WASHINGTON — Disputing President Donald Trump’s persistent, baseless claims, Attorney General William Barr declared the U.S. Justice Department has uncovered no evidence of widespread voter fraud that could change the outcome of the 2020 election.Barr's comments, in an interview Tuesday with the The Associated Press, contradict the concerted effort by Trump, his boss, to subvert the results of last month's voting and block President-elect Joe Biden from taking his place in the White House.Barr told the AP that U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but “to date, we have not seen fraud on a scale that could have effected a different outcome in the election.”The comments, which drew immediate criticism from Trump attorneys, were especially notable coming from Barr, who has been one of the president's most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voting could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail.More to Trump's liking, Barr revealed in the AP interview that in October he had appointed U.S. Attorney John Durham as a special counsel, giving the prosecutor the authority to continue to investigate the origins of the Trump-Russia probe after Biden takes over and making it difficult to fire him. Biden hasn't said what he might do with the investigation, and his transition team didn't comment Tuesday.Trump has long railed against the investigation into whether his 2016 campaign was co-ordinating with Russia, but he and Republican allies had hoped the results would be delivered before the 2020 election and would help sway voters. So far, there has been only one criminal case, a guilty plea from a former FBI lawyer to a single false statement charge.Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.Barr went to the White House Tuesday for a previously scheduled meeting that lasted about three hours.Trump didn't directly comment on the attorney general's remarks on the election. But his personal attorney Rudy Giuliani and his political campaign issued a scathing statement claiming that, "with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation into the president's complaints.Other administration officials who have come out forcefully against Trump's allegations of voter-fraud evidence have been fired. But it's not clear whether Barr might suffer the same fate. He recently allowed his administration to begin the transition over to Biden, but he still refuses to admit he lost.The issues they've have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost.But they've gone further. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing.Barr didn't name Powell specifically but said: “There's been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that.”In the campaign statement, Giuliani claimed there was “ample evidence of illegal voting in at least six states, which they have not examined.”“We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said.However, Barr said earlier that people were confusing the use of the federal criminal justice system with allegations that should be made in civil lawsuits. The Calgary Police Service is still committed to reallocate money to support other crisis response services despite city council's decision to pull from its rainy-day funds instead of the police budget. Police Chief Mark Neufeld had supported giving up $8 million from the 2021 police budget, as long as the funds reallocated lead directly to a drop in call volumes for police officers.Instead, on Thursday council pulled that money from its fiscal stability fund to go toward the community safety framework, which is intended to address gaps in crisis services, outreach services and emergency response, as well as gaps in racially and culturally appropriate services. "Regardless of the source of the funding, the approval of the framework and the commitment of dollars to do that important work is a real win," Neufeld told the Calgary Police Commission during its Tuesday meeting. "But let me be equally clear — CPS proposed initially to reallocate funds to do this work, and we remain completely committed to doing the work."Neufeld didn't specifically say how much money would be committed to the framework, but said more details would be available at the January 2021 police commission meeting. Anti-racism work underwayDeputy chief Katie McLellan also gave an update on CPS' anti-racism work, which is being built out of the city's public hearings on the topic earlier this year. Police had identified six priorities the service is focusing on: * Building a framework with dedicated internal resources to create an anti-racism strategy. CPS dedicated two staff to full-time work leading its anti-racism action committee. * Allocating money to a new call response delivery model, with short term actions including increase support networks, court diversion options and improving crisis triage and working with other agencies. * Conducting an independent review of its school resource officer program, with the report expected by the third quarter of next year. * Evaluating the body-worn camera program, including a look at complaints and use of force incidents. * Developing practices to collect, categorize and report disaggregated race-based data — both relating to citizens and CPS employees. * Researching and implementing an equity, inclusion and diversity tool for CPS policies, practices and reporting — training on that tool is expected to start early next year. "We have lots of things going on … I am optimistic but recognize there's many balls in the air and we need to have that balance, and take time to be thorough and engage and listen to lessons learned," McLellan said. McLellan also presented an update on the service's Indigenous road map, which is focused on addressing calls to action from the Truth and Reconciliation Commission and the Missing and Murdered Indigenous Women and Girls calls for justice. Some of the work that's been completed since last year includes the hiring of an Indigenous strategic engagement coordinator, developing and delivering training to create awareness of different ways to respond to administration of justice offences that see Indigenous people over-represented in the carceral system, and participation in the development of the Calgary Indigenous Court.Commissioner Heather Campbell said police have been able to put together a bit of a "dream team" for their anti-racism work, from Indigenous liaison experts to the committee's two leads, and asked what work still needs to be done. "We recognize the need to include members from the community so they bring that objective, different lens to us. In the interim, we really haven't built what we're looking for," McLellan said, adding that they'll be seeking additional subject matter experts and community engagement in the long-term. WASHINGTON — President-elect Joe Biden’s Cabinet picks are quickly running into the political reality of a narrowly controlled Senate that will leave the new Democratic administration dependent on rival Republicans to get anything done. Under leader Mitch McConnell, the Republican senators will hold great sway in confirming Biden’s nominees regardless of which party holds the majority after runoff elections in January. Biden will have little room to manoeuvr and few votes to spare. As Biden rolled out his economic team Tuesday — after introducing his national security team last week — he asked the Senate to give his nominees prompt review, saying they “deserve and expect nothing less.” But that seems unlikely. Republicans are swiftly signalling that they’re eager to set the terms of debate and exact a price for their votes. Biden's choice for budget chief, Neera Tanden, was instantly rejected as “radioactive.” His secretary of state nominee, Antony Blinken, quickly ran into resistance from GOP senators blasting his record amid their own potential 2024 White House campaigns. Even as most Republican senators still refuse to publicly acknowledge President Donald Trump’s defeat, they are launching new battles for the Biden era. The GOP is suspended between an outgoing president it needs to keep close — Trump can still make or break careers with a single tweet — and the new one they are unsure how to approach. Trump continues to wield great influence over the party as he is being eased out, and senators, in particular, need to keep him close for the Georgia runoff elections. The president is planning to visit Georgia on Saturday, where two GOP senators, David Perdue and Kelly Loeffler, failed to clear the 50% threshold to win reelection in November. McConnell has said almost nothing about Biden’s nominees or next year's agenda as he continues to give Trump the time and space to challenge election results in court cases that have delivered few victories. NEW YORK — Rockin' around the Christmas tree is going to look different for visitors at Rockefeller Center this year, starting with Wednesday's tree lighting ceremony. What's normally a chaotic, crowded tourist hotspot during the holiday season will instead be a mask-mandated, time-limited, socially distanced locale due to the coronavirus pandemic. The tree, a 75-foot (23-meter) Norway spruce, is getting its holiday lights turned on in an event that will be broadcast on television but closed to the public. Among those scheduled for performances are Kelly Clarkson, Dolly Parton, and Earth, Wind & Fire. In the days following the lighting until the early part of January, those wishing to take a look at the tree will have to follow a host of rules. The plaza where the tree is physically located will be closed to the public; instead, there will be specific tree-viewing zones on the midtown Manhattan blocks on either side. Visitors will join a virtual line, and can get text messages to let them know when it's their turn. At that point, they will be directed to specific pods, each of which can hold four people, to look at the tree. There will be a five-minute limit to tree-viewing. Of course, everyone will have to be wearing masks and maintain social distance. Entrance to the skating rink and retail will be separate. The restricted approach is a necessary one, New York City Mayor Bill de Blasio said earlier this week. “It will be limited, the number of people that can get close. This is what we got to do to protect everyone." Workers at Rockefeller Center first put up a tree in 1931. It became an annual tradition starting in 1933. There are three additional COVID-19 cases associated with the outbreak on the third floor of the rehab tower at Hôtel-Dieu Grace Healthcare (HDGH), according to a Tuesday news release from the hospital. The new cases bring the total number of infections associated with the outbreak to 20.The cases have resulted in the temporary suspension of all non-direct patient service providers.The temporary suspension includes: * all Designated Care Partner Visitation Programs (DCPs) * contractors, students and hairdressing services * patients who require palliative care and are actively dying are allowed two visitors present at any given time * patients who require palliative care, but are not actively dying are allowed one visitor. This visitor must remain the same person.The hospital first declared an outbreak at its rehab unit on Sunday."It is important to note that the precautions we are implementing are not just as a result of our internal outbreak," the statement reads."It is equally important because daily numbers of confirmed COVID-19 cases in Windsor-Essex continue to show that we have a significant amount of community spread with a growing list of institutional/schools/workplaces, hospital and LTC/retirement home outbreaks."HDGH said it will continue to work closely with the local health unit and provide updates. KITCHENER — Wilfrid Laurier University’s school of social work has installed gates blocking stairwells to an entrance at their Kitchener campus, a move that social work students and urban planners say is hostile and targets the homeless. Judah Oudshoorn, PhD candidate of social work at Laurier, said this move was a backward decision. “Social work is supposed to be about walking alongside people who are struggling and standing up and speaking out against injustice. We should be inviting people who are street-involved into the building, not shutting people out.” Matt Rodrigues, urban planner and Downtown Kitchener resident, said “gates and other physical barriers tell us who is welcome and how to behave in a space.” With the faculty’s proximity to social services like the Consumption Treatment Services site, St. John’s Kitchen, and the YWCA, Jessica Hutchison, PhD social work student, said that it was clear who the gates are meant to keep out. “People who use drugs or are homeless are often seen as risky or dangerous rather than those in need of care, compassion, and support. This is amplified when the person is Indigenous, Black, or a person of colour,” Hutchison said. Laura Coakley, a master of social work student at Laurier, said the new barriers no longer mark the faculty as space for temporary refuge. The blustery winds and snowfall, severe enough for Kitchener, Cambridge, and Waterloo to declare snow events this past Tues (Dec. 1), foreshadow hardships for street-involved and unhoused people across the Region this winter/spring. The Out of the Cold sites that ran out of churches were shuttered years ago; only two overflow shelters remain in Kitchener and in Cambridge. Despite overwhelming evidence linking homelessness to adverse health outcomes, chronic health issues, and early death, local data on homeless deaths is not collected. Nearly 50 Laurier social work students wrote and signed a letter condemning the faculty’s lack of consultation with students and the wider community in this decision to set up barriers. Dawn Buzza, dean of the faculty of social work, wrote in an email that she acknowledged that conversations to explore all options should have happened before the gates were installed, but that she is “committed to engaging with our community going forward in order to consider solutions that both address safety concerns while also treating the broader community with dignity and respect.” Angry, ashamed, and disappointed, Oudshoorn said that he and many of his classmates feel the gates reflect poorly on the faculty and on the entire field. “It says that social work is not for all people. It says to those who were trying to shelter under the doorway that they do not belong … that we have bought into the idea that property is more important than people.” Oudshoorn said that instead of making communities safer, gates “divide the world into deserving and undeserving of human care. And that mentality and its physical barriers make our communities less safe. I don’t think students knew they needed protection until the fences came up. A group of about 50 retailers called on the Ontario government on Tuesday to open all stores across the province — including those in lockdown regions, where they suggest imposing a 25 per cent capacity limit on "non-essential" stores."We respect the extraordinary efforts you and your administration are making to safeguard the public interest during this extremely challenging time," the retailers said in a letter to Premier Doug Ford and Health Minister Christine Elliott. "The problem is that Ontario's policy of segregating 'non-essential' retailers from those deemed essential might actually be making things worse."The letter was signed by executives from several major retailers, including Hudson's Bay Company, Canadian Tire, Ikea Canada, Roots and Staples Canada. What happens to the state of business in a city when it loses its largest storefront in the downtown core even earlier than expected? It’s a question being mulled by commerce stakeholders and retail experts, along with the provincial and municipal government, as the COVID-19 pandemic forces the Hudson’s Bay Company to close its downtown Winnipeg location two months earlier than previously announced. “In light of recent restrictions on non-essential retail by the Government of Manitoba, we have made the decision to close this location,” said HBC in a statement to the Free Press Tuesday. “We remain committed to working with partners to find opportunities for this historic location that will have a positive impact on the community.” The iconic Canadian departmental shopping chain had announced in October it would be shuttering the Winnipeg store permanently in February due to a “change in consumer behaviour.” But by late Monday, a “closed” sign could be seen outside the mammoth, 650,000-square-foot store on Portage Avenue and Memorial Boulevard — one of the original six stores for the 350-year-old retailer before it expanded across North America. Now, industry decision-makers and onlookers are scratching their heads about what comes next for the vacant building which has more square footage than almost all other buildings in the city. For some, it’s prime real estate smack dab at the heart of a city that’s presenting an “opportunity” for future growth. While for others, it’s a growing concern about the “sad state of affairs” for brick-and-mortar stores. For almost all of them, however, a mixed-use occupancy that combines residential and commercial aspects appears to be the most sensible direction for the building. “It’s definitely an important moment in time where we can truly shape what comes next for all our businesses in the provincial hub,” said Kate Fenske, chief executive officer of Downtown Winnipeg BIZ. “Of course, this closure does have an impact on several businesses nearby because of their proximity to that space and that’s something we need to prevent from escalating.” Citing statistics from a study conducted by the advocacy and marketing group last week, Fenske said while business is deteriorating downtown, investment in the area continues to rise and so does the possibility of new residents moving in. Upcoming capital projects underway have a combined construction value of nearly $1 billion, according to Downtown Winnipeg BIZ numbers, including the $400-million redevelopment of the Portage Place mall right across from the Bay planned for March, 2021. And at least 18,000 people are expected to call the downtown core their home in the next two years. “While it’s in no way surprising that the Bay chose to close, and it’s sad they’re closing even earlier than planned,” said Fenske in an interview. “How we go from here needs to use all that momentum that we still have going on here and use it for the future.” Lisa Hutcheson, managing partner at retail consulting firm J.C. Williams Group in Toronto, said that’s easier said than done. “Retail shopping definitely works in clusters, I mean that’s the whole concept behind having a mall to begin with — to have several stores conveniently in one place,” she said Tuesday. “But now the real question is, where do we go from here when that concept has itself become outdated and is causing closures like this? That’s difficult to answer.” Hutcheson believes the novel coronavirus “only magnified and worsened the inevitable,” given the overall lack of foot traffic in suburban-style malls and an evolving shift to online commerce seen well before the pandemic. “I do still think that if we found a good blend of mixed-use purpose for the building, it would be of great value,” she said. “It’s just that that’s the type of project which is pretty difficult to convince someone to take on right now.” Last year a company-wide valuation of HBC’s real estate holdings valued the downtown Winnipeg building at precisely $0. Over the years, the company has closed some of the store’s six floors along with its basement, consolidating stock on just two levels. Port Hardy and North Island Secondary Schools’ athletic tracks are now closed to the public during school hours — from 8:30 a.m. to 3:30 p.m. Monday to Friday. The tracks are popular with walkers, runners and dogs playing fetch almost every day of the week. But in order to keep the school safe for students while provincial COVID-19 cases continue to rise, School District 85 made the choice to restrict access. Students are separated into cohorts, with separate entries for each grade, and staggered schedules to reduce congestion in hallways. It just made sense to keep the track area clear for P.E. classes as well. The decision went into effect Monday, Nov. 30 until further notice. A sign has been posted at the PHSS track from the parking lot entrance, but is not yet posted at the Huddlestan trail entrances. NISS has a sign posted as well. The district provided the following statement “Due to Covid19 and our protocols regarding safety for students and staff, it was decided that during school hours, the public would be asked to refrain from using our school tracks and other SD85 facilities. Student and Staff safety is our number one priority at all times. The Centers for Disease Control and Prevention is set to shorten the recommended length of quarantine after exposure to someone who is positive for COVID-19, as the virus rages across the nation. According to a senior administration official, the new guidelines, which are set to be released as soon as Tuesday evening, will allow people who have come in contact to someone infected with the virus to resume normal activity after 10 days, or 7 days if they receive a negative test result. That’s down from the 14-day period recommended since the onset of the pandemic. The official, who spoke on the condition of anonymity to preview the announcement, said the policy change has been discussed for some time, as scientists have studied the incubation period for the virus. The policy would hasten the return to normal activities by those deemed to be “close contacts” of those infected with the virus, which has infected more than 13.5 million Americans and killed at least 270,000. While the CDC had said the incubation period for the virus was thought to extend to 14 days, most individuals became infectious and developed symptoms between 4 and 5 days after exposure. It’s not the first time that the CDC has adjusted its guidance for the novel coronavirus as it adjusted to new research. In July the agency shortened, from 14 days to 10, its advice on how long a person should stay in isolation after they first experience COVID symptoms — provided they’re no longer sick. CHICAGO — A federal judge on Tuesday struck down two Trump administration rules designed to drastically curtail the number of visas issued each year to skilled foreign workers.The changes applying to the H-1B visa program announced in October include imposing salary requirements on companies employing skilled overseas workers and limits on specialty occupations. Department of Homeland Security officials deemed it a priority because of coronavirus-related job losses and estimated as many as one-third of those who have applied for H-1B's in recent years would be denied under the new rules.U.S. District Judge Jeffrey White in California said the government didn't follow transparency procedures and its contention that the changes were an emergency response to pandemic job losses didn’t hold water because the Trump administration has floated the idea for some time but only published the rules in October.“The COVID-19 pandemic is an event beyond defendants’ control, yet it was within defendants’ control to take action earlier than they did,” White wrote.The U.S. issues up to 85,000 H-1B visas each year in sectors including technology, engineering and medicine. Usually, they’re issued for three years and renewable. Most of the nearly 600,000 H-1B visa holders in the U.S. are from India and China.The H-1B rules announced weeks before the election were part of President Donald Trump's wider agenda to curb nearly all forms of immigration. In June, he issued an order temporarily suspending the H-1B program until the end of the year.The U.S. Chamber of Commerce and universities including the California Institute of Technology sued in California, arguing there wasn’t adequate notice or time for the public to comment on the changes. They also said the rules, particularly related to requiring a prevailing wage for visa-holders, would have a drastic impact on new hires and “sever the employment relationship of hundreds of thousands of existing employees in the United States."The University of Utah cited an example where an H-1B employee seeking renewal was paid an $80,000 salary but would have to be paid $208,000 under the new rule.The judge agreed that the federal government didn’t make a case for implementing the rules under the Administrative Procedure Act, which makes agencies accountable to the public by requiring a detailed process for enacting regulations.“Defendants failed to show there was good cause to dispense with the rational and thoughtful discourse that is provided by the APA’s notice and comment requirements,” White wrote.The rule on wages, proposed by the Department of Labor, took effect in October, while the Homeland Security rule on occupations and other issues was supposed to take effect Monday. BILLINGS, Mont. — Climate change, voracious beetles and disease are imperiling the long-term survival of a high-elevation pine tree that’s a key source of food for some grizzly bears and found across the West, U.S. officials said Tuesday. A Fish and Wildlife Service proposal scheduled to be published Wednesday would protect the whitebark pine tree as a threatened species under the Endangered Species Act, according to documents posted by the Office of the Federal Register. The move marks a belated acknowledgement of the tree's severe declines in recent decades and sets the stage for restoration work. But government officials said they do not plan to designate which forest habitats are critical to the tree’s survival, stopping short of what some environmentalists argue is needed. Whitebark pines can live up to 1,000 years and are found at elevations up to 12,000 feet (3,600 metres) — conditions too harsh for most tress to survive. Environmentalists had petitioned the government in 1991 and again in 2008 to protect the trees, which occur across 126,000 square miles (326,164 square kilometres) of land in Wyoming, Montana, Idaho, Washington, Oregon, California, Nevada and western Canada. A nonnative fungus has been killing whitebark pines for a century. More recently, the trees have proven vulnerable to bark beetles that have killed millions of acres of forest, and climate change that scientists say is responsible for more severe wildfire seasons. The trees have been all but wiped out in some areas, including the eastern edge of Yellowstone National Park, where they are a source of food for threatened grizzly bears. More than half of whitebark pines in the U.S. are now dead, according to a 2018 study from the U.S. Forest Service. That has complicated government efforts to declare grizzlies in the Yellowstone area as a recovered species that no longer needs federal protection. Grizzlies raid caches of whitebark pine cones that are hidden by squirrels and devour the seeds within the cones to fatten up for winter. A 2009 court ruling that restored protections for Yellowstone bears cited in part the tree's decline, although government studies later concluded the grizzlies could find other things to eat. After getting sued for not taking steps to protect the pine trees, wildlife officials in 2011 acknowledged that whitebark pines needed protections but they took no immediate action, saying other species faced more immediate threats. An attorney with the Natural Resources Defence Council, which submitted the 2008 petition for protections, lamented that it took so long but said the proposal was still worth celebrating. “This is the federal government admitting that climate change is killing off a widely distributed tree, and we know that’s just the tip of the iceberg. There are many species threatened,” said Rebecca Riley, legal director for the environmental group’s nature program. The government’s proposal describes the threats to the pine tree imminent and said it was one of many plants expected to be impacted as climate change moves faster than they can adapt. “Whitebark pine survives at high elevations already, so there is little remaining habitat in many areas for the species to migrate to higher elevations in response to warmer temperatures,” Fish and Wildlife Service officials wrote. The officials added that overall, whitebark pine stands have seen severe reductions in regeneration because of wildfires, a fungal disease called white pine blister rust, mountain pine beetles and climate change. Amid those growing threats, federal officials are working in conjunction with researchers and private groups on plans to gather cones from trees that are resistant to blister rust, grow their seeds in greenhouses and then plant them back on the landscape, said Fish and Wildlife Service biologist Amy Nicholas. A draft of that nationwide restoration is expected by the end of next year. “We do have options to revive this species,” Nicholas said. The decision not to pursue protections for the tree's habitat is in line with another recent action by the Fish and Wildlife Service — the denial of critical habitat for t he endangered rusty patched bumblebee. The bee's population has plummeted 90 per cent over about two decades. As with whitebark pine, loss of the bee's habitat was considered less important than other threats. The two cases underscore a pattern of opposition to habitat protections by the administration of President Donald Trump, environmentalists said. The Fish and Wildlife Service under Trump also has proposed rules to restrict what lands can be declared worthy of protections and to give greater weight to the economic benefits of development. “It's clear that the intent is to limit protection of habitat for threatened and endangered species. Whitebark pine is another example of that,” said Noah Greenwald with the Center for Biological Diversity. La Loche Mayor Georgina Jolibois says more inclusion and support for northern and Indigenous communities is key to surviving the pandemic. Jolibois handily won municipal elections in the northern village with 60 per cent of the vote in a three-way race when results were confirmed on November 10. Incumbent Robert St. Pierre announced in October that he would not seek reelection and retired from politics. “I'm very humbled and thankful for the support that I got. This election I saw a lot of young people in line to go vote,” Jolibois told the Daily Herald. Jolibois brings 12 years of mayoral experience to the table having previously served as mayor of La Loche from 2003 to 2015. She then served as NDP MP for the riding of Desnethé—Missinippi—Churchill River until 2019 when she lost her bid for re-election to Conservative Gary Vidal. Jolibois said she will ensure that the community gets the support it needs to survive the pandemic and that issues facing La Loche, such as access to healthcare and economic opportunity, are part of a bigger problem in northern Saskatchewan. “Right now I am the mayor of La Loche and I represent the Northern Village of La Loche. However, the concerns that we have here, the issues that we have here, are similar throughout the north. Government ministries, provincial and federal, still have to do their part and support northern Saskatchewan,” Jolibois said. Jolibois said she’s concerned that conspiracy theories and misinformation about the coronavirus are taking a toll on her community, as they have throughout Canada and the United States. “The challenge that we face is that it's everywhere on social media, the conspiracy theories and the misinformation floating around saying that COVID-19 is not real, that is false. COVID-19 is very real,” Jolibois said. “There are people who are ill with COVID-19. And there are people who are in self isolation because they had contact with someone and those people in isolation and those people who are in recovery require support to ensure that they make it through and recover. The onus is on each individual to do their part to slow the spread and stop the spread of COVID-19.” She said she’s taking a teamwork approach with the health authority and regional leaders to tackle the problem. “It is very important for every leader to take this seriously. To take precautions as necessary. We're inundated with information on our TV channels, social media, YouTube, everywhere else. Precautions do work, wash your hands, wear a mask, maintain physical distance. So far in the community I support people who are taking this seriously, who are self-isolating and doing their part and who are recovering from COVID-19,” Jolibois said. “There are people who don't wear masks, there are people who don't believe that COVID is real but it's everywhere. So the message is that the government has to be consistent.” Unnecessary travel south is being discouraged, but Jolibois hopes that discrimination against northerners who do need to make trips south will stop. “The challenge that we faced in the spring, the horrific backlash that the community faced. I didn't appreciate the racism and the discrimination that people faced. We were denied appointments, because we were from La Loche or the northwest,” Jolibois said. “I felt that no one came to the community’s aid to say that discrimination is happening, racism is happening, let’s stop this. Many people feel and felt that that didn't happen. That was the labeling and negative impact. Now in Saskatchewan every region is a hot zone. Every region has COVID-19.” Jolibois said that poverty as a social determinant of health could be alleviated if more investments by government and industry circled back to where wealth is generated. While industries that operate in the north are “making Saskatchewan and Canada wealthy” she said that wealth isn’t being distributed the way that it should. “It is nice to get a few social programs, but other things are required. Like dollars for infrastructure, building facilities, employment, not just at the entry level, but the most senior levels,” Jolibois said. “It is important to acknowledge that there are First Nations and to also acknowledge there are Métis in our communities, and also to acknowledge northern municipalities. All three play a critical role in our communities. But when it comes to the government, ensuring that industry directly work with all three levels of government, it’s hit and miss.” Jolibois said that in order to prosper there needs to be an equal seat at the table for the north in Saskatchewan. “First of all, the government really should acknowledge that northern Saskatchewan is part of Saskatchewan. And show us that you really do mean working with us by providing us with the appropriate resources. To be at the standard of the rest of Saskatchewan,” Jolibois said. “It's important for northern Saskatchewan to have voices, and to speak to issues, Indigenous issues and other issues. It's important that our language and culture is protected. Our cultural identity and being Cree or Dene or Métis, First Nation or Inuit. It is important that truth and reconciliation happens for all of us. Tuesday was the final day for Saskatchewan schools to submit funding applications to the Ministry of Education for the second round of COVID-19 funding. “The second round of COVID contingency funding will ensure schools remain a safe place for students, staff and families,” Education Minister Dustin Duncan said. “These applications are in addition to our $51 million allocated in the first round of applications.” The funding comes from the more than $150 million in the COVID contingency fund for education from provincial, federal and school division savings. The funds will be used for sanitation, furniture and equipment, remote learning (for immunocompromised and other students) and IT costs not associated to remote learning. Applications are expected to be submitted by school divisions, qualified independent schools and historical high schools. The ministry will then adjudicate the applications based on the criteria and will notify applicants in early December. According to the Ministry there is $64 million remaining for the second round of applications in the COVID contingency fund for education. Before school began in September, $51 million was committed toward the first round of funding for school divisions and school applicants for emergent, one-time expenses associated with a safe return to school. Prior to the first funding intake, school divisions spent a combined $30 million on one-time school capital initiatives and preparations for the school year. The Ministry of Education has allocated $10 million for personal protective equipment expenses, of which $3.4 million has been spent to date.
