League of Legends patch 11.24 nerfs Camille, buffs Caitlyn, Ivern

The final patch for League of Legends (LoL) in 2021 is here!

With Preseason 2022 throwing the metagame into temporary chaos, LoL developer Riot Games took the opportunity to make the last balance changes for the year while fixing the problems that players encountered in the Preseason patch.

In a tweet last month, Riot Phlox mentioned that "Preseason throws the meta in the air" and stated that the team intended to follow up on "touching outliers" and other adjustments in Patch 11.24.

Phlox then shared a preview of the changes for this patch, with a few buffs and nerfs on a handful of champions, system adjustments like the recently added Chemtech Dragon Soul, and some of the new items that were introduced in the preseason patch.

A few adjustments were also made on ARAM mode's balance, and Ultimate Spellbook updates were also implemented.

Champion Buffs, Nerfs and adjustments

Camille has dominated the meta during the 2021 Season, enjoying a 52.14% win rate on solo queue and 61% at the LoL World Championship. However, the developers believed that she was "too mobile for the damage she dishes out" and decided to limit access to her dashes.

Her W Tactical Sweep has been reduced to 5-7 (+2.5 per 100 AD)% Max HP. E's cooldown has been raised to 16-12. Hookshot's cooldown also was increased to 16/15/14/13/12 seconds.

Some adjustments were also made to Kled to ensure that his "playstyle is healthier and more interesting." Skarl the Cowardly Lizard's base health now counts towards Kled's base HP. In addition, any health items that Kled purchases will add to Skarl's HP as bonus health.

While unmounted, Kled will check whether Skaarl's Courage has been restored twice as often, reducing the time it takes for them to reunite. To compensate for these, Kled's E skill cooldown has been reduced to 13/12/11/10/9 seconds, and the damage ratio increased to 65% bonus AD.

On the other hand, some champions will receive buffs for this patch. Ivern received some significant changes, with his Krug Freedom Experience rising from 37 to 95, while Krug Freedom Gold increased from 39 to 85.

Meanwhile, Samira's R mana cost will now be 0 at all ranks. "This mana cost was originally designed to control her early waveclear, but since that hasn't really been a problem, it became the perfect opportunity to bring her back—in style," the developers said.

For Twitch, the Plague rat of Zaun, the distance of his Spray and Pray Ult now scales with his bonus attack range.

Urgot's passive, Echoing flames now scales with bonus attack range. Also, his W, Purge autonomous attack now scales with bonus attack range.

Finally, Caitlyn also received some love. When she targets an enemy marked by traps or her net, her next auto attack's timer will be reset partially. Some bug fixes were also done on Piltover's Sheriff's Headshot, which could previously be used while she was being revived.

"Several attacks 'resets' on Caitlyn's Headshots were removed during her ASU (Art & Sustanability Updates). These resets were notoriously difficult to manoeuvre and were not part of Caitlyn's original design," the development team mentioned.

"It wasn't sustainable—or healthy, even—to keep her passive as-is, so we're instead refactoring her Headshot resets in a way that looks smoother and is easier to pull off."

System Buffs and Nerfs

Some system buffs have also been included to boost some of the effects of a few items and runes in the game.

Additionally, players have complained that some items and buffs have too much impact in the game, so some nerfs were implemented for some in-game items, runes, and the Chemtech Dragon Soul.

The balance team also prioritized improving the two new dragons in the Summoner's Rift. One notable change is that all dragon terrains have returned to their regular selection rates.

Dragons:

Chemtech Drake

  • Damage Amp increased from up to 5% to up to 6%

  • Chemtech Dragon Soul - Bleed out period is reduced to 4 seconds, and damage output is reduced by 40%.

  • Chemtech Soul Indicator (new) - Champions revived by the Chemtech Dragon Soul will now have a zombie state indicator on their health bar.

Hextech Drake

  • Bonus attack speed will increase from 5% to 6%, while bonus haste will increase from 5 to 6.

Items:

  • Archangel's Staff – Combine cost reduced from 950 (3000 gold total) to 550 (2600 gold total).

  • Axion Arc - Ultimate refund reduced to 20% (from 25%).

  • Crown of the Shattered Queen – Ability Power lowered to 60.

  • Cosmic Drive – Ability Power lowered to 65 from 75, Health reduced to 200, and Spelldance move speed decreased from 20-10% to 15-5%.

  • Evenshroud – Damage increase reduced from 12% to 9%, and its duration has been reduced to 4 seconds.

  • Frostfire Gauntlets – Damage has been reduced to 12-85, with no HP ratio as before.

Runes

  • Glacial Augments - Slow was reduced to 30% while Attack Damage Ratio increased to 4% per 100 Ability Damage, and Ability Power increased to 3% per 100 Ability Power.

  • Lethal Tempo - Melee attack speed per stack has been reduced to 13%, ranged attack speed per stack has been reduced to 7%, and attack range bonus has been reduced to 75%.

  • Conqueror – Duration has been increased to 5 seconds, and the adaptive per stack has been increased to 2-4.5.

  • Predator – The developers mentioned that "it's become clear that this powerful version of Predator is undercutting counterplay." They decided to revert changes to address this. Maximum move speed has been reduced from 60% to 45%, and Ramp-up time has been increased to 1.5 seconds.
