WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. Others swirling around members of his family and associates have been simmering for years.On Tuesday, an unsealed court filing revealed an investigation into a potential plot to solicit political donations in exchange for the president using his pardon power.Barr, for his part, insisted that he was trying to keep politics out of the Durham probe, explaining that is why he delayed announcing the special counsel appointment until a month after the election.“With the election approaching, I decided the best thing to do would be to appoint them under the same regulation that covered Bob Muller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said in an interview with the AP on Tuesday.“I wanted to have the team, both Durham and his team understand that they be able to finish their work,” Barr said.Durham has already been a huge disappointment for Trump and his allies, and prompted a dispute with Barr over why things weren’t moving faster and why the investigation did not yield major prosecutions in the weeks before the election. VICTORIA — A long-running study of more than 50 dead killer whales in the Pacific Ocean concludes human activities pose deadly threats to the orcas.Killer whale deaths from Alaska to British Columbia, south to California and west to Hawaii linked to human activities were found in every age class from calves to adults, said the study published Wednesday in the open access journal Plos One. The findings indicate that understanding and being aware of each threat is vital for the management and conservation of orca populations, said Stephen Raverty, a B.C. scientist and the report's lead author.Some of the direct causes of orca deaths were attributed to blunt force trauma from collisions with ships or cuts from the propellers of vessels, while indirect causes were related to ingested fish hooks, various human-caused pollutants and malnutrition, Raverty said in an interview."In one case in Alaska, a young animal swallowed a hook that perforated the back of the throat and resulted in bacteria entering the body and the animal died of a blood-borne bacteria infection," he said.In another necropsy conducted on an older orca, a triple-barbed fishing hook was found in the animal's colon, but it did not appear to impact its health, Raverty said.Raverty, who's a veterinary pathologist at the B.C. Agriculture Ministry and a marine mammal researcher, said the study also provides a baseline understanding of orca health necessary for future research."There have been a variety of indirect things that have been demonstrated to impact killer whale health and what we're saying is this is more direct evidence of human activities that impact the overall well-being of these animals," he said. The study involved necropsies on the remains of 53 killer whales found from the North Pacific to Hawaii from 2004 to 2013. It also examined the data from 35 other orca deaths from 2001 to 2017, said Raverty.The study was able to confirm the cause of death in 22 of the 53 orcas, and "death related to human interaction was found in every age class."It said necropsies showed evidence of 15 infectious agents and 28 pathogens with the potential to affect orca health, but "non-infectious health concerns include impacts from accumulated persistent pollutants, human interactions including vessel collisions, interaction with fishing gear, the effects of noise and consequences of reduced prey availability."Raverty said the study's results should support federal government efforts to reduce and slow down shipping traffic and noise pollution to protect threatened orca populations, including the West Coast's southern residents that now number 73 members.The federal government recently expanded orders for B.C. whale-watching vessels, requiring them to stay 400 metres away from orcas on their viewing voyages."You think of these animals as being very agile and being able to avoid impact with vessels, but that doesn't appear to necessarily be the case," Raverty said. Homicide investigators say a fourth person has been charged in the Remembrance Day shooting of a man in Surrey, B.C., last year.Andrew Baldwin, 30, was killed Nov. 11, 2019, at a house in the 10700-block of 124 Street. The Integrated Homicide Investigation Team announced Wednesday that Munroop Hayer has been charged with first-degree murder.Supt. Elija Rain with the Surrey RCMP said Hayer is well known to police in the Lower Mainland.Jordan Bottomley and Jagpal Hothi have already been charged with first-degree murder in the case.Jasman Basran, 21, was charged in May with being an accessory to murder.Baldwin was gunned down just weeks after his younger brother, 27-year-old Keith Baldwin, was shot and killed in Chilliwack, B.C. Both men were known to police.Sgt. Frank Jang with IHIT read a statement Wednesday from Baldwin's mother, Julie. "Andrew was a caring, giving person and his loyalty to his family, friends, loved ones and co-workers was unwavering," the note read. "We will all miss him, every moment of every day."
MONTREAL — Refugee advocates are criticizing Canada's decision to resume deportations before the country irons out the details of a program to grant permanent residency to asylum-seekers who have been working in the health-care system during the COVID-19 pandemic.Frantz Andre, who advocates on behalf of asylum seekers, says the decision has heightened the feelings of insecurity among the essential workers dubbed "guardian angels" by Quebec Premier Francois Legault.The Canada Border Services Agency confirmed it resumed deportations as of Nov. 30, after halting most removals in March due to the pandemic. The agency clarified that it would not be deporting people who are likely to qualify for permanent residency under a federal program announced in August to grant a path to residency for people working in the health-care sector or in long-term care or assisted living facilities."The CBSA would like to clarify that the agency will not be removing those who may be eligible to qualify for permanent residency under the guardian angels public policy," the agency wrote in an email Tuesday.Advocates estimate that hundreds of asylum-seekers have been working in long-term care homes in Quebec, which bore the brunt of the first wave of COVID-19 this spring.Andre notes that the final details of the program have yet to be made public, leading many of the so-called guardian angels to fear they may yet be deported."So, we’re starting (deportations) three weeks before Christmas, when the program and the details of this special program for the asylum-seekers or orderlies cannot be announced," he said."I call this criminal. This is not right."Andre said the initial elation over the announcement of the program has faded, leaving many asylum-seekers feeling fearful and unsure if they'll qualify.He says some workers who could have been eligible have given up and decided to return home; others have contemplated suicide.Wilner Cayo, the president of a group that advocates for asylum-seekers and visible minorities, notes that even asylum-seekers working in long-term care — the exact group targeted by the program — are not sure they'll qualify because there are other criteria to meet, including having been issued a work permit and having a certain amount of experience and hours worked. He said the uncertainty is causing people "enormous anxiety.""When they take such a long time and the rules are not clear, we don’t know what to expect," he said in a phone interview.Quebec has a large degree of control over immigration criteria for the province, and it will select the applicants who qualify under the federal program and wish to reside in Quebec.In an email, a spokesperson for the Quebec Immigration Department said the program is expected to come into effect over the winter, and the details of how it will apply in Quebec will be announced "shortly."Cayo said the program also does not address the situation of other essential workers, including security guards and cleaning staff in care homes, truck drivers and those working in food production."These people sacrificed for Quebec, sacrificed for Canada," he said. "When many people were staying home, these people went out to work."Their contribution has shown they are not a burden to Canada, but a gift, he added.Andre believes the deportation order should be suspended until it becomes clear who exactly is eligible for the guardian angels program. Bruce Power has wasted no time getting its “Be a Light” campaign up and running. The campaign, announced on Nov. 19, pledged $1 million to redouble efforts to fight COVID-19. It is putting a focus on five pillars, public awareness, providing protection, a buy local initiative and supporting physical and mental health and lending a helping hand. On Nov. 24, the campaign committed $250,000 to support the maintenance and enhancement of the Kincardine Trails, assisting with the completion of the Signature Trail project, and the Saugeen Rail Trail, which will assist in the environmentally-friendly paving of two section of the trail in Port Elgin and Southampton. . It will also support a feasibility student into the development of a trail at Saugeen First Nation. Be a Light acknowledges that staying active an spending time outdoors has an important role in helping people manage the pandemic. An additional $50,000 will support mental health initiatives at the Grey Bruce branch of the Canadian Mental Health Association, the Westover Treatment Centre recovery support and the Grey Bruce “We CARE” project supporting mental health in youth. One day later, the campaign announced it would provide $150,000 in protective equipment to communities and organizations in Bruce, Grey and Huron counties. That donation will include 175,000 three-ply disposable masks and 2,000 bottles of hand sanitizer to primary health care facilities, Indigenous communities, and other organizations in the region. Fifty self-standing automatic temperature monitors will be provided for long-term and health care facilities, and other high-traffic areas to provide hands-free, rapid temperature screening. The equipment provides an addition layer of protection for people in the community. “With rising COVID numbers across the region and province, we recognized how important protective equipment is to stopping the spread,” said Pat Dalzell, Bruce Power’s Head of Corporate Affairs. “By getting masks and hand sanitizers to the facilities and businesses that need them we can help keep the community safe from COVID-19. By providing automatic temperature monitors to local long-term and health care facilities, we’re also providing another protective barrier for our society’s most vulnerable population – our seniors and the ill – as well as our vitally important frontline workers.” On Nov. 26, the campaign announced multiple contributions to the lending a helping hand sector. Tay council wrangled with budget-item options in an attempt to bring down the proposed tax levy as much as possible, eventually settling on a 2% increase. The number is expected to go down to at least 1.4% or 1.2% once the blended tax rate from the county is shared with the municipality, said treasurer Joanne Sanders, who presented a detailed budget to council at its recent special meeting. She told councillors about items that had been taken off the list to help bring the tax rate down to 2%, including major expenses like repairs to bridges. "Granny White bridge, Rumney Road culvert and the Rosemount Road north bridge have all been removed from the capital budget," she said. "We did some more research there and no safety issues came up. The most recent bridge report still had those repairs in the one- to five-year category." These projects will be re-assessed during the 2020 bridge report, added Sanders. And with growth, comes surplus And it is this surplus, said Sanders, which is helping keep the tax rate down. "We are projecting a healthy surplus for the close of 2020," she said. "The greatest contributors are salaries and the supplementary assessments, which created additional income. There is a surplus of $349,500 left in the 2020 projected surplus. We do have funds to work with." Most of that money, Sanders said, has come from growth in the area. "Rather than $93,000 being covered by growth, we're looking at $128,000," she said. "That reduces our reliance on the reserve from $66,500 to $31,500." And with the additional bylaw summer student and administrative summer student positions also taken out of the budget, the reliance on surplus fell further to $19,600. Deputy Mayor Gerard LaChapelle warned about relying too much on growth. "Moving forward, we need to remember the future may not be so kind to us," he said. "We're running out of inventory. Do we require that growth to balance our budget? What impact does that have year-in and year-out?" Sanders said money from supplementary assessments as a result of growth in the area doesn't show up immediately on a budget, but trickles in over a few years. But with great growth comes higher liability, and that means higher insurance costs, she said. According to the budget Sanders shared, insurance costs are estimated to increase by 20% or $84,000 for next year, adding she doesn't see a light at the end of that tunnel. "They're not saying the landscape is going to change," said Sanders. "Last year, we looked at increasing our deductible to decrease our rate, but I don't see a huge light at the end of the tunnel." Capitals projects Coun. Jeff Bumstead wasn't sure if that move would end up saving the township any money in the long run. "If we're pushing these replacements to the end of that one- to five-year suggested range, are we looking at further cost or replacement?" he asked. Rick Bingham, interim operational service general manager, agreed with the councillor's assumption. "You need to do some rehabilitation before it gets to the point you have to do a reconstruction," said Bingham. "I think there are quite a few of them that will need to be reconstructed because they haven't had any rehabilitation done over the years. "I understand the former director had engaged the consultants to do a feasibility review and they will be providing a report over the next couple weeks on how money is best spent on bridges so we can stay ahead of the game," he added. Seeing the trend of removing projects from the capital budget, Coun. Barry Norris came up with another 'money-saving' suggestion. "The dry hydrants for the rural areas; I don't support it," he said talking about the emergency preparedness list. "The fact that we have tankers and mutual aid, I still can't support that at this point in time. Council may want to weight in to defer that expenditure." Fire Chief Brian Thomas made the case for fire safety. "The dry hydrants are a water source for the fire department to use while they're fighting fires out in the rural areas," he said. "We have $10,000 down for the next three years to find locations and get agreements with property owners so that we can enter their property to access the water sources. We do have mutual-aid agreements, but we still need the water source for all those tankers. The closer the water source is the more readily available; then the firefighters will have the amounts of water they will need." Then Norris focused on the planned sidewalk for Seventh Avenue and wondered about $127,000 expenditure. "I find it tough to increase that. The next thing we're going to have to do is clear it through the winter," said Norris, who instead suggested staff should consider putting in a base and a screen top over the pathway. "If it's substantially used, I have no problems putting a top coat on," he said. "To allow $30,000 to do that, let's see how it pans out. We can deviate that to another part of the capital." That suggestion did not sit well with Coun. Sandy Talbot, who said she wasn't sure why Norris had a problem with a project she considered a 'no brainer.' "This has been on the books for two years," she said, noting the safety of children who catch a bus there is a paramount concern. "I'm not sure if you're aware there's an incline on that road on Seventh Avenue, which is like a speedway and people are going down the road at unbelievable speeds. We need this. People walk this road on a daily basis. We need to ensure the safety of our residents." And she had support from councillors Paul Raymond and Mary Warnock. "I agree with Coun. Talbot," said the latter. "They've waited long enough. Sidewalks are important in our community to make them walkable. As we're going to see in official plans that come out, making our communities age-friendly, sidewalks are going to be a priority. I don't think there's any reason to delay this any further." With that, Norris' bid to remove those two items from the list was defeated. Expenses and overtime Talbot had her own concerns over some of the items contained within the budget. "Under expenditures, there's a cost for a rental car for $7,000. What did we need that car for?" she said. Sanders said that was thanks to COVID-19 restrictions. "It was for bylaw due to physical distancing requirements," she added. "It's on the COVID-related expenses list." Talbot then said she was concerned about the amount of overtime recorded. "It's $55,000," she said. "Can you give me an explanation of that? It's a lot of money. It's almost another position." Sanders said that wasn't just in one department, but spread across various township sections. "In a lot of cases, overtime was worked due to COVID-19, additional research and setting stuff up," she said. "There was also additional time that we felt was worked because we didn't necessarily fill positions as quickly as we would have because filling positions wasn't feasible during the height of COVID-19. So you have staff doing double-duty and that's why you see a fair bit of overtime." Talbot said she would like to see overtime kept in check moving forward. "Our aim should be reducing the overtime hours," she said. "I understand (the need) with our snowplow drivers or a public works emergency. But we need to be adherent to the lowest overtime we can allow. We're responsible for the monies of this township. In turn, we need to adhere to some kind of reduction in the overtime as possible." Grants and funding requests This section will be discussed in further detail at an upcoming December meeting, still council directed staff around two moves. "We can take the YMCA out," said Mayor Ted Walker. "They're not going to take us up on the loan offer." He took a bit of a hard line around the funding request made by the Severn Sound Environmental Association. "They had a huge increase last year and this year, the increase looks rather substantial as well," he said, talking about their request of $76,070 from 2019, that increased to $108,462 for this year and has gone up further to $122,042 for next year. "I'm wondering if we've heard anything back from them about this huge increase. JOHN'S, N.L. — Former Newfoundland and Labrador premier Danny Williams is accusing the City of St. John's of taking Christmas away from the residents of a subdivision he developed on the city's outskirts.Williams says that just as he did last year, he recently installed a 10-metre Christmas tree in the centre of a traffic roundabout in the Galway subdivision, which was developed by his company DewCor.But this year, he says the city took issue with the tree, requiring that he take out an insurance policy and asking him to keep it unlit due to traffic concerns.In a statement emailed Wednesday, city staff in the transportation engineering department say they're open to considering other locations for the tree in Galway that don't interfere with an intersection.Meanwhile, the neighbouring city of Mount Pearl has offered to give the tree a proper home with lights, and Williams says the tree will be delivered there within the next two days."All's well that ends well," Williams said in an interview. IQALUIT, Nunavut — Nunavut's two-week lockdown to slow the spread of COVID-19 was lifted in almost all communities Wednesday as the territory had more recovered than active cases for the first time. Schools, businesses and workplaces were allowed to reopen, except in Arviat, which had 65 active cases. The coastal community on the western edge of Hudson Bay is to remain shut down for at least two more weeks.Nunavut had 80 active infections Wednesday and 113 recovered cases for a total of 193. There were 11 new cases — all in Arviat. The territory had not had any cases at all until early November.Dr. Michael Patterson, Nunavut's chief public health officer, said his team hadn't yet determined if community transmission in Arviat is ongoing."I know this is a difficult time as these strict measures continue, but please understand it is not meant to punish Arviat. This is the best way to break community transmission and the fastest way to eventually loosening these restrictions," Patterson said. The Canadian Red Cross has been on the ground in Arviat to help people self-isolate and to contact trace. Rankin Inlet and Whale Cove, in the same region as Arviat, still have active COVID-19 cases, but no evidence of community transmission.Masks remain mandatory in all public spaces in the three communities, although students in Whale Cove and Rankin Inlet do not have to wear them in classrooms as long as they are physical distancing, Patterson said.He credited Nunavut's shrinking case count with residents observing public-health orders and the work of contact tracers to "break chains of transmission."Prime Minister Justin Trudeau announced Tuesday that the federal government will provide rapid-testing machines to Nunavut's isolation hotels in Winnipeg. Patterson said Winnipeg is currently the jurisdiction that poses the biggest risk to Nunavummiut who travel there. Using the Panbio COVID-19 Ag rapid-testing device, which provides results in 15 minutes, Nunavummiut staying in the hubs will be tested several times throughout their stay. "The testing will be initially offered to everybody, whether they have symptoms or not ... as a way to augment the current isolation practice and reduce the chance of COVID getting through the isolation hubs," Patterson said. Nunavut's first cases of COVID-19 were individuals who completed 14 days of isolation in Winnipeg hotels. Patterson said it's still unknown how exactly they contracted the novel coronavirus while in isolation and an investigation into how it happened continues.The Northwest Territories, which has a similar isolation rule, announced Tuesday that residents who leave the territory for non-essential travel will have to pay for their two-week isolation stays. Lorne Kusugak, Nunavut's health minister, said Nunavut has considered a similar move, but isn't making residents pay for isolation stays at this time. A special all-party committee of the P.E.I. legislature is urging the provincial government to begin "immediate negotiations" with the federal government seeking support for a universal basic income guarantee for the province.But such a program would come with a significant price tag, estimated at $260 million per year — almost $100 million more than the current budget for the entire P.E.I. Department of Social Development and Housing.Providing all Prince Edward Islanders with access to a guaranteed basic income would "ensure every Islander, no matter their circumstance, can live with basic health and dignity," MLA Trish Altass told the legislature Tuesday.Altass served as chair of the Special Committee on Poverty in P.E.I., which has held 24 meetings since Sept. 2019, canvassing local advocacy groups and national experts on how to measure and address poverty in the province, and on how to set up parameters for a basic guaranteed income.In 2016, members of the previous legislative assembly provided unanimous support for a Green motion calling on the federal government to support a basic income pilot project on P.E.I.Since that time, the idea has been picked up by politicians of different political stripes at every level of government. But this report marks the first time anyone has laid out how a guaranteed income might work, and what a program might cost.Proposal now in government's handsWith the adoption of the committee's report in the legislature Tuesday, its work is concluded. It's now up to the government under Premier Dennis King to decide what to do with the committee's 16 recommendations.Ottawa has so far been unwilling to provide financial support for either a basic income pilot for P.E.I. or for similar proposals in other parts of the country.If that remains the case, then the committee's recommendation is that P.E.I. go it alone, providing its own funding for a three-year pilot encompassing up to 4,200 randomly selected Islanders, at an estimated cost of $19 million to $26 million per year.Under the proposed parameters, participating Islanders would be guaranteed an annual income of $18,260 for a single adult and $25,747 for a family of two.That figure is 85 per cent of the threshold determined by Statistics Canada for P.E.I., meant as an indicator of how much it costs a low-income family in the province to purchase basic necessities.The report says any provincial pilot should run at least three years and be evaluated by an arms-length, third-party agency, with a second group of Islanders who aren't part of the pilot also followed for comparison purposes.The committee has made it clear that, ultimately, a fully funded basic income guarantee for the entire province, which would require federal support, would be preferable to a pilot program.Cancelled pilot could leave participants worse offDrawing on the experiences of other communities like Hamilton, Ont., where basic income pilots were cancelled before they had run their course, the committee decided there were risks associated with starting a pilot here."If the project is not renewed, or even cut during the middle of the project, then people with low income are left in a potentially vulnerable place, even more so than before the start of the project," the report states.However, MLAs on the committee believe a basic income guarantee for all of P.E.I. cost-shared with the federal government could serve as a pilot for the rest of the country.The report estimates more than 50,000 P.E.I. residents would qualify for such a program — almost a third of the population. Eligibility would be based on the previous year's tax return. How it could workAny additional earnings beyond the basic income level would clawed back by a proposed 50 cents for every dollar earned for those in the program.For those under 65, the basic income would replace social assistance, although the report notes that the province would still require some sort of income support program to provide benefits in the short-term.For seniors, basic income benefits would be reduced dollar-for-dollar against Old Age Security, Guaranteed Income Supplement and spousal allowance benefits.The report says Canada Child Benefit levels are high enough that basic incomes would not have to be increased for families of more than two people.With Employment Insurance, basic incomes would top up earnings if EI benefits were below the basic income level.Living wage pegged at $19.30The committee was also tasked by the legislature at coming up with a living wage for Island residents, which it pegged at $19.30 per hour, based on a report from the Canadian Centre for Policy Alternatives.As per the CCPA report, the committee said $19.30 is the level "at which a household can meet its basic needs once government transfers have been added to the family's income and deductions have been subtracted."The committee said the living wage needed to support a family on P.E.I could be lowered if government were to provide additional supports for childcare, housing, or public transportation.The current minimum wage on P.E.I. is $12.85 per hour, rising to $13 on Apr.1, 2021.Province needs feds, says premierWhile the committee's report passed without opposition in the legislature Tuesday, no MLA other than the committee's chair took up the invitation to speak to the report.The Green Party included a commitment to a basic income guarantee in its 2019 election platform, but the governing PCs did not. Nor did the third-party Liberals.The premier has spoken in support of a basic income guarantee but also suggested the province couldn't proceed without federal backing."Our government is very committed to working on a basic income guarantee," King told the legislature on July 11, 2019."I believe very much that this is a good idea and I believe very much that Prince Edward Island is the perfect spot to start this but we need the federal government to partner with us."More from CBC P.E.I.

HALIFAX — A new website was launched Wednesday to assist Nova Scotia first responders coping with trauma, in a year in which a pandemic and a mass shooting have added to the distressing experiences they routinely face. The site offers resources designed for paramedics, firefighters, police officers and health services workers to help them manage the toll of the trauma they experience at work. It also provides support for their recovery from traumatic psychological injury, including links to online counselling. The site www.FirstRespondersMentalHealthNS.com is promoted by posters with the faces of first responders superimposed with phrases reflecting thoughts they may be keeping inside. They include statements such as "It's hard to quiet the voices in my head," and "There's this heavy feeling." The website, launched by a provincial steering committee, is modelled on a similar site in British Columbia, and also contains links for family members living with a person with post-traumatic stress disorder. Debra Fortune, a 42-year-old paramedic who participated in the committee, said in an interview Wednesday that first responders often are reluctant to seek help or are unaware of how to begin. Her husband Jason Fortune, also a paramedic, developed PTSD in 2014 but went without significant treatment for two years, she said. Fortune, who started in her field in 2002, gradually accumulated psychological traumas herself from exposure to disturbing scenes, including arriving at a home where a young child had died. Early this summer, she realized the incident was causing her to lose sleep, as painful memories kept returning. At times, she'd feel a searing pain through her back and neck. "I had some previous pediatric calls that were very difficult, and all of a sudden I wasn't able to be around my (infant) daughter. I was very fearful," she said. "When I realized I was avoiding my 16-month-old child that's when I reached out for treatment." She said she's hopeful that she will be able return to work next year. Fortune said paramedics across the province have been at a breaking point for years as they try to help patients who are awaiting treatment in backed-up emergency rooms, or move them from one overcrowded hospital to another. COVID-19 has added to the stress as the paramedics must now often don protective equipment for patients who might have the illness. "It's very scary because there are many people who aren't always honest with us," she said. The Nova Scotia mass shooting in April, in which a gunman killed 22 people in a 13-hour rampage, will likely contribute to the number of medics and other first responders with trauma, said Fortune. "We go to work and know anything can happen, but there is nothing that can prepare you for something like that," she said. Nova Scotia has passed legislation that presumes a diagnosis of PTSD for first responders is related to their work, and they are therefore eligible for workers' compensation. Fortune said the legislation, along with the new awareness campaign, are giving access to more resources than when her husband became ill. EDMONTON — More than half of women and men living in Canada's territories reported being victims of at least one sexual or physical assault after their mid-teens.Statistics Canada says there were fewer reports of assaults in the provinces, where 39 per cent of women and 35 per cent of men said they were assaulted at least once after age 15.The survey was conducted in 2018 to find out more about gender-based violence in Canada.Reports of sexual and physical assault were highest among women and men in Yukon, where 61 per cent of both genders said they were assaulted at least once since they were 15.The survey says that in Nunavut's largest communities, including Iqaluit and Rankin Inlet, the average number of assaults against men and women was about the same as in all the territories.The number of reported assaults went down in smaller communities, where 30 per cent of men and women said they had been assaulted.The report also highlights that women were three times more likely than men to be assaulted.LGBTQ women and women with physical or mental disabilities were also among the most vulnerable, as more than 60 per cent reported assaults.This report by The Canadian Press was first published Dec. 2, 2020.The Canadian Press
EDMONTON — Capt. James T. Kirk of the Starship Enterprise, in violation of Starfleet’s Prime Directive, is questioning the intelligence of Alberta-based life forms over their COVID-19 contact tracing app. William Shatner, the Canadian who played the iconic commander in "Star Trek" has taken to Twitter to urge Alberta use the federal app. Shatner writes, “you just need to get Alberta on board,” adding that the province cannot go its own way in a world interconnected by travel. Shatner writes Alberta’s approach is, “bizarre and dangerous,” but also says “what do I know? I’m just an actor.” Premier Jason Kenney’s government has avoided signing onto the federal app, saying it’s not as effective because Alberta’s app is connected to contact tracing rather than simply delivering notifications of close contacts. Alberta’s app has tracked down just a handful of cases in six months, but the government says the program will be more effective as more people sign on. McNab/Braeside’s $10-million 2021 budget, set to be passed on Dec. 15, is still “very fluid,” according to township treasurer Kelly Coughlin. She cannot comment on whether taxpayers will pay more taxes in 2021. “I don’t want to give taxpayers the impression that there will be no increase. There are some items that need to be finalized in the coming weeks, that could change the numbers,” Coughlin said in a phone interview Dec. 1. Mayor Tom Peckett, however, said he is confident that there will be “almost no increase in money required from the taxpayers” in an interview Nov. 26. “There’s a little bit of tweaking but I fully expect (the 2021 budget) to be passed on Dec. 15,” he said. “It’s almost equal to last year’s budget.” The first draft of the township’s 2021 budget proposed a 9.59 per cent tax levy increase over this year, with a big chunk of spending set aside for the roads department. “Once it’s passed, we’ll explain how we got there. I can’t really quantify (it yet),” he said. The pandemic has impacted next year’s budget. Expediting the systems required to stream public meetings online will be part of expenses next year. The mayor talked about moving into a new township building in January this year, “getting the kinks out of (the building)” and tackling one of the priorities for council: being able to stream online. “It was always on council’s agenda to get it done. With COVID-19, it’s taking a bit longer than we would have liked to. It’s been a work in progress for us,” Peckett said. “That’s why it’s (included) in the budget. We’re getting there,” he said. He cannot disclose how much updating the systems will cost. Coughlin said that the biggest consequence that the pandemic had on the township’s budget is on recreation programs. “We have to reimagine our programming because of the restrictions on the number (of participants). It impacts indoor programming, and there will be an impact on the revenue side of the things,” she said. “Staff is trying to adjust the operating budgets. We still want to have money available to provide programming to the ratepayers. On the Dec. 15 budget, I will be providing a comprehensive report summarizing the key things included in the budget,” Coughlin added. The treasurer stressed that there have been changes since their last council meeting. “The overall budget is a little over $10 million, that’s what it currently is. That is subject to change. Everything will be finalized on Dec. 15,” she said. Asked if taxpayers can expect any surprises in the budget next year, the mayor said “not for me there isn’t (a surprise). It’s the same as usual, there’s always an increase in fuel cost and labour cost. Don’t travel over the upcoming holidays. But if you must, consider getting coronavirus tests before and after, U.S. health officials urged Wednesday.The federal Centers for Disease Control and Prevention said that the best way to stay safe and protect others is to stay home.The agency also announced new guidelines that shorten recommended quarantines after close contact with someone infected with coronavirus. The agency said the risk in a shorter quarantine is small, but that the change makes following the guidance less of a hardship.The no-travel advice echoes recommendations for Thanksgiving but many Americans ignored it. With COVID-19 continuing to surge, the CDC added the testing option.“Cases are rising, hospitalizations are increasing , deaths are increasing. We need to try to bend the curve, stop this exponential increase,” the CDC's Dr. Henry Walke said during a briefing.He said any travel-related surge in cases from travel would likely be apparent about a week to 10 days after Thanksgiving.The virus has infected more than 13.5 million Americans and killed at least 270,000 since January.“The safest thing to do is to postpone holiday travel and stay home," said Dr. Cindy Friedman, another CDC official. "Travel volume was high over Thanksgiving,'' and even if small numbers were infected, that could result in ’’hundreds of thousands of new infections.”‘’Travel is a door-to-door experience that can spread virus during the journey and also into communities that travellers visit or live," she added.For those who decide to travel, COVID-19 tests should be considered one to three days before the trip and again three to five days afterward, the CDC said. The agency also recommended travellers reduce non-essential activities for a full week after they return or for 10 days if not tested afterward. And it emphasized the importance of continuing to follow precautions including masks, social distancing and frequent hand-washing.The revised quarantine guidance says people who have been in contact with someone infected with the virus can resume normal activity after 10 days, or seven days if they receive a negative test result. Schools across Nova Scotia will be getting new touchless water stations and extra school supplies, as well as money to test drive new online math, language and literacy programs.Teachers, students and staff will also receive new face masks and have access to more personal protective equipment as part of a spending spree to use up almost all of the almost $48 million promised by Prime Minister Justin Trudeau last August.Nova Scotia Education Minister Zach Churchill laid out his department's shopping list during a virtual news conference Wednesday from the Tri-County Regional Centre of Education office in Yarmouth."Today I am pleased to announce the province is providing $14.3 million to our students and staff for well-being and learning," he told reporters.That spending includes: * $4.1M to pilot new online math and literacy programs * $3.8M for 950 touchless water stations in every school * $2.7M for additional inspections to ventilation systems and needed repairs * $1.5M for breakfast and lunch programs or for food deliveries if schools are closed * $1.5M for personal protective equipment * $700,00 to move furniture and supplies if students need to change schools as part of blended learningIn August, Trudeau announced the creation of a $2 billion Safe Return to Class Fund. Nova Scotia was promised almost $48 million from the fund to "ensure a safe return to school and (to) protect the health of students and staff."The Nova Scotia government has announced where all but $6 million of that money has been or will be spent. "There's nothing to spend it on."We want to respond to issues that are emerging as challenges that we want to deal with, and having some additional resources in place to do that, I think is a wise thing to do."On Nov. 23, Churchill announced the purchase of 32,000 Chromebooks to go home with students if they are forced to move to online learning. That $21.5 million expenditure is from the fund. So too is the $5.5 million announced Nov. 3 to hire cleaning staff and buy supplies so that school gyms could reopen to community groups and sports teams.Although the province was ready Wednesday to announce the purchase of 950 water stations, Churchill was unable to provide a timeline for when they might be installed."That's going to be managed at the regional level so I don't have a schedule on which schools are going to be done (and) when, but the work on this will commence immediately," he said.The $1.5 million earmarked for school breakfast and lunch programs will be used to meet the increased demand for both programs, as well as for food hampers or to but grocery gift cards if students are sent home again if COVID infection rates warrant the closure of schools.Deanna Rawding, principal at West Northfield Elementary School near Bridgewater, said her school has seen an increase in demand for both its free breakfasts and its equity meal program, which offers a free lunch to students who cannot afford to pay for it."I've seen an increase in need ... because we had some families that lost jobs due to COVID or were unable to get the hours they needed to support their family," said Rawding.She said the extra funds to be able to continue to help those students would make a difference in the classroom."That makes them feel good and that makes them better learners throughout the day," she said.MORE TOP STORIES
