March Meeting RM of Fish Creek

On Tuesday March 2, 2021 the Rural Municipality of Fish Creek No. 402 held a Public Hearing for the Discretionary Use Application for a Non-farm Residential Subdivision NW ¼ Sec. 11-41-28 W(2) Patrick & Joanne Halter at the Municipal Office Council Chambers, 121 Main St. Wakaw, SK. Council Members present included Reeve Bob Kramchynski, Councillors Lawrence Sosnowski, Hollie Remenda, Peter Roslinski, Chris Dutchak, Corey Venne, and Maurice Werezak along with CAO Terrence Schneider. Corey Venne and Maurice Werezak participated via Zoom.

The hearing was called to order by Reeve Kramchynski at 9:00 am.

There were no Submissions either written, verbal, or electronic.

No one was present from the General Public to make a submission or present any verbal questions.

Cllr. Remenda moved that the Public Hearing be closed at 9:05 am Crd.

The regular meeting of the Council of the Rural Municipality of Fish Cree No. 402 was held on Tuesday, March 2, 2021 in Council Chambers, 121 Main St. Wakaw, SK with Reeve Bob Kramchynski, Councillors Lawrence Sosnowski, Hollie Remenda, Peter Roslinski, Corey Venne, Chris Dutchak and Maurice Werezak and CAO Terrence Schneider in attendance. Cllrs. Corey Venne and Maurice Werezak participated via Zoom. Reeve Kramchynski called the meeting to order at 9:05 am.

Cllr. Roslinski moved that the agenda be accepted as presented. Crd.

After the presentation of the minutes of the previous meeting, Cllr. Dutchak moved that the Minutes of the previous meeting held on February 2, 2021 be approved as presented. Crd.

CAO Schneider presented the report of Financial activities and Cllr. Roslinski moved that the statement of Financial Activities for the month of February 2021 be accepted as presented. Crd.

Correspondence that had been received from SARM relating to SAMA Rural Advisory Committee and Tax Loss Compensation Fund were presented to Council. Cllr. Remenda moved that the correspondence be accepted as presented. Crd.

*Michael Lummerding, Lakeview Pioneer Lodge Administrator, arrived at 9:20 am and left at 9:40 am.

Cllr. Remenda moved that resolution #21/21 approved at the January 12, 2021 regular meeting of Council be rescinded and that funding towards the Lakeview Pioneer Lodge be changed to $2500.00 per year for the years 2021 to 2025 as per their January 4, 2021 request. Crd.

*Foreman Ed Marten arrived at 10:20 am and left at 10:40 am.

CAO Schneider presented the report of Accounts Payable and Cllr. Venne moved that the accounts totaling $129,457.37 be paid. Crd.

Following the lack of any submissions or questions to the Public Hearing of March 2 at 9 am, Cllr. Remenda moved that the Non-farm Residential discretionary use application for subdivision for the NW ¼ Sec 11-41-28 W2 within the AR-Agricultural Residential District under Bylaw No. 60/81 known as the Zoning Bylaw of the Rural Municipality of Fish Creek No. 402, be approved by Council given that it complies with Bylaw 60/81, subject to development of an appropriate approach, at the cost of the applicant, to access the remainder of the ¼ section as per the RM of Fish Creek No. 402 Approach Policy, as indicated in a letter addressed to the applicant that will function as Servicing Agreement, and subject to receiving final approval for the subdivision from the Community Planning Branch-Ministry of Government Relations Crd.

Cllr. Werezak moved that the Alvena Waste Transfer Station Agreement dated February 17, 2021 made with the Village of Alvena be approved and executed. Crd.

Cllr. Remenda moved that Dusty Goller be hired as Seasonal Gravel Truck Driver at an hourly rate of $25.00 per hour with an effective start date of May 1, 2021, subject to a sixty day probation period, and further be eligible for MEPP Pension Plan upon hire and SARM Group Insurance Benefits upon completion of probation period. Crd.

Following a request for a Municipal Heritage Property Designation relating to NE 14-41-1 W3, Cllr. Remenda moved that at this time, due to staff capacity, the applicant be advised that Council accept the Municipal Heritage Designation Request as information. Crd.

Cllr. Dutchak moved that Foreman, Ed Martens, be authorized to attend 2 day Road Maintenance Training Program provided by Evolution Training and Consulting at a rate of $1400.00 per student, and that Reeve Bob Kramchynski and Councillor Hollie Remenda be authorized to attend 1 day Road Maintenance Course at a rate of $400.00 total. Crd.

Cllr. Werezak moved that the January 31, 2021 notice of resignation as Chief Administrative Officer provided by Lois Gartner, that is effective February 28, 2021, be accepted with regret. Crd.

Further to the resignation of Lois Gartner, Cllr. Roslinski moved that in the event that Lois Gartner be requested to provide transitional administration support services to the RM of Fish Creek No. 402, the rate of pay for such services be $40.00 per hour. Crd.

Cllr. Remenda moved that Council enters into an in camera session at 12:50 pm. Crd.

Cllr. Remenda moved that Council returns to regular agenda at 1:05 pm. Crd.

Since CAO Terrence Schneider’s probation period is nearing an end, Cllr. Roslinski moved that effective March 7, 2021 the probation period for Chief Administrative Officer, Terrence Schneider, ends and that he be granted full time employee status effective March 7, 2021. Crd.

Cllr. Remenda moved that this meeting be adjourned at 1:10 pm. Crd.
