WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. During the course of the regular meeting on Monday the board of education for the Saskatchewan Rivers School Division received an update on the new Cree language Kindergarten program at John Diefenbaker Public School in Prince Albert that began this year. “The teacher and the staff and the administration there are doing just amazing work to be connecting with those young learners and just a great start to that program” director of education Robert Bratvold said. According to Bratvold there was some apprehension about starting the new program from parents about how it work because of the COVID-19 pandemic. “They have been encouraging and supportive. We have 15 kids in there who are coming on a regular basis and doing some good things,” Bratvold said. The success in the first year will lead to trying to prepare for eventual growth in the coming years. “We will do some planning around that about how will we grow this Cree language program and what will that look like. So that is one of those plans that is coming up shortly,” Bratvold said. New schools assigned to trustees in Saskatchewan Rivers Each year trustees in the Saskatchewan Rivers School Division are assigned clusters of schools, which they will work with for the school year. At the board of education’s regular meeting on Monday the assignments were finalized. Board chair Barry Hollick and administration worked on the assignments before they were brought forward to be finalized Monday. “That’s always exciting because you get a balance because it’s important to have representation from within the ward or subdivision the trustees are elected from. But it is also important to have a broad experience for trustees. When they come to this table they bring perspectives from whence they come but they are representative of the division as a whole. So there is some balance between rural and urban,” director of education Robert Bratvold said. The assigned trustees work closely with School Community Councils (SCCs) and trustees have built relationships with the schools. “Part of that is just the value that SCCs bring and the important role they can play and it’s different at every school but that’s a really important thing in our local governance structure,” he explained. Newly elected trustee Alan Nunn was assigned Meath Park Public School, Princess Margaret Public School and Queen Mary initially but trustee Jaimie Smith-Windsor and Nunn made a trade. Now Nunn will also be working with the SRPSD Distance Learning Centre. Smith-Windsor is now assigned Meath Park, Christopher Lake Public School, Riverside Public School and Spruce Home Public School. The remaining trustees kept their assigned clusters. Trustee Bill Gerow is assigned Big River Public School, Ecole Debden Public School and TD Michel Public School. Trustee Michelle Vickers is assigned Prince Albert Collegiate Institute (PACI), Westview Public School and Wild Rose Public School. Midland Coun. Bill Gordon has found his way onto the 'wall of shame' --- again. This time, the elected official is being brought to the stand for inappropriate decorum, messaging that amounts to abuse, bullying or intimidation, and interfering in the operations of the town, thereby, undermining staff's capability in the field, an integrity commissioner's report found "This is just proving my whole weaponization of the code of conduct argument," Gordon said, adding he wasn't shocked by the move. "They didn't speak to me about any of this. "I'm not arguing any of these things didn't happen. I take full responsibility for it. But taken without context, anything can be found to be insulting and inflammatory." The three complainants this time are Deputy Mayor Mike Ross and councillors Jim Downer and Jon Main. However, in the integrity commissioner's report, which will be discussed at next week's council meeting, only an exchange between Main and Gordon has been mentioned. The report says that in the email exchange with Main, Gordon said, "Please don’t mistake my assertiveness for aggression. I have little to no personal respect for many of you or a couple of our senior team. I come by that honestly and have the bills to prove it. "I have to work with you and have managed to keep most of my contempt for many of you at bay preferring to simply ignore the public attacks on my integrity and carry on with my work despite everything that’s gone on this term." In a second exchange between the two, Gordon calls Main a 'snowflake.' The report says, in a Facebook direct message, Gordon said, "That is far from bullying Jon. Don’t be such a snowflake. The truth may not be a defence in the CoC [Code of Conduct] – which is absurd – but I will do politics my way just as you do it your way. "We are polar opposites it seems. That is actually quite healthy for democracy. As for decorum I think I toe that line with grace and dignity considering the despicable way you treat me. I have no respect for most of you as a result. Should not be a shock to you." Moreover, Gordon has also been accused of interfering with the operational aspects of the town staff's responsibility by asserting 'influence' on a developer responsible for clean up on Taylor Drive. The report details that, on Aug. 28, 2020, the developer emailed Gordon that following their discussion and for the developer to avoid a notice of motion, the developer would undertake grass cutting on the town parkette as a courtesy to the town and Taylor Drive clients/homeowners. Further, the developer also promised, relocation of masonry materials and reduction in the slope of stockpiled sand. In the report, Gordon defends his intervention with the developer as simply availing himself of the process. He denies that he engaged in any threats or intimidation, but merely pointed out that the town might be compelled to draw on the letter of credit to rectify performance issues. In a conversation with MidlandToday, Gordon said he wasn't willing to divulge his entire defence. "I don't want to give a statement because it gives them 'yeah, but...' arguments," he said. "The reason I don't want to do that in this case is because they didn't recommend any monetary sanctions, which I'm kind of shocked about. What I suspect to happen is that the three complainants, especially Jon Main, will be argue for monetary sanctions. I want to let that happen organically." Addressing the snowflake comment, Gordon said, it was during a private Twitter back and forth that occurred in March. "(Main) sat on it all this time and decided to advance it now," he said. "Basically, they were just collecting evidence." Gordon adds that if he had been approached about the issue 'like adults' there would definitely not have been this conflict. "I can only speak for Jon, because I never said this to Mike Ross or Jim Downer," he said. "If he'd contacted me or even during that interaction we had, I would have apologized and told him what I'd actually been meaning to say instead of the word snowflake." Gordon said he uses the word snowflake because it's a quicker way of spelling out someone who is indecisive or can't handle pressure and make decisions. As for interfering with the operational side of the corporation of the Town of Midland, he said, at its core, that's what people expect from their councillors. "They can come to them with whatever their tale of woe is...if they're having an issue with a lack of performance by the town," said Gordon. "Your elected official doesn't have a lot of influence. The only influence, which I promised during my Zoom chat, is that I would bring it forward to council as a notice of motion." And this is where it gets sticky, he added. "I didn't reach out to the developer," said Gordon. "The developer watched my Zoom meeting and called me to say if we do these things, would you bring the notice of motion to council. And why would I, if they were doing what was being asked?" He said he welcomed the integrity commissioner's report and findings and looked forward to speaking to council. VIENNA — Austria will allow skiing to start on Dec. 24, but will limit the capacity of ski lifts and keep restaurants, bars and hotels largely closed until early January, officials said Wednesday. It also will require many people entering the country over the Christmas period to go into quarantine.Tough lockdown measures took effect Nov. 17 and are due to expire on Sunday. Chancellor Sebastian Kurz said a limited curfew that has applied around the clock will be eased, and from Monday will apply only between 8 p.m. and 6 a.m.Schools will be reopened next week, except for older students, as will nonessential shops, museums, libraries and some other businesses. But restaurants will remain closed for all but takeout and deliveries, as will bars, and hotels will remain closed except to business travellers.Austria has been hard hit by the resurgence of coronavirus infections in Europe, though its infection rate has declined over recent weeks. It currently is recording 335 new infections per 100,000 residents over seven days, down from around 600 last month — but still more than twice as many as in neighbouring Germany, which is in a milder partial shutdown.Kurz said that progress over recent weeks, and the expectation of more before Christmas, allows “cautious” reopening steps. But he said the tourism and catering sectors won’t start reopening until Jan. 7.That will effectively mean that, over the holiday season, skiing is possible in most cases only on day trips for those Austrian residents who live fairly close to the Alps. Vice Chancellor Werner Kogler said there will be mask-wearing and distancing requirements, and the capacity of cable cars will be limited.Kurz said that allowing skiing for locals but keeping the catering sector closed is “absolutely justified.”“Skiing is a sport that takes place in the open air, an individual sport, so epidemiologically it must be assessed differently from catering, where we know that there can time and again be infections,” he said.Kurz added that he, as a resident of eastern Austria, won't benefit but “for a large part of our population it will then be possible to go skiing at least for the day.”France and Germany, which has closed its ski resorts, are pushing for similar measures to be taken in other European countries, like Italy and Spain, for the Christmas season. Ski resorts are already open in neighbouring Switzerland, which has allowed skiing.Kurz rejected suggestions that Austria's limited reopening was a response to pressure from abroad.“We decide according to our infection situation, and our expectation is that we can push down our infections very, very strongly by Christmas,” he said.Austria also plans tougher border controls and quarantine rules in an effort to dissuade people from travelling abroad over the Christmas period. Austrian residents' summer trips to see relatives in the western Balkans, in particular, were blamed as a significant source of the resurgence of infections this fall.The quarantine rules will be imposed by mid-December and will apply “if you're coming from a country that exceeds a certain limit of infections,” Kurz said. Purolator has teamed up with emerging Canadian artists to help spread a little holiday cheer this year. The shipping company has selected 13 artists from across the country – one from each province and territory – to design a unique and festive shipping box that will be made available at Purolator shipping centres and Michaels craft stores for anyone looking to send a little extra cheer along with their gifts to their friends and families this holiday season. With the country boasting a population of more than 37 million people, choosing one artist from each province and territory in Canada could have proved to be quite daunting, but Patrick Hunter, a Two Spirit Ojibwe artist, said he thinks the online community he has already amassed helped to secure him the spot as Ontario's representative. “I have a pretty nice following of people on Instagram, and I think that's how they reached out when they were trying to find diverse artists to be a part of this project,” Hunter explained. “It was a quick turnaround to get the project off the ground, I think we started in November or the end of October, but with really cool emails like that, 'Purolator wants to work with you on such-and-such,' it's a pretty quick response. I think it took me all of ten seconds to say 'yes, I'm in.'” While he is currently working out of Toronto, Hunter is originally from Red Lake. His art in the Woodland style takes inspiration from his hometown and the work of famed Woodland artist Norval Morrisseau, and he brought the same sensibilities he brings to his painting to the art he was inspired to create for Purolator's box, along with his own wishes for the holiday season. “It's all digital artwork, so you have to know how to use some graphic design-y programs,” Hunter explained. “We were given a template to work within the edges and back and top sides. Why I chose the imagery I chose, which is Ojibwe florals, is because it's a holiday season, it's one of my favourite gifts to give, and one of the best gifts First Nations folks give their friends are beaded moccasins or gloves, so my hope for these boxes is when someone gets a box that they have that feeling of 'oh my god, beautiful box' but then 'what's inside?'” Being chosen by Purolator to be the representative for Ontario also carries added heft for Hunter. Knowing the boxes have the potential to wind up almost anywhere in the world, Hunter said that it was like a personal responsibility to answer Purolator's call for his art. “I'm a First Nations gay man from Red Lake, Ontario,” he explained. “When things like this come along you have an obligation to the people that are coming behind you to try and illuminate the path. So my goal with this is to show other First Nations kids and gay artists can have opportunities like this too and not be afraid of them. As well, to bring some visibility. I don't think First Nations culture is always put in the forefront in a mainstream way and Purolator has done a good job of asking not just me but other diverse people in Canada to come up with box designs.” Laurie Weston is the director of retail for Purolator who was on the team searching for artists to take part in the campaign. She noted that part of trying to find emerging artists to design a box was ensuring they were a good fit for both where they came from and the peoples and cultures they represented. “What's really interesting about this is we actually went grassroots and we scoured social media,” Weston explained. “We went through social media and we narrowed it down to the ones that we felt their artwork represented not only the province but their culture. I think with Patrick, we were so incredibly lucky he wanted to do this with us because I think his floral motif and his indigenous background and what it represents for Ontario is pretty special. So it resonated with us. So that's why we picked him.” In a year when the shipping company expects far more packages to be delivered over the holiday season – Weston said their busy season began in August this year, when it usually starts to pick up in November – the drive to showcase original Canadian art on special holiday boxes was to help spread that sense of community and Christmas spirit that might otherwise be hard to come by in 2020. “People are not able to travel, and what's happened with us is the increase in shopping online, but people are coming in and shipping packages to loved ones,” Weston explained. “They're not able to travel and see their loved ones this holiday season so we really wanted to share some of the Christmas spirit from a Canadian lens. Purolator does support small businesses and entrepreneurs, but this is a different evolution of that. We just really wanted to showcase these new artists.” As part of Purolator's partnership with Michaels craft stores, the companies are also holding a Design-A-Box Sweepstakes. OTTAWA — The federal government says it will not meet a marquee pledge by Prime Minister Justin Trudeau to lift all boil-water advisories in First Nations communities by March 2021.Indigenous Services Canada says at least 22 long-term water advisories in 10 First Nations communities will remain in place beyond that deadline, which was set following an ambitious 2015 Liberal election promise to lift them all within five years."What communities want is not an Ottawa-imposed deadline," Indigenous Services Minister Marc Miller said Wednesday during a news conference in Ottawa."It’s a long-term commitment to access to clean water."The COVID-19 pandemic has thrown a wrench into efforts to upgrade water systems and carry out on-site training, with supply chains snarled and construction put off as some reserves opted to restrict travel, the department said at an earlier briefing."COVID has really changed everything," Miller said. “Because of COVID, many projects lost a full construction season."The complexity of projects, which can include infrastructure overhauls and depend on increasingly unreliable winter roads, contributed to the delay even before the pandemic, he said. Hiring and retaining qualified operators for water and wastewater treatment plants on remote sites has posed another challenge.Miller, who has held the Indigenous services portfolio since November 2019, sought to shield Trudeau from blame for the failed goal."Ultimately, I bear the responsibility for this, and I have the responsibility and the duty to get this done," he said, calling the continued lack of access to reliable drinking water "totally unacceptable."The department says 97 boil-water advisories have been lifted since 2016, while 59 remain in place — about three-quarters of them in Ontario — in 41 communities.In late October, about 250 residents of Neskantaga First Nation in northern Ontario, which has had a boil-water advisory in place for 25 years, were evacuated from their homes following the discovery of an oily sheen in its reservoir.Assembly of First Nations National Chief Perry Bellegarde said Wednesday he was frustrated but not surprised by Ottawa's shortfall."First Nations have good reason to be disappointed by the federal government’s announcement that after more than five years in office, it will miss its own target to provide safe drinking water to all Indigenous communities across Canada," he said in a statement."While there has been significant progress in recent years, it clearly is not enough."Miller acknowledged that initially, communities were not “sounded” out on whether the March 2021 target was reasonable.He said he hopes up to 20 more advisories will be lifted by year's end, but expects at least a dozen communities will still not have access to potable water by the spring."You come down to about 12 or a few more communities, some of whom have seen serious delays due to COVID — and they’re working hard to clear them — and others that have priorities that they want addressed before they lift their water advisories," he said, noting that communities make the call on whether to lift advisories, not Ottawa."I think we didn’t appreciate the state of decay of water systems when we came into power in 2015," he added, pointing to "decades of neglect."Opposition parties slammed the federal government for falling short of its goal."We weren't totally surprised by this, but at the same time, there's a pretty significant disappointment in it being actually acknowledged and outright spoken ... by the minister today," Conservative MP Gary Vidal, his party's critic for Indigenous services, said in an interview.In a separate statement, Vidal called for a more commercially driven approach that draws on the "brightest business minds and entrepreneurs" to get taps flowing safely.NDP Leader Jagmeet Singh called the problem "disgusting" and "inexcusable.""Imagine Minister Miller going to his riding in Montreal: 'I apologize, but we missed our deadline to get you clean drinking water.' OTTAWA — The scars from the 2014 attack on Parliament Hill are part of the "heritage fabric" of the iconic Centre Block and will not be fixed during extensive renovations on the building, according to a senior government official who provided a behind-the-scenes tour of the project.That includes a series of bullet holes in the Hall of Honour from a gunfight involving Michael Zehaf-Bibeau, a sympathizer of the Islamic State militant group, on Oct. 22, 2014.Zehaf-Bibeau, who stormed Parliament Hill minutes after fatally shooting Cpl. Nathan Cirillo in front of the National War Memorial, was killed in the shootout involving security and the RCMP in the stonewalled hallway connecting the building's front door and the Library of Parliament.While parliamentarians were divided in the aftermath over whether to keep the bullet holes, Rob Wright, assistant deputy minister for Public Services and Procurement Canada and the official responsible for managing the renovations, says a decision was ultimately made to retain them."It's been decided that's part of the heritage fabric of this building now. So we plan on no changes to that," Wright said. "And those decisions would really be taken by Parliament."The bullet holes aren't the only elements of Centre Block that workers are planning to keep intact as they work to retain the heritage and style of the building housing the House of Commons and Senate, while also updating it for the 21st century.The upgrades will include adding modern heating, electrical and IT systems into the 100-year-old building. There will also be measures to make it carbon neutral, including plans to cover its three courtyards. Wright said Centre Block is the worst building for emissions in the parliamentary precinct. There is no plan to change the physical size of the House of Commons, even though the chamber that sat 338 MPs before closings its doors for the time being will eventually need to accommodate 450 as Canada's population growth adds to the ranks.Many other final design elements have yet to be nailed down. Until then, Wright is unable to say when the renovations will be finished — or how much they will cost.Previous reports have suggested the renovations would take at least 10 years. Wright said the government has never committed to that time frame. "We're getting more and more comfortable and confident that all of the decisions are coming together," he said. "And I think we should be in a good position in the first quarter of 2021 to really establish a baseline budget and schedule."While the government is consulting with parliamentarians throughout the renovations as well as a panel of experts, Wright said public consultations on what the building should look like will be launched early next year.The current Centre Block building is actually the second to be built on the spot, after the 1916 fire burned down the original, save the Library of Parliament. The House of Commons has been temporarily moved to the recently refitted West Block, while the Senate is located in what used to be Ottawa's central train station. On a behind-the-scenes visit to Centre Block Wednesday, excavators and a dump truck were seen working in a great 10-metre-deep pit that has been blasted in the ground in front of the Peace Tower. Workers in hard hats and safety all wore masks due to COVID-19 restrictions.Inside the building, the granite walls have been covered by plywood or stripped off the reveal old red and black bricks held together by cracked mortar. Exposed pipes and wires run along the ceiling while the floor contains work tables and tools along with crates, some of which bear warnings about asbestos.Workers have removed about 2,500 tonnes of asbestos from the building since demolition work started, Wright said. They have also carefully removed, recorded and packed numerous pieces of marble and granite from the walls.In the House of Commons, the hand-painted linen ceiling has been taken down and put in storage, while the Senate's collection of First World War paintings are at the Canadian War Museum. The two chambers are filled with scaffolding leading up to their respective ceilings.The final budget for the project has not been set, but Wright says about $120 million has been spent so far in stripping the building down. Wright says workers have found old newspaper articles as well as packs for gum and cigarettes in the walls.There were more interesting discoveries outside. The eastern wing of Centre Block is built on an old military outpost known as Barrack Hill, and Wright says workers found military buttons and insignia. They also found the original walls of several outpost buildings and an old arrowhead."Those are all being carefully stored and identified and catalogued," he said, adding they are working with the Algonquin Nation on transferring the arrowhead to them. Much of the work to date has taken place during the COVID-19 pandemic. BERLIN — Residents of Trier placed flowers and lit candles at the base of the southwestern German city's landmark Roman gate Wednesday in tribute to the five people who were killed and more than a dozen others injured when a man sped an SUV through a central pedestrian zone. His motive remained unclear.A judge ordered the suspect, a 51-year-old local man whose name hasn't been released, held in custody as he is investigated on five counts of murder, and 18 counts of attempted murder and causing bodily harm, prosecutor Peter Fritzen said in a statement.Authorities do not believe the suspect drove into the pedestrians on Tuesday for any political, religious or similar reason, but haven't yet been able to determine a motive, Fritzen said.Statements the suspect made to police immediately after his arrest kept changing and were "partially incomprehensible," the prosecutor said.“The suspect also showed psychological abnormalities in his behaviour during and after his arrest and in police custody,” Fritzen said. A comprehensive psychological examination has been ordered, but at the moment there are no “concrete indications” of a mental health condition that would rule out holding the suspect responsible for his actions.The man had been drinking heavily before the attack, Fritzen said. Questioning will continue over the next few days.“The victims and their families need answers,” Trier Mayor Wolfram Leibe told reporters near the makeshift memorial that was growing at the Roman gate, the Porta Nigra, near where the driver was arrested.The five people killed included a 45-year-old man and his 9 1/2-week-old daughter. Jasper Municipal Council had a lengthy discussion at their Dec. 1 regular meeting about the options for utility fees in Jasper in 2021, including whether they wanted to set a flat consumption rate or change tiered. Mayor Richard Ireland said utility fees had been discussed at five meetings and it was time to move ahead and council directed administration to prepare a bylaw that includes a flat consumption rate. The bylaw will generate about $750,000 of additional revenue, and will include a base rate related to meter size. The first reading of the utility fees bylaw is scheduled for Dec. 15. Administration was also directed to bring suggestions to council in the new year, for moving to a tiered consumption rate for 2022. Support for sidewalk seating A majority of businesses surveyed in Jasper want patio seating to continue in the upcoming season, Pattie Pavlov, general manager, Jasper Park Chamber of Commerce told council at their regular meeting on Dec. 1, and a decision is needed soon. There's room for fine-tuning the program that ran last summer. Suggestions from respondents included adding additional bike parking, closing Patricia Street access on the 600 block to all vehicle traffic as far as TGP, and having businesses who want to participate pay all associated costs. But the general consensus among council members was to get matters moving so businesses can prepare for next year's season. Ireland said the program was put in place this year "to give businesses the opportunity to survive”. “In fact, it was spectacularly successful,” he said. There was discussion about needing more consultation with groups including Tourism Jasper and Community Futures as well as Parks Canada. Ireland said there needs to be individual business representation as well and pointed out the program is not limited to restaurants. Overall, council approved of something similar to the pilot program that ran in 2020. A subsequent program has to be reviewed by the Planning and Development Advisory Committee (PDAC) with Parks Canada. Council hopes okaying a similar program for 2021 will lead to quick approval from Parks Canada. WASHINGTON — Arizona Democrat and former astronaut Mark Kelly was sworn into the Senate on Wednesday, narrowing Republican control of the chamber and underscoring his state's shift from red to blue.Kelly, 56, defeated GOP Sen. Martha McSally in last month's election, making her one of only three incumbents to lose. By taking office, he has reduced the Republican edge in the chamber to 52-48.That will have scant impact on Majority Leader Mitch McConnell's control over the chamber for the final month of this congressional session. But it sets the stage for two pivotal Jan. 5 Senate runoff elections in Georgia.If Democrats win both, they will command the 50-50 chamber for the new Congress that begins in early January because Vice-President-elect Kamala Harris would cast tie-breaking votes.Kelly cast himself as a problem-solving centrist during his campaign, and his slender 2 percentage point victory over McSally suggests he'll want to be part of Democrats’ moderate wing.In an interview, he praised the late Sen. The future of health education is here, and it's at Seven Generations Education Institute (SGEI). SGEI campuses in Fort Frances, Kenora and Sioux Lookout are rolling out their brand-new Health Disciplines Simulation Labs in order to provide their students in various programs like nursing, paramedics and support worker with a top of the line and state of the art learning facility. The tools and technologies at their disposal will help to ensure each student hits the ground running when they get a job in their desired field, whether in a hospital or at the helm of an ambulance. In Fort Frances, the simulation lab takes up the entire back half of a classroom, purposely designed to simulate a real hospital setting with lifelike patients to get students comfortable with some of the things they will be doing on the job, according to SGEI Health Disciplines Coordinator Taylor Noble. “It's very unique and it's such a good learning experience for the students,” Noble said of the lab and tools within. “It helps because it gives [students] that ability to try to critically think and decide on the spot, in that moment, but also be in a stable controlled environment where they have that support from an instructor... but also prepares them for a real-life situation in the hospital.” The simulation lab contains three medical-grade hospital beds that each feature a Laerdal mannequin that is designed to be as life-like as possible. Each mannequin has several fully articulated joints and areas on the body that can be swapped out for different wounds or conditions. The lab also has an infant/child mannequin for modified procedures. The mannequins are so advanced that students will be able to check their pulse and blood pressure, listen to their heart and lungs for irregularities and administer mock medication through real syringes and IV needles. Taking things up another notch, the mannequins also have the ability to cough, wheeze and scream at the behest of an instructor who controls all of their functions via a tablet, ensuring the students can hone their skills in a safe but ultra-real environment. “We can monitor the carbon dioxide saturation, temperature, heart rate, blood pressure,” Noble explained. “We can actually connect fake blood concentrate in there, so they can actually inject the needles and get bloodflow back so they know they've hit the veins. Students are able to use the exact same equipment they would have access to in the hospital to practice.” In a room full of impressive and cutting edge tech, however, one item reigns above all. Tucked away in the far corner of the simulation lab is an unassuming white table that hides a staggering secret. The table, called the Anatomage Virtual Dissection Table, is like something out of Star Trek, a futuristic learning tool that turns anatomy lessons from the textbook into a 3D render right at their fingertips. Giving a demonstration, Noble showed how the table, functioning like a human-length iPad, can take a realistic image of a human body, with options to modify body type and gender, and strip off layers of skin, muscle, bone and more to display or highlight different parts of the body, like internal organs, the nervous system or more than 1,500 other systems the table is programmed for. It's a high definition look inside the human body and the level of detail that can be explored, along with some of the options for doing that exploring, might make it a tough sell for the squeamish. Staff at the school are still learning how to use all of the functions of the Anatomage, but even with their current understanding of what it can do, it gives SGEI students the opportunity to see and explore parts of the human body that wouldn't be possible outside of a morgue setting, a donated cadaver or other specialized education materials.“This provides more of that visualization aspect for the students” Noble said. “So for students who learn more visual, hands-on, they can come to this table and they can learn. They can cut, look at all the different organs. Anatomy and physiology is a huge concept, there's just so much content for them to have to learn, so for them to be able to learn not only the muscular-skeletal system but all the nerve pathways, lymphatic system, and so many students go throughout their schooling not actually being able to have that visualization piece, so they have this right at their fingertips to be able to utilize.” The Anatomage table is also fairly unique in the region, with only the SGEI's Kenora and Sioux Lookout campuses being the other two education facilities that have one in northwestern Ontario, according to Noble. Taken as a whole unit, the Health Disciplines Simulation Lab sets SGEI's health programs leaps and bounds apart from other health programs. The ability to practice in a hospital-like setting on “patients” who can give realistic feedback gives students a chance to get comfortable with their skills and knowledge in a safe place, long before ever setting foot in a professional medical building. “It allows Seven Generations Education Institute to enhance that learning experience and to give the most optimal experience, with all the equipment that we have, to make sure it's high functioning for students to be able to really learn,” Noble said. “And again, just to help them use this equipment to build that confidence, to feel comfortable, we tried to have the simulation lab really mimic the healthcare settings with the same types of equipment just to build that confidence and security for when they go into the clinical setting.” Currently SGEI has a cohort of seven students enrolled in its Bachelor of Science in Nursing program here at the Fort Frances campus, but the school will also begin taking applications from students for its Paramedic, Practical Nursing and Personal Support Worker programs “very soon,” according to Noble. Each of those programs are scheduled to begin in September 2021 and will also make use of the simulation lab to enhance their learning. The Canadian Food Inspection Agency is confirming that potato wart fungus has been found in soil from two fields on a farm in Queens County, Prince Edward Island.In an email to CBC News, CFIA said the potato wart was found on October 16, 2020, in soil that was being collected for routine export testing. It said there are approximately 20 hectares, in the two fields combined, on the farm where the fungus was found. The agency has not indicated where exactly the farm is located, other than specifying it was Queens County.Investigation continuesFollowing the detection, CFIA said it took immediate action to secure the farm and prevent potential spread. Potato wart poses no risk to humans or food safety, but it can be a serious disease for the infected potatoes, which become disfigured, making them unmarketable.It also prevents tuber production and can affect export markets.CFIA said potato wart can remain dormant in a field for more than 20 years. It is spread through the movement of infested tubers, soil and farm equipment.CFIA indicated it has sampled material from the fields affected to determine the possible sources of the fungus.Testing of the source fields that supplied the seed potatoes for the positive fields in 2020 has also been completed, and they are negative for potato wart. The agency said the testing of other samples continues, as does the investigation.CFIA said no seed potatoes from the 2020 harvest have been shipped from this farm, and it has prohibited movement of seed potatoes or soil from this farm to other locations.The CFIA has identified the fields where the potatoes produced in previous years were planted, and has conducted soil sampling there as well.Export suspendedIn a notice to producers in November, CFIA reported that "to address concerns raised by the United States, the export of seed potatoes originating from P.E.I. and destined to the United States has been suspended, as of Friday, November 20, 2020." It noted that this suspension does not apply to tablestock potatoes or potatoes for processing.CFIA said there have been no changes in inter-provincial movement of seed potatoes originating from P.E.I.The National Potato Council represents U.S. potato growers and supply chain partners.In response to the CFIA announcement, the council's CEO Kam Quarles released a statement about the situation on P.E.I."The National Potato Council supports CFIA's immediate action to stop all P.E.I. seed shipments into the United States and are working with our state potato organizations to inform U.S. growers who may be intending to source seed from P.E.I. for the upcoming year," the statement said. "We have been advised that no seed from the identified areas has been shipped to the United States in four years. However, we are working closely with USDA to monitor recipients of seed in years-past out of an abundance of caution."We are in communication with APHIS regarding CFIA's ongoing survey work to comprehensively determine the level of threat within Canada and are also urging CFIA to prohibit all domestic seed shipments out of P.E.I. to prevent spread within Canada until they can confirm no other farms have been jeopardized."CFIA said in its statement to CBC News that "the government of Canada will continue to work closely with the P.E.I. potato industry, the government of Prince Edward Island and the United States to resolve this trade disruption as quickly as possible."Other discoveriesIn 2000, potato wart shut down trade between P.E.I. and the United States, when it was first found on the Island. Since then, new protocols have been introduced for monitoring and controlling the spread of potato wart, and there have been no trade issues after subsequent discoveries of the fungus, including in 2012 and 2014.The border closure in 2000 cost P.E.I. potato farmers $22 million in sales.When reached for comment, the P.E.I. Potato Board referred all questions to CFIA.A spokesperson for the P.E.I. Department of Agriculture and Land said that because there is an ongoing investigation by CFIA, it won't be commenting on this case.According to the department, about 15 per cent of the potatoes grown on P.E.I. are used for seed, and about 80 per cent of that seed is used on Island farms.It said seed exports account for two per cent of P.E.I.'s international potato exports.The U.S. was the single biggest international buyer. Growing up in Canada as a young woman from India, Sheetal Vemannagari struggled with embracing her name. The now 20-year-old Ivey Business School student went through what thousands of Canadians experience when their name is deemed "tough" to pronounce for the average anglophone — from accepting a shortened version to trying to anglicize it in an attempt to avoid embarrassment."I hated the way that my culture hindered me from sort of connecting with my peers, especially my name, because I feel like everyone would just call me just 'shit-all' ... [When mispronounced], my name sounds harsh, kind of unfeminine and so that further dissociated me from my identity."In Hindi, Vemannagari's name, pronounced as 'SHEE-thul,' means 'cool breeze' and was chosen by her grandmother.It wasn't until a trip to India two years ago when Vemannagari started to reclaim her name after receiving many compliments for it. The remaining challenge is getting people to pronounce it correctly, but Vemannagari is hopeful that a new online tool will help with that problem, at least in the classroom setting.Western University's Ivey Business School in London, Ont. is one of four Canadian post-secondary institutions, along with Ryerson University, the University of Guelph and Simon Fraser University, to adopt NameCoach, according to the company's CEO Praveen Shanbhag .The auto-name pronunciation tool allows people to make an audio recording of their name which is then made available on their academic profile, allowing classmates and professors to play the recording and learn how to pronounce the person's name correctly.Why it's important to get names right"The name is really a symbol of your identity. It's a kind of stand-in for the person, so if I'm calling your name, I'm really calling you ... so getting it right has to do with that level of respect for the person," said Karen Pennesi, a linguistic anthropologist and associate professor at Western University. Pennesi said people with uncommon names tend to have different relationships with their names throughout their life, including changing it and then coming back to it at a later point in life, but regardless of where people are at it's important to get their preferred name right."It's a kind of a challenge to their sense of self [when you start anglicizing or shortening their name]. That makes them not be in control of their own identity, their own self." For marginalized people the mistreatment of their name can have long-term implications, Pennesi added. "They're constantly being made to feel that they don't belong or that they shouldn't be here and that their contributions aren't worthwhile."After reclaiming her name, trying to ensure it was pronounced right caused Vemannagari frustration, embarrassment and even made her feel like she was asking for too much."I didn't want to make a big deal of it, especially in a class, but one day I corrected my professor. Ever since I did that, every time they called on me, I don't think they meant to do this, but they just made it a really big deal and would be like, 'oh, wait, what's your name?,' 'It'll be the end of the year and I still have to pause to say your name' ... It made me feel like I was being demanding." Vemannagari said her professor eventually stopped asking for her input and it led to her not wanting to try to participate either, which impacted her mark at the end of the term.It was feedback similar to Vemannagari's experience that prompted Ivey to make a $10,000 annual investment in NameCoach this October, said Stephanie Brooks, the school's chief administrative officer."It matters that we get the most personal aspect of a student right, which is how to pronounce their name. When you take the time to get it right it confirms to a student that they matter and that they belong here. When you don't, it's easy to see how it can unintentionally signal the opposite," she said. Respect for a person's name an important step toward inclusivity, students sayWestern University's Ethnocultural Support Services (ESS), a group that advocates for the appreciation of different cultures on campus, highlighted the issue of the mispronunciation of names at the beginning of the school year through its own social media campaign."We've heard from an overwhelming influx of students speaking about the importance and significance of their name and how it connects them to their culture, their heritage and their ancestors," said Matthew Dawkins, a second-year student and the ESS coordinator. The organizers of an anti-mask rally in Calgary on the weekend have been charged for breaching public health orders. One of them is a downtown street preacher who was fined earlier in the pandemic for similar alleged behaviour.Hundreds marched through downtown Calgary on Saturday to protest against mandated masks and other public health measures intended to prevent the spread of COVID-19.The charges fall under the Public Health Act.Street preacher Art Pawlowski faces tickets for failing to wear a face covering and failing to have an event permit.David Pawlowski and Ryan Audette each face a charge of failing to wear a face covering where required.Police are looking for three others who are also facing charges.A first-time breach of the Public Health Act is a $1,200 fine, police say. Mask bylaw violations are $50 fines.In April, Art Pawlowski, who leads a street church, was fined $1,200 for allegedly holding a gathering of more than 15 people at Olympic Plaza.Police said tickets were not issued right away Saturday because officers who attended the rally were concerned for their safety."It is not always prudent to issue a ticket at the time of an alleged offence," said the Calgary Police Service in a written statement. "For example, during a protest or event where emotions are high."Speaking on the Calgary Eyeopener on Wednesday, Ryan Pleckaitis, the city's chief bylaw officer, said police and bylaw officers worked together over the weekend to gather evidence against organizers. "Moving forward, I anticipate if some of these rallies continue, and if there's not adherence to the public health order, we will continue to do the same. And hopefully, through enforcement, we can start to curb some of those behaviours."The protests have taken place weekly in the city and across the country for months, but Saturday's was the first since Alberta's 10-person limit on outdoor gatherings was announced five days earlier.
As the death toll from illicit drug overdoses continues to mount unabated in B.C., advocates want more specialized services and harm reduction measures to help protect young people. Another 162 fatalities occurred in October due to toxic drug supply, for a total of 1,386 deaths in 2020, according to the BC Coroners Service's most recent figures. Of those killed this year by the overdose crisis, 19 per cent, or 269 deaths, were young people aged 29 years old or younger, with 14 of the dead under the age of 19, the coroners service figures show. Kali Sedgemore, a youth outreach worker and peer harm reduction advocate in Vancouver, said the ongoing public health emergency is in its fifth year, and COVID-19 is only exacerbating the harms. “We don’t even have time to grieve because we know we will hear about another (death) the next day,” Sedgemore said. The dangers of the toxic illicit drug supply are being compounded as people following pandemic protocols use illicit drugs alone and as harm reduction services have been reduced, or wait times have increased at overdose prevention sites (OPS) during the pandemic, Sedgemore added. Youth do not make up the largest number of fatalities, but all overdose deaths are largely unnecessary and preventable, Sedgemore said. In 2020, 70 per cent of those who have died from the toxic drug supply fall between the ages of 30 and 59, and males account for 80 per cent of the deaths to date. Most overdose fatalities involved people dying alone indoors. One immediate way to reduce the harms from toxic illicit drugs to youth is to provide harm reduction and OPS services dedicated strictly to their demographic, Sedgemore said. “Youth are vulnerable to manipulation by adults,” Sedgemore said, adding young people are at risk of being exploited sexually or for money or other reasons. Specialized harm reduction services are already hard to come by in urban areas such as Vancouver but are even more scarce in smaller communities and rural areas, Sedgemore said, noting they originally came from a small community from the northern part of Vancouver Island. Plus, young people — especially those under the age of 18 — are often deterred from using harm reduction services or supplies by providers due to their age, or can come under increased scrutiny from staff at these locations, they said. Both of these situations make youth uncomfortable, Sedgemore said. It’s also critical that medical professionals, social workers or other service providers don’t push youth into treatment before they are ready, Sedgemore stressed. Doing so only puts youth at increased risk, forcing them to be more secretive about any illicit drug use and increasing the unwillingness to use harm reduction services or call emergency services in case of an overdose. Research shows abstinence education, or the "just say no to drugs" approach, is not as effective as talking openly about illicit drugs, the associated risks and, if youth should choose to use them, how to do it safely, Sedgemore said. However, there is also the need for more youth treatment beds and shorter wait-lists for youth seeking help, Sedgemore said, especially closer to their own communities. “I don’t think it’s great sending a youth away from their own hometown and the people youth are used to seeing every day.” The B.C. government plans to double the number of treatment beds for youth aged 12 to 24 who are struggling with substance use. A total of 60 young people under the age of 24 lost their lives to fentanyl poisoning from toxic street drugs from January to June 2020, according to the Ministry of Mental Health and Addictions. The province committed $36 million to create another 123 treatment beds for young people, in addition to 20 beds recently established at a new youth facility in the Fraser Valley. Prior to the recent announcements, B.C. had 103 treatment beds for youth. The new beds are part of a broader continuum of care the B.C. government is planning for young people that will include culturally safe, youth-specific services in both rural and smaller city centres, the ministry stated. Building on its network of youth-specific mental health and substance use services, the province will develop eight new Foundry centres, for a total of 19 youth hubs. Foundry centres provide primary care, youth and family peer supports, walk-in counselling, mental health and substance use services and social services all under one roof. Steve Ayers, program manager for the Foundry located in Campbell River on Vancouver Island, agreed that youth benefit from specialized services and being in charge of any decisions about their drug or alcohol use. “If a counsellor is going to really be impactful, they have to let the client drive the process of making changes around substance use,” Ayers said. “The objective of substance use counselling is to help youth have a better life, and what are some concrete ways that might happen, depending on their choices of course,” he said. Many youth use substances to deal with trauma or anxiety, so alternate tools or strategies need to be developed to help young people deal with that suffering, he added. It’s dangerous to assume youth overdoses due to illicit drugs are only a big-city problem, Ayers said. “It’s absolutely a misconception,” he said, adding the issues that fuel youth substance use exist in every community across Canada. However, youth generally don’t tend to be as entrenched with illicit hard drugs as some other age demographics, especially in rural areas where supply might be limited, Ayers said. “If there’s no supply (of illicit drugs) kids will find other things to do to cope with what they are struggling with,” he said. However, kids and families in rural or remote communities such as the Discovery Islands or small communities across North Vancouver Island can face additional challenges or gaps in accessing supports, Ayers said. Many Foundry services are now available online to try to mitigate the challenges for youth living in more isolated communities who need support, especially with travel limitations due to the pandemic, he said. The youth hub also works with schools to meet with students during class time for those who have to bus in and out of Campbell River. Young people and their families just need to reach out and the Foundry will try to find a fix for any stumbling blocks to service, Ayers said. “We always seem to be able to find them and reach them with help,” he said. “Unless they're just not reaching out at all. Another 12 people have died of COVID-19 in B.C. and 834 new cases have been confirmed, Provincial Health Officer Dr. Bonnie Henry announced Wednesday.There are now 8,941 active cases across the province, and the number of patients in hospital has risen to another new high of 337, including 79 in critical care.Henry acknowledged that many British Columbians are feeling worn down by the pandemic and feeling fatigued by months of restrictions on daily life."COVID-19 is taking a toll on all of us," she said. "I am asking you all to continue and do a little bit more."To date, there have been 34,728 confirmed cases of the disease in B.C., including 469 people who have died. A total of 10,201 people are currently in isolation because of contact with known cases of the virus.New sports banWednesday's update also includes a new ban on indoor adult team sports, including everything from basketball and hockey to cheerleading and combat sports. Children's sports are returning to Phase 2 guidelines, which means no contact, no travel and modified training.Henry said she knows some sports teams have ignored her order against travelling, and that ended with an old timers' hockey team in the Interior bringing back the virus from games in Alberta, resulting in dozens of cases in their local community.Henry declined to identify the community, but said the returned players infected family members and co-workers. She also said that the situation is not unique in B.C.'I'm asking you to stay home'Wednesday's update included two new community outbreaks — one at the Cove Shelter in Surrey and another at Millennium Pacific Greenhouses.There are also three new outbreaks in the health-care system, including two hospital outbreaks announced by Island Health on Tuesday. Currently, there are 54 active outbreaks in long-term care and assisted living and seven in hospitals.Though case numbers remain highest in B.C.'s Lower Mainland, the pandemic has caught up to the rest of the province. In the past three weeks, COVID-19 cases have stayed steady in Vancouver Coastal Health and doubled in Fraser Health — but they've gone up by nearly 500 per cent in the rest of B.C.As B.C.'s caseload continues to grow and hospitalizations creep ever higher, Henry said everyone needs to stay within their local communities when it comes to sports and recreational travel."I cannot order you not to get into a car or get onto a plane, but I'm asking you to stay home," she said.All community events and social gatherings involving anyone outside someone's immediate household remain banned as well.The current orders restricting social interactions, recreational activities and events are set to expire on Dec. 7. Henry said health officials will be reviewing them and looking at the evidence right up until the deadline to determine if they need to continue.Despite the grim news on the pandemic coming out of every daily briefing on COVID-19, Henry pointed to the U.K.'s approval of the Pfizer vaccine as a sign of hope."This is, of course, very exciting news for all of us … but it's going to be some time before we get there," she said.She added that while approved vaccines may arrive in Canada within weeks, in the meantime, B.C. continues to lose people to the disease every day and transmission is unchecked.Asked about whether the vaccine should be mandatory, particularly for those who work in the health-care system, Henry said Canada has never had mandatory vaccinations and that isn't going to change because of COVID-19.However, she said that anyone thinking of working in health who doesn't believe in vaccines or objects to immunizations should choose a different career.She was also asked about recent demonstrations by those who believe COVID-19 is a hoax and say she is hiding the truth. Henry said that those people represent a small minority in B.C., but it does make her angry to hear those things."This is very real. Ask anyone who has lost a loved one how real it is," she said.
The recommended quarantine time for close contacts of a positive COVID-19 case is being reduced by up to a week in the United States, but while some of Canada's health experts say a similar approach could be useful here, others aren't so sure.The U.S.-based Centers for Disease Control and Prevention (CDC) announced Wednesday it had shortened the recommended length of quarantine after exposure from 14 days to 10 — or seven days with a negative test result.Health Canada was still recommending a 14-day quarantine period as of Wednesday, but Dr. Zain Chagla, an infectious disease specialist at McMaster University, says cutting that time in half would be beneficial."It would be super important for the sake of incentivizing people to actually quarantine after exposure," he said. "And there's a lot of different things that could theoretically open up — getting health-care workers back to work, getting kids back to school — a lot of ways where this could ease the burden of potential exposure in society."The CDC had previously said the incubation period for the COVID virus could extend to 14 days, but the organization now says most people become infectious and develop symptoms between four and five days after exposure.Chagla says the 14-day window was likely inspired from SARS data, where the incubation period was longer.While isolation and quarantine are sometimes used interchangeably, Chagla says there's a difference in the terms. Isolation is for those who have tested positive, while quarantine is for people who may or may not actually have the virus, like close contacts of positive cases or those travelling into Canada. Isolation recommendations for positive cases vary, but are typically 10 days after symptom onset. Ashleigh Tuite, an epidemiologist at the University of Toronto, says a change in quarantine guidance reflects our evolving understanding of COVID-19."If you're exposed, it takes a couple days for you to become infectious, so (seven to 10 days) should be enough to tell whether you've got the virus," Tuite said. "But of course, that's assuming your experience is reflective of the typical course of infection."The key to the CDC's new guidance for Tuite is having the option to end quarantine at seven days with a negative test result. She suspects that's in place to stop people who have the virus but no symptoms from ending the quarantine period too early. A positive test at Day 7 would mean that person should continue to isolate, Tuite said, while a negative result would mean they could safely end quarantine, knowing enough time has passed since exposure to confidently assume they won't still get sick.Dr. Don Sheppard, the founder and director of the McGill Interdisciplinary Initiative in Infection and Immunity (MI4), says the CDC's plan makes sense scientifically, but there would be logistical issues in testing every COVID contact in Canada who wanted to end their quarantine at Day 7."It's impossible to do that," he said. "It's either 14 days of proper isolation, or it's seven days with a negative test, and right now our system cannot offer seven days plus testing to the public at large."Testing capacity does exist in certain situations, Sheppard said, like for health-care workers and other front-line staff that need a quicker quarantine to get back to work. He cautioned, however, that taking a test on Day 7 still means isolating for an extra day or two while awaiting results.Quarantine also needs to be done solo in order to work, Sheppard added, warning that the CDC guidance isn't meant as a loophole for holiday gatherings if your family isolates together for seven days before an event.He used an example of military recruits in the U.S. who were told to quarantine for 14 days before reporting to camp. A handful of positive tests (0.9 per cent) were caught upon arrival, suggesting true quarantine hadn't been followed. Those recruits were sent home while the rest underwent another group quarantine. When tested again two weeks later, the positivity rate had grown to 1.3 per cent."Why? Because there were people incubating and they turned positive. And those people infected others in their groups," Sheppard said. "So if you don't do strict, single-person isolation, you don't actually break the cycle of transmission, you just pass it around in your group."Tuite says that further illustrates the usefulness of a shortened quarantine period. A mother with young children, or someone who shares a small apartment with another person will find it harder to properly quarantine for longer periods, she said, as will someone who can't afford to take a full two weeks off work."It really comes down to having the means to do it," she said. "Can you survive for two weeks if you're not getting income? Can you isolate in a household with multiple people? "We need to have support in place so that people can quarantine, and that doesn't change whether it's for a week or 14 days. But it becomes much more challenging when it's for longer periods." The premiere of the six-episode series was seen by 1.4 million people the night it first aired, and by now has been seen by 9 million and counting.“It's a good example of how you can still have a water-cooler hit,” said Casey Bloys, HBO Programming president. “I will always point to good acting, writing and directing. It was a good story.”It was the most-watched night for HBO since the finale of “Big Little Lies” last year, which also featured Kidman and creator David E. Kelley.HBO also said it was the first time in network history that each episode of a series was seen by more people than the previous one, a powerful signal of how people were drawn into the mystery.“The Undoing” has generated more conversation on social media than any other new scripted television series this year, Nielsen said.
