TC Energy Corp's sale of a C$1 billion ($769 million) stake in Keystone XL (KXL) to a Canadian indigenous group is the result of over three years of pressure from a tiny Saskatchewan First Nation that demanded part ownership of the long-delayed oil pipeline, rather than short-term payments for allowing it to be built through its lands. Natural Law Energy's (NLE) planned investment was billed by TC as the biggest-ever indigenous investment in an oil project, highlighting how some communities are seeking to share in the industry's profits while others oppose it. Adding indigenous support may help efforts by Canada and TC to convince U.S. President-elect Joe Biden not to revoke the permit of the $8-billion Keystone XL when he takes office as he has promised.
Edward Blake Rudkowski was a member of Nunatsiavut, and before that the Labrador Inuit Association, for 34 years. He ran successfully to represent Labrador Inuit living outside the land claim as an ordinary member in 2017, was re-elected in 2018 and was named the Speaker of the Nunatsiavut Assembly, the legislative branch of the Inuit government. That was, until Nov. 20, when Blake Rudkowski was told he was no longer a member of Nunatsiavut, his status as a beneficiary was revoked and he could no longer hold the political office he had been elected to. Blake Rudkowski told SaltWire Network he was told he didn’t meet the eligibility requirements and was just over 17 per cent Inuit. According to the Labrador Inuit Land Claims Agreement, there are a number of requirements that can lead to a person being a beneficiary, including that a person is one-quarter Inuit, is a descendant of someone who settled permanently in the land claim area prior to 1940 with no Inuit ancestry or is adopted by a beneficiary. “To be clear, they didn’t tell me I wasn’t Inuit,” he said. “They said I wasn’t Inuit enough.” He says he would like to know what formula they use to come up with that determination, and what factors were taken into account to determine it. He’d also like to know why that number matters more than what was determined when he was first accepted as a member of the Labrador Inuit Association 34 years ago. His status as a beneficiary of Nunatsiavut had been challenged two years ago and he’d been going through the process ever since. “Immediately after the election, literally the day after, there were two challenges to my membership eligibility,” he said. “I’d been dealing with this behind the scenes since then.” He said the two people who challenged his membership were political rivals — one a person he had beaten in an election and another a former politician — and the timing of it seemed curious to him. “It felt like membership was being used as a tool of political retribution,” he said. Having Nunatsiavut beneficiary status challenged is like coming in as a new applicant and is a daunting task that, successful or not, can take up a lot of time. In 2013 an amendment was made to the Nunatsiavut Beneficiaries Enrolment Act that allows any member to challenge the membership of another. Blake Rudkowski said this allows people to try to use membership as a tool to try to harm their enemies. “What this does is it allows someone who is a malcontent or has a beef with someone else a vehicle to exact some sort of retribution. At minimum, even if it's not successful, it can cause someone a significant amount of mental anguish.” What this has created, Blake Rudkowski said, is a climate where some people are afraid to speak up about issues they have with the government for fear they may have their rights as a beneficiary stripped away, or at the very least have it challenged. When he was in government, it appeared there were an increasing number of memberships being challenged, he said, to the point where people were asking whether a full review was underway. He said he also heard complaints that the process was inconsistent, which he believes to be the case. “You have a lot of cases where it’s one brother in, one sister out, one cousin in, one cousin out, so there’s an inconsistency across the board which speaks to the fact that maybe there’s a problem with the process. That’s been a long-standing critique of many beneficiaries, there’s an inconsistent application of the rules.” Blake Rudkowski said he doesn’t know what steps he’ll take next, and while it appears his career as a politician in Nunatsiavut has come to an end it won’t be the last time people see him the political arena. The Nunatsiavut Government put out a statement Monday about Blake Rudkowski’s removal, saying he was removed from the government once his eligibility as a beneficiary had been revoked. “First Minister Tyler Edmunds reminds beneficiaries of the Labrador Inuit Land Claims Agreement that the Nunatsiavut Government plays no role whatsoever in determining the membership of any individual,” the statement read. “The beneficiary enrolment process is independent from the Nunatsiavut Government.” SaltWire asked to speak to someone with the Nunatsiavut Government about the requirements and the process, but an interview was not available before deadline.Evan Careen, Local Journalism Initiative Reporter, The Telegram
BEIJING — China on Monday said it is sanctioning leaders of U.S. government-affiliated bodies that promote democracy around the world in response to what it calls practices that “blatantly meddle in Hong Kong affairs.” Foreign Ministry spokesperson Hua Chunying said the measures would cover the senior director for Asia at the National Endowment Democracy, John Knaus, the regional director for the Asia-Pacific at the National Democratic Institute, Manpreet Singh Anand, and two of the institute’s officials responsible for Hong Kong. Hua gave no details and the institute said in a news release that it had no further information but that it “remains steadfastly committed to these core principles and to continuing our work in support of democracy worldwide.” China has long accused such groups of encouraging dissidents who built grassroots movements to push for greater direct democracy in Hong Kong. Those burst out into street protests in 2014 and again last year, prompting a harsh crackdown from authorities. The U.S. has imposed sanctions on Chinese and Hong Kong officials over the passage of a National Security Law that imposed strict penalties for critics of the Beijing-backed government that has ruled the former British colony since it returned to Chinese rule in 1997. The sanctions ban the officials, including the head of Hong Kong’s local government, Carrie Lam, from travelling to the U.S. and freezes all dealings with American financial institutions. Hua told reporters Monday that “the relevant U.S. practices blatantly meddle in Hong Kong affairs, grossly interfere in China’s internal affairs, seriously violate the international law and basic norms governing international relations." “The U.S. should immediately cease interfering in Hong Kong affairs and China's internal affairs and avoid going further down the wrong path," Hua said at a daily briefing. Hong Kong is just one area where tensions between Washington and Beijing have risen over recent years. The Trump administration has cut off Chinese tech giant Huawei’s access to most U.S. components and technology on security grounds, part of a feud over trade and technology that has led the White House to press the Chinese owner of video service TikTok to sell its U.S. operation, which American officials say is a security risk. U.S. accusations of Chinese human rights abuses, particularly against Muslim minority groups in the northwestern region of Xinjiang, have resulted in frequent angry exchanges between the sides. A decision of the Halifax and West Community Council to turn down a commercial development in Hatchet Lake has been appealed to the Nova Scotia Utility and Review Board.The owners of Hatchet Lake Plaza Ltd. applied to build a fast-food outlet along with a gas bar and convenience store on Prospect Road. The zoning allows for a restaurant and drive-thru but the owner needs municipal approval for a service station.Local residents have raised several concerns."We're on well water here and I know they keep trying to reassure us that there will be no danger to groundwater,'' said Beverley Volsky, who lives next door to the proposed development. "But I don't want to take the chance."Other submissions sent to a public hearing on Sept. 24 talked about noise, odours and increased traffic.A petition opposed to the project with 578 names was also submitted to the community council meeting. A number of residents questioned the need for another gas station."There's an Irving and a Petro-Canada less than five minutes from our location," said Volsky."I don't need a convenience store right behind my house. We have several along Prospect Road."HRM staff say there are no rules limiting the number of service stations within a particular area. They recommended approval of the proposed development, but the community council decided against it.According to minutes of the meeting, councillors said the proposal "does not reasonably carry out the intent of the Municipal Planning Strategy."They cited the potential environmental impact and the proximity to residential properties. Community council members also noted opposition from the community.Peter Rogers, the lawyer for the property owner, said his client decided to appeal because he believes the development is consistent with the planning rules in place at the time."Cases like this are supposed to be decided not by popularity or petitions of citizens," said Rogers. For Diane Melanson, the wait for medicare coverage in New Brunswick has been long and complicated.Melanson, 75, said confusion over her citizenship status is holding up approval of her coverage. And as a result, she and her family have had to pay thousands of dollars in medical bills for surgery she had after breaking her hip last winter."The next morning after the operation, the doctor was at the foot of my bed with my fiancé here and asking him for his money, so medicare didn't cover it," Melanson said. That's when Melanson's niece Susan Belliveau stepped in and paid the bills, which added up to nearly $7,000."I would have paid anything in order for my aunt to be OK," Belliveau said.Melanson was born in Minto in 1945 and lived there until her family moved to the U.S. when she was 15. In 1969 she became a naturalized U.S. citizen, and because of the laws at the time, she unknowingly lost her Canadian citizenship. "I thought once you were born in a country, you're in, you're in," Melanson said. "If I'm Canadian, I'm a Canadian. I became a naturalized American but I didn't denounce my Canadian citizenship."But in 2009, that legislation was changed under Bill C-37, and Melanson's Canadian citizenship was restored and corrected so that technically, she had never lost it at all. But Melanson, who moved back to Minto almost three years ago, said medicare is requiring proof of citizenship before it will cover her. Belliveau has been helping her through the process. "In February, when she applied for her medicare," said Belliveau, "they asked for all of her documentation … and when they found the naturalization papers, they sent a letter saying, 'We can't give you (coverage) until you prove that you are a Canadian citizen.'"Belliveau said they then sent in Melanson's birth certificate, but it wasn't accepted as proof. Medicare said it still required further proof of citizenship. But with the help of a patient advocate, Melanson did receive a temporary medicare card in March, which helped cover about a third of her medical bills.Don Chapman also lost his citizenship as a child when his family moved from Vancouver to the U.S. He's been advocating for citizenship rights for decades."This woman falls in the cracks, not so much as 'Is she a citizen?' as to interpretation, and somebody in the province is not understanding the federal legislation," he said. Belliveau said she has been in touch with medicare several times since February but still hasn't been able to secure full coverage. In early November, Immigration and Citizenship Canada wrote a letter confirming Melanson's citizenship. That letter was sent to medicare but still Melanson and Belliveau have not heard about Melanson's status. "It's kind of hard on the nerves," said Melanson. "It tears at you after a while."Melanson's temporary coverage is set to expire Dec. 7.

Eleven New Brunswick schools have had cases this year, six of them this month.In a letter to parents, the district did not say whether the case was a student or staff member at the school."We are working with Public Health officials to identify any students and school personnel who may have been in contact with the case," wrote district superintendent Gregg Ingersoll.Nursing homes increase restrictionsNursing homes in the province's three orange zones are now starting to restrict visitors, hoping to reduce the risk of an outbreak at a home.With increasing COVID-19 cases in the province, the New Brunswick Association of Nursing Homes says stress levels among staff and residents are increasing."The last 10 months have been incredibly challenging for homes right across the province, needing to adapt very quickly to, you know, very rapidly evolving information," said Jodi Hall, the executive director of the association. "But overall, the homes really have done an amazing job and have done everything that they can to support the residents," Much of the province is the yellow phase of recovery, but recent cases in the Saint John, Moncton and Fredericton health regions have been pushed those zones back to the orange phase, where there are more restrictions on gatherings. As a result, nursing homes have had to adopt restrictions as well. Fredericton's York Care Centre, for instance, has barred normal visitors from the facility until the region goes back into yellow.Some outsiders are still being let in, including members of the designated care program, which sees residents linked with one family member who can come in to assist with care on a set schedule.Still, Lori McDonald, the centre's vice-president of care and research services, said those designated caregivers have to be aware of increased COVID-19 protocols."We've developed an orientation program that each of these caregivers would have to go through before they're allowed access as a caregiver," said McDonald. "And during those orientation time frames we teach them the importance of staying safe when you're outside our facility."Out of the centre's 218 residents, only 50 have a designated caregiver, but McDonald expects that number will increase as regular visiting is no longer allowed.Hall said a lot of work has gone into preparing for possible outbreaks at nursing homes, and how to avoid them, and she expects more lessons will become apparent when the pandemic is over."I think when this is done we will be sitting down and doing a very intense debrief for all that we have learned," she said. "And I think there are some aspects of infection control and even how long-term care facilities are designed for the future that will have a lasting impact."Travel restrictions and spot checksNow that the Atlantic bubble is gone, the province is reminding people about the rules for entering the province.New Brunswick now requires people coming into the province from elsewhere in Atlantic Canada to register with the travel registration program.The online program will collect the information and the province will determine if that person can enter and whether self-isolation is required.Those exempt from self-isolating include people who live in one province but have to travel daily to work or go to school in another.Jacques Babin, the executive director of the Department of Justice and Public Safety's inspection and enforcement branch, said people travelling like this can apply for regular traveller passes that are good for several weeks. These people are expected to travel to work or school and back only."The expectation is that they go directly to work and return home with no stops," said Babin.Non-frequent travel that is allowed includes travel for medical appointments, travel for custody arrangements and some compassionate travel approved by Public Health.And while the province isn't resuming the border checkpoints seen earlier in the pandemic, people still have to register and may get caught if they don't."We intend to do some spot checks to make sure that people that are entering are registering as required," said Babin. Peel Regional Police are forecasting a $16.7 million increase in spending for 2021, the bulk of which will service a spike in salaries and benefits, and the addition of 27 officers. The budget, presented at a police board meeting Friday, calls for $462.5 million in total spending in 2021, a 3.8 per cent increase or a $316 per capita bump in the annual tax levy. The spending increase comes at a time when police services across Canada and south of the border have seen outcry over police violence and systemic anti-Black racism lead to calls to defund police in favour of non-police alternatives and community programs. Peel police will spend $5.2 million on hiring the 27 new officers, while other salary and benefits costs will eat up another $11.4 million of the increase. After it was endorsed by the board Friday, the budget will now go to Peel Regional Council for final review and approval in early 2021. Brampton Mayor Patrick Brown, who is on the seven-member Peel Police Services Board, lauded police Chief Nishan Duraiappah for seeking to reallocate millions of dollars toward areas of public concern. “Thank you for putting emphasis on areas that are a concern to the community, whether it’s street racing, mental health, whether it’s human trafficking,” Brown said. The service says it saw more than $2 million in unforeseen costs this year as a result of the pandemic. It will draw on reserve funds to cover any COVID-related shortfalls. Looking ahead, Peel police is also calling for $597 million in capital upgrades –– to be funded from capital reserve funds –– it says will be needed over the next decade. It includes an anticipated $307 million for land and new facilities, $153 million for information and technology advancements, and $76 million for vehicles. At the board meeting Friday, Duraiappah also discussed a summary of the year’s crime trends: Gun crime and homicides trending down Peel is seeing a decline in gang and gun activity so far this year, and is also tracking a decrease in homicides, Duraiappah told the police board Friday. Nevertheless, he dubbed the service’s Project Siphon, which ended with more than 800 charges against 88 people earlier this month, the “largest in the service’s history.” The arrests led to what police say is the dismantling of a prominent Peel-area gang, the seizure of dozens of guns and arrests over three homicides and one attempted murder. So far this year, Peel police have seized 363 firearms, Duraiappah said, noting that “91 per cent of the handguns seized that are traceable came from the United States,” up from the 74 per cent in 2019. “We do have a plan to bolster our gang response,” Duraiappah said. “We know a dedicated gang team is one we need for the new year.” But intimate partner violence is still common So far this year, police have responded to 90 shootings and 14 homicides, five of which were linked to intimate partner violence. That continues a trend that also saw more than a third of the region’s 34 homicides last year linked to intimate partner-related disputes. “It’s still the top three calls that we have each day,” the chief said. “We need to turn the dial on this,” he said, adding that it’s a priority to lower the number of repeat offenders. This year, the service is averaging about 50 calls a day for intimate partner disputes and in response, Duraiappah said the service has created a dedicated intimate partner and family unit with 48 officers who will soon start working out of a hub dedicated to those calls. Rethinking mental health crisis calls Peel’s three dedicated Mobile Crisis Rapid Response Teams responded to 1,700 calls between their introduction in January and October, with only 22 per cent of those calls ending in someone being apprehended, a report to the board said. But police field about 16 daily calls for mental health distress, and the bulk of those calls still land in police hands, Duraiappah said. “We know it’s understaffed,” he said, adding that the rapid response teams can’t respond to that volume of demand — “they do about a third of them, so two-thirds are still being done by uniformed officers.” “Our goal is to have eight on the rapid response team,” he added. Under existing provincial law, only police have the power to apprehend a person experiencing a mental health crisis and take them for treatment. A near-record year for traffic deaths So far this year, Peel has seen a significant increase in vehicle-related deaths, at 38, up from 23 all of last year. Since 2010, only two full years have recorded more motor vehicle-related fatalities: 41 in 2018 and 40 in 2016. “We’re sadly at one of the highest levels of fatal motor vehicle collisions this region has ever seen,” the chief said. The chief also mentioned a troubling bump in stunt driving charges. Financial therapist Lindsay Bryan-Podvin of Ann Arbor, Michigan, specializes in helping people deal with their anxieties about money. But since the pandemic started, Bryan-Podvin has been hearing more about guilt than fear.Several people who still have jobs and financial security felt guilty about having been spared while others suffered, says Bryan-Podvin, author of “The Financial Anxiety Solution.”“I would start to hear things like, ‘I shouldn’t be complaining — my partner has it so much worse,’ or ‘I can’t even believe I’m telling you this because so-and-so in my neighbourhood lost their job,’” she says.The feelings clients expressed and the language they used were almost identical to what Bryan-Podvin hears from people with post-traumatic stress disorder, a mental health disorder that can be triggered by experiencing or witnessing a terrifying event.“What I started to see was survivor guilt,” Bryan-Podvin says. “They feel like they somehow didn’t deserve what they have.”GUILT CAN TURN INWARDSurvivor’s guilt is a symptom of PTSD, often felt by people who wonder why they lived while others died. While financial survivor’s guilt isn’t an official psychological diagnosis, Bryan-Podvin says that recognizing the similarities has helped her treat clients who are struggling.People experiencing this kind of guilt may feel sad or even hopeless, she says. They may have obsessive thoughts, wondering why they were spared or what they might have done differently to protect others. They may feel paralyzed, numb or burned out.“Survivor guilt is like any other type of stress,” she says. “It can impact your sleep, it can impact your parasympathetic nervous system, it can impact your ability to fully rest in the present.”Recognizing what you’re experiencing can help you cope, says certified financial planner Edward Coambs, a marriage and family therapist in Charlotte, North Carolina. One reason people feel survivor’s guilt is because we’re hard-wired to want justice and fairness, he says.“That’s really what’s getting activated,” Coambs says. “Like, how is it fair that I still have my job but this segment of the market no longer has their job?”Not everyone feels bad about inequities, of course. But those who do can experience financial self-shaming, where they feel that it isn’t OK to have money, jobs or opportunities that are denied to others, Coambs says. That may be working at a food bank, donating to a cause, helping someone update their resume or making introductions that could help them find a job.“Some level of service, some level of giving back tends to help us feel better,” Bryan-Podvin says. “It’s about knowing that you’re taking steps and you’re taking action to help.”But be careful about going overboard. Some people may rush in with referrals and networking suggestions when a jobless friend is still in shock, for example. Maybe your friend just needs an empathetic listener right now.When your goal is to alleviate your guilt, it’s easy to miss what the other person actually needs, Coambs says.Also, resist the urge to share the setbacks you’ve experienced, Bryan-Podvin says.“It’s better to say, ‘I’m so sorry that happened. That must be really hard,’” she says.MAKE ROOM FOR GRATITUDEAnother way to cope with financial survivor’s guilt is to start noticing and appreciating the positives in your life.“Turn the ‘g’ in guilt to gratitude,” says financial therapist and CFP Preston D. Research shows that writing gratitude lists, keeping a gratitude journal or just contemplating what you’re grateful for can lower stress, improve sleep and make relationships better.Feeling bummed out about layoffs and economic turmoil is normal, but experiencing sadness and guilt for weeks at a time is not, Bryan-Podvin says. If you can’t sleep, you’re too distracted to work or you keep forgetting important things, like what time your kids need to be in online classes, consider getting professional help. Three student cohorts at two schools in the Windsor-Essex Catholic District School Board have been dismissed due to COVID-19 cases.The board said in a statement Sunday that two cohorts — or 41 students — at Our Lady of Mount Carmel Catholic Elementary School, along with one 26-student cohort at St. Joseph Catholic Elementary School in River Canard, are impacted.There are two cases at Mount Carmel and one at St. Joseph. Board officials said they learned of the cases on Sunday afternoon and told parents not to send the affected students to class for Monday."We have been working with the health unit by providing lists of students and staff who may have been directly affected.The health unit is contacting any individuals, both students and staff, who may have been affected, and will give directions for them to follow," a spokesperson for the board said in a statement.There are 13 active cases of COVID-19 within the school board, including seven at W.J. Langlois Catholic Elementary School, which remains closed.Meanwhile, in the Greater Essex County District School Board, there have been 75 total cases as of Monday. This includes 49 cases at F.W. Begley, which was shut down as well.There are also three cases in the Lambton Kent district school board and four in the St. Clair Catholic District School Board.

Now 65 and walking with a stick, he is back again, this time to escape the bullets and bombs of the conflict in Tigray, fleeing from his village as neighbours lay dead on the ground. Berhan and his family spent days walking to the border crossing with Sudan, among more than 45,000 who have fled from fighting between the Ethiopian government and rebellious Tigray forces.
Premier Stephen McNeil has repeatedly said it's not his job to detail what his government has spent this year on COVID-19 stimulus projects, but the three men who want his job are promising to do just that if they are chosen to succeed him.The $228 million in funding is being used for a variety of infrastructure projects across the province, in part to drive employment during the pandemic."Yes, I think public dollars should be transparent because they are public," Iain Rankin said when asked if a list of those projects and their associated cost should be released by the provincial government."I would certainly work to make the list of projects and cost estimates available," said Randy Delorey.Labi Kousoulis said if he were premier, he'd have already posted it, likely on a Nova Scotia government web page."Could even put it on our [access to information] portal or our open-data portal, and it's available to all," he said.Candidates say other changes in orderIt's not the only issue where the leadership contenders differ with McNeil on government transparency.Although he promised to change the law that governs Nova Scotia's access to information ahead of the 2013 election that made him premier, McNeil has since repeatedly said the law is fine as is.Just four days before election day, McNeil promised, in writing, that if he became premier he would "expand the powers and mandate of the [Office of the Information and Privacy Commissioner for Nova Scotia], particularly through granting her order-making power."Though the leadership candidates aren't prepared to commit to those specific promises, Delorey and Rankin both think changes are in order."I do think it's time to look at revamping and modernizing those pieces of legislation," said Delorey."I think we can do more to be proactive with bringing documents forward and not having to go through that whole process," said Rankin, adding he would look at a review of the freedom of information rules."I believe in transparency and I think there's room we can improve."Kousoulis was noncommittal, especially about whether the commissioner should have the power to order that documents are produced, rather than simply recommended, and whether the office should be answerable to that the Nova Scotia Legislature rather than the Justice Department. "I have to think about it," he said. "I never actually gave it thought in terms of what powers the individual should have or not."Mixed response on lobbyist registryKousoulis also offered a similar response about the province's registry of lobbyists, which critics claim is ineffectual and outdated.The federal government system allows the public to know who is lobbying ministers and top officials, and when and how.But Nova Scotia's registry is just a list of lobbyists, the departments they plan to lobby and their general areas of interest."I'd be open to looking at it like I'd look at everything else," said Kousoulis. "But I've never really … given thought to the registry."His rivals were willing to go further."I do think our registry in Nova Scotia is dated," said Delorey. "I think it certainly needs more teeth.""I have been looking at other models like the federal one, actually, to see how we can modernize and bring some more teeth to that registry," he said.Virtual convention in February"Transparency has to be a guiding principle for our democracy," said Rankin. The task will pose many logistical challenges, including the creation of vaccination centres that festival organizers say they can help set up.Enjoying a strong reputation in the music world, Belgian festival experts have proven experience in both building huge pop-up structures and in crowd management.With the music industry hit hard by the pandemic's economic, several festivals in the French-speaking region of Wallonia and the Brussels area have created a federation to better defend their interests. Members of the Little Salmon Carmacks First Nation are electing a chief and council today.The first thing voters will encounter at the polling centres will be COVID-19 stations meant to prevent the spread of the virus, said Chief Electoral Officer Raelina Jobin.She said that includes a package with latex gloves, a disposable mask and a pencil to mark their ballot. Hand sanitizers will be available, said Jobin, and voters will put their names down on a list in case contact tracing is needed later.The voting process is set up to encourage physical distancing and voters will leave by a different door, she said.There are polling stations at the Heritage Hall in Carmacks, Jobin said, and in the Fireside Room at the Yukon Inn in Whitehorse.She said citizens can also arrange to cast a special ballot at a different location such as their home if they choose. NEW YORK — If you were to choose a word that rose above most in 2020, which word would it be?Ding, ding, ding: Merriam-Webster on Monday announced “pandemic” as its 2020 word of the year.“That probably isn't a big shock,” Peter Sokolowski, editor at large for Merriam-Webster, told The Associated Press.“Often the big news story has a technical word that's associated with it and in this case, the word pandemic is not just technical but has become general. It's probably the word by which we'll refer to this period in the future,” he said.The word took on urgent specificity in March, when the coronavirus crisis was designated a pandemic, but it started to trend up on Merriam-Webster.com as early January and again in February when the first U.S. deaths and outbreaks on cruise ships occurred.On March 11, when the World Health Organization declared the novel coronavirus outbreak a global pandemic, lookups on the site for pandemic spiked hugely. Site interest for the word has remained significantly high through the year, Sokolowski said.By huge, Sokolowski means searches for pandemic on March 11 were 115,806% higher than lookups experienced on the same date last year.Pandemic, with roots in Latin and Greek, is a combination of “pan,” for all, and “demos,” for people or population. The latter is the same root of “democracy,” Sokolowski noted. The word pandemic dates to the mid-1600s, used broadly for “universal” and more specifically to disease in a medical text in the 1660s, he said.That was after the plagues of the Middle Ages, Sokolowski said.He attributes the lookup traffic for pandemic not entirely to searchers who didn't know what it meant but also to those on the hunt for more detail, or for inspiration or comfort.“We see that the word love is looked up around Valentine's Day and the word cornucopia is looked up at Thanksgiving,” Sokolowski said. “We see a word like surreal spiking when a moment of national tragedy or shock occurs. It's the idea of dictionaries being the beginning of putting your thoughts in order.”Merriam-Webster acted quickly in March to add and update entries on its site for words related to the pandemic. While “coronavirus” had been in the dictionary for decades, “COVID-19” was coined in February. Thirty-four days later, Merriam-Webster had it up online, along with a couple dozen other entries that were revised to reflect the health emergency.“That's the shortest period of time we've ever seen a word go from coinage to entry,” Sokolowski said. “The word had this urgency.”Coronavirus was among runners up for word of the year as it jumped into the mainstream. Quarantine, asymptomatic, mamba, kraken, defund, antebellum, irregardless, icon, schadenfreude and malarkey were also runners up based on lookup spikes around specific events.Particularly interesting to word nerds like Sokolowski, a lexicographer, is quarantine. With Italian roots, it was used during the Black Death of the 1300s for the period of time a new ship coming into port would have to wait outside a city to prevent disease. The “quar” in quarantine derives from 40, for the 40 days required.Spikes for mamba occurred after the January death of Kobe Bryant, whose nickname was the Black Mamba. A mass of lookups occurred for kraken in July after Seattle's new National Hockey League franchise chose the mythical sea monster as its name, urged along by fans.Country group Lady Antebellum's name change to Lady A drove dictionary interest in June, while malarkey got a boost from President-elect Joe Biden, who's fond of using the word. Icon was front and centre in headlines after the deaths of U.S. Rep. Recently, Caroline Arsenault watched parcels being stolen in her own neighbourhood — and didn't even realize. "I happened to see a couple of people walking by the window where I sit for my work and then rapidly walk back toward the street and I didn't think anything of it really," said Arsenault. She later found her husband attempting to contact the police after observing the same people also pace up and down their driveway. He got suspicious. He was right. "He found Amazon packages in our green bin," she said.The thieves had taken two packages. One was emptied of its contents while the other was left torn open with the stuff still inside.Arsenault's North End Halifax neighbourhood had just been hit by a porch pirate. It's not just happening in Halifax."The porch pirate has been a little busier this year unfortunately and now a third of Canadians stated in 2020 that they have been victims of a package theft," FedEx spokesperson James Anderson told CBC News.FedEx has published a survey of 1,500 Canadians this holiday season and found that one in three online shoppers say they have experienced package theft in 2020, up from one in four in 2019. It also found that three in 10 are worried about their online purchases being stolen when delivered. Jon Hamilton, spokesperson for Canada Post, said they haven't seen a noticeable increase in complaints about packages being stolen, but cautioned that doesn't mean it's not a threat. He also noted that many people are now working at home and are able to get their parcel as soon as it is delivered.In other parts of the country, such as Toronto, where lockdown restrictions are more prevalent, more people are able to stay at home to receive their deliveries. In Nova Scotia many businesses and schools remain open in the province so some people are frequently not home and cannot receive their packages.Arsenault posted about the porch bandit on social media and was surprised by the reaction."I had quite a few neighbours chime in and say that they too had found open and empty boxes in their driveway or thrown somewhere it didn't really belong." After Arsenault's neighbour reported the incident to the police, Arsenault herself received a follow up call. "The police confirmed this is something that they see quite a bit of. It's something that we should all be mindful of if we're expecting to receive packages when we might not be available to answer the door or pick them up quickly," she said.Halifax Regional Police have not yet responded to a request for an interview. FedEx, along with Canada Post, DHL courier service, UPS, Amazon Canada and Purolator all offer tracking information online, which FedEx's James Anderson said is one of the primary ways to keep your package safe."We give package recipients digital tools to use at your disposal," said Anderson. "If you got a tracking number you can get a notification sent to you when you expect those packages to arrive so you can stay on top of it."Bob Mann, acting chair of the neighbourhood watch in Wilmot, Annapolis County, N.S., said there are more low-tech ways to protect your deliveries. He said you can try asking a neighbour to pick it up or leave the radio on. Mann said one of his favourite home safety tools is photosensitive lights."If you don't have one yourself, take note," said Mann, who has been with his neighbourhood watch since its creation in 1995. "They light up probably half of my driveway ... at dusk the bulbs will come on and they'll go off in the morning." Cpl. Lisa Croteau of the RCMP said package theft doesn't appear to be a big issue at this time, but that could change, so she does have some advice. "Have a different method to pick it up. Instead of dropping it off on your front porch, if you could go to a different location to pick up the package that would be a little safer."Arsenault said she wanted to make people aware of the incident but she also understands the situation."We know there are probably more packages being delivered at this time of year. NEW YORK — The co-author of the million-selling “Game Change” has a book of his own coming about the 2020 election.Simon & Schuster announced Monday that John Heilemann is working on a “dramatic, first-hand account” of Joe Biden's victorious campaigns over his Democratic Party rivals in the primaries and over President Donald Trump in the general election. Heilemann had collaborated with Mark Halperin on “Game Change,” about the 2008 race, and on “Double Down,” about 2012.Halperin has since faced multiple allegations of sexual harassment. He was dropped by Showtime, where he and Heilemann hosted the political series “The Circus,” and a planned book by the two authors on the 2016 campaign was cancelled by Penguin Press.Heilemann's new book, currently untitled, draws on three decades of covering the former vice-president, who was Barack Obama's running mate in 2008 and 2012. The publication date is not yet scheduled.“I first met Joe Biden in 1986 when I was in college and he was getting ready to run for president the first time, and I’ve been following his ups and downs, his triumphs and tragedies, ever since,” Heilemann said in a statement. “The story of how, against all odds and against the apocalyptic backdrop of America in 2020, Biden rallied in the winter of his life to defeat Trump — and, in the eyes of many, to save the country — is one of the great political tales of this or any age, and I’m thrilled to have a chance to tell it.”Screen rights have been acquired by Showtime, where Heilemann still hosts "The Circus."
