Venezuela's government is encouraging private firms to sign import and export deals with companies in Asia and the Middle East as part of an effort to limit the impact of U.S. sanctions, according to four sources with knowledge of the matter. The plan expands on President Nicolas Maduro's existing commercial relationships with allies such as Turkey and Iran, which have already been providing the cash-strapped government with food and fuel in exchange for gold.
Northumberland County hopes residents dig a program that provides them with free tree saplings to plant on their properties. Applications for Northumberland County's Emerald Ash Borer (EAB) replacement tree program have reopened following two years of successful EAB replacement tree programs that resulted in the local planting of 24,000 trees. County residents are invited to apply to receive free tree saplings as part of a five-year program subsidized by the county. Residents can apply to receive between 25 to 150 trees to plant on their property in Northumberland. There will be 12,000 trees subsidized through this year's application process on a first-come, first-served basis. Tree species available through the program include various types of oak, maple and pine as well as spruce, birch and tamarack. All successful orders will be available for pickup from Lower Trent Conservation in the spring. This program was developed to replace trees that are being removed as part of Northumberland County's 10-year plan to remove hazardous trees as a precaution to prevent injury or damage. This plan was developed in response to the EAB, an invasive insect that attacks and kills ash trees. For every tree removed as part of the plan, Northumberland County will subsidize about 10 native trees for residents to plant on their property. The European Union has not yet won over countries seeking more cash and conditions in exchange for committing to sharper emissions cuts, as it tries to strike a deal on on its new climate target by the end of the year. The EU has promised to make a tougher emissions-cutting target this year under the Paris climate accord, a move U.N. Secretary General Antonio Guterres has said is "essential" to global efforts to avoid catastrophic climate change. Poland and Hungary are threatening to veto the bloc's next budget, which could freeze the cash they and other countries say they need to curb their emissions.
For the second time in the past five days, Niagara Region Public Health has advised District School Board of Niagara that one individual at Port Colborne High School has tested positive for COVID-19. The first case was confirmed on Nov. 29. As a result of the two COVID-19 cases, three classrooms have been closed. Local school boards will not identify the individual who tested positive. However, the provincial online database that tracks school-related COVID-19 cases does identify the Nov. 29 case as staff member. Today’s case will not be immediately known as the provincial database lags behind school boards in its reporting. In a media release, DSBN said, “As part of COVID-19 case management and infection control protocol, students and staff who had close contact with the individual have been contacted and told by NRPH to stay home and self-isolate.” Provincial guidelines indicate “an outbreak in a school is defined as two or more lab-confirmed COVID-19 cases in school with an epidemiological link, within a 14-day period, where at least one case could have reasonably acquired their infection.” Public health has not indicated if it will declare an outbreak at Port High. Preventative COVID-19 practices that Port Colborne High School has been following since classes started, such as wearing PPE, physical distancing, maintaining hand hygiene, and doing the daily health screening, will continue, DSBN said. WELLINGTON COUNTY – A newly-announced mobile addictions services van in Wellington County aims to bridge healthcare gaps in rural areas of the county. Stonehenge Therapeutic Community recently got $900,000 in funding from Ontario Health to enhance their addiction services. Kristen Kerr, executive director of Stonehenge Therapeutic Community, said about a third of this is going toward a project to serve the needs of rural Wellington County residents who face substance use issues. They are expanding their Rapid Access Addiction Clinics (RAAC), where there is only one in Wellington County, with a mobile van that can address issues with transportation, a common gap in health services in the county. “These clinics offer specialized medical addiction services and that can be hard to access when you live in a rural community,” Kerr said. “Sometimes it can be quite a long geographic distance to get to a clinic that is stationary. We have four existing clinics but most of them are far from Harriston for example.” Kerr said another issue in rural areas when accessing addiction services relates to anonymity. The thought is In a smaller community, people who are using such services can be more easily identified by other residents. The van itself will act as a mobile medical clinic that is staffed with a nurse practitioner. “It will be able to go to more central or accessible locations so that folks from the rural areas can more easily access the clinic,” Kerr said. The nurse practitioner can provide medicine services, addictions counselling and referrals. Kerr said they are working out the fine details with their rural healthcare partners such as precisely where the van will go in the county and therefore couldn’t say exactly where it will be making stops. Some of the funding is also going toward enhancing supportive housing they have in Guelph for those who face substance-use issues and have some level of involvement in the justice system. Kerr said the van concept was created from feedback about barriers clients face in rural areas and they will continue to listen and learn how they can improve. “I think listening to those who need to access service and listening to the voice of people with lived experience is key to knowing what more we need to do,” Kerr said. When Stéphanie Chouinard and her husband, Sean, were looking to buy their first home in Toronto this year, they discussed how kids would fit into the picture — searching for a home near a French school, but also one that offered enough space. The couple had been living in a one-bedroom rental, and despite saving, recognized that some areas were out of reach. Their search narrowed in on East York, but even there, Chouinard said any “livable” houses or townhouses they saw were north of $800,000. So a federal program offering help to first-time home buyers, which capped purchase prices at around $505,000, wasn’t an option. “When we saw that program, we knew right away that this wasn’t going to be helping us at all,” said Chouinard. While their combined income was enough for a family-sized home — and high enough to also render them ineligible for the incentive — Chouinard believes the federal rules may have excluded other young families who were looking to have children in their first homes. “If you have a family or are planning to have a family in the near future, that program will very likely not be of much use to you,” she said. And though a federal economic update this week outlined changes to the program to come for Toronto in the spring, Chouinard believes families looking for something beyond a modest apartment will still be “very, very limited.” The federal program offers a shared-equity mortgage through the Canada Mortgage and Housing Corporation to reduce the amount that first-time buyers need to save for a down payment and lower monthly mortgage costs. Ottawa pays either five or 10 per cent of the price, and homeowners later pay back that same percentage of the home’s updated value. In its first year, fewer than 10,000 mortgages across Canada were approved through the program — despite a three-year goal of helping 100,000 families. Alberta and Quebec have seen the most uptake: from Feb. 1 to Sept. 1 this year, there were 712 mortgages approved and accepted in Edmonton, 378 in Calgary, and 55 in Airdrie, Alta., but just one in Vancouver, six in Victoria and 16 in Toronto. From Sept. 1, 2019 to Feb. 1, there were more than 4.5 times as many approved and accepted mortgages in Calgary than there were across the Greater Toronto Area. Montreal saw nearly seven times as many approved and accepted mortgages as the GTA in that time. The government has recognized since at least the last election that changes were likely needed for Canada’s hottest markets, and said this week they were coming in spring. Households earning up to $150,000 instead of $120,000 will soon qualify in Toronto, Vancouver and Victoria, and their purchases can total 4.5 times their income, instead of only four times. “It’s not going to get you a three-bedroom downtown or anything, but it’s more aligned with the Toronto housing market,” said Heather Tremain, CEO of the non-profit developer Options for Homes. She sees the changes as positive, but she urged Ottawa to dig deeper into why some may have resisted using it in its first year, including the fact it effectively requires the buyer to pay mortgage insurance, by keeping down payments below 20 per cent. Tremain believes some first-time buyers may have balked at that extra monthly cost, and pursued other options to try to reach that 20 per cent mark instead. She said she’d also heard concerns from lenders about the government sharing any home value appreciation. Paul Taylor, president and CEO of Mortgage Professionals Canada, echoed those concerns and added that some buyers may also struggle with the very idea of co-owning their homes. Though he believes the changes coming in the spring are a “net positive,” he also questioned whether the incentive would be as successful as the feds had projected. When asked by the Star about the first-year numbers for the program and several of the concerns in this story, a federal department of finance official reiterated in an email the rule changes planned for spring 2021. They would “make homeownership more affordable,” they wrote. Both Tremain and Ken Bowman of Meridian Credit Union backed the incremental approach that Ottawa seemed to be taking. “I don’t think frenetic change on something as important as a housing strategy is particularly inspiring,” Bowman said. Both speculated that the pandemic may have hindered uptake in 2020. But UBC professor Paul Kershaw, founder of the research and advocacy group Generation Squeeze, believes a fundamental shift is needed to address the challenges that first-time buyers face in big cities. While he believes the strategy is “well thought-out,” he urged more attention to the root causes of unaffordability. He pointed to a Generation Squeeze report last year, which found that it took a typical 25- to 34-year-old in the GTA 21 years to save up a 20 per cent payment for an average-priced home. If first-time buyers were getting older in the city, Kershaw said others may find themselves in the same situation as Chouinard. “They need to have enough space in that home so that they’re not using closets as a nursery,” he said. Diana Petramala, a senior economist with Ryerson University, said even with the updated rules, new buyers looking near downtown Toronto would be limited mostly to one-bedroom units, or older two-bedrooms. Buying a townhouse might be more possible, she said, in the outskirts — areas like Durham or Simcoe. While Chouinard and her husband were ultimately able to purchase a first home with three bedrooms within the city, it took a combined household income well above the cutoff for federal help and renting into their 30s to do so. Chouinard said a friend of hers recently left the city after nearly a decade, feeling it just wasn’t affordable; she suspects others are in the same boat. “It does eat away at the attractiveness of Toronto as a city for young professionals,” she said. OAKVILLE, Ont. — A driver has been charged in the death of a woman who was struck while walking her dog in Oakville, Ont. Halton Regional Police say the fatal collision happened Thursday afternoon. The 51-year-old and her dog were pronounced dead at the scene. Investigators determined the victim was walking her dog on a path when they were hit by the vehicle that had left the roadway. After hitting the pedestrian and her pet, police say the driver struck a stone post before the vehicle came to rest in the road. The Yukon Supreme Court's newest judge says her appointment is a step forward for diversity — but that there's more work to do. The federal government announced Karen Wenckebach's appointment on Nov. 19, marking the third time in the court's history a woman has been chosen as a resident judge. She joins Justice Edith Campbell, who in 2018 was the first woman to be appointed a resident justice, and Chief Justice Suzanne Duncan, the first woman to serve in that role. It's the first time the Yukon Supreme Court's bench has consisted entirely of women. Speaking to media on Thursday, Wenckebach said that fact was "certainly an achievement." "It's a good step for diversity," she said. "Hopefully we'll be taking more steps and becoming more inclusive in terms of people of colour, First Nations judges, that would be great. But it's wonderful." Diversity on the bench, she explained, helps bring in a variety of perspectives on the law as well as people's lived experiences, which in turn "provides a better breadth of understanding and decision-making." "With regards to First Nations, I can't imagine how it is for somebody who is First Nations, who has been subject to this colonial power, having to continue to be subject to it and be faced by somebody who is white," she said. From clerk to judgeWenckebach is no stranger to the Yukon Supreme Court. She worked as a law clerk for both territorial and supreme court judges after moving from Ontario to Yukon in the early 2000s. She went on to work as a lawyer for the Yukon Legal Services Society, also known as legal aid, before switching over to the Yukon government in 2013, where she worked until her judicial appointment. She described going from being a clerk to a judge as "pretty neat," noting that her old office is still being used by the current law clerk. "I think that being a clerk, you get a little bit more understanding of ... how [judges] are approaching things and what they're faced with. So that, I think, gave me a little bit of insight," she said. She added that she thought it was important to bring a "humane perspective" to the law and to make the justice system more accessible to everyone. "It can be a very dehumanizing system," Wenckebach said. "People enter it and what is a very personal experience to them becomes a set of facts that's applied to tests. And it's important to try and have people who are subject to the law feel like they are a part of it and it's not just something that's being done to them." Duncan, who was also at Thursday's news conference, said she and Campbell were "very relieved" at Wenckebach's appointment; the Yukon Supreme Court had been short a judge since former Chief Justice Ron Veale retired in July. "We've been extremely busy in the last few months … So we're very happy to have someone else to share the load with us," Duncan said. Wenckebach is expected to start hearing matters in early 2021.
Community advocates in Toronto say they fear hundreds of people will lose their homes due to an onslaught of evictions that has left residents, who are often essential workers, with little relief.They say many who are facing eviction or have already been pushed out of their homes have struggled to pay rent during the COVID-19 pandemic due to reduced hours, layoffs or having to stay home with no paid sick days after falling ill. Advocacy groups are urging the Ontario government to impose a moratorium on evictions as the city is in the midst of a second wave of COVID-19 that has seen the highest case counts Toronto has ever reported.They are also asking for landlords and tenants to come to agreements they deem as more fair, that won't cause tenants earning minimum wage to plunge into more debt due to owed rent, even as the pandemic subsides. Front-line workers facing eviction: advocate"Everyday we're contacted by someone in our community who's worried about losing their home," said Chiara Padovani, a member of an organization called the York South-Weston tenant union. In March, Premier Doug Ford announced at a press conference that the province will "make sure no one gets evicted." But that moratorium on evictions was lifted at the end of August.By that point, Padovani says an ongoing housing crisis due to COVID-19 had already manifested.York South-Weston saw 170 eviction hearings in the month of November. This fall, the city said the riding accounted for a disproportionate number of COVID-19 cases compared to other areas in Toronto.That's because many tenants are front-line workers who are facing higher rates of exposure to the virus and receive lower wages than more affluent parts of the city, said Padovani."They're the same people who have been celebrated as front-line workers, as heroes during this pandemic, but aren't given the respect or the rights that they deserve," she said. Low-income tenants have trouble accessing hearings: legal clinicThe Landlord and Tenant Board (LTB) has scheduled thousands of evictions hearings between November and January, said Kenneth Hale, the legal director at the Advocacy Centre for Tenants Ontario.The centre provides legal help to low-income tenants and resources to those facing eviction. Hale said that once the eviction ban was lifted, the board began ramping up evictions and slotted in "dozens and dozens" of hearings per day, all done by video conference.There's been no support for those who don't have proper access to technology — a frequent issue for low-income tenants, he said. "We've heard of people having to conduct hearings from payphones, and sitting out in their car in the parking lot and wondering whether their minutes were going to run out before they get a chance to present their side of the story," said Hale. Suze Morrison, NDP MPP for Toronto Centre, says she's heard similar experiences around eviction hearings for tenants in the last few weeks."We're hearing of tenants who've been evicted who didn't even know they had a hearing date because the board sent their notice to the wrong email address, or got caught up in spam filters," she said. Many have had to drive to access free Wi-Fi from their cars, as they do not have internet at home, she added.Morrison said the Ontario government seems focused on fast-tracking a backlog of evictions, rather than ensuring those who are most vulnerable to COVID-19 remain housed. Community organizing to support neighbours facing evictionIn a statement to CBC Toronto, the Ministry of Municipal Affairs and Housing said that Toronto has received $158 million from the Social Services Relief Fund (SSRF) launched by the province in response to COVID-19.That flexible funding allows the city to "expand local rent and utility banks, and create long-term housing solutions," the ministry said. The ministry also said they have partnered with the federal government to launch the Canada-Ontario Housing Benefit that has provided direct rental assistance to 5,200 families so far.Additional legislation was also passed to required the LTB to consider whether landlords attempted to negotiate repayment plans with tenants, before resorting to eviction, the ministry added.But some of those payment plans are "unbearable" and remain impossible to keep up with for many tenants, said Bryan Doherty, a member of the advocacy group Parkdale Organize. On Tuesday, Parkdale tenants organized as "solidarity strikers" to withhold their rent until a settlement is reached to ensure their neighbours facing eviction can keep their homes, according to a news release from the group.Tenants of MetCap, a property company with several buildings across the country, also gave a letter with 400 signatures to management requesting to negotiate a "reasonable settlement." That settlement would include no evictions, no rent increases and rent forgiveness for tenants who are struggling the most. The hope is to determine a long-term solution, rather than waiting on the government, said Doherty. Residents need the relief as soon as possible, he said. "They are still reporting for whatever shifts they have available, in long-term care, as personal support workers, as child-care workers," he said. "They have been running on fumes and running out of money for 9 months now ... a reality that should be dealt with now."
Four sections of sound walls next to busy Calgary roads will be tumbling down this month.Inspections found the concrete walls are in poor condition so they'll be removed by the city before they actually fail.What isn't known is how long it will take to replace them.The four sections are located at: * southeast corner of 14 Street and Southland Drive S.W. (70 metres). * east side of 14 Street S.W. between Glenmore Trail and 75 Avenue (255 metres). * Crowchild Trail S.W. between 22 Street and 22A Street (140 metres). * Crowchild Trail S.W. between 24 Street and Richmond Road (50 metres).An official with the city's roads department, Chris McGeachy, said the four sections will be taken down by the end of December.At each of those sections, the city is planning to install temporary chain link fences or post-and-cable fences to keep people away from the openings."Instead of just changing out a section, we actually replace the entire wall from endpoint to endpoint. As part of that, we need to allot capital budget to that and that's not one of our regular programs," said McGeachy.All of the walls, which date back to the 1980s or 1990s, are near the end of their life cycle.McGeachy said new walls are built differently and now come with the expectation they'll last 50 years.Councillor suggests tapping reservesDuring city council's budget deliberations in November, Coun. Jeromy Farkas suggested the city take $4 million from a reserve fund to pay for new walls.However, council voted to refer the matter to December's meeting of council's transportation and transit committee. Farkas said the delay could mean that citizens who live near the soon to be demolished walls will notice an increase in traffic noise."I'm pushing for an immediate like-for-like replacement," said Farkas."It doesn't make sense to demolish the sound walls, put up a chain link fence and then come back in a few weeks or months to take down the chain link fence and then put up a new wall."He's proposing the city temporarily shore up the walls or fence them off to keep people away from them until the money is found to built new barriers. Then the city could tear them down and replace them with new barriers."It's possible that certain citizens might actually have to be waiting for many months or potentially years if council doesn't make the decision to replace the sound walls," said Farkas.The city says sound measurements will be taken before the walls are removed."We do encourage if there are adjacent residents noticing big changes to contact 311 and let us know as soon as possible," said McGeachy.

A special committee struck after almost two years' worth of emails from a government account went missing is recommending the province make individual public servants responsible by law for preserving their own records.The province's Special Committee on Government Records Retention is calling on the province to implement a "duty to document" clause in the Archives & Records Act, the legislation that sets out government's responsibilities when it comes to the preservation of documents."A duty to document establishes a positive duty for public servants and officials to create a full, accurate and complete record of important business activities," the committee wrote in its final report to the legislature.Information and privacy commissioners across Canada have been pushing for duty to document legislation in the country for years, as a way to strengthen public access to government documents.In 2017, B.C. became the first province in Canada to implement such a measure.Committee chair Michele Beaton said implementing a similar measure in P.E.I. would "catapult us to being a leader in being transparent regarding government decisions."The committee is also recommending government make more records public via routine disclosure — without requiring they be requested through freedom of information legislation.Committee struck to probe missing emailsIt was as a result of freedom of information requests that the committee came into being.P.E.I.'s former privacy commissioner Karen Rose issued a scathing report in June, after learning that almost two years worth of emails belonging to Brad Mix, a senior bureaucrat with Innovation PEI, had gone missing.The emails had been subject to multiple freedom of information requests. The province didn't tell those requesting the emails — and initially did not tell the privacy commissioner — that the records no longer existed.Failing to disclose that, the commissioner concluded, put government in breach of the Freedom of Information and Protection of Privacy Act. She said failure to properly archive the emails was a breach of the Archives and Records Act.More 'gaps' in government email archivesAs part of its review, the committee was advised by the province's Treasury Board of five more email archives belonging to former bureaucrats and elected officials that contain one or more "gaps."Among those are two former cabinet ministers: Wes Sheridan, former minister of finance; and Allan Campbell, a cabinet minister who became Robert Ghiz's chief of staff in 2011.Both archives were among a list of email accounts P.E.I.'s auditor general asked for in 2015 as part of her investigation of e-gaming, the province's failed attempt to become a regulator for online gambling.The five archives with gaps are in addition to three email accounts the auditor general said in her 2016 report had been improperly deleted. She cited that as a contravention of the Archives and Records Act.A spokesperson for the province's Treasury Board told CBC News that a "preliminary search" of 26 email accounts was conducted in 2015, at the request of the auditor general, and the five in question "appeared to have a gap or gaps in time."However, the spokesperson said that, according to the province's IT department, "a gap does not mean a missing email or emails. A gap may be a variety of things such as a day of inactivity or a time period of inactivity."According to the information provided to the committee, the dates of those gaps were not recorded when they were first discovered in 2015. Commissioner asking for detailsMembers of the committee, when they were advised of the email gaps, decided to take no further action on the matter.But P.E.I.'s new privacy commissioner Denise Doiron has written to the province's deputy minister of finance asking about one of the gap accounts — that belonging to Sheridan.Doiron has asked for the dates of Sheridan's gaps, and noted that when her predecessor asked the department about the possibility of any further missing records while investigating Mix's emails, there was no mention of Sheridan's account."You did not mention the possibility of any gaps in Wes Sheridan's records in your response," Doiron noted in her letter.Didn't delete emails, said MixWhen called to appear before the committee in October, Mix said he "did not do anything to destroy any of my email archives. I did not do anything knowingly to cause the gap that exists in my email archive." P.E.I. is the last province in the country to use the Groupwise email system, which debuted in 1994. OTTAWA — Statistics Canada says the country's merchandise trade deficit held steady at $3.8 billion in October as both exports and imports climbed higher.The agency says the deficit was about the same as its revised reading for September which as also showed a deficit of $3.8 billion compared with its initial report of a $3.3-billion deficit.Economists had expected a deficit of $3.0 billion for October, according to financial data firm Refinitiv.Statistics Canada says exports rose 2.2 per cent to $46.5 billion in October, but remained $1.7 billion down from the level posted in February before COVID-19 pandemic began.The increase came as exports of energy products rose 7.8 per cent, led by higher exports of crude oil and natural gas.Meanwhile, imports climbed 1.9 per cent to $50.2 billion to top their February level for the first time as imports of electronic and electrical equipment and parts led the way higher.This report by The Canadian Press was first published Dec. 4, 2020.The Canadian Press
LONDON — U.K. regulators went on the offensive Friday to beat back criticism that they rushed their authorization of a COVID-19 vaccine, saying they rigorously analyzed data on safety and effectiveness in the shortest time possible without compromising the thoroughness of their review. The comments from the Medicines and Healthcare Products Regulatory Agency came as the Times newspaper reported that the agency’s chief executive, Dr. June Raine, planned to give a series of radio interviews so she could speak directly to people who may be concerned about getting vaccinated. The MHRA reiterated earlier statements that the agency is conducting rolling reviews of COVID-19 vaccine candidates, allowing regulators to speed up the review process by looking at data as it becomes available. The agency gave emergency approval on Wednesday to a vaccine produced by U.S. drugmaker Pfizer and Germany-based BioNTech, making Britain the first Western country to authorize a vaccine against the coronavirus. The ability to act more quickly “does not mean steps and the expected standards of safety, quality and effectiveness have been bypassed,” the MHRA said. “No vaccine would be authorized for supply in the U.K. unless the expected standards of safety, quality and efficacy are met.” The media blitz comes amid concerns that criticism of the approval process could undermine public confidence in the Pfizer/BioNTech vaccine, leading some individuals to shun shots. Britain plans to begin vaccinating people within the next few days, starting with nursing home residents, caregivers and people over age 80. Britain will initially receive 800,000 doses, enough to vaccinate 400,000 people, so the first shots will go to those who are most at risk of dying from COVID-19 and those who are most likely to spread the coronavirus. America’s top infectious disease expert late Thursday apologized for suggesting that U.K. authorities had rushed their authorization of the vaccine. Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, had told U.S. media outlets that U.K. regulators hadn’t acted “as carefully” as the Food and Drug Administration. He later clarified to the BBC that he had meant to say that U.S. authorities do things differently than their British counterparts, not better, but didn't phrase his comments properly. “I do have great faith in both the scientific community and the regulatory community at the U.K., and anyone who knows me and my relationship with that over literally decades, you know that’s the case,” Fauci told the BBC. Stephen Evans, a professor of pharmacoepidemiology at the London School of Hygiene & Tropical Medicine, said the different approaches of various regulators may be one reason Britain was first to authorize the vaccine. The FDA, for example, goes back to the raw data supplied by drugmakers and reanalyzes it to verify the findings. Virtually no other regulatory agency regularly does this, said Evans, who has worked with regulators in the U.K. and the European Union. In addition, Britain decided to take advantage of EU rules that allow individual countries to allow the emergency use of new products inside their own borders in response to public health emergencies. The EU's European Medicines Agency chose a more time-consuming authorization process that will allow the vaccine to be used in all 27 member nations. While Britain left the European Union on Jan. 31, it remains bound by the bloc’s rules and regulations until the end of December under a transition agreement designed to ease the shock of Brexit. Brexit helped the Medicines and Healthcare Products Regulatory Agency move faster because it is no longer involved in assessing products intended for the entire bloc as are regulators in the remaining EU countries, according to Evans. MHRA therefore had more resources to devote to the Pfizer/BioNTech vaccine and could respond more quickly when new data was submitted, he said. “Consequently, the U.K. has almost undoubtedly had greater capacity to respond to a new application for authorization of a vaccine than any other country,” Evans said. When the MHRA announced its decision on the Pfizer/BioNTech vaccine, chief executive Raine said people should be confident “no corners have been cut.” British experts reviewed more than 1,000 pages of information, including raw data, on safety, quality and effectiveness before deciding to give temporary authorization for use of the vaccine, she said. But European officials reacted sourly to the U.K. decision. The European Medicines Agency, which plans to make its own decision by Dec. 29, issued a statement saying its process was “more appropriate” than Britain’s. Bavarian Governor Markus Soeder was more pointed, suggesting U.K. authorities had acted “without even sufficient basis.” “This will reduce the readiness to get vaccinated rather than increase it, because people expect a safe immunization process,” he said. In his latest comments, Fauci rejected the idea that the U.K. skipped vital steps. The FDA has to move more slowly amid the high degree of skepticism about vaccines in the U.S., Fauci said. Because of this, U.S. regulators are reviewing all of the raw data from Pfizer and BioNTech “in a way that could not possibly have been done any more quickly,” he said. A family is left homeless after a fire engulfed their mobile home on 15 Wilson Avenue in Elgin on Dec. 1. Wanda MacDonald, her partner, three children and a son-in-law, escaped unharmed. They managed to save their six dogs and a cat, although one cat is still missing. “I was in the house, on Facebook at the time, when Jason (her son) yelled that the bike was on fire, (although) they’re not sure if that’s what caused it,” MacDonald said. The fire is still under investigation. The family has no home insurance to cover their losses. MacDonald and her family went into the house a few times to save their pets, even though the house was on fire. “A lot of people say animals are just animals, but they’re not. They’re family members,” she explained. She said her most immediate need is a three or four-bedroom place to rent. “That’s all I’m looking for--just enough space for my family. We’ve been calling around, but most places are rented,” MacDonald added. She said her family has been getting huge donations from people in the community, but her father’s home, located right beside hers, can’t store the couches, beds and other items they’ve received. “Our family is so grateful. I just want to say thank you to the community for helping out.” Country Squire in Gananoque had been letting them stay at the hotel, but “our last stay is tonight, we have to be out of there tomorrow,” she said. Her son Adam, 21, and her daughter both purchased brand new acoustic guitars for Christmas, but both guitars were burned in the fire. “That’s all they wanted for Christmas,” MacDonald said.
