Government and election officials frequently call on shredding companies to dispose of personal and sensitive documents that are no longer needed.But in a suburban county of Atlanta this week, those routine waste removal appointments were twisted into yet another election misinformation story when social media users falsely claimed shredding trucks were destroying ballots and “evidence of voter fraud.”The unfounded allegations continue to spread online as Georgia officials carry out a machine recount of ballots after certified results showed Joe Biden had a 12,670-vote lead over President Donald Trump. Trump requested the recount, which follows a statewide hand tally.L. Lin Wood Jr., a conservative attorney who had unsuccessfully sued in an attempt to block the certification of Georgia’s election results, on Tuesday shared a series of videos taken by a Georgia resident. They showed a shredding truck outside the West Park Government Center in Marietta.“Evidence of voter fraud is being destroyed in Cobb County, GA TODAY,” Wood captioned one of his tweets. “Many people, powerful & not so powerful, are going to PRISON.”The real explanation for the truck’s visit was far less scandalous: a routine shredding of county tax documents.The county tax commissioner’s office, which shares a building with the county’s main elections office, has documents shredded twice a month, according to Ross Cavitt, communications director for the county.“No items from Cobb Elections were involved,” Cavitt told The Associated Press in an email.The false claims built on similar rumours from last week, when the same Georgia resident captured photos and video of a truck destroying election-related waste outside the Jim R. Miller Event Center in Marietta and claimed it was evidence of “ballots being shredded.”After Wood amplified those photos and videos on Friday, Cobb County officials refuted the claim, explaining that the shredding company was summoned to destroy non-relevant election materials, as happens after all elections.“Everything of consequence, including the ballots, absentee ballot applications with signatures, and anything else used in the count or re-tally remains on file,” Janine Eveler, the county’s director of elections and voter registration, said in a statement.Some of the photos shared on Friday appeared to show a trash can with a paper labeled “ABSENTEE BALLOT” inside. But Eveler said that was an inner privacy envelope used by voters to seal absentee ballots, and had “no evidentiary value.” County officials will hold on to the actual absentee ballots, as well as the outer envelopes signed by voters, for two years.Wood did not respond to a telephone call and email seeking comment.Despite the county’s responses, Wood’s tweets with the debunked claims continued to receive massive engagement on Wednesday, collectively amassing more than 200,000 retweets. And a separate Facebook user’s post falsely claiming a shredding company was “hired by Democrats” to destroy evidence was viewed nearly 150,000 times.County officials told the AP they have not seen any evidence of fraud or anomalies in vote tabulation in the 2020 election.“People nowadays, they post stuff immediately without asking any questions and without any proper context, and it spreads like wildfire,” Cavitt said of the false claims.Jude Joffe-Block And Ali Swenson, The Associated Press
Hay River has been denied disaster financial assistance to meet the costs of a 2019 fire at the town's landfill on the grounds the fire does not meet the N.W.T. government's definition of a disaster. A fire burned in an older section of the landfill for several weeks in March 2019, causing the town to declare a local state of emergency. A precautionary air quality warning was triggered. Town senior administrator Glenn Smith last week told councillors a funding application to the Department of Municipal and Community Affairs (MACA) had been denied, calling it a “disappointment for administration and council.” An incident must meet several MACA criteria to be termed a disaster, allowing the release of funding. The event must be an emergency, damage must affect a significant number of people or properties, and the health, safety and welfare of residents must be at risk. The town must also prove it conducted appropriate emergency operations, advised the deputy minister, the community, small businesses and residents, and made serious efforts to protect property and minimize risk. MACA, rejecting Hay River’s application, said the landfill fire did not meet the threshold for funding. “There was no widespread damage that affected a significant number of people’s properties and the health, safety and welfare of residents were not at risk,” a MACA spokesperson told Cabin Radio by email. Mayor of Hay River Kandis Jameson disagrees. Since the fire, she argues, the town has had to complete regulatory duties like monitoring the local watershed. “These requirements, by nature, are in place for the health, safety and welfare of our residents. That’s why we made the application to the department to begin with,” Jameson said. “That’s my concern: how does this not fit your disaster assistance policy when we don’t have an option. We have to perform these tests.” MACA says disaster funding has been granted on several occasions in the past 30 years, often in response to flooding in communities like Nahanni Butte, Hay River, Aklavik, and Fort Good Hope. The funding was also used in response to a Fort McPherson power outage in 2004 and Sahtu fires in 1995. Expenses related to the fire were initially estimated at around $550,000. Jameson says the total has come in above that. The Town of Hay River applied for the funding in August 2019. MACA says the decision took more than a year as October 2019's territorial election and the formation of a new government delayed the consideration process, as did the N.W.T.'s COVID-19 response this year. Jameson says the town has been told it needs to build a new landfill because the existing one is outdated. A new landfill, however, does not come with a small price tag. “We want to remediate that landfill and we want to open a new one,” she said. “When you’ve got that kind of cost to the taxpayers, you want to make sure it’s an opportunity to ensure that that doesn’t happen again.” The mayor said the town has identified ways to move forward, but needs Maca's support and some funding to make things happen. A meeting between Jameson and MACA's minister, Paulie Chinna, is planned for December to discuss the landfill decision and next steps. Jameson hopes MACA will support a town bid for federal funding to help construction of a new landfill. A MACA spokesperson told Cabin Radio the department is aware of the challenges Hay River faces, as there are no other disaster funding programs available. “All governments face unplanned expenditures and needs that exceed their available funding,” the spokesperson said by email. “Maca is aware of the potential financial challenges to the Town of Hay River as a result of the decision to deny the request for disaster assistance for the dump fire, and will continue to provide guidance and support to the town in meeting its financial obligations.”Sarah Sibley, Local Journalism Initiative Reporter, Cabin Radio
Thanks to new funding, the Mattagami First Nation Fire Department has made upgrades. The $20,000 funding is from the Mattagami Trust. The fire department used the money to buy a new auto extrication tool and radios. "We had a few radios and now we have one for everybody," said fire chief Curtis Fowler. "We have 20 (firefighters)." Fowler said the department submitted an application in August and received approval in October. When the department received funding, he was excited. "Because then we could upgrade our tools, so we have the proper tools for the job, and good communication with everyone," he said. NEW YORK — “No New ‘Movies’ Till Influenza Ends” blared a New York Times headline on Oct. 10, 1918, while the deadly second wave of the Spanish Flu was unfolding.A century later, during another pandemic, movies — quotes no longer necessary — are again facing a critical juncture. But it’s not because new films haven’t been coming out. By streaming service, video-on-demand, virtual theatre or actual theatre, a steady diet of films have been released under COVID-19 every week. The Times has reviewed more than 460 new movies since mid-March.Yet until recently — with only a few exceptions — those haven’t been the big-budget spectacles Hollywood runs on. Eight months into the pandemic, that’s changing. Last month, the Walt Disney Co. experimented with the $200 million “Mulan” as a premium buy on its fast-growing streaming service, Disney+ — where the Pixar film “Soul” will also go on Dec. 25. WarnerMedia last week announced that “Wonder Woman 1984” — a movie that might have made $1 billion at the box office in a normal summer — will land in theatres and on HBO Max simultaneously next month.Much remains uncertain about how the movie business will survive the pandemic. But it’s increasingly clear that Hollywood won’t be the same afterward. Just as the Spanish Flu, which weeded out smaller companies and contributed to the formation of the studio system, COVID-19 is remaking Hollywood, accelerating a digital makeover and potentially reordering an industry that was already in flux.“I don’t think the genie will ever be back in the bottle,” says veteran producer Peter Guber, president of Mandalay Entertainment and former chief of Sony Pictures. “It will be a new studio system. Instead of MGM and Fox, they’re going to be Disney and Disney+, Amazon, Apple, Netflix, HBO Max and Peacock.”Many of the pivots in 2020 can be chalked up to the unusual circumstances. But several studios are making more long-term realignments around streaming. WarnerMedia, the AT&T conglomerate that owns Warner Bros. (founded in 1923), is now run by Jason Kilar, best known as the former chief executive of Hulu. Last month, Disney chief executive Bob Chapek, the Robert Iger heir, announced a reorganization to emphasize streaming and “accelerate our direct-to-consumer business.”Universal Pictures, owned by Comcast, has pushed aggressively into video-on-demand. Its first major foray, “Trolls,” kicked up a feud with theatre owners. But as the pandemic wore on, Universal hatched unprecedented deals with AMC and Cinemark, the largest and third-largest chains, respectively, to dramatically shorten the traditional theatrical window (usually about three months) to just 17 days. After that time, Universal can move releases that don’t reach certain box-office thresholds to digital rental.While the nation’s second largest theatre chain, Regal Cinemas, has resisted such deals, there’s widespread acknowledgement that the days of 90-day theatrical runs are over. It’s something the studios have long sought for the potential benefit of covering both platforms with one marketing campaign. Many see the pandemic as accelerating a decades-long trend.“Windows are clearly changing,” says Chris Aronson, distribution chief for Paramount Pictures. “All this stuff that's going on now in the business was going to happen, the evolution is just happening faster than it would have. What would have taken three to five years is going to be done in a year, maybe a year and a half.”That condensed period of rapid change is happening at the same time as a land rush for streaming market share, as Disney+, HBO Max, Apple and Peacock wrestle for a piece of the home viewing audience dominated by Netflix and Amazon. With theme parks struggling and worldwide box office down tens of billions, streaming is a bright spot for media companies, and the pandemic may offer a once-in-a-lifetime opportunity to lure subscribers. “Wonder Woman 1984” and “Soul” are essentially very expensive advertisements for those streaming services.Each studio, depending on their corporate ownership and streaming positioning, is taking a different approach. Paramount, like Sony Pictures, doesn’t have a streaming service to offload films to. Both have held back their tentpole releases while selling more midsized films to streamers. For Paramount, “A Quiet Place: Part II,” “Top Gun Maverick” and “Mission: Impossible 7” are waiting for 2021 while “The Trial of the Chicago 7” fetched a reported $56 million from Netflix and Eddie Murphy’s “Coming to America 2” went to Amazon Prime Video for a reported $125 million.HBO Max has had a bumpier rollout than Disney+, so “Wonder Woman 1984” is an especially critical gambit for WarnerMedia following the audacious release of “Tenet.” As the first tentpole to test theatres reopened with safety protocols and reduced capacities, it has made about $350 million worldwide -- a lot considering everything but far less than originally hoped for. Credit Suisse analyst Douglas Mitchelson called the “Wonder Woman” plans — which include rolling theatrical runs in China, Europe and elsewhere — “a grand experiment that could have-lasting implications if successful.”Director Patty Jenkins acknowledged the simultaneous release was a kind of sacrifice, not just to HBO Max but to families stuck at home. “At some point you have to choose to share any love and joy you have to give, over everything else,” Jenkins wrote on Twitter.It can be easy to cheer such moves, even if their financial performance remain cloudy (no studio has been transparent about its viewership numbers or digital grosses) and their long-term viability uncertain. Can you replicate $1 billion in box office in new subscriptions? And for how long will the one-time bounce of a new movie (unlike a series staggered over weeks or months) drive subscribers once streaming services are closer to tapping as many homes as they can?“The whole thing is more complicated than people want it to be,” says Ira Deutchman, the veteran independent film producer and Columbia University professor. “The way movies are made and distributed, certainly at the studio level, has been really in need of change and hopefully this will bring it on. But when people hear that, it’s like: The pandemic is the straw that broke the camel’s back and now theatrical is dead. I personally feel that’s garbage.”Deutchman considers the idea that people, after a year of quarantines and lockdowns, won’t want to leave their living room “ludicrous.” But he does imagine continued mergers and acquisitions, and “a new equilibrium” for distributors and theatre owners.So what could that mean on the other side of COVID, if moviegoers are once again comfortable sitting in packed theatres on opening weekend? It will almost certainly mean the months-long runs of films like “Titanic” or “Get Out” are a thing of the past. It could mean variable pricing on different nights. It could mean an even greater division between the franchise films of the multiplex and the boutique art house, with everything in between going straight to streaming.But after decades of slow but steady decline in attendance, most think movie theatres will have to innovate in a way other than raising ticket prices.“The outlook is pretty dire in terms of being a major theatrical exhibitor,” says Jeff Bock, senior box-office analyst for Exhibitor Relations. He imagines shortened windows will mean few films — even the Marvel releases — ascending to $1 billion in worldwide box office. He can see some studios, like Disney, operating their own theatres as “mini-theme parks” with merchandising stuffing the lobbies.In the meantime, theatres are hoping for much-needed relief from Congress. With the virus surging, about 40% of U.S. theatres are open; in New York and Los Angeles, they’ve stayed shut since March. Chains have taken on loans to stay afloat and avert bankruptcy. Cineworld, owner of Regal Cinemas (currently entirely closed) on Monday announced a deal for a $450 million rescue loan.It will be a very different holiday season — usually the most lucrative corridor in theatres — for the movie business. How different 2021 and beyond will be remains to be seen. Some things, though, may never change.“If you’re going to be in this business, no matter what you do or where it plays, whether it’s streaming or in cinemas, you’re going to make hits and you’re going to make flops," says Guber. WASHINGTON — President Donald Trump pardoned his former national security adviser Michael Flynn on Wednesday, ending a yearslong prosecution in the Russia investigation that saw Flynn twice plead guilty to lying to the FBI and then reverse himself before the Justice Department stepped in to dismiss his case.“It is my Great Honor to announce that General Michael T. Flynn has been granted a Full Pardon," Trump tweeted. “Congratulations to @GenFlynn and his wonderful family, I know you will now have a truly fantastic Thanksgiving!”The pardon, in the waning weeks of Trump's single term, is part of a broader effort by Trump to undo the results of a Russia investigation that shadowed his administration and yielded criminal charges against a half-dozen associates. It comes just months after the president commuted the sentence of another associate, Roger Stone, days before he was to report to prison.A Justice Department official said the department was not consulted on the pardon and learned Wednesday of the plan. But the official, who spoke on condition on anonymity to discuss internal deliberations, noted that the president has the legal power to pardon Flynn.The move is likely to energize supporters who have taken up Flynn as a cause celebre and rallied around the retired Army lieutenant general as the victim of what they assert is an unfair prosecution, even though Flynn twice admitted guilt. Trump has repeatedly spoken warmly about Flynn and, in an indication of his personal interest in his fate, asked then-FBI Director James Comey in February 2017 to end a criminal investigation into the national security adviser.In a statement, Flynn’s family thanked Trump “for answering our prayers and the prayers of a nation” by issuing the pardon.Democrats lambasted the pardon as undeserved and unprincipled. The most dramatic came in May when the Justice Department abruptly moved to dismiss the case, insisting that Flynn should not have been interviewed by the FBI in the first place, only to have U.S. District Justice Emmet Sullivan resist the request and appoint a former judge to argue against the federal government's position and to evaluate whether Flynn should be held in criminal contempt for perjury.That former judge, John Gleeson, called the Justice Department's dismissal request an abuse of power and said its grounds for dropping the case were ever-evolving and “patently pretextual.”As Sullivan declined to immediately dismiss the prosecution, Flynn lawyer Sidney Powell sought to bypass the judge by asking a federal appeals court to direct him to drop the matter. A three-judge panel did exactly that, but the full court overturned that decision and sent case back to Sullivan.At a hearing in September, Powell told Sullivan that she had discussed Flynn's case with Trump but also said she did not want a pardon — presumably because she wanted him to be vindicated in the courts.Powell emerged separately in recent weeks as a public face of Trump's efforts to overturn the results of his election loss to President-elect Joe Biden, but the Trump legal team distanced itself from her after she advanced a series of uncorroborated conspiracy claims.The pardon spares Flynn the possibility of any prison sentence, which Sullivan could potentially have imposed had he ultimately rejected the Justice Department's dismissal request. That request was made after a review of the case by a federal prosecutor from St. Louis who had been specially appointed by Attorney General William Barr.At issue in the prosecution was an FBI interview of Flynn, days after Trump's inauguration, about a conversation he had during the presidential transition period with the then-Russian ambassador.Flynn acknowledged lying during that interview by saying he had not discussed with the diplomat, Sergey Kislyak, sanctions that the outgoing Obama administration had just been imposed on Russia for election interference. During that conversation, Flynn advised that Russia be “even-keeled” in response to the punitive measures, and assured him “we can have a better conversation” about relations between the countries after Trump became president.The conversation alarmed the FBI, which at the time was investigating whether the Trump campaign and Russia had co-ordinated to sway the election. In addition, White House officials were stating publicly that Flynn and Kislyak had not discussed sanctions, which the FBI knew was untrue.Flynn was ousted from his position in February 2017 after news broke that Obama administration officials had warned the White House that Flynn had indeed discussed sanctions with Kislyak and was vulnerable to blackmail. He pleaded guilty months later to a false statement charge.But last May, after years of defending the prosecution, the Justice Department abruptly reversed its position.It asserted the FBI had no basis to interview Flynn about Kislyak and that any statements he made during the interview were not material to the FBI's broader counterintelligence probe. The department also pointed to internal FBI notes showing agents had planned to close out the investigation weeks before interviewing Flynn about Kislyak.Flynn, of Middletown, Rhode Island, was among the first people charged in Mueller's investigation and provided such extensive co-operation that prosecutors did not recommend any prison time, leaving open the possibility of probation.But the morning he was to have been sentenced, after a stern rebuke about his behaviour from Sullivan, Flynn asked for the hearing to be cut short so that he could continue co-operating and earn credit toward a more lenient sentence.After that, he hired new attorneys — including Powell, a conservative commentator and outspoken critic of Mueller's investigation — who took a far more confrontational stance to the government and tried to withdraw his guilty plea.Eric Tucker, The Associated Press

Mais le centre a été forcé de tout de même réduire ses services et effectifs depuis la pandémie. « On est restés ouverts tout le temps, ce qui n’est pas le cas de tous les centres du Québec », affirme M. Valiquette. La crise a eu des impacts. « J’ai perdu tous mes chauf- feurs parce qu’ils ont 65 ans et plus. Le transport médical a été réduit, mais les rendez-vous importants ont été maintenus. » « On est parti de 40 heures par semaine, à plusieurs heures supplémentaires. Près du quart de la clientèle a chargé de profil », estime M. Valiquette. Le nombre de demandes aux banques alimentaires est cependant resté stable. « Beaucoup d’an- ciens ne sont pas revenus », explique le porte-parole du CAB de Farnham. GÉNÉROSITÉ AU CARRÉ Le directeur du centre qui se félicite d’avoir été témoin des élans de générosité spontanés venant de la population durant la crise. Cet ancien militaire à la retraite se garde bien de faire des prédictions pour les mois à venir. «J’ai eu la chance de voyager partout dans le monde et aussi, la malchance de voir toutes sortes de choses. Je ne suis pas convain- cu qu’on est sorti du bois. Avec la 2e vague, la dynamique va être complètement différente », soutient Jean Valiquette. SITUATION STABLE À BEDFORD Le Centre d’action bénévole (CAB) de Bedford a revu ses modes de fonctionnement de fond en comble pour s’adapter à la pandé- mie et limiter les risques de contagion. Le CAB de Bedford fonctionne maintenant en mode télétravail avec ses équipes de bénévoles, explique Marie-Josée Proteau, directrice par intérim. En 40 ans d’existence, cet organisme a vu passer plusieurs crises et n’a jamais mis fin à ses services durant la pandémie. « On conti- nue à faire des distributions alimentaires. Les gens en avaient vraiment besoin », souligne Mme Proteau. Une trentaine de familles font appel au CAB de Bedford sur une base hebdomadaire. « Souvent, les mêmes familles, mais aussi beau- coup de nouveaux qu’on n’avait jamais vus », note la directrice de l’organisme. « On fait des entrevues par téléphone et les gens viennent sur rendez-vous pour venir chercher la nourriture », précise Mme Proteau qui note une légère augmentation dans le nombre de demandes. « Et les transports médicaux ont aussi continué grâce à mes équipes de bénévoles qui ont été extraordi- naires. Police have laid charges after once again attending Adamson Barbecue on Wednesday, a restaurant in Etobicoke that had been ordered to close after defying public health rules and allowing in-person dining despite a provincial lockdown order. Toronto Police Superintendant Dom Sinopoli said at a news conference Wednesday afternoon that owner Adam Skelly and the restaurant face nine charges, including violating indoor dining rules, holding an illegal gathering and operating a business without a licence. Four of the charges were laid on Tuesday. When asked what police will do if Skelly decides to open again Thursday, Sinopoli said "tomorrow is another day" and they will take enforcement actions based on what happens.The restaurant closed around 1 p.m. after serving crowds of customers Wednesday morning. Skelly decided to close down after discussions with police, said Sinopoli.He said police are currently in discussions with "partners" about what their enforcement powers are when dealing with businesses that violate health orders. He did not elaborate on who those partners are.Protesters not chargedNo one who rallied outside the restaurant was charged or fined, he added.Crowds outside the establishment were told to leave Wednesday afternoon, though many also left as it began raining. Earlier Wednesday morning, more than a dozen officers arrived at the restaurant located on Queen Elizabeth Boulevard. Skelly was seen without a mask speaking with law enforcement indoors.A crowd of customers was gathered to eat inside the establishment as officers were present. As the doors opened at 11 a.m., cars came by the restaurant to honk in support and a rally of at least 100 people formed outside the establishment to protest current lockdown orders. Canadian service workers are faring even worse during the pandemic than previously thought with hundreds of thousands of those who still have jobs not actually putting in any hours at all, and a grim holiday season could add to the pain. GENEVA — Swiss federal police said Wednesday a woman suspected of carrying out a knife attack that injured two other women and is being investigated as possible terrorism had formed a relationship online with a jihadi in Syria, and had attempted to travel there.The 28-year-old woman, a Swiss citizen, was arrested after Tuesday's attack in a department store in the southern city of Lugano. Police said the injuries weren't life-threatening.Fedpol, as the police agency is known, said investigations in 2017 revealed that the woman had been blocked that year by Turkish authorities while trying to cross Turkey's border to enter Syria. She was then returned to Switzerland, a rich Alpine country that was all but untouched by bouts of extremist attacks in Europe and beyond in recent years.“The woman was suffering from mental health problems at this time," fedpol tweeted. “After returning to Switzerland, she was admitted to a psychiatric clinic.”“Since 2017, the woman has not come to fedpol's attention in any investigations related to terrorist activities,” it added.Separately on Wednesday, the Swiss federal prosecutor's office said it had opened criminal proceedings against the woman, including on charges of attempted premeditated homicide, serious bodily harm and being in violation of a ban on extremist groups such as al-Qaida and the Islamic State group. A snowmobiler got more than he bargained for when he ventured away from his friends in search of new terrain while out in the Yanks Peak area two Sundays ago. He took the detour without telling anyone and without a shovel. He paid for it by spending the night and much of the next day out in the wilderness. "He got really stuck," said Dave Merritt of Prince George Search and Rescue. "He got stuck multiple times, he just couldn't get himself out without a shovel." Merritt said search and rescue volunteers were originally called out to look for another member of the party of about 15-20 enthusiasts. By the time the searchers had shown up, that subject had made his way back to the parking lot at the entrance to the popular snowmobiling area south of Wells after spending a few hours extracting his sled from a tree well. But by then, the party had realized one other person remained unaccounted for. Volunteers from three search and rescue organizations plus members of the Wells Snowmobile Club and a couple of the missing man's friends participated in the search. Prince George SAR was called in because it has the skills to search in avalanche terrain. The second man was "cold and tired" but otherwise OK when he was spotted by a helicopter shortly before 3 p.m. on Monday. "We probably would've found him another hour and a half later by sled but the weather had lifted enough that we were able to spot him a little faster and get him home a little quicker," Merritt said. "We had maybe another 20 minutes and the helicopter would've had to go back to Prince George because of the darkness." Cell service in the area is spotty and neither snowmobiler had radios or satellite communication devices, Merritt said. The one who spent the night outside was also without fire starter and material to build a shelter. Merritt urged outdoor enthusiasts to check the AdventureSmart website for advice on being prepared in case something goes wrong. "The group did everything right once they realized somebody was missing," Merritt added. The Kamloops Therapeutic Riding Association is a not-for-profit registered charity that provides therapeutic riding lessons to children and adults with diverse abilities, while also working with at-risk youth. The association is one of five organizations being helped this year by the KTW Christmas Cheer Fund. The association works with riders from throughout the Thompson-Nicola region, with some riders coming as far as from Lillooet to participate. As a social enterprise, the association also provides a community riding program for Kamloopsians interested in getting on a horse. In a normal year, there would be between 80 and 100 participants per session, with a 12-week session in the spring and an eight-week session in the fall. But 2020 has not been a normal year due to the ongoing COVID-19 pandemic. “We were unable to do our 12-week spring session, so we did a small summer session for independent riders only,” said Ashley Sudds, executive director of the Kamloops Therapeutic Riding Association. But that meant numbers dropped to about 30 participants. The organization tried to offer a longer session in the fall — once again for independent riders — with a bit more success, managing close to 50 riders for those sessions. With lower numbers, and some of the horses nearing retirement, the therapy horse herd was downsized a bit. Sudds is hopeful the KTW Christmas Cheer Fund money can help improve the situation for the association in 2021, saying funds can go toward sponsoring a horse or perhaps sponsoring a rider or two who might have aged out of financial support for the program. but would still like to continue with it. The riding programs are tailored for each individual according to their diagnosis and the association is able to work with a variety of different individuals, including those who are in wheelchairs. “We have an electric lift,” Sudds said. “It can lift them out of their wheelchair.” Information on volunteering with the association, as well as rider information and information on the Parent A Horse program can be found on their website at www.ktra.ca People can also take a virtual tour of the facility online and get a chance to see what the location is all about. Rebecca Irving has applied to the Supreme Court of Prince Edward Island, asking it to quash a decision by the province's minister of land regarding a controversial land transfer that took place in 2019.Irving is part of the larger Irving family, which has multiple corporate holdings throughout New Brunswick and P.E.I.In June of 2019, a company listing Rebecca Irving as its director, Haslemere Farms, became the owner of 2,200 acres of land in the area of Summerside and North Bedeque that had belonged to a family-owned farming operation.A previous attempt to purchase the same land involving several corporations with connections to the Irvings had failed to receive the necessary cabinet approval.But in the Haslemere Farms transaction, Minister of Land Bloyce Thompson said the transfer had not been put before cabinet for approval. He asked the Island Regulatory and Appeals Commission to investigate, and vowed to close "loopholes" in the Lands Protection Act, legislation that sets limits on individual and corporate land ownership on P.E.I.Haslemere Farms has since changed its name to Red Fox Acres. Under P.E.I.'s corporate registry, Rebecca Irving is the only person listed under the heading of "directors and shareholders."Minister says he asked for divestitureSixteen months after Thompson asked IRAC to investigate, the commission delivered its report to government in October. However, neither IRAC nor the province has released that report to the public. The minister said he would do so after it's been reviewed by P.E.I.'s privacy commissioner.Thompson issued a written statement Oct. 27 saying the investigation had found "there are reasonable and probable grounds that two individuals and the corporation involved contravened the Lands Protection Act by having aggregate land holdings in excess of the prescribed limits."The statement went on to say "the involved parties have received correspondence from government asking them to divest land and become compliant with the Lands Protection Act within 120 days," but the statement did not disclose who those involved parties are. Under the Lands Protection Act, individuals are limited to owning 1,000 acres of land. For corporations, the limit is 3,000. With allowances for leased and non-arable land, those limits increase to 1,900 acres for individuals and 5,700 acres for corporations.The act also includes measures to prevent corporations "directly or indirectly controlled by the same person, group or organization" from stacking up land limits in order to control more land. Minister exceeded jurisdiction, says IrvingTwo court applications for judicial review filed Monday, one from Rebecca Irving and the other from Red Fox Acres, ask the court to "nullify" the minister's decision, and seek an interim order affirming the status quo until a final ruling can be delivered.The two court applications argue Thompson exceeded the jurisdiction granted him under the Lands Protection Act and "erroneously interpret[ed] the provisions of the Lands Protection Act."The filings also argue Thompson breached "his duty of fairness" to Irving and Red Fox Acres for, among other things, failing to provide proper notice and opportunities to respond at various points throughout the investigation process. Jonathan Coady, legal counsel for both Rebecca Irving and Red Fox Acres, sent this statement to CBC News: "The filing made by the company was to preserve its right to court review, if it became necessary to do so. The Whitestone Public Library is getting a new name to match its expansion. It will now be called the Whitestone Public Library and Technology Centre to better reflect the technology services it will be able to offer. Library vice-chair Cathy Lamb said that the Whitestone Library is a social hub for the Whitestone community and keeping people connected via technology was an important goal. “We are actually going to be offering a lot of virtual programming,” said Lamb. “People who don’t feel comfortable coming into the library can still participate in the programming.” The instructor would be at the library itself and people can join in online, she said, adding that the book club may also be offered virtually. “We are looking at different ways of reaching out to people,” she said. “As we know, a lot of seniors don’t feel comfortable leaving their homes or going into public places (right now).” “With the new enhancements to our technology we will be able to do that kind of outreach.” Whitestone received a $150,000 grant from the Ontario Trillium Foundation for the library expansion, as well as a $150,000 grant from FedNor. According to Coun. Joe Lamb, these foundations rarely invest in libraries. However, creating a technology centre within the library and being able to enhance businesses in town by offering meeting rooms and technology training was, in Lamb’s opinion, the reason the municipality received the funding. Outside of federal and provincial funding, the Whitestone community raised $100,000 itself to fund the new library project. “It’s truly unbelievable,” said Lamb, who is the council representative on the library board. “We ended up with $400,000-worth of our project that was brought in before the municipality had to spend a nickel.” The estimated cost of the project is $705,221.27 and it will include an additional 1,400 square feet, bringing the building size to 2,500 square feet. Another goal for the new library and technology centre is to be able to loan mobile USB internet sticks to patrons to use as a personal internet hub, said Lamb.
