WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. They spoke on condition of anonymity to discuss private conversations.Others potentially in the mix for the role include Lisa Monaco, a former homeland security adviser and senior Justice Department official in the Obama administration, and outgoing Alabama Sen. Doug Jones, who famously prosecuted Ku Klux Klan members who bombed a Birmingham church in the 1960s.The question for Biden, however, is how to balance top Cabinet picks as he attempts to fulfil his pledge for racial, ethnic and gender diversity. Deval Patrick, who is Black and led the Justice Department's civil rights division under President Bill Clinton, in discussions about potential attorneys general.Whoever emerges as the nominee will be pressed to demonstrate independence from the new White House after Biden campaigned on a pledge to depoliticize the Justice Department.That could be tough, however, if the future attorney general faces calls for new probes into the Trump administration. Some investigations into Trump have been frozen because of the immunity he enjoys as president. Others swirling around members of his family and associates have been simmering for years.On Tuesday, an unsealed court filing revealed an investigation into a potential plot to solicit political donations in exchange for the president using his pardon power.Barr, for his part, insisted that he was trying to keep politics out of the Durham probe, explaining that is why he delayed announcing the special counsel appointment until a month after the election.“With the election approaching, I decided the best thing to do would be to appoint them under the same regulation that covered Bob Muller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said in an interview with the AP on Tuesday.“I wanted to have the team, both Durham and his team understand that they be able to finish their work,” Barr said.Durham has already been a huge disappointment for Trump and his allies, and prompted a dispute with Barr over why things weren’t moving faster and why the investigation did not yield major prosecutions in the weeks before the election. The investigation wasn’t expected to result in many more criminal charges, and there has only been one so far — a former FBI lawyer who pleaded guilty to a single charge.But the investigation is worth more politically than practically.A nearly 500-page inspector general report chronicled in great detail the errors and omissions FBI agents made in a series of applications to surveil Page. A long-time familiar face in the Hudson’s Hope medical community has retired. Long-time resident and nurse Susan Worrall Soderstrom retired this summer after nearly 30 years serving the community. Soderstrom says her career has been a good one, and says she’s glad she stayed to practice in the small community, often filling much need gaps in medical services. “I’ve got good memories here, people growing up and moving on with their lives. It’s nice to see the generations come through and getting to know everyone,” said Soderstrom. “I went into it because I care about people.” Soderstrom started her career in the Prince George Regional Hospital, working in pediatric intensive care for several years, before moving back to Hudson’s Hope. “It was a big change coming from pediatrics to working with all the adults as well,” said Soderstrom. “But it was a good asset to have, with all the children in town here.” Soderstrom also worked in maternity and end of life care in Prince George. “Right from birth to holding their hands when they leave this world, I’ve done it all,” she said. “It was a great asset to have that experience.” Soderstrom says she’s seen a lot working in the small community — a sinkhole at the WAC Bennett Dam in 1996, fires in 1997, and working out of the District Office basement in 1995 while the current clinic was being built. “That was challenging, working out of the basement,” said Soderstrom, laughing. “The stairs. That was the hardest part, it wasn’t easy having to haul people up and down them.” Since then, Soderstrom has been a regular ‘Jill of all Trades’, stepping in over the years to help fill prescriptions and even taking courses to keep the heating system on at the clinic. Soderstrom says she’s looking forward to taking some time to work on some passion projects. “It’s been busy. You get in that work mode and it’s hard to get out of it, I’ve got to learn to relax and pace myself I think,” she said of retirement. “Once I get myself organized and sorted, I’d like to do some more watercolour painting and photography. Do some artsy stuff. I haven’t been able to do watercolours for six or seven years, just because it’s been too busy with work and home.” Northern Health is currently recruiting for a casual primary care nurse for Hudson's Hope. Rotaract Haliburton Highlands is organizing a special festive scavenger hunt for local youth over the Christmas period. Starting this Saturday (Dec. 5), participants will have to scour the downtown area for hidden clues to complete the challenge. In total, 12 local businesses have signed up to play a part in the community scavenger hunt. Speaking to the Echo, Rotaract member Vivian Collings said the local club wanted to “do something a little special” this holiday season to help spread the Christmas cheer and put smiles on people’s faces. “We’re going to be handing out activity sheets at the Rotary Drive-Thru Christmas Party this weekend that explain what businesses participants will need to go to, and will also include Haliburton trivia and a colouring page,” Collings said. “As a group, we’re going to go around town and put up pictures of Christmas characters in the windows of participating businesses. Kids will then have to write down what character they find in which business.” Participants that successfully complete all three stages will be entered into a draw with a chance to win a prize. “We’ll have prizes for different ages groups,” Vivian said. “Right now, we have some outdoor games and activities, we have a kite, and some craft kits. Then we’ll also have some stuffed animals for younger children as well.” Rotaract is still a relatively new concept here in Haliburton. The local group was launched in January, and received their official charter from Rotary International in February. At present, the club boasts around 35 members. Rotaract Haliburton Highlands has close ties with the Rotary Club of Haliburton. As Vivian explains, “Rotaract is basically Rotary, just for younger adults.” The club is made up of individuals between the ages of 18 and 30, although allowances are made on a case-by-case basis for people who want to join, but are outside of that age bracket. “We formed the group because we wanted to help out our community in any way that is needed,” Collings said. “There’s a big social component too – being able to build more connections with other people in our age group. We found there’s a big gap between high-school age people in our community and Rotarians – there really wasn’t any other group in town [servicing] people our age, so we started one.” There are currently 10,698 registered Rotaract clubs in 180 countries. The local scavenger hunt is being offered at no cost to anyone wanting to participate. A report from an international organization that monitors global biodiversity says climate change is an immediate threat to one-third of all World Heritage Sites, including one in Canada's North. The International Union for Conservation of Nature says of 252 natural World Heritage Sites, 83 are threatened by climate change. The group's World Heritage Outlook 3 report, released Wednesday in Switzerland, says those sites include the Great Barrier Reef and locations ranging from South Africa to Brazil along with Kluane Lake in southwest Yukon. The report assigns a "critical" rating to the Great Barrier Reef for the first time, while it says the rapidly melting Kaskawulsh Glacier has changed the water flow into Kluane Lake, depleting fish populations. The study assesses threats to the protection and management of unique values within each World Heritage Site and finds 30 per cent face threats of "significant concern," while critical threats exist in seven per cent of the sites. The report says half of the sites have "effective" or "highly effective" protection and management, with sustainable funding being the most common issue rated as a serious concern. The International Union for Conservation of Nature is composed of government and private groups from 170 countries, including Canada, and spokesman Peter Shadie says it aims to ensure a "brighter future for nature's finest." "The findings of the IUCN World Heritage Outlook 3 point to a dire need for adequate resources to manage our irreplaceable natural areas," he says in a statement. Newly-elected Yorkton, Sask., Mayor Mitch Hipplsey says Manitobans are still welcome in his city and there isn't much he could do to stop them if he wanted to.Both provinces are reporting high numbers of COVID-19 cases and health officials are asking people to avoid non-essential interprovincial travel.Yorkton is about 80 kilometres away from the Manitoba border, so Hipplsey said it's been very common to see Manitoba licence plates in that city since long before the pandemic started.Hipplsey said Manitobans are not only essential to the local economy, but between 12 and 15 per cent of patients at Yorkton's hospital are from that province. Not to mention the municipal government doesn't have any legal authority to stop Manitobans from coming there, Hippsley said."Interprovincial travel is not our rules [or] our protocol," he said, noting he has been in close contact with Premier Scott Moe."We hope that our provincial leaders will look after that for us, but it's not our legislation to control that."Hipplsey said he has heard concerns from some residents.He said he sympathizes with those concerns, but there isn't much the city can do aside from ensuring everyone is abiding by COVID-19 protocols like wearing a mask in indoor public places, physical distancing, regular hand washing and staying home when sick."We cannot stop people from doing what they're going to do. WASHINGTON — Sen. Lamar Alexander, a Tennessee political legend who forged a productive path as a Senate institutionalist after tours as governor and Cabinet secretary, said goodbye to the chamber on Wednesday, advising his colleagues to seek broadly backed, durable solutions to the nation's problems rather than succumb to easy partisanship. The three-term Republican had his most noteworthy success on education and health policy over the 18-year tenure, becoming a beloved bipartisan figure in an increasingly polarized, dysfunctional Senate. “It's hard to get here, it's hard to stay here, and while we're here we might as well try to accomplish something good for the country," Alexander said. Alexander left the GOP's leadership track during the Obama years to focus on his committee work. As chairman of the HELP panel, Alexander shepherded a 2015 rewrite of elementary and high school education that swept through the Senate with near-universal support. His most powerful ally, typically, was a Democrat, Washington liberal Patty Murray, who linked arms to defend their efforts and deliver a bill supported by liberals and conservatives alike. “Lamar listened to me when I told him we should write a bill together, rather than amending the Republican bill he had begun working on,” Murray said. “With our HELP committee members, we were able to write and pass a new K-12 public education bill that fixed the most broken parts of No Child Left Behind.” Alexander, 80, served as education secretary under President George H.W. Bush after eight years as Tennessee governor. Majority Leader Mitch McConnell, R-Ky., whose relationship to Alexander dates to their time as ambitious twenty-somethings in Washington in the 1960s, grew emotional as he recounted his friend of five decades. They got to know each other as aides during an era in which the chamber was stacked with national figures and debated issues like civil rights and the Vietnam War. “Sen. Alexander knows about 50 different issues as well as most senators know three or four," McConnell said. “He is hands-down one of the most brilliant, most thoughtful, and most effective legislators any of us have ever seen." Alexander played central roles in recent public lands legislation, as well as bills to combat opioids, find new cures, and protect music copyrights. Alexander offered a defence of the chamber's traditions, especially the filibuster that forces consensus — or, increasingly, gridlock — upon the Senate. He noted that he worked for GOP Sen. Howard Baker, who served as majority leader during Ronald Reagan's first term. He holds Baker's seat, and is only the latest of a series of national figures from the Volunteer State to serve in the Senate, a roster that includes former Vice-President Al Gore and former GOP Majority Leader Bill Frist. Alexander will be replaced by Nashville businessman Bill Hagerty, a Republican backed by President Donald Trump. He reminded a crowded Senate that durable changes like civil rights legislation, Social Security and Medicare require bipartisanship and big tallies. “Those bills didn't just pass. They passed by big margins. The country accepted them and they're going to be there for a long time," Alexander said. Alexander ran unsuccessfully for president in 1996 on a slogan slamming Congress: “Cut their pay and send them home." But when he joined the Senate in 2003, he assumed a career track as an institutionalist, securing a valued spot on the Appropriations Committee and joining the Health, Education, Labor and Pensions Committee, which he would later chair. Alexander told his colleagues, including more junior, impatient Democrats who boasted they would get rid of the filibuster if Democrats retake the chamber, that taking such a step would ruin the Senate. “Ending the filibuster would destroy the impetus for forcing the broad agreements I've been talking about and it would unleash the tyranny of the majority to steamroll the rights of the minority," Alexander said. MONTREAL — Refugee advocates are criticizing Canada's decision to resume deportations before the country irons out the details of a program to grant permanent residency to asylum-seekers who have been working in the health-care system during the COVID-19 pandemic.Frantz Andre, who advocates on behalf of asylum seekers, says the decision has heightened the feelings of insecurity among the essential workers dubbed "guardian angels" by Quebec Premier Francois Legault.The Canada Border Services Agency confirmed it resumed deportations as of Nov. 30, after halting most removals in March due to the pandemic. The agency clarified that it would not be deporting people who are likely to qualify for permanent residency under a federal program announced in August to grant a path to residency for people working in the health-care sector or in long-term care or assisted living facilities."The CBSA would like to clarify that the agency will not be removing those who may be eligible to qualify for permanent residency under the guardian angels public policy," the agency wrote in an email Tuesday.Advocates estimate that hundreds of asylum-seekers have been working in long-term care homes in Quebec, which bore the brunt of the first wave of COVID-19 this spring.Andre notes that the final details of the program have yet to be made public, leading many of the so-called guardian angels to fear they may yet be deported."So, we’re starting (deportations) three weeks before Christmas, when the program and the details of this special program for the asylum-seekers or orderlies cannot be announced," he said."I call this criminal. This is not right."Andre said the initial elation over the announcement of the program has faded, leaving many asylum-seekers feeling fearful and unsure if they'll qualify.He says some workers who could have been eligible have given up and decided to return home; others have contemplated suicide.Wilner Cayo, the president of a group that advocates for asylum-seekers and visible minorities, notes that even asylum-seekers working in long-term care — the exact group targeted by the program — are not sure they'll qualify because there are other criteria to meet, including having been issued a work permit and having a certain amount of experience and hours worked. He said the uncertainty is causing people "enormous anxiety.""When they take such a long time and the rules are not clear, we don’t know what to expect," he said in a phone interview.Quebec has a large degree of control over immigration criteria for the province, and it will select the applicants who qualify under the federal program and wish to reside in Quebec.In an email, a spokesperson for the Quebec Immigration Department said the program is expected to come into effect over the winter, and the details of how it will apply in Quebec will be announced "shortly."Cayo said the program also does not address the situation of other essential workers, including security guards and cleaning staff in care homes, truck drivers and those working in food production."These people sacrificed for Quebec, sacrificed for Canada," he said. "When many people were staying home, these people went out to work."Their contribution has shown they are not a burden to Canada, but a gift, he added.Andre believes the deportation order should be suspended until it becomes clear who exactly is eligible for the guardian angels program. Tay council wrangled with budget-item options in an attempt to bring down the proposed tax levy as much as possible, eventually settling on a 2% increase. The number is expected to go down to at least 1.4% or 1.2% once the blended tax rate from the county is shared with the municipality, said treasurer Joanne Sanders, who presented a detailed budget to council at its recent special meeting. She told councillors about items that had been taken off the list to help bring the tax rate down to 2%, including major expenses like repairs to bridges. "Granny White bridge, Rumney Road culvert and the Rosemount Road north bridge have all been removed from the capital budget," she said. "We did some more research there and no safety issues came up. The most recent bridge report still had those repairs in the one- to five-year category." These projects will be re-assessed during the 2020 bridge report, added Sanders. And with growth, comes surplus And it is this surplus, said Sanders, which is helping keep the tax rate down. "We are projecting a healthy surplus for the close of 2020," she said. "The greatest contributors are salaries and the supplementary assessments, which created additional income. There is a surplus of $349,500 left in the 2020 projected surplus. We do have funds to work with." Most of that money, Sanders said, has come from growth in the area. "Rather than $93,000 being covered by growth, we're looking at $128,000," she said. "That reduces our reliance on the reserve from $66,500 to $31,500." And with the additional bylaw summer student and administrative summer student positions also taken out of the budget, the reliance on surplus fell further to $19,600. Deputy Mayor Gerard LaChapelle warned about relying too much on growth. "Moving forward, we need to remember the future may not be so kind to us," he said. "We're running out of inventory. Do we require that growth to balance our budget? What impact does that have year-in and year-out?" Sanders said money from supplementary assessments as a result of growth in the area doesn't show up immediately on a budget, but trickles in over a few years. But with great growth comes higher liability, and that means higher insurance costs, she said. According to the budget Sanders shared, insurance costs are estimated to increase by 20% or $84,000 for next year, adding she doesn't see a light at the end of that tunnel. "They're not saying the landscape is going to change," said Sanders. "Last year, we looked at increasing our deductible to decrease our rate, but I don't see a huge light at the end of the tunnel." Capitals projects Coun. Jeff Bumstead wasn't sure if that move would end up saving the township any money in the long run. "If we're pushing these replacements to the end of that one- to five-year suggested range, are we looking at further cost or replacement?" he asked. Rick Bingham, interim operational service general manager, agreed with the councillor's assumption. "You need to do some rehabilitation before it gets to the point you have to do a reconstruction," said Bingham. "I think there are quite a few of them that will need to be reconstructed because they haven't had any rehabilitation done over the years. "I understand the former director had engaged the consultants to do a feasibility review and they will be providing a report over the next couple weeks on how money is best spent on bridges so we can stay ahead of the game," he added. Seeing the trend of removing projects from the capital budget, Coun. Barry Norris came up with another 'money-saving' suggestion. "The dry hydrants for the rural areas; I don't support it," he said talking about the emergency preparedness list. "The fact that we have tankers and mutual aid, I still can't support that at this point in time. Council may want to weight in to defer that expenditure." Fire Chief Brian Thomas made the case for fire safety. "The dry hydrants are a water source for the fire department to use while they're fighting fires out in the rural areas," he said. "We have $10,000 down for the next three years to find locations and get agreements with property owners so that we can enter their property to access the water sources. We do have mutual-aid agreements, but we still need the water source for all those tankers. The closer the water source is the more readily available; then the firefighters will have the amounts of water they will need." Then Norris focused on the planned sidewalk for Seventh Avenue and wondered about $127,000 expenditure. "I find it tough to increase that. The next thing we're going to have to do is clear it through the winter," said Norris, who instead suggested staff should consider putting in a base and a screen top over the pathway. "If it's substantially used, I have no problems putting a top coat on," he said. "To allow $30,000 to do that, let's see how it pans out. We can deviate that to another part of the capital." That suggestion did not sit well with Coun. Sandy Talbot, who said she wasn't sure why Norris had a problem with a project she considered a 'no brainer.' "This has been on the books for two years," she said, noting the safety of children who catch a bus there is a paramount concern. "I'm not sure if you're aware there's an incline on that road on Seventh Avenue, which is like a speedway and people are going down the road at unbelievable speeds. We need this. People walk this road on a daily basis. We need to ensure the safety of our residents." And she had support from councillors Paul Raymond and Mary Warnock. "I agree with Coun. Talbot," said the latter. "They've waited long enough. Sidewalks are important in our community to make them walkable. As we're going to see in official plans that come out, making our communities age-friendly, sidewalks are going to be a priority. I don't think there's any reason to delay this any further." With that, Norris' bid to remove those two items from the list was defeated. Expenses and overtime Talbot had her own concerns over some of the items contained within the budget. "Under expenditures, there's a cost for a rental car for $7,000. What did we need that car for?" she said. Sanders said that was thanks to COVID-19 restrictions. "It was for bylaw due to physical distancing requirements," she added. "It's on the COVID-related expenses list." Talbot then said she was concerned about the amount of overtime recorded. "It's $55,000," she said. "Can you give me an explanation of that? It's a lot of money. It's almost another position." Sanders said that wasn't just in one department, but spread across various township sections. "In a lot of cases, overtime was worked due to COVID-19, additional research and setting stuff up," she said. "There was also additional time that we felt was worked because we didn't necessarily fill positions as quickly as we would have because filling positions wasn't feasible during the height of COVID-19. So you have staff doing double-duty and that's why you see a fair bit of overtime." Talbot said she would like to see overtime kept in check moving forward. "Our aim should be reducing the overtime hours," she said. "I understand (the need) with our snowplow drivers or a public works emergency. But we need to be adherent to the lowest overtime we can allow. We're responsible for the monies of this township. In turn, we need to adhere to some kind of reduction in the overtime as possible." "They had a huge increase last year and this year, the increase looks rather substantial as well," he said, talking about their request of $76,070 from 2019, that increased to $108,462 for this year and has gone up further to $122,042 for next year. "I'm wondering if we've heard anything back from them about this huge increase. This past summer of discontent against police has set the stage for Norm Lipinski, the new top cop in Surrey, who is vowing a slew of changes in one of Canada’s fastest growing and most culturally diverse cities. From more cops on bikes to walking the beat and welcoming soirees for new Canadians, Lipinski’s central goal revolves around creating a force that will police the plurality of Surrey with constant engagement and strident enforcement. “That will begin with creating a command structure that reflects the diversity of Surrey both in ethnicity and gender,” Lipinksi told NCM as he prepared for his new role that will begin later this month. “We can learn a lot from the anti-police sentiment that has swept many parts of the world this past summer, especially in the U.S. and from the great work of the RCMP has done in Surrey. But now is a time for change to remove tensions and rebuild confidence in police,” he said. “We can do it and build a more modern, inclusive, accountable, and community-based model,” said Lipinski, who brings 42 years of policing experience to Surrey, where close to half of residents are immigrants. Lipinski said the first order of business will be to hire a complement of senior staff and officers that will be reflective of the community with recruitment efforts targeting ethnic and Indigenous communities and women. The RCMP employs nearly three-quarters of B.C.’s 9,500 police with 18 per cent of its officers coming from visible minority groups and another five per cent comprising Indigenous persons. About 20 per cent of RCMP members across the country are women. While these numbers may be representative for rural communities, it is out of whack for places like Surrey, where 34 per cent of residents speak English as a secondary language and where females outnumber males in the general population. Statistics Canada said in a report last week that people designated as visible minorities report less confidence in police than non-visible minority people. Just over one-third (35 per cent) of Canadians belonging to population groups designated as visible minorities reported having a great deal of confidence in the police in 2019, compared with 44 per cent among non-visible minority people, the national number crunchers said. Confidence levels also varied among different visible minority groups. For example, Southeast Asian (25 per cent) and Chinese (26 per cent) Canadians were less likely to report a great deal of confidence in the police compared with non-visible minority people (44 per cent). Lipinski, a former assistant commissioner for the RCMP’s E-Division in B.C., said he will be reaching out to faith leaders, community groups, NGOs, neighbourhood associations and local media among others as he works on a strategic plan for the Surrey Police Force, which will have 1,150 employees — 805 police officers, 325 civilian positions and 20 Community Safety Personnel (CSP). Surrey currently is the only one of 19 major Canadian population centres with more than 300,000 people without a local police department. A self-described data geek, with a Master of Business Administration degree as well as a Bachelor of Laws degree, Lipinski plans to use the community consultations to draw up a delivery service model that will hinge on a $200 million budget annually. “If the data shows we can deliver better service by having officers out of their cars and walking the beat or on bikes, we will do it,” said Lipinski. A Labrador-based shipping company says in order to stay afloat after a rocky year, it has little choice but to lay off some of its Canadian workers and operate in international markets for the next few months, a move raising the ire of the sailors' union.Woodward's Coastal Shipping Limited will be switching flags on its fleet of tankers from Canadian ones to those of the Marshall Islands at the end of the month, a move known in the industry as "reflagging.""We hear once in a while that a company will do this, and we absolutely disagree with this behaviour," said Patrice Caron, the executive vice-president of the Seafarers International Union of Canada, which represents workers aboard Woodward's ships.Caron said the move allows the company to swap out its Canadian workers for international ones, who are paid less.While Woodward's has changed flags in previous years, including in 2019, Caron said "it's shocking and insulting," to union members who will now be without work for months, despite their qualifications.The union and the company don't agree on how many workers will be affected. Caron said about 60 people will be laid off, while Woodward pegged that number at closer to 30, with half the crew staying on to provide "continuity with the management of the ships," said Woodward's president and CEO Peter Woodward.Woodward said some people who have been offered international work may choose a layoff instead, leaving the total number up in the air. But what isn't up for dispute is the reason for the switch: a money-saver in the midst of what he calls a "terrible" year."We're basically managing our business to try and keep it going," Woodward told CBC Radio's Labrador Morning.Oil and gas painsThe Coastal Shipping fleet delivers fuel to areas like Labrador's northern coast and Nunavut. But the struggles in the oil and gas sector have rippled down to delivery, and Woodward said he's seeing work dry up, with competitors tying up their fleets at rates he hasn't seen in more than a decade."It's been a tough year for the oil business. Demand is down and major oil companies are going through tough times, and it's reflecting on the people that service the oil industry as well," he said.The union agreed 2020 has been challenging."We do have shipping companies throughout Canada that are feeling these shortages, especially in the oil and gas trade. And that'll be terrible because that will end up with significantly more layoffs than we hoped," Woodward said.The switch is expected toward the end of December and last until May, he said.Less money, for everyoneGoing international means competing at international rates, said Woodward, which pay about half as much as similar Canadian work. That means reducing costs, he said, such as payroll.While foreign crews make less than their Canadian counterparts, Caron said organizations such as the International Labour Organization and the International Transport Federation are addressing workers' living conditions and wages. On the latter, Caron said the gap is closing."We're not there yet, but it's getting closer. So if the company wanted to keep Canadians, they could do it, and I don't think it would be that much more expensive for them," he said.To Woodward, the bottom line matters."I have a lot of empathy for our crew. We have a lot of great crew members. We're just trying to run the business so that it's sustainable and that we'll be around for next year," he said.But as Canadian owned-ships continue to reflag, Caron said the issue is a perennial one."We're complaining each time, but it's very difficult to make them understand when there's dollar signs at the end. McNab/Braeside’s $10-million 2021 budget, set to be passed on Dec. 15, is still “very fluid,” according to township treasurer Kelly Coughlin. She cannot comment on whether taxpayers will pay more taxes in 2021. “I don’t want to give taxpayers the impression that there will be no increase. There are some items that need to be finalized in the coming weeks, that could change the numbers,” Coughlin said in a phone interview Dec. 1. Mayor Tom Peckett, however, said he is confident that there will be “almost no increase in money required from the taxpayers” in an interview Nov. 26. “There’s a little bit of tweaking but I fully expect (the 2021 budget) to be passed on Dec. 15,” he said. “It’s almost equal to last year’s budget.” The first draft of the township’s 2021 budget proposed a 9.59 per cent tax levy increase over this year, with a big chunk of spending set aside for the roads department. “Once it’s passed, we’ll explain how we got there. I can’t really quantify (it yet),” he said. The pandemic has impacted next year’s budget. Expediting the systems required to stream public meetings online will be part of expenses next year. The mayor talked about moving into a new township building in January this year, “getting the kinks out of (the building)” and tackling one of the priorities for council: being able to stream online. “It was always on council’s agenda to get it done. With COVID-19, it’s taking a bit longer than we would have liked to. It’s been a work in progress for us,” Peckett said. “That’s why it’s (included) in the budget. We’re getting there,” he said. He cannot disclose how much updating the systems will cost. Coughlin said that the biggest consequence that the pandemic had on the township’s budget is on recreation programs. “We have to reimagine our programming because of the restrictions on the number (of participants). It impacts indoor programming, and there will be an impact on the revenue side of the things,” she said. “Staff is trying to adjust the operating budgets. We still want to have money available to provide programming to the ratepayers. On the Dec. 15 budget, I will be providing a comprehensive report summarizing the key things included in the budget,” Coughlin added. The treasurer stressed that there have been changes since their last council meeting. “The overall budget is a little over $10 million, that’s what it currently is. That is subject to change. Everything will be finalized on Dec. 15,” she said. Asked if taxpayers can expect any surprises in the budget next year, the mayor said “not for me there isn’t (a surprise). It’s the same as usual, there’s always an increase in fuel cost and labour cost. The public hearing for the proposed Grassy Mountain mine continued hearing witnesses’ evidence and cross-examination during the week of Nov. 3. The scheduled topic items included geology, damming safety, accidents and malfunctions, industrial waste and waste management, and effects on the environment like climate change. Dam right Much of the discussion focused on the mine’s four surge and four sedimentation ponds. Surge ponds capture water from precipitation that passes under the waste rock deposits that may be tainted with selenium. Sedimentation ponds collect water for treatment and removal of suspended solids, aided by coagulating agents called flocculants and letting particles naturally settle. Explaining the nature of the ponds, said Benga’s vice-president of external relations, Gary Houston, was important because many opponents of the mine point to the danger posed by tailings ponds. Tailings ponds typically hold toxic materials left over from industrial processes involving water. Benga would not be using tailings ponds because the mine would mechanically dewater during its processes. Most of the ponds point toward Blairmore Creek, though two sediment ponds are near Gold Creek. The pond locations are needed to catch water flow from the mine, thus minimizing the risk of erosion and landslide. Proposed dam designs for each pond have followed guidelines set by the Canadian Dam Association as well as Alberta Dam and Canal Safety Directive. After construction, the Alberta Energy Regulator would provide regular monitoring. Opponents of the proposed mine project, however, were concerned Benga had not studied the consequences of a pond failing nor completed an emergency response plan. Though the mining company said creating these plans was subject to the project’s approval, critics responded that understanding Benga’s disaster processes was integral to fully analyzing risks associated with the project. “How can this panel make an informed decision about the risk of your project having impacts on the environment in the context of these sedimentation and surge ponds if, in fact, you haven’t done that study yet and you haven’t presented that evidence at this hearing?” asked Mike Sawyer, legal counsel for the Timberwolf Wilderness Society. “How can we make that decision? Are we just supposed to trust you?” Mr. Sawyer also said the proposal lacked any assessment of how dam failure would affect populations of the westslope cutthroat trout, which contravened expectations set out by the Species at Risk Act. Particularly important information missing was data on how the fish would react to the flocculants and sedimentation in the ponds next to Gold Creek should a leak occur. Issues with dam failure, responded Mr. Houston, were easy to exaggerate since even opening a floodgate would be classified as dam failure. Any effect on the trout from a pond bursting, he continued, would be reversible and only an issue in the short term and would be accounted for in Benga’s planning. “There is a process in place for dealing with these risks and we’re going to abide by that process,” Mr. Houston said. Even with Benga’s assurances that the dam design would mitigate flood risk, expert witnesses asked to participate by the Government of Canada said the dam designs were based on an inaccurate model of how much the average annual precipitation would increase over time. Dr. Ann-Lise Norman, an atmospheric physicist from the University of Calgary, said the issue was the scale used in collecting precipitation data. Benga’s calculations relied on too large an area as scale: a 90-kilometre area was used when industry standard is 10 kilometres. Data collection from Sparwood and Pincher Creek, Dr. Norman continued, was at locations too low in elevation to accurately predict what amount of precipitation should be expected at the Grassy Mountain site. “Higher spatial resolution is critical,” she said. “It produces more accurate results, and I think Benga’s maximum precipitation for Grassy Mountain was based on too low an elevation.” Nothing earth-shaking On top of concerns the mine would be susceptible to storms and flooding, local residents and environmental groups said approving the project would increase the risk of grass and forest fires. The main fear expressed was that distributed layers of coal dust on vegetation in the area would create a volatile situation should a wildfire start. Additionally, critics said Benga had not adequately addressed the risks associated with coal seam fires or coal dust explosions in its environmental assessment. Coal dust, however, was not viewed by Benga as a major issue as minimal amounts of coal would be stored at the site and coal transportation would all be done in covered chutes. “The biggest source of dust will be the road dust,” Mr. Houston said. The company would also have its own fire-protective equipment and trained staff on-site. Worries daily blasting at the mine would contribute to seismic activity in the area were viewed as negligible. Dr. John Cassidy, an expert on seismic hazards from the University of Victoria, noted only 11 earthquakes had been registered within 50 kilometres of the mine site in the last 40 years. The largest quake in that time was measured at a magnitude of 3.2 on the Richter scale. 719 mining blasts had been registered in that same time frame, supporting Dr. Cassidy’s experience that industrial blasting had never been seen to affect seismic activity in an area. The potential for blasting to cause landslides, however, was acknowledged as a risk inherent in the Grassy Mountain area. Benga had put forward in its assessment mitigation measures like annual ground condition inspections — increased after major precipitation — and a ground-monitoring program. Natural Resources Canada had reviewed the measures and found them satisfactory. Although the effect of blasting on Turtle Mountain was not considered significant, Mr. Houston said no specific discussion with the Alberta Geological Survey had occurred in regard to monitoring the mountain. Benga was also unsure if the AGS was monitoring Turtle Mountain for seismic activity. Given the lack of experience Benga as a company had in mining operations, the MD of Ranchland, said lawyer Michael Niven, did not have confidence in the company’s procedures and capacity to respond to emergencies. The gap was one Benga was willing to bridge, said Mr. Houston. “We could talk about the drilling and blasting procedures and the safety measures put in place, the scientific methods for monitoring the blasts,” he said. “Those are all things we’re prepared to discuss if that’s a topic that the MD would like us to come and talk to them about.” To this point, Benga has not had any discussions with the MD of Ranchland concerning the project.Sean Oliver, Local Journalism Initiative Reporter, Shootin' the Breeze

Seventeen new cases of COVID-19 were identified in Nova Scotia on Wednesday.All but one of the new cases were in the province's central health zone, including the case at St. Margaret's Bay Elementary school announced Tuesday night. The other case was found in the northern health zone and is related to travel outside Atlantic Canada.Nova Scotia Health Authority labs completed 3,295 Nova Scotia tests on Tuesday.According to the province's numbers, there were also 32 recoveries since Tuesday. Legendary wrestler Pat Patterson has died at the age of 79, World Wrestling Entertainment confirmed in a statement on Wednesday.The Montreal native, whose birth name was Pierre Clermont, devoted decades of his life to wrestling, with an in-ring career that spanned from 1958 to 1984. After making his debut on regional fight cards in Quebec, he moved to the U.S. in the early 1960s. In 1979, he became WWE's first Intercontinental champion.After announcing his in-ring retirement in 1984, he worked as a colour analyst and in various roles behind the scenes with the head of the company, Vince McMahon. The promotion was then called the World Wrestling Federation.In 2016, Patterson published his autobiography, Accepted: How the First Gay Superstar Changed WWE, in collaboration with author Bertrand Hébert. Patterson's sexual orientation was widely known in wrestling circles, but he announced it publicly in 2014.Known as "le Rêve du Québec" for his exploits in the ring, he also became known for thinking of creative ways of ending wrestling matches. He came up with the concept of the Royal Rumble, an elimination match that traditionally features 30 wrestlers and has gone on to become one of WWE's most popular events. WASHINGTON — Federal Reserve Chairman Jerome Powell and Treasury Secretary Steven Mnuchin urged Congress to approve COVID-19 relief funds without further delay, though Democrats continued to attack a decision by Mnuchin to allow five Fed lending programs to expire during the pandemic.In his most direct comments so far, Powell told the House Financial Services Committee on Wednesday that it's “very important” for Congress to provide economic support.New funding would serve as a “bridge” for the economy to get from the current environment in which virus infections are spiking, to next year when vaccines should be widely available, Powell said.“We are trying to get as many people across that bridge as we can,” Powell said.Without more assistance, Powell said, people will lose their homes and small businesses will fail. “You could lose parts of the economy,” which would slow any recovery next year, he said.“We are hearing from all over that small businesses are really under pressure," Powell told lawmakers.For a second day a number of Democratic lawmakers on the committee challenged Mnuchin’s decision to allow five Fed lending programs to expire at the end of this year, contending that his reading of the law was incorrect. They say it's a political manoeuvr to hobble the incoming Biden administration financially.“There is no justifiable reason for taking these tools away,” Rep. Mnuchin said he was in discussions with House Speaker Nancy Pelosi, who since this summer has insisted on a larger bill. On n’a pas nécessairement droit à de l’aide ou à la reconnaissance de tout ça. On n’est pas non plus un restaurant, donc on ne va pas avoir les subventions gouvernementales qui permettent de couvrir le loyer actuellement. On tombe vraiment entre deux chaises, c’est quelque chose avec lequel on vit depuis deux ans et demi. On apprend à voir ça venir et à le dévier d’une façon ou d’une autre et à essayer d’être inventif », confie Samuel Sigouin, copropriétaire d’Agropol, cette ferme urbaine qui cultive verticalement des pousses biologiques et qui se spécialise aussi dans la transformation alimentaire. Difficile par exemple de profiter des incitatifs d’expansion pour les productions serricoles annoncés vendredi dernier, même s’ils doivent contrôler l’environnement de leur culture, puisqu’un bâtiment ou milieu fermé ne fait pas partie des dépenses admissibles. Difficile aussi d’aller chercher une aide auprès de la Financière agricole, qui a refusé leurs demandes pour différents motifs, indique-t-il. « On se bat souvent pour des niaiseries. Et les jeunes entrepreneurs, on n’est pas non plus toujours pris au sérieux. On se fait demander une fois sur deux si on fait pousser du cannabis parce qu’on fait de la culture intérieure », témoigne M. Sigouin. L’entrepreneur déplore également l’absence de soutien de la Ville de Sherbrooke, qui n’offre ni programme d’accompagnement ni subventions pour ce genre de projets. La municipalité a bien un PDZA (Plan de développement de la zone agricole), mais il ne couvre que la région périurbaine. À quand donc un plan d’agriculture urbaine à Sherbrooke, comme l’ont fait Québec, Longueuil, et même la MRC de Rimouski-Neigette ? Le problème c’est qu’on n’a vraiment pas de soutien concret du côté municipal. On n’a pas non plus de structure qui encadre l’agriculture urbaine en ce moment. En mon sens à moi, parmi les gens qui constituent la relève agricole de demain, la plupart habitent en ville. Les gens qui ont les étoiles dans les yeux et toute la gang d’étudiants qui sont à l’université, qu’on le veuille ou non, ils vivent en ville. Et tous ces gens-là n’ont pas vraiment de contact avec l’agriculture ou même avec la source de leur alimentation. Je pense que c’est en faisant de l’agriculture urbaine qu’on vient éduquer la population et qu’on vient éventuellement créer de la relève », dit Mme Rondeau-Leclaire. « Nouvelle ère » L’élue municipale Nicole Bergeron, présidente du Comité consultatif agricole de la Ville de Sherbrooke, démontre une grande ouverture devant ce genre de projets à Sherbrooke. Mais avec un PDZA qui vient à peine d’être lancé (mars 2018) et des élections dans moins d’un an, il faudra fort probablement attendre le prochain mandat pour un véritable plan d’agriculture urbaine, dit-elle. « En temps de pandémie plus que jamais, on demande aux gens d’être créatifs, innovants, et de sortir des sentiers battus. On a tous des défis pour dire comment on peut arriver à faire en sorte d’aider un entrepreneur qui, avec son projet, est un peu différent de ce qu’on a l’habitude de voir. [...] Ça, il faut le faire d’une façon concertée et faire le tour du dossier avec les différents partenaires qui peuvent aider une entreprise », commente-t-elle sans ne pouvoir cibler précisément le cas d’Agropol. Celle-ci assure également que « Sherbrooke sera là » en ce qui concerne le développement du secteur serricole enclenché par le gouvernement à l’aide d’un investissement de 112 M$. « On est dans une nouvelle ère et il faut s’adapter. On peut penser qu’on aura une réflexion plus globale à faire pour voir comment on peut atteindre une plus grande autonomie alimentaire [...] Il y aura sûrement bientôt plusieurs projets qui seront présentés. En amont, on va réfléchir où on souhaite le faire, comment et avec qui. » Même que Mme Bergeron n’exclut pas de rendre le zonage plus flexible à l’endroit de projets d’agriculture urbaine. Une stratégie à venir Le ministère de l’Agriculture, des Pêcheries et de l’Alimentation indique de son côté « travailler ardemment à ce que les producteurs agricoles urbains trouvent leur place à l’intérieur des mesures du Ministère » et mentionne que les agriculteurs urbains sont considérés au même titre que les agriculteurs ruraux en ce qui a trait aux programmes et initiatives bonifiés dans les dernières semaines. On affirme également qu’une deuxième stratégie de soutien à l’agriculture urbaine est en cours d’élaboration. Celle-ci s’intéressera, comme la première, à l’agriculture urbaine commerciale, communautaire et citoyenne, promet-on. The Barrie artist created a piece depicting baseball great Jackie Robinson called Breaking Barriers, that will be up for auction online to raise money for the museum. Thomas will be among participating artists from Asia, Europe, and North America who will be featured at www.nlbmart.com where their work will be prominently displayed by @Tagboard. Thomas will have his piece up for auction on eBay, with 42 per cent of sales going to the museum to help celebrate the 100th anniversary of the Negro League. Established in 1990, the Negro Leagues Baseball Museum (NLBM) is a privately funded, not-for-profit organization dedicated to preserving and celebrating the rich history of African American baseball and its profound impact on the social advancement of America. Toronto poet and children's writer Dennis Lee is among the winners of this year's Writers' Trust career honours. The Writers' Trust of Canada doled out $25,000 apiece to four well-versed wordsmiths on Wednesday for their continued contributions to Canadian literature. Lee was named the winner of the Matt Cohen Award for a lifetime of distinguished work by a Canadian writer. His achievements include co-founding the independent publishing company House of Anansi Press in 1967, and penning the 1974 children's classic "Alligator Pie." Also recognized on Wednesday was Kerri Sakamoto, the Toronto-based author of three novels exploring the experience of Japanese-Canadians, who won the Writers' Trust Engel/Findley Award honouring a mid-career writer for their contributions to fiction. Queen's University professor Armand Garnet Ruffo, who draws from his Ojibwe heritage in his genre-spanning works, won the Latner Writers' Trust Poetry Prize recognizing a mid-career poet for mastery of the form. The $25,000 Vicky Metcalf Award for Literature for Young People went to Montreal-based Marianne Dubuc, a French-language author and illustrator whose picture books have been published in more than 25 languages.
