WASHINGTON — The General Services Administration ascertained Monday that President-elect Joe Biden is the “apparent winner” of the Nov. 3 election, clearing the way for the start of the transition from President Donald Trump’s administration and allowing Biden to co-ordinate with federal agencies on plans for taking over on Jan. 20.Trump, who had refused to concede the election, said in a tweet that he is directing his team to co-operate on the transition but is vowing to keep up the fight.Administrator Emily Murphy made the determination after Trump efforts to subvert the vote failed across battleground states, citing, “recent developments involving legal challenges and certifications of election results.” Michigan certified Biden’s victory Monday, and a federal judge in Pennsylvania tossed a Trump campaign lawsuit on Saturday seeking to prevent certification in that state.Yohannes Abraham, the executive director of the Biden transition, said in a statement that the decision “is a needed step to begin tackling the challenges facing our nation, including getting the pandemic under control and our economy back on track.”He added: “In the days ahead, transition officials will begin meeting with federal officials to discuss the pandemic response, have a full accounting of our national security interests, and gain complete understanding of the Trump administration’s efforts to hollow out government agencies.”Murphy, a Trump appointee, had faced bipartisan criticism for failing to begin the transition process sooner, preventing Biden’s team from working with career agency officials on plans for his administration, including in critical national security and public health areas.“Please know that I came to my decision independently, based on the law and available facts. I was never directly or indirectly pressured by any Executive Branch official—including those who work at the White House or GSA—with regard to the substance or timing of my decision,” Murphy wrote in a letter to Biden.Trump tweeted shortly after her letter was made public: “We will keep up the good fight and I believe we will prevail! Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same.”Pressure had been mounting on Murphy as an increasing number of Republicans, national security experts and business leaders said it was time for that process to move forward.Retiring Tennessee Sen. Lamar Alexander, who has repeatedly called for the transition to begin, released a new statement Monday saying that Trump should “put the country first” and help Biden’s administration succeed.“When you are in public life, people remember the last thing you do,” Alexander said.Republican Sen. Rob Portman of Ohio on Monday called for Murphy to release money and staffing needed for the transition. Portman, a senior member of the Senate Homeland Security and Governmental Affairs Committee, also said Biden should receive high-level briefings on national security and the coronavirus vaccine distribution plan.Alexander and Portman, who have both aligned themselves with Trump, joined a growing number of Republican officials who in recent days have urged Trump to begin the transition immediately. Sen. Shelley Moore Capito, R-W.Va., also urged a smooth transition, saying in a statement Monday that “at some point, the 2020 election must end.”Meanwhile, more than 160 business leaders asked Murphy to immediately acknowledge Biden as president-elect and begin the transition to a new administration. “Withholding resources and vital information from an incoming administration puts the public and economic health and security of America at risk,? the business leaders said in an open letter to Murphy.Separately, more than 100 Republican former national security officials — including former Homeland Security Director Tom Ridge, former CIA Director Michael Hayden and former Director of National Intelligence John Negroponte — said in a statement that Trump’s refusal to concede and allow for an orderly transition “constitutes a serious threat” to America’s democratic process. The officials signing the letter worked under four Republican presidents, including Trump.The statement called on “Republican leaders — especially those in Congress — to publicly demand that President Trump cease his anti-democratic assault on the integrity of the presidential election.”Trump had publicly refused to accept defeat and launched a series of losing court battles across the country making baseless claims of widespread voter fraud and seeking to overturn the election results.Murphy missed a deadline on Monday set by House Democrats to brief lawmakers about the delay in beginning the transition, which is usually a routine step between the election and the inauguration. A spokeswoman for the GSA said that a deputy administrator would instead hold two separate briefings for House and Senate committees on Nov. 30.In response, the Democratic chairs of four committees and subcommittees said they could reschedule the meeting for Tuesday, but no later.“We cannot wait yet another week to obtain basic information about your refusal to make the ascertainment determination,” the Democrats said in a letter to Murphy. “Every additional day that is wasted is a day that the safety, health, and well-being of the American people is imperiled as the incoming Biden-Harris administration is blocked from fully preparing for the coronavirus pandemic, our nation’s dire economic crisis, and our national security.”Portman said it was “only prudent” for GSA to begin the transition process immediately.“Donald Trump is our president until Jan. 20, 2021, but in the likely event that Joe Biden becomes our next president, it is in the national interest that the transition is seamless and that America is ready on Day One of a new administration for the challenges we face,? The CP Holiday Train is a tradition that many hold dear in Medicine Hat. This year, the train is going to have a different look compared to previous iterations. Canadian Pacific is holding a virtual concert this year, so people can still take live music in while not crowding outside with hundreds of others. “Unfortunately because of COVID-19, we had to make the choice to hold the train virtual this year,” said CP spokesperson Salem Woodrow. “The spirit will continue with the Holiday Train at Home Concert.” The concert will launch at 6 p.m. on Dec. 12 on the Canadian Pacific Facebook page. “Even though it’s not in-person, we’re happy to bring the train to communities this year,” said Woodrow. The concert will be headlined by Canadian rock band, The Trews and singer Serena Ryder. Jojo Mason, Logan Staats and Kelly Prescott will also be performing. As is tradition, people will be encouraged to donate to their local food bank as part of the Holiday Train experience. “We know it’s been a hard year for everyone, but we encourage people to donate as best they can this year, and to be as generous as they’re able to be,” said Woodrow. Canadian Pacific will be making donations to food banks in all municipalities that the train usually stops in. The Holiday Train has been around for 22 years, and has stopped all around North America. In its first 21 years, the train has raised more than $17 million and has collected nearly five million pounds of food for food banks. The number of COVID-19 cases among Saskatchewan seniors aged 80 and older is surging far more rapidly than in any other age group as health officials grapple with a growing list of outbreaks in care homes. According to the latest provincial update on Sunday, the cumulative number of cases among people aged 80 and over is 213. That's a 69 per cent increase from only one week before, when cases among that age group numbered 126.By comparison, the average week-over-week increase in the four younger age groups measured by health officials was 30 per cent. On Monday, the number of seniors 80 and older in the province with known COVID-19 infections increased to 231.This surge among the population most vulnerable to COVID-19 comes as health care workers deal with active outbreaks in seven long-term care homes.The latest long-term care home added to the province's daily list of active outbreaks, Parkside Extendicare, is in Regina. When other care homes (including privately owned ones), seniors residences, assisted living facilities and group homes are factored in, 20 homes are now dealing with active outbreaks.34 residents, 4 staff at Luther Special Care Homes infectedThe largest known outbreak at a long-term care home is at the Luther Special Care Home, nestled in Saskatoon's Varsity View neighbourhood.According to an email update sent to families on Sunday night, 34 residents have tested positive for COVID-19, up from 28 on Saturday. Four staff members are also infected and a total of 23 staff members are self-isolating, a care home spokesperson said Monday."Staffing at the care home has become strained, however, we are working with our partners within the health system and our staff as we strive to maintain our high standard of quality care," Ivan Olfert, the home's operations lead, said in an emailed statement. Staffing ratios was already raised as a concern by a family member during a 2019 inspection of the facility. TORONTO – The Government of Canada has launched a new initiative to modernize its radioactive waste policy. Minister of Natural Resources Seamus O’Regan launched the inclusive engagement process on Nov. 16. and asked the Nuclear Waste Management Organization (NWMO) to lead the process. A press release from NWMO said all of Canada’s low- and intermediate-level radioactive waste is “safely managed today in interim storage.” An integrated strategy will ensure the material continues to be managed in accordance with international best practices over the longer-term. Building on previous work, the NWMO says this strategy represents a next step to identify and address any gaps in radioactive waste management planning while looking further into the future. “This is important work, and we look forward to lending our expertise to make informed and practical recommendations to the Canadian government on a more comprehensive radioactive waste management strategy for low- and intermediate-level waste,” said Laurie Swami, president and CEO of the NWMO. “I want to thank Minister O’Regan for entrusting us to lead this process.” The Government of Canada will engage interested Canadians, including Indigenous peoples, waste producers, owners, and other government levels. Their objective is to elaborate on the existing policy to provide greater leadership on radioactive waste management and ensure that they continue to meet international best practices. A letter sent to Swami by O’Regan said, “I am requesting the NWMO to lead this dialogue and to develop Canada’s Integrated Strategy for radioactive waste for my review and consideration. I believe that the NWMO is uniquely positioned to lead this work as a leader in used nuclear fuel management and public engagement.” O’Regan said the integrated strategy should build on the plan developed by NWMO for the long-term management of Canada’s nuclear fuel waste. The strategy, he said, should include: • A description of the current waste management situation in Canada in terms of current and future volumes, taking into account potential small modular reactor waste, characteristics, locations, and ownership of the waste. • An update on current plans and progress in advancing long-term management and disposal solutions for Canada’s wastes as well as the gaps that must be addressed. • Conceptual approaches for dealing with our current and future radioactive waste inventory, including technical options for long-term management or disposal of the various waste types and options for the number of long-term waste management facilities in Canada. • Considerations regarding the staging, integration, establishment, and operation of long-term waste management facilities. O’Regan stressed the importance that the NWMO carry out this important task in a manner that is open, transparent, and inclusive. He added that it must be built on a solid foundation of trust, integrity, and respect for all Canadians. “The dialogue should not detract from the NWMO’s current mandate to implement Canada’s plan for the safe, long-term management of used nuclear fuel, known as Adaptive Phased Management. That mandate is clear, and your progress to date is commendable,” O’Regan said. “This work needs to continue to progress in an effective and efficient manner. I would also emphasize that this dialogue and the resulting Integrated Strategy are not intended to replace other projects currently in progress.” Karine Glenn, strategic project director for the NWMO, said that the organization looks forward to the process. “For more than 50 years, Canadian nuclear technology has been in our lives – powering our homes, making life-saving medical treatments, and bringing safe food to our tables,” said Glenn. “I look forward to this being a process of informed, balanced dialogue about what we must do to ensure that people and the environment are protected from the remaining hazards of this material long after we are gone.” More details regarding the process will be shared in the coming weeks. THUNDER BAY - Thunder Bay police have arrested a man wanted in connection with a firearm incident last week. Officers were called to the zero-to-100 block of Picton Avenue just after 10 p.m. on Thursday, Nov. 19 following reports of a firearm incident. Police learned a suspect had pointed a firearm at another person, according to a previous police media release. An investigation led officers to identify a suspect and the residence they may have fled to. Police contained an area around a Picton Avenue home which was held until a warrant was obtained to allow officers to lawfully enter the dwelling, police said. The area contained by police was held until shortly after 10 a.m. on Friday, Nov. 20. Police stated the two identified suspects: Owen John Boyce, 23, and Brianna Lynn Netemegesic, 21 both remained at large despite police efforts. On Sunday, Nov. 22, police arrested Boyce at a bar on the city’s south side at approximately 10 p.m. He appeared in bail court on Monday, Nov. 23, and was officially read his charges which include one count of uttering a threat to cause death or bodily harm, using a firearm while committing an indictable offence of uttering threats to kill, pointing a firearm, carrying a handgun for the purpose of committing an offence, possessing a firearm without being a holder of a licence, failure to comply with a release order, possessing a firearm knowing its possession is unauthorized, and use of a firearm in a careless manner. Boyce was ordered by Justice of the Peace Anna Gibbon to not communicate with his co-accused, Netemegesic, who remains at large and the victim in this case. Boyce will return to court on Thursday, Nov. 26. Netemegesic was arrested in March and charged with second-degree murder and aggravated assault in connection to a homicide on Picton Avenue. Netemegesic was granted release from custody on Aug. 20 following a bail hearing application in the Superior Court of Justice. Part of her conditions required her not to possess any weapons, according to court documents. Police say the two accused and victims of this incident were all known to each other. Anyone with information on Netemegesic’s whereabouts is asked to contact police at 684-1200 or submit tips through Crime Stoppers at 1-800-222-8477. BROCKTON – Council has renewed its contract with Veolia Water Canada for five years, for the operation, maintenance and management of Brockton’s water and wastewater. The report presented by director of operations Gregg Furtney outlined Veolia’s history with the municipality, beginning in 2006. The most recent agreement renewal was awarded in 2016, for five years. The term ends in June, 2021. Because the municipality is entering into 2021 budget discussions, staff spoke with Veolia representatives about “what a renewal and amended agreement may look like.” The five-year extension to the present agreement would involve an adjustment to the annual fee from the current rate of $702,645 to $727,376, an increase of $24,731, with subsequent increases based on the previous year’s price plus an adjustment for inflation. Furtney’s report stated there was discussion related to “operations and costs associated with a significant event, such as a pandemic, that could make operating significantly more onerous.” Veolia has stated the COVID-19 pandemic, to date, has not proven to be significantly more onerous. Veolia staff have operated safely and successfully throughout the pandemic. The renewal agreement will include the addition of the Fischer Dairy sewage pumping station and the upcoming Walker West booster pumping station. It also includes additional sampling and operational oversight of the water systems at various community centres including the Bradley School House, Cargill Community Centre, and Elmwood Community Centre. Furtney’s report noted “Veolia Water Canada Inc. staff have been great partners in Brockton. They have highly trained and knowledgeable staff that work hard to provide our residents with safe drinking water and maintain important Brockton-owned infrastructure.” He further noted their response time to emergencies has been excellent. Veolia has donated to the Walkerton Clean Water Legacy Scholarship Fund. There was some discussion among councillors about looking into taking on the task of managing water and wastewater in-house. Furtney said wages alone would make that prospect a daunting one, not to mention the need to purchase vehicles and other equipment. It’s not something that could be planned in a few months. “If, in two years, council wants to do this, we can start planning.” Mayor Chris Peabody stated the municipality has been quite pleased with the agreement with Veolia. He suggested if council were to decide to look into managing water and wastewater in-house, that partnering with another municipality would make it more affordable. “After 15 years, it wouldn’t hurt to evaluate (the possibility),” he said. Deputy Mayor Dan Gieruszak said the Veolia contract is one of the two largest contracts the municipality has – the other is with the OPP. He noted Veolia “appears to be a good partner” for the municipality. Coun. The "bubble" pact between Canada's four Atlantic provinces has disintegrated in the face of rising COVID-19 cases across the country, as premiers in Prince Edward Island and Newfoundland and Labrador announced quarantine requirements for all travelers from outside their provinces on Monday. The two provinces joined in a so-called "bubble" with the other Atlantic provinces of Nova Scotia and New Brunswick in early July, agreeing to allow residents from within their borders to travel freely without quarantine. Anyone from other parts of Canada and internationally had to quarantine for 14 days.
Bruce, the fiberglass shark made from the “Jaws” mould, is ready for his close-up. The 1,208 pound, 25-foot-long, 45-year-old shark, famous for being difficult to work with on the set of Steven Spielberg’s classic thriller, on Friday was hoisted up in the air above the main escalator of the new Academy Museum of Motion Pictures in Los Angeles where he will greet guests for the foreseeable future. And this time, he co-operated.It is the culmination of years of planning, including a seven-month restoration by special effects and makeup artist Greg Nicotero. The shark is expected to be a major draw for the museum, which plans to open its doors to the public on April 30, 2021.Super fans know that the “Jaws” crew started calling the shark Bruce after Spielberg’s lawyer Bruce Ramer. They’ll also know that the Bruce that will greet guests in the museum wasn’t technically in “Jaws.” He's a replica and it’s the last of his kind. The three mechanical Great Whites designed by art director Joe Alves were destroyed when production wrapped. But once the film proved to be a box office phenomenon, a fourth shark was made from the original mould. For 15 years he hung at Universal Studios Hollywood as a photo opportunity for visitors until he wound up at the Sun Valley junkyard he would call home for the next 25. Nathan Adlan, who inherited his father’s junkyard business, donated him to the museum in 2016.But Bruce wasn’t quite camera ready. A quarter century in the California sun, plus all the years of being re-painted at Universal had taken its toll on the poor creature, who badly needed care and attention. Nicotero, who has worked on “Day of the Dead” and “The Walking Dead,” said he got into the business because of “Jaws” and volunteered for the task of bringing him back to life.“One of the great things about being the Academy Museum of Motion Pictures is that we have access to Academy members in all craft areas of the industry,” said Academy Museum Director Bill Kramer. “We can call on our members and other members of the film industry who have either worked on the film that the artifact is from or know enough about the provenance and work that had been done to help us restore it. We’re in an incredibly privileged position.”Restoration was one thing, but loading Bruce into the museum proved to be another ordeal. Pritzker Prize-winning architect Renzo Piano made sure to account for large-scale objects in his restoration of the Saban Building, which was originally the May Company department store. But Bruce is their biggest piece to date and everyone soon realized that he wouldn't be able to get into the building with his fins attached.Last week Bruce was transported from a storage facility on a 70-foot flatbed to the museum at Fairfax Avenue and Wilshire Boulevard where engineers, construction workers and art handlers removed two panels of glass three stories up to get him into the building. Once inside with fins reattached and a final touching up, Bruce was hooked onto five cables, each of which could hold his weight if any were to fail, and hoisted up on a truss by remote control to get into position in the building’s “spine” where he faces East and is visible from Fairfax.Shraddha Aryal, Vice-President of Exhibition Design and Production, described the years of painstakingly detailed modeling and work that went in to preparing for this moment, including full scale mock-ups and light tests to ensure that all of Bruce’s 116 teeth would be visible to tourists.Seeing him lifted into the building was “such an exciting moment,” she said.Kramer said they expect Bruce to be a huge draw for visitors, which is why he’ll be hanging in a public area where people can see him without having to pay for a museum ticket. Almost a half century after Bruce made generations of kids and adults scared to get in the water, he's now beckoning film lovers into a museum.“We plan on having Bruce greet our visitors for as long as we can keep him up there,” Kramer said. “It’s a free space and a free moment for our visitors to bring delight and hopefully inspire them to learn more about the movies, the history of visual effects and how this prop was made.”Curious visitors can come and check out the massive great white, the restaurant and the Spielberg Family Gallery to see a 10-minute film on the history of cinema before even committing to purchasing a ticket.There will also be a public programming series on conservation and restoration drawing on items from the collection that have been restored including the ruby slippers from “The Wizard of Oz,” the Aries-1B from “2001: A Space Odyssey,” the extra-terrestrial from “Alien” and, of course, Bruce.“There are so many stories that can take you places just through this one object,” Kramer said.___Follow AP Film Writer Lindsey Bahr on Twitter: www.twitter.com/ldbahrLindsey Bahr, The Associated Press
Wheatland County has updated its public behaviour bylaw to modernize it and make it consistent with provincial legislation regarding smoking and vaping. The updated bylaw prohibits smoking or vaping tobacco in, on or within five metres of an outdoor skating rink, playground, skate park or sports field accessed by the public, and within five metres of an entrance or exit to a public premise. The bylaw also prohibits any consumption of cannabis in any public place, unless they are medically entitled to do so under provincial regulation. These offences were already prohibited under provincial law. The bylaw also requires no-smoking signs to be posted at each entrance to any public place, workplace or public vehicle, as well as inside each public place. Smoking or vaping in prohibited locations warrant a $250 fine for a first-time offence and a $500 fine for subsequent offences. The county’s public behaviour bylaw, first passed in 2012, establishes restrictions on certain behaviours to ensure safe public spaces, including public defecation, fighting, loitering and trespassing. The county’s operations and building management department requested to add some restrictions to address tobacco and cannabis vaping and use within certain distances of doorways on county owned facilities. This was to ensure the bylaw was in-line with the provincial Tobacco and Smoking Reduction Act, last amended in June 2018. All RCMP detachments serving Wheatland County were circulated the updated bylaw. No written comments were received, but the detachments supported the changes verbally, said Kris Permann, senior community peace officer with the county. A Black man who was stopped by police while dropping his son off at daycare eight years ago was racially profiled, the Quebec Human Rights Tribunal has found.The tribunal ordered the Montreal suburb of Longueuil, a Longueuil police officer and a former police officer to pay Joel Debellefeuille $10,000 in damages, plus interest.Debellefeuille was stopped by police outside his son's daycare in March 2012, after police followed his car for more than a kilometre.In his decision, Judge Christian Brunelle said the city must adopt a policy on profiling that would include providing training to officers, and collecting and evaluating race-based data on people who are stopped by police. Brunelle also said Quebec's human rights commission must pay the plaintiff's legal fees, ruling that the delays in responding to Debellefeuille's complaint were abnormally long and unacceptable. In addition, Dominic Polidoro, who remains a police officer, was ordered to pay $2,000 in punitive damages.The tribunal's ruling is binding, unlike those of the human rights commission.According to the decision, Polidoro testified that he followed Debellefeuille's vehicle because he thought Debellefeuille was looking at him, had gestured toward him and had said something to him while the two vehicles were stopped at a stop sign.Brunelle found that Polidoro's explanation didn't justify his stop of Debellefeuille."It is highly improbable that a white man (or woman) who, while driving their vehicle observed a police officer while continuing to talk with the other passengers and gesticulating — as many people do incidentally while expressing themselves — would be considered a suspect for that sole reason," Brunelle wrote.Brunelle found that Polidoro's actions could only be "rationally explained by the prejudices he maintained, whether consciously or not, toward a Black man driving a luxury car."Debellefeuille, who was driving a BMW at the time, told the tribunal that he had been stopped "numerous times" by police.The other officer who stopped Debellefeuille, Jean-Claude Bleu Voua, was not ordered to pay additional punitive damages because he is no longer a police officer and could not be found by the tribunal.He is believed to have left the country.'This is how we make progress'Collecting race-based data is an important step, said Fo Niemi, the executive director of the Center for Research-Action on Race Relations, which supported Debellefeuille's complaint.Niemi said that data will make it harder for the police department to deny that racial profiling exists.He said his organization is looking to the courts, because municipal and provincial politicians aren't taking action to stop racial profiling."What we are seeing now is that these battles will have to be fought in the courts and when the court sides with us and imposes these decisions," Niemi said. WALKERTON – PJ Mack, known outside music circles as Pat McNinch, has been entertaining his neighbours all fall (in good weather), putting on impromptu concerts in his Walkerton driveway. The popular local singer and songwriter had about 100 bookings at the beginning of the year, and played regularly until COVID-19 hit. Then everything stopped – except the music. Mack’s style is deeply personal, with a country-folk sound and words that mean something – songs like “The Message” that he wrote with Tom Traversy and performed to considerable acclaim at the Royal Canadian Legion Br. 102 hall last year. Apart from a few concerts such as Music by the Gazebo at Victoria Jubilee Hall, this year Mack’s stage has mostly been his driveway. It all started when he got together with his old bandmates from Yesterday’s Wine and did a driveway concert for about 50 people. But now Mack is moving to the recording studio. “It will be all original songs,” said Mack. He’s already made at least one sale – a neighbour asked if the CD would feature the songs the musician has been playing in the driveway – and if so, he wanted one. “The CD is something I’ve wanted to do for a number of years,” said Mack. He hopes it will be ready for Christmas. After that, a lot of what happens depends on COVID-19. It only seemed right, says artist Jay Odjick, that he should take his artwork to a whole new level. “I think its important that we see ourselves portrayed in a positive light and I want to bring that from TV to books into clothing now,” said Odjick. “We need to see positive heroic Indigenous depictions on the streets and on our bodies.” Odjick launched his WarriorUP clothing line late last week. WarriorUP includes T-shirts, hoodies, jogging pants, socks, leggings and other workout gear. On Nov. 17, Odjick teased his newest creations on Facebook with the single word “Tomorrow.” Because he is well-known as the creator of Kagagi, the first-ever animated Indigenous superhero television series, which first came to life in a graphic novel, his followers figured he was launching another work of graphic fiction. But instead, Odjick surprised everyone with his clothing line, which includes, among other artwork, an Indigenous man and woman as superheroes. “The First American, Captain Indigenous” has a medicine wheel on his shoulder, wields a Navajo shield, and sports a star on his chest. The female figure is entitled “Girlpowered” and Odjick describes the young woman, whose face is in profile, as “classy, simple, not overdone.” Another logo is entitled “Skoden Club.” “Skoden is a meme that’s spreading,” said Odjick. “It’s a little bit rowdy.” He explains “Skoden” as a very quick oral version of “let’s go then.” His fourth design is a blue thunderbird, which depicts power. The WarriorUP line is all about doing things. Especially in this time of the coronavirus when so many people would rather be couch potatoes, Odjick says, WarriorUP gear emphasizes the need to work out and partake in a fitness regime. But it’s also about standing up for Indigenous rights. “WarriorUP isn’t about combat or violence. It’s about taking a stand for things you care about or believe in,” said Odjick. There’s pride that comes in having an Indigenous superhero like Kagagi or someone like Helen, the main character in the Robert Munsch children’s picture book Blackflies, which Odjick illustrated. “When I was growing up there were no superheroes or children in books who looked like me,” said Odjick. And there’s not a lot of Indigenous apparel out there, either. Odjick says that right now he is focused on reaching First Nations people. While he knows Blackflies, which was a narrative shared with Munsch by a First Nations family, found a reading audience with non-Indigenous people, Odjick says his “primary goal” is to bring “cool designs” and a sense of pride to First Nations people with their own apparel. Odjick, who is Algonquin from Kitigan Zibi Anishinabeg First Nation in Quebec, would like to expand his WarriorUP gear to include artwork from other First Nations illustrators. It is important to him that that work be authentic. It’s not his place, he says, to re-create Coast Salish art. He’ll be reaching out personally to artists from the West Coast to see if they may be interested in joining his brand, but that will be phase two or three of his business, once he has the time. “I have a hard time delegating,” he said. “I like to be accessible.” So for now, his energy will be focused on building up his line with his four designs. Fittingly, his apparel also includes face masks, which will forever remind people that WarriorUP was launched in 2020 during COVID-19. The WarriorUP line also includes coffee mugs, cell-phone cases, beach towels, stickers, wall tapestry, a throw pillow and tote bag. Odjick says his venture shows that anything can be accomplished once a person puts their mind to it. “Anyone can do something like this. You don’t have to have deep pockets. You can make it on your own,” he said. WarriorUP gear is available online only through WarriorUp | Teespring. Two prominent Saskatoon support agencies were closed Monday after staff tested positive for COVID-19.The Saskatoon Food Bank will stay closed until at least Wednesday. Prairie Harm Reduction, a safe consumption site, is closing for two weeks.The Food Bank had three positive cases of COVID-19 identified in the workplace, two this past weekend. One was a staff member who was off last week, said executive director Laurie O'Connor.The building will be sanitized when closed and O'Connor said the canned and packaged goods should be all right.Prairie Harm Reduction runs out of a building on 20th Street W. and attracts dozens of people every day."We've already reviewed and compiled a list to work with Public Health to contact trace for those folks," said executive director Jason Mercredi.Mercerdi said the worker is one of 42 on staff. He estimated that the person had contact with about 100 people.He said the decision to close the doors was tough but necessary."Our organization is the only warm-up spot in Pleasant Hill. B.C. health officials have confirmed another 1,933 cases of COVID-19 over the last three days, a weekend which also saw 17 more people die of the disease.The number of patients in hospital with the disease caused by the novel coronavirus is at 277, another new high, with 59 people in intensive care. There are now 7,360 active cases of the virus across B.C.Provincial Health Officer Dr. Bonnie Henry became emotional during Monday's briefing, as she addressed the growing spread of the virus in long-term care and assisted living, saying the majority of those who died this weekend were seniors and elders living in long-term care.She said it is urgent for everyone to do their part to reduce their social interactions and get the spread of this virus under control, but also offered reassurance that health officials and members of the public. have the tools and the knowledge to do that."I say this to fuel that fire of determination and resilience that I have seen in people across this province," Henry said.Monday's update included six new outbreaks in the health-care system. There are now 54 active outbreaks in long-term care and assisted living and six in acute care units of hospitals. The majority of the new cases announced Monday — about 89 per cent — continue to be in the regions covered by Vancouver Coastal Health and Fraser Health.To date, 27,407 people in B.C. have had confirmed cases of COVID-19 and 348 people have died. There are now 10,200 people in isolation and under active monitoring by public health workers because of exposure to the disease.'The next leg is not in sight'The weekend was the first in B.C. under a long list of public health orders and recommendations that came into effect on Thursday.The orders, which include mandatory masks in indoor public spaces and social gatherings that are restricted to members of the same household, will be in effect until at least Dec. 7. All indoor and outdoor events of any size have been suspended — that means popular events like the Stanley Park Christmas Train and VanDusen Botanical Garden's Festival of Lights in Vancouver have been put on hold.Henry clarified Monday that despite some confusion over the weekend, movie theatres must also close for now.Initially, stricter orders to slow the spread of COVID-19 only included the Vancouver Coastal Health and Fraser Health regions, which were seeing a disproportionate spike in case numbers.Monday marks 16 days since Henry enacted those first regional orders. It takes at least 14 days, the incubation period for COVID-19, to be able to determine whether those measures are working.During Monday's briefing, Henry compared the pandemic to an Iron Man triathlon competition, with "three different, strenuous legs."We got through the swim — just barely. And now we're on the bike ride and we've got some big hills to climb ahead of us," she said."Right now, we have a distance to go. The next leg is not in sight."The final leg of this pandemic will only come when a vaccine is available, Henry explained.New measures and restrictionsSocial gatherings in B.C. are now restricted to household members only. That means no one should be meeting for social reasons with anyone outside of their immediate household, although a physically distanced walk with a friend or arranging for grandparents to pick up the kids from school is still acceptable.People who live alone can create a small exclusive "bubble" with one or two others, Henry has said.Health Minister Adrian Dix said Monday that there can be no bartering or compromise when it comes to the orders that are currently in place."We cannot negotiate with the virus. We can't deal with it that way — there's no litigation to be had," he said.In response to questions about how much notice event organizers might receive about when they're able to reschedule because the current orders are being lifted, Henry said she didn't have an answer."Things we were able to do in the summer — we had a buffer, we had the weather on our side. We can't get away with that anymore. We will see if that is going to make a difference over the next coming weeks," she said.The new mandatory mask mandate is a requirement for workers and members of the public to wear face coverings in all retail environments, restaurants and indoor public spaces, including common areas of workplaces, except when eating or drinking.The order for mandatory masks does not include schools.Henry said Monday that schools aren't public places where strangers can come and go at will. Instead, the same people are spending time together every day.However she said that masks are encouraged within school environments, particularly for adults.
NORTH HURON – A new investigator was appointed by North Huron to look into livestock and poultry incidents, when they have been injured or killed as a result of wildlife predators. The current municipal investigator/livestock and poultry valuer, Keith Black, notified the township of his resignation recently and was thanked for his many years of service. Following Black’s resignation, the township initiated a public recruitment process to fill the position. According to Carson Lamb, who prepared the report for council, at the closing date of the advertisement, no applicants expressed interest in the position. Randy Scott expressed his interest after the township reached out to other area municipalities to see if any individual would be interested in the position. Scott brings his knowledge and experience to North Huron. He will be enlarging his present territory of Howick Township, where he currently holds the investigator position. The Ontario Ministry of Agriculture administers the Ontario Wildlife Damage Compensation Program (OWDCP). They provide compensation to eligible applicants whose livestock, poultry, or honeybees have been damaged or killed due to wildlife. The OWDCP stipulates that municipalities must appoint a municipal investigator/livestock and poultry valuer to investigate incidents of damage that have been reported to the clerk of the municipality. Under the OWDCP, the municipal investigator/livestock and poultry valuer is responsible for: · Carrying out a full and impartial investigation within 72 hours of receiving the notification of the injury or death of livestock or poultry. · Taking three to six colour photos per eligible kill/injury incurred and collecting all necessary information to complete the application accurately. · Providing a completed program application to the owner and the clerk of the municipality within seven business days of completing an investigation.Cory Bilyea, Local Journalism Initiative Reporter, Wingham Advance Times
Victory is always sweet in municipal politics, said Mayor Duane Favel, and this year, victory has meant starting his fifth term as leader of the Northern Village of Île-à-la-Crosse. Duane defeated fellow mayoral candidate Peter Durocher with 323 votes to 257, with 580 total votes cast. This will be a long four years of council, Favel said, with many challenges facing northern Saskatchewan communities and with COVID-19 those challenges are going to get bigger, he said. In a previous interview before the election, Duane said physician retention and high water levels have been a challenge for the community for years. Joining Duane at the council table will be incumbents Vincent Ahenakew, Bodean Desjarlais, Myra Malboeuf, and Gerald Roy, and new councillors Noel McLean and Kevin Favel. Having a mix of old and new councillors is good to have for both continuity and bringing new voices to the table, Duane said. “It's nice to have a council who clearly has a good background on some of the things we've been working on and to bring those two councillors up to speed. Certainly, their voices will be heard as well.” Mentoring the new councillors will be an important step in the coming term, Duane said. Duane said he would like to thank the outgoing councillors who have stepped away from the table, including Durocher, who decided to run for mayor. The open spots allowed for two new voices to join the conversation and Duane said he is excited to work with this new council. NORTH HURON – The Howson Dam spillway will be tested for stability to provide information to North Huron council that will ensure the structure’s safety, before any more plans are put in place regarding the dam. A report was submitted to council on Nov. 16 by Jamie McCarthy, director of public works, that included a proposal from Chant Limited to test the spillway, “a passage for surplus water from a dam or reservoir,” according to the Oxford Canadian Dictionary. This testing is to confirm the suitability of the existing concrete for rehabilitation and provide information regarding the dam’s safety if it were to be left in place. After decades of discussion, studies, and proposals, councillors recognize the need to move forward with some form of decision. Even though the money to do yet another study seems redundant, they passed the motion to accept the proposal. In a recorded vote, which passed 5–2, council authorized the first of two phases in the proposal at a total of $46,860 (exclusive of taxes). It will revisit phase two at a later date, once they have some answers from Chant Limited. According to the report, Chant Limited was the only company that submitted a bid for the Howson Dam Request for Proposal (RFP). Chant Limited’s submission was complete and provided costing for Phase One and Two. Phase One is the core sampling, testing, and reporting to North Huron council on the findings. Phase Two is the development of detailed estimates for all costs associated with removing the bridge and rehabilitation of the Howson Dam spillways. Their bid is as follows: A. Phase One – Concrete Spillway Testing - $46,860 B. Phase Two – Project Estimate (AACE Class 3) - $47,835 This engineering will be funded from the existing Howson Bridge Reserve Fund, which has a balance of $93,759. If through Phase One, core sampling and testing provide the outcome that triggers Phase Two, there will be a shortfall of $936. TORONTO — A new study suggests people who visit a hospital emergency room at least twice in 12 months because of alcohol are more likely to die within a year.Researchers at ICES and the Centre for Addiction and Mental Health found one in 20 people who ended up in hospital two or more times in a 12-month period for mental and behavioural issues related to alcohol died within a year of their first visit.The risk of death was double for those who went to hospital five or more times.The study looked at nearly 26,000 people in Ontario over the age of 16 who landed in the ER at least twice within a 12-month period between January 2010 and December 2016. Of those, two-thirds went to hospital twice, 22 per cent went three or four times, and 12 per cent had five or more visits.More than two-thirds of those with five or more visits were male, almost half were aged 45 to 64 years, and nearly 90 per cent lived in urban centres, with 40 per cent of those coming from the lowest-income neighbourhoods. Senior author Dr. Paul Kurdyak, a scientist at CAMH and the non-profit research institute ICES, says frequent visits should signal the need to screen patients for problematic drinking and unmet social and health-care needs.The majority of deaths were from accidental poisoning, suicide and trauma, as well as diseases of the digestive system.
