The Oxford-AstraZeneca vaccine, called ChAdOx1, was approved for use in Canada on Friday following clinical trials in the United Kingdom and Brazil that showed a 62.1 per cent efficacy in reducing symptomatic cases of COVID-19 cases among those given the vaccine. Experts have said any vaccine with an efficacy rate of over 50 per cent could help stop outbreaks. Dr. Supriya Sharma, Health Canada's chief medical adviser, said the key number across all of the clinical trials for those who received AstraZeneca's product was zero — no deaths, no hospitalizations for serious COVID-19 and no deaths because of an adverse effect of the vaccine. "I think Canada is hungry for vaccines," Sharma said in a briefing. "We're putting more on the buffet table to be used." Specifically, 64 of 5,258 in the vaccination group got COVID-19 with symptoms compared with people in the control group given injections (154 of 5,210 got COVID-19 with symptoms). Dr. Susy Hota, medical director of infection prevention and control at Toronto's University Health Network, called it a positive move to have AstraZeneca's vaccines added to Canada's options. "Even though the final efficacy of the AstraZeneca vaccine appears lower than what we have with the mRNA vaccines, it's still reasonably good," Hota said. "What we need to be focusing on is trying to get as many people as possible vaccinated so we can prevent the harms from this." Canada has an agreement with AstraZeneca to buy 20 million doses as well as between 1.9 million and 3.2 million doses through the global vaccine-sharing initiative known as COVAX. Here's a look at some common questions about the vaccine, how it works, in whom and how it could be rolled out. What's different about this shot? The Oxford-AstraZeneca is cheaper and easier to handle than the mRNA vaccines from Pfizer-BioNTech and Moderna, which need to be stored at ultracold temperatures to protect the fragile genetic material. AstraZeneca says its vaccine can be stored, transported and handled at normal refrigerated conditions (2 to 8 C) for at least six months. (Moderna's product can be stored at refrigeration temperatures for 30 days after thawing.) The ease of handling could make it easier to administer AstraZeneca's vaccine in rural and remote areas of Canada and the world. "There are definitely some advantages to having multiple vaccine candidates available to get to as many Canadians as possible," Hota said. Sharma said while the product monograph notes that evidence for people over age 65 is limited, real-world data from countries already using AstraZeneca's vaccine suggest it is safe and effective among older age groups. "We have real-world evidence from Scotland and the U.K. for people that have been dosed that would have been over 80 and that has shown significant drop in hospitalizations to the tune of 84 per cent," Sharma said. Data from clinical trials is more limited compared with in real-world settings that reflect people from different age groups, medical conditions and other factors. How does it work? Vaccines work by training our immune system to recognize an invader. The first two vaccines to protect against COVID-19 that were approved for use in Canada deliver RNA that encodes the spike protein on the surface of the pandemic coronavirus. The product can be stored at refrigeration temperatures, which facilitates its use in remote areas. In contrast, the AstraZeneca vaccine packs the genetic information for the spike protein in the shell of a virus that causes the common cold in chimpanzees. Vaccine makers altered the adenovirus so it can't grow in humans. Viral vector vaccines mimic viral infection more closely than some other kinds of vaccines. One disadvantage of viral vectors is that if a person has immunity toward a particular vector, the vaccine won't work as well. But people are unlikely to have been exposed to a chimpanzee adenovirus. How and where could it be used? Virologist Eric Arts at Western University in London, Ont., said vaccines from Oxford-AstraZeneca, Johnson & Johnson, which is also under review by Health Canada, and Russian Sputnik-V vaccines all have some similarities. "I do like the fact that AstraZeneca has decided to continue trials, to work with the Russians on the Sputnik-V vaccine combination," said Arts, who holds the Canada Research Chair in HIV pathogenesis and viral control. Health Canada says the vaccine is given by two separate injections of 0.5 millilitres each into the muscle of the arm. "The reason why I'm encouraged by it is I think there might be greater opportunity to administer those vaccines in low- to middle-income countries. We need that. I think our high-income countries have somewhat ignored the situation that is more significant globally." Researchers reported on Feb. 2 in the journal Lancet that in a Phase 3 clinical trial involving about 20,000 people in Russia, the two-dose Sputnik-V vaccine was about 91 per cent effective and appears to prevent inoculated individuals from becoming severely ill with COVID-19. There were 16 COVID-19 cases in the vaccine group (0.1 per cent or 16/14,964) and 62 cases (1.3 per cent or [62/4,902 ) in the control group. No serious adverse events were associated with vaccination. Most adverse events were mild, such as flu-like symptoms, pain at injection site and weakness or low energy. An analysis of results from 2,000 adults older than 60 years suggested the vaccine was similarly effective and well tolerated in this age group. Arts and other scientists acknowledged the speed and lack of transparency of the Russian vaccination program. But British scientists Ian Jones and Polly Roy wrote in an accompanying commentary that the results are clear and add another vaccine option to reduce the incidence of COVID-19.
NASHVILLE — Maren Morris and Chris Stapleton are the leading nominees for the Academy of Country Music Awards, but only Stapleton joined the all-male ballot for the top prize of entertainer of the year. The academy announced on Friday that Morris and Stapleton both had six nominations ahead of the April 18 awards show, which will air on CBS from Nashville, Tennessee. Women were left out of the top category after Carrie Underwood and Thomas Rhett tied for entertainer of the year last year, the first time ever for a tie and the first time a woman had won the category since Taylor Swift in 2012. Also nominated for entertainer of the year are Rhett, Luke Bryan, Eric Church and Luke Combs. This year, Morris’ crossover pop hit “The Bones,” was nominated for single of the year and earned her two nominations as songwriter and artist for song of the year. She was also nominated for female artist of the year, which she won last year, and music video of the year for “Better Than We Found It.” She had another nomination for the all-star collaboration The Highwomen in group of the year. Stapleton, who released his fourth solo studio album last year, “Starting Over,” was nominated twice as artist and producer for album of the year, as well as twice for being the songwriter/artist for the title track for song of the year. He also has a nomination for male artist of the year. Country star Morgan Wallen, who won new male artist of the year last year, was declared ineligible by the ACMs after he was caught on camera using a racial slur earlier this year. His most recent record, “Dangerous: The Double Album,” has spent six weeks at the top of the all-genre Billboard 200 chart, despite being removed from radio stations and some streaming playlists. The album was not eligible for album of the year award because it came out in 2021, but Wallen likely would have been a strong contender for male artist of the year and singles such as “7 Summers” and “More Than My Hometown” would have qualified for other awards. Miranda Lambert, who is already the most nominated artist in ACM history, stretched her streak with five nominations. Lambert's song “Bluebird” earned her four nominations total as writer and artist in song, single and video of the year. Lambert is nominated in female artist of the year, a category she has won nine times. While women are absent from entertainer of the year, all five nominees for the single of the year are performed by women, a first for the ACM Awards. In addition to Lambert’s “Bluebird” and Morris’ “The Bones,” Gabby Barrett’s “I Hope,” Carly Pearce and Lee Brice’s duet “I Hope You’re Happy Now” and Ingrid Andress’ “More Hearts Than Mine” fill out the category. Four Black artists are also nominated this year across all categories, another first for the ACM Awards. Kane Brown was nominated for album of the year for his record “Mixtape Vol. 1” while Jimmie Allen was nominated for new male artist of the year again after first being nominated in the same category in 2018. Mickey Guyton was nominated again for new female artist of the year, after first being nominated in 2015. Her 2020 song “Black Like Me,” released after the death of George Floyd, never gained traction at radio, but brought her critical acclaim and a Grammy nomination for best country solo performance. Under ACM award criteria, artists can be nominated more than once in the new artist of the year categories as long as they haven't won it previously and have not yet released a single from their third studio album. Hamilton police say they have arrested a man and woman after finding the body of a dead baby. Police say they were called early Wednesday morning with a tip about "suspicious circumstances" at a home. Investigators say that following that information they found a body of what appears to be a newborn child buried in the building's basement. A post-mortem examination will take place over the coming days to determine the cause of death. The 34-year-old man and 24-year-old woman were charged on Thursday with criminal negligence causing death and Interfering with a dead body. Police say they expect to be at the scene for several days. GameStop Corp closed 6% lower on Friday as an early rally fizzled but the stock finished the week 151% higher in a renewed surge that left analysts puzzled. Analysts have struggled to find a clear explanation, and some were skeptical the rally would have legs. Analysts mostly ruled out a short squeeze like the one that fueled GameStop's rally in January, when individual investors using Robinhood and other apps punished hedge funds that had bet against the stock, forcing them to unwind short positions.
Police and teachers will not jump to the head of the queue in the second phase of Britain's COVID-19 vaccination rollout, with people instead prioritised by age, officials advising the government said on Friday, describing this as the best way to keep up the pace of immunisations. Britain's vaccine programme has been among the fastest in the world, meeting a government target to offer a first dose of vaccination to 15 million high-risk people by mid-February. Some frontline workers such as police and teachers had been calling for prioritisation on the basis of their jobs, but Professor Wei Shen Lim, COVID-19 chairman for the Joint Committee on Vaccination and Immunisation (JCVI), said such an approach could complicate the rollout.
BERLIN — A Bavarian radio station apologized Friday for a host's comments comparing popular South Korean K-pop band BTS to the coronavirus, saying his choice of words had gone too far but was in no way meant to be “hurtful or racist.” The statement came after legions of fans accused the station's Matthias Matuschik of racism for his comments on the band's cover of Coldplay's “Fix You,” taking to social media using the hashtags #Bayern3Racist, #Bayern3Apologize and #RassismusBeiBayern3 which translates as “racism at Bayern3.” “Racism is not an option,” wrote one user, @Vroseeeee1 in a blunt tweet in English, German, Korean and Spanish. The uproar came after a live show Wednesday, in which Matuschik derided BTS's version of “Fix You” as “blasphemy” and compared the band to COVID-19, describing them as “some crappy virus that hopefully there will be a vaccine for soon as well.” He then dug his hole deeper as he tried to roll back the comment somewhat, saying “I have nothing against South Korea, you can’t accuse me of xenophobia only because this boyband is from South Korea... I have a car from South Korea. I have the coolest car around.” Then he went on to say that in penance for the cover, BTS “will be vacationing in North Korea for the next 20 years.” BTS, which debuted in 2013, became the biggest boy band in the world, selling out stadiums worldwide and delivering a video message at the U.N. General Assembly this year. Their songs, filled with intimate, socially conscious lyrics, are credited for their success. Unlike other K-pop bands that carefully maintain the personas created by their labels, BTS is known for its active engagement with fans — known as ARMY — through social media. BTS has over 33.1 million followers on Twitter. Offence at the comments didn't only come from South Korea, with many social media users in Germany and elsewhere immediately condemning them. “I know which radio station I won't be listening to anymore, bye @Bayern3,” wrote user @fairesvmns in a German-language post that included audio of Matuschik's comments. “I really don't need racism of this shape and form in 2021.” Many South Koreans living abroad expressed concerns that the remarks could incite anti-Asian violence, already on the rise in many places. “This is not just about #BTS, it is about so many Asian people who are dealing with extreme racism especially due to pandemic,” Hansl Chang, a South Korean who lives in Germany, tweeted. In the station's apology, it said that while Matuschik was “presenting his opinion in an ironic, exaggerated way and with exaggerated excitement, his words went too far and hurt the feelings of BTS fans. “But he — and he has assured us of this — in no way intended this. He just wanted to express his displeasure over the aforementioned cover version.” It noted that Matuschik has been involved in helping raise aid for refugees and has a “constant campaign against right-wing extremism” and has shown he is against xenophobia or racism in any form. “That does not change the fact that many of you found his statements to be hurtful or racist,” Bayern3 said. “We apologize for this in every way possible. TORONTO — The chief executive of the fund that manages Canada Pension Plan investments has resigned after it was revealed that he decided to travel to the United Arab Emirates, where he arranged to be vaccinated against COVID-19. CPP Investments says Mark Machin tendered his resignation to the board Thursday night. Machin joined CPP Investments in 2012 and was appointed president and chief executive in June 2016. Prior to joining the pension fund manager, he spent 20 years at investment bank Goldman Sachs. The Wall Street Journal first reported that Machin flew to the United Arab Emirates earlier this month, where he received the first dose of the Pfizer-BioNTech vaccine and is awaiting the second dose. ATA president Jason Schilling says documents usually released on budget day, including school funding manuals and school jurisdiction funding profiles, weren't made available Thursday and aren't expected to be released until next month. Overall funding for K-12 education in Alberta will go from $8.32 billion in 2020-21 to $8.24 billion for 2021-22, and stay that way for the following two years. "The exact impacts of this budget for the next school year are unclear, because the government is not releasing details of funding for school boards until the end of March," Schilling said. "We are concerned that the government may be obscuring the reality of school board funding by conflating government fiscal years with school board fiscal years, while delaying the release of the details by over a month." Calgary Catholic School District chair Mary Martin said school boards need those documents to understand how unique packets of money — like grants and specialized learning supports — are being divvied up. "The funding manual is like the recipe book for funding jurisdictions," she said. "We need to see the details that are forthcoming to understand what this budget's going to mean for Calgary Catholic." Martin said school boards have been told that Alberta Education is looking at adjusting some of those unique packets of money, but they haven't been given any further details. In an interview with CBC News on Friday, Education Minister Adriana LaGrange said that while those documents are forthcoming, she wants to ensure school divisions that none of them will see their funding go down compared with the current school year. "But they will receive their funding profiles by the end of March, and in the meantime we've shared data, you know, the formula so that they can look at their weighted moving average and that they can kind of use the current funding model to to project out while they are waiting for the new funding model," she said. LaGrange said the government has moved significant dollars in the education budget into the learning supports envelope, which covers the costs of things like the Program Unit Funding (PUF) grant and the school nutrition grant. "We really felt strongly because of the fact that we've been in a COVID environment, as well as what we've been hearing from school divisions, that we wanted to re-look at that whole envelope and as such there's an additional $40 million in that overall funding envelope," she said. "Which is quite significant, when you think that the overall funding in that envelope is going to be at $1.35 billion." Schilling said the ATA is also concerned that the budget shows $27 million less in spending on instruction, while private school funding sees an increase of $20 million. "When you see a decrease in the basic instructional grant, we need to know how that's reflected in the school board's funding manuals," he said. "When you don't have those funding manuals right away, it's difficult to see what that impact will be on schools and students and teachers." LaGrange said that because this is the first year utilizing this funding model, there were still a few things in the funding manual and funding profiles they needed to iron out. "We had committed all along that we would review it and ensure that we had all the right points. And we want to make sure that the new funding model reflects what we are hearing from school divisions," she said.
The tech-heavy Nasdaq index rallied in choppy trading on Friday, even as sentiment remained fragile after the index's worst performance in four months the day before as fears of rising inflation kept U.S. bond yields near a one-year high. The S&P 500 ended little changed, while the Dow index closed lower after earlier dropping to a three-week low. The Dow still posted gains of nearly 4% for the month, as investors bought into cyclical companies set to benefit from an economic reopening.
OTTAWA — Health Canada has approved the COVID-19 vaccine from AstraZeneca, the third to be given the green light for national use. Details of the approval and when Canadians might see doses begin arriving are due at a technical briefing later this morning in Ottawa. Canada has pre-ordered 20 million doses of the AstraZeneca vaccine, which was co-developed by researchers at the University of Oxford. It will also receive up to 1.9 million doses of the AstraZeneca vaccine through the global vaccine-sharing initiative known as COVAX by the end of June. Vaccines produced by Pfizer-BioNTech and Moderna had already been approved by Health Canada. Approximately 1.7 million doses of those formulas have been administered in Canada. Health Canada is also reviewing two other vaccines. Approval of Johnson and Johnson's vaccine will likely not come until early March and Novavax is not expected until April. The European Union has also approved the use of the Pfizer-BioNTech, Moderna and AstraZeneca formulas. AstraZeneca's vaccine, like Pfizer-BioNTech and Moderna's formulations, requires refrigeration and takes two doses for maximum efficacy. Nissan Motor Co said on Friday it has reached a breakthrough in achieving a 50% thermal efficiency with its in-development e-POWER hybrid technology, which could lead to a further reduction of car CO2 emissions. This new thermal efficiency level would improve fuel consumption by 25% over the 40% thermal efficiency level in the upcoming e-POWER engine, the company said. "Nissan's latest approach to engine development has raised the bar to world-leading levels, accelerating past the current auto industry average range of 40% thermal efficiency, making it possible to even further reduce vehicle CO2 emissions," the company said in a statement.

Read other pieces in the series: Dr. Jane Ekong says that when she arrived in Regina 38 years ago, there were so few Black residents, "we were kind of a novelty." The retired psychologist, who is originally from Nigeria, said many of the Black people in Regina were professionals: physicians, business owners, football players and others. These Black professionals made a mark on the community. This includes Ekong, who served as a trustee on the Regina Public Schools board, co-founded the Saskatchewan African Canadian Heritage Museum and currently runs a charity called Amakon Women Empowerment Non-Profit Corp., which caters to women and children. Despite this, she and fellow members of Regina's burgeoning Black community encountered racism in the workplace and in their day-to-day lives. "I heard from some people that they had problems getting a place because people did not want to rent to them," Ekong said. Dr. Jane Ekong receives a plaque of service from the Regina Public School Board. Nearly four decades later, the Black population in Saskatchewan's capital city is still small, but is growing. Black people made up three per cent of Regina's population in the 2016 census and a larger portion of the professional sphere. Ekong said she is happy to see a lot more people of colour in Regina in recent years, but that discriminatory practices still exist in workspaces throughout the city. Racism in the workplace Obianuju Juliet Bushi can attest to the continued existence of discrimination in the workplace. Bushi moved to Regina in 2007 from Grande Prairie, Alta., after transferring to the University of Regina to continue her studies. She found her career in education after discovering she would not be able to practise medicine as an international student because, at the time, she needed to be a citizen or permanent resident to do so. She's now a sessional lecturer at the First Nations University of Canada and a board trustee at the Regina Catholic School Division. Prior to finding her passion for teaching and a job that she thoroughly enjoys at the university, Bushi had many experiences in other places that she describes as "horrible." The one that left her the most hurt came at a Crown corporation. She remembers what she described as incessant discrimination starting after her manager transferred her to a different department and she was offered a position that she was overqualified for. She had previously been in a temporary position, which was coming to an end. If she didn't get another internal position, she'd be out, so she took the offer despite it only requiring a diploma when she had her Master's degree. She said it was "the worst idea." Juliet Bushi has found her passion with teaching and a job that she thoroughly enjoys at First Nations University. Bushi remembers being frustrated by her manager, who she said micromanaged her and once called her "a slow learner." She said her colleagues also gave her a tough time. "My coworkers would have meetings and not include me and whenever I asked my manager about it, she would say, 'You're new so it's easier not to include you.' There was no training provided for me. I was asked to job shadow two of my coworkers leaving the department and they were very bitter about it," she said. Bushi recalls an incident when she turned around to find one of her colleagues making faces at her while she was asking questions. "I remember thinking 'Oh my God, I need help,'" she said. Bushi ended up leaving the position after her manager reviews prevented her contract from being renewed. Building a positive community Michael Ifeanyi and his colleagues grabbing a meal together. Michael Ifeanyi has had a very different experience with a Saskatchewan Crown corporation. He joined SaskPower in 2018 as a customer service representative and within nine months he was promoted to the position of project resource planner. Ifeanyi, the only person of colour on his team of six, said he has yet to have a racist encounter in the office in the three years since. "My team was welcoming and over the years we've got to know each other very well," he said. Ifeanyi credits team bonding exercises with helping him come out of his shell and do his best work. For him, sharing and hearing personal experiences from teammates has built a community and a safe place at work. Making lemonade out of lemons Jane Ekong serving a pancake breakfast to students at Jack MacKenzie School. Ekong has made a habit of addressing racist comments and calling out racist behaviour when it occurs, but also refusing to dwell on them or let them distract her. "Whenever I face discrimination, I speak to it and move on," she said. "If I let it fester in my mind and spirit, it does me no good. It will make me become like the person who perpetrated that against me." She also seeks opportunities to educate people and make them realize that "we are all human and we all hurt the same." Her advice to young professionals in the city who are facing racism is they should not bottle up the anger and they should make themselves indispensable wherever they are found. "If you are good at what you do, even though people may not like your face and they may not like your accent or your colour, when they need something in your area of expertise they are more likely to swallow their pride and come to you." ALGONQUIN PARK, Ont. — Ontario Parks says that reservations for its campsites have nearly doubled since the same time last year.The provincial government agency says that bookings made between Jan. 1 and Feb. 5 have increased almost 100 per cent.They say that campers have made 58,475 reservations in that span this year, up from 29,504 reservations in the same period in 2020.The agency recommends that campers do their research well in advance of their reservation date becoming available on its website so they can book as early as possible.They also suggest camping at a less popular park to ensure greater availability for sites.Algonquin, Killbear, Pinery, Sandbanks and Bon Echo are Ontario's five busiest provincial parks.This report by The Canadian Press was first published Feb. 26, 2021. Fisheries and Oceans Canada (DFO) has announced a $7-million satellite program to locate and track people who are fishing illegally near Ecuador's Galapagos Islands. “Illegal fishing threatens the health of our fish stocks and takes resources away from hard-working, law-abiding fishers,” said Fisheries and Oceans Minister Bernadette Jordan in a press release. “We're investing in one of the leading, most innovative systems on the planet to ensure our fish stocks are protected, our fisheries remain lucrative, and the law is upheld at sea.” The Dark Vessel Detection program uses satellite technology to detect “dark vessels,” ones that have turned off their location transmitting devices in order to avoid being caught, according to DFO. It’s estimated that illegal, unreported and unregulated (IUU) fishing accounts for about 30 per cent of all fishing activity worldwide, representing up to 26 million tonnes of fish caught annually at a cost to the global economy of $10 billion to $23 billion a year, according to the Food and Agriculture Organization of the United Nations. DFO awarded Ontario-based space technology company MDA — the maker of the Canadarm — with a three-year contract to supply the technology for the program. It will provide data and analysis to officials in Ecuador and the Forum Fisheries Agency, which represents 15 small island nations in the Pacific region, so they can spend their resources on enforcement to protect their fish stocks, DFO says. MDA says the program will combine data from multiple satellite missions, including the Canadian Space Agency Earth observation satellite, RADARSAT-2. The Dark Vessel Detection program is part of the $11.6 million Canada committed to ocean health at the 2018 G7 meeting. DFO kicked off a smaller-scale program in June to track vessels in the Bahamas and Costa Rica, which saw “significant” fines to five foreign vessels, according to the department. Canada has been under fire for having illegal seafood in its supply chains. Oceana Canada says the country has “inadequate traceability standards” to monitor its seafood supply chain. As a result, the Canadian economy is losing up to $93.8 million in tax revenue each year due to illegal and unreported fishing, according to an Oceana Canada report released in November. Meanwhile, Canadian fishers are missing out on up to $379 million in lost revenue, per the report. The ocean conservation organization has been calling on the feds to develop a boat-to-plate traceability system that would track information about seafood products and disseminate it throughout supply chains. Prime Minister Justin Trudeau tasked Jordan and Health Minister Patty Hajdu to tackle it in their 2019 mandate letters, but no timeline for this plan has been released. (Walter Strong/CBC - image credit) Justice Louise Charbonneau sentenced Tariq St Croix Thursday to five years in jail and three years probation for "brutally" stabbing his ex-wife on New Year's Eve two years ago. St Croix pleaded guilty to breaking and entering and aggravated assault in N.W.T. Supreme Court. The Crown prosecutor and defence lawyers jointly recommended a five-year sentence. "It is luck that St Croix isn't facing a homicide trial," Charbonneau told the courtroom. Tariq St. Croix, covering his face with a garment, has been charged with aggravated assault and breaking and entering. Tariq has one year, nine months, and one week remaining in his sentence. Upon his release, he is required to leave the N.W.T. On the evening of the attack, Marina St Croix was with her kids on their balcony waiting for fireworks to begin, when Tariq St Croix appeared outside of their residence. Tariq was on probation for previously assaulting her and was legally prohibited from visiting Marina unless she permitted him. Marina, who was pregnant at the time, told Tariq to go away, but he broke into the house by smashing a window, then armed himself with a steak knife. Marina was holding her 18-month-old infant in her bedroom when Tariq stabbed her in the face, neck and torso in the presence of her two kids. The eldest child grabbed the infant for protection. Tariq repeatedly yelled "you don't love me" before the steak knife broke, lodged in her stomach. Marina tried to flee to the balcony to call for help when Tariq dragged her back in, kicked her face, then fled. Marina asked that the publication ban on her name be lifted, as she no longer wanted the violence perpetrated against Indigenous women and children to be hidden from sight. Mistrust of the system Marina gave a victim impact statement before sentencing. With her sister standing next to her, and Tariq merely meters away, she described how the crime has changed her life. "On the Sunday before the week of my fate, I watched a video on highway 16. Trudeau's words were that Canada failed Indigenous women and that the MMIWG report would not be shelved. Yet, I stand ready to flee, when my only protection between him and me is three years probation." "We live in a society that would rather have my race live in a boat that no longer floats," she continued. "Life is easy for those who fail to see, so society covers their eyes with coins to let the violence breathe. "I see too many dead women and children that the RCMP fail to find. So I must admit I cannot trust the broken system, this time. "Welcome to court in Canada when you are Indigenous," Marina concluded. Marina said she cannot trust a broken legal system that fails to protect Indigenous women and children from their abusers. Justice Charbonneau told the court she "can understand that a court order would not appear adequate, given the crime took place when two probation orders were in force." Judge 'bound' by joint submission Tariq St Croix was initially charged with attempted murder in addition to the crime he was convicted of, but the greater charge was withdrawn when he pleaded guilty to breaking and entering and aggravated assault. In a previous court appearance, Charbonneau acknowledged that the five-year sentence was on the "very, very low end." Judges are bound by a Supreme Court of Canada ruling to accept joint submissions unless they can prove that the sentence is "unhinged" from the circumstances of the crime. "The question I have to answer is not to see if a five year sentence is fit," but if the sentence would break down the administration of justice, she said Thursday. Despite her reservations,Charbonneau said she was certain that Crown and the defense lawyers gave careful consideration to their submission. Deportation possible Tariq has one year, nine months and one week remaining in his sentence. Upon his release, he is required to leave the N.W.T. The court heard that Tariq had been the victim of an "extremely" violent upbringing. As a child growing up in St Lucia, his father had abused his mother repeatedly. Tariq's mother assaulted him and his siblings, which was described as torture at times. "Miraculously," Tariq has rekindled his relationship with his mother, the judge told the court. However, the circumstances of his difficult upbringing "cannot excuse the extreme violence of the crime," Charbonneau said. He is likely to face deportation, given the severity of the crime along with his existing criminal record. Originally from St Lucia, Tariq has permanent residency in Canada. He is qualified as a protected person, which means an additional step is required for deportation. Whether he will be deported depends on if the danger he poses in Canada outweighs the risk he may face if he returns to his home country. However, he is likely to lose permanent residency status.
NEW YORK — Netflix on Friday released a study it commissioned from top academic researchers that shows the streaming giant is outpacing much of the film industry in the inclusivity of its original films and television series. For years, academic studies have sought to capture inequalities in Hollywood and to hold studios accountable for making film and television that doesn't reflect American demographics. Those studies have generally relied on box-office or ratings data, often leaving out streaming platforms. Netflix is trying a different route with both more transparency and more company control. The streamer commissioned the USC Annenberg Inclusion Initiative to analyze its 2018 and 2019 original, live-action films and series, and presented the results to members of the press Thursday in a video presentation. The results were, as Annenberg Inclusion Initiative founder and director Stacy L. Smith noted, far more positive than most Annenberg reports, which have typically found only slow, sporadic improvement in the most popular films. Netflix achieved roughly gender parity among lead characters in both film (48.4% of leads were female) and TV (54.5%) in 2018 and 2019. The study covers a total of 126 movies and 180 series. It does not include documentary or unscripted series or films, animation, international productions or content hosted on Netflix that it did not itself produce. Netflix films were more likely to have women directing (23.1%), writing (25.2%) or producing (29%) than the top-grossing movies of 2018 and 2019. The correlation isn't a perfect one since Netflix releases both large and small budget films whereas the majority of top movies at the box office come from higher-priced productions. In Netflix films and series, 31.9% of leads were from underrepresented racial and ethnic groups. That trails demographics (about 40% of the U.S. population according to census data) but Netflix showed marked improvement between 2018 (26.4%) and 2019 (37.3%). “The point of this benchmark is to constantly be held accountable," said Scott Stuber, vice-president of global film. He said 2020 films like “Ma Rainey's Black Bottom,” “Da 5 Bloods” and “Old Guard” show Netflix is still progressing. “But the whole auspice here is not to pat ourselves on the back. It's to say publicly here's what we're trying to accomplish and we're going to be held accountable," he said. The study will continue for the next six years. It's a level of transparency that traditional studios, and other streaming companies, haven't before embraced. In a blog post Friday, Netflix chief executive Ted Sarandos said he hoped the move would spur wider change. “By better understanding how we are doing, we hope to stimulate change not just at Netflix but across our industry more broadly,” wrote Sarandos. Smith didn't respond to questions about Netflix's conditions for the study, or how much the company paid for it. Last month, Netflix released its first inclusion report, showing that 47% of its global workforce is female and 46% of its U.S. employees are from underrepresented racial or ethnic groups. Not all of the findings were positive. Speaking characters in Netflix movies were disproportionately male (about 64%). Only 16.9% of film directors were from underrepresented racial or ethnic groups, and the figures on film producers and screenwriters weren't any better. Among series creators, only 12.2% were from an underrepresented racial or ethnic group. Latino representational lagged especially, accounting for just 4% of film leads and 1.7% of series leads. Stuber and Bela Bajaria, vice-president of global series, said the results show Netflix where it needs work. But citing that Netflix improved from 2018 to 2019 in nearly all metrics, Smith praised the company for making inclusivity central in its operations. “If we are making a show that another studio is producing and we’re doing it from the beginning, from episode one, we have all of the discussions," said Bajaria. "How many people of colour are directing? How many women are directing? Who’s in the writers’ room? We have those conversations all the time.” Bajaria said Netflix has benefited from not having just a few token non-white series but a pipeline full of diversity. “More at-bats" for minority creators, she said. She cited shows like the Shonda Rhimes-produced “Bridgerton” and the Spanish language “La Casa de Papel” ("Money Heist") as examples of how Netflix is remaking what's traditionally been a success. “We have big hit shows that don’t look like what you’d expect or maybe what the system has always told you,” said Bajaria. “I do feel like for us, it’s having way more stories than the one failure.” Jake Coyle, The Associated Press

Australia's 10-year bond yield and Britain's 30-year yields were set for their biggest monthly jump since the 2009 global financial crisis. Even after a Friday respite from this week's brutal drubbing, Australia's 10-year yield is up 70 basis points in February and New Zealand's 10-year yield is up almost 77 bps.
(City of Fredericton - image credit) The City of Fredericton has established new terms for the role of its poet laureate in an effort to avoid controversy on council. The role has been in question since former poet laureate Jenna Lyn Albert read a poem about abortion rights at a council meeting in September, which some councillors said was too political. Since then, councillors have had several discussions about how often the poet should read, what the poet should read, and how much the poet should be paid. "I think from day one it was clear that everyone thought that the poet laureate was an important role for the city," said Henri Mallet, chair of the liveable communities committee, which voted unanimously to pass the new terms. Now the Poet Laureate will have to compose and present six original poems, regularly engage with the community through events, and propose and deliver a legacy project, which will be left up to the poet laureate. The pay for the position will also go $2,000 to $5,000 a year for two years, and there will be extra compensation for readings beyond the mandated number. Councillor Stephen Chase hopes the new measures will help to alleviate any contention. "Learning from the experience that we had with the last go round on a poet laureate, we don't need anything that's going to generate more controversy," he said. "I think the terms of reference will speak to that." The laureate will not have to read at every council meeting, but council may invite the poet laureate when appropriate. Jenna Lyn Albert said she welcomes the new terms for the role, but said not having the poet read at every meeting leaves a gap. "I felt like it really added something to council meetings, not everyone's voice can be heard on a city council, not everyone's represented. So having that poem, that ability to reflect on certain themes or issues was really valuable," Albert said. The terms of reference still need to be approved by council. The city estimates it will still take a few months before a new poet laureate is hired.
