Germany tightens border controls in attempt to limit spread of COVID-19 variants

LONDON — Buckingham Palace said Wednesday it was launching an investigation after a newspaper reported that a former aide had made a bullying allegation against the Duchess of Sussex. The Times of London reported allegations that the duchess drove out two personal assistants and left staff feeling “humiliated.” It said an official complaint was made by Jason Knauf, then the communications secretary to Meghan and her husband, Prince Harry. He now works for Harry’s elder brother, Prince William. The palace said it was “clearly very concerned” about the allegations. It said in a statement that the palace human resources team “will look into the circumstances outlined in the article” and would seek to speak to current and former staff. “The Royal Household has had a Dignity at Work policy in place for a number of years and does not and will not tolerate bullying or harassment in the workplace,” it said. American actress Meghan Markle, a former star of the TV legal drama “Suits,” married Harry, a grandson of Queen Elizabeth II, at Windsor Castle in May 2018. Their son, Archie, was born the following year. In early 2020, Meghan and Harry announced they were quitting royal duties and moving to North America, citing what they said were the unbearable intrusions and racist attitudes of the British media. They recently bought a house in Santa Barbara, California, and are expecting a second child. The bullying allegations were reported four days before the scheduled broadcast of an Oprah Winfrey interview with Meghan, which is anticipated to draw a huge audience. It also comes less than two weeks after the palace announced that the couple’s split from official duties would be final. A spokesman for the duchess said she was “saddened by this latest attack on her character, particularly as someone who has been the target of bullying herself and is deeply committed to supporting those who have experienced pain and trauma.” In a 30-second clip released by CBS Wednesday night, Winfrey asks Meghan how she feels about the palace “hearing you speak your truth today?” “I don't know how they could expect that after all of this time we would still just be silent if there was an active role that the firm is playing in perpetuating falsehoods about us,” Markle says. “And if that comes with risk of losing things, I mean, there's been a lot that's been lost already.” The Associated Press
The owner of a Calgary cafe has started a letter-writing campaign aimed at convincing city council to reverse a decision that will result in the eatery being evicted from a historic building in Eau Claire. The city, however, says its decision is irreversible — and has been in the works for a long time. The 1886 Buffalo Cafe has been running out of the historic Eau Claire Lumber Company building for about 40 years. Next month, however, the city will not be renewing its lease, in order to undertake some long-anticipated area refurbishment. City councillors said the cafe owners were given notice in 2017 that the city would need to move the building to do some major flood work, and as part of the redevelopment that was happening in Eau Claire. But owner Joanna McLeod told CBC News she feels the city led her astray with confusing communications that made her think they'd be able to stay in the building longer. It prompted her to start a letter-writing campaign and petition in the hopes of saving the cafe. "I just think there's a lot of missing information for the city's aspect," she said. "We've been the best tenants for 40 years … and we would really just love to stay in that building." 'Timeline of assurance' McLeod said they were in negotiations with the city to renew its lease in 2018. At the time, they were on a month-to-month lease, she said, because of the developments that were planned for Eau Claire. The cafe owners were told the revitalization of the area would have the cafe moved closer to the river, and in the same building. In February 2020, McLeod said, she was offered a five-year lease by the city that went unsigned after a realtor told her the language wasn't typical for a commercial lease, and the cafe owners wanted a few details changed before they committed. According to the city, the lease was rescinded in November 2020, after the tenant failed to sign and the city received confirmation of $8.6 million in funding from the province to proceed with the Eau Claire Plaza reconstruction project. But McLeod said there are documents and emails that showed a "timeline of assurances given to us by the city, and kind of leading us down a path of security with them." The owners were blindsided, she said, when they were eventually given notice by a leasing agent that they had 90 days to vacate the premises. And thinking they were going to be staying in the building, McLeod said they invested money into the place. "Had we known that it was a possibility that we wouldn't be able to continue business out of that building … we would have chosen to do business a little differently," McLeod said. Development plans not a secret, councillor says If the decision isn't reversed by the city, McLeod said, she is hoping they will be compensated for the business decisions they made "under bad faith." However, Coun. Druh Farrell told the CBC that while she is very sympathetic with the owners, they have known for a very long time that these developments were in the works. "It's not a secret, and the information has been shared with council, and we've been working on this for a number of years," said Farrell, who represents Ward 7. Significant changes are coming to the area, including essential flood work, that will be very disruptive — but there is a commitment to restore the building and put it in a new designated location, Farrell said. It will be available again in 2023. "There will be no reversing this decision," Farrell said. Still, McLeod is hoping the city might budge. "We're imploring them to change their mind. It's a building that's not only close to our hearts, it's a building that's close to many hearts," McLeod said. "It's just such an iconic piece of Calgary."
B.C. municipalities are pushing the federal and provincial governments for better flood-control infrastructure that doesn’t damage fish habitat or restrict access to recreational sites. In a Feb. 19 vote, the Union of British Columbia Municipalities executive endorsed resolution NR16, Flood Risk Mitigation Through Green Infrastructure and Natural Assets, which calls for the restoration and protection of salmon habitat compromised by outdated flood control systems. The resolution notes the side channels, tributaries and sloughs of B.C.’s large rivers hold deep value to First Nations, in addition to providing exceptional recreational fishing, boating and swimming sites that may no longer be safe or accessible. Submitted by the Lower Mainland Local Government Association, the resolution specifically asks the two higher levels of government to fund and incorporate nature-based solutions for effective flood management while still maintaining the recreational, cultural and ecological benefits of these sites. The non-profit Watershed Watch Salmon Society campaigned heavily in favour of the resolution. They released a statement calling the resolution’s potential impact a win-win-win for B.C. salmon, local jobs and flood mitigation. “This decision helps hold the province accountable on this issue,” the statement reads. “Last summer, the Select Standing Committee on Finance recommended fish considerations when upgrading for floods as part of the province’s 2021 budget. This UBCM vote demonstrates the growing concern of British Columbians for struggling wild Pacific salmon and underlines the Province’s responsibility to invest in flood solutions that consider fish and their habitats.” The resolution will now be sent to the governments for their response. EDMONTON — Alberta is following guidance from a national vaccine advisory panel and increasing the time between COVID-19 doses. Dr. Deena Hinshaw, the province's chief medical officer of health, says the greater lag time will allow more Albertans to be effectively vaccinated sooner. She said the plan is for Alberta to match British Columbia, which announced Monday it will follow the four-month window and get a first dose to everyone who wants one by July. “This change will significantly increase how quickly we can offer Albertans the protection of their first dose,” Hinshaw said Wednesday. “We can all take heart that by getting more first doses to Albertans more quickly, the change I am announcing today brings the light at the end of the tunnel nearer.” Earlier Wednesday, the National Advisory Committee on Immunization recommended first and second doses can be to up to four months apart if supplies are limited. The decision was made based on emerging studies in places including Quebec, the United Kingdom and Israel that show even one dose of vaccine can be about 70 to 80 per cent effective. When vaccines were first available late last year, manufacturers Pfizer-BioNTech and Moderna recommended two shots spaced three to six weeks apart. Alberta is now into its second round of priority vaccinations. The 29,000 highest-risk Albertans, those in long-term care and designated supportive living facilities, have been vaccinated twice. Seniors over 75 and First Nations people 65 and older are among those now allowed to book their shots. Hinshaw said second dose appointments will go ahead for those who have already booked them, and those who want to book a second shot within the previous six-week window will be able to up to March 10. Starting then, those who book a first vaccine dose will have the second one delayed by as much as four months. Newfoundland and Labrador also announced an extension to four months. Manitoba has said it will bring in a delay. Ontario said it was weighing a similar move and seeking advice from the federal government. The change comes as more vaccine doses are on the way. Along with Pfizer-BioNTech and Moderna, the federal government has approved a third vaccine from Oxford-AstraZeneca. Hinshaw said Alberta expects to soon receive shipments of that vaccine as early as next week. Alberta has so far administered 255,000 vaccinations, with 89,000 people getting the full two doses. Hinshaw reported 402 new cases Wednesday. There were 251 people in hospital, 48 of whom were in intensive care. Twelve more people died, bringing that total in the province to 1,902. Case numbers and hospitalizations are a small fraction of what they were at the height of the second wave of COVID-19 in December. The economy remains under public-health restrictions, which include no indoor gatherings and limited capacities for retailers and restaurants. Premier Jason Kenney announced earlier this week a delay in loosening some rules, given unknowns, such as variant strains of the virus. The strains can spread much faster than the original one, with the potential to quickly overwhelm the health system. Alberta has detected 500 variant cases, and Hinshaw announced Wednesday the first variant case at a continuing-care home. Churchill Manor, in Edmonton, has 27 staff and residents who have tested positive, with 19 of them positive for the variant. “Local public-health teams and the operator are taking this outbreak extremely seriously and (are) working closely together to limit spread and protect everyone involved,” said Hinshaw. P.E.I.'s new Minister of Social Development and Housing Brad Trivers received a dressing down in the provincial legislature Wednesday, apologizing for remarks he made the day before where he dismissed the financial toll the pandemic has taken on young Islanders, referring to accounts of "precarious employment" among young people as "employment opportunities." Those comments came during debate on a motion introduced by the Green Party to recognize the contributions of Island youth in the province's fight against COVID-19, and to acknowledge those same youth have borne much of the "economic risks and harms related to COVID-19, as a result of inadequate wages, inconsistent paid sick leave, precarious employment and challenges obtaining gainful employment." "I have to say that, I think what we need from our elected officials is we need people who are going to support the youth, and not encourage them to be victims," Trivers said Tuesday in response to the motion. "On Prince Edward Island, I personally don't see a lot of precarious employment out there, I see a lot of employment opportunities." Trivers went on to describe growing up on a farm, working for no wages. "I wasn't making money doing that, but that was very gainful employment," he said. "Those were the type of experiences that made me the person I am today, and they made me appreciate every dollar I've earned." On Wednesday Trivers offered a short apology, saying the comments he made were "misinformed." But the Official Opposition was not satisfied with that apology. "Yesterday, the Minister of Social Development and Housing told us that he doesn't understand what precarious unemployment is and that he doesn't believe it exists in PEI," said Hannah Bell, the opposition social development critic during question period. Bell had previously delivered a written statement to the house, describing constituents she said were struggling to work multiple low-paid jobs, raise children, pay tuition fees and make the rent. "This is what precarious employment looks like. It is unstable, poorly paid, unreliable, with few if any worker rights," said Bell. "While this may not be the experience of members of this house, it is the experience of thousands of Islanders." Asked by Opposition leader Peter Bevan-Baker whether he supported his minister's statements, Premier Dennis King said, "I don't support that statement at all. I think we're here to help Islanders, that's our job, and if we're not here to help Islanders, none of us should be in here." Minister should show 'empathy' "The Department of Social Development and Housing is a place where many marginalized Islanders seek support," said Bevan-Baker. "Do you think it's important for the cabinet minister in that portfolio to have a deep understanding of, and an empathy for the people that their department serves?" he asked the premier. The Greens also brought up previous comments Trivers has made on housing. At a committee meeting in January, before Trivers was housing minister, he said Islanders receiving rental support from the province living in substandard housing "have the freedom to choose to make their own decision about whether they stay there or not." At a meeting in October he calculated that two people earning minimum wage could buy a home, accessing a provincial funding program to make the down payment, and afford mortgage payments of $1,200 per month. "It may not be right in Charlottetown, maybe people will have to travel," he said. In question period Wednesday, Bell said anyone who was "precariously employed … can't actually qualify for a traditional mortgage." Minister hasn't shared 'life experiences' "These are very serious issues," Trivers said in the legislature Wednesday. "We're all learning, we're all growing and the comments I made yesterday, when I say they were uninformed, it's simply because I haven't shared the life experiences of people who were impacted in that way in many cases and I will freely admit that." At one point during the session Trivers committed to creating a rental registry to track rental rates on P.E.I., something the Opposition has been asking for. After question period, Bell said the point of questioning Trivers about his comments was to get him to acknowledge there are problems with issues like wages, employment and sick leave benefits. "Premier King needs to have his cabinet ministers on board" with the vision of equality and economic security delivered in last week's throne speech, Bell said. "Trivers' comments show a pretty huge gap. It makes it hard for Islanders to know what to believe, and who to trust."
When the Hilton Garden Inn Fredericton was opened in 2018, the expectation was its rooms would be packed every spring and summer with thousands of convention attendees from across the country. But, for the second year in a row, it looks like the COVID-19 pandemic has put a stop to that. With restrictions on travel and gatherings continuing for the foreseeable future, that's put a chill on large national and regional conventions, and that's a cause for concern to Celine Bertin, general manager at the Hilton Garden Inn. "April, May, June, are big convention months, however, August is probably one of the biggest convention months, along with September, October and very much November as well. "So with that said, we're a convention hotel and a corporate hotel... so, yeah, [there being no conventions] does affect us in a big way." Bertin said the hotel's plan hinged so much on catering to convention attendees, that its was located next door and attached to the Fredericton Convention Centre. "If there wasn't a convention centre, frankly, we wouldn't be downtown." That won't be happening this year, and that worries Trevor Morgan, its general manager. "The bottom line is we won't be able to replace that revenue, so we do anticipate running significantly lower revenue and occupancy through that period because of the lack of that business," Morgan said. More help needed for businesses The likely loss of the 2021 convention season is just the latest blow to an industry already particularly hard hit by the pandemic, said Carol Alderdice, president and CEO of the Tourism Industry Association of New Brunswick. It keeps them busy and it keeps them alive, and that's just not been happening. "That's why we've had to count on federal support to keep them going." Alderdice said that aid has been well used, but more is needed. She said the Canada Emergency Wage Subsidy, which provides up to 75 per cent of employee wages for eligible employers, should be extended to the fall, and raised to cover 85 per cent. She also wants to see an extension to the Canada Emergency Rent Subsidy, which helps tenants pay the rent if their business or non-profit has lost revenue due to the pandemic. In a media briefing Wednesday, Prime Minister Justin Trudeau said those two programs, which were originally set to end next week, will be extended to June. CBC News did not receive a response from the Prime Minister's Office about whether it would also increase the pay-outs offered under those programs. Hopeful for recovery The Fredericton Convention Centre accommodated 34,000 convention attendees and generated an estimated $12.9 million for the local economy in 2019. Instead of convention-goers, for 2021 the convention centre will be hosting lawyers, plaintiffs and defendants, as the Department of Justice has agreed to rent the space to act as the Fredericton Court of Queen's Bench to allow enough space for physical distancing. "We were the first hit, the hardest hit, and it will take us the longest to recover," Pugh said. "But we are hopeful that we will start to recover. It will take a couple of years. We'll start seeing groups coming back in 2022 and then hopefully in 2023 it will continue on the upswing, and we're hopeful that we will return in 2024 to pre-pandemic numbers or thereabouts." Jeremy Trevors, a spokesperson for the Department of Tourism, Heritage and Culture, said convention activities related to catering and meeting facilities typically account for about $30 million in revenue generated in New Brunswick annually, while another $80 million is earned in room bookings related to conventions. Trevors said the department hopes bookings for small meetings will re-emerge in the late spring, but that remains contingent on COVID-19 public health protocols, which will dictate what can and can't be done. "We look forward to working with the New Brunswick Hotel Association and destination marketing organizations to plan recovery for this area of business," he said.
Ontario's NDP is urging the Ford government to cancel plans for a new 400-series highway in the northwest portion of the GTA that would cut through York, Peel and Halton regions. Sandy Shaw, MPP for Hamilton West-Ancaster-Dundas and the NDP's environment critic, said Highway 413 is not needed and would negatively affect the environment, Greenbelt and agricultural land. The four-to-six lane highway is part of what the province calls the GTA West Transportation Corridor. "We are absolutely convinced that the 413 is the wrong thing to do and we are calling on the government to scrap this plan," Shaw told CBC News on Wednesday. "We see opposition to this from all kinds of community groups that are opposed to this for very good reasons, the fact that it will be cutting through the Greenbelt and the fact that it will be contributing to a loss of our valuable agricultural land," she added. "It's really important to note that some municipal councils are also voting to say this is not something they want to see in their communities." Shaw's comments come after Vaughan council, in a committee of the whole meeting on Tuesday, decided in a 5-to-4 vote to withdraw its endorsement of the highway. That decision must still be ratified by Vaughan council at its next meeting on Wednesday, March 10 at 1 p.m. The motion did not have the support of Vaughan Mayor Maurizio Bevilacqua. Shaw said Vaughan is the latest council to express opposition to the highway, following similar motions by councils in Mississauga, Orangeville and Halton Hills. "I think that this was quite a surprise to this government," Shaw said. "I think they thought it was a certainty, that this would be a slam dunk and that the people would just not ask significant questions about this project." On Wednesday, Shaw raised the issue in question period at Queen's Park, asking: "Will the Premier cancel this wasteful and environmentally destructive highway?" Government House Leader Paul Calandra responded, saying the government has drawn up plans to build the highway because the area northwest of Toronto has had significant population growth and the province needs to figure out how "we're to get people moving around" the region. "This is, of course, a highway that still requires a number of consultations to be carried out, both with local officials in the area and it requires an environmental assessment," Calandra said. "If it makes sense to build this piece of infrastructure, we will. If it doesn't, we won't." The province has said the population of the Greater Golden Horseshoe is expected to hit 14.8 million by 2051 and roads need to be ready to support traffic from that growth. (Adrian Wyld/Canadian Press) Vaughan residents don't support highway, councillors say Vaughan councillors who voted to withdraw support on Tuesday said the project would destroy a large part of northern Vaughan. Money earmarked for the project should be spent on transit, they said. Coun. Marilyn Iafrate, who represents Ward 1, Maple and Kleinburg, said the highway would cut through a historic and green area of Vaughan that community groups have worked hard in the last 40 years to preserve. The highway would start in Vaughan, she said. "Putting through a multi-lane highway, with other means of transportation, changes and I would say destroys what's left of that look and feel of rural Vaughan," Iafrate said. Iafrate noted that five ward councillors were in favour of withdrawing support, while the mayor and three regional councillors were not in favour. She said it was a tight vote. "It was a momentous day for the community and I'm really proud of the work they have done." Vaughan council, in a committee of the whole meeting on Tuesday, decided 5 to 4 to withdraw its endorsement of Highway 413.(Mike Smee/CBC) Coun. Tony Carella, who represents Ward 2, Woodbridge West, said the highway is unnecessary, "it will go through and disturb areas that should be left alone," and there are other ways of moving people and goods around and other routes exist. "I think that the general understanding of the negative impact of this particular proposal built fairly slowly but steadily," he said. Carrella said the province should support existing infrastructure, including providing incentives for drivers to take the Highway 407 toll route, instead of spending money on a new highway. Cost is big factor in municipal opposition, NDP says As for the pricetag, the province has not yet said how much the highway will cost, but Shaw said estimates have pegged it at least $6 billion. She said the cost is a big factor in municipal opposition. "Opposition is growing because people understand that we are in the middle of a pandemic and we have limited resources in terms of a fiscal contribution," Shaw said. "The costs that they would spend on this highway don't justify the 30 seconds it would save on people's commute. It's going to increase greenhouse gas emissions and we just don't see a need for it."
VANCOUVER — Endangered southern resident killer whales would have a much better chance of survival if chinook were in their hunting grounds during winter off the coast of British Columbia, a new study says. The whales expand their menu and the distance they travel as they forage for food from October to March in the waters off California up to Alaska, which leaves them with little energy, says the study published Wednesday in the scientific journal Plos One. Brad Hanson, a wildlife biologist with the U.S. National Oceanic and Atmospheric Administration, said this is the first study that looks at the diet requirements of killer whales from their perspective. Hanson, fellow author Robin Baird and others collected and analyzed the prey and fecal samples of northern and southern resident killer whales for 13 years, starting in 2004. They found that chinook salmon made up almost all of the whales' diet in spring but fell to around 70 per cent in mid-winter and plunged to about 50 per cent heading into the fall. Baird said the animals supplemented their diet with coho and chum salmon, as well as other fish including lingcod, halibut and flounder, which are bottom dwellers. Of all the fish in the sea, whales prefer chinook salmon because they are the largest, richest, most energy dense and easily intercepted, said Baird, who is a research biologist at Washington's Cascadia Research Collective. "The whales have become these chinook specialists probably over tens of thousands of years because of the great availability of those fish," he said in an interview Wednesday. "If the whales have to expend a lot more energy getting that prey then they basically get less bang for the buck." The whales then don't have enough energy to store fat that helps them keep warm in the cold waters. This leaves them weak and unable to reproduce, he said, adding most mothers are not able to feed a calf even if they do give birth. "Reproduction of southern residents is directly or indirectly related to chinook abundance," he added. Chinook populations have fallen dramatically over the last 100 years by human actions including farming, the construction of dams, industrial activity and the destruction of estuaries, he said. All 14 stocks of chinook salmon that are preferred by whales are threatened, he said. These fish would move in and out of inshore waters at different times of the year and ensure a steady supply of food for the orcas. "Let's say, just for sake of argument, there was one river that had 100 million chinooks that all came back during the same time of the year," Baird said. "That's going to be a lot less beneficial to the whales than 100 rivers, each of which have a million chinook and those chinooks all come back at different times of the year." One way to ensure a steady chinook supply for orcas is to catch fish at the mouths of rivers after they've passed through areas where whales forage, he said. "Unfortunately, there is no one simple solution." Overfishing and large-scale degradation of spawning and rearing habitat are some of the biggest threats to chinook salmon and by extension the southern resident killer whales, Baird said. The southern resident killer whale population is just over 70. Killer whales are top predators, which means they are often ecosystem indicators, he said. A reduction in the southern resident killer whale population is indicative of a degraded environment, which affects everyone, he said. "So, I think that killer whales are an indicator," Baird said. Wall Street slumped on Thursday and global stock markets declined after U.S. Federal Reserve Chair Jerome Powell repeated his pledge to keep credit flowing until Americans are back to work, rebutting investors who have openly doubted he can stick to that promise once the pandemic passes. Benchmarket U.S. Treasury yields rose toward last week's highs as Powell spoke, and the dollar hit a three-month high. With COVID-19 vaccines rolling out and the government fiscal taps open "there is good reason to think we will make more progress soon" toward the Fed's goals of maximum employment and 2% sustained inflation, Powell told a Wall Street Journal forum.
There's been a rise in the number of people believed to have one of the COVID-19 variants of concern, according to Ottawa's medical officer of health. Variants of concern are ones that can spread more easily or cause more severe infections. So far, 10 people have tested positive for one of the variants — eight with the one first identified in the U.K. and two first identified in South Africa. On Wednesday, Dr. Vera Etches said another 73 people have been identified as having a genetic indicator after initial screening — meaning they may be infected by a COVID-19 variant of concern. "These screened positives are likely to be confirmed as a variant of concern," said Etches during a virtual OPH news conference. Latest wastewater data shows a significant jump at the end of February. The number of people hospitalized have gone up, as have the percentage of COVID-19 tests coming back positive. "That is the experience in other jurisdictions, that the variant does spread more quickly," she said. "It does have that potential to grow. I'm concerned." Most variants related to travel About 70 per cent of the variants of concern identified in Ottawa so far are related to either travel, someone coming into close contact with someone who travelled, or by living in the same household with someone who has the variant. Etches said the source is unknown for 30 per cent of cases, which indicates it was likely caused by community spread. It can also take weeks to determine if someone has a variant of concern because all positive samples are sent to a Public Health Ontario lab for genetic sequencing, used to determine if a sample has the variant. LETHBRIDGE, Alta. — A woman in southern Alberta is accused of murdering her former common-law husband by running him down with a pickup truck. Lethbridge police say 30-year-old Austin James Forsyth was struck by a yellow Dodge Ram in the city on June 1, 2020, and died later in hospital. Police say the pickup fled the scene. Officers arrested Melissa Whitegrass on Tuesday following an investigation by the Violent Crimes Unit. The 37-year-old is charged with first-degree murder, dangerous driving causing death, and assault with a weapon. "The accused and Mr. Forsyth were involved in a common-law relationship up until 2017 at which point they obviously became separated," Insp. Jason Walper said Wednesday at a news conference. "Our investigators deemed that this was a domestic violence situation." Rideau Lakes Township has approved a one-per-cent property tax rate increase for 2021. At the township council's regular meeting earlier this week, members agreed in a 7-2 vote for the local tax rate increase, down from the 2.5-per-cent increase that was presented in December. The one-per-cent tax increase translates into an additional $12 per year in property taxes on the average home, assessed at $250,000. This in turn measures out to an increase of $113,000 in revenue for the township. The township ended 2020 with an estimated surplus of just over $1 million. Township administrators say this is attributed to the impact of COVID-19 delaying some projects and stronger-than-forecasted revenue. Many on council gave kudos to the township staff for configuring a budget for this year that increases property taxes by only one per cent while still increasing reserves and decreasing the debt level. "I'm really happy with the budget that the staff presented," said South Crosby Coun. Claire Smith during Monday's meeting, adding that in a way she feels the budget is more the staff's than council's due to the strains virtual meetings have on discussions and debates. Only Mayor Arie Hoogenboom and South Elmsley Coun. Jeff Banks voted against the budget. Banks said he would have preferred no increase in the property tax, with Hoogenboom agreeing. "I received a lot of calls, a lot of people are struggling with the COVID," said Hoogenboom. Despite the mayor voting against the budget on the "principle" of the matter, he also said he will respect the will of council and ensure it works best for the township. "The township's fiscal future is bright," said Hoogenboom. "The 2021 budget continues our commitment to prudent spending and progressive rural governance." In a municipal services committee meeting last week, council had a lively discussion on what budget proposal to bring to the regular council. Four options were presented by staff, two each offered either a zero- or one-per-cent property tax increase. At the committee meeting, Hoogenboom and Banks were joined by Couns. Cathy Livingston and Bob Lavoie in voting no on the eventual budget option. Both Livingston and Lavoie ultimately voted yes on the budget in the regular council meeting Monday. All other councillors – Carolyn Bresee, Joan Delaney, Marcia Maxwell, Ron Pollard and Smith – said in the meetings they were happy with the budget brought forward by staff and voted for it in both committee and council. According to a release by the township, the budget includes revenue and expenses of $18.6 million. A total of $2.9 million is being invested towards roads. Plum Hollow Road, which runs from County Road 5 to Healey Road at the Elizabethtown-Kitley Township line, has been designated for a full roadbed reconstruction. The schedule of maintenance stone application to gravel roads has been altered to have the program run at a two- and three-year cycle rather than a three- and five-year cycle. Major investments in buildings include revamping the Ronald E. Holman Municipal Complex. The building formerly housed the Rideau Lakes detachment of the Ontario Provincial Police before it moved to the former Rideau Centennial Public School in Portland. Along with renovating the former police space into a library, work on a new outdoor recreation area will begin this year. Other community halls and parks in the township will be receiving a combined $600,000 in investments, of which half is coming from revenue sources like grants, donations and parkland reserves. The top public health officials in Southwestern Ontario pulled in hundreds of thousands in overtime pay last year for their work during the COVID-19 pandemic. At least two of the region’s medical officers of health received more than $100,000 each in overtime, including Middlesex-London’s top public health doctor, Chris Mackie, and Haldimand-Norfolk’s Shanker Nesathurai. The overtime pay is part of a provincial program to compensate local health units for extraordinary expenses incurred relating to the COVID-19 pandemic. “It was one of the initiatives set up by the province to recognize some of the frontline healthcare workers,” said London city councillor Maureen Cassidy, who chairs the Middlesex-London board of health. “They’ve asked us to keep a tally of all the overtime hours and the dollars for every one of our employees who have worked overtime directly related to the COVID-19 response," she said. Between March 22 and Nov. 14 of last year, the health unit had 47 staff log overtime ranging from 44 to 716 hours. The global pandemic was declared in mid-March. Mackie, the London area's medical officer of health, logged 611 overtime hours during that period, earning a payout of $100,072. His base salary in 2019 was $300,000. “That reflects the leader of an organization that has gone from five days a week, 8:30 to 4:30, to seven days a week, 8:30 until some days, 10 at night,” Cassidy said about the overtime pay. The total staff overtime spending at the Middlesex-London Health Unit was $730,000. Cassidy said public health staff are making “incredible sacrifices” in their personal lives while battling the pandemic. As Haldimand-Norfolk’s medical officer of health, Nesathurai logged 1,100 overtime hours, worth $160,000, on top of a base salary of $240,000. Joyce Lock, the medical officer of health for Oxford and Elgin counties, received just more than $62,000 in overtime pay “for hours worked over and above the regular schedule as well as unused vacation,” according to Larry Martin, Southwestern Public Health’s board chairperson. “The Ministry of Health has provided provincial health units with clear guidelines for allowable COVID-19 expenditures eligible for reimbursement,” Martin said in a statement. “(Lock’s) employment contract . . . allows for overtime payments in specific circumstances – such as those that have unfolded over the course of what is now a year-long pandemic response.” Lock’s salary in 2019 was $288,000. The base salaries of medical officers of health are paid by local health boards based on member municipalities' professional salary scale and benefits policies. Whether an individual medical officer of health is eligible for overtime pay, and how they're compensated, depends on each board’s contract and municipal policies. In Ontario, overtime is paid at 1.5 times the regular pay rate. Most managers and supervisors, usually paid a salary rather than by the hour, aren't typically paid overtime. “In September 2020, public health units were provided with an opportunity to request additional one-time funding from the ministry for COVID-19 extraordinary costs incurred,” Anna Miller, a spokesperson for the Ministry of Health, said in an email. “Examples of eligible COVID-19 extraordinary costs included overtime for staff if local board of health policies related to overtime allowed for this.” Meanwhile, Lambton’s medical officer of health, Sudit Ranade, did not receive any overtime pay as the County of Lambton’s overtime policy sees employees take time off in lieu. Shari Sterling, executive assistant for Lambton County’s public health services, said Ranade has “some banked hours” but did not specify how many. Lambton submitted $848,429 to the province for reimbursement for COVID-19 extraordinary costs, including staff salaries, accommodation, supplies, equipment and communications. Health units in Huron-Perth, Chatham-Kent, Windsor-Essex and Grey-Bruce did not immediately respond to Free Press requests about overtime expenses during the pandemic for medical officers of health and other staff. The Canadian Taxpayers Federation slammed the overtime pay. “Ontarians hand over nearly half – 45 per cent – of their household income to governments every year in taxes, yet we're still a province struggling with hallway healthcare and chronic problems in long-term care,” said Jasmine Moulton, the federation’s Ontario director. “Then you see governments handing out six-figure top-ups and seven-figure severances to top health officials, and you start to see where the problem truly lies." Pembroke – It’s back to the drawing board for the County of Renfrew Official Plan(OP) with a few changes still needed at the committee level and then back to Renfrew County Council before more distribution to municipalities and an eventual public meeting. “I’m not prepared to have this endorsed to commenting agencies until the council of the County of Renfrew is satisfied,” said Admaston/Bromley Mayor Michael Donohue last Wednesday at a virtual county council meeting after pointing out some of the changes councillors were told were made were either vague or not outlined in the document. One issue was the OP amendment councillors had received as part of their packet had undergone additional tweaking by staff. While some areas of concern were eliminated others were being studied on a case-by-case basis and Mayor Donohue said one concern was the document needed to be clearer before it was passed on to municipalities and other agencies for comment. “Agricultural land is deserving of protection or it is not,” he noted. The result is this Official Plan amendment, which is very much a living document, will not be approved very quickly. The most contentious issues appear to be the agricultural designation of some properties as well as the deer yards in Killaloe, Hagarty and Richards, but many of the other areas which had created concern and angst in the community have been resolved. These include the one kilometre development buffer around urban communities and some of the mapping which is now just being used as a guide instead of triggering an automatic study. Mayor Donohue’s resolution to send it back to the Community Development committee and then return to county council was overwhelmingly endorsed by the mayors and reeves. This is despite the fact county staff, including CAO Paul Moreau, re-iterated the intent had never been to approve the document but rather to keep the commenting process ongoing. “This is a resolution that keeps the process moving forward,” the CAO said of the original resolution to send the draft amendment out to commenting groups. Director of Development and Property, Craig Kelley, had the task of outlining the changes made to the Official Plan amendment, including several which were not in the document councillors had before him. He stressed the intent by county staff was to help the county grow. “We are development friendly, but it is just a matter of working within the Provincial Policy Statement (PPS),” he said. Some of the changes he highlighted included secondary dwelling units being allowed on properties. “We’ve heard of many folks who want to bring additional family members to the area,” he said. “It does allow an additional housing unit outside the primary dwelling.” This could keep a family on the farm for example in a separate home. This will all be subject to local zoning by-laws by lower-tier municipalities, he added. The fringe development issue, where the county had recommended any development within a kilometre of urban centres be restricted to allow for the possible expansion of water/sewer services, has all but been removed. While the councillors had the information in the packet it would be narrowed down to 500 metres outside an urban limit, Mr. Kelley said staff now recommended the removal of this policy. “We talked about one kilometre or 500 metres,” he said. “We understand the tone against. At this time, we’d like to remove this proposal.” However, he said this is an issue which still needs to be considered. “When it comes to development in the fringe, we will work with the proponent and the municipality to see if it is the best fit,” he said. A growth friendly change was small housing developments on private roads which would also be for small housing groupings on private roads, he said. As well, the aggregate layer is now considered information only and does not constrain development. One issue of ongoing contention is the designation of new agricultural land in Horton Township. Mr. Kelley said staff needs direction on this. “We have to strike a balance between the PPS and what county council would like us to do,” he stressed. “We are seeing rural growth. We get it.” The planning department is receiving between two and three inquiries a day and is quite busy, he added. Warden Debbie Robinson said it is important not to focus on a confrontational environment with the Official Plan amendment. “It is not council against staff,” she said. “We are trying to work together.” Renfrew Reeve Peter Emon said residents need to recognize the county has to work within constraints set out by the province. “The County of Renfrew cannot just rip up the Provincial Policy Statement nor can they ignore the Planning Act,” he said. “We are bound by that.” He said the changes made to the plan made it “a pretty positive day. We managed to whittle down a number of contentious issues. I am a lot more hopeful today than I was six weeks ago.” Constraints on Development Horton Mayor David Bennett said while he was glad to see some things removed from the plan, like the buffer around rural areas for development, he still had major concerns about the designation of agricultural land in his township. He said his municipality has hired a consultant to study the agriculture designation. He pointed out there is no supporting documentation showing why this land was designated as prime agriculture. “It is very difficult to drive across Horton and say this is number one land,” he said. “There is no justification for a lot of that.” If the land remains designated as agriculture it will be impossible to do development there, he said. “We see this as the future for Horton,” he said. “The highway was our economic growth. When you look at the mapping, agriculture has put a rope around growth.” Understanding why some properties were designated as agriculture is baffling to him, he said. “The government flew over on a 747 and saw a piece of green land and decided it was agricultural,” he said. Killaloe, Hagarty and Richards Mayor Janice Tiedje was also outspoken in her concerns. Agreeing with Mayor Bennett, she said she was happy to see some changes to the plan including the removal of the development barrier outside urban centres. “I’m very happy to hear by the stroke of a pen you removed the one kilometre buffer from the village,” she said. Her issue continues to be the map which shows most of her municipality designated as a deer yard. This covers about 80 per cent of the township, she said. “You took a little bit away,” she admitted. “But I have to show objection to that habitat in my township. I cannot justify to anybody the need for that.” North Algona Wilberforce Mayor James Brose said he also has an issue with mapping. He pointed out there were areas identified as agriculture which should not be classified as such. “My concern is it further restricts our opportunity for development in our municipality,” he said. “We are looking to create opportunities for developers. “If we restrict further it hinders our opportunity for development and to keep our taxes at a reasonable level,” he said. Council then proceeded to vote on the move by Mayor Donohue to have the document sent back to the committee level. Mayor Tiedje asked for a recorded vote. While the vast majority of council agreed to send it back, some argued for continuing the process by having the document distributed for more comments now. “This is not a perfect document,” Reeve Emon admitted, saying it was important to get the information out and then focus on the irritants. “Part of our struggle is it has been so prolonged,” he said. “I’d like to keep moving if we can because we have had some successes.” In the end, council agreed to send it back to the committee level. Warden Robinson told the Leader later there had been some widespread concern because the document shown in the packet to the councillors was not what was presented on Wednesday. “So, staff were asked to clean it up a bit and go to committee and back to county,” she said. As well, there might be the opportunity to already hear from the consultant hired by Horton looking into the agricultural lands. Warden Robinson said council wants to have a workable document. “We are taking this seriously,” she said. “Once we have a reasonable draft, we will send it out, but it has to go to the province for comments.” While the county has been given some discretion, this is not a carte blanche to do whatever it wants, she stressed. “We still have a Provincial Policy Statement we must adhere to,” she said. “We need to use working which allows some flexibility to grow. VANCOUVER — Studies from Israel and the United Kingdom showed that a single dose of the Pfizer-BioNTech vaccine significantly reduced COVID-19 infections, helping to guide British Columbia's decision to delay the second dose of vaccines by four months. B.C. provincial health officer Dr. Bonnie Henry has said the plan is based on research in the two countries as well as evidence collected by the BC Centre for Disease Control and in Quebec. She and Health Minister Adrian Dix said in a joint statement Wednesday that the goal is to protect as many people as possible, as quickly as possible, through the available vaccines. "Setting the second booster dose at 16 weeks allows us to expand the number of people who will have access to these safe and effective vaccines, and may provide more durable and longer lasting protection," the statement said. Newfoundland and Labrador has announced it will also adopt a four-month interval, and Canada's National Advisory Committee on Immunization released a statement Wednesday recommending 16 weeks between doses when there is limited supply. A study published Feb. 24 by a team at the University of Cambridge in the U.K., which has not yet been peer-reviewed, suggests that a single dose of the Pfizer-BioNTech vaccine can reduce the number of asymptomatic COVID-19 infections by 75 per cent. The team examined thousands of COVID-19 test results of unvaccinated and vaccinated health-care staff, who showed no signs of infection, at the university hospital over a two-week period in January. The study found that 26 out of 3,252 tests, or 0.8 per cent, from unvaccinated workers were positive. In comparison, 13 out of 3,535 tests, or 0.37 per cent, from vaccinated staff were positive less than 12 days after immunization, and four out of 1,989 tests, or 0.2 per cent, from vaccinated workers were positive more than 12 days after the shot. The findings suggest a fourfold decrease in the risk of asymptomatic COVID-19 infection among health-care workers who were vaccinated more than 12 days earlier, or 75 per cent protection. "This is great news — the Pfizer vaccine not only provides protection against becoming ill from SARS-CoV-2 but also helps prevent infection, reducing the potential for the virus to be passed on to others," said study leader Dr. Mike Weekes, an infectious disease specialist at the University of Cambridge, in a statement. Henry has said that B.C.'s situation of limited vaccine supply and ongoing virus transmission is similar to that of the U.K., where officials have recommended that delivery of the first dose of the Pfizer-BioNTech and Oxford-AstraZeneca vaccines should be prioritized over a second dose. The U.K.'s Joint Committee on Vaccination and Immunization said in December that the second dose of either vaccine could be given up to 12 weeks after the first dose. Another recent study in the U.K. concluded that the Oxford-AstraZeneca vaccine is more effective when the second dose is delivered later. The research, published in peer-reviewed medical journal The Lancet on Feb. 19, found the vaccine is 81 per cent effective when its second dose is given three months after the first, compared with 55 per cent efficacy after six weeks. In Israel, researchers studied the effects of a single dose of the Pfizer-BioNTech vaccine and published their findings in The Lancet on Feb. 18, determining that it was 85 per cent effective against symptomatic COVID-19 infections. The study authors analyzed data from 7,214 health-care workers who were vaccinated at Israel's largest hospital, the Sheba Medical Centre. They saw an 85 per cent reduction in symptomatic infections between 15 and 28 days after the first dose. Henry has also pointed to research conducted in Quebec, where officials said in January they were extending the gap between the two doses to a maximum of 90 days. The National Institute of Public Health of Quebec said on Feb. 18 that the first dose of Pfizer-BioNTech and Moderna vaccines are about 80 per cent effective 14 to 28 days after the shot. The manufacturers, for their part, provide different guidelines for the time between doses. Pfizer-BioNTech recommends three weeks, Moderna proposes four weeks and Oxford-AstraZeneca calls for eight to 12 weeks. But the companies shouldn't be the ones determining the appropriate interval, said Dr. Danuta Skowronski, an epidemiology lead at the BC Centre for Disease Control. "We shouldn't ask the manufacturer for their blessing in doing this. That's not their role," she said. "It really is squarely the responsibility of public health authorities to do that full benefit/risk analysis for their population." Henry has said that the manufacturers completed their clinical trials according to a short timeline in order to get the vaccines to market as quickly as possible. Skowronski led the B.C.-based research that underpinned the province's plan, including the finding that a first dose of Pfizer-BioNTech and Moderna vaccines reduced the risk of COVID-19 among long-term care residents and health-care workers by up to 90 per cent. She also examined Pfizer-BioNTech's submission to the U.S. Food and Drug Administration and found that it underestimated the efficacy of its own first dose. The manufacturer said it was 52 per cent effective, but it included data from the first two weeks of the shot, a time when vaccines are typically ineffective. When Skowronski cut the first two weeks of data, she found it was 92 per cent effective, similar to a first dose of the Moderna vaccine. B.C. reported 542 new COVID-19 cases on Wednesday and seven new deaths, bringing the total number of fatalities linked to the virus to 1,372 in the province. It also said there have been 18 new cases of variants of concern, for a total of 200 cases. Horacio Bach, an adjunct professor of infectious diseases at the University of British Columbia, said the province has enough evidence to back the four-month interval, though he believes it was the first in the world to announce such a long delay between doses. He said people who receive their first shot now will still have a reserve of antibodies four months later. Even if one assumes four months is too long to wait, people will still have enough antibodies to prevent severe illness and hospitalization, he said. "Four months, I don't think, is something out of the box," he said. "It's a decent period of time that we can wait." Bach pointed out, for example, that the booster for the hepatitis B vaccine is delivered after a year. Giving as many people as possible a first shot will help prevent transmission of the disease in the province, he added. "The more people you vaccinate, the less chance you give to the virus to infect. When the virus cannot find a host, meaning a person, it will reduce the level of infection automatically." You've got to love a movie that credits its dogs before it does its executive producers. “The Truffle Hunters," Michael Dweck and Gregory Kershaw’s exquisitely charming documentary about old Italian men who scavenge truffles and the dogs they're bound to, lists the canines with the appropriate respect in the end credits. Birba. Biri. Charlie. Fiona. Nina. Titina. Yari. These are some of the stars of “Truffle Hunters," a profoundly lovely movie that delights in the noble scavengers of a dog-eat-dog world. “The Truffle Hunters,” which is shortlisted for best documentary at the Academy Awards and which Sony Pictures Classics will release in theatres Friday, is set in the northern Italy forests of Piedmont. Dweck and Kershaw, both cinematographers, film the truffle hunters — aging, sweet men practicing an ancient and secretive tradition — in painterly, pointillistic tableaux as they walk through autumnal forests, foraging with their dogs. They seep into the landscape. The film, scored by composer Ed Cortes with retro Italian pop mixed in, conjures an otherworldly enchantment. In between backwoods trips where their dogs smell their way to the high-priced delicacies, the hunters live humbly in old country homes. Our main characters are never explicitly introduced, but we're drawn intimately into their world, as if we just passed through a magical portal. Aurelio, 84, dines with his companion, Birba, sitting on the table. Carlo, 88, never seems to stop smiling, especially when he manages to get past his wife (who sternly believes him too old to truffle hunt at night) and slip into the woods with his dog, Titina. The younger, long-haired Sergio, a kindly but passionate soul, bathes with his pups — Pepe and Fiona — in a pink-tiled tub. This, surely, is a gentle realm every bit as bewitching as Narnia. But the hunters' earthy endeavour isn't as simple as it seems. Their way of life is a dying one. The rare white Alba truffle is increasingly hard to find because of effects on the soil connected to climate change. The hunters are often pressed for their secrets. “If tomorrow something happens, your wisdom would be lost," one man urges Aurelio. So sought-after are the truffles that their dogs are perpetually at risk of being poisoned by competitors. Sergio, terrified of losing his, pounds on his drums for catharsis. Another hunter, intent on putting something down, hammers furiously at his typewriter. “Dogs are innocent,” he writes. The sense that the hunters — who are really in it for the dogs more than money or anything else — are, like their four-legged friends, innocents in a corrupt world only expands when the filmmakers follow the truffle food chain. Haggling over prices by headlight, the hunters seem always lowballed by a well-dressed buyer. Higher up, still, are the Michelin-starred restaurants and auction houses that feast on the hunters' finds. This commercial world, miles removed from the muddy forests of Piedmont, is seen in “The Truffle Hunters” like an antiseptic, colorless modern life that has lost the taste of the simple and eternal. Wonder and whimsy is back in the forest. “The Truffle Hunters” — surely among the greatest dog movies — even wryly occasionally shifts to a dog’s point of view. We see — via dog cam — like one of the hunters’ dogs when he's let out of the car and runs down a path, panting. Just as last year’s beekeeping beauty “Honeyland,” “The Truffle Hunters” is a richly allegorical documentary of a vanishing agricultural pastime. The truffles, weighed and sniffed at market, are delicacies. But the finer things rhapsodized here are not expensive rarities. What's worth savoring is natural splendor, the charms of tradition, and, above all, a good dog. Those things aren't delicacies, but they're fragile just the same. “The Truffle Hunters,” a Sony Pictures Classics release, is rated PG-13 by the Motion Picture Association of America for some language. The Transportation Department’s watchdog asked the Justice Department to criminally investigate Elaine Chao late last year over concerns that she misused her office when she was transportation secretary under President Donald Trump but was rebuffed, according to a report released Wednesday. The report said the Justice Department’s criminal and public integrity divisions declined in December to take up the case for criminal prosecution following the inspector general’s findings that Chao used her staff and office for personal tasks and to promote a shipping business owned by Chao's father and sisters, in an apparent violation of federal ethics rules. That company does extensive business with China. “A formal investigation into potential misuses of position was warranted,” deputy inspector general Mitch Behm wrote in a letter to lawmakers. Chao, the wife of Senate Republican leader Mitch McConnell of Kentucky, stepped down from her job early this year in the last weeks of the Trump administration, citing her disapproval over the Jan. 6 insurrection at the Capitol by Trump’s supporters. Chao has denied wrongdoing. In the report released Wednesday, she did not specifically respond to allegations, instead providing a September 2020 memo that argued promoting her family was an appropriate part of her official duties at the department. “Asian audiences welcome and respond positively to actions by the secretary that include her father in activities when appropriate,” that memo said. The watchdog report cited several instances that raised ethical concerns. In one, Chao instructed political appointees in the department to contact the Homeland Security Department to check personally on the status of a work permit application for a student who was a recipient of her family’s philanthropic foundation. Chao also made extensive plans for an official trip to China in November 2017 — before she cancelled it — that would have included stops at places that had received support from her family’s business, the New York-based Foremost Group. According to department emails, Chao directed her staff to include her relatives in the official events and high-level meetings during the trip. “Above all, let’s keep (the Secretary) happy," one of the department’s employees wrote to another staffer regarding Chao’s father. “If Dr. Chao is happy, then we should be flying with a feather in our hat.” The report found that Chao also directed the department’s public affairs staff to assist her father in the marketing of his personal biography and to edit his Wikipedia page, and used staff to check on repairs of an item at a store for her father. The IG report said Justice Department officials ultimately declined to take up a criminal review, saying there “may be ethical and/or administrative issues” but no evidence to support possible criminal charges. As a result, the inspector general's office said in the report it was now closing its investigation “based on the lack of prosecutorial interest” from the Justice Department. Rep. Peter DeFazio, D-Oregon, chairman of the House transportation committee, who requested the investigation, expressed disappointment that the review was not completed and released while Chao was still in office. “Public servants, especially those responsible for leading tens of thousands of other public servants, must know that they serve the public and not their family’s private commercial interests,” he said. THUNDER BAY — The provincial government’s decision to close two youth detention facilities in northwestern Ontario has been described as “horrific” by the Grand Chief of Nishnawbe Aski Nation. Earlier this week, a spokesperson with the Ministry of Children, Community and Social Services announced Jack McGuire Centre and JJ Kelso Centre would no longer be operational by April 30. Several youth facilities across the province including in the northwest have been significantly underused due to a reduction of youth being admitted into custody since 2004, the ministry said. Grand Chief Alvin Fiddler said the decision to close the facilities and transfer the youth elsewhere will have a major impact on not only the youth but their families as well. Youth currently residing at these facilities were transferred to the remaining facilities in the northern region, the ministry said. “It means no service at all for our young people and families that need these types of supports,” Fiddler said in an interview on Wednesday, March 3. “It means that they will be even more displaced, they will be even more far away from their families and communities,” he said, adding having facilities in both Kenora and Thunder Bay gave families at least some opportunity to interact with their kids. The decision to close the facilities comes from recommendations made by the auditor general, the ministry said in an emailed statement to Tbnewswatch this week. Fiddler said the decision was sudden and abrupt. “I think everyone from my understanding was blindsided by this,” he said. “They were given one hour notice and [the youth were] shackled along with a few of their belongings and then taken to a plane and flown to a southern location. It’s just horrific.” Most of the youth have either been transferred to Sault Ste. Marie or to facilities in southern Ontario such as Ottawa and Toronto, Fiddler said. There was also no communication to the families of the youth in custody of the transfers. “I don’t know how anyone can treat a person like that to send them far away without informing families, without properly creating a transition plan to ensure support for young people and letting them know that this is happening,” Fiddler said. “It was very sudden and I can’t imagine the trauma.” A letter was sent to the Ford government on behalf of NAN Grand Council Treaty #3 expressing their concern on the closures. “They were given such a short notice that they didn’t have time to say their goodbyes," he said. Fiddler said it will be almost impossible for families to travel to see their children, most of whom are from remote fly-in communities. Dr. Ben Stride-Darnley, president of the board of volunteer directors for the William W. Creighton Youth Centre, said they are appalled and shocked at the province’s decision to close their facilities. “There was no involvement from us, no chance to negotiate, no chance to collaborate and no chance to ensure that resources are maintained locally,” Stride-Darnley said on March 3 in an interview. The president says the board has been aware of the relatively low numbers of youth in custody and had come together with community partners to put together a proposal to convert some or all of their spaces into secure treatment. “With redirection away from incarceration it then becomes inevitable that we have low numbers,” he said. “Having said that keeping youth closer to their own communities is key to transition and key to recuperation and rehabilitation.” He adds that youth in custody in the northwest are some of the most vulnerable in Ontario. “We would take youth from anywhere north of Wawa to Hudson Bay to the Manitoba border,” he said. “Sending them further afield makes visitation very difficult, even within our own catchment it is difficult because of distances to Kenora and Thunder Bay.” Youth in custody at these facilities were informed on Monday morning they would be transported to other facilities later that same afternoon, Stride-Darnley said. “At the same time were informed, we were not allowed to tell them where they were going, we were not allowed to tell their parents or their guardian that they were moving despite requests by both myself and the executive director to the ministry,” he said. Stride-Darnley explained how William W. Creighton Youth Services is known for how they build relationships for youth who are incarcerated. “We work with them to build up their well-being, their self-esteem, their mental health issues, address other health issues and make sure they are attending and achieving in school and trying to build them up so they don’t become a part of a cycle of youth criminal justice or adult justice issues,” Stride-Darnley said. “So there were tears by the youths having to be shackled and having to be transferred and not knowing where they were going and that to me is a detrimental experience and I would also argue is a racist experience. It is very similar to the Sixties Scoop and residential schools in that at nowhere at no point where their needs or concerns really addressed by the ministry,” he said. Indigenous youth account for 90 per cent of youth in incarceration systems across Ontario, according to Stride-Darnley. “It is integral to the well-being of youth especially in the justice system that they are close as possible to their home communities and being a 1,000 to 1,500 kilometres away is not conducive to rehabilitation,” he said. “None of the money being saved is being relocated to the northwest it is all going to the central coffer and there has been no redirection to other community programming at this point. That is a cost-saving, not a human-based decision which is unfortunate.” The ministry says the closure of youth facilities across the province will allow the government to re-invest nearly $40 million into other programs. “We need to look at the long term and how we can support these children into adulthood and how we need to look at the longer-term solutions rather than just shutting down facilities like we are seeing this week,” Fiddler said. He hopes the provincial government will be open to having discussions on how to support youth in custody and their families going forward. A transport truck contracted by Canada Post to carry mail and parcels caught fire Monday morning, just after midnight, in Smiths Falls, the Crown corporation confirmed. A spokesperson from Canada Post said the truck caught fire at the post office on Church Street. Nobody was injured, but most of the truck and its contents were destroyed. Smiths Falls Fire Prevention Officer Lieutenant Randy Normandin said the blaze started at 12:38 a.m. Monday. The fire department responded with eight men and one truck. Part of the reason there was only one truck is the post office is across the street from the firehall, Normandin said. An investigation is underway into the cause of the incident. Customers are being notified by letter of the incident. Any customer who believes they have not received mail are asked to contact the sender.
