WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He maintains a lofty position with Trump, and despite their differences the two see eye-to-eye on quite a lot.Still, Senate Democratic leader Chuck Schumer quipped: “I guess he’s the next one to be fired.”Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud.That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime official announced he would step aside from that position because of the memo.The Trump campaign team led by Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that partisan poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence.But local Republicans in some battleground states have followed Trump in making unsupported claims, prompting grave concerns over potential damage to American democracy.Trump himself continues to rail against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. He said a remedy for many complaints would be a top-down audit by state or local officials, not the U.S. Justice Department.“There’s a growing tendency to use the criminal justice system as sort of a default fix-all," he said, but first there must be a basis to believe there is a crime to investigate.“Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. ... And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. Fines totalling more than $180,000 were issued to people accused of breaking Manitoba's COVID-19 rules in the last week, the province said Tuesday.Of the 100 tickets issued, nearly half were for not following various public health orders. In total, 20 per cent of the tickets were related to gatherings larger than five people, Premier Brian Pallister said at a news conference on COVID-19 enforcement."It's critical right now that we don't gather with people outside of our households, and we need the full participation of all Manitobans in order for these strict public health measures work," he said at a news conference.In addition, 22 fines worth $5,000 each were issued to businesses, for various offences. Of those businesses, Springs Church in Winnipeg was given four fines totalling $20,000 related to a large drive-in service held last weekend contrary to public health orders, according to data from the province.One person was also fined $1,296 over that service. Enforcement officers are still investigating and are expecting to hand out more tickets."There will be consequences for those who disregard public health orders," he said. "It's incredibly disappointing that anyone would blatantly disregard public health orders in place to protect Manitobans."The Superstore in Brandon, Man., was also fined twice, and now owes $10,000, the province says.In addition, 23 tickets worth $298 each were issued to people for not wearing a mask in indoor public places. The remaining seven were band bylaw tickets issued by Manitoba First Nations Police Service.In all, a total of $181,574 in fines was issued from Nov. 23 to 29, up from $126,082 a week earlier.The Church of God in Sarto, Man., near the city of Steinbach, was fined $5,000, and six people were given individual tickets of $1,296, after the church tried to hold a large drive-in service on Sunday. They were blocked by RCMP officers, which led to more than 100 cars lining the highway trying to get into the church's parking lot.Pallister said 30 tickets have also been issued to people who took part in a large demonstration in Steinbach on Nov. 14. Officers are investigating and are expecting to hand out additional tickets, he said.Pallister says if repeat offenders don't get the message, the province could find other ways to get people to stay home, including tougher fines. "The fact is, if you take $1,000 out of somebody's pocket, then that better be a deterrent. And if it isn't, $5000 will be," he said."And if it's a store and it does it again, you can close them. So the fact of the matter is we've got more serious steps we could take if we need to. NEW YORK — The annual publishing convention and trade show known as BookExpo, a decades-old tradition where guest speakers have ranged from Bill Clinton to Margaret Atwood, may be coming to an end. ReedPop, which has managed BookExpo for a quarter century, announced Tuesday that effectively immediately it was “retiring” the event, along with the fan-based BookCon and merchandise-based UnBound. Any future for the convention depends on the wishes of the book community. As in other industries, publishers have debated the necessity of holding BookExpo when much of the business once conducted there has moved online. BookExpo used to be rotated around the country, from Los Angeles to Chicago to Washington, D.C., but it was held almost exclusively in recent years in Manhattan’s Jacob Javits Center. New York publishers looked to reduce costs, including cutting back sharply on how much space they purchased on the convention floor. Earlier this year, BookExpo and BookCon were held virtually because of the coronavirus. The status for next year's show was already in doubt. "The pandemic arrived at a time in the life cycle of BookExpo and BookCon where we were already examining the restructure of our events to best meet our community’s need," Reed event director Jennifer Martin said in a statement. "This has led us to make the difficult decision to retire the events in their current formats, as we take the necessary time to evaluate the best way to move forward and rebuild our events that will better serve the industry and reach more people than we were able to before. We remain committed to serving the book community and look forward to sharing more information in the future.” Penguin Random House CEO Markus Dohle, who has praised BookExpo as a chance for the industry to gather under one roof, said in a statement that he hoped such occasions would happen again. “Among the many traditions we greatly missed this year was having an industry event that brings together booksellers, authors and publishers," he said. Usually held in late spring, BookExpo was once a prime venue for upcoming books to “break out,” and for publishers to place orders with booksellers and bring in top authors to meet with store officials, agents, librarians and journalists. At a given convention, a dais might be shared by Atwood, William Styron and Margaret Thatcher, or by Bill Murray and Julia Child. At a 2006 luncheon in Washington, speakers included Amy Sedaris and John Updike, whose elegy for all the Manhattan bookstores now closed so moved the audience that few remembered what was said by the third featured author, a first-term senator from Illinois, Barack Obama. But over the past few years, visiting authors lacked the star power of previous guests, and attendance fell to the point where sizable parts of the Javits centre floor were empty. In 2018, when Michelle Obama was looking to promote the fall release of her memoir “Becoming,” she didn't come to BookExpo, but instead addressed the convention of the American Library Association. And this year highlighted doubts over whether an in-person gathering raises sales: The market has remained stable despite the pandemic and the convention being held online. Meanwhile, other industry meetings continue, including regional shows and the increasingly popular Winter Institute, managed by the American Booksellers Association. The Winter Institute will be held virtually in February 2021. "The retirement of BookExpo feels like the end of an era," ABA CEO Allison K. Budget talks will continue but Southgate council has provided its feedback on major projects proposed for next year. While council can only approve the budget for the next year, members are presented with 10-year forecasts so they can look ahead at what’s coming. These are only projections. Projects sometimes get delayed for reasons beyond the control of the municipality, or moved forward if there is a good grant opportunity. The project funding doesn’t only come from the same year’s taxation. Projects are also financed by development charges, township reserves, transfers from other levels and in some cases by loans or grants. PLANS FOR TOWNSHIP FACILITIES ARE COMPLEX A big discussion is planned on facilities. Staff had originally proposed construction of a new multi-use facility in 2021. That has been delayed by more pressing needs for increased staff space due to COVID-19. Still, questions remain about that facility and its timing, whether any money will be dedicated to the Olde Town Hall pending proposals from private parties in the upcoming Request for Proposal. Right now, the building department is now operating out of the library, and council is meeting virtually. Discussions will include whether the council should return to the chambers or leave the space to allow more room for staff at the Hopeville office. Other facilities needing to expand are the fire station and Dundalk depot. In the past, the CAO has mentioned putting the Dundalk works and the township building departments in Dundalk, as the county has plans (no date yet decided) to move its sand dome out of town. In general discussion of the capital projects, councillors raised questions about costs expected from growth, especially in Dundalk. The CAO said that new development helps keep rates down. Instead, right now, the force that is a pressure on taxes is the need to keep roads and bridges in good condition, he said. LIBRARY The library anticipates an expenditure of $40,000 to expand the collection, for furnishings and to go to an infrastructure reserve in 2028. FIRE About $725,000 is budgeted in 2021 with the main expense being adding a new rescue/pumper/tanker. In 2022, about $300,000 for an expansion of one bay is forecast. ROADS The proposed roads budget is $3.7 million. That includes various construction projects as well as a plow truck, a loader and a one-tonne truck replacement. At an earlier discussion on Nov. 17, public works manager Jim Ellis asked council to consider whether it wanted to continue having staff work with outside contractors on infrastructure projects. Many paving projects are planned. The 2019 road conditions study found that about one-third of the hard-top roads in Southgate have a condition rating of 5 or less, meaning they need replacement of surfacing and are past asphalt maintenance strategies. Mr. Ellis posed the possibility of turning sections of low-traffic roads back to gravel to save money on roads needing re-construction. He said while 50 to 200 vehicles per day would be typical in that category of road, some sections had an average of seven vehicles per day, with the maximum of 35 in one day in a two-week study. So while a section of road like that might pop up closer to the top of the list for repairs, he said, it might be more worthwhile to put the money into a more-travelled road from slightly lower on the list. Elle est maintenant en mesure de comparer les résultats observés avec ceux de septembre dernier. La conclusion : il faut agir, dès maintenant ! «Les jeunes de 18 à 24 ans forment, comme il y a deux mois, le groupe le plus susceptible de présenter des symptômes significatifs d’anxiété ou de dépression majeure (46 %). Les travailleurs de la santé ont toujours eux aussi une prévalence élevée d’anxiété ou de dépression probable (31 %). Les personnes en télétravail s’ajoutent maintenant au lot des personnes affectées psychologiquement par la pandémie dans une proportion de 27 %», précise Mélissa Généreux qui est également médecin-conseil à la Direction de santé publique de l’Estrie. Réalisée auprès de 8 500 adultes, l’enquête s’est déroulée du 6 au 18 novembre dernier dans toutes les régions du Québec. On y apprend que : · Un adulte sur 4 (un jeune adulte sur 2) rapporte des symptômes compatibles avec un trouble d’anxiété généralisée ou une dépression majeure. Ce phénomène est en hausse, surtout chez les hommes et les jeunes. · Les idées suicidaires sérieuses sont 2 fois plus fréquentes qu’avant. · Les troubles psychologiques sont nettement plus présents à Montréal. · Les travailleurs essentiels et les télétravailleurs sont davantage touchés. · Tant la pandémie que l’infodémie influencent la santé psychologique. · Le sentiment de cohérence demeure un facteur protecteur très important. · La consommation abusive d’alcool est en hausse chez les 35 ans et plus. · Seuls 6 adultes sur 10 seraient prêts à recevoir un vaccin (en baisse). · Les consignes sont perçues comme étant exagérées et peu claires par plus du quart de la population. «Alors que l’homologation de vaccins approche, le désir de se faire vacciner diminue. Elle ne se traduit pas par un refus, mais plutôt par une plus forte hésitation à se faire vacciner. Nous attribuons une partie de ce phénomène au faible sentiment de cohérence et aux attitudes négatives face aux consignes gouvernementales : selon l’étude de novembre, ces consignes sont perçues comme étant exagérées et peu claires par plus du quart de la population», explique la professeure-chercheuse en santé publique. Malgré des résultats somme toute inquiétants, Mélissa Généreux est toutefois confiante. «Plus nous en connaissons sur la nature, l’ampleur, la distribution et l’évolution des impacts psychosociaux de la pandémie et les facteurs de risque ou de protection associés, plus nous pouvons éclairer les décisions prises par les autorités. Je suis vraiment fière que nos dernières recommandations permettent aujourd’hui des collaborations pour assurer une prise en charge concrète et immédiate de la situation». En effet, le ministère de la Santé et des Services sociaux, par l’entremise du ministre Lionel Carmant, annonçait des investissements de 100 M$ en santé mentale le 2 novembre dernier. Pour instaurer des solutions concrètes à court terme, le ministère s’est adjoint les services de la docteure Mélissa Généreux qui a coordonné avec la communauté de Lac-Mégantic des projets contribuant à renforcer la résilience des individus et des collectivités. Elle agira comme conseillère sur le déploiement de l’organisation pour tout le Québec, d’équipe d’éclaireurs en santé mentale. «L’expertise a été et est encore développée en Estrie, et toutes les instances impliquées collaborent de façon coordonnée. Nicole Tom has been elected chief of the Little Salmon Carmacks First Nation in Yukon.Tom defeated Edward Skookum in Monday's election, with 214 votes to 149.Meanwhile, Shirley Bellmore was elected the elder councillor with 218 votes. She was up against Billy Van Fleet in the race who had 147 votes.Chantelle Blackjack with 219 votes and Toni Blanchard with 172 were elected as the two Crow clan councillors. They were up against Terry Billy who was one vote shy of beating Blanchard (171 votes), and Joseph O'Brien with 114 votes.Tanya Silverfox with 212 votes and Calvin Charlie with 142 were elected as the two new Wolf clan councillors. The pair were up against four others including Veronica Burgess with 64 votes, Cody Cashin with 75 votes, Bill Johnnie Jr. with 121 votes and Jo-lene Mullett 69 votes.COVID-19 preparedThe Chief Electoral Officer Raelina Jobin previously told CBC News that the polling centres were set up to prevent the spread of COVID-19.That included a voting process set up to encourage physical distancing and voters leaving by a different door, Jobin said.Voters could go to polling stations at the Heritage Hall in Carmacks, Jobin said, and in the Fireside Room at the Yukon Inn in Whitehorse.Jobin said citizens were also allowed to arrange to cast a special ballot at a different location such as their home if they chose.
The remains of a 17-year-old soldier were unearthed four years ago in Belgium — and it turns out they are those of a member of the Newfoundland Regiment, who fought in the First World War and died 103 years ago. The details of the discovery and identity were announced Tuesday at an event at The Rooms in St. John's, with the provincial archivist being acknowledged as having played a major role in the process. Pte. John Lambert died Aug. 16, 1917. He was born July 10, 1900, in St. John's, according to officials with the Department of National Defence and the Canadian Armed Forces. His remains were discovered during an archeological dig near St. Julien, Belgium. There were three other sets of human remains found, but it's not clear if the others have been identified. Lambert's name was memorialized on the Beaumont-Hamel Newfoundland Memorial in Bowring Park, which commemorates soldiers from Newfoundland who died during the First World War and have no known grave. Lambert lied about his age to fight in warAccording to a biography on the federal government's website, Lambert lied about his age and claimed he was 18 years old when, in fact, he was 16. He joined the 2nd Battalion in Scotland, and made his way to France, where he joined the 1st Battalion of the Newfoundland Regiment in June 1917. Members served with the 88th Brigade of the 29th Infantry Division of the British Expeditionary Force.On Aug. 16, 1917, an attack was launched by the Newfoundland Regiment — in what become known as the Battle of Langemarck — with members successfully overtaking the enemy's trenches and bunkers. Lambert suffered wounds during the attack, and later died from them. Another 26 men were killed in that battle. N.L.'s provincial archivist played key roleLambert's remains were found alongside a number of artifacts in 2016. Those included a shoulder title of the Newfoundland Regiment, an Inniskilling Fusiliers cap badge, two Hampshire Regiment shoulder titles, general service buttons, British bullets and a few other small items.DNA samples from the soldier's descendants made it possible to confirm Lambert's identity — making it the first time a Newfoundland Regiment soldier has been identified by this process, according to the provincial government. It was Greg Walsh, the provincial archivist and director of The Rooms' provincial archives, who "provided vital archival research to locate Private Lambert's direct descendants," according to a Newfoundland and Labrador government media release. Walsh, speaking to reporters at Tuesday's event, praised Lambert for being "so courageous."When pressed about the fact that this was the first local case of its kind, Walsh acknowledged the significance, but noted it was a team effort. "I just feel like it was one of the most rewarding things I have ever done, I have ever been asked to do, and I'm so proud of the work I did, and the work we did as a team," he said. "I do feel like we have put a name to a face and that's a huge part of what we do as archivists and we don't get to do that everyday."Patience and tenacityHow Walsh got to the point of identifying the remains was a lesson in patience and tenacity. "Military records confirmed there were 16 Newfoundland Regiment soldiers who had fought in the vicinity, with no known grave. Walsh, began his year-long search with this list of 16 soldiers and proceeded to find living descendants for 13 of the 16," reads a statement. Walsh combed through many information sources, including vital statistics registers, census records, newspaper records, phone books and online search engines, to find anything that might help with the process. Ultimately, it was a combination of historical, genealogical, anthropological, and DNA analysis that helped the Casualty Identification Review Board identify Lambert, according to the government's website.Col. Perry Grandy, who is chairman of the Royal Newfoundland Regiment Advisory Council, said identifying Lambert, and the process that led to that, are both significant. "This has connected our modern day life with something that happened in history that we only read about," Grandy said. Burial to come at 'earliest opportunity'The Canadian Armed Forces have notified Lambert's surviving next of kin, and are providing them with ongoing support, according to the government. Lambert, who was born to Richard and Elizabeth Lambert, will be buried at the Commonwealth War Graves Commission's New Irish Farm Cemetery in West-Vlaanderen, Belgium, as the "earliest opportunity," according to the federal government. It's expected that family members, along with representatives from the Canadian, United Kingdom and Belgian governments will attend, as will representation from the Canadian Armed Forces. FRANKFURT — The OPEC oil producers' cartel was to push ahead with a new round of discussions Tuesday about how much to pump next year as countries wrestled over whether to extend the production cuts that have been supporting prices depressed by the pandemic.Members adjourned a videoconference after a first day of deliberations Monday ended without an agreement. They also put off from Tuesday to Thursday a meeting with non-OPEC oil producers like Russia, who have been co-ordinating their actions with the cartel in recent years to increase their influence.Oil producing countries face a difficult situation. The pandemic has sapped demand for fuel across the economy, which induced them to cut back production this year to keep prices from sagging even more than they have. Yet the lower production means less revenue for governments that depend on oil sales to fill state coffers.And the outlook for demand is mixed across the globe; economies in the U.S. and Europe have been disrupted by a second upsurge in coronavirus infections, while activity and travel in China have rebounded more strongly.Oil traded 19 cents lower at $45.15 per barrel Tuesday on the New York Mercantile Exchange. That is off from $63 at the start of 2020.The sag in demand has been reflected in lower prices to consumers for auto fuel in the U.S. Gasoline prices at the pump dipped well below $2 per gallon in many parts of the country in May as the pandemic took hold, and have remained flat after a mild rebound. The U.S. average was $2.12 as of Nov. 30, down 45 cents from the same week a year earlier but little changed from this summer, according to the U.S. Energy Information Agency.Analysts at UniCredit bank said the oil producing countries were likely to agree to extend this year's production cuts of about 7.7 million barrels a day.“In our view, the delay should not be a concern and we still expect the current curbs to be extended into the first quarter of 2021,” they said, adding that it is not unusual for OPEC meetings to last longer than scheduled and virtual discussions slow the negotiation process.“Moreover, both Saudi Arabia and Russia – the two leaders of the group – favour an extension of the cuts and this should be enough to square the circle and finalize the deal on Thursday.” Saudi Arabia tends to take a leadership role within OPEC, while Russia is the biggest non-OPEC country to co-ordinate with the cartel.David McHugh, The Associated Press
The Nasdaq stock exchange is seeking U.S. authority to require more diversity in the boardrooms of Nasdaq-listed companies, or for those companies to explain why they can not.It is the first major exchange to pursue such a requirement.The proposal filed with the U.S. Securities and Exchange Commission on Tuesday, if approved, would require all companies listed on the exchange to publicly disclose consistent, transparent diversity statistics about their board of directors.It would require most Nasdaq-listed companies to have, or explain why they don’t have, at least two diverse directors. This includes having one board member who self-identifies as female and one who self-identifies as either an underrepresented minority or LGBTQ. Foreign companies and smaller reporting companies would have additional flexibility.Corporate boards are overwhelmingly white and male.According to the 2018 Board Diversity Census from the Alliance for Board Diversity and the consulting firm Deloitte, women held just 22% of Fortune 500 seats in 2018, compared to 20% a year earlier and 16 per cent in 2010. White men held 66% of Fortune 500 board seats in 2018. Blacks held nearly 9% of seats in 2018, compared with nearly 8% in 2010."We’re taking the leadership here because there has been so little action on this front, and we do think it’s an important thing for us to do, to create a more inclusive capitalist society and we think this is a step forward,'" said CEO Adena Friedman on CNBC. “But we would welcome the opportunity for for the New York Stock Exchange and for the SEC to take an active role here as well.”Companies that do not meet the diversity requirement will not be delisted from Nasdaq, Friedman said, but they will have to outline the obstructions to doing so.The Nasdaq contains all of companies that trade on the exchange, more than 3,300 of them. Some nurses who left their jobs at Health PEI to take positions with Veterans Affairs Canada asked for, but were denied, a secondment from their provincial jobs, according to the federal Minister of Veterans Affairs Lawrence MacAulay.That's from the latest in a series of letters between MacAulay and P.E.I. Health Minister James Aylward. Aylward wrote to MacAulay in October, expressing concern about a hiring campaign by VAC by which the federal department had lured away at that time, according to Aylward's numbers, 25 registered nurses, two social workers and one psychologist from Health PEI.Health PEI said this week that the number of nurses who have left for VAC has now reached 32.As part of its effort to clear up a backlog of tens of thousands of disability claims, a spokesperson for VAC told CBC the department has hired 125 nurses across Canada, including 55 on P.E.I. Overall the federal department plans to hire 300 temporary staff and aims to clear up the backlog by March 2022. However the Parliamentary Budget Office says the job will require more staffing and an extra year to complete."Given the size of our province and corresponding size of the nursing workforce within our health-care system, this recruitment campaign has had a significant negative impact on our health human resources," Aylward wrote to MacAulay in the first of two letters the health minister tabled in the P.E.I. Nurses' Union, said she found it "interesting" Aylward reached out to MacAulay over the nursing shortage. She said the province was already facing a significant number of nursing vacancies even before VAC started recruiting.She said Aylward might have done better to take his concerns to the union. The largestbattery poweredelectric bus fleet in North America is Canadian. Toronto's transit system is now running 59 electric buses from three suppliers. And Canadian pioneers like Toronto offer lessons for other transit systems aiming to transition to greener fleets for the low-carbon economy of the future.Diesel buses are some of the noisier, more polluting vehicles on the urban roads. Going electric could have big benefits.Emissions reductions are the main reason the federal government aims to add 5,000 electric buses to Canada's transit and school fleets by the end of 2024. New funding announced this week as part of the government's fall fiscal update could also give programs to electrify transit systems a boost."You are seeing huge movement towards all-electric," said Bem Case, the Toronto Transit Commission's head of vehicle programs. "I think all of the transit agencies are starting to see what we're seeing ... the broader benefits."While Vancouver has been running electric trolley buses (more than 200, in fact), many cities (including Vancouver) are now switching their diesel buses to battery powered buses that don't require overhead wires and can run on regular bus routes.The TTC got approval from its board to buy its first 30 electric buses in November 2017. Its plan is to have a zero-emissions fleet by 2040.That's a crucial part of Toronto's plan to meet its 2050 greenhouse gas targets, which requires 100 per cent of vehicles to transition to low-carbon energy by then.But Case said the transition can't happen overnight. Finding the right busFor one thing, just finding the right bus isn't easy."There's no bus, by any manufacturer, that's been in service for the entire life of a bus, which is 12 years," Case said."And so really, until then, we don't have enough experience, nor does anyone else in the industry, have enough experience to commit to an all electric fleet immediately."In fact, Case said, there are only three manufacturers that make suitable long-range buses — the kind needed in a city the size of Toronto.Having never bought electric buses before, the city had no specifications for what it needed in an electric bus, so it decided to try all three suppliers: Winnipeg-based New Flyer; BYD, which is headquartered in Shenzhen, China; and California-based Proterra.They all had their strengths and weaknesses, based on their backgrounds as a traditional non-electric bus manufacturer, a battery maker and a vehicle technology and design startup respectively."Each bus type has its own potential challenges." Case said all three manufacturers are working to resolve any issues as quickly as possible.Infrastructure installationBut the biggest challenge of all, Case said, is getting the infrastructure in place. "There's no playbook, really, for implementing charging infrastructure," he said.Each bus type needed their own chargers, in some cases using different types of current. Each type has been installed in a different garage in partnership with local utility Toronto Hydro.Buying and installing them represented about $70 million, or about half the cost of acquiring Toronto's first 60 electric buses. The $140-million project was funded by the federal Public Transit Infrastructure Fund.Case said it takes about three hours to charge a battery that has been fully depleted. To maximize use of the bus, it's typically put on a long route in the morning, covering 200 to 250 kilometres. Then it's partially charged and put on a shorter run in the late afternoon."That way we get as much mileage on the buses as we can."Cost and reliability?Besides the infrastructure cost of chargers, each electric bus can cost $200,000 to $500,000 more per bus than an average $750,000 diesel bus. Case acknowledges that is "significantly" more expensive, but it is offset by fuel savings over time, as electricity costs are cheaper. Because the electric buses have fewer parts than diesel buses, maintenance costs are also about 25 per cent lower and the buses are expected to be more reliable.As with many new technologies, the cost of electric buses is also falling over time.Case expects they will eventually get to the point where the total lifecycle cost of an electric and a diesel bus are comparable, and the electric bus may even save money in the long run.All-weather testing neededAs of this fall, all but one of the 60 new electric buses have been put into service. The last one is expected to hit the road in early December.Summer testing showed that air conditioning the buses reduced the battery capacity by about 15 per cent. But the TTC needs to see how much of the battery capacity is consumed by heating in winter, at least when the temperature is above 5 C. Below that, a diesel-powered heater kicks in.Once testing is complete, the TTC plans to develop specifications for its electric bus fleet, and order 300 more in 2023 for delivery between 2023 and 2025.Potential benefitsEven with some diesel heating, the TTC estimates electric buses reduce fuel usage by 70 to 80 per cent. If its whole fleet were switched to electric buses, it could save $50 million to $70 million in fuel a year and 150 tonnes of greenhouse gases per bus per year, or 340,000 tonnes for the entire fleet.Other than greenhouse gases, electric buses also generate fewer emissions of other pollutants. They're also quieter, creating a more comfortable urban environment for pedestrians and cyclists.But the benefits could potentially go far beyond the local city."If the public agencies start electrifying their fleet and their service is very demanding, I think they'll demonstrate to the broader transportation industry that it is possible," Case said."And that's where you'll get the real gains for the environment."Alex Milovanoff, a postdoctoral researcher in the University of Toronto's department of civil engineering, did a study that suggested electrified transit has a crucial role to play in the low-carbon economy of the future.His calculations show that 90 per cent of U.S. passenger vehicles — 300 million — would need to be electric by 2050 to reach targets under the global Paris Agreement to fight climate change.And that would put a huge strain on resources, including both the mining of metals such as lithium and cobalt that are used in electric vehicle batteries and the electrical grid itself.A better solution, he showed, was combining the transition to electric vehicles with a reduction in the number of private vehicles, and higher usage of transit, cycling and walking."Then that becomes a feasible picture," he said.What's needed to make the transitionBut in order to make that happen, governments need to make investments, he added.That includes subsidies for buying electric buses and building charging stations so transit agencies don't need to make fares too high. But it also includes more general improvements to the range and reliability of transit infrastructure."Electrifying the bus fleet is only efficient if we have a large public transit fleet and if we have many buses on the road and if people take them," Milovanoff said.In its fall economic update on Nov. 30, the federal government announced $150 million over three years to speed up the installation of zero-emission vehicle infrastructure.Josipa Petrunic, CEO of the Canadian Urban Transit Research and Innovation Consortium, a non-profit organization focused on zero-carbon mobility and transportation, said in the past, similar funding has paid for high-powered charging systems for transit systems in B.C. and Ontario. But that's only a small part of what's needed, she said."Infrastructure Canada needs to come to the table with the cash for the buses and the whole rest of the system."She said funding is needed for: * Feasibility studies to figure out how many and what kinds of buses are needed for different routes in different transit systems. * Targets and incentives to motivate transit systems to make the switch. * Incentives to encourage Canadian procurement to build the industry in Canada. * Technology to collect and share data on the performance of electric vehicles so transit systems can make the best-possible decisions to meet the needs of their riders.Petrunic said that a positive side-effect of electrifying transit systems is that the infrastructure can support, in addition to buses, electric trucks for moving freight.So far, Petrunic said, Canada has about 120 battery electric buses on order and on the roads."It's not a lot given that we have 15,000 buses out there in the transit fleet," she said."But we should be able to get a lot further ahead if we match the city commitments to zero emissions with federal and provincial funding for jobs creating zero emissions technologies."
Regina– On Nov. 19, the Ministry of Health released updated modelling information which provided four possible forecasts of what could happen in the coming months as COVID-19 spread across Saskatchewan. Several slides referenced Nov. 29 as part of a 14-day forecast. So what actually happened? Generally speaking, even with regularly climbing daily case counts in Saskatchewan, reality has been much less harsh than those models were predicting. While Saskatchewan has continued to show exponential growth in its 7-day average new case count, reality turned out to be much lower than the projected forecast. The “14 Day Forecast of Lab Confirmed Cases (to Nov. 29, 2020)” slide shows a band of possibilities, with a “50 per cent Forecasted Value” line, the “Upper Credibility Interval (97.5 per cent),” and the “Lower Credibility Interval (2.5 per cent).” The chart also says “*Interpret with caution.” The forecasted 50 per cent value was roughly 1,400 cases per day on Nov. 29, with the upper number coming in around 2,100 and the lower number at 660. In actuality, Saskatchewan’s new case count on Nov. 29 was 351, one of its highest days, but its 7-day average on that day was 250 cases per day. Three days earlier the average case count of 243 cases per day exceeded the 240 case per day level – a doubling from 120 average cases per day reached 16 days earlier on Nov. 10. Saskatchewan had been seeing a doubling of average cases per day roughly every 14 days since Oct. 10. Similarly, the “14 Day Forecast of Acute Hospital Admissions (to Nov. 29, 2020)” was also substantially off the mark. It’s 50 per cent forecast line came in at 90 new admissions per day, with the high mark at 130 and the low mark at 40. The daily COVID-19 updates from the province do not speak of new admissions per day, but rather provide how many people are in hospital, overall new cases, recoveries and deaths. So while the total number of people in hospital may increase by eight, as it did on Nov. 30, there will be churn within the number for people recovering and going home, and new admissions coming in. Thus, in reality, on Nov. 30, Saskatchewan had 123 people in total hospitalized throughout the province, the highest level to date. That was an increase from 115 the day before. On Nov. 30, the 325 new cases also came with were 49 recoveries. There were two deaths reported on Nov. 30, and 23 people were in intensive care. Manitoba and North Dakota compared With 325 new cases announced on Nov. 30, Saskatchewan’s 7-day average is now 262.9 cases per day. That number shows a continuing growth pattern, but perhaps not as sharply as the previous two months had been, and it may no longer be on the same exponential curve that it had been on from Oct. 1 to Nov. 15. In comparison, Manitoba has remained relatively flat since Nov. 13, when its 7-day average case count hit 400.4. Since then there have been fluctuations in the daily count, but the average has remained in a narrow band between 371.6 and 422.7 average cases per day. On Nov. 30, Manitoba’s 7-day average was 392.4 cases per day. Prior to mid-November, Manitoba had been undergoing exponential growth at a rate almost exactly the same as Saskatchewan, but roughly 16 to 18 days ahead of Saskatchewan’s curve. By Dec. 1, that had stretched to 30 days, as Saskatchewan’s growth rate slowed and Manitoba’s flattened out. North Dakota, which received national headlines as one of the worst affected states in the union, has not only flattened its curve, but bent it substantially down in the last two weeks of November. North Dakota, too, had been seeing exponential growth of new COVID-19 cases for the two months leading up to mid-November, albeit at a lower rate of growth than either Saskatchewan or Manitoba. Its overall numbers were much higher, however. North Dakota’s 7-day average crested on Nov. 18, at 1,415.7 average cases per day. Its highest individual case count for a day was 2,278 on Nov. 14. But in the two weeks since, that 7-day average case count made a steady decline, falling to 1035.7 by Nov. 27, and 848.1 on Nov. 30. On an individual day bases, Nov. 30 was the best day North Dakota had seen in over a month, with 598 new cases. The last time the state had a number in the 500s, it was Oct. 26, at 527. NEW YORK — Let Thanksgiving have the turkey. Let Christmas have fruitcake. Every other day, it's got to be pizza. So argue Thom and James Elliot, brothers and pizza makers from England who have written a book celebrating the worldwide phenomenon of roundish dough cooked with toppings. In the 270-page “Pizza" (Quadrille), the brothers offer over 30 recipes for homemade pizzas — including a carbonara and one with asparagus and pancetta — as well as eating guides to delicious slices in cities like Rome, Paris, Chicago and New York. It turns out New Haven, Connecticut, has a very distinct and vibrant pizza scene, though its just 70 miles from New York. The Elliots marvel that while the pizza we eat today was invented in Naples in the late 1800s, other cultures have their own versions, from one with spiced ground meat in Lebanon to a baguette topped with mushroom and cheese in Poland. “All these countries came up with this on their own. And that is the definition of a good idea, right?” says James Elliot. “It’s a bit like the way so many cultures created beer independently. Just great ideas make it through.” The brothers include sections on controversial ingredients — pineapple, that’s you — and which drinks to pair with a slice, as well as the various ways people can eat it, from rolling it into a cigar to a technique called the “snag and drag.” They present the info without judgement, refusing to weigh in on whether coal ovens are better than wood or if buffalo milk is better than cow milk for making mozzarella. “There’s that saying: There’s two kinds of people in the world — people that love ABBA and liars,” says James Elliot. “Not all music has to be high and mighty in the same way that not all pizza has to be high and mighty. You can love different songs and different pizzas for all kinds of different reasons.” The origins of the book began when the brothers ditched their regular jobs in 2012 to go to Naples and learn all about pizza. They travelled the length of Italy and the world and, once educated in all things delicious, came back to the United Kingdom to open a chain of pizzerias, Pizza Pilgrims. In Chicago, they encountered that city's famous, dense variation. “We ate four deep dishes a day for five days,” says Thom Elliot. “I really surprised myself. I went to confirm my hatred of it, but actually left being like, ‘This has got a place for sure.’” The book is a distillation of all they learned, from pizza records ("Cheesiest Pizza," “Furthest Pizza Delivery") to how to work with active dry yeast. The working title was “The Pizzapedia,” but the authors felt that didn’t convey their love of the food. “Encyclopedia just feels quite cold and quite factual,” says Thom Ellliot. “We’ve been told by so many people in so many different ways that pizza is not enough to carry a book. ‘There are not enough interesting things to say about pizza.’ And so we have been on this mission for five years to write a longer and longer and longer and longer list of why these people are wrong.” Despite the brothers' obvious respect for the classic Neapolitan version, they acknowledge the impact of the huge pizza-making chains, like Pizza Hut and Domino's. The book includes interviews with their executives, who oversee companies making millions of pizzas a year. “You can’t ignore it. They’re doing something right. Whatever you think, they’re doing something right,” says Thom Ellliot. "They love pizza. These are not people who are just sitting there going, ‘Oh, we don’t care. It's just all about the margin and how do we sell more for less.’” Pizza, to the brothers, is clearly woven into the fabric of humanity, a cheap, delicious, satisfying meal that can be scaled up or down. CALGARY — Suncor Energy Inc. is forecasting higher spending and production in 2021 based on benchmark U.S. oil prices staying near their current levels of around US$45 per barrel.It says it predicts daily oil and gas production between 740,000 and 780,000 barrels of oil equivalent in 2021, an increase of about 10 per cent compared with this year driven by higher bitumen output from its oilsands operations.It expects capital spending of between $3.8 billion and $4.5 billion, including sustaining capital of $2.9 billion to $3.4 billion, an increase of about nine per cent over 2020's expected spending of $3.6 billion to $4.0 billion.The Calgary-based company forecasts refinery throughput of 415,000 to 445,000 barrels per day based on a utilization rate of between 90 and 96 per cent.Suncor says it expects to repay between $500 million and $1 billion of debt and will introduce a $500-million share repurchase program.In reports, analysts said the guidance was in line with what they were expecting.Credit Suisse analyst Manav Gupta pointed out that Suncor cut capital and operating spending earlier this year and lowered its dividend payments."Suncor almost broke even in the third quarter of 2020, and now is getting ready to pay down portion of the debt it took on to navigate the crisis," he added.This report by The Canadian Press was first published Dec. 1, 2020.Companies in this story: (TSX:SU)The Canadian Press
Consumer advocates are protesting a move by the Trump administration that they say will make it harder for the government to punish airlines that treat passengers unfairly.On the Friday during a four-day Thanksgiving weekend, the Transportation Department made final its proposal for defining unfair and deceptive practices by airlines.The rule deems that airline policies – around things like how ticket prices are advertised – are unfair only if they cause unavoidable and “substantial injury” that isn’t offset by some benefit. That is a high bar, in the view of consumer advocates.In addition, the rule lets airlines request a hearing before the department issues new regulations.Charlie Leocha, a travel consumer advocate, said the agency's rule could clear the way for airlines to go to court and overturn regulations that require them to advertise the full cost of tickets and to give passengers a chance to return to the gate if planes are stuck on the ground for hours.Under the new rule, “airlines can do anything they want in terms of passenger protection with no worries,” he said. “This is not good for consumers, and it is a big win for airlines.”The Transportation Department said it received 224 comments, with about 180 of them filed by individuals who argued that the proposal weakens consumer protection. The two Democrats on the Federal Trade Commission also criticized the proposal — commissioner Rebecca Kelly Slaughter wrote that the rule “will seriously hamper the Department’s ability to fulfil its statutory mission of protecting aviation consumers.”The rule was praised by Airlines for America, the main trade group for big U.S. airlines, which argued that current regulations can be arbitrary.“This reform is a critical step forward in ensuring a data-driven regulatory process, which will produce widespread and lasting benefits for air travellers, airlines and the economy,” the group said in a statement.The Transportation Department, led by Trump-nominated Transportation Secretary Elaine Chao, acknowledged drafting the rule in response to a request from the airline trade group and a 2017 Trump executive order that urged agencies to reduce regulations.The Transportation Department will soon will be under new leadership after President-elect Joe Biden is sworn in. Consumer advocates believe the Biden administration will be more pro-consumer. However, even if Biden’s people want to reverse last week’s decision, now they will have to go through a long rule-making process to do so.The airlines have chafed for years under an Obama administration rule that requires them to use the all-in price — including any mandatory taxes and fees — when advertising airfares. SILVER SPRING, Md. — U.S. construction spending jumped 1.3% in October, the fifth straight monthly increase, again on the strength of single-family home building.The October gain follows a strong upward revision to 0.5% in September, from a previous estimate of a 0.3% gain, the Commerce Department reported Tuesday. It's the largest increase since a 2.8% jump in January, before the coronavirus pandemic all but shuttered the U.S. economy. Spending in October was stronger than economists had expected.Single-family home building has been a consistent bright spot for months as a lack of new homes has pushed builders to ramp up projects. Single-family home construction rose 5.6% in October, helping to boost a 2.9% increase in total private residential construction for the month.Nonresidential private construction fell 0.7%, with the category that includes hotels and other lodging falling 3.1%.Spending on government construction projects increased 1% after generally lagging for months, possibly due to budget restraints by state and local governments as the pandemic wiped out large amounts of tax revenue. Canada will not agree to lifting a ban on non-essential travel with the United States until the coronavirus outbreak is significantly under control around the world, Prime Minister Justin Trudeau said on Tuesday. Trudeau's comments were a clear indication that the border restrictions will last well into 2021. The two countries have highly integrated economies and Canada sends 75% of its goods exports to the United States every month.
