NEW YORK — Fox News has reached a settlement with slain Democratic National Committee employee Seth Rich's parents, who alleged in a lawsuit that the cable news company exploited their son's death in stories and commentary.Both sides confirmed the settlement on Tuesday.Rich was shot and killed in 2016 in Washington, D.C., in what authorities described as a botched robbery attempt. His parents, Joel and Mary Rich, had objected to a Fox article and commentary falsely suggesting their son had leaked DNC emails to WikiLeaks during the presidential campaign.Internet theories that Rich had been assassinated for leaking emails were contradicted by U.S. intelligence reports.A lower court had thrown out the lawsuit, but the 2nd U.S. Circuit Court of Appeals in Manhattan last year reinstated it. NEW YORK — A lawyer for Ghislaine Maxwell, a British socialite charged with finding girls in the 1990s for financier Jeffrey Epstein to sexually abuse, said Tuesday that her client is awakened every 15 minutes in jail while she sleeps to ensure she's breathing.Attorney Bobbi Sternheim told a Manhattan judge that Maxwell faces more restrictive conditions than inmates convicted of terrorism or murder. Maxwell has no history of mental health issues or suicidal ideation and no criminal history, either, she said.She asked a judge to intervene on her client’s behalf to improve her conditions at the Metropolitan Detention Center in Brooklyn. In her request, Sternheim made no direct reference to Epstein taking his life in August 2019 in his cell at another federal lockup, in Manhattan.U.S. District Judge Alison J. Nathan instructed defence lawyers and prosecutors to confer over the next week over Sternheim's request that the Brooklyn facility's warden directly address the concerns.A spokesperson for prosecutors declined comment. A message for comment was sent to the Federal Bureau of Prisons spokespeople.Maxwell, 58, has pleaded not guilty to charges that she procured three girls for Epstein to abuse in the mid-1990s. She noted that the latest production of evidence by prosecutors was over one million documents and Maxwell lacked enough time to study the material.She said Maxwell was initially quarantined without soap or a toothbrush and that medical and psychology staff stopped checking on her, failing to tell her the results of her COVID-19 tests or what to do if she becomes symptomatic. TORONTO — COVID-19 rapid tests are now being used in some Ontario hospitals and long-term care homes, with more set to be distributed across the health-care system in the coming weeks, the provincial government said Tuesday. Premier Doug Ford said rapid tests, which can produce results in minutes rather than days, have been sent to 36 long-term care homes and 27 retirement homes, and some hospitals. "People are using them as we speak right now and the more that come in, the more we're going to get throughout the system," Ford told an afternoon news conference. The province will continue to deploy the 98,000 ID Now tests and 1.2 million Panbio tests it has received from the federal government in the coming weeks, he said. The testing kits are earmarked for a total of 22 hospitals, including two hospitals already using them, as well as remote communities and some outbreak areas in hot spot regions, the government said. Some will also be sent to corporations such as Air Canada and Ontario Power Generation, while others will be used over several months in a pilot project involving private, public and non-profit sector employers to gauge the value of antigen testing on asymptomatic workers, it said. Health Minister Christine Elliott said another 1.5 million Panbio tests are expected to arrive in Ontario next month. The premier has repeatedly called the rapid tests "game changers" in the fight against COVID-19. Ottawa began shipping the testing kits to the provinces late last month, but figuring out how to best put them to use has taken some time, and most jurisdictions are also verifying the results of rapid tests with a lab-based test. The "gold-standard" COVID-19 tests need to be processed in a lab, which can take at least a day to process. Rapid tests can be processed right where the patient is tested but are generally considered less reliable than lab-based tests. One type of rapid test looks for the genetic material of the novel coronavirus, like the traditional lab version. The other looks for the specific markers the virus leaves on the outside of a cell, known as antigens. Meanwhile, Ontario reported 1,009 new cases of COVID-19 on Tuesday, but the government said a technical issue means the figure is an underestimate. Elliott said the issue also means Monday's case numbers were an overestimate. Tuesday's figures include 497 new cases in Toronto, 175 in Peel Region and 118 in York Region. The province also reported 14 new deaths related to the virus. In Toronto, now in its second day of lockdown under the province's colour-coded COVID-19 system, restrictions on businesses continued to stir debate and some pushback Tuesday. A west Toronto barbecue restaurant vowed to open for indoor dining in defiance of the provincial rules, which state that restaurants in the grey or lockdown zone can only offer pickup or delivery orders. Asked about the restaurant's decision, Ford insisted everyone should abide by the public health restrictions, but held back from the harsh criticism he has levelled at partygoers and others who have been found flouting the rules in recent months. "I can't get angry at any business person, they're hurting right now and they're struggling, they're doing everything they can to stay afloat," he said. "But if we let everyone open, we're going to be in worse shape." The restaurant was eventually ordered to shut down by the City of Toronto, after bylaw officers, public health inspectors and police were called to the site, city officials said in a statement. It noted many patrons were not wearing masks or practising physical distancing. The city said the restaurant is now also under investigation for compliance with business licensing and zoning rules as well as building and fire code requirements. The provincial government has also faced backlash from small businesses that say they are unfairly targeted by the restrictions while big-box stores that also sell some essential items are allowed to remain open. The Township of Carlow Mayo had a public meeting on Nov. 16 at 7 p.m. so residents could comment on the passing of the township’s draft cannabis bylaw, and the council could answer their questions about the bylaw. Many municipalities have faced illegal cannabis operations doing business within their borders, including Carlow Mayo, one of them being the illegal cannabis operation that was taken down by the OPP on Hartsmere Road in McArthurs Mills on Sept. 15. Mayor Bonnie Adams stressed that with this amended bylaw, it will impose restrictions on where cannabis operations can be permitted within their township, and hopefully curb these illegal cannabis production facilities from starting up in the first place. After taking and answering residents’ questions on the issue, council voted unanimously to adopt this amended bylaw. Adams thanked everyone for coming and explained that the purpose of the meeting was to provide an opportunity for individuals to comment on the draft bylaw and pose any questions they may have before it was passed by council. The bylaw in question is bylaw 26-2020, which is a bylaw to amend the comprehensive zoning bylaw 33-2004, in accordance with Section 34 of the Planning Act, R.S.O. 1990. “Without the amendments we are proposing, we would have no authority on where and how cannabis operations could be established that are licenced or registered by Health Canada. Please be assured that council does not take this lightly. It’s a major problem for us and we’re doing everything we can to make sure that our municipality is protected from any illegal operations that could occur within our municipality,” she says. Adams mentioned that back on Aug. 14, she had attended a Hastings County Zoom meeting with Councillor Dan Hughey and deputy clerk and treasurer Jenny Snider to discuss this problem. She said their concerns were addressed to MP Derek Sloan, MPP Daryl Kramp, inspector detachment cmdr. Scott Semple from the OPP, insp. Jim Walker from the OPP Organized Crime and Enforcement Bureau, Warden Rick Phillips with Hastings County and Warden Marg Isbester from Lennox Addington. As a result of the meeting, letters were sent to Ontario Minister of Municipal Affairs and Housing Steve Clark and Federal Minister of Health Patty Hajdu to ensure that all three levels of government are working in cooperation toward the issue of addressing illegal cannabis operations. Adams explains that in the letters the municipalities suggested some recommendations including; that Health Canada should share information about cannabis certifications with municipalities so they can ensure that certificate holders are compliant with the township’s zoning bylaw, that police forces have the necessary resources to monitor and take action against cannabis operations that conduct their business illegally, that the province provide means to amend legislation to establish a new provincial offence that creates an offence when unlicensed cannabis operations breaking planning and environmental regulations and when they ignore building codes, and that a suggested $100,000 fine be in place to act as a deterrent. If all else fails, the township would like to be able to collect any outstanding fines through municipal property taxes. While there has been no word from Minister Hajdu yet, Adams had heard that Minister Clark had shared these recommendations with Attorney General Doug Downey, solicitor General Sylvia Jones, the Eastern Ontario Wardens’ Caucus and the Association of Municipalities of Eastern Ontario Monica Turner. “As you can see, we are not sitting doing nothing with regards to this awful thing that has come into our community,” she says. This amended bylaw only applies to illegal cannabis operations, not those more limited operations for personal and medical use. Industrial hemp production, which is a larger scale growing endeavor, is also not the target of this bylaw. Industrial hemp is a food and fibre non-drug variety of cannabis with a low THC content of less than 0.3 per cent. In 2014, over 100,000 acres of industrial hemp were grown in Canada. If anyone has any concerns that a larger scale operation is not growing industrial hemp, and is instead growing illegal drug cannabis, they should contact the OPP to investigate. Questions from residents had been submitted in advance of the meeting, so that the council could look into them and provide the most detailed answers possible during the meeting. Residents posed questions to council wondering whether the township knows whether Health Canada issues a licence to a particular property for a cannabis operation, and also whether the township can put a limit on the number of cannabis operations within the township. On behalf of council, Adams answered that Health Canada does not forward this information to the township, and that the township is uninformed about licence approval so they have no idea how many cannabis operations there are so cannot put a limit on them so far. Residents also asked council what regulations are being put in place to prevent cannabis operations from being too close to residential properties, and how the safety of the community is being ensured. Adams replied that with the new bylaw, cannabis operations must be in a permitted zone and must meet the required setbacks from sensitive land use, and adhere to other requirements set out in the bylaw. With regard to safety, Adams urged residents that if they have concerns about illegal and criminal activity, to contact the OPP and they will investigate. Questions also arose about how the township would regulate the smell from cannabis operations and the environmental impacts of cannabis operations with respect to water and waste. Adams replied that operations licenced and registered with Health Canada are permitted indoors only and that they must have an air treatment control system for the building or structure. With regard to water supply, cannabis operation owners are required to provide confirmation that there is adequate water supply for daily usage and for fire suppression. Private septic systems or other onsite disposal systems will be necessary to confirm that discharge from the facility can be handled appropriately. If an offsite handling is needed, the owner will provide documentation of agreements with approved waste handlers to the township’s satisfaction. Residents also asked if pre-existing cannabis operations would be taken care of by this new bylaw, and what these cannabis operations might do to local property values. Adams said that the new bylaw would not apply to pre-existing cannabis operations but that the township was working on a new bylaw that would pertain to the nuisance that may come with a cannabis operation, like the odour for example. With regard to property values, Adams said that they can’t forecast real estate values or MPAC assessments and that there are many factors that determine these values. Also asked by residents was how the township would enforce the amendments if licencing information is not given to the township. Adams answered that the amendment to the bylaw would allow the township’s chief building official and bylaw enforcement officer to have more ability to help them enforce the Ontario building code and the township’s zoning bylaw, and that all illegal operations will need to be reported and handled by the OPP. Having no more submitted questions and none from the gallery, Adams thanked everyone present for coming out, for posing their questions and for their comments. “We’re trying to bring this situation to light and to let you know what we’re trying to do to prohibit it and address the concerns,” she says. Adams then brought forth a motion by Hughey and seconded by Councillor Mike Cannon to adopt bylaw 26-2020. Older students will be sent home from school at the end of the month, indoor social gatherings are banned and businesses will face restrictions after COVID-19 cases have surged in Alberta. On Tuesday afternoon, Premier Jason Kenney introduced “bold and targeted new measures to protect lives and livelihoods,” which bans indoor social gatherings, ends in-person learning at the end of the month for kids in Grades 7 to 12 and places limits on some businesses. Kenney declared a state of public emergency. On Nov. 30 all students from Grades 7 to 12 will be learning online from home for the rest of 2021. They'll return to in-person classes Jan. 11, after the winter break. Diploma exams are optional for rest of the school year – students and families can choose to write an exam or receive an exemption for the April, June and August 2021 exams. Younger students and early childhood services will stay in schools until Dec. 18. Between Dec. 18 and Jan. 11, aside from the time they spend on their winter break, they will do at-home learning. “These steps are not being taken lightly,” Kenney said. “These are the minimum restrictions needed now to minimize the damage to the healthcare system.” Indoor social gatherings are now banned across Alberta, a rule that will stay in place until further notice. Outdoor social gatherings are limited to 10 people. Funerals and weddings will be restricted to 10 people with no receptions. “Social gatherings are the biggest problem,” Kenney said. “(Social gatherings are) the key reason why COVID-19 is winning.” Health Minister Tyler Shandro said breaking the rules can result in up to $1,000 for a ticket offence and $100,000 through the courts. Alberta peace officers will be able to deliver fines to anyone violating the limits. The Alberta emergency alert system will send out a notice to all Albertans through their cell phones to ensure all residents know of these changes. All places of worship across the province will need to cap their attendance to one-third of their fire code capacity with everyone inside wearing a mask, sitting with their cohort and social distancing. Kenney said while almost all places of worship are following the current rules around COVID-19, a select few have been not complying, resulting in outbreaks. The premier said most have worked hard to limit the spread and recognizes these institutions are vital part of peoples emotion, mental and spiritual health. These new rules will be in place for three weeks. Many businesses will now be either closed for in-person shopping, open with restricted capacity or open by appointment only. Banquet halls, conference centres, trade shows, concert venues, non-approved/licenced markets and community centres are closed. Children's play places, indoor playgrounds and all levels of sport (professional, semi-professional, junior, collegiate/universities and amateur) are also banned from in-person activities. Sports leagues may apply for exemptions. Kenney said while many are following the rules, there have been nine outbreaks traced back to amateur hockey games in the province. Most retail businesses may remain open with capacity limited to 25 per cent of the occupancy set under the Alberta Fire Code, including retail stores, grocery stores, pharmacies, clothing stores, computer and technology stores, hardware, automotive, farmers markets and outdoor seasonal markets. Some entertainment services fall under the 25 per cent threshold as well, like movie theatres, museums, libraries, casinos, indoor entertainment centres, indoor fitness, recreation sports and physical activity centres, including dance and yoga studios, martial arts, gymnastics and private or public swimming pools. Other businesses open by appointment only are not permitted to offer walk-in services. Appointments should be limited to one-on-one services. These businesses include personal services such as hair salons and barbershops, esthetics, manicure, pedicure, body waxing and make-up, piercing and tattoo services; wellness services including acupuncture, massage and reflexology; professional services such as lawyers, mediators, accountants and photographers; private one-on-one lessons (no private group lessons permitted); hotels, motels, hunting and fishing lodges. Bars and restaurants can continue in-person dining but must comply with guidelines and those seated at tables together must be part of same household. Masks are now mandatory inside all workplaces Edmonton, Calgary and their surrounding areas. The premier said much of the COVID-19 spread is happening inside workplaces. A full list of public health measures can be found on Alberta's website. On Tuesday, Alberta reported an additional 1,115 cases of COVID-19. That's lower than the past few days, but Alberta Chief Medical Officer of Health Dr. Deena Hinshaw said that was because there were fewer tests, some 13,500, with a provincial positivity rate of 8.3 per cent. Sixteen deaths were announced on Tuesday from COVID-19, and over the past two weeks 103 people died from the virus. There are currently 348 hospitalizations with 66 people in ICU. The province has lost 492 residents in total to COVID-19. The average age of death is 82 years. There are currently 13,349 active cases in the province, the most in the country, with the bulk of them being in the Edmonton (6,128 cases) zone. A Calgary police constable's emergency injunction to stop a documentary on police brutality from airing has been denied. Filmmaker Marc Serpa Francoeur said he and co-director Robinder Uppal were pleased to hear the injunction was rejected."Obviously, we feel the allegations are 100 per cent baseless," he said, shortly after the decision by a Court of Queen's Bench judge in Calgary on Tuesday afternoon.Const. Chris Harris alleged Lost Time Media, the production company behind feature-length documentary No Visible Trauma, edited an audio clip from his body-worn camera to make it seem as if he was instructing a recruit to cover up an instance of police violence. Harris is also suing the film's production company for defamation.Francoeur says he and Uppal stand by how the incident is shown in the film.CBC News has reached out to Harris's representation for comment. The film, which investigates cases of excessive force involving the Calgary Police Service through arrest footage and interviews with former officers, is set to have its Alberta premiere at the Calgary Underground Film Festival on Wednesday online, or Sunday at the Globe Cinema. A shorter version of the film, titled Above the Law, has been streaming online on CBC Gem since July — that version of the film does not include the scene featuring Harris. Francoeur said when that version aired, no concerns about the accuracy of the shorter film were raised by Calgary police. Concerns centre around audio following violent arrestThe concerns centre around a seven-minute clip from the full-length documentary posted online that shows an Indigenous man, Clayton Prince, running from police after a traffic stop. The clip shows dashcam footage of Prince lying facedown on the ground and putting his hands behind his head. Officers rush toward Prince, and one officer drops to his knees and begins to punch Prince in the back of the head. Then, the dashcam video is shut off. A later dashcam video shows Prince being taken into custody, alongside audio of Harris speaking with a young recruit in the background — but Harris disputes that the audio used in the documentary is accurate. In the documentary, Harris says in a subtitled clip, "What you saw here did not happen." The recruit giggles and responds, "That's policy, yeah, I know." Harris then says: "Guys decide to dispense some street justice. If that guy in the white van was videotaping us, this would not do very well because buddy is surrendering, he gets down on the ground, and he gets fed a whole bunch of cheap shots." Harris isn't identified and is just referred to as a veteran CPS officer. 'Did' versus 'should'But Harris said he didn't say "What you saw here did not happen," but actually said, "What you saw here should not happen."Harris said in an affidavit that the audio from the documentary was provided to two audio experts working independently from one another, one of whom was also given the original Calgary police audio recording. Harris said the audio experts told him the volume on that disputed word was lowered in the documentary, which makes it harder to hear. Harris's statement of claim argues he was teaching the recruit that the officers' behaviour during the arrest was not OK, and said that the clip is falsely subtitled in a way that damages his reputation and career. Francoeur said the filmmaking team emphatically denies that the audio was changed in any way to alter what was said."We are very confident that we can provide expert testimony to reject that … we take very, very seriously the onus to communicate clearly," he said.Francoeur said the audio that Harris's team has submitted seems to have removed the lower frequencies of the word in question, something they say is misleading and intend to question in court. Francoeur said they will be launching an online fundraiser to cover their court costs. The statement of claim said on Nov. 14, Harris's legal team sent a letter to the production company's legal team, demanding the film be edited to change that subtitle and to include commentary that indicates Harris was trying to train the recruit. Francoeur said he and his co-director offered to remove the subtitle in question and blur Harris's face, but Harris did not consider the offer adequate. Harris is seeking a total of $150,000 in damages, and a declaration that the clip from the movie was published "maliciously."Prince suffered broken ribs and a collapsed lung, and a key punctured the side of his neck. One officer in the case was convicted of assault, while two others were acquitted.Harris, who has been with the Calgary Police Service for eight years, testified at the trial that during Prince's arrest he tried to get his fellow officers to stop their attack by yelling "YouTube alert" in hopes they'd be scared a member of the public was recording the violent arrest. Francoeur said Harris also testified that he didn't submit notes about the incident at least in part because "they could have negative consequences for the other officers involved."
People in Ottawa who identify as Black have been hit disproportionately hard by the COVID-19 pandemic, a new report looking at race suggests.According to the Ottawa Public Health report, Black people made up roughly 37 per cent of early cases where transmission occurred in community settings, but only make up seven per cent of the city's population."It is overwhelming. It is concerning and it is urgent," said Hindia Mohamoud, director of the Ottawa Local Immigration Partnership (OLIP), during a virtual news conference on Tuesday, in reaction to the data.Ottawa Public Health's findings are based on COVID-19 cases diagnosed from the start of the pandemic until Aug. 31. The data does not include any cases of people who have died or people living in long-term care, retirement homes or other congregant settings.Thirty-eight per cent declined to participate in the study or couldn't be reached. In all, 1,444 cases were studied. 'We are not in this together'As previously reported, Ottawa Public Health found that 63 per cent of the cases studied were people who identified as non-white or non-Indigenous, even though diverse communities only make up 29 per cent of the city's population. Most were immigrants and only half of all people with COVID-19 said English or French was their first language."We are not in this together. '"Our approach is to engage in advance with communities."Dozens of staff members, who speak multiple languages, have knocked on "hundreds" of doors, she said, as well as set up COVID-19 information booths at apartment buildings and talking to riders at bus stops. Workers have passed out thousands of masks and bottles of hand sanitizer, she said.What is clear, said Cloutier, is a "one size fits all" approach doesn't work to solving health inequities. The same testing strategies that work for suburban home owners will not necessarily work in newcomer, low-income communities. "This has been a transformational moment for everyone where we have seen the gaps to be so huge for these communities."Etches noted at the end of Tuesday's call that a deeper look at how COVID-19 has affected Indigenous Ottawans, those who identify as First Nations, Métis or Inuit, is expected at a later date.
Torquay, Saskatoon – Saskatchewan geothermal power pioneer Deep Earth Energy Production Corp. (DEEP) has recently hydraulicly stimulated a horizontal geothermal well south of Torquay, something president and CEO Kirsten Marcia says is a global first. “It’s a remarkably good well,” Marcia said by phone from Saskatoon on Nov. 24. The well, Border-5HZ, was hydraulicly stimulated the first week of November. This fifth well is DEEP’s first horizontal well. It once again sets a record, this time for the deepest horizontal well in Saskatchewan, at 3,450 metres total vertical depth. It has a 2,000-metre lateral section, which runs due west from the site where DEEP had drilling four of its five wells to date. That site is also planned to be the location of the eventual power plant. The company is progressing from its exploration phases to final design, further refining its plans. By hydraulicly stimulating the producing wells, they can get more hot saline water out of the rock with fewer wells, and recover that heat though an Organic Rankine Cycle power generation plant on the surface. The current plan now is to develop the field with five sets of well pairs, with each pair having one well going horizontally west, the other horizontally east. This well, Border-5HZ, is part of the first pair of producers. The next set of wells will be a pair of injectors, in a similar pattern, placed further to the north, with wells going east and west. This pattern will be repeated again, with another pair of producers, then injectors, then finally producers again, for a total of 10 wells – six producers, and four injectors. That pattern is expected to be sufficient to eventually set up a 20-megawatt Organic Rankine Cycle power plant, which will feed electricity into the SaskPower grid. Well Border-5HZ was spudded on Sept. 11 by Horizon Drilling Rig 33, and completed on Oct. 24. “No significant issues were encountered during drilling and the geological, operations and Weatherford directional staff were able to maintain the well trajectory in the reservoir target zone for a significant portion of the lateral length. This demonstrates the viability of horizontal drilling, supports the geophysical analysis, and further demonstrates reservoir continuity. The highest temperature measured during open hole logging was 127° Celsius (261° Fahrenheit),” DEEP said in a release. “The well was completed using a 20-stage NCS Multicycle stimulation sleeve system and cemented liner, and subsequently hydraulically stimulated with Element Technical Services as per standard horizontal well completions procedures.” This fifth well will be producing hot salt water, and that water will be injected into wells Border-1 and Border-3. If necessary, they can also inject the produced water into well Border-2B. “Now we can do a much larger, robust loop test,” Marcia said. Border-5HZ has a smaller wellbore than the other wells. The idea is that by stimulating a smaller well, you can get more flow out of it. Wider wellbores cost more to drill, especially at the depths DEEP is working at. “If we can get more flow out of a smaller well, without going to a larger well, this can save a lot of money,” she said. DEEP is working with a company called GeothermEx, which Marcia described as “the largest geothermal consulting group in the world.” DEEP asked GeothermEx what do they need to do in order for construction lenders to finance the project? Marcia said, “They’ve given us some flow rates that they would like to see sustained for 30 to 60 days. We’re going to double that in this well, so we’re very confident that we’ve got the lending confidence to get this project built.” Marcia said they are fully financed until the summer of 2021, with room to complete everything they need to do for bankable feasibility engineering and to be in a position to complete the construction financing. However, Marcia notes they are considering an interim private placement. DEEP also intends on producing its first electricity in the spring, possibly April or May, bringing in a small, one-megawatt Organic Rankine Cycle generator which will generate its power from the hot water from the Border-5HZ well. “We want to test it in the field, on a small unit, in case there’s something we still need to work out,” Marcia said. The power will be used onsite for their own power needs. DEEP is also looking at adding an eight-to-10 megawatt solar power generation and battery facility to the project. The idea is that all 20 megawatts produced by the geothermal plant will be fed to the SaskPower grid. The parasitic load, the power needed to run the facility, including the pumps in the wells, would come from solar and battery generation. Marcia pointed out this has been done in Nevada at the Ormat Tungsten geothermal facility. DEEP is now progressing from the exploration phase to the development phase. Marcia said, “We’re really advanced the project this year. “This current design will be refined on the results of this horizontal well. And whether that changes the number of wells, or the spacing of the wells, we don’t know that yet. What we do know is that this well could be a game-changer for us.” “Here’s what I love: Here we've taken world class drilling expertise and technology, horizontal drilling, hydraulic stimulation, all done on the backs of our oil and gas industry. And we're doing this for the first time in geothermal. No one has done this before. That's cool.” She added, “The feasibility engineering needs to wrap up this spring. We have to see the long-term results of this horizontal well. That information gets fed into the subsurface design, which then drives the surface design.” GeothermEx’s sign-off is the final stamp that they can take to lenders, she said. “It really is coming down to finishing the reporting, get the debt in place, going into construction.” Green energy is getting attention from investors, and Marcia feels they are well-positioned. “I do think the timing is right. If there is to be an energy transition at all, DEEP is a perfect candidate to take advantage of that investor interest.” Marcia said they are building out their team. Tom Kishchuk has been appointed chief operating officer, effective Nov. 25. Kishchuk joined the DEEP team in September 2020 as a special advisor to the management team. “This project is moving ahead. We are moving from previous chapters into larger chapters. We recognize that we need to build a team along the way to make this happen, and having Tom is really going to be a wonderful addition to the team,” she said. DEEP’s release noted, “Using his more than 30 years of technical and business management experience in the energy industry he will provide leadership to the surface operations and engineering teams as the project advances to achieve commercial operation of Canada’s first geothermal power plant. Prior to DEEP, Kishchuk was the president and chief executive officer of Mitsubishi Hitachi Power Systems Canada, Ltd., and vice-president operational support for Federated Co-operatives Limited.” Hitachi supplied the turbine for the Boundary Dam 3 Integrated Carbon Capture and Storage Project. Nova Scotia is responding to a recent surge in COVID-19 cases with new restrictions focused on the Halifax area and a massive push for rapid testing regardless of symptoms. The goal is to find every case and preserve the relative safety the province has enjoyed for months.
The province has put Grey-Bruce into the “yellow” stage of its framework, based on the numbers and trends in COVID-19 cases. There were 47 confirmed active case in the two counties as of Nov. 24, with about 250 “close contacts.” “We have been seeing a deeply concerning trend of a significant increase in the number of cases locally, and in the number of close contacts of these cases.,” the press release said. “These findings are indicative of fatigue related to following public health measures.” The shift came into effect Monday. The following are the provincial restrictions in the yellow zones, provided for information for the general public. Those operating in each sector should seek guidance directly from Public Health. The limits in numbers for private gatherings, organized public events and religious services, weddings and funerals remain the same. Among changes are more restrictions on bars and restaurants, sports and rec facilities, personal care services, retail spaces and other businesses private gatherings. Bars and restaurants must only sell liquor from 9 a.m. to 11 p.m., and must close between midnight and 5 a.m. A limit of six people may be seated together. Limits to the numbers in sports and rec classes are lower: 10 instead of 50 indoors, with spacing increased to three metres. The description of league play remains the same – modified to avoid contact, 50 people per league. In retail, the change is that a mall must have a safety plan, as do personal care service providers, who must take contact-tracing information. “Collectively, it is in our control to change our designation back to Green as soon as we can – but it will take an effort from all of us,” the media release from the Grey-Bruce Health Unit said. The release also reinforced the following: Wash your hands frequently; Watch your distance (ideally 2 m); Wear your face covering correctly; Avoid Crowds; Arrange for outdoor activities instead of indoors whenever possible; Stay home if you are sick. Avoid close contact (unprotected contact within 6ft of each other) with those from outside your household; Avoid travel to areas with higher transmission and minimize non-essential travel. “Be kind, be calm, be safe,” the press release said.M.T. P.E.I.'s minister of social development and housing says more transitional housing beds will soon be available for Islanders in need.Ernie Hudson said nine transitional housing beds at Smith Lodge in Charlottetown are set to open by the end of the year. He said the plan is to expand that to 20 beds by the spring of next year.Smith Lodge was initially planned to open as a 28-bed transitional housing facility this summer, and offer transitional housing to men, women and children. Hudson said the pandemic caused delays for the opening the building."If we weren't in the middle of a pandemic or had experienced the pandemic, yes we would have been in a position this fall for 20 transitional beds or units at Smith Lodge," Hudson said.Hudson said the nine beds set to open by the end of this year will only be available to men. He said when the facility eventually opens all 20 beds, half will be allocated for men and the other half for women. He said the government has also finalized an agreement to provide funding to support three emergency and transitional housing options for Islanders in need of shelter, including Bedford MacDonald House, the Community Outreach Centre and the opening of Smith Lodge.He said government will provide the Salvation Army with $3.7 million over the next three years to operate these programs. 'Last place to turn'Hudson announced the opening of the new beds while responding to questions from Liberal MLA Gord McNeilly in the legislature Tuesday. McNeilly also questioned the minister about how many shelter beds are currently available to Islanders in need of a place to sleep for the night. "Today we woke up to strong winds and colder weather, I couldn't imagine having no place to go at this time," McNeilly said. Hudson said there are currently nine beds available at Bedford MacDonald House in Charlottetown and another six at Deacon House, which provides overnight shelter for men over 19 who struggle with addictions issues. McNeilly also asked why Bedford MacDonald House only had nine beds available, when the capacity is normally 12.> At this point in time there's absolutely no plan to close Deacon House. — Health Minister James AylwardHudson said the number of beds available at Bedford MacDonald House had to be adjusted for the time being to adhere to public health protocols associated with COVID-19.McNeilly also said he's hearing concerns from Islanders about the fact that the shelter is not open 24 hours a day."In many cases these shelters, aside from providing essential services are the last place someone can turn to before being left out completely in the cold," McNeilly said. "What assurances can you provide Islanders who are worried that the shelter may be limited in the weeks and months to come?"Hudson said the Community Outreach Centre, located at the Smith Lodge is open to Islanders in need of a place to go when Bedford MacDonald House is closed.Deacon House not closingMcNeilly also said he's hearing concerns from Islanders who are worried that Deacon House may be closing. Speaking with reporters, Minister of Health and Wellness James Aylward, whose department is responsible for the facility, said the province doesn't plan to close Deacon House. "At some point it will be replaced with a newer facility," Aylward said. "But at this point in time there's absolutely no plan to close Deacon House."He said the facility is currently operating at its capacity with six available beds. He said the province will eventually replace the building as part of the construction of the new mental health campus and at that time those beds will be made available at another location.More from CBC P.E.I.
Recently there has been an informal change in health directives in the Saskatchewan Rivers School Division when a student tests positive for COVID-19. Last weekend Saskatoon Public Schools changed their guidelines where entire classes have to isolate after a single positive case in a class. Saskatchewan Rivers School Division director of education Robert Bratvold explained that they have been following a similar guideline in their division for over a week. “There is some variation but essentially the increase in community cases increased demands on the Health team so much that they cannot do the full contact tracing in a classroom. Now when a case occurs, all the students and staff in that classroom are sent home for isolation,” he explained. For example, when Saskatchewan Rivers announced a series of cases on Sunday each of the classrooms in in Debden Public School, Ecole Arthur Pechey School in Prince Albert, John Diefenbaker Public School and Carlton Comprehensive High School all had affected classrooms isolate. When a case was reported at Carlton on Nov. 2 only close contacts were placed on 14 day isolation. Schools in the division have remained open when a case has been detected in a classroom. There was also an outbreak, which means more than two cases in the same location, declared at the Global Sports Academy in Carlton on Nov.13. Another outbreak in the division was declared at W.P. Sandin School in Shellbrook on Oct. 30. The other active school outbreak is at the Prince Albert Catholic School Division’s Ecole St. Mary High School and was declared on Oct.24. All of these outbreaks are still listed as active by the province. Outbreaks have to declared over by an SHA Medical Health Officer before they can be removed from the list. According to a n SHA release sent out Tuesday, eight per cent of all infections come from educational institutions. Cases are more likely teachers or staff and test positivity is higher in the 14-year-old to 19-year-old age range for students. The Ministry of Education and Ministry of Health were not available to comment as to whether isolating whole classrooms is a provincial policy as of deadline. Saskatoon Public Schools has a similar policy. “I cannot speak to the potential that this becomes a provincial practice, but I can foresee that as a possibility in the not too distant future.” The Prince Albert Catholic School Division was also not available for comment before deadline.Michael Oleksyn, Local Journalism Initiative Reporter, Prince Albert Daily Herald
Ontario's Special Investigations Unit says Toronto police used excessive force when they arrested a man in Richmond Hill in February but that it cannot identify which officers were responsible for injuring the man and no charges will be laid.A Nov. 5 report by SIU director Joseph Martino says the man, 28, suffered several facial fractures and a fractured spine when he was arrested on a patio at the back of a two-storey detached home on Marengo Drive on Feb. 2. The SIU issued a news release about the case on Tuesday.According to the watchdog agency, police believed the home was being used to confine a kidnapping victim, a York University student, being held for ransom.The report says officers with the Toronto police's Emergency Task Force and Major Crime Unit entered the home to execute a search warrant at 4:38 p.m.Police located and freed the hostage and arrested three people. The man was one of the those arrested. In the report, Martino says he has determined that there is enough evidence to suggest that police used excessive force, but he is unable to say which officer or officers in particular were responsible. As a result, he says, he is unable to proceed with charges."The obstacle to the laying of charges resides in the evidence regarding identification," Martino says in the report.Martino says the investigation established that it was likely one of two officers who "delivered the impugned strikes" that injured the man. Evidence suggests the man may have been kicked in the head and punched, the report says.Both subject officers, as the SIU calls officers who are the subject of its investigations, declined to be interviewed and declined to submit notes to the SIU."The inability of key witnesses to identify the perpetrator or perpetrators of the force in question is understandable; the ETF officers were all wearing similar outfits with masks and helmets covering their faces," Martino says in the report."Regrettably, neither the officers' names nor badge numbers were plainly inscribed on their clothing. In the result, while I am satisfied there are reasonable grounds to believe that excessive force was used, I am unable to attribute said force to any one or more identifiable ETF officers," Martino continues."In the final analysis, as there are no reasonable grounds to pinpoint one or another officer or officers for the force used against the Complainant in his arrest, which I believe on reasonable grounds to have been excessive and caused his facial fractures, there is no basis for proceeding with charges in this case."The SIU, a civilian agency, investigates reports involving police where there has been death, serious injury or an allegation of sexual assault.
As expected, the 2020 ski year will be different (by a long shot) than previous years. Get used to seeing more sanitizing stations, increased cleaning by staff and plenty of signage reminding you to be physically distanced. Each B.C. Interior resort is taking its own approach to navigating COVID-19. We took a look at the approaches of a few and compiled some of the important bits below. While there are some differences, there are plenty of commonalities. Namely, if you’re showing symptoms, stay home. SUN PEAKS RESORT TICKETS There will be a limited amount of day tickets available for sale each day to manage guest numbers.Tickets should be purchased online in advance to guarantee access, as window ticket sales may not be available for the majority of the season. Seasons pass sales were limited this year to facilitate on-mountain social distancing. Use tap payment when possible. WHAT TO WEAR A face covering will be required in lift lines, while riding chairlifts, and any time you’re not seated while visiting outdoor dining facilities. When indoors, guests are asked to wear a double-layered face mask that covers your nose and mouth. Outdoors, a face covering, like a scarf, is acceptable. BAGS There is no indoor storage for belongings available this winter. Guests are asked to leave all personal belongings in their vehicle, and ensure your vehicle is locked and items are secure. Parking lots are being monitored by additional security. LESSONS Private and group lessons are available with limited numbers, children six to nine years and 13 and up can have up to three participants ages 10 to 12 can have a maximum of five students plus the instructor. WHAT YOU WON’T SEE OPEN (AT LEAST FOR NOW) Tube time and bungee trampoline. Childminding is also unavailable until further notice. RIDING THE CHAIR Guests who are travelling or skiing together can be seated together on chairlifts. Groups of guests will not be seated with people outside of their bubble. Two unrelated single skiers may ride lifts together, sitting on opposite sides of the quad chairlift. But singles will not be required to ride with another guest if they are not comfortable and would prefer to ride alone. BIG WHITE PASS SALES Season passes are no longer available. Day tickets will be available for purchase online only. The tickets will be collected at one of 15 pick-up locations around the resort. Big White will be a “cashless resort,” bring your debit or credit card if you’re looking to make a purchase. TRAVEL/PARKING Express bus service from the Central Okanagan and Kelowna will be unavailable this year. On weekends and during peak periods, skiers and boarders will be greeted by a parking attendant, who will guide you to an appropriate place to park. FACE MASKS Wear a mask or face covering in all lift lines, loading and unloading the lifts, and in all indoor spaces. Plexiglass partitions have been installed at all counters where customers and staff interact. SILVERSTAR (Tentatively opening Dec. 4) FACE COVERINGS Coverings required for both staff and guests in all indoor spaces, except when seated to eat or drink. They will also be required outdoors when two metres of physical distance cannot be maintained. When riding a shuttle, waiting in a lift line, loading and riding a chairlift, or entering a facility, you will be required to wear a face covering. OPENING DATE Weather permitting, SilverStar will open for the season on Friday, Dec. 4. The resort stated on its webpage that it’s confident that this this date, which is later than its traditional opening day, will allow more acreage and lifts to be open, helping to spread guests out over the mountain. The resort will also be open to only season passholders at first as it assesses its operations and capacity limits. Information about when day ticket holders can access the mountain will be announced at a later date. PARKING SilverStar is implementing an online parking reservation system, meaning you have to let it know you will be coming in advance. The resort stated the system will help reduce crowds on peak days and enable appropriate physical distancing. LIFTS Guests will notice additional spacing measures, including extended maze designs, more lateral spacing and increased signage, to encourage physical distancing. Guests will self-group and load chairlifts with their party. Lift attendants will not require guests to ride a chairlift with people they do not know. The mountain also stated high-capacity chairlifts and closed cabin carriers “may be the exception, and may be loaded in a way that allows for physical distancing.” SNOW SPORTS To begin the season, SilverStar will offer private lessons for related parties of up to five. The resort said it may revisit offerings based on changes to the government health and safety procedures, with further information provided at a later date. ON MOUNTAIN DINING The mountain will be offering an expanded grab-and-go and take out menu. All purchases will be cashless. The resort is encouraging guests to bring their own lunch and have allocated new additional designated areas for people to eat while remaining physically distanced. REVELSTOKE MOUNTAIN RESORT (Tentatively opening Nov. 27) MASKS AND FACE COVERINGS Masks or face coverings will be mandatory for everyone throughout the resort. This includes in the village base area, all indoor facilities, lift lines and while riding in the gondola and on chairlifts. Revelstoke defined appropriate masks and face coverings are defined as any double-layer material that adequately covers a person’s mouth and nose. On-site ticket sales are being eliminated, with all ticket sales to be done online. Reservations will not be required for season passholders and any pre-purchased lift products. Daily capacity restrictions will be in place. RIDING THE LIFTS Guests will have the option to ride the lifts either in mixed or private cohorts. Mixed cohorts will be loaded onto the gondola with six passengers per gondola cabin, or four people per chair. Private cohorts can load up to eight people per gondola cabin or four people per chair. Gondola cabins have been protected with the Integral Surface Protection Program, which is used to limit the ability of viruses to stay on surfaces. Lift attendants that may need to physically assist with loading/unloading will wear the appropriate personal protective equipment. SNOW SCHOOL Group lessons will not be offered with the exception of Kids Weekend Programs. Weekend programs are being limited to residents within the Columbia Shuswap Regional District. Snow School participants will be required to undergo a self-health screening prior to starting their lesson. All Snow School staff and guests will be required to wear a face covering, except when they are moving on skis or snowboards. Private Lessons will be available for ages four and up. FOOD AND BEVERAGE Seating will be reduced in all venues with tables spread out to allow for adequate social distancing. Tables will be sanitized after every use. Face coverings will be required for guests and staff when inside any food and beverage outlet, except when seated at a table and eating or drinking. OTTAWA — A new report from the Canada Energy Regulator projects that if Canada strengthens its climate policies to cut more greenhouse-gas emissions, it could eliminate the need for both the Trans Mountain expansion and the new Keystone XL pipeline.The Energy Futures report, issued Tuesday, estimates energy production and consumption through 2050, based on two scenarios: one in which no more climate policies are introduced after this year and an "evolving" one where more initiatives are added to cut greenhouse-gas emissions.Under the status quo scenario, the regulator projects the three pipelines under construction — Keystone XL, Trans Mountain and Enbridge Line 3 — will be the last ones needed to handle future growth in crude oil production. Under the evolving scenario, crude production still grows about 18 per cent before peaking in 2039, but the report says Line 3 alone is enough added capacity to handle that increase.Cam Fenton, Canada team lead at 350.org (named for a "safe" level of carbon dioxide in the atmosphere) pointed out the regulator twice recommended the government approve the Trans Mountain expansion, but is now projecting that Prime Minister Justin "Trudeau's own actions on climate could make the pipeline he bought unnecessary."However Tim McMillan, president of the Canadian Association of Petroleum Producers, said not going ahead with all three pipelines would be a mistake.He said stopping pipeline capacity to handle total maximum annual production doesn't take into account ebbs and flows of shipments, comparing it to only building freeways using the total number of cars travelling daily, rather than during peak periods."That would be an inefficient transportation system," he said. "In Canada we have struggled with under capacity or full capacity. Neither of those are efficient systems."Keystone XL, from Hardisty, Alta., to Nebraska, is already in jeopardy: U.S. president-elect Joe Biden has promised to rescind Washington's approval for the cross-border project. Trans Mountain restarted construction in 2019 after pausing in 2018 because of the court decision on federal approval.The Trudeau cabinet had to approve the Trans Mountain expansion twice, after the Federal Court of Appeal said the first approval lacked sufficient Indigenous consultation and environmental review. Ottawa bought the existing pipeline for $4.4 billion in 2018, after Kinder Morgan Canada was threatening to walk away from the expansion project amid political opposition that was delaying construction.Trudeau pledged Canada would expand it, and then sell it back to the private sector.It's currently estimated it will cost about $12.6 billion to expand the pipeline by building a nearly parallel version that will almost triple total capacity."The Trans Mountain pipeline is needed more now than ever before," said Trans Mountain spokesperson Ali Hounsell."Existing shippers on the Trans Mountain pipeline have been requesting additional capacity for years to serve West Coast markets. Increasingly Canadian producers are seeking pipeline access to new and growing markets in the Pacific region and Trans Mountain is the only pipeline from Canada that can provide that optionality for producers."She said shippers with petroleum to move have signed contracts that will "underpin" 80 per cent of the pipeline's capacity for up to 20 years.Tom Gunton, a resource and environmental planning professor at Simon Fraser University, said the status quo scenario in the Energy Futures report is not realistic, since the government just introduced legislation last week to make getting to net zero emissions by 2050 legally binding.The report itself notes to get to net zero, Canada will have to be more aggressive at moving away from fossil fuels than even what its "evolving" scenario lays out. The report says Canadians will still get almost two-thirds of their energy from fossil fuels by 2050 under the evolving scenario.Net zero means any emissions still produced are absorbed by nature or technology, rather than left in the atmosphere to contribute to global warming. Gunton said the evolving scenario is the more likely situation in the report, and that scenario makes it pretty clear "you're not going to need these pipelines, so you should at least defer or shelve construction."He said if the projections change, they can be revisited but at the moment we could be spending more than $22 billion to build pipelines that aren't needed.Canada Energy Regulator CEO Gitane De Silva told The Canadian Press in an interview that the goal of the report isn't to comment on existing policy but to paint a picture of where things could go using a variety of assumptions."Really, our hope is that this information will help inform that policy process going forward," she said.A spokeswoman for the regulator also later clarified that the report is not saying whether or not any specific pipelines should be built, but rather looks at potential crude production based on a number of assumptions. Grâce à ce projet de loi, le gouvernement fédéral ne pourra prendre d’engagements, par traités ou par ententes en matière de commerce international, qui aurait pour effet d’affaiblir la gestion de l’offre», a déclaré le député de Bécancour – Nicolet – Saurel, Louis Plamondon. In a year when kids have had birthday parties cancelled and activities changed dramatically, a Calgary ER nurse is doing her best to tell them Christmas won't be called off. Lisa Rutherford, a local nurse, wrote and illustrated the book Hector and the Virus Vector, which tells the story of Hector the Elf and his quest to save Christmas during a pandemic. In the book, Rutherford says Santa decides to cancel Christmas because he's trying to find a way to protect the children of the world, but the day is saved by a "science elf" and his experiments."I have a three-year-old daughter and when everything went on isolation lockdown, she was freaking out. She was so upset and everything got cancelled for her," she told The Homestretch."I just kind of was looking ahead and I'm like, 'Come Christmastime, she's not going to understand,' and so that's kind of where I got the idea from."The idea also prompted Rutherford — who has a bachelor of science in molecular biology — to use scientific terms because she thinks it's important to introduce kids to these concepts when they are young."I know (my daughter is) not going to understand what a vector is or what crystallisation is, but being introduced to those terms, I think is important and it makes it a little more interesting for me to read as well," she said.She also used the opportunity to write in people she knows in the book.In one case, Rutherford's postings on social media reached the parents of a four-year-old daughter with a heart defect."The mom was telling me that the daughter is just really concerned that Christmas is going to be cancelled," she said."She just was so excited for the book that I asked for some photos of the daughter and I drew her in the book."Rutherford is on maternity leave so hasn't had to work in the hospital amid the COVID-19 pandemic but feels for the staff involved."I've been kind of like watching my friends talk about it and, you know, the struggles that they've been having and not being able to step in because I have this small child that I have to care for. So it's been tricky."The nurse says she's decided that 50 per cent of the proceeds from the book will be donated to the Alberta Children's Hospital."My son at three months was in hospital for 10 days and it was a pretty rough experience, but they were just so amazing. The Canadian tradition to give thanks on the second Monday in October isn't the only Thanksgiving some in southwestern Ontario celebrate.This year, like almost every other for the last 73 years, members of the Cottam United Church in Essex County will put together a feast.It's normally a big event, even attended by Americans. This year, the COVID-19 restrictions won't allow for that, but the members of the church aren't ready to let go of the tradition."It's more than just a meal. It has been an event that has brought our community together beyond just even the community of the church. It's generally the community of both people who live in the area and our American cousins," said Rick Mayea, an organizer of the event.Deciding to still host the dinner was the easy part, he said. The challenge was how to do it and keep the community safe. In the past, hundreds dined in the 150-capacity hall from 3 p.m. to 7 p.m. with another 400 to 500 takeout orders. Since that large of a group gathering isn't currently allowed, they came up with a simple plan with the help of the Windsor-Essex County Health Unit."Just consider it an average Tim Horton's drive-thru," Mayea said. This year each dinner costs $18. They're filled with turkey, mashed potatoes, gravy, stuffing, cranberries, peas, squash, then a choice of pie, either apple, cherry or blueberry.So far about 800 meals have been pre-ordered, but they expect more. Normally the group serves about 1,200 meals. The event only comes together thanks to dedicated volunteers. Only 50 can be inside of the church at one time, but Mayea said they've been able to make it work. "It'll be a little bit different than trying to serve a person a meal," he said. "People will come through and be packing the meals."He says they can produce and pack 100 meals in about 15 minutes and are prepared for a different traffic situation in the parking lot. "We have people out there controlling things," Mayea said. "We do have people greeting cars as they arrive and kind of directing them where to go."This year all the meals must be pre-ordered for pick up by Tuesday night. Church volunteers will start peeling the potatoes to feed an estimated 1,150 starting Wednesday.
OTTAWA — The top federal public servant says only a small fraction of the 5,000-plus pages of documents the government has released on the WE Charity affair were blacked out.Privy Council clerk Ian Shugart told the House of Commons finance committee Tuesday that only about one per cent of the documents were redacted to protect cabinet confidences.Less than 2.5 per cent were redacted to black out information on other matters that were not relevant to the committee's investigation into the WE affair, he added.But opposition members of the committee said Shugart's estimates don't jibe with the documents released to them, which New Democrat MP Peter Julian estimated contained some 1,500 pages that were partially or fully blacked out.The clerk acknowledged there may have been other reasons for redactions, including solicitor-client privilege and protection of personal privacy. But he pointed out that he was asked to testify at committee Tuesday specifically on cabinet confidences.Shugart's testimony follows weeks of filibustering by Liberal members of the committee over opposition attempts to denounce the government's handling of the WE documents.The opposition-dominated committee had demanded that the documents be handed over without redactions to the parliamentary law clerk, who would determine what, if anything, needed to be blacked out. Instead, the documents were redacted before being given to the law clerk.Shugart told the committee Tuesday that cabinet confidentiality is a crucial constitutional convention that frees ministers to have full and frank discussions in cabinet while maintaining cabinet solidarity once decisions are made.Notwithstanding the long history of keeping cabinet confidences secret, Shugart said he directed public servants to make an exception in the case of the WE affair.He directed them to be "as transparent as possible" about releasing documents involving the student services grant program at the heart of the affair. And he told them to release documents that touched on matters about which Prime Minister Justin Trudeau or his ministers had already spoken publicly."As a result ... considerable information on the grant that would otherwise have constituted cabinet confidences was provided to the committee," he said.Conservative finance critic Pierre Poilievre noted that Shugart can be fired by the prime minister and suggested that he and other public servants used "the pretext" of cabinet confidentiality to protect the Liberal government from political embarrassment.But Shugart said he's "completely confident" that public servants carried out his directions fully and in a non-partisan manner. He said he informed Trudeau of the approach he was taking but did not consult him or ministers on specific decisions made about what should be released or blacked out.Shugart made no apologies for ignoring the committee's order that unredacted documents be sent to the law clerk. He argued that the executive branch of government has no authority to delegate its responsibility to protect cabinet confidences to the parliamentary law clerk.The federal ethics commissioner, meanwhile, told the committee that his office has received "tens of thousands" of pages of documents on the WE affair, none of which were redacted to black out cabinet confidences.Mario Dion is investigating Prime Minister Justin Trudeau and former finance minister Bill Morneau for possible violations of the Conflict of Interest Act.Both Trudeau and Morneau have close family ties to WE Charity but neither recused themselves from a cabinet decision to pay the charity $43.5 million to administer the now-cancelled student services grant program."We did receive all the documents we need in order to conduct these two examinations, including cabinet confidences," Dion told the committee.Poilievre found it "very strange" that Dion's office received more documents than the finance committee.
