In the wake of a pledge by the City of St. John's to spend $3 million to support a bid to host the Canada Summer Games in 2025, questions are being raised about that decision and whether such an event could be a success.On Monday, city councillors voted unanimously in favour of a plan that allots spending over three budget years starting in 2022.The agreement for future spending comes amid some sharp belt-tightening, with the Metrobus budget slashed by $800,000, and a proposal to increase sidewalk snow-clearing denied, as the city continues to struggle with both COVID-19 and financial problems that have been looming for years. That contrast has some people wondering about city hall's priorities. Ophelia Ravencroft, who recently ran in the Ward 2 byelection, has been vocal about increasing mobility services, like public transit and snow-free sidewalks. She said she isn't opposed to the Canada Games coming to St. John's, but says she's frustrated to see it approved so easily and quickly."We've had to fight so hard to get those things to the front of this conversation, to a legitimate position at all, but the minute an event like this comes up, automatically it's kind of, yes, we'll spend lots, we'll invest in this very heavily," she said Thursday."I think it shows we understand some things as being economic drivers and not others, and I think that's fundamentally flawed."Municipal politicians estimate the games could bring in $80 to $110 million to the St. John's region. Coun. Dave Lane called it "a smart investment.""When we look to a significant event that's going to pump money into the economy, into people's pockets, to support businesses and people's livelihoods, a small investment for such a huge gain is something we felt is important for us to do on behalf of residents and businesses in this city," Lane told CBC Radio's St. John's Morning Show.Ravencroft doesn't pick apart city hall's estimate that landing the games will be a boost to economy. But, she argues, the ability to ride the bus to work or shop instead of spending money on car insurance or taxis can also free up money to circulate within the city, and that needs to given equal weight."We can support economic drivers, but we should support all economic drivers," she said.An athletic reality checkThe city's $3 million is only a portion of what's required to run such a large-scale event. Looking to past Canada Games, the federal government can be expected to chip in about $40-million to implement the needed athletic infrastructure, said one expert, showing that what the city may pay out could end up only being a drop in the bucket compared to the return.Bas Kavanagh co-authored a report in 2014 to assess what was needed to host the games, and how best to prepare. As 2021 approaches, he said there's no way St. John's can meet those recommendations now."There's a difference between doing it, and doing it right," he said Friday.Kavanagh pointed to a laundry list of needed fixes: baseball and soccer pitches like the King George V Field need upgrades. The Swilers Rugby Club, the Newfoundland and Labrador Sports Centre and some Memorial University facilities require work, and rowing and cycling infrastructure also needs to be addressed.Along with physical buildings, his report recommended increasing supports to increase athlete performance. Ideas like a committee that monitors training programs and provides resources such as coaching skill upgrades, physiotherapists and massage therapists have not materialized.A lack of support translates into athletic standings, he said, leaving he province's athletes under-prepared for what may come in competition."We've been pretty pathetic performing at the Canada Games. And the opportunity to host, as the task force looked at it, would've been a good opportunity to get the athletes ready to compete and actually be competitive," Kavanagh said."But right now without those recommendations being followed, we wouldn't perform very well. And we wouldn't perform very well in 2025."Kavanagh said the province needs to act swiftly on that report from six years ago."Every day that we lose is going to impact performance in 2025," he said.Meanwhile, with the city's bid for the event now approved, the Canada Games Council will now review it. When neighbours first saw the smashed windows of a little library in the Sherwood neighbourhood of Charlottetown, they couldn't understand why someone would have done it.The little nest for books is plunked up like a mailbox and in its roughly six-week lifespan has seen many people come and go, exchanging books with crackly spines and even dropping off new ones. "I was sad, frankly," said Keith Burgoyne, who put it up just outside his house."Not angry or anything, just disappointed. It has been a constant source of joy for myself and, I think, for a lot of other people."In its relatively short time there, the door has been opened nearly 300 times by visitors, according to a counter Burgoyne installed inside.Then, last weekend the Plexiglas on its door was smashed in. Burgoyne posted a picture of it on Twitter, people were upset to hear what had happened and some even offered to help.And that help was quickly on the way.'Why not?'Burgoyne got a text from Ryan Roach, the owner of Glass Doctor of P.E.I., who offered to fix the library for free."Which was utterly unexpected," Burgoyne said, "but it totally turned things around. It was fantastic."Roach stopped by on Sunday to take a look, cut the piece of Lexan (similar to Plexiglas) on Monday and then screwed it into place Thursday morning."I just wanted to help out," Roach said. After seeing the post online he was discouraged to see that the library had been vandalized. Sometimes, he said, seeing that can make someone "lose a little bit of faith in humanity — so I figured I'd try my best to restore a little bit of that faith."When asked why he'd done it for free he said simply: "why not?" The little library is back up and ready for visitors to drop by to exchange their favourite titles and discover new ones. "Come on by, take whatever you'd like, leave whatever you'd like," Burgoyne said."Every time you leave a book you're probably going to make somebody happy, so it's kind of like putting forward a little bit of joy at a time when I think we could all really use it."More from CBC P.E.I.
ANCHORAGE, Alaska — U.S. Rep. Don Young of Alaska has returned to work after recovering from COVID-19, his office said.Young's staff said the veteran Republican lawmaker was back at work in his congressional office in Washington, D.C., The Anchorage Daily News reported Wednesday.The 87-year-old announced Nov. 12 he had tested positive for the coronavirus.In March, Young referred to the coronavirus as the “beer virus” before an audience that included older Alaskans and said the media had contributed to hysteria over COVID-19. His campaign manager told the Anchorage Daily News at the time that the virus’ impact is real and that Young was trying to urge calm.After contracting the virus, Young said he had not grasped the severity of the illness.“Very frankly, I had not felt this sick in a very long time, and I am grateful to everyone who has kept me in their thoughts and prayers,” Young said following his release from an Anchorage hospital Nov. 16.Young is now “preparing to fight harder than ever” for Alaskans, spokesman Zack Brown said.Voters last month reelected Young, Alaska’s lone U.S. representative, to serve his 25th term in office.Young has held his seat since 1973 and is the longest-serving Republican in congressional history.For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. The number of active cases of COVID-19 in Nunavut continues to fall, but it will be some time before community outbreaks are officially over, Chief Public Health Officer Dr. Michael Patterson said in a news conference Friday at the Legislative Assembly. The territory reported a total of 51 active cases on Friday, with eight new cases reported in Arviat, and says 155 people are recovered. Patterson says most people will be immune from catching COVID-19 again for at least two or three months. "It means that we are moving in the right direction and we can be optimistic," he said. Of those 51 active cases, 44 are in Arviat. The community is in lockdown and there is community transmission still happening."In Arviat, there has been progress but there continues to be evidence of community transmission," Patterson said. "I urge people to stay isolated if you have been told by public health to isolate."There also remain seven active cases in Whale Cove, but no cases are recent, he said.In Rankin Inlet all cases were reported as recovered as of Thursday.In a news release, Patterson said the community had "successfully flattened the curve," but said existing restrictions are still in place and won't be changed until everyone in the community is finished their mandated isolation. Watch it here:Moderna vaccine most 'appropriate' for NunavutWhen COVID-19 vaccines are available, Patterson said it's more likely that Nunavut will receive the Moderna vaccine because storage and shipping requirements for the Pfizer vaccine aren't appropriate for remote locations. If there is access in Nunavut to the Pfizer vaccine it will be in Iqaluit because of the cold storage required for the vaccine. "We're expecting that we won't get any of that vaccine in Nunavut," he said. A vaccine isn't a "magic switch" but "the more people get it, the less chance there will be of further outbreaks that are happening right now," he said.Patterson said the government is working on education and communications plans to "combat the misinformation" that could scare people into feeling the vaccine is unsafe. "It's certainly a concern," he said. "We'll do everything we can to ensure Nunavummiut have accurate, up to date information and that individuals will also have the right to make the choice."Help make holidays safe, says premierIn Rankin Inlet there will be residents isolating for the next 10 days at least and an outbreak can't be considered as over for around a month, Patterson said. Sanikiluaq won't be considered clear of COVID-19 until two weeks from now. "COVID-19 is not over in Nunavut. Everyone needs to ensure they do their part to bring us to zero active cases in the territory and remain committed and prepared for a potential resurgence of the virus," he said in a statement. Public health is following 752 people for symptoms of COVID-19 or contacts of people with the virus. "Our case numbers are going down but that does not mean that we can relax our hard work to eliminate this virus," Premier Joe Savikataaq said. "Let's stay safe and make sure this holiday season is as safe as possible for everyone." Anyone who may have had contact with COVID-19 is asked to call a COVID-hotline at 1-888-975-8601 between 10 a.m. and 6 p.m. ET, or to notify their community health centre, and isolate at home for 14 days, the Health department said.The department is asking residents not to visit their community health centres in person. Au cœur du litige se trouvait l’exploitation du Nitassinan (territoire ancestral traditionnel des Innus) qui a été exploité sans le consentement des Innus. L'entente qui a été ratifiée aujourd'hui prévoit notamment que l'entreprise minière fournira des paiements financiers, des avantages en matière d’emploi et des opportunités d’affaires aux communautés innues ainsi qu’une meilleure collaboration sur le plan environnemental. L’entente prévoit également que IOC présente des excuses. Les deux communautés se sont engagées à retirer les poursuites judiciaires qui avaient été intentées contre la compagnie. Cet accord a été baptisé « Ussiniun », ce qui signifie « renouveau » en langue innue. « Cette entente marque le début d’une nouvelle relation avec IOC, basée sur le respect et le partenariat. Les compensations et les retombées pour nos membres nous permettront de prendre encore plus en main le développement de notre communauté. Le respect démontré par IOC nous permettra de tourner la page sur un historique de conflits et de regarder l’avenir avec optimisme », a affirmé le Chef de Uashat mak Mani-utenam. De son côté, le président et chef de la direction de IOC, Clayton Walker, a déclaré : « Cette entente à long terme est une étape importante qui nous permet d'avancer ensemble et de construire des relations solides basées sur le respect, la confiance et les avantages mutuels. Trois organismes de la Côte-Nord ont procédé au lancement d'un nouvel outil qui permettra aux entreprises d'être plus en mesure de réagir face à une situation de violence conjugale en milieu de travail. Disponible en ligne, cette trousse permettra aux employeurs d'être mieux outillés face aux situations de violence conjugale qui peuvent affecter certains employés. Comme le mentionne Nadia Morissette du Centre Femmes aux 4 Vents, la violence conjugale n'a pas juste lieu au sein du domicile conjugal. Avec les moyens technologiques notamment, le harcèlement peut se poursuivre alors que la victime est à son lieu de travail. Mis en place par le Centre Femmes aux 4 Vents, le CAVAC Côte-Nord et la Maison des Femmes de Baie-Comeau , le site Web s'inspire d'actions pour prévenir la violence familiale à partir du milieu de travail ayant eu lieu dans d'autres provinces canadiennes. Les différents outils disponibles sur le site ont été réalisés par des ressources externes spécialisées œuvrant en violence conjugale. Pour Isabelle Fortin du CAVAC Côte-Nord, cette trousse va permettre aux employeurs d'avoir l'information nécessaire pour savoir comment réagir face à une situation de violence conjugale. Elle ajoute : « Si un employeur affiche clairement la politique contre la violence conjugale en milieu de travail, cela peut inciter une victime à aller chercher de l'aide.» Dans le combat contre la violence conjugale, le rôle des collègues est aussi important selon Hélène Millier de la Maison des Femmes de Baie-Comeau. Pour elle, les collègues de travail sont parfois capables de ressentir un malaise ou de percevoir des signes que quelque chose ne va pas chez une personne qui pourrait être victime de violence conjugale. Dans ces cas, la trousse pourrait permettre aux gens de savoir comment réagir. Les trois porte-parole rappellent que le but de cette trousse n'est pas de faire des employeurs des intervenants en violence conjugale, mais avant tout de bien les outiller face à ce type de situation. La trousse d'accompagnement a été réalisée grâce au soutien financier du ministère de la Justice. Les trois organisations documentent depuis une dizaine d'années la problématique de la violence conjugale sur la Côte-Nord. Pour illustrer la gravité du problème, Hélène Millier affirme qu'en 2015, la Côte-Nord était la région qui avait connu le plus haut taux d'infraction contre la personne commise dans un contexte conjugal selon les données de la Sécurité publique. Protection des travailleuses victimes de violence conjugale en milieu de travail Parallèlement au lancement de la trousse d'accompagnement, les trois organismes travaillent en collaboration avec le comité d'encadrement « Vers une politique de travail en violence conjugale » à faire reconnaître une obligation de protéger la travailleuse victime de violence conjugale en milieu de travail dans les lois du travail. WELLINGTON COUNTY – A newly-announced mobile addictions services van in Wellington County aims to bridge healthcare gaps in rural areas of the county. Stonehenge Therapeutic Community recently got $900,000 in funding from Ontario Health to enhance their addiction services. Kristen Kerr, executive director of Stonehenge Therapeutic Community, said about a third of this is going toward a project to serve the needs of rural Wellington County residents who face substance use issues. They are expanding their Rapid Access Addiction Clinics (RAAC), where there is only one in Wellington County, with a mobile van that can address issues with transportation, a common gap in health services in the county. “These clinics offer specialized medical addiction services and that can be hard to access when you live in a rural community,” Kerr said. “Sometimes it can be quite a long geographic distance to get to a clinic that is stationary. We have four existing clinics but most of them are far from Harriston for example.” Kerr said another issue in rural areas when accessing addiction services relates to anonymity. The thought is In a smaller community, people who are using such services can be more easily identified by other residents. The van itself will act as a mobile medical clinic that is staffed with a nurse practitioner. “It will be able to go to more central or accessible locations so that folks from the rural areas can more easily access the clinic,” Kerr said. The nurse practitioner can provide medicine services, addictions counselling and referrals. Kerr said they are working out the fine details with their rural healthcare partners such as precisely where the van will go in the county and therefore couldn’t say exactly where it will be making stops. Some of the funding is also going toward enhancing supportive housing they have in Guelph for those who face substance-use issues and have some level of involvement in the justice system. Kerr said the van concept was created from feedback about barriers clients face in rural areas and they will continue to listen and learn how they can improve. “I think listening to those who need to access service and listening to the voice of people with lived experience is key to knowing what more we need to do,” Kerr said. A family is left homeless after a fire engulfed their mobile home on 15 Wilson Avenue in Elgin on Dec. 1. Wanda MacDonald, her partner, three children and a son-in-law, escaped unharmed. They managed to save their six dogs and a cat, although one cat is still missing. “I was in the house, on Facebook at the time, when Jason (her son) yelled that the bike was on fire, (although) they’re not sure if that’s what caused it,” MacDonald said. The fire is still under investigation. The family has no home insurance to cover their losses. MacDonald and her family went into the house a few times to save their pets, even though the house was on fire. “A lot of people say animals are just animals, but they’re not. They’re family members,” she explained. She said her most immediate need is a three or four-bedroom place to rent. “That’s all I’m looking for--just enough space for my family. We’ve been calling around, but most places are rented,” MacDonald added. She said her family has been getting huge donations from people in the community, but her father’s home, located right beside hers, can’t store the couches, beds and other items they’ve received. “Our family is so grateful. I just want to say thank you to the community for helping out.” Country Squire in Gananoque had been letting them stay at the hotel, but “our last stay is tonight, we have to be out of there tomorrow,” she said. Her son Adam, 21, and her daughter both purchased brand new acoustic guitars for Christmas, but both guitars were burned in the fire. “That’s all they wanted for Christmas,” MacDonald said. WASHINGTON — President-elect Joe Biden is adjusting the scope of his agenda to meet the challenges of governing with a narrowly divided Congress and the complications of legislating during a raging pandemic.Rather than immediately pursue ambitious legislation to combat climate change, the incoming administration may try to wrap provisions into a coronavirus aid bill. Biden's team is also considering smaller-scale changes to the Affordable Care Act while tabling the more contentious fight over creating a public option to compete with private insurers.Biden is already working on an array of executive actions to achieve some of his bolder priorities on climate change and immigration without having to navigate congressional gridlock.The manoeuvring reflects a disappointing political reality for Biden, who campaigned on a pledge to address the nation's problems with measures that would rival the scope of Franklin Delano Roosevelt's New Deal legislation. But Democrats acknowledge that big legislative accomplishments are unlikely, even in the best-case scenario in which the party gains a slim majority in the Senate.“Let’s assume my dream comes true,” Senate Democratic Whip Dick Durbin said, referring to a tight majority for his party. “I think we have to carefully construct any change in the Affordable Care Act, or any other issue, like climate change, based on the reality of the 50-50 Senate.”“There’s so many areas, which we value so much that Republicans do not, that it will be tough to guide through the Senate under the circumstances,” the Illinois Democrat added.Biden's agenda hinges on the fate of two Senate runoff races in Georgia, which will be decided on Jan. 5. If Democrats win both seats, the chamber will be evenly divided, with Vice-President-elect Kamala Harris casting the tie-breaking vote.In that event, Biden's agenda items stand a better chance of at least getting a vote. If Republicans maintain control, Senate Majority Leader Mitch McConnell might not bring the new president's priorities to the floor.Biden's initial focus on Capitol Hill will be a multibillion-dollar coronavirus aid bill, which is certain to require significant political capital after lawmakers have been deadlocked over negotiations on Capitol Hill for months.The president-elect said Thursday on CNN that while he supports a $900 billion compromise bill introduced this week by a bipartisan group of negotiators, the bill is “a good start" but it's “not enough” and he plans to ask for more when he's in office. His team is already working on his own coronavirus relief package.People close to Biden's transition team say they're looking at that stimulus as a potential avenue for enacting some climate reforms — like aid for green jobs or moving the nation toward a carbon-free energy system — that might be tougher to get on their own.Durbin mentioned President Barack Obama’s first term as a precedent for what Biden will encounter when he takes office.Then, Obama was forced to focus much of his early energy on a stimulus package to deal with the financial crisis, and he spent months wrangling with his own party on his health care overhaul. Obama also enacted financial regulatory reform, but other progressive priorities, like cap and trade legislation and immigration reform, ultimately lost steam.And he had a significant House and Senate majority at the time.Still, some Republicans argue that if Biden approaches negotiations in good faith, there are some common areas of agreement. Rohit Kumar, the co-leader of PwC's Washington National Tax Services and a former top aide to McConnell, said it's possible to find a compromise on some smaller-scale priorities, like an infrastructure bill, addressing the opioid crisis and even a police reform bill.“There is stuff in the middle, if Biden is willing to do deals in the middle — and that means being willing to strike agreements that progressive members don’t love, and maybe have them vote no, and be at peace with that,” he said.Indeed, speaking on CNN Thursday, Biden expressed optimism about cutting deals with Republicans. He said when it comes to national security and the “economic necessity” of keeping people employed and reinvigorating the economy, “there's plenty of room we can work.”Still, he acknowledged, "I’m not suggesting it’s going to be easy. It’s going to be hard."But here, progressives, not Republicans, could be the roadblock. Waleed Shahid, spokesperson for the liberal Justice Democrats, said progressives are “worried and anxious” about Biden's history of making what he called “toxic compromises with McConnell."“I think progressives will probably play a key role in trying to push Democrats to have a spine in any negotiations with Mitch McConnell,” he said. “People will hold him accountable for what he ran on.”Shaheed said he believes progressives could play a role in pushing the Biden administration to embrace a more “aggressive approach” and pursue executive actions to address some Democratic priorities.And indeed, Biden’s transition team has already been at work crafting a list of potential unilateral moves he could take early on.He plans to reverse Trump’s rollback of a number of public health and environmental protections the Obama administration put in place. He’ll rejoin the World Health Organization and the Paris climate accord and rescind the ban on travel from some Muslim-majority countries. He could also unilaterally reestablish protections for “Dreamers” who were brought illegally to the U.S. as children.But some of his biggest campaign pledges require congressional action and are certain to face GOP opposition.Biden has promised to take major legislative action on immigration reform and gun control, but prior legislative efforts on both of those issues — with bipartisan support — have failed multiple times.He’s also pledged to roll back the Trump tax cuts for the wealthy, forgive some student loan debt and make some public college free — all heavy lifts in a closely divided or Republican-controlled Senate.“It’s easy to be skeptical and pessimistic in this Senate,” Durbin said. “I hope that they give us a chance to break through and be constructive and put an end to some of the obstruction.”Alexandra Jaffe, The Associated Press
The common-law spouse of the man responsible for killing 22 people in April's mass shooting in Nova Scotia has been charged with providing the gunman with ammunition he used during the rampage, but police say she and two relatives who are also charged did not know how it would be used. Lisa Diana Banfield, 52, of Dartmouth is alleged to have unlawfully transferred .223-calibre Remington cartridges and .40-calibre Smith & Wesson cartridges between March 17 and April 18, 2020. James Blair Banfield, 64, of Beaver Bank, N.S., and Brian Brewster, 60, of Lucasville, N.S., are also facing the same charge under Section 101 of the Criminal Code.RCMP would not comment on the relationship between Lisa Banfield and the two men. CBC News has learned the men are the older brother and brother-in-law of Lisa Banfield. RCMP said in a news release Friday that the three had "no prior knowledge of the gunman's actions on April 18 and 19." That weekend, Gabriel Wortman killed 22 neighbours, acquaintances and strangers in several communities in rural Nova Scotia while masquerading as an RCMP officer.He torched his own cottage and garage, and three other homes over a 13-hour period before being shot dead by police at a gas station in Enfield, N.S., after a lengthy search.RCMP say the ammunition was purchased in Nova Scotia.On Friday, Lisa Banfield's lawyer declined to comment on the charge. History of domestic violenceBanfield is suing Wortman's estate, which was initially valued at more than $1.2 million. In her statement of claim, which was filed with the Nova Scotia Supreme Court, she said she was the victim of an assault and battery, and she suffered physical, emotional and psychological injuries and trauma. In June, she also renounced her right to be the executor of his will. There is a separate proposed class-action lawsuit against the gunman's estate that alleges it is liable to the families of the victims who lost their lives or those who were injured due to his actions.Several people told investigators that the gunman had a history of violence and was abusive, according to search warrant documents. A woman who used to live in Portapique said in 2013 she reported to RCMP that the denturist had illegal weapons and had tried to strangle Banfield.Brenda Forbes said she's never heard what happened to her complaint. But she said RCMP officers told her at the time that since she didn't have photos of the weapons and Banfield had not lodged a complaint, they were limited in what they could do. The day the rampage started, Wortman and Banfield were celebrating their anniversary, according to the court documents. The couple worked together and lived above Wortman's denture clinic on Portland Street in Dartmouth and spent time at the cottage they shared in Portapique. Banfield has never spoken publicly about what happened in April.RCMP have said the violence started when the gunman attacked and restrained her. She escaped and later told investigators she initially hid in a truck before spending hours in a wooded area in Portapique before knocking on a neighbour's door around 6 a.m., according to a summary of interviews she gave RCMP.All three accused are scheduled to be arraigned in Dartmouth provincial court on Jan. 27.Illegal weapons usedInvestigators have previously said they don't believe the gunman had a firearms licence.Police have never released the exact type of weapons Wortman used in the rampage, but they've said he obtained pistols and rifles illegally. Three came from the U.S. and one came from the estate of someone he knew in Canada.Through an access-to-information request, The National Post learned Wortman used two semi-automatic rifles and two pistols in the rampage. The details were revealed in briefing notes to Prime Minister Justin Trudeau.Wortman also took the service pistol belonging to Const. Heidi Stevenson, who he killed in Shubenacadie.On Friday, RCMP declined to answer questions about the charges, the first laid in relation to the mass shootings."To ensure a fair trial for those who have been charged and with the public inquiry now ongoing, the most appropriate and unbiased opportunity to provide any additional information is to do so with our full participation in the inquiry," said Supt. Darren Campbell in a statement. The final report from a public inquiry is expected in November 2022. Charges a 'relief' for familiesLawyer Robert Pineo, who is representing the families of the victims, said they are "relieved" about the charges."They've felt throughout that this was a major piece of the puzzle that was missing. Through circumstantial evidence and some information from the community, [they] have felt there was some involvement beyond the killer himself," said Pineo. "So this information has helped put their minds at ease, to a point."His clients are involved in two class-action lawsuits: one against the killer's estate, and one against the province and the RCMP for the police response during the tragedy.Pineo said his clients feel like the RCMP haven't been "open at all" throughout their investigation."There has been sporadic communication with the families, but usually nothing of substance, as far as who's being investigated, what avenues are being investigated — even information about their own deceased family members has been lacking," he said. "So the more information that comes forward, the more relief they feel."Michael Arntfield, a criminologist at Western University in London, Ont., agreed there has been little information provided throughout the investigation."That's their prerogative, but [the new charges] provides some reassurance that investigation now has been confirmed to have been underway behind the scenes, and that people who aided and abetted Mr. Wortman will have to answer to that," he said.Arntfield suspects more charges could be laid. He said there are still many unanswered questions about things like the gunman's mocked-up police vehicle and how he was able to obtain his illegal weapons."These latest charges show that Wortman was not a one-man operation and he relied on accessories," Arntfield said. "There's just too many moving parts for him to have pulled this off unassisted."He said the decision to charge the gunman's common-law spouse is "going to be fraught with problems."On one hand, he said it's clear that Banfield had knowledge of Wortman's weapons and police regalia, but on the other, "you have a documented victim of domestic violence who, obviously, wouldn't feel safe necessarily disclosing this to the police.""Her role as a stakeholder was identified by the police as only a victim, and now it seems there's been an about-face on that," said Arntfield. "So, what we're missing is the pieces in between that would confirm why that change was deemed necessary."
BERLIN — Veteran German diplomat Helga Schmid, a key behind-the-scenes negotiator of the 2015 nuclear accord with Iran, was named Friday as the new administrative head of the Organization for Security and Co-operation in Europe. The Vienna-based regional security organization plays an important role in trying to resolve conflicts in Europe and on its periphery, including Ukraine. Its 57 members include Russia and the United States. A career diplomat, the 59-year-old Schmid was the German embassy's spokeswoman in Washington during the early 1990s, before taking senior roles at the German Foreign Ministry in Berlin, and later moved to Brussels. She spent the last four years as the head of the EU's diplomatic service. The post of OSCE secretary general comes with a three-year term that can be renewed once. The secretary general is the administrative head of the OSCE, complementing the presidency which rotates annually among member states. COVID-19 has made things difficult for municipalities, especially when it came to tax collection for the 2020 tax year. During a normal year, Tisdale has a reminiscing tax discount period from May to November, with a 15 per cent tax discount for those residents who pay in May and the discount diminishing over the following months by five per cent, said Brad Hvidston, Tisdale’s administrator With COVID causing financial challenges for residents, Hvidston said they changed the rates so the discount dropped by two per cent over the following months so that residents could still take advantage of the discount if they paid later. While Al Jellicoe, Tisdale’s mayor, said this was appreciated by residents, tax payments came into the town as usual with 95 per cent of property taxes paid by the end of May, Hvidston said. People save up during the year, he said, in order to take advantage of that discount. “By the time COVID hit in March and taxes were due in May, a large amount of people had their taxes mostly accumulated by them. I'm anticipating that next year will be the year that we see the impact on COVID.” With tax challenges being expected for the coming year, Hvidston said the council will have to decide how they can help residents deal with this in the future. Ontario reported another 1,780 cases of COVID-19 and 25 more deaths from the illness on Friday, as the provincial government announced the members of its vaccine distribution task force.The province also said three more regions are moving into new levels of the province's colour-coded restrictions framework for at least 28 days. York Region continued to avoid being placed in lockdown despite being among the hardest hit regions after Toronto and Peel.As of Monday, Middlesex-London and Thunder Bay will be in the orange "restrict" tier, while the Haliburton, Kawartha, Pine Ridge District Health Unit will move into the yellow "protect" category."Over the last seven days we have seen the trends in key public health indicators continue to go in the wrong direction in these three regions," said Minister of Health Christine Elliott in a news release.The new cases reported Friday include 633 in Toronto, 433 in Peel Region, 152 in York Region and 94 in Durham Region. The interim report, which comes amid surging cases, notes 100 homes have seen an outbreak in the last six weeks, with 300 more deaths.Among them is a call to reintroduce comprehensive annual inspections, known as Resident Quality Inspections (RQI), which were eliminated by the province in the fall of 2018. The process required a minimum of one thorough, unannounced inspection each year. Only 27 homes were inspected last year, far fewer than in previous years, the report states. Inspectors looked at only 11 of the province's 670 nursing homes proactively from March 1 after the pandemic hit to Oct. 15.Inspectors issue mandatory orders only in "extreme circumstances," the report says, noting only 21 were handed out between January 2019 and August 2020. The Humboldt Special Olympics Floor Hockey Team took home the Special Olympics Canada Team of the Year Award. TSN hosted the award ceremony on Facebook Live on Dec. 3 with athletes and coaches sending in their thank you videos for the ceremony. The team has been collecting the hardware over the last two years with a bronze medal win during the 2019 Special Olympics Ontario Invitational youth games in Toronto and another bronze win at the Special Olympics Canada Winter Games in Thunder Bay 2020. Floor hockey has been part of the Humboldt Special Olympics sporting list for the last 16 years. Ever since the team lost fellow teammate, Brody Hinz, in the Humboldt Broncos bus crash, the team has played to honour him, said Vic Rauter, a TSN announcer, during the ceremony. “Since the loss of their friend and teammate, the Special Olympics Humboldt Broncos floor hockey team have been on a mission to honour those lost and those who were affected.” This award comes on the cusp of two provincial awards in October, another team award for the floor hockey team and a coaching award from coach Brain Reifferscheid. Reifferscheid said the award was unexpected and the coaches and players are pretty happy and proud and excited and humbled by the honour, he said. The provincial award was enough of a surprise for the team to wrap their heads around and celebrate but it was not long after before they were contacted by Special Olympics Canada about their national award. This will be the second year in a row that a Humboldt Special Olympics athlete or team has received a national award from Special Olympics Canada, with Tianna Zimmerman from Englefeld taking home Athlete of the Year during the 2019 award ceremony as well as the provincial honour that same year, just like the floor hockey team. This two year stretch at both the national and provincial level said a lot about the Special Olympics Humboldt, Reifferscheid said. “We've got a group of athletes that are very sports-minded and committed to achieving high goals. It also says something about the Special Olympics Humboldt organization, all the volunteers and coaches and all the sports. Denmark on Friday agreed on a deal with parliament to put at least 775,000 electric or hybrid cars on Danish roads by 2030 in its latest move to reach its ambitious target reducing greenhouse gas emissions by 70% in 2030. The government also announced a broader aim of having as many as one million low or zero-emission cars on the road by 2030, but the current deal would secure financing for the first 775,000. There are currently only around 20,000 electric cars in Denmark, a fraction of the 2.5 million cars currently on Danish roads.
