The regular meeting of the Council of the Town of Wakaw was held on Wednesday, February 10, 2021 at council chambers located at 121 Main Street Wakaw, SK. In attendance were Mayor Steve Skoworodko, Councillors Iris Fleming, Michael Markowski, Rob Michayluk, Terry Ostafichuk, Chad Parenteau and Michael Romanchuk, along with CAO Terrence Schneider. Cllr. Chad Parenteau attended via electronic means.
Mayor Skoworodko called the meeting to order at 7:00 pm.
Cllr. Markowski moved that the agenda be adopted as presented. Crd.
The minutes of the last meeting were read and Cllr. Ostafichuk moved that the minutes of the Regular Council Meeting held on January 13, 2021 be approved as read. Crd.
CAO Schneider presented the financial activities for the previous month after which Cllr. Romanchuk moved that the statement of Financial Activities for the month of January 2021 be approved as presented. Crd.
A list of correspondence that had been received by the CAO was read and Cllr. Ostafichuk moved that the list of correspondence be accepted as presented. Crd.
The statement of accounts payable was presented by CAO Schneider and Cllr. Romanchuk moved that the accounts in the amount of $181,162.11 be authorized for payment and attached to the minutes. Crd.
*Foreman Gaetan Vachon joined the meeting at 7:40 pm and left the meeting at 8:35 pm.
Cllr. Michayluk moved that the Chief Administrative Officer be approved as Designated Officer to manage a Dilapidated Buildings File. Crd.
Further new business involved a motion by Cllr. Parenteau that Conexus Credit Union be provided with a letter of direction, that appoints either Mayor of CAO with the authority to act as sole authority to review and approve of payroll- Customer Automated Funds Transfer (CAFT) transactions initiated by the Assistant Administrator. Crd.
In regards to the 2021 Census of Population, Cllr. Fleming moved that the Town of Wakaw supports the 2021 Census and encourages all residents to complete their census questionnaire online at www.census.sc.ca by advertising this request on the Town of Wakaw Website and Facebook Page. Crd.
Cllr. Markowski moved that Chris Letendre (B & B Enforcement Services) be appointed as “Pound Keeper” for 2021 for the Town of Wakaw. Crd.
Cllr. Ostafichuk moved that the Board of Revision of 2021 will consist of Ann Olson as Secretary, three Councillors and one alternate Councillor from the Town of Cudworth (remuneration will be $80 for 2 hours or less, $100 for 2-4 hours, $200 over 4 hours, and mileage of $0.50/km) and that the town of Wakaw appoints Councillors Mike Romanchuk, Rob Michayluk, and Iris Fleming to serve as the Board of Revision for the Town of Cudworth for 2021. Crd.
Cllr. Romanchuk moved that council acknowledge the review of the January 2021 water quality records supplied by Public Works. Crd.
Under Tax Enforcement council discussed requesting a title transfer on two parcels within the town. Resulting from that discussion Cllr Ostafichuk moved that Parchomchuk, Sherdahl, Hunter be authorized to request the Register of Titles to issue title to the following lands: Lot 17 Block 28 Plan 04934 and Lot 18 Block 28 Plan 04934, to the Town of Wakaw under the authority of the Tax Enforcement Act. Crd.
With the receipt of funds from the RM of Hoodoo, Cllr. Michayluk moved that $17,568.87 received from the RM of Hoodoo in 2021 be transferred to the Town of Wakaw Fire Department Reserve Account. Crd.
Cllr. Parenteau moved that Lois Gartner’s January 31, 2021 letter of resignation as Chief Administrative Officer for the Town of Wakaw be accepted with regret. Crd.
Cllr. Markowski moved that the Tourism Sask Agreement, offering $20,000.00 contribution to the Wheatland Express and Indigenous Project, be accepted and executed as per the terms of the agreement attached to these minutes as Appendix A. Crd.
Cllr. Fleming moved that the meeting be adjourned at 10:15 pm. Crd.
