WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He maintains a lofty position with Trump, and despite their differences the two see eye-to-eye on quite a lot.Still, Senate Democratic leader Chuck Schumer quipped: “I guess he’s the next one to be fired.”Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud.That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime official announced he would step aside from that position because of the memo.The Trump campaign team led by Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that partisan poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence.But local Republicans in some battleground states have followed Trump in making unsupported claims, prompting grave concerns over potential damage to American democracy.Trump himself continues to rail against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. He said a remedy for many complaints would be a top-down audit by state or local officials, not the U.S. Justice Department.“There’s a growing tendency to use the criminal justice system as sort of a default fix-all," he said, but first there must be a basis to believe there is a crime to investigate.“Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. ... And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. In a part of B.C. with a long history of gold mining, a revival of the industry is stirring up conflicting opinions. Dave Jorgenson and his wife Cheryl own two guesthouses and a gift shop in the central Interior community of Wells, B.C., where gold was king until the 1930s.Over the past two decades, the Jorgensons have been working hard to maintain the small town as a tourist destination, but they fear an underground gold mine a Montreal-based company proposes to build near Wells will put an end to that.Wells is seven kilometres from the National Historic Site of Barkerville which preserves the streetscapes of the gold-rush town that boomed in the 1860s making it one of North America's largest living museums.Technological changes later made underground mining the area's key industry.Now, Osisko Gold Royalties, which owns the Barkerville Gold Mines (BGM) based in Wells, plans to launch the Cariboo Gold Project which is still going through the provincial government's environmental assessment process.Part of the plan is to construct a 16-hectare ore-processing concentrator complex — with a 12-storey waste rock treatment tower — near a visitor information centre in western Wells.Big eyesore to townJorgenson says the building will be a big eyesore and will scare many travellers away along with noise from mineral carrying trucks."That [tower] will dominate the landscape as you drive into town," he told Carolina de Ryk, host of CBC's Daybreak North.BGM has been doing mine exploration for the Cariboo Gold Project over the past four years. Jorgenson says the company and its contractors have already bought up 80 per cent of the hotel rooms in Wells and neighbouring Barkerville and turned them into staff housing, but workers don't stay in town long-term and accommodations are often left empty for most of the year."The result is that people [tourists] don't come to our stores to shop or eat … don't have the opportunity to extend their stay," he said. "All tourism dollars have stopped flowing in our community."COVID proves tourism unsustainable in WellsIan Douglas, a gold prospector who has lived in Wells for seven years, agrees that BGM shouldn't be under-using the hotel rooms it's purchased but says it doesn't really matter right now. The pandemic has already dealt a severe blow to local tourism, an industry he once worked in."Tourism isn't going to be able to sustain Wells as it used to," Douglas told Matt Allen, guest host of CBC's Daybreak North. "The [Cariboo Gold Project] mine in its current planning position will help subsidize our existence." Douglas says he is eagerly awaiting the job opportunities at BGM."I would love to use it as a foot in the door to the rest of the industry," he said. Statistics from Public Health Ontario (PHO) show the opioid-related death rates in many parts of Northern Ontario are significantly higher than the numbers being reported by Toronto Public Health and some other Southern Ontario locations. For comparison purposes, statistics were compiled in quarterly segments from the end of March 2019, through to the end March of 2020, which was the one-year time period with the latest available information on Emergency Room visits, hospitalizations and opioids-related deaths. In the first quarter of this year, just in the Public Health Sudbury and Districts (PHSD) jurisdiction, the rate of opioid deaths was listed at 41.9 per 100,000 population, an increase of 16.7 per cent from the previous year. This was based on a population of 200,424 within the jurisdiction of the Sudbury health unit, which includes the City of Greater Sudbury and several surrounding smaller communities, such as Espanola, Chapleau and on Manitoulin Island. Public Health Ontario said this accounts for 21 deaths in the first three months of this year for the PHSD service area. The Sudbury health unit's own opioid surveillance program reports that from January 2020 to June 2020, opioids have claimed 44 lives. The Sudbury health unit jurisdiction, in the first three months of this year, also had an opioid death rate more than three times higher than the national rate in Canada, which is 12.1 deaths per 100,000 residents. By comparison, for the Toronto Public Health area, the rate of opioid deaths was 11.4 per 100,000 population. It is an increase of 8.6 per cent from the previous year. This was based on a population of 3,090,377. The rate for the last three months of 2019 was 10.5 per 100,000. For the third quarter, the rate was lower at 6.1 deaths per 100,000. The second quarter of 2019 in Toronto, the death rate was 10.5 and in the first quarter the death rate was 11.2 deaths per 100,000. The lower rate was evident in other parts of Southern Ontario. In the jurisdiction of Ottawa Public Health, the rate of opioid deaths was lower at 7.7 per 100,000, the first three months of this year. This was for a population of slightly more than one million. In the Peel region, Peel Public Health reported an even lower fatality rate of 7.6 per 100,000 residents, for a population listed at more than 1.5 million. In the Windsor - Essex County Health Unit, the opioid fatality rate was 15.2 per 100,000 based on a population of roughly 420,000. In the Niagara Public Health Region, the death rate in the first three months this year was reported at 23.1 per 100,000 population for a region of more than 468,000 residents. Back to Northern Ontario, the rates were far higher in general. The Porcupine Health Unit, representing Timmins and several other smaller northern towns, also has a high rate of opioid deaths according to the PHO stats. For the first three months of this year, the death rate attributed to opioids was 32.8 per 100,000 population, three times the Toronto rate. This was for a population of 85,273. Figures for the Thunder Bay District Health Unit (TBDHU) for the first quarter of this year revealed a mortality rate of 28.5 per 100,000 population. This was for a population of nearly 155,000 in the TBDHU jurisdiction. For the North Bay Parry Sound District Health Unit it was revealed that the rate of opioid deaths was 18.6 per 100,000 population. This was for a region of more than 129,000 residents. The Timiskaming Health Unit, which includes such communities as Kirkland Lake and Temiskaming Shores, the rate was 12.1 per 100,000 for a jurisdiction with a population of more than 33,000 residents. Four deaths occurred in that jurisdiction between March 2019 and March 2020. Further west in the jurisdiction of the Northwestern Health Unit, for communities such as Kenora, Red Lake and Dryden, the mortality rate for the first three months of this year was 9.8 per 100,000, a couple of points lower than Toronto. This was for a population just short of 82,000. A full report on the patterns of opioid-related deaths in Ontario during 2020 the pandemic may be causing some unintended consequences. "In June 2020, Ontario’s Chief Coroner announced a 25 per cent increase in suspected drug-related deaths between March and May 2020, compared to the monthly median reported in 2019. Similar trends have been reported elsewhere in Canada," said the report. "It is expected that this increase in drug-related deaths is being driven by a combination of numerous factors, including an increasingly toxic unregulated (‘street’) drug supply, barriers to access to harm reduction services and treatment, and physical distancing requirements leading to more people using drugs alone."Len Gillis, Local Journalism Initiative Reporter, Sudbury.com
The Town of Drumheller reported the hundredth case of COVID-19 since the start of the pandemic on Thursday, November 26. The number of total cases, both active and those with an outcome, nearly doubled from 51 cases on Monday, November 16 to 101 cases on November 26. On Monday, November 23 the Town of Drumheller had the eighth highest regional rate of active cases with 700 active cases per 100,000 population, beating out all but one region in both Calgary and Edmonton. As of Monday, November 30 the rate of active cases in Drumheller has dropped to 533 active cases per 100,000. There are currently 48 active cases, with 57 recovered and two deaths. Wheatland County has 21 active cases and there are 13 active cases in Kneehill County; both counties remain on enhanced status, along with the Town of Drumheller. Students in Niagara are not writing exams to close out courses this fall. District School Board of Niagara’s secondary school students and Niagara Catholic board students will all be taking part in “culminating activities” instead of the usual sit-down testing regime. Helen McGregor, superintendent of secondary school curriculum and student achievement, said, “Students are learning differently this year, with many learning in-person for part of the week, and others learning exclusively online. “To ensure all our students are supported to find success this year, whether they are learning in-person or online, in October we made the decision to cancel exams,” said McGregor. “Schools have already let students know that they will not have exams and, instead, they will have culminating activities.” Niagara Catholic District School Board is following a similar path. “Schools are not administering exams,” said superintendent Ted Farrell, whose responsibilities include overseeing secondary schools. “Upon completion of the course, a broad range of culminating activities will be used as part of the final evaluation in determining a student’s mark. These activities may include essays, student performances, independent study projects or other suitable activities for students to best demonstrate their learning.” In October, the Ministry of Education told school boards they have the option to remove designated exam days from their school year calendar and use them for in-class instructional time. Education Minister Stephen Lecce has said the use of essays or report-based assessments in the place of final exams should be allowed “given the circumstance.” “I don’t want to increase the anxiety of our students. An essay, an extended report, these are all ways in which an educator can credibly assess the performance of a student.” The holiday break for students is to begin Dec. 21 and will last until students return to the classroom on Jan. 4. WASHINGTON — The civilian official overseeing the Pentagon's campaign to defeat the Islamic State group in the Middle East was forced to resign in the latest jolt to Pentagon leadership in the waning weeks of the Trump administration.The Pentagon said in a written statement that the acting defence secretary, Christopher Miller, on Monday accepted the resignation of Christopher Maier, who had provided policy oversight of the military's counter-IS effort since March 2017.A defence official familiar with the matter said Maier was told Monday that since President Donald Trump had long ago declared the IS militant group defeated, his office was being disbanded and he was abruptly “terminated.” The official spoke on condition of anonymity to discuss an internal personnel matter.Maier, a career counterterrorism official, was director of the Defeat-ISIS Task Force, whose responsibilities are to be absorbed by counterterrorism staffs headed by appointees who President Donald Trump placed in senior Pentagon positions in a shakeup that included his firing of Defence Secretary Mark Esper on Nov. 9.Maier's departure was first reported by CNN. The New York Times was first to report that Maier had been forced out.In its statement, the Pentagon gave no reason for Maier's departure but said the decision to disband the task force he led was a recognition of the “success of the military fight to destroy” the Islamic State's grip on territory in Iraq and Syria. Critics say that while the militant group has lost its physical empire, it remains a threat and has been biding its time in search of ways to regroup and re-emerge.“The Department of Defence will continue to engage with our partners and allies to ensure the lasting defeat of ISIS and encourage the repatriation of foreign terrorist fighters for prosecution,” the Pentagon said.Nearly 900 U.S. troops are still in Syria to work with local groups aiming to prevent an IS resurgence. NEW YORK — Oscar-nominated actor Elliot Page, the star of “Juno," “Inception” and “The Umbrella Academy,” came out as transgender Tuesday in an announcement greeted as a watershed moment for the trans community in Hollywood. “I love that I am trans. And I love that I am queer," Page said in a statement on social media. Page, the 33-year-old actor from Nova Scotia, said his decision to come out as trans, which also involved changing his first name, came after a long journey and with much support from the LGBTQ community. “I can’t begin to express how remarkable it feels to finally love who I am enough to pursue my authentic self,” Page wrote. “I’ve been endlessly inspired by so many in the trans community. Thank you for your courage, your generosity and ceaselessly working to make this world a more inclusive and compassionate place.” “The more I hold myself close and fully embrace who I am, the more I dream, the more my heart grows and the more I thrive,” added Page, who said his pronouns are “he" and "they.” Page signed his statement with the words, “All my love, Elliot.” The announcement was celebrated widely on social media by LGBTQ rights advocates and many in the film industry. Netflix, maker of the comic book series “The Umbrella Academy," said, “So proud of our superhero! A fourth route for the Town of Orangeville’s transit system will be delayed thanks to a decision to nix the transfer hub plans on Broadway. The route was set to be established in order to serve an area of town that currently does not have transit service. “(It’s) so frustrating,” Coun. Todd Taylor told the Orangeville Banner. “We are losing precious time to serve all of our community.” He added that Veteran’s Way and the west end of town are two examples. “We currently have entire neighbourhoods not served by transit,” said Taylor. The fourth route would allow the transit service to operate on a four-quad system. Each quad would serve a different area of the town and meet with the rest at a central location, allowing riders to transfer to reach their destination. Council reversed their decision on the Broadway hub in a 4-3 vote on Nov. 23, after hearing numerous concerns from businesses in the downtown core and the BIA. Taylor, along with Councillors Lisa Post and Grant Peters, felt that sufficient work had been completed to prove the safety and benefits of a Broadway transfer point, which would have been located between First and John Street. Instead, several members of council would like to see staff investigate the possibility of using the Edelbrock Centre, an idea which was favoured until more recently. “I am disappointed in the decision,” said Taylor. “The Edelbrock site will cost over $300k to implement, while downtown was minimal.” Until council settles on a location, any work on the transit project, which includes the fourth route, has been put on hold. WATERLOO, Ont. — Shares in BlackBerry Ltd. gained as much as 63.9 per cent in intraday trading on Tuesday following news of a deal with Amazon Web Services to develop and market BlackBerry's intelligent vehicle data platform, called IVY.The stock traded as high as $12.54, up from Monday's close of $7.65, before drifting lower and closing at a new 52-week high of $9.08, up 18.7 per cent.The companies said they had settled on a multi-year, global agreement to develop and market IVY, a scalable, cloud-connected software platform that will give automakers a new way to read vehicle sensor data.They said automakers will be able to use that information to create responsive in-vehicle services that enhance driver and passenger experiences.“Data and connectivity are opening new avenues for innovation in the automotive industry and BlackBerry and AWS share a common vision to provide automakers and developers with better insights so that they can deliver new services to consumers,” said BlackBerry CEO John Chen in a joint news release.“AWS and BlackBerry are making it possible for any automaker to continuously reinvent the customer experience and transform vehicles from fixed pieces of technology into systems that can grow and adapt with a user’s needs and preferences,” added Amazon Web Services CEO Andy Jassy.Financial terms of the agreement were not immediately available. Last week, B.C. Premier John Horgan announced his top cabinet picks, and selected Vancouver-Mount Pleasant MLA Melanie Mark as the Minister of Tourism, Arts, Culture and Sport. Mark holds the distinction of being the first First Nations woman to serve in the B.C. Legislature. She was elected to the riding in 2016 and previously served as the Minister of Advanced Education, Skills and Training, before being given this new assignment. WASHINGTON — The Supreme Court seemed concerned Tuesday about the impact of siding with food giants Nestle and Cargill and ending a lawsuit that claims they knowingly bought cocoa beans from farms in Africa that used child slave labour.The court was hearing arguments in the case by phone because of the coronavirus pandemic. If the court were to accept Nestle and Cargill's arguments, that could further limit the ability of victims of human rights abuses abroad to use U.S. courts to sue. But both liberal and conservative justices asked questions that were skeptical of arguments made by the companies' attorney.“Many of your arguments lead to results that are pretty hard to take,” conservative Justice Samuel Alito told attorney Neal Katyal, who was arguing on behalf of Nestle and Cargill. The court's three liberal justices were particularly critical of Katyal's position, with Justice Sonia Sotomayor at one point saying it “boggles my mind.”The case before the justices has been going on for more than 15 years. It involves six adult citizens of Mali, referred to only as John Does, who say that as children they were taken from their country and forced to work on cocoa farms in neighbouring Ivory Coast. They say they worked 12 to 14 hours a day, were given little food and were beaten if their work was seen as slow.The group says that Minneapolis-based Cargill and the American arm of Switzerland-based Nestle “aided and abetted” their slavery by, among other things, buying cocoa beans from farms that used child labour. The group is seeking to bring a class action lawsuit on behalf of themselves and what they say are thousands of other former child slaves.Both Nestle and Cargill say they have taken steps to combat child slavery and have denied any wrongdoing.The case involves a law enacted by the very first Congress in 1789, the Alien Tort Statute, which permits foreign citizens to sue in U.S. courts for human rights abuses. The justices are being asked to rule on whether it permits lawsuits against American companies.Justice Brett Kavanaugh was among the justices with tough questions for Nestle and Cargill's attorney. “The Alien Tort Statute was once an engine of international human rights protection,” Kavanaugh said before quoting a brief that argued that the companies' position would “gut the statute.” “So why should we do that?” he asked.Alito, for his part, was also skeptical about this particular case against Nestle and Cargill. “You don't even allege that they actually knew about forced child labour,” Alito told attorney Paul Hoffman.“We do contend that these defendants knew exactly what they were doing in that supply chain,” Hoffman responded.The case had previously been dismissed twice at an early stage, but the U.S. Court of Appeals for the Ninth Circuit revived it. The Trump administration is backing Nestle and Cargill.The high court in recent years has limited the use of the Alien Tort Statute. Most recently, in 2018, the court ruled that foreign businesses cannot be sued under the law. In that case, the court rejected an attempt by Israeli victims of attacks in the West Bank and Gaza to use U.S. courts to sue Jordan-based Arab Bank, which they said helped finance the attacks. Windsor West MP Brian Masse, Windsor Mayor Drew Dilkens, Windsor-Essex Regional Chamber of Commerce president Rakesh Naidu and members of Windsor's aviation community on Tuesday morning called on the federal government to intervene and have Navigation Canada (NAV Canada) remove Windsor International Airport from a list of six airports being studied for possible removal of air traffic controllers."The Minister of Transportation, Marc Garneau, must provide a clear and definitive answer that the future of Windsor's Airport is secure and that air traffic control services will be maintained," said Masse.Masse said he will have a petition to the federal government online that reads, "Remove NAV Canada's decision to consider closure, or reduction of services of the air traffic control tower at the Windsor Airport or explicitly express opposition to any decision or recommendation of this nature.""The minister can simply intervene and he should do that," said Masse in a news conference in front of the airport terminal and control tower.Windsor-Tecumseh MP Irek Kusmiercyzk recently told CBC News that Garneau did not have the power to tell NAV Canada what to do, and that he and anyone else opposed to losing air traffic controllers here will have their say when NAV Canada consults with stakeholders.But Masse said there should have been clear signals from the government to NAV Canada before this study, adding that he doesn't believe any of the other airports, including in Whitehorse and Regina, should lose air traffic control either."So even if he says [Garneau] technically can't take them off the list at this point in time, he can still go out and publicly say that he's actually against closing the towers and he's not going to approve them," said Masse. "In fact, if NAV Canada actually does eventually recommend closure or reduction of services, the minister then has to do another study and the study then actually comes back again. So we're into the cycle of study after study after study when it is completely unnecessary," he said.Dilkens also said Garneau can certainly have a conversation with NAV Canada officials.The airport has seen a 300 per cent increase in traffic since 2009 and was serving 383,000 passengers in 2019. Dilkens said losing the air traffic controllers jeopardizes future growth and threatens the continuation of commercial air traffic the airport has now."Moving bodies out of a control tower causes issues for the future prosperity of Windsor airport. It will cut this success story off at the knees," said Dilkens, adding he has not heard back from Garneau, to whom he sent a letter asking that the air traffic controllers remain.Commercial pilots also added their voices of concern for safety, considering the high volume of air traffic in and around Detroit.Corporate pilot Dante Albano likened air traffic control to traffic lights, and when they go out the intersection turns into a four-way stop."In a busy air space like this with Detroit so close it gets kinda of crazy up there sometimes," said Albano.Richard Bradwell, manager of the Windsor Flying Club, said loss of air traffic control is the "first step toward" to closing the airport entirely."Our business has been growing. We've been surviving through COVID. This is absolutely the last thing that we need is to see NAV Canada considering closing the tower and doing this sort of damage to our airport," said Bradwell.Essex MP Chris Lewis has also issued a statement calling on Garneau to remove Windsor airport from the study.Masse's petition is expected to go up on his Facebook page and website Wednesday afternoon.
Norfolk County’s answer to Cruella de Vil is believed to have stolen two puppies from a Delhi home on Friday. Norfolk OPP say the alleged dognappers came to the Tisdale Road property — just south of Delhi — between 6:40 and 8 p.m. on Nov. 27 and made off with two tan-coloured female pups, along with a trail camera. The five-month-old dogs are described as a mix of ridgeback, mastiff, Newfoundlander and shepherd. Police welcome tips from the public to solve this case and get the pups back home. A man is dead and a woman is in life-threatening condition after a shooting in the west end on Tuesday afternoon, Toronto police say.The shooting happened near Dufferin Street and Glencairn Avenue. Emergency crews were called to the scene at about 3:30 p.m.Const. Laura Brabant, spokesperson for the Toronto Police Service, said it appears that the two victims were in a vehicle at the time..When police and paramedics arrived, they found the man and woman in life-threatening condition.The man died on the scene, while the woman was rushed to a trauma centre on an emergency run, according to Steve Henderson, deputy commander of Toronto Paramedic Services.Police said the homicide unit will take over the investigation. Officers have taped off the area as they investigate.No age range of the victims was available.Officers are seeking a suspect described as a Black male, wearing a grey sweat suit with a hood. He reportedly left in a grey hatchback.Duty Insp. Michael Williams told reporters at the scene that police are appealing for witnesses to come forward.They urging anyone with dashboard camera footage that may shed light on what happened to call police.
BUCKHORN — Banners have been placed on each of the eight lampposts on the Buckhorn lock bridge to help enhance tourism in the region as small businesses continue to struggle through the pandemic. As an initiative through the Regional Tourism Organization 8 (RTO8), Trail Town has made the Trent-Severn Waterway Canada’s first waterway trail, says Leslie Clarkson, vice-chair of the RTO8 board and co-chair of the Buckhorn Trail Town committee. The trail currently connects a total of nine communities on the system, including Buckhorn, Coboconk, Rosedale, Fenelon Falls, Lindsay, Bobcaygeon, Lakefield, Hastings and Campbellford, Clarkson said. The concept was taken from the Great Allegheny Passage in the United States; a biking and hiking trail that runs from Pittsburgh to Washington, D.C. Tourism is one of the main economic drivers in Buckhorn, Clarkson said. “Buckhorn is one of the busiest locks on the entire Trent Severn system, and our welcome centre is generally the busiest in the region,” she said. Buckhorn is one of the only towns of the nine communities that has municipal funding, so some of the funding was used for the banners, Clarkson said. “The main thing really is to get visitors to come to the area and to stay in the area and to stay in the region, and then to get them to want to come back and spend more time in the region,” said Clarkson. Trail Town is a great opportunity to help attract visitors to the area and to let them know that there’s a variety of different things that they can do in the region, said Selwyn Township Mayor Andy Mitchell. “It’s a great opportunity and it’s coming at a time when the tourism industry is facing some challenges,” he said. “Hopefully we can position ourselves as we move forward, particularly in the spring and summer when, from a public health perspective, things will be much better to welcome visitors from across the province and across the world." With boaters travelling down the Trent Severn Waterway as well as cars crossing the bridge, the banners will be seen by many, Clarkson said. However, the banners are just the first step in the Trail Town initiative, Clarkson said. “As we move forward to year two and year three, we will continue to capitalize on the relationship with Parks Canada and look at those other gyms that a visitor would stumble across and develop those as well,” she said. TORONTO — The cost of digital services and goods sold by foreign companies like Netflix will go up under a taxation plan the government wants to put in place next year, experts said Tuesday.Ottawa said in its fiscal update released Monday it will require multinationals to collect GST or HST on digital products and services, which it said would add up to $1.2 billion over five years.Sometimes labelled a "Netflix tax," the measure would also apply to other services such as Amazon.com Inc.'s Prime Video or the Spotify audio streaming service, as well as digital products such as software applications. The government says Canadian companies already collect those taxes when they make digital sales, so it's only fair that foreign multinationals should do the same. KPMG tax partner Joe Micallef said it's likely Canadians will end up paying the taxes collected for the government by foreign multinationals."Right now, the way in which they're delivering their services, they're not responsible for the collection," Micallef said."And so, effectively, it would mean that these charges would be appearing on (their) invoices."A regular monthly subscription for a streaming service that delivers video or music would be a simple calculation, with the tax rate applied to the purchase price.But Micallef said it is be more difficult to estimate how much additional tax individual consumers, or businesses, will pay for other types of digital purchases, he said.Something like gaming software might cost little or nothing itself, but offer the option for subsequent charges to add features that make the experience better."How many times? How many transactions? It adds up," Micallef said.Dwayne Winseck, a media industry researcher at Carleton University in Ottawa, also expects companies will add the price of the tax to the total sale price. People returning from non-essential travel outside the N.W.T. will soon be required to pay for their own stay at one of the territory's isolation centres, Premier Caroline Cochrane announced in a press conference Tuesday.All travellers and returning residents are currently required to immediately self-isolate for 14 days. Following an outbreak of COVID-19 in Nunavut, this month a new public health order also required residents of the same household to self-isolate for the same period.Residents and travellers who have a private home where they can isolate in either Hay River, Fort Smith, Inuvik, or Yellowknife are allowed to isolate at home.Those who don't, end up at one of the territory's isolation centres — hotels in each of those four communities — where the bill for a 14-day stay can reach up to $4,000 per person, according to the territory.Until now, that bill has usually been footed by the territorial government, which says isolation centre costs account for more than half of the territory's COVID-19 spending to date.But starting Jan. 5, 2021, only certain essential travellers will have that cost covered. That includes people travelling for medical or compassionate reasons, like visiting a terminally ill relative or travelling for a funeral.Cochrane also said "anyone who is required to stay at an isolation centre because of the government of the Northwest Territories' policies" will have their stay paid, though it was not immediately clear who that would cover.Other exemptions will be determined by the chief public health officer, Cochrane said Tuesday."Many of us miss the opportunities to go south in the winter," she said — but "we need residents to consider whether their trips out of the territory are really necessary." Calls to replace surveys for isolation plan check-insFollowing Cochrane's announcement, Health Minister Julie Green emphasized the importance of sticking to self-isolation plans, which require that households in isolation maintain strict distance from others for 14 full days.Currently, individuals self-isolating report possible symptoms of COVID-19 mostly via an online form. Green said that process would be changing, with government staff calling isolating people directly to check-in.Green said the change would help "encourage compliance" and "follow up on wellness checks during the isolation period."Green said the change is expected to happen in the next two weeks.At Tuesday's press conference, Green, Cochrane and the chief public health officer, Dr. Kami Kandola, all spoke to the dangers of "pandemic fatigue," which has left fewer people taking public health measures seriously."As we head toward the season of celebration, pandemic fatigue is real," said Kandola. "But … right now, we have a choice to make — we can give into the fatigue and risk the sacrifices we've made so far to keep our territory strong, or we can commit ourselves to the healthy habits we know work, and together we can stop COVID-19 in its tracks."Changes prompted by surveyCochrane said the changes were tied directly to engagement sessions held on the government's COVID-19 response to date.Last week, the government published results from those sessions which showed that most Indigenous, business and community leaders wanted to see reduced spending on isolation centres.Those responses included calls for the territory to stop covering isolation centre stays for elective travel and allow residents to self-isolate at home outside of the four "hubs" designated by the government.While those communities will still be the only place where travellers can isolate, Cochrane did say the government would be spreading the wealth by putting more pandemic services out to tender.Cochrane said local bed-and-breakfasts could bid on contracts to provide accommodation, and other requests for proposals had been posted seeking providers for catering, security and transportation.Missed the live update? Unlike Nunavut, the N.W.T. requires travellers to isolate after travel, not before.
MONTREAL — The Quebec Major Junior Hockey League has a plan A and a plan B to resume its season in mid-January, and its commissioner said Tuesday that cancelling its schedule isn't an option.On Monday, the league announced it was suspending activities from Dec. 1 to Jan. 3, when players are expected to report to their respective clubs. The plan is to start playing games again between Jan. 17 and Jan. 20.There are two possibilities for how the resumption of games could look. Plan A, the one seemingly favoured by QMJHL commissioner Gilles Courteau, would be that the COVID-19 pandemic will have subsided enough to allow public health officials in the four provinces the league has teams to permit the resumption of the schedule as planned with interprovincial travel.But the QMJHL also has a Plan B: a bubble format with a handful of teams in select cities.The league would create protected environments, like it did in Quebec City for about 10 days earlier in November, where several teams played games.The league wants six different cities — four in Quebec and two in Atlantic Canada — to host three teams each to play two games over three days between Jan. 22 and Jan. 24.After that, three cities would welcome four Quebec teams each to play six games in nine days between Jan. 30 and Feb. 7.There would also be a gathering of the six Atlantic Canada-based teams to play five games in eight days between Jan. 30 and Feb 6."I think that what happened in Quebec City over the last two weeks has been a real boost for our teams," Courteau said Tuesday. "It’s been a very positive event and gave us faith when we will sit down in front of the four provinces’ public health departments, that we've got a good plan for them."If restrictions are still place, the league is ready to pivot to a bubble format."We’ll see as well what will be the evolution of the pandemic," Courteau said.The QMJHL was the only one of three Canadian major junior leagues to open their season around the normal start date.The Western Hockey League has said it plans to start the season in January, while the Ontario Hockey League has targeted February.For the time being, the QMJHL has no plans to cancel the rest of the season."We never talked about cancelling the season," Courteau said. "When we made the decision back in late July, start of August about resuming training and the start of training camp, we knew … we would go through roadblocks throughout the season."The 18-team league has been forced to postpone games regularly in Quebec and Atlantic Canada since starting the season in early October because of COVID-19 restrictions and positive tests. The league says the objective is for teams to play about 30 games each in the bubble format. But it wouldn't mean all teams will play an equal number of games by the end of the season. Thus far, the Sherbrooke Phoenix have played a league-low five games, while three clubs lead the way with 16 games played apiece.The league's hockey committee is meeting to assess which scenario will be adopted and how the playoffs will look.The league has distributed specifics to each club and it will be up to them to decide whether they will put themselves forward to host one of the bubbles.QMJHL will not be exempted from strict COVID-19 requirements in Atlantic Canada.The league has three teams in New Brunswick, two in Nova Scotia and one in Prince Edward Island.
