Michael Stanley accused of raping American woman

A sex offender who fled Canada has been arrested in Seattle in the rape of a 69-year-old woman.

Charges against Michael Shawn Stanley were filed in a Washington state court on Monday.

The King County Sheriff's Office said Stanley was arrested Friday after entering the woman's home through a window. No weapons were used but authorities say the victim sustained injuries.

Court documents filed by the prosecutor said the woman hired Stanley to do yard work last summer. On the night of Feb. 27, Stanley showed up at her home asking to do more work.

The woman turned Stanley away but he returned later that night, showing up in her bedroom, naked and forced her to have sex.

Convicted of burglary in December

This isn't the first time Stanley has run into trouble with the law while in the United States.

Court documents said in Dec. 2014, Stanley broke into a nursing home in Des Moines, WA. He was found just before 2 a.m. PT in the employee break room, wearing an employee's name tag that said "Maureen."

"When employees called 911, the defendant held two four-inch steak knives in his left hand and exited the building," the court documents said.

He was found, taken into custody and convicted of burglary in the second-degree.

Stanley was released from jail on Feb. 21, six days before allegedly raping the 69-year-old woman.

Stanley made news reports in 2013 when he cut off an electronic monitoring ankle bracelet and crossed the U.S. border unchallenged.

He is a U.S. citizen, and American authorities said they had no reason to arrest him. Canada decided not to request his extradition, and he registered in the U.S. as a Level Three sex offender, which is the designation for those most likely to reoffend.

Stanley's Level Three sex offender status required him to check in weekly with the King County Sheriff's office at the courthouse in Seattle.

As a homeless offender he was also ordered to account for his whereabouts every night.

Sgt. B.J. Myers of the King County Sheriff's Office in Washington state told the CBC News Tuesday that prior to the alleged Feb. 27 attack, Stanley was complying with his reporting conditions.

"We have these checks in place so that when someone starts to backslide, we get some early warning," he said.

"Unfortunately Mr. Stanley ... was in compliance with everything he needed to do, yet still committed a horrible crime."

The 49-year-old had a criminal record in Canada that dated back 25 years. He spent nine years in prison for the aggravated sexual assault, in the late 1980s, of an 82-year-old Lethbridge woman who was in a wheelchair.

Canadian police also said the man has a history of taking children from playgrounds.

Sgt. Myers told CBC News if Stanley is convicted of the new charges against him, he could face a life sentence in prison.

Michael Stanley's bail has been set at $1 million. He is now in custody awaiting trial.
