A man bitten by a dog that the City of Victoria is now seeking to destroy says a friend of the animal's original owner threatened to break his legs during a random weekend encounter. Paul Fenje Jr. told a provincial court judge Monday that before spotting Richard Bonora across a street Sunday, he hadn't seen the Victoria man since his Dogo-Argentino Rottweiler cross — Bronx — attacked him last March. Fenje claimed a woman standing with Bonora in the city's downtown went out of her way to confron
Main Taliban spokesman Zabihullah Mujahid said Mullah Abdul Qayyum Zakir will be deputy defence minister, while Sadr Ibrahim was named deputy minister for the interior. The two were identified in U.N. reports as being among battlefield commanders loyal to the former Taliban leader Mullah Akhtar Mansour who were pressing the leadership to step up the war against the Western-backed government.

The traffic flow on one of Nova Scotia's busiest roads is about to get a lot slower. Work on a new roundabout for Larry Uteck Boulevard in Bedford began Monday morning and will continue over the next three months. A section of Broad Street is now closed to traffic and lane reductions on Larry Uteck will slow traffic to allow crews to work on the road. Motorists all over the Halifax region are seeing lots of road construction. There are approximately 85 active road projects in the municipality. A
Only months ago, India ran so short of COVID-19 vaccines that computer experts wrote software code https://www.reuters.com/world/india/high-tech-hunt-scarce-covid-19-vaccines-india-raises-fear-fairness-2021-05-05 to help people snag scarce immunisation slots and the then health minister had to constantly battle opposition criticism on social media. The minister later quit and in came a little-known but hands-on politician, Mansukh Mandaviya, who, according to a person close to him, communicates with vaccine producers on a near daily basis and tries to resolve their problems promptly. That will help the sputtering global COVAX vaccine-sharing programme, which is far behind its pledge to deliver 2 billion doses this year following supply problems and India's export curbs.
GRAND-BERA, Haiti (Reuters) - Anaira Jules, who lived her whole life in a small hamlet in rural Haiti, had never set foot on a plane. Mourners fell into trance-like states or wept at the church funeral service for the 77-year old in Grand-Bera, in Haiti's central department of Artibonite. The night before the funeral, around 200 people played dominos and cards, drank ginger tea and clairin - Haiti's rustic, rum-like spirit - and ate local dishes under a tarpaulin outside the family house as a DJ played evangelical music.

A Métissée Franco-Ontarian artist Mique Michelle never expected her artwork would someday be displayed in a public library. Timmins Public Library, which commissioned Michelle's painting, revealed the piece today. The painting is called A Hub for Good Medicine. It can be found hanging in the fireside lounge of the Timmins Public Library’s main branch. "I really hope we can let people be the identity they are and have a safe space and feel comfortable for who they are," Michelle said in an interv

The town of Stratford has launched a pilot project for what it is calling an on-demand transit service. The town has partnered with T3 Transit and the Kari ride-sharing app to provide services to parts of the municipality not currently connected to transit routes — including those travelling across the Hillsborough Bridge into Charlottetown. "It's mostly Ward 3, Reeves Estates, Clearview, that area that currently isn't being served by transit," said Stratford Mayor Steve Ogden. People can book a

BRUSSELS (Reuters) -The European Commission said on Tuesday it would make sense for the United States to allow travel by people vaccinated with the AstraZeneca COVID-19 shots, although existing U.S. guidance already authorises those travellers. On Monday, the White House said it would lift restrictions from November that bar EU citizens, including those fully vaccinated, from traveling to the United States. "We believe the AstraZeneca vaccine is safe," Eric Mamer, a spokesperson for the EU Commission, told a news conference.
Did we learn anything? It was the dominant question from coast to coast on election night Monday, as a campaign that began with many wondering why it was necessary ended with almost the exact results as the 2019 election. "It reflects a certain degree of ambivalence," said University of British Columbia political scientist Gerald Baier, after the Liberals were left with another minority government. Which meant, once again, that British Columbia was mostly on the sidelines, the fate of the next P
The people behind the company attempting to buy Crown land to develop as part of a proposed golf resort on Nova Scotia's Eastern Shore say they're hitting pause on their efforts until they can discuss the project with representatives of the new provincial government. Lighthouse Links signed a letter of offer with the former Liberal government in 2019 to buy 285 hectares of Crown land, known as Owls Head provincial park, in Little Harbour. One of the requirements before the provincial cabinet can
Canada's main stock index rebounded on Tuesday as Prime Minister Justin Trudeau's victory in the federal election raised hopes that his government would keep the stimulus taps open, while higher oil prices lifted energy stocks. At 9:37 a.m. ET (13:37 GMT), the Toronto Stock Exchange's S&P/TSX composite index was up 153.8 points, or 0.76%, at 20,308.34 — on track for its best day in two months. The index had closed on Monday at its lowest level since July 22, as fears of a contagion from the Evergrande crisis in China roiled global stock markets and hit prices of commodities.
One of the first things Edward Wilson did when he got home after being hospitalized for six months with COVID-19 was ask his wife if she knew him. Wilson, 80, contracted the novel coronavirus in March. He spent time in three intensive care units, was intubated twice and given a tracheotomy. His condition was so grave that his relatives were told twice to make arrangements for his death and gathered around on an iPad to say goodbye. "It was such a rollercoaster ride because he'd get better, then
Things are getting nutty around my garden. Literally. The squirrels have been doing a lot of nut planting, mostly black walnuts, and I’ve joined in the game by removing excess seedlings, letting just a couple of well-placed ones remain. In the past few years, I’ve even joined the squirrels and planted some nuts myself, including chestnuts, heartnuts, pine nuts and hazelnuts. The hazelnuts (also known as filbert nuts) have been especially satisfying. And quickly so, bearing their first nuts withi
U.S. President Joe Biden mapped out a new era of vigorous competition without a new Cold War despite China's ascendance during his first United Nations address on Tuesday, promising military restraint and a robust fight against climate change. The United States will help resolve crises from Iran to the Korean Peninsula to Ethiopia, Biden told the annual U.N. General Assembly gathering. The world faces a "decisive decade," Biden said, one in which leaders must work together to combat a raging coronavirus pandemic, global climate change and cyber threats.
Under new U.S. rules, foreign nationals admitted to the United States on humanitarian grounds, who are not required to have COVID-19 vaccinations, will have to agree to be vaccinated upon arrival, according to a planning document seen by Reuters. The White House on Monday said it would lift restrictions https://www.reuters.com/world/uk/us-relax-travel-restrictions-passengers-uk-eu-november-source-2021-09-20 that bar many non-U.S. citizens from traveling to the United States by air starting in November. The United States will require nearly all foreign nationals age 12 and over to show proof of COVID-19 vaccines before entering the country.
A community farm in Halifax is looking for help after an alleged impaired driver smashed through its storage shed early last Friday. Members said it's lucky the incident didn't happen later in the day, when the garden gets busy. "It could have been catastrophic. It would have been horrible," said Sara Burgess, co-ordinator of Common Roots BiHi Park site on Bayers Road. The driver careened from an on-ramp to Highway 102, sped across roughly 30 metres of grass, "missed our water tank which has 10,
