Inquest called into fatal police shooting of Mark Dicesare
An inquest has been called into the death of Mark Dicesare, who was shot by Winnipeg police following a chase and standoff near Grant Avenue and Kenaston Boulevard almost a year ago.
Manitoba's acting chief medical examiner, Dr. John K. Younes, announced the inquest on Wednesday. A provincial inquest must be called in cases where a person died as a result of police action.
Dicesare, 24, was shot early on the afternoon of Nov. 6, 2015, about 45 minutes after a police officer first saw him driving a car erratically in the Charleswood neighbourhood during the noon hour.
It was alleged that Dicesare was seen holding a gun, prompting dozens of cruisers to become involved in a pursuit that also went through the Tuxedo and River Heights neighbourhoods.
Police eventually surrounded the car in a field near Lipsett Hall at the former Kapyong Barracks military site. He was gunned down by officers in the field and died of his injuries.
The inquest will determine the circumstances related to Dicesare's death and what, if anything, can be done to prevent similar deaths from happening in the future.
Dicesare's death is also being examined by the Independent Investigation Unit of Manitoba, which investigates all serious on-duty and off-duty incidents involving police in the province.
