Government and election officials frequently call on shredding companies to dispose of personal and sensitive documents that are no longer needed.But in a suburban county of Atlanta this week, those routine waste removal appointments were twisted into yet another election misinformation story when social media users falsely claimed shredding trucks were destroying ballots and “evidence of voter fraud.”The unfounded allegations continue to spread online as Georgia officials carry out a machine recount of ballots after certified results showed Joe Biden had a 12,670-vote lead over President Donald Trump. Trump requested the recount, which follows a statewide hand tally.L. Lin Wood Jr., a conservative attorney who had unsuccessfully sued in an attempt to block the certification of Georgia’s election results, on Tuesday shared a series of videos taken by a Georgia resident. They showed a shredding truck outside the West Park Government Center in Marietta.“Evidence of voter fraud is being destroyed in Cobb County, GA TODAY,” Wood captioned one of his tweets. “Many people, powerful & not so powerful, are going to PRISON.”The real explanation for the truck’s visit was far less scandalous: a routine shredding of county tax documents.The county tax commissioner’s office, which shares a building with the county’s main elections office, has documents shredded twice a month, according to Ross Cavitt, communications director for the county.“No items from Cobb Elections were involved,” Cavitt told The Associated Press in an email.The false claims built on similar rumours from last week, when the same Georgia resident captured photos and video of a truck destroying election-related waste outside the Jim R. Miller Event Center in Marietta and claimed it was evidence of “ballots being shredded.”After Wood amplified those photos and videos on Friday, Cobb County officials refuted the claim, explaining that the shredding company was summoned to destroy non-relevant election materials, as happens after all elections.“Everything of consequence, including the ballots, absentee ballot applications with signatures, and anything else used in the count or re-tally remains on file,” Janine Eveler, the county’s director of elections and voter registration, said in a statement.Some of the photos shared on Friday appeared to show a trash can with a paper labeled “ABSENTEE BALLOT” inside. But Eveler said that was an inner privacy envelope used by voters to seal absentee ballots, and had “no evidentiary value.” County officials will hold on to the actual absentee ballots, as well as the outer envelopes signed by voters, for two years.Wood did not respond to a telephone call and email seeking comment.Despite the county’s responses, Wood’s tweets with the debunked claims continued to receive massive engagement on Wednesday, collectively amassing more than 200,000 retweets. Crowsnest Pass councillors engaged in a lengthy discussion concerning rent rates for municipal facilities during the Nov. 17 council meeting. In 2018, a standard annual fee for renting the MDM Community Centre was set for all new and existing leases. That rate was set for $6.61 per square foot for 2020. In order to level the playing field throughout the municipality, council determined during its Jan. 14, 2020 governance and priorities committee meeting to apply the $6.61 rate as an annual fee to all organizations renting municipal facilities. Administration was directed to contact each affected group before standardizing the rates, and a five-year time frame for groups to work up to the $6.61 rate was established. Mayor Blair Painter brought the issue back for council’s discussion after the Crowsnest Pass Pistol Club contacted him with concerns over the expected increase to its rental rates for the Elks Hall in Blairmore. The club is currently negotiating a new lease with the municipality. The club’s rental rate was set at $1.70 per square foot for 2017, 2018 and 2019. To reach the standard $6.61 rate within the established time frame, the pistol club would be required to increase its annual rate payment by $1,800 a year to an annual rental fee that would amount to about $13,000. “I think it was our intention that we all agreed that we needed to come up with an even playing field for everybody, but I don’t think we need to go to today’s standard commercial rates for renting in the Crowsnest Pass,” Mayor Painter said. “These are not groups that are commercial. They’re not selling goods, they’re not making a profit.” Expecting the pistol club to reach the standardized rate within five years was unreasonable, he continued, and would put additional stress on the club’s finances since it wasn't able to collect any revenue from its annual guns show. Though the club’s reserves will cover costs this year, long-term operations with the increased rent would require doubling its $100 membership fee. Not all of council, however, was overly concerned with the prospect of pistol club members facing increased dues. “In order for my children to play hockey, I pay $400 a child to use the facility in the municipality that is subsidized by the taxpayer,” Coun. Lisa Sygutek said. “It’s not really fair for kids’ families to be paying $400 to play a sport and then a group of adult people paying $100. I have a bit of a problem with that.” She suggested the pistol club could take a page out of the minor hockey association’s play book and apply for casino shifts or fundraise in other ways. Expecting the club to jump from about $3,000 a year in rent to $13,000, she continued, was also an issue. “I also have a problem with the fact that we’re going to throw it down and say you gotta pay $13,000. That’s a big number,” she said. As such, Coun. Sygutek said the pistol club could come before council to ask for assistance in addition to whatever fundraising efforts it secured on its own. Such an arrangement, said manager of community services Trent Smith, had always been part of the intention behind the rental rate, and the five-year time frame was meant to be a flexible target to aim for. “Administration in no means was trying to shove a five-year lease down their throat,” he said. “If they needed to come to council and ask for 10 years, we would happily sit down and ask council and decide that.” As part of those discussions, Mr. Smith continued, the topic of fundraising was brought up, as well as looking at what financial options other small-town gun clubs pursued. “At no time was administration saying, ‘Hey, you must.’ We were saying, ‘Hey, if this doesn't work, we’ll come back and talk to council. And then communication went dead,” said Mr. Smith. Though certainly a jump from the pistol club’s $1.70 rate, Coun. Dean Ward said the $6.61 amount was agreed upon earlier in the year by council because about half of the community groups were paying rental fees near $6 a square foot. The pistol group’s rent, he added, had also been largely unchanged for close to 20 years. “If we cut these rates, we’re going to have to come up with $30,000 from somewhere else,” said Coun. Ward. “I have no problem phasing somebody in over time, but these groups are all earning, they’re all begging for money, they’re all working hard … selling vegetables, selling chocolates, to pay their bills. “It’s a sad situation when nine groups are paying one rate and one group is paying 20 per cent of that rate.” Beyond the pistol club’s concerns, Coun. Dave Filipuzzi expressed concern that the current rent arrangement would add financial strain to community groups already grappling with fallout from the pandemic. “If we continue to stress these groups out, we won’t have them. I think it’s fairly important we find a way to solve this problem; it’s good to accommodate these groups to stay a part of our community and be part of our community. I don’t want to lose these groups, any one of them,” he said. Expecting every group to conform to one amount, added Coun. Doreen Glavin, was also unfair. “Different groups have different resources in order for them to run and operate, and it isn't fair to say we’re going to standardize,” she said. “I think it comes down to what each group ... has for resources themselves in order to operate or pay for leases.” Backtracking on the $6.61 rate to accommodate groups, Coun. Sygutek responded, was the right way to respond. “We accepted that, we agreed with it. We can’t go back now and say, ‘Hey, you know, we made a mistake,’ and go to every one of those groups and lower their rent. I don’t think that’s an option,” said Coun. Sygutek. “But I do think it’s an option for them to come to us and ask for funding help.” Council eventually accepted two motions: the first directed administration to reach out to the Crowsnest Pass Pistol Club and see what options could be arranged for the $6.61 rate to be eventually met, and the second directed administration to notify the other nine groups paying the rate to approach council for assistance if they are facing financial hardships. The second motion, said Coun. ESKASONI, N.S. — An Eskasoni Red Tribe boxing card has been postponed until further notice because of the recent rise in COVD-19 cases in the province. “Things can be moved around and rescheduled, but a life can’t be rescheduled, we have to look out for our safety,” said Barry Bernard, Eskasoni Red Tribe boxing owner and coach. The card was originally scheduled for Dec. 5 at the Sarah Denny Cultural Centre in Eskasoni and would have featured 14 amateur bouts with fighters from across New Brunswick and Nova Scotia. Because of the increase in active COVID-19 cases in Nova Scotia and New Brunswick, Bernard thought it best to reschedule. The card would have excluded audience members but would have been streamed on YouTube and the Eskasoni television channel. The main event fighters would have been Oromocto Boxing Club’s Josh Melvin and Eskasoni’s Israel Regalado. The 20-year-old Regalado made his boxing debut in October during the Lights Out drive-in boxing card which saw audience members watching the fights from the safety of their cars while the fights streamed on a 30-foot screen. Regalado won that fight against Crandall University boxer Jacob MacCallum. Headlining a card would have been special but Regalado understands safety comes first. “In the beginning, I was kind of sad but then when I thought about it, it was the best option we had,” said Regalado. The young man identifies as half-Aboriginal and half-Spanish and grew up in both Eskasoni and Guatemala. He spends most of his days training and says it has been his focus. He trained for an entire year before making his amateur debut and was glad to display his skills. Regalado spends most of his time training and with his girlfriend and he thinks boxing in Eskasoni helps keep people grounded. “I feel like it helps young people that don’t know what to do,” said Regalado. And he said he will keep training until the next card is scheduled. It is that drive that impresses his coaches, like Bernard. Bernard says Regalado has a strong character and work ethic and believes headlining a card will mean a lot for his future, something he hopes will happen sooner rather than later. As Glenn Somers prepared to testify this week at the inquest into lumberjack Mario Roy's death in the woods at Saint-Quentin, he still didn't understand how the accident could have happened to someone with Roy's experience.Somers is the owner of maple syrup company TDG Somers, where Roy was cutting down trees with an electric saw when one of the cut trees fell and struck him on Sept. 7, 2018. Roy's friend and colleague André Bouchard found him with severe injuries to his face and chest. Roy died later that day.The inquest being held by coroner Jérome Ouellette began this week at the Edmundston Convention Centre. The jury is expected to make recommendations later Wednesday.Somers, whose company owns the woods, said he can't understand how a lumberjack like Roy could have made a mistake limbing trees. "The safety rule was established a long time ago," Somers told Radio-Canada. "There is no lumberjack who should ever continue limbing a tree after having cut one down that is resting on another tree."Despite his own questions, Somers said he believes the inquest is a waste of time and money, and thinks it will only open wounds about the tragedy. Roy's sister, Angèle Roy, hopes the inquest will allow her to mourn her brother. "He was experienced, so we don't understand," she said. She is optimistic the recommendations coming out of the inquest will lead to stricter safety guidelines for the maple syrup industry.
NEW YORK — Jawan M. Jackson recently got to do something he's been yearning to do for months — sing and dance again with his Broadway cast.Jackson is one of the stars of “Ain’t Too Proud — The Life and Times of The Temptations” and he reunited with castmates for the first time since theatres shuttered to prepare for the Macy’s Thanksgiving Day Parade on Thursday.“I was most happy with just seeing all my old friends I haven’t seen in months, some who flew in specifically for the show to do this,” he said. “It was different, but it was still great to do.”The pandemic, which shut down theatres in March, may have upended most traditions this holiday season, but the annual New York City parade will march on with balloons, dancers, floats, Broadway shows and Santa — albeit heavily edited for safety.“Traditions like this are comforting and they’re uplifting,” said Susan Tercero, executive producer of the parade. “New York has always been a tough city. It bounces back. It takes its blows and then it continues on. And I think it’s extremely important for us to be that display this holiday season. Regardless of what’s happened, New York needs to be that beacon of light in the darkness and this parade, I think, is symbolic of that.”The Macy’s parade has been a traditional holiday season kickoff for more than 90 years, and spectators often line up a half-dozen deep along the route to cheer about 8,000 marchers, two dozen floats, entertainers and marching bands. At last year's parade, the big fear was high wind. This time, it's a pandemic that has made crowds untenable.The biggest change this year is that the usual 2 1/2-mile route through crowded Manhattan has been scrapped in favour of concentrating events to a one-block stretch of 34th Street in front of the retailer’s flagship Manhattan store. Many performances have been pre-taped and most of the parade’s performers will be locally based to cut down on travel.In addition to “Ain’t Too Proud," the parade will feature performances from the Broadway casts of “Hamilton,” “Mean Girls” and “Jagged Little Pill,” a musical built around the music of Alanis Morissette. The Broadway performances were taped days before the parade.Things felt a lot different for actor Derek Klena, who was in the 2017 parade as part of the cast of “Anastasia.” This year, he's Tony Award-nominated for his role in “Jagged Little Pill” and helped perform “You Learn” from the Tony-nominated show.The cast was quarantined for two weeks before taping and tested regularly for the virus. Cast members rehearsed in masks until the moment cameras started rolling and kept socially distant. They sang live this time instead of years past when casts lip-synched."Although the circumstances were much different, it was still so magical and fulfilling to get to share that experience with your fellow castmates after being distant for so long," said Klena.“I think it was important to everybody to find a way to still celebrate this event and celebrate the shows and the companies that all get to share in this amazing event.”Both Jackson and Klena said everyone adhered to the show's strict safety protocols — enforcing the 6-foot rule, frequent testing and requiring face masks plus face shields, as well as a fresh mask after their performance. “I’m appreciative of it because it is built to keep you safe,” said Jackson, though he noted “dancing in a mask is a tough feat.”This year's lineup of balloons includes Snoopy, “Diary of a Wimpy Kid,” “The Elf on the Shelf,” Chase from "Paw Patrol," Pikachu, the Pillsbury Doughboy, Ronald McDonald, SpongeBob SquarePants and “Trolls.” New this time are “The Boss Baby” and Red Titan from “Ryan’s World.”The giant cartoon-character balloons will be flown without the traditional 80 to 100 rope-pulling handlers assigned to each inflatable and will instead be tethered to specialized vehicles.Pentatonix, Ally Brooke, Keke Palmer, Sofia Carson, Leslie Odom Jr. and Jordin Sparks will perform, and there will be floats from “Blue’s Clues,” “Teenage Mutant Ninja Turtles" and Lego. There will be a New York City Ballet ballerina with a performance from “The Nutcracker,” an all-female samba drumline and acrobats from “The Big Apple Circus,” and the Rockettes will be out in force. The parade ends with an appearance from Santa Claus.Another change this year was the decision to spotlight many of the New York City parades that were cancelled in the spring and fall due to the pandemic — the St. Patrick’s Day Parade, the Mermaid Parade, the Puerto Rican Day Parade and NYC Pride March.“We’re going to be highlighting them, and we’re going to be really giving them a chance to shine,” said Tercero. “You’re going to be able to see creativity in this entertainment come to life that has sort of been dormant for the past seven months.”For the Broadway performers, there's a silver lining to the changes this year. Usually on Thanksgiving Day, they'd be freezing in Midtown, having woken at dawn and been dancing and singing for hours. The Goulds Lions Arena bears the Lions name, so it’s only appropriate that its warm room also bear a Lion’s name. During a short ceremony on November 19 attended by family and fellow Lions, the Lion Ron Whitten Room was unveiled. “A few months ago, one of our Lions came to me with a suggestion. He said, ‘We always honour Lions with a plaque or something, after they pass away. Why not do something for our Lions while they’re still alive?’” Goulds Lions Club President Charlie Phillips said to those gathered. So, when Phillips announced that they would be naming the warm room after Lion Ron Whitten, Whitten jokingly asked if that meant he was going to die soon. “Without Ron, I’m not sure if, or when, there would have been a Lion’s Club,” said Phillips. “It was the vision of Lion Ron when he returned from Labrador back in 1975. He had a notion of starting up the Lions Club, which, he did, in March of 1976. He is a well-respected member of our community, and also a well-respected member of our Lions Club. Ron is a strong supporter of the Lions Club and of it’s activities. I’m sure most of you, if we went around the room, could add another 10, 20, 40, maybe a hundred reasons why we should name this room after Lion Ron.” Whitten was grateful for the gesture. “I appreciate this, it’s very nice,” he said. “It’s important to help out the community where you’re from.” During the ceremony, the Goulds Lions Club also presented a $6000 cheque to the Arena Association.Mark Squibb, Local Journalism Initiative Reporter, The Shoreline News
If you happen to pop by Ranchland Mall in Pincher Creek this Wednesday you’ll see a booth manned by purple-clad staff from the Pincher Creek Women’s Emergency Shelter. On top of sporting purple fashion, the workers are handing out information and resources raising awareness for Family Violence Prevention Month, as well as recognizing Nov. 25 as International Day for the Elimination of Violence Against Women. Throughout November, family shelters and resource groups across the province have been participating in a public and social media campaign through gopurpleAlberta to help individuals and families feel safe in their homes and in their communities. The campaign is especially important as Alberta has the third-highest rate of self-reported spousal violence in Canada. Lori Van Ee, executive director for the shelter, says community members are asked to don purple throughout the day to help highlight efforts to prevent family violence. The shelter’s plans extend beyond the day of Nov. 25 and into the night as well. “We are encouraging community members to take part in our first-ever Shine Your Light Event,” says Lori. “This event will ask community members to shine their outside light, put a glow stick in their window, or turn on their holiday lights for the remainder of the night to help raise awareness.” The goal of Family Violence Prevention Month is twofold: help provide resources that prevent family circumstances from deteriorating, and ensure people in an unsafe domestic situation find the information and the help they need. Helping families through stress, says Kayla Strandquist, is the main focus for the Crowsnest Pass Women’s Resource and Crisis Centre. The centre provides counselling and support services for anyone who may be feeling stressed or overwhelmed. Though acknowledging that reaching out for help can be tough, Kayla emphasises the centre is a safe place to talk. “There’s always someone that will be willing to listen. Lots of times people don’t think that they can reach out for help, but there are people out there willing to help,” she says. “Sometimes people feel isolated or scared to ask for help, but just know that you’re not being judged.” Though the centre has shifted the majority of its counselling services to telephone or virtual sessions, people without access to technology are still welcome to come for conversations in person as long as they wear a mask. The centre is also running a Coats for Kids program and can provide free household items for families in need. A Christmas toy hamper will also be starting in December. Should anyone find themself in a situation where their safety is in danger, the centre can also provide same-day transportation from Crowsnest Pass to the shelter in Pincher Creek. The shelter, explains Lori, is more than a bed for women fleeing abuse. “Our residential program is a 21-day stay and assists women to assess their danger levels, create a safety plan, provide the necessities, and work with women to attain short-term goals such as finding housing independent from their abuser,” she says. “Women’s shelters remain the safest place for women fleeing violence. Our staff are trained to help women assess their danger levels and create a safety plan,” Lori continues. “We encourage anyone facing immediate danger to call 911. You are not alone.” The shelter also runs a support program to help moms meet the needs of their children, as well as facilitating age-appropriate activities for children staying in the shelter. Helping get women out of immediate danger is only one aspect of the shelter’s mandate. An outreach program also helps clients identify their needs, helping put women on a path to living independently and productively from abuse. The program lasts up to six months but can be extended as needed. Additionally, Lori says, women do not have to be living in the shelter to access the outreach program. “We can take referrals from community agencies and or community members themselves who see a need to access the supports that our outreach program can offer,” she says. A host of resources are available for anyone experiencing family violence. Any individual can contact the Pincher Creek crisis line at 403-627-4868 or 403-627-2114. In Crowsnest Pass, anyone in need of assistance can contact the resource centre at 403-563-9077. Provincially, a toll free crisis line is available at 1-888-354-4868. The P.E.I. Fishermen's Association is working with the Department of Fisheries and Oceans to recover lobster traps left behind in the Northumberland Strait.Lobster fishing gear can be moved around by storms or by passing ships, and then lost. The traps are known collectively as ghost gear, and they are a problem because they continue to catch lobster in unknown numbers — and that could have an impact on the health of the stock.The project is divided into two parts. The first, already completed, saw 15 volunteer fishermen scanning the waters of the central Northumberland Strait for any visible buoys or lines showing where lost gear might be.The second part digs deeper. PEIFA has borrowed a large grapnel from the Maritime Fishermen's Union. The system of hooks and chains is designed to snare lines or the nets around a trap."We talked to fishers about key areas or hot spots that might have had some gear lost that they weren't able to retrieve," said Jennifer Dewland, administration and funding coordinator with the P.E.I. Fishermen's Association."Any gear that's lying on the bottom, without any buoy lines, if it catches that net or line or anything, it's going to haul [it] up."The hauled gear will be stored for 30 days, giving fishermen a chance to reclaim their own items.Dewland said it is possible they will recover illegally set gear during the process; that will be left up to DFO to resolve.Managers of the project will choose four fine-weather days in the first two weeks of December to do the sweep.More from CBC P.E.I.
Rebecca Irving has applied to the Supreme Court of Prince Edward Island, asking it to quash a decision by the province's minister of land regarding a controversial land transfer that took place in 2019.Irving is part of the larger Irving family, which has multiple corporate holdings throughout New Brunswick and P.E.I.In June of 2019, a company listing Rebecca Irving as its director, Haslemere Farms, became the owner of 2,200 acres of land in the area of Summerside and North Bedeque that had belonged to a family-owned farming operation.A previous attempt to purchase the same land involving several corporations with connections to the Irvings had failed to receive the necessary cabinet approval.But in the Haslemere Farms transaction, Minister of Land Bloyce Thompson said the transfer had not been put before cabinet for approval. He asked the Island Regulatory and Appeals Commission to investigate, and vowed to close "loopholes" in the Lands Protection Act, legislation that sets limits on individual and corporate land ownership on P.E.I.Haslemere Farms has since changed its name to Red Fox Acres. Under P.E.I.'s corporate registry, Rebecca Irving is the only person listed under the heading of "directors and shareholders."Minister says he asked for divestitureSixteen months after Thompson asked IRAC to investigate, the commission delivered its report to government in October. However, neither IRAC nor the province has released that report to the public. The minister said he would do so after it's been reviewed by P.E.I.'s privacy commissioner.Thompson issued a written statement Oct. 27 saying the investigation had found "there are reasonable and probable grounds that two individuals and the corporation involved contravened the Lands Protection Act by having aggregate land holdings in excess of the prescribed limits."The statement went on to say "the involved parties have received correspondence from government asking them to divest land and become compliant with the Lands Protection Act within 120 days," but the statement did not disclose who those involved parties are. Under the Lands Protection Act, individuals are limited to owning 1,000 acres of land. For corporations, the limit is 3,000. With allowances for leased and non-arable land, those limits increase to 1,900 acres for individuals and 5,700 acres for corporations.The act also includes measures to prevent corporations "directly or indirectly controlled by the same person, group or organization" from stacking up land limits in order to control more land. Minister exceeded jurisdiction, says IrvingTwo court applications for judicial review filed Monday, one from Rebecca Irving and the other from Red Fox Acres, ask the court to "nullify" the minister's decision, and seek an interim order affirming the status quo until a final ruling can be delivered.The two court applications argue Thompson exceeded the jurisdiction granted him under the Lands Protection Act and "erroneously interpret[ed] the provisions of the Lands Protection Act."The filings also argue Thompson breached "his duty of fairness" to Irving and Red Fox Acres for, among other things, failing to provide proper notice and opportunities to respond at various points throughout the investigation process. Jonathan Coady, legal counsel for both Rebecca Irving and Red Fox Acres, sent this statement to CBC News: "The filing made by the company was to preserve its right to court review, if it became necessary to do so. LATCHFORD – The Latchford arena will be closed to the public this winter. The decision on whether to open it or not was discussed at Latchford council’s regular meeting November 19. Councillor Perry Livingston noted that public works foreman Roger Clark had some questions for council in his report, one of them being whether or not they were going to open the arena this winter. Livingston expressed his concern that the town didn’t have any safeguards in place and that the hallway in the arena was “too congested to allow for social distancing.” Councillor Mike Brooks commented that the community is still safeguarding against COVID-19 and that with case numbers “moving in the wrong direction,” that it would be best to keep the arena closed to the public. Councillor Scott Green agreed with what both Livingston and Brooks said, adding “I would say no (to opening the arena) at this point. I mean, we have zero safeguards in place for this.” Green suggested Latchford could visit the idea of having an outdoor rink for the public to use come January instead. He also reasoned that if they were to open the arena, then residents would say, “you opened the rink, why don’t you open the gym?” Councillor Francine Blowe brought up the issue of keeping the bathrooms cleaned and sanitized, keeping in line with COVID protocols, which would put more pressure on town staff. Mayor George Lefebvre, who was participating in the meeting via teleconference, commented he didn’t feel opening the arena this winter would be feasible. “I would think that clearing a rink on the lake would be a much better option, but that’s just my thoughts,” he said. The surge in overdose deaths in B.C. shows no sign of waning with an average of five people now dying every day, according to the latest figures from the BC Coroners Service.In the month of October alone, 162 fatalities were connected to illicit drug toxicity and fentanyl, making it the fifth month in 2020 where the death toll has exceeded 160, and the eighth straight month with over 100 dead.So far this year there have been 1,386 illicit drug deaths in the province. Males accounted for 80 per cent of the dead and 70 per cent were aged 30-59. Chief Coroner Lisa Lapointe said the COVID-19 pandemic is preventing people from accessing harm reduction services while also making the street drug supply more toxic than ever with "extreme concentration[s] of illicit fentanyl."Data taken from post-mortem toxicology testing suggests the number of cases with extreme fentanyl concentrations has increased since April 2020. "Exacerbating this is the highly toxic drug supply that exists in our communities right now," said Provincial Health Officer Dr. Bonnie Henry."Now more than ever, we must remove the stigma of drug use and remove the shame people feel, which keeps them from seeking help or telling friends and family."The effects of fentanyl are clear in data tracking back almost a decade.In 2012, fentanyl and analogues like carfentanil were seen in five per cent of illicit drug overdoses. In 2019 that number had risen to 88 per cent. The presence of methamphetamine in fatalities has also increased from 14 to 39 per cent over the same time period. Cocaine has steadily declined as a factor between 2012 and 2019, but it remains involved in 49 per cent of 2019 deaths.Lapointe is urging clinicians to support people at risk of overdose by prescribing safe pharmaceutical alternatives to toxic street drugs through a provincial program that was expanded earlier this year. B.C. declared a public health emergency in April 2016 because of an increasing number of overdose deaths.
TORONTO — A judge accused of lying about his involvement in a Black activist organization will face a disciplinary hearing starting next month, the Ontario Judicial Council has announced. The four-person panel will delve into whether Judge Donald McLeod committed perjury at a previous misconduct hearing into his involvement with the Federation of Black Canadians. McLeod was cleared in the earlier process and denies the current unproven allegations. If the complaints are proven, the panel could impose punishment up to suspension with or without pay. It could also recommend to the attorney general that McLeod be forced from the Ontario court bench. In its notice of hearing filed earlier this year, the council alleges the judge behaved in a manner "incompatible with the due execution of the duties of his office." The earlier hearing focused on McLeod's involvement with the non-profit federation, which advocates on legal and policy issues affecting the community. Key was his role in the group's advocacy related to a Somali child refugee, Abdoulkader Abdi. In December 2018, the panel dismissed the complaint based on an agreed statement of facts and McLeod's evidence that he was no longer involved in Abdi advocacy. That wasn't true, the new complaint alleges. Among other things, McLeod is alleged to have either arranged or taken part in a meeting with then-refugee minister, Ahmed Hussen, on the federation's behalf. "Contrary to his evidence at the hearing, Justice McLeod was involved in (the federation's) efforts in this regard," the hearing notice states. "In light of the above, His Honour committed perjury and/or misled the hearing panel regarding his involvement in the Abdi case." Similarly, the notice alleges the judge resumed his leadership role during which time the federation sought funding from government and met various officials. It also says he spoke at a political summit in Ottawa in February 2019. At one point, a security guard ordered a group of Black attendees to leave the Parliament Hill cafeteria in an allegedly racist incident. McLeod, according to the notice, counselled two witnesses against speaking out about the incident which, the complaint asserts, amounted to giving legal advice or using his position to influence them. Overall, the complaint alleges, McLeod's conduct could undermine public confidence in the judiciary. In his response, the judge maintains his meeting with Hussen in January 2018 was not about Abdi. He also states the allegations are based on claims from people who did not directly witnesses the various events. "The evidence will show Justice McLeod did not commit perjury or intentionally mislead the 2018 hearing panel," his response states. "(He did not) engage in impermissible advocacy or lobbying, or attempt to pressure or intimidate two youth delegates." McLeod says the earlier panel recognized that racialized judges "legitimately feel and act upon a moral obligation to serve as leaders and role models" in their communities. His return to the federation in a "limited capacity" was in line with the panel's decision and his advice to the youth delegates about the cafeteria incident was based on his personal experience as a Black man, he says. "The choice not to investigate this matter thoroughly led to a notice of hearing that contains unnecessary allegations," his response states. The hearing panel will comprise an Appeal Court and a Superior Court justice, a lawyer and a community member. The virtual hearing, scheduled for 20 days over three weeks, is set to begin Dec. 7 and will be open to the public. Trying to make sense of the shakeup at city hall? It's a bit of a puzzle, but a comparison of the old and new organizational charts - aided by a memo from acting city manager Walter Babicz that was leaked to CKPG - provides a certain amount of clarity. In essence, one half of a department has been scrapped and another has taken on a significantly bigger workload under a COVID-induced revamping at city hall. At its centre, the infrastructure and services department is being eliminated and replaced, in part, with a new civic operations department that will take on five divisions largely related to the public works side of its predecessor: transportation and technical services, project delivery (previously named infrastructure delivery), parks and solid waste, roads and fleet, and utilities. With the move, the old department's general manager, Dave Dyer, has gone into retirement and public works director Gina Layte Liston and infrastructure services director Adam Homes are no longer on the payroll. In turn, the planning and development department has been renamed the planning, development and infrastructure services department and has taken on two divisions previously under infrastructure and services - asset management and infrastructure and planning and engineering. As well, Babicz said in the memo that the environmental services division, previously part of infrastructure and services, has been reduced and split between civic operations through its utilities division, and the development services division within the planning, development and infrastructure services department. The bylaw services division, meanwhile, has been moved to the community services and public safety department from planning, development and infrastructure services department, while the financial services department has taken on the financial management functions for both the community services and public safety department and the old infrastructure services department. In an email, city spokesperson Mike Kellett confirmed that in addition to their roles as acting city manager and acting deputy city manager, Babicz and Ian Wells will continue as the heads, respectively, of the administrative services and planning, development, and infrastructure services departments. Blake McIntosh, who has been manager of the roads and fleet division, is acting director of the civic operations department, while Kris Dalio remains head of finance, Adam Davey head of community services and public safety and Rae Ann Emery head of human resources, now known as human resources and corporate safety. And strategic Initiatives and partnerships, which is led by Chris Bone, now reports to Wells in planning, development, and infrastructure services. Babicz has said the changes were made to reduce costs in the face of a major hit to revenue due to the pandemic. He has declined to say publicly who has lost their jobs as a result but in an emailed statement to the Citizen early this month, he did say six management and four unionized positions were eliminated. One of the management positions was to be refilled and one of the unionized jobs was vacant prior to the changes. While the development of a COVID-19 vaccine could generate billions of dollars for some pharmaceutical companies such as Pfizer, concerns over accusations of exploiting the pandemic will likely temper profits, experts suggest. "It doesn't really make sense to profit from this pandemic," said Tinglong Dai, associate professor of operations management and business analytics at Johns Hopkins University Carey Business School in Baltimore."This is a perfect time for [pharmaceutical companies] to develop their brand equity, which will serve them well for longer -term profits. In the long run, what's really important for pharmaceutical manufacturers is in brand equity. So people trust Pfizer, for example."Vamil Divan, a senior biopharmaceuticals research analyst with Mizuho Securities, said he believes these companies are very aware of the need to be responsible for their pricing and not to overcharge."I think they think it's appropriate to get back the investment they made. But I imagine they are being reasonable about it," he said.The giant pharmaceutical company Pfizer and the upstart biotech firm Moderna, which both have announced test results showing their coronavirus vaccine candidate is 95 per cent effective, have indicated they will make some profit from their ventures.Some companies say they won't profit during pandemicHowever, some other companies, including Johnson & Johnson and AstraZeneca, have pledged they will not profit from their vaccine, although they have suggested this would be limited to the time during the pandemic. Stacie Dusetzina, an associate professor of health policy at Vanderbilt University, said for an industry that has not been popular with the public, this is an opportunity for pharmaceutical companies to get back in their good favour, at least to some degree. "I think they have a lot going for them if they don't mess it up," she said.Still, Dusetzina noted, "I'm sure everyone will make quite a lot of money."Just how much money is difficult to determine. Michael Levesque, senior vice-president of Moody's Investors Service, said there's very limited data that would allow for a precise estimate."We do believe that the Pfizer vaccine will generate profits for Pfizer in 2021, but we haven't made an explicit estimate of that profit," he said.What is known is that Pfizer, along with its COVID-19 vaccine manufacturing partner, BioNTech, will be selling the vaccine at $19.50, that two doses are needed and that it will be able to provide 1.3 billion shots worldwide by 2021. Using that data, Cinney Zhang, an equity research analyst for Bloomberg Intelligence, calculated that in 2021, Pfizer and BioNTech could expect $24 billion of revenues. That would equate to $7 billion in profit for each company."This could be a windfall," she said. Meanwhile Moderna, which has said it will charge somewhere between $25 and $37 per dose, could add almost $30 billion to its revenues, estimated market analyst Peter Cohan, writing in Forbes.Game changer for smaller companiesCertainly for a smaller company like Moderna, the vaccine could be a game changer, said Divan. And while Pfizer is looking at some big revenue numbers,"it doesn't really change the trajectory" of the company.Pfizer generates about $50 billion a year in revenue, with up to around $16 billion in profits, said Damien Conover, director of health-care equity research and equity strategy for the financial services company Morningstar.The COVID-19 vaccine, he said, will likely mean a "pretty substantial windfall" for Pfizer. Some of the vaccines, even at very low price points, will generate billions of dollars, he said.But the gross margins on those dollars are going to be much lower than a typical gross margin for a big pharmaceutical firm, he said."I would probably frame it: Some good profits for about one year for some firms."Conover also noted that post-2021, the COVID-19 vaccine market could become very competitive."Pfizer and Moderna, I think, would have a hard time getting people to buy their vaccine at the $40 that they're going to be charging initially. So I think even those more modest profit levels will come down."Profits for Pfizer, for example, could be affected by unforeseen expenses, Zhang said. Their vaccine needs to be stored at about –75 C, meaning escalating refrigeration costs could impact their bottom line, she said.Latecomers into the marketProfits will also obviously depend on whether the vaccine continues to be needed, which could also impact those vaccine manufacturers coming late to the market."It's certainly possible that some of these reach the market too late to turn into meaningful opportunities, especially if the first [companies] are very successful and are taken broadly across the population," Levesque said."If there is no need for revaccination, that scenario is one where some of the players who come out a bit later may not have much of a market opportunity."However, if their vaccines prove more effective, easier to distribute and revaccinations are needed, there may be opportunity for others, he said."Not to mention if any of the leading players see any sort of manufacturing or safety problems emerge down the road," he said."So it's too early really to estimate ultimately who's the most successful or to feel any company is going to be totally excluded. It's still early days for anybody involved."
By Spencer Seymour, Local Journalism Initiative Reporter After several housekeeping items from Mayor Al Strathdee, he gave the floor to Town Treasurer Andre Morin, who began his presentation by introducing Denice Williamson, the new Deputy Treasurer for the Town of St. Marys. Williamson began her new role with the Town back on November 9th of this year and she was invited to sit in and watch the special meeting of the Council to get a feel for how the budget deliberations work and get introduced directly to members of Council themselves. Chief Administrative Officer Brent Kittmer then gave a formal introduction to the 2021 budget deliberations. He noted that this year's budget deliberation is the first as part of the new budget schedule. Council has had more opportunities to discuss high-level aspects of the budget earlier than in previous years, which Kittmer noted has helped Town staff be better positioned to present a better version of the draft budget to Council. At the direction of Council, Town staff are using the remaining funds received by the Safe Restart program to help offset some of the increased costs, so there is less burden on the Town and its residents and businesses. An interesting comment made by the CAO, concerning the ongoing COVID-19 pandemic, was the acknowledgment that the Town must find things for residents to do as pandemic fatigue continues to settle in, but that can be done safely and with proper safety measures in place. Additionally, according to Kittmer, the draft budget presented was the "worst-case scenario," meaning the Town is working under the assumption that the community will remain in some level of the pandemic state for the duration of 2021. The reason for this consideration going into the budget deliberations is so that Council can ensure it has what it needs if that worst-case scenario of remaining in some form of lockdown for the entirety of 2021 is realized.Spencer Seymour, Local Journalism Initiative Reporter, St. Marys Independent
Le feuilleton du redécoupage électoral qui a occupé Rimouski pendant des mois vient de prendre fin, et son épilogue soulagera les résidents du Bic : la Commission de la représentation électorale (CRE) a décidé que ce district conservera ses limites actuelles, qui sont celles de l’ancienne municipalité annexée par Rimouski en 2009. Pour justifier sa décision, la CRE dit avoir considéré « les commentaires émis par les électeurs du district numéro 11 du Bic relatifs au sentiment d’appartenance à leur quartier ainsi qu’au respect et à la préservation de l’identité villageoise et patrimoniale du Bic ». L’éloignement entre Le Bic et le centre-ville de Rimouski a également joué dans la réflexion des deux commissaires Pierre Reid et Serge Courville. Si le caractère villageois du Bic a été largement évoqué tout au long des consultations sur la nouvelle carte électorale, les résidents du district voisin de Sacré-Cœur ont également fait valoir leur sentiment d’appartenance depuis le début de cette saga. Eux aussi peuvent souffler : la CRE considère que les districts de Sacré-Cœur et du Bic forment des communautés naturelles distinctes, et qu’on ne peut donc transférer une partie rurale du premier vers le deuxième. « Il a été démontré que les liens socioéconomiques des citoyennes et des citoyens du district numéro 1 de Sacré-Cœur sont davantage tournés vers les secteurs centraux de la Ville de Rimouski », écrit la CRE dans sa décision. Cette décision porte l’écart de population entre le district du Bic et la moyenne des autres districts de Rimouski à 34,4 %, bien au-delà de la limite de 15 % prescrite par la loi. Du côté de Sainte-Blandine/Mont-Lebel, autre district rural particulièrement affecté par le redécoupage, la CRE a entériné la proposition de la Ville de Rimouski. Celle-ci agrandit le territoire du district tout en lui conférant un statut d’exception, puisque l’écart de population avec la moyenne des autres districts est de 25,8 %. Défaite pour la Ville Avec cette décision, la CRE a infligé ce qui a toutes les apparences d’une défaite cinglante à la Ville de Rimouski, tant celle-ci s’est obstinée pendant des mois à défendre l’agrandissement du district du Bic en dépit de l’opposition des citoyens. De nombreux avis publics et présentations ont été produits pour défendre coûte que coûte ce projet alors qu’il ne s’est jamais trouvé aucun résident de Rimouski pour donner son appui aux différents redécoupages proposés. Cet épisode laisse surtout l’impression d’un gâchis de temps et de ressources, puisqu’on en revient à une situation très proche du statu quo en faveur duquel avaient voté deux conseillers début mai, Grégory Thorez (Sainte-Odile) et Virginie Proulx (Le Bic). La conseillère du Bic s’est réjouie de ce dénouement sur sa page Facebook ce matin, tout en félicitant les citoyens qui se sont mobilisés au cours des derniers mois. « C’est une victoire pour la démocratie, une victoire qui montre encore une fois la pertinence de consulter ses citoyens en amont des décisions au bénéfice de tous », écrit-elle. Mais il est clair que c’est aussi une victoire personnelle pour elle : elle fut la seule à s’opposer au règlement actant le redécoupage et le déplacement de la frontière Bic/Sacré-Cœur, tout comme elle fut la seule à informer de manière proactive les citoyens de son district sur les impacts du redécoupage et sur les manières de le contester. Incidemment, on peut conclure de la décision de la CRE qu’il existe bel et bien une corrélation entre le district électoral et le « district d’appartenance », contrairement à ce que prétendait le maire de Rimouski Marc Parent lors de la consultation publique de la CRE. « Lorsque les conseillers et les conseillères siègent au conseil municipal, c’est d’abord et avant tout pour la Ville de Rimouski qu’ils siègent, et non pas pour les électeurs qu’ils représentent dans leur district », avait même déclaré M. Parent, contredisant ce qui est écrit dans le Guide d’accueil et de référence pour les élues et les élus municipaux du gouvernement du Québec. The Black Cultural Society of P.E.I. is holding a town hall this Friday to ask Black Islanders how it can help them.President Tamara Steele says the group is putting together a strategic plan and wants to make sure it represents the community, whether it's newcomers or people whose families have been here for generations."I think the biggest challenge we have right now is connecting with everyone, so we know that there are people that we're not reaching and just figuring out how to reach them," she said."I don't hesitate any more to just ask people if they've heard about the society and get involved if they want to."Steele said the group has identified three main themes to discuss at the town hall — financial security, mental health and community engagement.The event will be held Friday at 7 p.m. at the Confederation Centre of the Arts. Because of COVID-19 restrictions, there is only room for 100 people. The Sexsmith Wellness Coalition is seeking space for its programming in early 2021, with council granting the coalition up to $7,000 to rent a facility. The space is needed for January to April and council granted the amount during its regular meeting last week. “Due to COVID, we can’t access the buildings we would normally be renting,” said Melody Sample, Sexsmith wellness co-ordinator. “We are on the hunt for a larger space to run our programs out of.” According to Sexsmith administration, at council’s Nov. 2 meeting council granted the coalition $6,800 to rent the former hardware store on 100th Ave. The plan to use that location fell through when the space was rented out to another party, according to administration. At last week’s meeting Coun. Clint Froehlick’s motion to add up to $7,000 to the coalition’s budget for a rental was carried unopposed. The previous $6,800 was rescinded. Sample is based in the town office but programming takes place in a variety of locations, including school gyms which are now closed to the public, she said. The coalition used the Peace River Bible Institute gym for pre-kindergarten playtime, St. Mary’s School for family gym nights and Robert W. Zahara School’s gym for pickleball, she said. The civic centre and community centre are also occasional venues, but some of the rooms aren’t set up for events like pickleball, Sample added. The coalition currently uses the civic centre for its few programs still operating, namely the seniors community kitchen and upcoming food and nutrition workshops, she said. Provincial restrictions and exercise classes wouldn’t prevent pickleball from restarting with sufficient space, she said. She said larger space in the civic centre is rented out, with the Sexsmith Tumbling Club having a home there. To observe physical distancing requirements the coalition needs space as large as a typical school gym, she said. Sample said the coalition is eyeing a few potential locations in town but couldn’t comment on which ones. A challenge is spaces available for rent are limited, with some already being rented and others not large enough, she said. After April, Sample said she envisions more outdoor programming. She also plans for some outdoor programming like a snowshoe group in December and January, she said. At this point, Sample said the coalition isn’t looking for permanent new space, although it’s possible a location secured for 2021 could become a regular venue. “We’re keeping in mind long-term solutions,” she said.Brad Quarin, Local Journalism Initiative Reporter, Town & Country News
SAUGERTIES, N.Y. — Rocky the stowaway owl is back in the wild.The tiny Saw-whet owl was named Rockefeller after it was found by a worker setting up the holiday tree Nov. 16 at Manhattan’s Rockefeller Center. The owl was apparently trapped in the 75-foot-tall (23-meter-tall) Norway spruce when it was cut down 170 miles (275 kilometres) north, in upstate New York on Nov. 12.The female owl, initially thought to be male, was uninjured but hadn't eaten for at least three days when she was discovered and sent to Ravensbeard Wildlife Center in the Hudson Valley town of Saugerties. There, a rehabilitator nursed her back to health for a week with plenty of mice before Rocky was cleared to continue her migratory journey south.On Tuesday evening, rehabilitator Ellen Kalish held the winsome raptor aloft in a field against a backdrop of rounded mountains. In a video posted on Ravensbeard's Facebook page, Rocky sits quietly on Kalish's fingers before winging her way over to a nearby grove of pines.“She is a tough little bird and we’re happy to see her back in her natural habitat,” the centre wrote on Facebook. “We are sure that Rocky will feel your love and support through her journey south.”___This story has been corrected to show the Rockefeller Christmas tree is 75 feet (23 metres) tall, not 71 feet (22 metres) tall.The Associated Press
