WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He maintains a lofty position with Trump, and despite their differences the two see eye-to-eye on quite a lot.Still, Senate Democratic leader Chuck Schumer quipped: “I guess he’s the next one to be fired.”Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud.That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime official announced he would step aside from that position because of the memo.The Trump campaign team led by Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that partisan poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence.But local Republicans in some battleground states have followed Trump in making unsupported claims, prompting grave concerns over potential damage to American democracy.Trump himself continues to rail against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. He said a remedy for many complaints would be a top-down audit by state or local officials, not the U.S. Justice Department.“There’s a growing tendency to use the criminal justice system as sort of a default fix-all," he said, but first there must be a basis to believe there is a crime to investigate.“Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. ... And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. The number of empty units in Toronto community housing has “steadily increased” in the last few months, despite efforts to fill those vacancies rapidly with people living in city shelters. While the agency reached a historically low vacancy rate of 1.78 per cent last November, by this fall it rose to 2.35 per cent. The rate for market rent units was still less than one per cent, but the rate was 2.54 per cent for rent-geared-to-income and 3.04 per cent for seniors housing. Coun. Ana Bailao, Mayor John Tory’s housing advocate, said it was “crucial” to address the swelling vacancies as quickly as possible, given the need for affordable housing in Toronto. “With the situation we have in the city, we can’t afford to have empty units,” Bailao said. Sheila Penny, chief operating officer with Toronto Community Housing Corporation (TCHC), attributes the increase in empty units to a pause in seniors housing rentals during the pandemic, city rules about filling vacancies, and a lack of supports in the city's northwest corner and Scarborough West Hill area for high-needs tenants. “It might be counselling for alcohol addiction, it might be mental health counselling,” Penny said of the missing supports. There was also an issue with “desirability” along the Sherbourne strip, she said, with one building in the downtown area showing a vacancy rate of around six per cent. In one case this summer, before a former Toronto shelter resident was moved into a Sherbourne-area apartment, the unit had sat vacant for a year — in part, because no tenants being relocated from a Regent Park building slated for demolition chose to move there. After COVID-19 hit, the city and TCHC implemented a strategy to move people from shelters into vacant social housing units, and provide various supports like furniture and food. Spokesperson Bruce Malloch said the first phase filled 300 vacant units across their properties. A second phase will target the northwest corner, Scarborough West Hill and Sherbourne areas specifically, Penny said, with the city approving around 300 more units for the program. As for the city rules, Penny said TCHC is usually required to offer empty units to overhoused tenants — those living in too-large homes — before turning to its protracted wait list. For a subsidized bachelor unit, the city warns of seven-plus year waits; for a one-bedroom, it can be 12-plus years. Because of a higher vacancy rate part way through 2019, TCHC was allowed to bypass the over-housed list for several months. That led to the historic low the agency reached last November. Now that the vacancy rate has risen again this fall, the city has agreed to let TCHC bypass the overhoused list once again while working on better processes for filling vacancies, she said. Coun. Paula Fletcher, who sits on TCHC’s tenant services committee, said pausing the priority on moving overhoused tenants was an “emergency response,” but it’s one she doesn’t think can last without jeopardizing access to bigger units. “There’s only so many two-bedroom, three-bedroom or four-bedroom places…If somebody is filling one, (and) they don’t have enough people to live in it, then it’s people on the waitlist who need a three- or four-bedroom place that aren’t going to be able to get it right away.”Victoria Gibson, Local Journalism Initiative Reporter, Toronto Star
Director Julia Hart couldn’t stop thinking about Tuesday Weld. She had just watched Michael Mann’s 1981 thriller “Thief” and Weld’s character Jessie had taken over her imagination. Where did she and the baby go? What was going through her mind? In some ways, Jessie is just the girlfriend. She’s there to up the stakes for the main character and exits the frame when the action begins. It’s not uncommon in the genre. Just think of Michael Corleone closing the door on Kay at the end of “The Godfather.” But, Hart thought, what if we followed the woman instead of the man? It wouldn't be revisionist or corrective, just a different path. And it was the beginning of the yearslong process of creating “I’m Your Woman,” which turns the lens on the suburban housewife who has to go on the run with a new baby when her criminal husband disappears. The film starring Rachel Brosnahan opens in select theatres Friday and will be available on Amazon Prime Video on Dec. 11. “It’s not like I want ‘Thief’ to have followed Jessie,” Hart said. “The movie was so good that I couldn’t stop thinking about this character and the story of all these women. In these crime dramas, even though the women weren’t the main characters, they were amazing characters. They were complex and flawed and interesting and well performed and well written. They just didn’t get their own movie...That’s what inspired me to create Jean.” Hart and her husband, producer Jordan Horowitz, got to work writing the script. And when Amazon Studio heads, who had been impressed with her superhero drama “Fast Color," asked what they wanted to make next, they had this ready to go. And after a meeting with Brosnahan, she knew she’d found her Jean. “She’s such a chameleon,” Hart said. “And she feels like a real woman. I think a lot of the women in the 70s movies did as well — not like someone who had been airbrushed and made to look perfect.” The “Marvelous Mrs. Maisel” star was all in. Despite her successes over the past few years, she’d been frustrated by the “one-dimensional” roles that were coming her way. Jean was a refreshing departure from that. “Jean is a quiet woman’s action hero. That’s something that I’ve never seen before,” Brosnahan said. “And it’s a really nontraditional look at motherhood. Motherhood is more often than not, not the picture perfect journey we see on Instagram.” The shoot was going to be hard. Hart knew she’d have her work cut out for herself directing her first car chase and big club scene with hundreds of background actors. But the biggest challenge would be the fact that they’d decided to work with real babies, who in the process of the chronological shoot would go from 6 to 8 months in age. “I am constantly frustrated by how people treat babies like they’re not people both in real life and on film — like it’s fine to have a fake baby or it’s fine to have four different babies playing the same character,” Hart said. “We knew it was a big risk, but we felt like it was one worth taking. We wanted to commit to making the baby a character in the film who you could connect to and know.” It added stress and time restrictions but also beauty and spontaneity to the shoot. “There were times when things happened with those babies that we never could have expected,” Brosnahan said. “And that added a layer of magic to certain scenes.” In one tense scene where Jean’s home is broken into and she has to hide in the closet and make a desperate phone call, the baby unexpectedly fell asleep in her arms. “It added this layer of urgency,” Brosnahan said. And although Hart is proud of the action sequences, the mother of two does not remember feeling more joy and exhilaration than knowing that they got a shot of the baby sleeping. “Getting a baby to fall asleep in its period costume, in its period crib at the time when you’re scheduled to shoot it is a bit of a miracle,” Hart said. There are exactly two of those miracle shots in the finished film. Brosnahan also took on a different kind of role in “I’m Your Woman:" as producer. She’d been thinking about it for some time, “looking for a way to carve out a path for myself.” And she’s immensely grateful to Hart and Horowitz for giving her the opportunity. “This is such a literal example, but most of the time you show up on the set as an actor having never seen what could be your house, the character’s house that they have lived in 30 years. And you’re showing up on day one and trying to pretend you’ve lived there for 30 years,” she said. As a producer, she was involved in everything from script development to location scouting. When she showed up to her character’s house this time, she knew it already. “It made me a better actor,” she said. Hart has spent most of her career as a writer and filmmaker trying to convince studios that stories about women are worth telling. Council members told staff to keep the blended tax rate for 2021 low – with requests ranging from zero to “two or three” percent. As it presented by staff, the draft budget contained a three percent increase in the Southgate levy for capital projects, which would likely be a two percent in the blended tax rate. CAO Dave Milliner asked council for direction at the end of the special meeting on the proposed capital budget held on Tuesday, Nov. 24. Coun. Michael Sherson said his ideal would be to give residents a zero increase this year. Coun. Barbara Dobreen said she didn’t want to see township reserves depleted to keep the increase “artificially low.” She suggested a 1.5 percent increase – “keep it under two (percent) for sure.” Deputy-Mayor Brian Milne asked if the 2020 impact of growth was known. The more building in the township, the more property owners to share the burden of the tax levy. Treasurer Liam Gott said it would be a few weeks before he had final figures but he expected 2020 added about $159,000 in taxation dollars based on the value of building permits issued (lower than the $280,000 projected). The deputy-mayor said that while a zero increase is desirable – “I don’t think that it’s reasonable or even responsible.” “Our costs are going up,” he said, naming fuel, hydro, insurance and payroll. Given that, he said he’d like to see something around 2.5 to 3 percent. At that point, the treasurer asked whether councillors were talking about the increase for local use or the overall or “blended” increase that includes taxes Southgate collects and passes on to the county and the school boards. At this stage in the budget process, council has seen and discussed capital costs, with the operating budget still to be seen. Coun. Martin Shipston said that a 2.5 to three percent increase would be reasonable, and not leave residents paying more down the road to make up for a lower increase in 2021. Coun. Jason Rice said he would like to see a zero increase. Coun. Dobreen had mentioned the Cost of Living increase for employees, which would be based on the inflation rate of 0.7 percent. Coun. Rice said that maybe for one year, township employees could do without the COLA increase. ”I’m not going against them (staff) – they do a fantastic job,” he said. “It’s this year, this specific year – this pandemic we’re dealing with,” he said. “It’s not our money in this time of need,” he said. He said many Southgate residents never get a Cost of Living increase. Deputy-Mayor Milne said perhaps this was the year to pull back on COLA or “step” increases based on performance and years served. He said that council needs to see the operating budget estimates to make its final decision. To achieve zero would take cuts to services, he said. “What services are we going to cut back on?” “Fuel, hydro, insurance – other expenses like that we have no control over and we have to pay." Coun. Rice asked the CAO for his reaction. Mr. Milliner replied, “if I didn’t hear a comment from council like that I would be surprised.” He did speak in defence of merit or “step” pay increase, adding that he himself is not affected by that policy. A mining company says it is questioning a decision by the Yukon government to reject its application to build an exploration road to one of its gold deposits in central Yukon. ATAC Resources Ltd. has, for years, proposed bettering access to its Tiger Gold deposit, which is part of its larger Rackla Gold project north of Mayo.The proposed 65-kilometre-long all-season road would overlap onto two existing trails, as well as 46 creek and river crossings in the Beaver River watershed, all within the traditional territory of the First Nation of Na-Cho Nyäk Dun. Some Na-Cho Nyäk Dun citizens, as well as conservation groups and outfitters, have opposed the road, while ATAC has previously said the Tiger project would be unsustainable without it. The Yukon Environmental and Socio-Economic Board (YESAB) recommended in 2018 that the project be allowed to proceed under close monitoring and other conditions. However, ATAC said in a press release Nov. 30 that the Yukon government had recently rejected its construction application."We are extremely disappointed with, and surprised by this decision," ATAC president and CEO Graham Downs said in the press release. "If this road can't be permitted following a positive environmental and socio-economic assessment decision and years of governmental encouragement to invest in the project, then you have to wonder if Yukon is in fact open for business."Among the reasons given for the rejection, according to the press release, was "opposition expressed" by the First Nation of Na-Cho Nyäk Dun. It adds that the company "does not agree with many aspects of the government's decision and, in consultation with its external legal counsel, is evaluating its options."Na-Cho Nyäk Dun Chief Simon Mervyn Sr. did not immediately respond to requests for comment. 'Significant adverse impacts' not addressed, minister saysQuestioned about the decision in the legislative assembly Monday afternoon, Yukon Energy, Mines and Resources Minister Ranj Pillai said that ATAC's application was rejected for two key reasons. The application, he said, "did not demonstrate" how the company would appropriately mitigate the "significant adverse environmental and socio-economic effects" that had been identified during the YESAB process. The First Nation of Na-Cho Nyak Dun had also identified a number of "significant adverse impacts" that allowing the project to proceed would have on citizens' treaty rights, Pillai said, including being able to use the land for hunting, fishing, trapping and other traditional activities."The Government of Yukon agreed with these concerns and determined the application did not appropriately or sufficiently indicate how these impacts would be mitigated," Pillai said. He added that the government hadn't ruled out the road for good, and that ATAC could improve and re-submit its application. "This is not a full stop on this," he said. Chamber of Mines shocked, conservation organizations pleasedThe Yukon Chamber of Mines, in a press release Monday afternoon, said it was "shocked and disappointed" after learning about the application's rejection.President Ed Peart told CBC that the chamber needed to look at the decision more closely before making further comment. "This has some pretty significant impacts that we have to review," he said. "This decision is extremely important to the mining industry in the Yukon and we have to take the time to be able to research this properly." Some conservation organizations, however, were celebrating the news. CPAWS Yukon conservation manager Randi Newton told CBC she "felt a lot of happy relief" when she saw ATAC's press release in the morning. The organization has led a campaign to protect the Beaver River watershed, describing it on its website as an "unspoiled wilderness" that serves as a pristine habitat for moose, salmon and river otters, among other species, and an area which holds great significance for Na-Cho Nyäk Dun citizens. The First Nation and Yukon government are currently in the process of developing a land use plan for the region."If this road had been built, it really could have opened up the Beaver River watershed, and actually the larger Stewart watershed, to just a network of development and roads," she said. "All of that would have happened without asking if that's what the First Nation of Na-Cho Nyäk Dun or Yukoners wanted, so this decision really means that land-use planning can come first and people can set out a vision that's right for that region."And then, we can decide if development fits with that vision."Yukon Conservation Society mining analyst Lewis Rifkind also said ATAC's press release came as a welcome surprise. He added that he was still waiting on more details about the decision, but that it appeared to be a victory. "We're obviously quite pleased with the way things have turned out," he said.
Two battleground states, Wisconsin and Arizona, certified their presidential election results in favour of Joe Biden, even as President Donald Trump's legal team continued to dispute the results.Biden’s victory in Wisconsin was certified Monday following a partial recount that only added to his 20,600-vote margin over Trump, who has promised to file a lawsuit seeking to undo the results.Gov. Tony Evers, a Democrat, signed a certificate that completed the process after the canvass report showing Biden as the winner following the recount was approved by the chairwoman of the bipartisan Wisconsin Elections Commission. Evers’ signature was required by law and is typically a procedural step that receives little attention.“Today I carried out my duty to certify the November 3rd election,” Evers said in a statement. “I want to thank our clerks, election administrators, and poll workers across our state for working tirelessly to ensure we had a safe, fair, and efficient election. Thank you for all your good work.”The action Monday now starts a five-day deadline for Trump to file a lawsuit, which he promised would come no later than Tuesday. Trump is mounting a longshot attempt to overturn the results by disqualifying as many as 238,000 ballots. Trump’s attorneys have alleged without evidence that there was widespread fraud and illegal activity.Biden’s campaign has said the recount showed that Biden won Wisconsin decisively and there was no fraud. Even if Trump were successful in Wisconsin, the state’s 10 Electoral College votes would not be enough to undo Biden’s overall victory as states around the country certify results.Earlier Monday, Arizona officials certified Biden’s narrow victory in that state.Democratic Secretary of State Katie Hobbs and Republican Gov. Doug Ducey both vouched for the integrity of the election before signing off on the results.“We do elections well here in Arizona. “Eddie’s Boy,” by Thomas Perry (Mysterious Press)The hitman known as the butcher’s boy is back, forced out of retirement at age 61 to confront an implacable old enemy who wants him dead.Thomas Perry first introduced him 38 years ago in his Edgar Award-winning debut novel, “The Butcher’s Boy,” but until now, the character has reemerged only twice — in “Sleeping Dogs” in 1992 and “The Informant” in 2011.The new novel, “Eddie’s Boy,” finds him in England, posing as retired American businessman Michael Shaeffer. He’s enjoying life with a charming yet spunky aristocratic British wife until someone discovers his secret and sends a small army of killers to snuff him out.Shaeffer flees to Australia, only to discover that his unknown enemy has managed to track him there. So, he jets to America to find out who has put a contract out on him and to put a stop to it. In his wake, he leaves a trail of dead bodies across much of the English-speaking world. Perry breaks the action-packed narrative with reminiscences about the protagonist’s early life, when a small-town Pennsylvania hit man named Eddie, who spent his off hours operating a fine butcher shop, taught the boy both trades.If fans of Perry’s novels think the plot of “Eddie’s Boy” closely resembles the last two butcher’s boy books, they’d be right, but the saving grace is in the differing details, including how Shaeffer confronts the challenge of engaging in combat with a fit but aging body.Although the butcher’s boy is not — and never been — a likeable character, Perry expects us to admire the skill and meticulous care with which he works. Wallaceburg residents got into the Christmas spirit last week with a nighttime market and a Santa food drive by. On Thursday night, the line up to get into the parking lot on James Street was so long, organizers of a night time Christmas Market had to extend its hours to ensure everyone got their chance to support local and do some holiday shopping. The Wallaceburg Christmas Market is an annual event which looked a little different during the pandemic. Normally the entire street is shut down and stores have an open house, but this year it was moved to the parking lot so organizers could control the flow of foot traffic. “It’s been a lovely night with steady customers so much to see and do,” said Kelsey Nydam of the Wallaceburg BIA, who was organizing the event for her first time ever. An hour before the event ended, there were approximately 1,000 residents who had come to the market, and vendors said their stands were running low on products. “Especially this year, markets are important to small communities. For so many local businesses and artisans, it’s been really difficult. When you look at other large corporations who had a record year, it kind of does feel a little unfair. These people are the heart and soul of communities. So it's just really important to support locals.” The Wallaceburg community also supported those in need on Saturday with a food drive by. Kids were lining up on the streets waiting to see Santa Claus – who left his sleigh in the North Pole and opted for a bright red truck – drive by as his helpers picked up food. All the toys and non-perishable food items collected were donated to the local Salvation Army and the St. Vincent de Paul food bank. “It was a very, very successful turnout and we are honestly so overwhelmed with food and toys that came through the doors,” said co-organizer Jay DeBuck, who also owns the Stubby Goat. The idea came about when DeBuck found out there was no Santa Claus parade happening this year because of the pandemic. He wanted to give his daughter a memorable experience on her first Christmas. DeBuck asked resident Mike Salisbury what they could do instead, and the latter decided it would be best to host a parade while collecting food and toys. DeBuck was the one who decided to bring the parade to the people by going through all of Wallaceburg’s subdivisions. The process took five hours with the help of Wallaceburg’s local radio station who broadcast throughout the day, informing residents where Santa would be heading next. One resident, Heather Little Blake said her mom, who has been involved with the local food banks for many decades, claims it is the most collected in 30 years. While outdoor rinks will continue to open across Saskatoon this year, hockey games will not be allowed on them.At Saskatoon city council's monthly meeting on Monday night, councillors asked administration about reports that hockey nets were being removed from outdoor rinks. Lynne Lacroix, the city's general manager of community development said that hockey games are not allowed under provincial COVID-19 rules."If you leave the nets out randomly, the chance of scrimmages happening or games picking up will probably be high," said Lacroix. "So they're trying to minimize that as public skating is permitted, games are not permitted under the new regulations."Last week, the province suspended all team and group sports in an attempt to limit the spread of COVID-19. Under-18 hockey players are still allowed to practise, but only in groups of eight players.Outdoor rinks operated by community associations will still allow up to 30 skaters on the ice at any given time.Andrew Roberts, director of recreation and community development with City of Saskatoon, said the new rules on hockey nets are in effect because the province is only allowing practices for under-18 players."So based on that, we're requiring that nets not be outside on our outdoor rink during public skating time," Andrews said."We are recommending to our community associations — we're not mandating, we're just recommending — that the nets be removed when there's unsupervised time just to mitigate the risk of hockey being played with groups bigger than eight."The policy is in effect until Dec. 17, when the province will be providing updates to the recommendations.Andrews said community associations can still rent out rinks for hockey practices under the new restrictions, and would be able to use hockey nets in those circumstances.The city has received plenty of feedback from citizens and community associations, mostly looking for clarification, he said. "We're providing the requirements and the documentation to our community association so that they can share them among the community as well."Indoor rinks aren't really affected, Andrews said, because nets aren't on the ice during public skating and all rental times are supervised."The difference is everyone must wear a mask indoors — it is just recommended to wear masks at outdoor rinks," he said.Kelly Boes, executive director of the Saskatoon Minor Hockey Association, said the new city guidelines don't really affect organized minor hockey.Boes said their practices, for the most part, are indoors and they are allowed to have nets."I really think this is designed around the kids that are, you know, hanging around and just want to go and have some fun and start playing, and a shinny game breaks out," he said."I think that's why they're doing it, to try to stop that from happening."Coun. Randy Donauer (Ward 5) worried there might be confusion between indoor and outdoor venues."I don't know if it's sending the right message to say we're going to have hockey facilities inside for practices, but you can't even have a net out for kids to shoot on in the neighborhood," he said. Brad Holler, who was out Tuesday shooting pucks at the Sutherland rinks, thinks removing the nets is going too far."It sucks for kids," he said. "This is Saskatchewan. Hockey's a huge part of our culture, it's how kids stay active."I realize there's a pandemic at hand. But when you look at some of the other regulations that are in place right now, like you can go eat at a restaurant, five people per table and take off [your] masks … to take away hockey nets, I think it's a little ridiculous."Roman Todos, president of the Caswell Hill Community Association, said they are still getting the rink prepared, so it isn't open yet.How big a deal the no-net policy will be depends on how long the restriction stays in place, he said."We should be close to getting our rink up and running and then we'll have to follow the guidelines as much as possible," said Todos, adding they'll need some more people to help to put up signage up and co-ordinate the new policy. Meanwhile, Lacroix said other winter activities, like Optimist Hill, are expected to open soon, as is the Meewasin outdoor rink near the Bessborough Hotel.During the city council meeting, Pamela Goulden-McLeod, the city's director of emergency planning, continued to ask people in Saskatoon to stay at home and limit the number of new cases of COVID-19 in the city.On Monday, there were 1,318 active cases of COVID-19 in Saskatoon, almost double the number from Regina."Our ICUs are currently operating over capacity and our resources are stretched," she said. "We need all residents to return to following the guidelines of [Chief Medical Health Officer] Dr. [Saqib] Shahab as closely as possible."
Premier Doug Ford was noticeably absent from the province's daily news conference on Tuesday after his office announced shortly after noon that he had an "unexpected, but non-COVID-related, non-urgent medical appointment that will prevent him from participating."The news conference went ahead at pharmaceutical distribution company McKesson's warehouse with Minister of Health Christine Elliott leading along with retired general Rick Hillier, chair of Ontario's vaccine distribution task force, and others.Questions about Ontario's vaccine rollout were front and centre at Tuesday's news conference.Few specifics were on offer, but Elliott did say that vaccines will not be mandatory for healthcare workers. Asked if they would be required to take the vaccine, Elliott replied that the premier has made it clear that he wants vaccinations to be voluntary.Asked who might be first in line for vaccinations, Elliott said that's something the province is currently discussing with its taskforce, but that vulnerable populations and frontline workers are among the priorities. As for who comprises that taskforce, Elliott said it does include a bioethicist, and that the names of the members should be able to be released in a "short while."Ontario reported another 1,707 cases of COVID-19 on Tuesday as the number of patients with the illness being treated in intensive care units climbed to 193.The new cases include a record 727 in Toronto — the most ever on a single day for the city — as well as 373 in Peel Region and 169 in York Region.The new infections push the seven-day average of daily cases to 1,670, also a new record high.Other public health units that saw double-digit increases were: * Durham Region: 72 * Waterloo Region: 61 * Hamilton: 58 * Halton Region: 47 * Windsor-Essex: 47 * Simcoe Muskoka: 36 * Ottawa: 34 * Niagara Region: 15 * Wellington-Dufferin-Guelph: 13 * Grey Bruce: 12(Note: All of the figures used for new cases in this story are found on the Ontario health ministry's COVID-19 dashboard or in its daily epidemiologic summary. Some 737 of Ontario's 4,828 publicly-funded schools, or about 15.3 per cent, currently have at least one case of COVID-19, while seven schools are currently closed because of the illness.There are now 14,524 confirmed, active cases of COVID-19 provincewide, the most at any point since the outbreak began in late January. The new high comes as Ontario's network of labs processed 34,640 test samples for the novel coronavirus and reported a test positivity rate of 5.1 per cent. Another 34,000 tests were added to the queue to be completed.Meanwhile, an internal Critical Care Services Ontario report shared with CBC Toronto shows 26 more people with confirmed infections of the novel coronavirus were moved into intensive care in the last 24 hours, bringing the total to 193. Just four days ago, 151 patients were in ICUs. Public health officials have identified 150 as the threshold for when scheduled surgeries and procedures need to be postponed or cancelled. The province's report today states that only 185 patients are in intensive care. The discrepancy between the figures is due to the timeframe used in the provincial data, which typically reflects numbers from the previous day. The Critical Care Services Ontario figure for ICU admissions is more current.Further, a total of 645 people with confirmed cases of COVID-19 are in Ontario hospitals, while 112 are on ventilators.Seven additional COVID-19-linked deaths were reported today, bringing the official toll to 3,663.Of those seven people, three were in their 90s, three were in their 80s and one was in their 60s. Six of the deaths are tied to institutional outbreaks, such as long-term care settings.
The remains of a 17-year-old soldier were unearthed four years ago in Belgium — and it turns out they are those of a member of the Newfoundland Regiment, who fought in the First World War and died 103 years ago. The details of the discovery and identity were announced Tuesday at an event at The Rooms in St. John's, with the provincial archivist being acknowledged as having played a major role in the process. Pte. John Lambert died Aug. 16, 1917. He was born July 10, 1900, in St. John's, according to officials with the Department of National Defence and the Canadian Armed Forces. His remains were discovered during an archeological dig near St. Julien, Belgium. There were three other sets of human remains found, but it's not clear if the others have been identified. Lambert's name was memorialized on the Beaumont-Hamel Newfoundland Memorial in Bowring Park, which commemorates soldiers from Newfoundland who died during the First World War and have no known grave. Lambert lied about his age to fight in warAccording to a biography on the federal government's website, Lambert lied about his age and claimed he was 18 years old when, in fact, he was 16. He joined the 2nd Battalion in Scotland, and made his way to France, where he joined the 1st Battalion of the Newfoundland Regiment in June 1917. Members served with the 88th Brigade of the 29th Infantry Division of the British Expeditionary Force.On Aug. 16, 1917, an attack was launched by the Newfoundland Regiment — in what become known as the Battle of Langemarck — with members successfully overtaking the enemy's trenches and bunkers. Lambert suffered wounds during the attack, and later died from them. Another 26 men were killed in that battle. N.L.'s provincial archivist played key roleLambert's remains were found alongside a number of artifacts in 2016. Those included a shoulder title of the Newfoundland Regiment, an Inniskilling Fusiliers cap badge, two Hampshire Regiment shoulder titles, general service buttons, British bullets and a few other small items.DNA samples from the soldier's descendants made it possible to confirm Lambert's identity — making it the first time a Newfoundland Regiment soldier has been identified by this process, according to the provincial government. It was Greg Walsh, the provincial archivist and director of The Rooms' provincial archives, who "provided vital archival research to locate Private Lambert's direct descendants," according to a Newfoundland and Labrador government media release. Walsh, speaking to reporters at Tuesday's event, praised Lambert for being "so courageous."When pressed about the fact that this was the first local case of its kind, Walsh acknowledged the significance, but noted it was a team effort. "I just feel like it was one of the most rewarding things I have ever done, I have ever been asked to do, and I'm so proud of the work I did, and the work we did as a team," he said. "I do feel like we have put a name to a face and that's a huge part of what we do as archivists and we don't get to do that everyday."Patience and tenacityHow Walsh got to the point of identifying the remains was a lesson in patience and tenacity. "Military records confirmed there were 16 Newfoundland Regiment soldiers who had fought in the vicinity, with no known grave. Walsh, began his year-long search with this list of 16 soldiers and proceeded to find living descendants for 13 of the 16," reads a statement. Walsh combed through many information sources, including vital statistics registers, census records, newspaper records, phone books and online search engines, to find anything that might help with the process. Ultimately, it was a combination of historical, genealogical, anthropological, and DNA analysis that helped the Casualty Identification Review Board identify Lambert, according to the government's website.Col. Perry Grandy, who is chairman of the Royal Newfoundland Regiment Advisory Council, said identifying Lambert, and the process that led to that, are both significant. "This has connected our modern day life with something that happened in history that we only read about," Grandy said. Burial to come at 'earliest opportunity'The Canadian Armed Forces have notified Lambert's surviving next of kin, and are providing them with ongoing support, according to the government. Lambert, who was born to Richard and Elizabeth Lambert, will be buried at the Commonwealth War Graves Commission's New Irish Farm Cemetery in West-Vlaanderen, Belgium, as the "earliest opportunity," according to the federal government. It's expected that family members, along with representatives from the Canadian, United Kingdom and Belgian governments will attend, as will representation from the Canadian Armed Forces. The largestbattery poweredelectric bus fleet in North America is Canadian. Toronto's transit system is now running 59 electric buses from three suppliers. And Canadian pioneers like Toronto offer lessons for other transit systems aiming to transition to greener fleets for the low-carbon economy of the future.Diesel buses are some of the noisier, more polluting vehicles on the urban roads. Going electric could have big benefits.Emissions reductions are the main reason the federal government aims to add 5,000 electric buses to Canada's transit and school fleets by the end of 2024. New funding announced this week as part of the government's fall fiscal update could also give programs to electrify transit systems a boost."You are seeing huge movement towards all-electric," said Bem Case, the Toronto Transit Commission's head of vehicle programs. "I think all of the transit agencies are starting to see what we're seeing ... the broader benefits."While Vancouver has been running electric trolley buses (more than 200, in fact), many cities (including Vancouver) are now switching their diesel buses to battery powered buses that don't require overhead wires and can run on regular bus routes.The TTC got approval from its board to buy its first 30 electric buses in November 2017. Its plan is to have a zero-emissions fleet by 2040.That's a crucial part of Toronto's plan to meet its 2050 greenhouse gas targets, which requires 100 per cent of vehicles to transition to low-carbon energy by then.But Case said the transition can't happen overnight. Finding the right busFor one thing, just finding the right bus isn't easy."There's no bus, by any manufacturer, that's been in service for the entire life of a bus, which is 12 years," Case said."And so really, until then, we don't have enough experience, nor does anyone else in the industry, have enough experience to commit to an all electric fleet immediately."In fact, Case said, there are only three manufacturers that make suitable long-range buses — the kind needed in a city the size of Toronto.Having never bought electric buses before, the city had no specifications for what it needed in an electric bus, so it decided to try all three suppliers: Winnipeg-based New Flyer; BYD, which is headquartered in Shenzhen, China; and California-based Proterra.They all had their strengths and weaknesses, based on their backgrounds as a traditional non-electric bus manufacturer, a battery maker and a vehicle technology and design startup respectively."Each bus type has its own potential challenges." Case said all three manufacturers are working to resolve any issues as quickly as possible.Infrastructure installationBut the biggest challenge of all, Case said, is getting the infrastructure in place. "There's no playbook, really, for implementing charging infrastructure," he said.Each bus type needed their own chargers, in some cases using different types of current. Each type has been installed in a different garage in partnership with local utility Toronto Hydro.Buying and installing them represented about $70 million, or about half the cost of acquiring Toronto's first 60 electric buses. The $140-million project was funded by the federal Public Transit Infrastructure Fund.Case said it takes about three hours to charge a battery that has been fully depleted. To maximize use of the bus, it's typically put on a long route in the morning, covering 200 to 250 kilometres. Then it's partially charged and put on a shorter run in the late afternoon."That way we get as much mileage on the buses as we can."Cost and reliability?Besides the infrastructure cost of chargers, each electric bus can cost $200,000 to $500,000 more per bus than an average $750,000 diesel bus. Case acknowledges that is "significantly" more expensive, but it is offset by fuel savings over time, as electricity costs are cheaper. Because the electric buses have fewer parts than diesel buses, maintenance costs are also about 25 per cent lower and the buses are expected to be more reliable.As with many new technologies, the cost of electric buses is also falling over time.Case expects they will eventually get to the point where the total lifecycle cost of an electric and a diesel bus are comparable, and the electric bus may even save money in the long run.All-weather testing neededAs of this fall, all but one of the 60 new electric buses have been put into service. The last one is expected to hit the road in early December.Summer testing showed that air conditioning the buses reduced the battery capacity by about 15 per cent. But the TTC needs to see how much of the battery capacity is consumed by heating in winter, at least when the temperature is above 5 C. Below that, a diesel-powered heater kicks in.Once testing is complete, the TTC plans to develop specifications for its electric bus fleet, and order 300 more in 2023 for delivery between 2023 and 2025.Potential benefitsEven with some diesel heating, the TTC estimates electric buses reduce fuel usage by 70 to 80 per cent. If its whole fleet were switched to electric buses, it could save $50 million to $70 million in fuel a year and 150 tonnes of greenhouse gases per bus per year, or 340,000 tonnes for the entire fleet.Other than greenhouse gases, electric buses also generate fewer emissions of other pollutants. They're also quieter, creating a more comfortable urban environment for pedestrians and cyclists.But the benefits could potentially go far beyond the local city."If the public agencies start electrifying their fleet and their service is very demanding, I think they'll demonstrate to the broader transportation industry that it is possible," Case said."And that's where you'll get the real gains for the environment."Alex Milovanoff, a postdoctoral researcher in the University of Toronto's department of civil engineering, did a study that suggested electrified transit has a crucial role to play in the low-carbon economy of the future.His calculations show that 90 per cent of U.S. passenger vehicles — 300 million — would need to be electric by 2050 to reach targets under the global Paris Agreement to fight climate change.And that would put a huge strain on resources, including both the mining of metals such as lithium and cobalt that are used in electric vehicle batteries and the electrical grid itself.A better solution, he showed, was combining the transition to electric vehicles with a reduction in the number of private vehicles, and higher usage of transit, cycling and walking."Then that becomes a feasible picture," he said.What's needed to make the transitionBut in order to make that happen, governments need to make investments, he added.That includes subsidies for buying electric buses and building charging stations so transit agencies don't need to make fares too high. But it also includes more general improvements to the range and reliability of transit infrastructure."Electrifying the bus fleet is only efficient if we have a large public transit fleet and if we have many buses on the road and if people take them," Milovanoff said.In its fall economic update on Nov. 30, the federal government announced $150 million over three years to speed up the installation of zero-emission vehicle infrastructure.Josipa Petrunic, CEO of the Canadian Urban Transit Research and Innovation Consortium, a non-profit organization focused on zero-carbon mobility and transportation, said in the past, similar funding has paid for high-powered charging systems for transit systems in B.C. and Ontario. But that's only a small part of what's needed, she said."Infrastructure Canada needs to come to the table with the cash for the buses and the whole rest of the system."She said funding is needed for: * Feasibility studies to figure out how many and what kinds of buses are needed for different routes in different transit systems. * Targets and incentives to motivate transit systems to make the switch. * Incentives to encourage Canadian procurement to build the industry in Canada. * Technology to collect and share data on the performance of electric vehicles so transit systems can make the best-possible decisions to meet the needs of their riders.Petrunic said that a positive side-effect of electrifying transit systems is that the infrastructure can support, in addition to buses, electric trucks for moving freight.So far, Petrunic said, Canada has about 120 battery electric buses on order and on the roads."It's not a lot given that we have 15,000 buses out there in the transit fleet," she said."But we should be able to get a lot further ahead if we match the city commitments to zero emissions with federal and provincial funding for jobs creating zero emissions technologies."
Ten fishermen out of Shippagan, N.B., were testing ropeless trap technology during the spring crab fishery that is designed to protect endangered North Atlantic right whales.A recent report from the Woods Hole Oceanographic Institute in Massachusetts found that fishing gear entanglements were the leading cause of right whale deaths from 2010 to 2015. There are only about 360 right whales remaining in the world.The report recommended ropeless gear as a solution. Standard gear connects traps on the bottom to a buoy on the surface. With ropeless gear, the ropes lie on the bottom until they are released by an acoustic signal from the fisherman, then float to the surface so the traps can be hauled.Robert Hache, director general of the Acadian Crabbers Association, said previous experiments with ropeless gear did not go well."The main issue was the reliability and user-friendly aspect of the acoustic release mechanism," said Hache.This most recent technology is working better, he said, but there are still issues. In particular, the system relies on cellular networks for locating the underwater traps, and the signals are not that strong out on the fishing grounds.Eventually, a system would also need to be set up so the Department of Fisheries and Oceans can keep track of all the traps in the water."Fishermen that have been involved with the testing and have used these devices have found it sufficiently interesting to do further experimentation," said Hache.Fishermen investedInterest in the devices is growing, Hache said.Five of the 10 fishermen this year invested their own money to buy the devices."That was a very good sign for us, because when you get these people interested in an equipment, that are willing to invest, then it means they are looking at this issue seriously," said Hache.New methods need to be found. La docteure Mélissa Généreux, professeure-chercheuse à la Faculté de médecine et des sciences de la santé de l’Université de Sherbrooke, termine une deuxième phase de l’étude québécoise sur les impacts psychosociaux de la pandémie. Elle est maintenant en mesure de comparer les résultats observés avec ceux de septembre dernier. La conclusion : il faut agir, dès maintenant ! «Les jeunes de 18 à 24 ans forment, comme il y a deux mois, le groupe le plus susceptible de présenter des symptômes significatifs d’anxiété ou de dépression majeure (46 %). Les travailleurs de la santé ont toujours eux aussi une prévalence élevée d’anxiété ou de dépression probable (31 %). Les personnes en télétravail s’ajoutent maintenant au lot des personnes affectées psychologiquement par la pandémie dans une proportion de 27 %», précise Mélissa Généreux qui est également médecin-conseil à la Direction de santé publique de l’Estrie. Réalisée auprès de 8 500 adultes, l’enquête s’est déroulée du 6 au 18 novembre dernier dans toutes les régions du Québec. On y apprend que : · Un adulte sur 4 (un jeune adulte sur 2) rapporte des symptômes compatibles avec un trouble d’anxiété généralisée ou une dépression majeure. Ce phénomène est en hausse, surtout chez les hommes et les jeunes. · Les idées suicidaires sérieuses sont 2 fois plus fréquentes qu’avant. · Les troubles psychologiques sont nettement plus présents à Montréal. · Les travailleurs essentiels et les télétravailleurs sont davantage touchés. · Tant la pandémie que l’infodémie influencent la santé psychologique. · Le sentiment de cohérence demeure un facteur protecteur très important. · La consommation abusive d’alcool est en hausse chez les 35 ans et plus. · Seuls 6 adultes sur 10 seraient prêts à recevoir un vaccin (en baisse). · Les consignes sont perçues comme étant exagérées et peu claires par plus du quart de la population. «Alors que l’homologation de vaccins approche, le désir de se faire vacciner diminue. Elle ne se traduit pas par un refus, mais plutôt par une plus forte hésitation à se faire vacciner. Nous attribuons une partie de ce phénomène au faible sentiment de cohérence et aux attitudes négatives face aux consignes gouvernementales : selon l’étude de novembre, ces consignes sont perçues comme étant exagérées et peu claires par plus du quart de la population», explique la professeure-chercheuse en santé publique. Malgré des résultats somme toute inquiétants, Mélissa Généreux est toutefois confiante. «Plus nous en connaissons sur la nature, l’ampleur, la distribution et l’évolution des impacts psychosociaux de la pandémie et les facteurs de risque ou de protection associés, plus nous pouvons éclairer les décisions prises par les autorités. Je suis vraiment fière que nos dernières recommandations permettent aujourd’hui des collaborations pour assurer une prise en charge concrète et immédiate de la situation». En effet, le ministère de la Santé et des Services sociaux, par l’entremise du ministre Lionel Carmant, annonçait des investissements de 100 M$ en santé mentale le 2 novembre dernier. Pour instaurer des solutions concrètes à court terme, le ministère s’est adjoint les services de la docteure Mélissa Généreux qui a coordonné avec la communauté de Lac-Mégantic des projets contribuant à renforcer la résilience des individus et des collectivités. Elle agira comme conseillère sur le déploiement de l’organisation pour tout le Québec, d’équipe d’éclaireurs en santé mentale. «L’expertise a été et est encore développée en Estrie, et toutes les instances impliquées collaborent de façon coordonnée. Le tout, bien sûr, dans le but de faire profiter des meilleurs soins et des meilleures pratiques à notre communauté, mais aussi à la population du Québec», conclut Mélissa Généreux.
