NORTH HURON – Road conditions remain a priority for the Township of North Huron, with councillors approving four new projects to be completed in 2021, as well as the completion of the Carling Terrace project.
Director of Public Works and Facilities, Jamie McCarthy, presented a report to council members at the second budget meeting on Jan. 22.
The report said two types of capital projects are being proposed on township roadways in 2021: resurfacing of asphalt and seal coating.
Resurfacing of asphalt is a process by which an additional lift of asphalt is applied to existing asphalt. This method is used in areas where milling or recycling is not compatible with the existing asphalt structure.
Seal coating involves applying a special mixture to the road that protects the road base from additional wear and tear. When applied over existing pavement, seal coating is a cost-effective way of resurfacing that extends the road’s life by sealing out moisture.
The roads to be resurfaced are Wellington Street from Morris Street to Gypsy Lane in Blyth; Owen Street from Highway 4 to Jordan Crescent; and Jordan Drive from the dead-end to Johnston Crescent, both in Belgrave.
Moncrieff Road from Currie Line to Scott Line in East-Wawanosh will be seal coated.
The report said that the sealer coat proposed for Moncrieff Road would produce a final protective layer for the road, which will aid in preserving the work completed in 2020. Seal coating is a cost-effective way of extending the life of the road by sealing out moisture, stated the report.
Included in this budget is the completion of Carling Terrace.
The estimated cost for the completion of this work is $155,000. Gas Tax funds can be used to complete these roads, and as such, there will be no impact on the levy.
To finalize the 2020 Carling Terrace Capital project, a total of $96,331 of the Ontario Community Infrastructure Fund (OCIF funds) will be used.
A breakdown of cost per project is as follows:
- Wellington Street from Morris Street to Gypsy Lane, $50,000;
- Owen Street from Highway 4 to Jordan Crescent, $10,000;
- Jordan Drive from the dead-end to Johnston Crescent, $50,000;
- Moncrieff Road from Currie Line to Scott Line, $45,000; and
- Carling Terrace from Diagonal Road to Victoria Street, $96,331.
