Man confessed to cycling nude on Lazarus Island, and exposing himself to NTU, NUS students
A 54-year-old man pleaded guilty to three counts of appearing nude in a public place under the Miscellaneous Offences (Public Order and Nuisance) Act.
Leong Weng Wai, a Singaporean, cycled nude on Lazarus Island on 14 and 15 Nov 2023, where two female campers spotted him in various states of undress.
The two victims spotted him several times across both days, and in one instance, claimed that his clothes were "washed away" to sea.
They also informed the police about a naked man on Lazarus Island later that month.
Leong also admitted to exposing himself to female students at NTU and NUS in May last year.
On 18 May 2023, about 10pm, Leong flashed a woman and her friend, a student at NUS, at a toilet for the disabled at the Stephen Riady Centre of NUS' University Town.
He claimed he injured his elbow and knee and only pulled up his pants after they asked him to repeatedly.
On 23 May 2023, Leong was lying on a wall near a toilet for the disabled at NTU and asked a female student to help him up.
Only his buttocks could be seen then but as she assisted him, his private parts were exposed.
Another victim who had been flashed by Leong that same night returned to the spot with her male friends and saw the the new victim helping him.
Police reports were made for both incidents.
The judge called for a report to assess Leong's suitability for a mandatory treatment order and adjourned sentencing to September.
