WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. They spoke on condition of anonymity to discuss private conversations.Others potentially in the mix for the role include Lisa Monaco, a former homeland security adviser and senior Justice Department official in the Obama administration, and outgoing Alabama Sen. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Halifax councillors want to crack down on landlords who purposely make rental units unlivable as a ploy to pressure tenants to move out of their homes. Rosanna Chilton, a renter in Halifax, said the door to her basement apartment on Joseph Howe Drive was removed on Dec. 1 for 24 hours."My roommate was there when he removed the door and ran away with it," she said. "He wanted to bully us out of here."Chilton had to miss work and make a number of calls before the door was put back. She is looking for another place to live, but has not been able to find one that she can afford.Councillors are hearing from other tenants with similar stories."I just had another note from a young woman who had her doors and windows taken off," said Coun. Pam Lovelace. "Landlords should know that Halifax will not put up with this."Councillor calls for $10K finesThe province handles landlord-tenant disputes, such as overdue rent, through the tenancy board. The municipality is responsible for health and safety standards of rental buildings."If the tenancy board has problems, that's an issue for landlords to take to the province," said Coun. Waye Mason. "But in the interim, they can't do these things that put people's lives at risk."Mason said there should be a $10,000 fine per day, per incident, and the municipality should have the ability to send in a contractor to immediately replace a door or window.HRM officials are already working on a new rental bylaw that will have occupancy standards and a rental registry. Mason is calling for new fines for health and safety violations to be included in the bylaw, which is expected to be ready by April."I think our bylaw officers need the biggest stick possible," he said. With the ongoing COVID-19 pandemic, that will mean a few adjustments, but the annual festival is still going forward starting Thursday from 7 to 9:30 p.m. Speaking Tuesday, Michelle Day, executive director for Nikka Yuko, said things could change as the event goes on and to stay tuned for updates and check online for any other details. “We need our community support and that comes with patience and being able to be flexible,” said Day. “Working with Alberta Health Services and the City of Lethbridge, we are going to be able to continue our Winter Light Experience. We’re going to continue to monitor the guidelines as they may change. They may have new ones or they may relax them in the future. By this time, it’s going to be as much of a touch-less experience as possible. But we’re encouraging everybody in our community to show support and come out to our Winter Light Festival as it is a safe experience.” With the current guidelines, the first weekend of the Horse and Wagon rides and the first Shakespeare in the Garden performance have been cancelled. “But we’ll continue to monitor (the situation) and as we go along, we might be able to add more programming as the guidelines change, and that’s where we need the communities support and flexibility in the sense (the events) might happen after Christmas or in January,” said Day. As for the events going forward — following COVID guidelines laid out by AHS – a maximum of 100 people will be allowed in the garden per half hour, said Day. “We’re staging the entry ways and all access to the garden has to be done online,” said Day. “I know our community is used to just showing up and going to the visitors’ centre but, unfortunately, we can’t do that. We feel it’s important we work with Alberta Health Services to ensure the tracking is there.” Private events are still able to be booked, said Day. “What we’re asking our companies and our customers during their private events is no gathering-like activities, so no speeches. But we can hand out things at the door and stage entry. “We’re also making sure we have things for people to take home. We’re going to have an enhanced brochure to give everybody when they come to learn more about Japanese and Canadian winter customs.” For the kids, Nikka Yuko has teamed up with local artist Eric Dyck to provide a colouring package. “With Panasonic and their projectors, we’ve teamed up with a local anime gentleman, Keith Morgan (a local CG-Generalist and compositing artist) and he’s going to be telling a story throughout the garden (with) one-minute episodes,” said Day. “So people can space, but enjoy a story and experience along with the lights. We heard that, so I think this Winter Light Festival is so important to our community for both those reasons. It’s outdoors, it’s a connection to nature and it’s a safe location to go.” Day added the Garden was built and designed to promote mental health and wellness and a place to go to reflect. “We don’t lose sight that sometimes the winter months are hard. The Saskatchewan Health Authority (SHA) is expanding its visitor ban to Regina hospitals on top of long-term care and personal care homes.The new restrictions come as Regina continues to see rising COVID-19 case numbers.The changes go into effect at 8 a.m. CST Thursday and will be reassessed in 14 days, SHA said.The SHA is limiting family presence and visitation to compassionate care only in all Regina SHA acute care facilities. Compassionate care reasons may include, but are not limited to, family or support persons during end-of-life care, major surgery, intensive care, pediatrics, and inpatients and outpatients with specific challenges."The decision to restrict family presence is not taken lightly. These measures are in place to keep you, your loved ones, and health-care workers safe," said the SHA in a press release. On Tuesday the province reported that Regina was the zone in the province with the most new cases, with 67. As of Tuesday, Regina had 26 people in hospital and another seven people in intensive care due to COVID-19.

The Lower Thames Valley Conservation Area wants residents to voice their opposition to changes made by the provincial government to the Conservation Act. On Nov. 5, the Ontario government held its first reading of Bill 229 known as the Protect, Support and Recover from COVID-19 Act. Of the many changes in the omnibus bill included the Conservation Act. Mark Peacock, CAO secretary treasurer of LTVCA said he takes particular issue with changes that now limit the scope of what a conservation authority’s mandate is. “Basically, the object or purpose of conservation authorities, since 1946, has always been the same; to do watershed management to better the watershed. We’ve been doing that for 70-some-odd years and made significant connections with our farmers, communities and took local action to make our watershed better and protect the species,” he said. Peacock said the new mandate would limit authorities’ programs and services related to the risk of natural hazards. “That’s not what a conservation authority is all about or what the public expects us to be.” Bill 229 would also allow the ministry to “arbitrarily make a decision” regarding permits for developers who would be allowed to appeal conservation authorities’ decisions directly to the ministry. The current system was put in place after Hurricane Hazel struck southern Ontario in 1954, killing more than 80 people living on flood plains. In response, the provincial government amended act to enable conservation authorities to acquire lands for recreation and conservation purposes, and to regulate that land for the safety of the community. “One of the challenges we have is we are trying to make it so people can work together. You can very well make it so one person’s piece of shoreline blows out. We are trying to get neighbours to work together to support each other, If people start appealing this stuff, decisions may be made that don’t necessarily work to follow larger shoreline problems,” Peacock said. One of the first principles passed in the early days of the Conservation Act was that the costs of projects should be shared by municipalities and by the provincial government. A local conservation authority follows the natural boundaries of the watershed, not municipal lines, Peacock explained. However, the new act would make it so that the municipal councillors who sit on LTVCA are only responsible for their municipalities. “But the purpose is to get all the member municipalities together to work for the betterment of the watershed, not just the municipality. Takes away from the whole concept of what we are about,” he said. “We are saying Lakeshore and Chatham-Kent have to get together because if Lighthouse Cove floods, that affects everyone. So farmers have to work together to be responsible to everybody on the river.” Peacock said Bill 229 is only an enabling act so the full effects it will have on conservation authorities will not be known until regulations for the act are passed. In the meantime, Peacock is hoping to drum up local support by having residents reach out to their local MPPs and discuss the issue. “The idea of a conservation authority is about a municipality forgetting about the square lines of their map and realizing water runs right from the top to the bottom.”Jenna Cocullo, Local Journalism Initiative Reporter, The Chatham Voice
Homelessness in Hythe and the possibility of establishing a shelter in the village have become hot topics in the wake of this year’s economic downturn. The Village of Hythe is requesting feedback ahead of proposed virtual town hall to discuss the issue. “This is the first time to my knowledge that we’ve really experienced the issue, so we’re looking at options for how to deal with it,” said mayor Brian Peterson. No date has yet been set for a virtual meeting, said Leona Hanson, village chief administrative officer. Peterson said he doesn’t believe homelessness is widespread in Hythe, but it poses a great problem to those directly affected. “It’s a small-scale problem, but with large impacts to individuals,” he said. Peterson said he doesn’t believe the number of homeless residents exceeds a half dozen. There is a combination of causes of local housing instability; COVID, falling oil prices and their impact on the economy, he said. The former 7 Lakes Motel near Tags had provided long-term housing for many people and its closure earlier this year has contributed to the issue. Some of the former residents have found other accommodations, but others haven’t, Peterson said. Though rumours have been circulating on social media that the former motel will be re-purposed as a homeless shelter, nothing concrete has been received by the village, said Peterson. A number of concerned citizens have begun discussing how to address homelessness in Hythe, and the idea of re-purposing the motel has been suggested, he said. The group isn’t yet well-established and it hasn’t yet proposed a plan, Peterson said. If the former motel were to be converted into a shelter the village would need to approve that re-purposing through a development permit process, he said. Village CAO Hanson is working on a potential virtual town hall before a plan is advanced, Peterson said, adding the village isn’t considering funding a facility because it lacks the resources. Peterson said there’ve been no applications for a development permit yet, but the process has typically taken months. Homelessness is an urgent issue, but he said the process needs to ensure a good plan for a shelter is in place. “You need to do it right, and ask, ‘Is it the right place?’” Peterson said. “The shelter is a basic concept, but I need a lot more information than that.” He said he’s heard concerns from residents about having a shelter in the community, including whether the village can handle issues often associated with homelessness, mental health and addictions. “Those are valid concerns, and how do you deal with that and what resources are available?” Peterson said. “We certainly don’t have those resources available here today.” That said, some Hythe residents are already struggling with housing instability and mental health or addictions and Peterson said he’s not aware of anyone moving to Hythe to use the shelter. Other residents have expressed concerns about the rising crime they perceive would come with a shelter. Peterson said RCMP response times in Hythe are already an issue. “Adding extra stress to the system is not a good thing,” he said. SIOUX LOOK — Sioux Lookout Ontario Provincial Police have released the name of a woman who died in a house fire last month as they continue to determine the cause of the fire. Clara Ash, 37, of Sioux Lookout has been identified as the individual who died in a house fire on Nov. 19. In a news release issued Wednesday, Dec. 2, police say the cause of death was smoke inhalation. Police responded at approximately 6 a.m. on Nov. 19 along with fire and emergency crews to an apartment on First Avenue in the municipality of Sioux Lookout. Two individuals were extracted from the building and neighbouring units were safely evacuated, according to a news release. A third deceased individual was located by firefighters. OPP continue to investigate the cause of the fire under the direction of the criminal investigations branch, the chief coroner, and the Ontario Fire Marshal. Orillia OPP officers responded to a 911 call about a robbery outside an Atherley Road business at about 11 p.m. but were unable to track down the suspects at the time. Following further investigation, police identified the suspects and arrested them in Port McNicoll. Officers seized a replica Glock handgun, and two prohibited knives, one doubling as brass knuckles. Police allege a female suspect ordered the victim to hand over her money and cellphone while a male suspect pointed a handgun at her. An 18-year-old Midland man and an 18-year-old Tay Township man are charged with robbery using a firearm, robbery using violence and uttering threats. WALTHAM, Mass. — The attacks come after dark, without warning, usually from behind. The victims, all men, are hit so hard on the head with some sort of blunt object that they are often knocked to the ground and require medical attention. The apparently random string of at least 10 attacks in the Boston suburb of Waltham has angered city leaders, frustrated police and frightened residents. “There is definitely a fear factor in our city right now,” police detective Sgt. Steve McCarthy, who is leading the investigation, said at a news conference Tuesday. The attacks started Nov. 10 at the Gardencrest apartment complex but have spread to the downtown of the city of about 60,000 residents roughly 10 miles west of Boston. The latest attack was the day after Thanksgiving. “People are concerned, and a small group of people are genuinely scared,“ said City Councilor Sean Durkee, whose ward includes Gardencrest. “I have always told people that there is no place in Waltham I would not let my mother walk at night — until last week. It’s not the sort of thing that happens here.” Unnerved residents are changing their routines and paying more attention to their surroundings. “My God, we're scared," Amos Frederick, 37, said Wednesday as he walked through the complex. “All of us stay indoors except during the day. If someone is just walking to their car, we watch out for them." Nathan Lumunye, 24, works nights at a home improvement store. “I have to go to work," he said. “So I make sure I leave the house earlier and keep an eye out." The victims have all been men, and all on foot, but they range in age from 20 to the mid-40s and are of various ethnic backgrounds, Police Chief Keith MacPherson said. All have been ambushed after dark by someone wearing a mask or with a hoodie pulled tight around their face, the chief said. One victim was walking a dog. One was getting into a vehicle. A U.S. Postal Service mail carrier was also attacked. Some required hospitalization. “They’re pretty serious injuries, including orbital facial fractures, fractured nose, lacerations to the face. So we don’t believe it can be just someone’s fist,” the chief said. Emerson Antonio Aroche Paz was struck in the head twice around 10 p.m. Nov. 25, he told The Boston Globe. He wiped the blood from his face so he could see his assailant, but the person had fled. He called 911 and went to the hospital. “My nose broke. Part of my head is cracked,” Aroche Paz said. “But my brain is fine.” Because of the manner of the attacks, and because the attacker immediately flees, victims have not been able to provide a clear description to investigators. The city has released surveillance images of a suspect that have led to some tips, and offered a $5,000 reward for information that leads to an arrest and conviction. “We do have a couple persons of interest,” McCarthy said. What is sparking the attacks remains unclear. “The motive is somewhat in question but it appears to be a thrill of the assault, or someone who’s very violent and enjoys seeing someone hurt by this,” MacPherson said Tuesday. “There’s never been a robbery. It’s always been just an assault and the assailant takes off.” Waltham police consulted with Boston police to determine whether the attacks could be some sort of gang initiation, but that does not appear to be the case. Although police are not sure if they are searching for one attacker or more, the suspect is likely working alone and is probably motivated by thrills, enjoyment, a sense of power and a sense of dominance, James Alan Fox, a professor of criminology, law and public policy at Northeastern University said in a phone interview Wednesday. “This person is holding the entire city of Waltham in his grip of terror,” said Fox, who has written several books on mass murderers. The fact that the victims are men may indicate the attacker has some sense of morality. “He may feel attacking women is unfair. It’s too easy. He believes you don’t hit a girl or a woman,” Fox said. In response to the attacks, police have stepped up patrols with both uniformed and plainclothes officers and are also using drones for aerial surveillance. YEREVAN, Armenia — Thousands of demonstrators rallied in Armenia's capital Wednesday to continue to pressure the ex-Soviet nation's prime minister to resign over a peace deal with neighbouring Azerbaijan that domestic critics see as a betrayal of national interests.The Russia-brokered agreement took effect on Nov. 10 and followed 44 days of fierce fighting over Nagorno-Karabakh, during which the Azerbaijani army routed Armenian forces and wedged deep into the separatist territory.Armenian Prime Minister Nikol Pashinyan has defended the deal as a painful but necessary move that prevented Azerbaijan from overrunning the entire Nagorno-Karabakh region.Some 4,000 protesters marched across downtown Yerevan Wednesday chanting “Nikol, you traitor!” and “Nikol, go away!” Police detained scores of demonstrators at a smaller protest on Tuesday, but didn't interfere with the larger rally.Nagorno-Karabakh lies within Azerbaijan but has been under the control of ethnic Armenian forces backed by Armenia since a separatist war there ended in 1994. That conflict left not only Nagorno-Karabakh itself but large chunks of surrounding lands in Armenian hands.The peace agreement Pashinyan signed saw the return to Azerbaijan of a significant part of Nagorno-Karabakh. It also obliged Armenia to hand over all of the regions it held outside the separatist region. A report from an international organization that monitors global biodiversity says climate change is an immediate threat to one-third of all World Heritage Sites, including one in Canada's North. The International Union for Conservation of Nature says of 252 natural World Heritage Sites, 83 are threatened by climate change. The group's World Heritage Outlook 3 report, released Wednesday in Switzerland, says those sites include the Great Barrier Reef and locations ranging from South Africa to Brazil along with Kluane Lake in southwest Yukon. The report assigns a "critical" rating to the Great Barrier Reef for the first time, while it says the rapidly melting Kaskawulsh Glacier has changed the water flow into Kluane Lake, depleting fish populations. The study assesses threats to the protection and management of unique values within each World Heritage Site and finds 30 per cent face threats of "significant concern," while critical threats exist in seven per cent of the sites. The report says half of the sites have "effective" or "highly effective" protection and management, with sustainable funding being the most common issue rated as a serious concern. The International Union for Conservation of Nature is composed of government and private groups from 170 countries, including Canada, and spokesman Peter Shadie says it aims to ensure a "brighter future for nature's finest." "The findings of the IUCN World Heritage Outlook 3 point to a dire need for adequate resources to manage our irreplaceable natural areas," he says in a statement. Tay council wrangled with budget-item options in an attempt to bring down the proposed tax levy as much as possible, eventually settling on a 2% increase. The number is expected to go down to at least 1.4% or 1.2% once the blended tax rate from the county is shared with the municipality, said treasurer Joanne Sanders, who presented a detailed budget to council at its recent special meeting. She told councillors about items that had been taken off the list to help bring the tax rate down to 2%, including major expenses like repairs to bridges. "Granny White bridge, Rumney Road culvert and the Rosemount Road north bridge have all been removed from the capital budget," she said. "We did some more research there and no safety issues came up. The most recent bridge report still had those repairs in the one- to five-year category." These projects will be re-assessed during the 2020 bridge report, added Sanders. And with growth, comes surplus And it is this surplus, said Sanders, which is helping keep the tax rate down. "We are projecting a healthy surplus for the close of 2020," she said. "The greatest contributors are salaries and the supplementary assessments, which created additional income. There is a surplus of $349,500 left in the 2020 projected surplus. We do have funds to work with." Most of that money, Sanders said, has come from growth in the area. "Rather than $93,000 being covered by growth, we're looking at $128,000," she said. "That reduces our reliance on the reserve from $66,500 to $31,500." And with the additional bylaw summer student and administrative summer student positions also taken out of the budget, the reliance on surplus fell further to $19,600. Deputy Mayor Gerard LaChapelle warned about relying too much on growth. "Moving forward, we need to remember the future may not be so kind to us," he said. "We're running out of inventory. Do we require that growth to balance our budget? What impact does that have year-in and year-out?" Sanders said money from supplementary assessments as a result of growth in the area doesn't show up immediately on a budget, but trickles in over a few years. But with great growth comes higher liability, and that means higher insurance costs, she said. According to the budget Sanders shared, insurance costs are estimated to increase by 20% or $84,000 for next year, adding she doesn't see a light at the end of that tunnel. "They're not saying the landscape is going to change," said Sanders. "Last year, we looked at increasing our deductible to decrease our rate, but I don't see a huge light at the end of the tunnel." Capitals projects Coun. Jeff Bumstead wasn't sure if that move would end up saving the township any money in the long run. "If we're pushing these replacements to the end of that one- to five-year suggested range, are we looking at further cost or replacement?" he asked. Rick Bingham, interim operational service general manager, agreed with the councillor's assumption. "You need to do some rehabilitation before it gets to the point you have to do a reconstruction," said Bingham. "I think there are quite a few of them that will need to be reconstructed because they haven't had any rehabilitation done over the years. "I understand the former director had engaged the consultants to do a feasibility review and they will be providing a report over the next couple weeks on how money is best spent on bridges so we can stay ahead of the game," he added. Seeing the trend of removing projects from the capital budget, Coun. Barry Norris came up with another 'money-saving' suggestion. "The dry hydrants for the rural areas; I don't support it," he said talking about the emergency preparedness list. "The fact that we have tankers and mutual aid, I still can't support that at this point in time. Council may want to weight in to defer that expenditure." Fire Chief Brian Thomas made the case for fire safety. "The dry hydrants are a water source for the fire department to use while they're fighting fires out in the rural areas," he said. "We have $10,000 down for the next three years to find locations and get agreements with property owners so that we can enter their property to access the water sources. We do have mutual-aid agreements, but we still need the water source for all those tankers. The closer the water source is the more readily available; then the firefighters will have the amounts of water they will need." Then Norris focused on the planned sidewalk for Seventh Avenue and wondered about $127,000 expenditure. "I find it tough to increase that. The next thing we're going to have to do is clear it through the winter," said Norris, who instead suggested staff should consider putting in a base and a screen top over the pathway. "If it's substantially used, I have no problems putting a top coat on," he said. "To allow $30,000 to do that, let's see how it pans out. We can deviate that to another part of the capital." That suggestion did not sit well with Coun. Sandy Talbot, who said she wasn't sure why Norris had a problem with a project she considered a 'no brainer.' "This has been on the books for two years," she said, noting the safety of children who catch a bus there is a paramount concern. "I'm not sure if you're aware there's an incline on that road on Seventh Avenue, which is like a speedway and people are going down the road at unbelievable speeds. We need this. People walk this road on a daily basis. We need to ensure the safety of our residents." And she had support from councillors Paul Raymond and Mary Warnock. "I agree with Coun. Talbot," said the latter. "They've waited long enough. Sidewalks are important in our community to make them walkable. As we're going to see in official plans that come out, making our communities age-friendly, sidewalks are going to be a priority. I don't think there's any reason to delay this any further." With that, Norris' bid to remove those two items from the list was defeated. Expenses and overtime Talbot had her own concerns over some of the items contained within the budget. "Under expenditures, there's a cost for a rental car for $7,000. What did we need that car for?" she said. Sanders said that was thanks to COVID-19 restrictions. "It was for bylaw due to physical distancing requirements," she added. "It's on the COVID-related expenses list." Talbot then said she was concerned about the amount of overtime recorded. "It's $55,000," she said. "Can you give me an explanation of that? It's a lot of money. It's almost another position." Sanders said that wasn't just in one department, but spread across various township sections. "In a lot of cases, overtime was worked due to COVID-19, additional research and setting stuff up," she said. "There was also additional time that we felt was worked because we didn't necessarily fill positions as quickly as we would have because filling positions wasn't feasible during the height of COVID-19. So you have staff doing double-duty and that's why you see a fair bit of overtime." Talbot said she would like to see overtime kept in check moving forward. "Our aim should be reducing the overtime hours," she said. "I understand (the need) with our snowplow drivers or a public works emergency. But we need to be adherent to the lowest overtime we can allow. We're responsible for the monies of this township. In turn, we need to adhere to some kind of reduction in the overtime as possible." Grants and funding requests This section will be discussed in further detail at an upcoming December meeting, still council directed staff around two moves. "We can take the YMCA out," said Mayor Ted Walker. "They're not going to take us up on the loan offer." He took a bit of a hard line around the funding request made by the Severn Sound Environmental Association. "They had a huge increase last year and this year, the increase looks rather substantial as well," he said, talking about their request of $76,070 from 2019, that increased to $108,462 for this year and has gone up further to $122,042 for next year. "I'm wondering if we've heard anything back from them about this huge increase. With a fresh layer of snow on the ground, many in the community are anxiously awaiting the start of the 2020 ski season. “Skiing, like other activities, such as snowshoeing and hiking, can be a safe way for individuals and families to exercise during the winter months,” said Dr. Ian Arra, the medical officer of health for the Grey Bruce Health Unit (GBHU). “Cross-country and alpine skiing are enjoyed at many locations across Grey and Bruce.” One of the largest draws for winter adventure in the area is, of course, Blue Mountain Resort. However, due to the ongoing COVID-19 pandemic, operations at the resort will look a little different this year. “This season, we will be prioritizing pass holder access to the mountain and limiting day-lift tickets. Guests cannot arrive at the resort and purchase a day-lift ticket – all tickets must be purchased online and the number of available day-lift tickets has been significantly reduced,” said Tara Lovell, manager of public relations for Blue Mountain Resort. She adds that the number of available day-lift tickets will be based on available terrain, skier-visit data and available indoor space at the resort’s three base lodges. “The most important thing for visitors to know is that this year more than any other, the need to plan ahead. Research current public health guidelines, go online to plan and pre-book their experiences before arriving at the resort,” Lovell added. According to Arra, the GBHU has actively been working with area ski clubs and resorts to assist in modifying operations in order to reduce the likelihood of close contact between people. “The biggest risk is likely to be through close contact with other individuals, especially if people are not wearing facial coverings. Any activity where there are crowds of people, especially closer than two metres, is a concern,” Arra said. In relation to the ski hill, GBHU has released the following ski-specific guidelines: For individuals, the health unit recommends: “When guests arrive at Blue, we encourage skiers and riders to come to the hill prepared to ski,” Lovell said. “Masks are required. In accordance with our local public health guidelines, masks or face coverings will be required without exception in the lift line and on the lifts.” But what about crossing county or health unit lines for a day on the slopes? For instance, the Town of Collingwood sits in the County of Simcoe under the umbrella of the Simcoe Muskoka District Health Unit (SMDHU), which is currently in the Public Health Classification Level of stage three or zone orange. Yet, on the edge of Collingwood’s town limits sits the Blue Mountain Resort, which resides in Grey County and the GBHU, which is currently in stage two or the yellow zone. “The GBHU would advise people to keep up to date with current government requirements and guidelines. Currently, the province of Ontario is advising people in high-risk areas to not travel to areas of lower risk,” said Arra. Current provincial advice states travel from high-risk areas is to be restricted and should be for "essential purposes only." Dr. Charles Gardner, medical officer of health for the SMDHU, recently voiced his concerns around allowing visitors into the area from other high-risk regions. “The province’s official advice is that residents from grey and red areas not travel. ... Recreational skiing, while a pleasure … is not essential,” he said, adding that he would go as far as “recommending” businesses adopt a policy to only serve customers from orange zones or lower. Gardner also recently issued a letter to all the municipalities in the region, which strongly recommended they prohibit access to their recreational facilities by anyone residing in a red or grey zone. He also recommends residents in Simcoe-Muskoka not travel to regions that are under yellow or green restrictions except for essential purposes such as work, school, or medical appointments. For now, according to Lovell, Blue Mountain Resort does not have any travel restrictions in place for those travelling from high-risk areas. “At this time, we have not put formal travel restrictions in place. We do strongly encourage all visitors to review and abide by their own local public health guidelines and any guests planning to visit Blue Mountain must review and be prepared to adhere to our Personal Responsibility Code,” Lovell said. For the ski resorts operating in Simcoe-Muskoka, the SMDHU released a letter to area resorts at the end of October outlining the public health requirements for the coming season. According to the SMDHU, ski and snow resorts are permitted to open in stage three but are subject to various operating requirements, such as: “Daily screening applies to members of the public, staff and volunteers who only attend outdoor settings at ski and snow resort facilities even if they do not go inside a resort building,” noted Gardner in the letter to area ski resorts. In addition, earlier today Garnder released an updated letter of instruction for businesses and organizations located in the County of Simcoe, District of Muskoka, City of Barrie, and the City of Orillia. The new letter provides further detail around the expectations of screening of employees; physical distancing and ramifications for close contacts of an employee diagnosed with COVID-19. For the ski industry, the largest takeaways in the directive will be the requirement to: * Appoint a compliance officer responsible for the implementation of a COVID-19 safety plan * Utilize physical barriers (such as plexiglass) where reasonably possible, in particular in environments where physical distancing cannot take place. Note that a face shield is not considered an adequate face covering - a face mask must also be worn * Ensure accurate and updated contact information for all employees * Minimize instances of more than one individual per vehicle for driving associated with work. The additional requirements will come into effect on Dec.5. Kelly Sinclair, part-owner and operator of Highlands Nordic, a cross-country ski facility located in the Niagara Escarpment just outside of Duntroon in the SMDHU district, says operations at her resort have also been adapted for COVID-19 safety protocols. “As a cross-country ski resort we operate a little differently than a downhill resort. The obvious part is that we don't have a chairlift, which is the biggest restriction for downhill skiing,” Sinclair said. In regards to limiting traffic from other high-risk areas in the province, Sinclair says the resort does not have a policy in place currently but will follow the guidelines provided by Simcoe-Muskoka and Clearview Township. “We have needed to hire some additional staff to accommodate the demand for cross-country skiing and to ensure our facility stays clean and welcoming. We are a hardworking team who are ready to adapt and take on any tasks,” she said. Sinclair notes that anyone looking to visit Highlands Nordic should come with knowledge of the current public health recommendations and as ski-ready as possible. “We are encouraging skiers to come ready to ski, limit their time inside as much as possible and embrace winter!” she said. Editor's note: This story was first published on Oct. 2, 2020 Recycling company Geep is in a legal battle with Apple Inc. over the tech giant’s claim that the Barrie-based company allegedly stole and resold nearly 100,000 iPhones, iPads and Apple Watches it was supposed to destroy. According to a report in the Financial Post, Apple has filed a lawsuit demanding $31 million in damages and any proceeds from the resale of goods. In September 2019, Geep Canada merged with the Shift Group of Companies to form Quantum Lifecycle Partners, which has a large recycling plant on John Street in Barrie. Quantum is not named in the lawsuit. The Financial Post also reports that Geep has denied all wrongdoing and filed a third-party suit claiming employees stole the Apple devices without its knowledge. Apple’s lawsuit claims 11,766 pounds of Apple devices left Geep’s premises without being destroyed. These allegedly misappropriated devices were then subsequently sold at a significantly higher price than other recycled materials, the lawsuit claims. None of the allegations have been proven in court. Quantum Lifecycle Partners (formerly Geep) has no comment because the case is before the courts. The recommended quarantine time for close contacts of a positive COVID-19 case is being reduced by up to a week in the United States, but while some of Canada's health experts say a similar approach could be useful here, others aren't so sure. The U.S.-based Centers for Disease Control and Prevention (CDC) announced Wednesday it had shortened the recommended length of quarantine after exposure from 14 days to 10 — or seven days with a negative test result. Health Canada was still recommending a 14-day quarantine period as of Wednesday, but Dr. Zain Chagla, an infectious disease specialist at McMaster University, says cutting that time in half would be beneficial. "It would be super important for the sake of incentivizing people to actually quarantine after exposure," he said. "And there's a lot of different things that could theoretically open up — getting health-care workers back to work, getting kids back to school — a lot of ways where this could ease the burden of potential exposure in society." The CDC had previously said the incubation period for the COVID virus could extend to 14 days, but the organization now says most people become infectious and develop symptoms between four and five days after exposure. Chagla says the 14-day window was likely inspired from SARS data, where the incubation period was longer. While isolation and quarantine are sometimes used interchangeably, Chagla says there's a difference in the terms. Isolation is for those who have tested positive, while quarantine is for people who may or may not actually have the virus, like close contacts of positive cases or those travelling into Canada. Isolation recommendations for positive cases vary, but are typically 10 days after symptom onset. Ashleigh Tuite, an epidemiologist at the University of Toronto, says a change in quarantine guidance reflects our evolving understanding of COVID-19. "If you're exposed, it takes a couple days for you to become infectious, so (seven to 10 days) should be enough to tell whether you've got the virus," Tuite said. "But of course, that's assuming your experience is reflective of the typical course of infection." The key to the CDC's new guidance for Tuite is having the option to end quarantine at seven days with a negative test result. She suspects that's in place to stop people who have the virus but no symptoms from ending the quarantine period too early. A positive test at Day 7 would mean that person should continue to isolate, Tuite said, while a negative result would mean they could safely end quarantine, knowing enough time has passed since exposure to confidently assume they won't still get sick. Dr. Don Sheppard, the founder and director of the McGill Interdisciplinary Initiative in Infection and Immunity (MI4), says the CDC's plan makes sense scientifically, but there would be logistical issues in testing every COVID contact in Canada who wanted to end their quarantine at Day 7. "It's impossible to do that," he said. "It's either 14 days of proper isolation, or it's seven days with a negative test, and right now our system cannot offer seven days plus testing to the public at large." Testing capacity does exist in certain situations, Sheppard said, like for health-care workers and other front-line staff that need a quicker quarantine to get back to work. He cautioned, however, that taking a test on Day 7 still means isolating for an extra day or two while awaiting results. Quarantine also needs to be done solo in order to work, Sheppard added, warning that the CDC guidance isn't meant as a loophole for holiday gatherings if your family isolates together for seven days before an event. He used an example of military recruits in the U.S. who were told to quarantine for 14 days before reporting to camp. A handful of positive tests (0.9 per cent) were caught upon arrival, suggesting true quarantine hadn't been followed. Those recruits were sent home while the rest underwent another group quarantine. When tested again two weeks later, the positivity rate had grown to 1.3 per cent. "Why? Because there were people incubating and they turned positive. And those people infected others in their groups," Sheppard said. "So if you don't do strict, single-person isolation, you don't actually break the cycle of transmission, you just pass it around in your group." Tuite says that further illustrates the usefulness of a shortened quarantine period. A mother with young children, or someone who shares a small apartment with another person will find it harder to properly quarantine for longer periods, she said, as will someone who can't afford to take a full two weeks off work. "It really comes down to having the means to do it," she said. "Can you survive for two weeks if you're not getting income? Can you isolate in a household with multiple people? "We need to have support in place so that people can quarantine, and that doesn't change whether it's for a week or 14 days. But it becomes much more challenging when it's for longer periods." We’re making it through the holidays.” Helping others get in the holiday spirit is part of the legacy of her iconic holiday tune, “All I Want For Christmas is You.” But the Christmas chanteuse will soon gift the world with a new present: the Apple TV+ event “Mariah Carey’s Magical Christmas Special.” Carey hopes to provide some Christmas cheer during a time some may need it more than ever. “(Apple TV+) was able to help realize this dream of really doing something special and spectacular and not having … a regular concert,” said Carey. “During COVID, people made magic happen with this … it feels like another very big, historic kind of a moment.” After “All I Want for Christmas” historically hit No. 1 on the Billboard Hot 100 during its 25th anniversary last year, Carey says the idea of a special was sparked just a couple of months later.
