as PBCN’s counsel on the case. The Saskatchewan government and SaskPower argued to uphold the 2019 decision, saying the reserve was never properly designated. The Ministry of Justice declined to comment on a matter before the courts. One part of the dispute centres on a surveyor’s actions almost a century ago. When the surveyor was tasked with finding Barren Lands band members at Southend in 1929, he found members of PBCN. PBCN argued he took steps to create a reserve there. A 1981 federal government cabinet order and the land’s inclusion in the 1992 Saskatchewan Treaty Land Entitlement Framework Agreement confirmed that designation, PBCN’s factum said. In an interview, Berger said the province’s position on its status was a reversal because “25 years later, they said, ‘we made a mistake.’ ” Saskatchewan legal counsel Mitch McAdam said that’s not necessarily the case. In a factum, he wrote that the surveyor’s “instructions were crystal clear — to survey a reserve at Southend for Barren Lands — and he carried those instructions out ‘to a T.’ ” However, McAdam said the survey was flawed and incomplete. He said the government also never confirmed it as a reserve, meaning the land passed to Saskatchewan under the Natural Resources Transfer Agreement in 1930. That brings into question who owns the land that Whitesand Dam floods as it controls Reindeer River’s flow into the nearby Island Falls hydroelectric power station. Berger says his clients are owed their “fair share” of compensation for the flooding, but that partly depends on how the court sides on the question of the land’s reserve status. “If Peter Ballantyne has no interest in the (land), in other words, the (land) is not Indian reserve land, (and) Peter Ballantyne has no claim in trespass,” the SaskPower factum noted. COVID-19 has made things difficult for municipalities, especially when it came to tax collection for the 2020 tax year. During a normal year, Tisdale has a reminiscing tax discount period from May to November, with a 15 per cent tax discount for those residents who pay in May and the discount diminishing over the following months by five per cent, said Brad Hvidston, Tisdale’s administrator With COVID causing financial challenges for residents, Hvidston said they changed the rates so the discount dropped by two per cent over the following months so that residents could still take advantage of the discount if they paid later. While Al Jellicoe, Tisdale’s mayor, said this was appreciated by residents, tax payments came into the town as usual with 95 per cent of property taxes paid by the end of May, Hvidston said. People save up during the year, he said, in order to take advantage of that discount. “By the time COVID hit in March and taxes were due in May, a large amount of people had their taxes mostly accumulated by them. I'm anticipating that next year will be the year that we see the impact on COVID.” With tax challenges being expected for the coming year, Hvidston said the council will have to decide how they can help residents deal with this in the future. L'entente qui a été ratifiée aujourd'hui prévoit notamment que l'entreprise minière fournira des paiements financiers, des avantages en matière d’emploi et des opportunités d’affaires aux communautés innues ainsi qu’une meilleure collaboration sur le plan environnemental. L’entente prévoit également que IOC présente des excuses. Les deux communautés se sont engagées à retirer les poursuites judiciaires qui avaient été intentées contre la compagnie. Cet accord a été baptisé « Ussiniun », ce qui signifie « renouveau » en langue innue. « Cette entente marque le début d’une nouvelle relation avec IOC, basée sur le respect et le partenariat. Les compensations et les retombées pour nos membres nous permettront de prendre encore plus en main le développement de notre communauté. Le respect démontré par IOC nous permettra de tourner la page sur un historique de conflits et de regarder l’avenir avec optimisme », a affirmé le Chef de Uashat mak Mani-utenam. A special committee struck after almost two years' worth of emails from a government account went missing is recommending the province make individual public servants responsible by law for preserving their own records.The province's Special Committee on Government Records Retention is calling on the province to implement a "duty to document" clause in the Archives & Records Act, the legislation that sets out government's responsibilities when it comes to the preservation of documents."A duty to document establishes a positive duty for public servants and officials to create a full, accurate and complete record of important business activities," the committee wrote in its final report to the legislature.Information and privacy commissioners across Canada have been pushing for duty to document legislation in the country for years, as a way to strengthen public access to government documents.In 2017, B.C. became the first province in Canada to implement such a measure.Committee chair Michele Beaton said implementing a similar measure in P.E.I. would "catapult us to being a leader in being transparent regarding government decisions."The committee is also recommending government make more records public via routine disclosure — without requiring they be requested through freedom of information legislation.Committee struck to probe missing emailsIt was as a result of freedom of information requests that the committee came into being.P.E.I.'s former privacy commissioner Karen Rose issued a scathing report in June, after learning that almost two years worth of emails belonging to Brad Mix, a senior bureaucrat with Innovation PEI, had gone missing.The emails had been subject to multiple freedom of information requests. The province didn't tell those requesting the emails — and initially did not tell the privacy commissioner — that the records no longer existed.Failing to disclose that, the commissioner concluded, put government in breach of the Freedom of Information and Protection of Privacy Act. She said failure to properly archive the emails was a breach of the Archives and Records Act.More 'gaps' in government email archivesAs part of its review, the committee was advised by the province's Treasury Board of five more email archives belonging to former bureaucrats and elected officials that contain one or more "gaps."Among those are two former cabinet ministers: Wes Sheridan, former minister of finance; and Allan Campbell, a cabinet minister who became Robert Ghiz's chief of staff in 2011.Both archives were among a list of email accounts P.E.I.'s auditor general asked for in 2015 as part of her investigation of e-gaming, the province's failed attempt to become a regulator for online gambling.The five archives with gaps are in addition to three email accounts the auditor general said in her 2016 report had been improperly deleted. She cited that as a contravention of the Archives and Records Act.A spokesperson for the province's Treasury Board told CBC News that a "preliminary search" of 26 email accounts was conducted in 2015, at the request of the auditor general, and the five in question "appeared to have a gap or gaps in time."However, the spokesperson said that, according to the province's IT department, "a gap does not mean a missing email or emails. A gap may be a variety of things such as a day of inactivity or a time period of inactivity."According to the information provided to the committee, the dates of those gaps were not recorded when they were first discovered in 2015. Commissioner asking for detailsMembers of the committee, when they were advised of the email gaps, decided to take no further action on the matter.But P.E.I.'s new privacy commissioner Denise Doiron has written to the province's deputy minister of finance asking about one of the gap accounts — that belonging to Sheridan.Doiron has asked for the dates of Sheridan's gaps, and noted that when her predecessor asked the department about the possibility of any further missing records while investigating Mix's emails, there was no mention of Sheridan's account."You did not mention the possibility of any gaps in Wes Sheridan's records in your response," Doiron noted in her letter.Didn't delete emails, said MixWhen called to appear before the committee in October, Mix said he "did not do anything to destroy any of my email archives. I did not do anything knowingly to cause the gap that exists in my email archive." P.E.I. is the last province in the country to use the Groupwise email system, which debuted in 1994. Had the ATAC mining access road in the Beaver River watershed been built, it would have constituted a “breach of the honour of the Crown” and betrayed First Nations people, according to a decision document released by the Yukon government after inquiries by The Narwhal. The document provides insight into the territorial government’s Nov. 27 decision to reject the proposed all-access road by Vancouver-based ATAC Resources, a mining exploration company with gold and copper claims in the region. The document also sheds light on concerns raised by the First Nation of Na-Cho Nyäk Dun, on whose territory the claims are located. The rejected road was given a conditional green light by the Yukon Environmental and Socio-economic Assessment Board in 2017 but was awaiting a final decision from the Yukon government. The new route would have opened access to a 65-kilometre portion of the company’s three mineral claims that form the Rackla gold property and connected Keno City to the Tiger gold deposit, the site of a planned ATAC Resources’ open-pit gold mine. The First Nation of Na-Cho Nyäk Dun was “strongly opposed” to the project going ahead, the decision document reveals. The document contains a list of concerns raised by the nation, including fears the road would have caused “significant adverse impacts” on treaty rights such as hunting, fishing and trapping in traditional territory. That list also noted concerns the road would have prevented Na-Cho Nyäk Dun citizens from adequately exercising treaty rights in “one of the few remaining wilderness areas in its traditional territory.” The road would have “fundamentally alter[ed] an untouched portion of” the nation’s territory and would have “alienated” citizens from their lands. “Approving the application would permanently impair the process of reconciliation that the First Nation of Na-Cho Nyäk Dun, the Yukon government and Canada have been engaged in for more than 30 years,” the document states. Na-Cho Nyäk Dun Chief Simon Mervyn did not return a request for comment. Andrew Carne, ATAC Resources’ vice-president of corporate and project development, told The Narwhal this week that the company is seeking legal counsel on the Yukon government’s decision and that, as a result, there’s little else he can state at this time. “ATAC does not agree with many material aspects of the government’s decision,” Carne said in an email to The Narwhal. In an ATAC Resources’ press release, president and CEO Graham Downs said the road’s cancellation suggests Yukon isn’t open for business. “We are extremely disappointed with and surprised by this decision,” he wrote. The Yukon chapter of the Canadian Parks and Wilderness Society has warned that roads such as the one ATAC Resources’ proposed can fragment wildlife habitat, interrupt migratory patterns and lead to an increase in mining activity and hunting pressure. The Beaver River watershed, northeast of Mayo, is a vast expanse of relatively intact wilderness that’s home to moose, grizzly bears and wolves. According to the Yukon government’s decision document, ATAC Resources’ plan for the road didn’t adequately consider cumulative effects on the region’s ecosystem — particularly on wildlife. Todd Powell, director of mineral resources at the Yukon Department of Energy, Mines and Resources, told The Narwhal the company did not review wildlife impacts “in a meaningful way.” “The bigger the project, the bigger the effects are. In this case, a road into an area like that was going to have fairly significant effects.” The company’s plan to mitigate effects on wildlife “simply didn’t go far enough,” he said. According to ATAC Resources’ draft management plan, mitigation efforts included building the road in the Rankin Creek valley, where fewer wildlife are present, reducing or suspending traffic during calving and rutting and making the route private to prevent hunting. The company also said it would conduct road patrols to further deter hunting. The decision document notes there were baseline data “deficiencies” that would have affected environmental monitoring efforts. In its draft management plan, ATAC noted Lebarge Environmental Services conducted eight aerial and three ground surveys of wildlife between 2010 and 2013 that noted the project area is home to species that are considered of “special concern” by the Committee on the Status of Endangered Wildlife in Canada including woodland caribou, grizzly bear, wolverine, collared pika, horned grebe, rusty blackbird, peregrine falcon and dolly varden. Threatened species that are found in the project area, according to ATAC, include the common nighthawk and the olive-sided flycatcher. Without adequate monitoring, Powell said there was little hope potential impacts could be mitigated in the future, which contributed to the Yukon government pulling the plug on the project. The Beaver River watershed is largely roadless and the ATAC road would have set a new “precedent” for mineral exploration in the territory, the document states. No roads longer than 50 kilometres have been built for operations that, like ATAC Resources’, are purely exploratory over the past decade, the document notes. “Far more typically, existing access routes and new access routes have only been upgraded or constructed once mine development and production has been authorized.” ATAC Resources is not currently operating any mines in the region and is not permitted to. The company is only permitted to conduct exploratory work until 2024, which raised questions about the need for the access road and concerns the company wouldn’t have long enough to successfully build and decommission the road as proposed. “The nearness of the expiration date doesn’t suggest that they would have a reasonable timeframe to get all of that work done,” Powell said. A sub-regional land use plan for the Beaver River watershed was recently launched by the Yukon government and the Na-Cho Nyäk Dun First Nation. Work on the plan is set to continue, regardless of the ATAC road cancellation, Powell said. “Everybody recognizes that this is a highly mineralized area with lots of potential,” he said. “The commitment remains in place to finalize [the land use plan] as soon as we can.” Randi Newton, conservation manager with CPAWS Yukon, recently told The Narwhal she hopes that the sub-regional land use plan will be replaced with a much broader plan that encapsulates the entire Beaver River watershed. CPAWS recently released a report that cautioned the Yukon Environmental and Socio-economic Assessment Board against approving road projects before land use plans are completed. “Land use planning can take that broader view of how much development is allowable in an area, which areas should we keep remote and free of roads,” Malkolm Boothroyd, the report’s author and campaigns co-ordinator at the Yukon chapter of CPAWS, told The Narwhal in a previous interview. Powell said that while the sub-regional land use plan won’t be scrapped, it could help inform a region-wide plan in the future, so the intention now is to finish what has already been started. Lewis Rifkind, mining analyst at the Yukon Conservation Society, told The Narwhal his organization has been highlighting concerns associated with the ATAC road since its inception. While he questions why it took the Yukon government so long to cancel the project, he’s hopeful environmental protection is coming to the region through land use planning. “It does give us a chance to protect or manage a pretty large-scale landscape,” he said. “Now we can do the planning without having the road dictate certain land uses.”Julien Gignac, Local Journalism Initiative Reporter, The Narwhal

L’ensemble du projet sera partagé avec la Côte-Nord, qui a subi une baisse de 28 % des heures travaillées en 2020. La CCQ ajoute à la liste la réfection de la centrale d’Isle-Maligne par Rio Tinto, au coût de 160 M$, d’ici 2026, ainsi que la réfection du centre de cuisson d’anodes avec un investissement de 209 M$. La construction du parc éolien Val-Éo figure également parmi les chantiers liés à la production d’électricité. Il y a lieu de croire que certains travailleurs de la région profiteront de la réouverture du chantier Romaine 4, sur la Basse-Côte-Nord, ralenti dans la dernière année par des problèmes de sécurité. La CCQ prédit une hausse de 28 % des heures travaillées. La réfection de la Centrale Rapide-Blanc, en Mauricie, sera également une source d’activités pour les travailleurs de la région, alors qu’un entrepreneur du Lac-Saint-Jean vient d’y décrocher un contrat de 12 M$. Institutionnel Le secteur institutionnel et commercial a été ralenti dans sa forte impulsion amorcée en 2018, et perdra 10 % en 2021, avec un volume de 88,0 millions d’heures travaillées, toujours selon ce qui est avancé par la CCQ. Loin d’être une catastrophe dans les circonstances, ce niveau se révèle être celui qui a été atteint il y a deux ans seulement. En 2021, le secteur reprendra graduellement du poil de la bête, même si l’incertitude risque d’être encore présente. BERLIN — Veteran German diplomat Helga Schmid, a key behind-the-scenes negotiator of the 2015 nuclear accord with Iran, was named Friday as the new administrative head of the Organization for Security and Co-operation in Europe. The Vienna-based regional security organization plays an important role in trying to resolve conflicts in Europe and on its periphery, including Ukraine. Its 57 members include Russia and the United States. A career diplomat, the 59-year-old Schmid was the German embassy's spokeswoman in Washington during the early 1990s, before taking senior roles at the German Foreign Ministry in Berlin, and later moved to Brussels. She spent the last four years as the head of the EU's diplomatic service. The post of OSCE secretary general comes with a three-year term that can be renewed once. The secretary general is the administrative head of the OSCE, complementing the presidency which rotates annually among member states. A branch of the organization also conducts election monitoring missions, including during last month's U.S. presidential vote. The Associated Press
The Humboldt Special Olympics Floor Hockey Team took home the Special Olympics Canada Team of the Year Award. TSN hosted the award ceremony on Facebook Live on Dec. 3 with athletes and coaches sending in their thank you videos for the ceremony. The team has been collecting the hardware over the last two years with a bronze medal win during the 2019 Special Olympics Ontario Invitational youth games in Toronto and another bronze win at the Special Olympics Canada Winter Games in Thunder Bay 2020. Floor hockey has been part of the Humboldt Special Olympics sporting list for the last 16 years. Ever since the team lost fellow teammate, Brody Hinz, in the Humboldt Broncos bus crash, the team has played to honour him, said Vic Rauter, a TSN announcer, during the ceremony. “Since the loss of their friend and teammate, the Special Olympics Humboldt Broncos floor hockey team have been on a mission to honour those lost and those who were affected.” This award comes on the cusp of two provincial awards in October, another team award for the floor hockey team and a coaching award from coach Brain Reifferscheid. Reifferscheid said the award was unexpected and the coaches and players are pretty happy and proud and excited and humbled by the honour, he said. The provincial award was enough of a surprise for the team to wrap their heads around and celebrate but it was not long after before they were contacted by Special Olympics Canada about their national award. This will be the second year in a row that a Humboldt Special Olympics athlete or team has received a national award from Special Olympics Canada, with Tianna Zimmerman from Englefeld taking home Athlete of the Year during the 2019 award ceremony as well as the provincial honour that same year, just like the floor hockey team. This two year stretch at both the national and provincial level said a lot about the Special Olympics Humboldt, Reifferscheid said. “We've got a group of athletes that are very sports-minded and committed to achieving high goals. It also says something about the Special Olympics Humboldt organization, all the volunteers and coaches and all the sports. WASHINGTON — Joe Biden said Thursday that he will ask Americans to commit to 100 days of wearing masks as one of his first acts as president, stopping just short of the nationwide mandate he's pushed before to stop the spread of the coronavirus. The move marks a notable shift from President Donald Trump, whose own skepticism of mask-wearing has contributed to a politicization of the issue. That's made many people reticent to embrace a practice that public health experts say is one of the easiest ways to manage the pandemic, which has killed more than 275,000 Americans. The president-elect has frequently emphasized mask-wearing as a “patriotic duty" and during the campaign floated the idea of instituting a nationwide mask mandate, which he later acknowledged would be beyond the ability of the president to enforce. Speaking with CNN's Jake Tapper, Biden said he would make the request of Americans on Inauguration Day, Jan. 20. “On the first day I'm inaugurated, I'm going to ask the public for 100 days to mask. Just 100 days to mask — not forever, just 100 days. And I think we'll see a significant reduction” in the virus, Biden said. The president-elect reiterated his call for lawmakers on Capitol Hill to pass a coronavirus aid bill and expressed support for a $900 billion compromise bill that a bipartisan group of lawmakers introduced this week. “That would be a good start. It's not enough,” he said, adding, “I'm going to need to ask for more help.” Biden has said his transition team is working on its own coronavirus relief package, and his aides have signalled they plan for that to be their first legislative push. The president-elect also said he asked Dr. Anthony Fauci to stay on in his administration, “in the exact same role he's had for the past several presidents,” as the director of the National Institute of Allergy and Infectious Diseases, the nation's top infectious-disease expert. He said he's asked Fauci to be a “chief medical adviser” as well as part of his COVID-19 advisory team. Fauci told NBC's “Today” show on Friday, “I said yes right on the spot.” Regarding a coronavirus vaccine, Biden offered begrudging credit for the work Trump's administration has done in expediting the development of a vaccine but said that planning the distribution properly will be “critically important.” “It’s a really difficult but doable project, but it has to be well planned, " he said. Part of the challenge the Biden administration will face in distributing the vaccine will be instilling public confidence in it. Biden said he'd be “happy” to get inoculated in public to assuage any concerns about its efficacy and safety. Three former presidents — Barack Obama, George W. Bush and Bill Clinton — have said they'd also get vaccinated publicly to show that it's safe. “People have lost faith in the ability of the vaccine to work,” Biden said, adding that “it matters what a president and the vice-president do.” In the same interview, Biden also weighed in on reports that Trump is considering pardons of himself and his allies. “It concerns me in terms of what kind of precedent it sets and how the rest of the world looks at us as a nation of laws and justice," Biden said. Biden committed that his Justice Department will “operate independently” and that whoever he chooses to lead the department will have the “independent capacity to decide who gets investigated.” “You're not going to see in our administration that kind of approach to pardons, nor are you going to see in our administration the approach to making policy by tweets," he said. In addition to considering preemptive pardons, Trump has spent much of his time post-election trying to raise questions about an election he lost by millions of votes while his lawyers pursue baseless lawsuits alleging voter fraud in multiple states. Republicans on Capitol Hill, meanwhile, have largely given the president cover, with many defending the lawsuits and few publicly congratulating Biden on his win. But Biden said Thursday that he’s received private calls of congratulations from “more than several sitting Republican senators" and that he has confidence in his ability to cut bipartisan deals with Republicans despite the rancour that’s characterized the last four years on Capitol Hill. Trump aides have expressed skepticism that the president, who continues to falsely claim victory and spread baseless claims of fraud, would attend Biden’s inauguration. Northumberland County hopes residents dig a program that provides them with free tree saplings to plant on their properties. Applications for Northumberland County's Emerald Ash Borer (EAB) replacement tree program have reopened following two years of successful EAB replacement tree programs that resulted in the local planting of 24,000 trees. County residents are invited to apply to receive free tree saplings as part of a five-year program subsidized by the county. Residents can apply to receive between 25 to 150 trees to plant on their property in Northumberland. There will be 12,000 trees subsidized through this year's application process on a first-come, first-served basis. Tree species available through the program include various types of oak, maple and pine as well as spruce, birch and tamarack. All successful orders will be available for pickup from Lower Trent Conservation in the spring. This program was developed to replace trees that are being removed as part of Northumberland County's 10-year plan to remove hazardous trees as a precaution to prevent injury or damage. This plan was developed in response to the EAB, an invasive insect that attacks and kills ash trees. For every tree removed as part of the plan, Northumberland County will subsidize about 10 native trees for residents to plant on their property. Ontario’s justice system will continue to push forward and modernize beyond the rapid transformations forced by the pandemic, Attorney General Doug Downey told the Empire Club of Canada on Thursday. During the lunchtime virtual meeting, Downey talked about some of the advancements made in the province's justice system since emergency measures were enforced in March to ensure it could operate safely. “It wasn’t long before capacity was expanded to conduct 100 per cent of proceedings involving a person in custody” and advancing to remote hearings, said Downey, who is also the local MPP for Barrie-Springwater-Oro-Medonte. “Behind the scenes, we were making targeted investments to update technology in a sector where fax machines were still an acceptable way of doing business.” The initiatives included remote court access, the new use of digital signatures and service by email, all of which are now becoming permanent staples of the system. As a result, he said, the system has become stronger by becoming more accessible and more resilient. “We really did rely on fax machines, millions of pages of paper, and technology that was just slightly better than Morse code to share information,” he said, adding that just two days ago the word 'telegram' was replaced by 'email' in a civil rule. Within months, the old paper-based system has been modernized to allow for online filing of more than 450 different documents. As a result, 95 per cent of civil proceedings are filed online and more than 70 per cent of family matters. Information about court cases are now available online, meaning people don’t have to line up at the courthouse to gain access. And a platform to power online and in-person hearings was also adopted. Last June, the changes allowed 20,000 people to log into an online Superior Court hearing to witness a judge deliver a sentence in a high-profile case. In September, the Superior Court reported 50,000 hearings had been conducted virtually. The lesson, Downey said, was to not just address yesterday’s issues, but to look at solutions for tomorrow’s sustainability and resilience and to not be afraid of change. He also suggested adopting a design for a courthouse implementing some of the customer service elements available in an airport. Or creating an app that allows the user to schedule a court appearance from a cellphone. “The pandemic showed us, in stark terms, how far behind Ontario’s justice system had fallen,” he said. “Now we know better, and we’ll do better. In this new approach, justice accelerated means justice delivered.” During a question period, he pointed to Ontario’s tribunals, which were largely shut down after the COVID-19 crisis and prevented normal interaction. Downey said he’s struck a deal with British Columbia’s attorney general to adopt its four-year-old online tribunal system for $1, provided Ontario takes care of the updates.Marg. In the wake of a pledge by the City of St. John's to spend $3 million to support a bid to host the Canada Summer Games in 2025, questions are being raised about that decision and whether such an event could be a success.On Monday, city councillors voted unanimously in favour of a plan that allots spending over three budget years starting in 2022.The agreement for future spending comes amid some sharp belt-tightening, with the Metrobus budget slashed by $800,000, and a proposal to increase sidewalk snow-clearing denied, as the city continues to struggle with both COVID-19 and financial problems that have been looming for years. That contrast has some people wondering about city hall's priorities. Ophelia Ravencroft, who recently ran in the Ward 2 byelection, has been vocal about increasing mobility services, like public transit and snow-free sidewalks. She said she isn't opposed to the Canada Games coming to St. John's, but says she's frustrated to see it approved so easily and quickly."We've had to fight so hard to get those things to the front of this conversation, to a legitimate position at all, but the minute an event like this comes up, automatically it's kind of, yes, we'll spend lots, we'll invest in this very heavily," she said Thursday."I think it shows we understand some things as being economic drivers and not others, and I think that's fundamentally flawed."Municipal politicians estimate the games could bring in $80 to $110 million to the St. John's region. Coun. Dave Lane called it "a smart investment.""When we look to a significant event that's going to pump money into the economy, into people's pockets, to support businesses and people's livelihoods, a small investment for such a huge gain is something we felt is important for us to do on behalf of residents and businesses in this city," Lane told CBC Radio's St. John's Morning Show.Ravencroft doesn't pick apart city hall's estimate that landing the games will be a boost to economy. But, she argues, the ability to ride the bus to work or shop instead of spending money on car insurance or taxis can also free up money to circulate within the city, and that needs to given equal weight."We can support economic drivers, but we should support all economic drivers," she said.An athletic reality checkThe city's $3 million is only a portion of what's required to run such a large-scale event. Looking to past Canada Games, the federal government can be expected to chip in about $40-million to implement the needed athletic infrastructure, said one expert, showing that what the city may pay out could end up only being a drop in the bucket compared to the return.Bas Kavanagh co-authored a report in 2014 to assess what was needed to host the games, and how best to prepare. As 2021 approaches, he said there's no way St. John's can meet those recommendations now."There's a difference between doing it, and doing it right," he said Friday.Kavanagh pointed to a laundry list of needed fixes: baseball and soccer pitches like the King George V Field need upgrades. The Swilers Rugby Club, the Newfoundland and Labrador Sports Centre and some Memorial University facilities require work, and rowing and cycling infrastructure also needs to be addressed.Along with physical buildings, his report recommended increasing supports to increase athlete performance. Ideas like a committee that monitors training programs and provides resources such as coaching skill upgrades, physiotherapists and massage therapists have not materialized.A lack of support translates into athletic standings, he said, leaving he province's athletes under-prepared for what may come in competition."We've been pretty pathetic performing at the Canada Games. And the opportunity to host, as the task force looked at it, would've been a good opportunity to get the athletes ready to compete and actually be competitive," Kavanagh said."But right now without those recommendations being followed, we wouldn't perform very well. And we wouldn't perform very well in 2025."Kavanagh said the province needs to act swiftly on that report from six years ago."Every day that we lose is going to impact performance in 2025," he said.Meanwhile, with the city's bid for the event now approved, the Canada Games Council will now review it. The number of active cases of COVID-19 in Nunavut continues to fall, but it will be some time before community outbreaks are officially over, Chief Public Health Officer Dr. Michael Patterson said in a news conference Friday at the Legislative Assembly. The territory reported a total of 51 active cases on Friday, with eight new cases reported in Arviat, and says 155 people are recovered. Patterson says most people will be immune from catching COVID-19 again for at least two or three months. "It means that we are moving in the right direction and we can be optimistic," he said. Of those 51 active cases, 44 are in Arviat. The community is in lockdown and there is community transmission still happening."In Arviat, there has been progress but there continues to be evidence of community transmission," Patterson said. "I urge people to stay isolated if you have been told by public health to isolate."There also remain seven active cases in Whale Cove, but no cases are recent, he said.In Rankin Inlet all cases were reported as recovered as of Thursday.In a news release, Patterson said the community had "successfully flattened the curve," but said existing restrictions are still in place and won't be changed until everyone in the community is finished their mandated isolation. Watch it here:Moderna vaccine most 'appropriate' for NunavutWhen COVID-19 vaccines are available, Patterson said it's more likely that Nunavut will receive the Moderna vaccine because storage and shipping requirements for the Pfizer vaccine aren't appropriate for remote locations. If there is access in Nunavut to the Pfizer vaccine it will be in Iqaluit because of the cold storage required for the vaccine. "We're expecting that we won't get any of that vaccine in Nunavut," he said. A vaccine isn't a "magic switch" but "the more people get it, the less chance there will be of further outbreaks that are happening right now," he said.Patterson said the government is working on education and communications plans to "combat the misinformation" that could scare people into feeling the vaccine is unsafe. "It's certainly a concern," he said. "We'll do everything we can to ensure Nunavummiut have accurate, up to date information and that individuals will also have the right to make the choice."Help make holidays safe, says premierIn Rankin Inlet there will be residents isolating for the next 10 days at least and an outbreak can't be considered as over for around a month, Patterson said. Sanikiluaq won't be considered clear of COVID-19 until two weeks from now. "COVID-19 is not over in Nunavut. Everyone needs to ensure they do their part to bring us to zero active cases in the territory and remain committed and prepared for a potential resurgence of the virus," he said in a statement. Public health is following 752 people for symptoms of COVID-19 or contacts of people with the virus. "Our case numbers are going down but that does not mean that we can relax our hard work to eliminate this virus," Premier Joe Savikataaq said. "Let's stay safe and make sure this holiday season is as safe as possible for everyone." Anyone who may have had contact with COVID-19 is asked to call a COVID-hotline at 1-888-975-8601 between 10 a.m. and 6 p.m. ET, or to notify their community health centre, and isolate at home for 14 days, the Health department said.The department is asking residents not to visit their community health centres in person. For the second time in the past five days, Niagara Region Public Health has advised District School Board of Niagara that one individual at Port Colborne High School has tested positive for COVID-19. The first case was confirmed on Nov. 29. As a result of the two COVID-19 cases, three classrooms have been closed. Local school boards will not identify the individual who tested positive. However, the provincial online database that tracks school-related COVID-19 cases does identify the Nov. 29 case as staff member. Today’s case will not be immediately known as the provincial database lags behind school boards in its reporting. In a media release, DSBN said, “As part of COVID-19 case management and infection control protocol, students and staff who had close contact with the individual have been contacted and told by NRPH to stay home and self-isolate.” Provincial guidelines indicate “an outbreak in a school is defined as two or more lab-confirmed COVID-19 cases in school with an epidemiological link, within a 14-day period, where at least one case could have reasonably acquired their infection.” Public health has not indicated if it will declare an outbreak at Port High. Preventative COVID-19 practices that Port Colborne High School has been following since classes started, such as wearing PPE, physical distancing, maintaining hand hygiene, and doing the daily health screening, will continue, DSBN said. Three public schools in Windsor-Essex have reported new cases of COVID-19.The Greater Essex County District School Board website says a coronavirus case has been identified at East Mersea Public School, Leamington District Secondary School and Walkerville Collegiate Institute.Memos have been posted to each school's website informing of a "high-risk exposure" case of COVID-19 in the school community.The schools say they are working with the Windsor-Essex County Health Unit (WECHU) to provide lists of close contacts."If you have not been contacted, you or your child(ren) have not been identified as close contacts. The WECHU is contacting any individuals (students and staff) who have an identified high-risk exposure with the confirmed case, and will give directions to follow," the memos state.Parents are being told to monitor their children daily for symptoms of the virus.To date, there have been 86 confirmed cases of COVID-19 within the GECDSB, 74 of which are still active. Frank W. Begley Public school, where 49 cases have been diagnosed among students and staff, has been closed for two weeks.Within the Catholic school board, there are 18 active cases and outbreaks have been declared at two schools. One of the schools, W.J. Langlois Catholic Elementary School, has been closed for two weeks.
