Emergency declared in New York and New Jersey after Ida

The remnants of Hurricane Ida dumped historic rain in the U.S. Northeast late Wednesday, with at least 14 deaths linked to flooding in New York, New Jersey and Pennsylvania. Subway stations and tracks became so flooded that the Metropolitan Transportation Authority suspended all service.
