VANCOUVER — Two women who were sheltering in tents on Vancouver's Downtown Eastside have launched a court challenge of an order to dismantle the street encampment. A petition for judicial review filed to the B.C. Supreme Court argues the city's fire chief made the order without procedural fairness to those living on Hastings Street. The city's fire chief issued the order July 25, saying the tents posed an extreme fire and safety risk. The petition, filed last week by law firm Arvay Finlay on beh

WASHINGTON (Reuters) -U.S. President Joe Biden hits the road this week to raise more money for Democrats ahead of the Nov. 8 congressional elections and is expected to appear at an event in New York City at the home of James Murdoch, son of publisher Rupert Murdoch. Biden has been raising cash at a prodigious rate in the weeks leading up to the midterm elections as he tries to help Democrats turn back a strong challenge from Republicans for control of the U.S. Congress. On Thursday, Biden will participate in an event at the home of New Jersey Governor Phil Murphy, head of the Democratic Governors Association, and then go to New York for the fundraiser at James Murdoch's home for the Democratic Senatorial Campaign Committee, sources familiar with the plans said.
British finance minister Kwasi Kwarteng will vow on Monday to stay the course with his planned tax cuts but promised an "iron-clad" commitment to fiscal discipline after a week of market turmoil in response to his growth package. At the start of the governing Conservative Party's annual conference, Kwarteng and Prime Minister Liz Truss have been forced to defend a plan that failed to spell out the financing for deep tax cuts combined with an expensive package of energy subsidies. That lack of detail roiled the markets, with the pound falling to record lows against the dollar and government borrowing costs soaring.

SEOUL, South Korea (AP) — North Korea on Tuesday fired a ballistic missile over Japan for the first time in five years, forcing Japan to issue evacuation notices and suspend trains during the flight of the nuclear-capable weapon that could reach the U.S. territory of Guam and beyond. The launch was the most provocative weapons demonstration by North Korea this year as it ramps up missile tests in its push to build a full-fledged nuclear arsenal that viably threatens U.S. allies and the American

"At the moment, according to the forensic information from the national police, 15 people have died (and) 21 people have been injured, of which 14 have already been evacuated to hospitals in the city of Latacunga," the governor said.
The Conservative Party of Quebec (PCQ) failed to elect any candidates to the National Assembly Monday but its leader, Éric Duhaime, appeared cheerful and determined as he spoke to supporters in the Quebec City region. The party managed to increase its vote share from 1.4 per cent in 2018 to a projected 12.9per cent, putting it within two percentage points of the Official Opposition Liberals. "This is a guy smiling here," he said from a hotel in Lac-Delage, Que., a small municipality just outside
