WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Guaido, the leader of Venezuela's opposition-controlled parliament, in 2019 called Maduro a usurper following his disputed re-election and assumed a parallel presidency based on articles of the constitution that make the head of the National Assembly next in line to rule the country. Guaido's lawmaker allies have said they will continue to insist that they are legitimate parliamentarians after Jan. 5, arguing that their constitutional mandate remains intact because Sunday's vote is rigged.
Tay council wrangled with budget-item options in an attempt to bring down the proposed tax levy as much as possible, eventually settling on a 2% increase. The number is expected to go down to at least 1.4% or 1.2% once the blended tax rate from the county is shared with the municipality, said treasurer Joanne Sanders, who presented a detailed budget to council at its recent special meeting. She told councillors about items that had been taken off the list to help bring the tax rate down to 2%, including major expenses like repairs to bridges. "Granny White bridge, Rumney Road culvert and the Rosemount Road north bridge have all been removed from the capital budget," she said. "We did some more research there and no safety issues came up. The most recent bridge report still had those repairs in the one- to five-year category." These projects will be re-assessed during the 2020 bridge report, added Sanders. And with growth, comes surplus And it is this surplus, said Sanders, which is helping keep the tax rate down. "We are projecting a healthy surplus for the close of 2020," she said. "The greatest contributors are salaries and the supplementary assessments, which created additional income. There is a surplus of $349,500 left in the 2020 projected surplus. We do have funds to work with." Most of that money, Sanders said, has come from growth in the area. "Rather than $93,000 being covered by growth, we're looking at $128,000," she said. "That reduces our reliance on the reserve from $66,500 to $31,500." And with the additional bylaw summer student and administrative summer student positions also taken out of the budget, the reliance on surplus fell further to $19,600. Deputy Mayor Gerard LaChapelle warned about relying too much on growth. "Moving forward, we need to remember the future may not be so kind to us," he said. "We're running out of inventory. Do we require that growth to balance our budget? What impact does that have year-in and year-out?" Sanders said money from supplementary assessments as a result of growth in the area doesn't show up immediately on a budget, but trickles in over a few years. But with great growth comes higher liability, and that means higher insurance costs, she said. According to the budget Sanders shared, insurance costs are estimated to increase by 20% or $84,000 for next year, adding she doesn't see a light at the end of that tunnel. "They're not saying the landscape is going to change," said Sanders. "Last year, we looked at increasing our deductible to decrease our rate, but I don't see a huge light at the end of the tunnel." Capitals projects Coun. Jeff Bumstead wasn't sure if that move would end up saving the township any money in the long run. "If we're pushing these replacements to the end of that one- to five-year suggested range, are we looking at further cost or replacement?" he asked. Rick Bingham, interim operational service general manager, agreed with the councillor's assumption. "You need to do some rehabilitation before it gets to the point you have to do a reconstruction," said Bingham. "I think there are quite a few of them that will need to be reconstructed because they haven't had any rehabilitation done over the years. "I understand the former director had engaged the consultants to do a feasibility review and they will be providing a report over the next couple weeks on how money is best spent on bridges so we can stay ahead of the game," he added. Seeing the trend of removing projects from the capital budget, Coun. Barry Norris came up with another 'money-saving' suggestion. "The dry hydrants for the rural areas; I don't support it," he said talking about the emergency preparedness list. "The fact that we have tankers and mutual aid, I still can't support that at this point in time. Council may want to weight in to defer that expenditure." Fire Chief Brian Thomas made the case for fire safety. "The dry hydrants are a water source for the fire department to use while they're fighting fires out in the rural areas," he said. "We have $10,000 down for the next three years to find locations and get agreements with property owners so that we can enter their property to access the water sources. We do have mutual-aid agreements, but we still need the water source for all those tankers. The closer the water source is the more readily available; then the firefighters will have the amounts of water they will need." Then Norris focused on the planned sidewalk for Seventh Avenue and wondered about $127,000 expenditure. "I find it tough to increase that. The next thing we're going to have to do is clear it through the winter," said Norris, who instead suggested staff should consider putting in a base and a screen top over the pathway. "If it's substantially used, I have no problems putting a top coat on," he said. "To allow $30,000 to do that, let's see how it pans out. We can deviate that to another part of the capital." That suggestion did not sit well with Coun. Sandy Talbot, who said she wasn't sure why Norris had a problem with a project she considered a 'no brainer.' "This has been on the books for two years," she said, noting the safety of children who catch a bus there is a paramount concern. "I'm not sure if you're aware there's an incline on that road on Seventh Avenue, which is like a speedway and people are going down the road at unbelievable speeds. We need this. People walk this road on a daily basis. We need to ensure the safety of our residents." And she had support from councillors Paul Raymond and Mary Warnock. "I agree with Coun. Talbot," said the latter. "They've waited long enough. Sidewalks are important in our community to make them walkable. As we're going to see in official plans that come out, making our communities age-friendly, sidewalks are going to be a priority. I don't think there's any reason to delay this any further." With that, Norris' bid to remove those two items from the list was defeated. Expenses and overtime Talbot had her own concerns over some of the items contained within the budget. "Under expenditures, there's a cost for a rental car for $7,000. What did we need that car for?" she said. Sanders said that was thanks to COVID-19 restrictions. "It was for bylaw due to physical distancing requirements," she added. "It's on the COVID-related expenses list." Talbot then said she was concerned about the amount of overtime recorded. "It's $55,000," she said. "Can you give me an explanation of that? It's a lot of money. It's almost another position." Sanders said that wasn't just in one department, but spread across various township sections. "In a lot of cases, overtime was worked due to COVID-19, additional research and setting stuff up," she said. "There was also additional time that we felt was worked because we didn't necessarily fill positions as quickly as we would have because filling positions wasn't feasible during the height of COVID-19. So you have staff doing double-duty and that's why you see a fair bit of overtime." Talbot said she would like to see overtime kept in check moving forward. "Our aim should be reducing the overtime hours," she said. "I understand (the need) with our snowplow drivers or a public works emergency. But we need to be adherent to the lowest overtime we can allow. We're responsible for the monies of this township. In turn, we need to adhere to some kind of reduction in the overtime as possible." Grants and funding requests This section will be discussed in further detail at an upcoming December meeting, still council directed staff around two moves. "We can take the YMCA out," said Mayor Ted Walker. "They're not going to take us up on the loan offer." He took a bit of a hard line around the funding request made by the Severn Sound Environmental Association. "They had a huge increase last year and this year, the increase looks rather substantial as well," he said, talking about their request of $76,070 from 2019, that increased to $108,462 for this year and has gone up further to $122,042 for next year. "I'm wondering if we've heard anything back from them about this huge increase. Shoppers hoping to pick up a unique Christmas gift or two at the Victoria Park Gallery may be able to finish their shopping, after finding the Gallery closed for the past two weeks. Ruth Nicholson, a member of the Gallery, said that many of her colleagues, some of who are seniors, became very concerned as the number of COVID cases began to climb. Because the Gallery is not considered an essential service, the group opted to close for two weeks. “We are all retired and need to stay away from it,” said Nicholson. While the doors are closed to the public, there is renovation work taking place, updating the bathrooms and electrical systems. Once the work is done, members will do a thorough cleaning before reopening. “Christmas is a big season,” said Nicholson. “The plan right now is to open on the second of Dec. and stay open until Christmas Eve.” Nicholson said the Gallery may extend its hours to allow for more shopping. Once open, the Gallery, as in past months, will maintain strict cleaning procedures and follow all other recommendations from Public Health. VICTORIA — A long-running study of more than 50 dead killer whales in the Pacific Ocean concludes human activities pose deadly threats to the orcas.Killer whale deaths from Alaska to British Columbia, south to California and west to Hawaii linked to human activities were found in every age class from calves to adults, said the study published Wednesday in the open access journal Plos One. The findings indicate that understanding and being aware of each threat is vital for the management and conservation of orca populations, said Stephen Raverty, a B.C. scientist and the report's lead author.Some of the direct causes of orca deaths were attributed to blunt force trauma from collisions with ships or cuts from the propellers of vessels, while indirect causes were related to ingested fish hooks, various human-caused pollutants and malnutrition, Raverty said in an interview."In one case in Alaska, a young animal swallowed a hook that perforated the back of the throat and resulted in bacteria entering the body and the animal died of a blood-borne bacteria infection," he said.In another necropsy conducted on an older orca, a triple-barbed fishing hook was found in the animal's colon, but it did not appear to impact its health, Raverty said.Raverty, who's a veterinary pathologist at the B.C. Agriculture Ministry and a marine mammal researcher, said the study also provides a baseline understanding of orca health necessary for future research."There have been a variety of indirect things that have been demonstrated to impact killer whale health and what we're saying is this is more direct evidence of human activities that impact the overall well-being of these animals," he said. The study involved necropsies on the remains of 53 killer whales found from the North Pacific to Hawaii from 2004 to 2013. It also examined the data from 35 other orca deaths from 2001 to 2017, said Raverty.The study was able to confirm the cause of death in 22 of the 53 orcas, and "death related to human interaction was found in every age class."It said necropsies showed evidence of 15 infectious agents and 28 pathogens with the potential to affect orca health, but "non-infectious health concerns include impacts from accumulated persistent pollutants, human interactions including vessel collisions, interaction with fishing gear, the effects of noise and consequences of reduced prey availability."Raverty said the study's results should support federal government efforts to reduce and slow down shipping traffic and noise pollution to protect threatened orca populations, including the West Coast's southern residents that now number 73 members.The federal government recently expanded orders for B.C. whale-watching vessels, requiring them to stay 400 metres away from orcas on their viewing voyages."You think of these animals as being very agile and being able to avoid impact with vessels, but that doesn't appear to necessarily be the case," Raverty said. Fossil fuel production around the world must start winding down now, dropping by six per cent per year for the next decade to avoid the more extreme consequences of the climate emergency, according to a major new study backed by the United Nations. Instead, governments around the world, including Canada, expect to go in the opposite direction — producing more coal, oil or natural gas “far in excess of the levels consistent with the Paris Agreement temperature limits,” states the 2020 Production Gap report, released Wednesday. Researchers working in collaboration with the UN’s Environment Program looked at publicly available energy strategies of eight major fossil fuel-producing countries that collectively account for 60 per cent of the global fossil fuel supply. They found a planned average annual increase of about two per cent per year to carbon-intensive energy production. Such production levels would result in more than double, or 120 per cent more, high-carbon fuels by 2030 than would be consistent with holding global heating below 2 C above pre-industrial levels. “Governments are altogether still planning on producing far too many fossil fuels,” said Ploy Pattanun Achakulwisut, a scientist with the Stockholm Environment Institute (SEI) and the corresponding author of the report’s chapter on the production gap. This includes Canada, which expects its crude oil and natural gas production to keep steadily climbing over the next two decades, even as the federal Liberal government commits to net-zero emissions nationwide by 2050 and promises to increase the stringency of its 2030 emissions target. Canadian crude oil production isn’t expected to peak until at least 2039, and natural gas production isn’t expected to peak until 2040, according to projections from the federal energy regulator that were released last week. Wednesday’s report cites Canadian projections showing 6.4 million barrels of oil per day and 187 billion cubic metres of natural gas by 2030. Julia Levin, climate and energy program manager at Environmental Defence, said the report sounds the alarm over the disconnect between the climate commitments of countries and their plans for their energy sectors. As a wealthy nation, said Levin, with expertise in renewable energy and clean technology, Canada has the ability to start down a path of a managed decline of fossil fuel production, while ensuring such a transition is just and equitable for workers in the sector. “It will require courage and leadership from our elected leaders to start having honest conversations about what achieving zero emissions really means, and to stop dancing around an obvious truth: That we must transition off of fossil fuels,” she said. Canada is one of four countries examined in the report, along with Australia, the United States and Russia, that are forecasting increases in their oil and gas production. The eight countries studied also include China, India, Indonesia and Norway. The researchers — who also hailed from the International Institute for Sustainable Development (IISD), Overseas Development Institute (ODI) and European think tank E3G — said the COVID-19 pandemic and the lockdown measures meant to stop the spread of the virus did take a bite out of fossil fuel production, but not nearly enough to stave off harsher climate disruptions. They said preliminary estimates suggest global fossil fuel production will drop by seven per cent in 2020, relative to last year. Coal will drop by eight per cent, oil will drop by seven per cent and natural gas will drop by three per cent. Pre-COVID-19 energy plans, as well as government stimulus and recovery measures, however, could “prompt a return to pre-COVID production trajectories that lock in severe climate disruption.” “To date, governments have committed far more COVID-19 funds to fossil fuels than to clean energy,” the report states. “As of November 2020, G20 governments had committed US$233 billion to activities that support fossil fuel production and consumption, as compared with US$146 billion to renewable energy, energy efficiency, and low-carbon alternatives.” One very important fossil fuel player is missing from the report: The researchers could not find data from Saudi Arabia. But the state-controlled fossil fuel giant Saudi Aramco has indicated in a Reuters story that it will ramp up production as soon as demand returns “before a shift to cleaner energy makes crude all but worthless.” The federal government gets credit in the report for committing $1.7 billion towards cleaning up orphaned and abandoned oil and gas wells, and for launching a methane emissions reduction program. Canada, with its carbon pricing system, is also one of several governments that have introduced reforms and limits to fossil fuel consumption. It is also one of three countries to have set up bodies that are helping design policies to facilitate a “just transition” away from fossil fuels. Meanwhile, Alberta is also noted for contributing $180 million to its Technology Innovation and Emissions Reduction system, meant to help large industrial emitters cut their pollution. Michael Lazarus, director of SEI’s U.S. centre and co-ordinating lead author of the report, noted that even though Canadian oil production is forecasted to continue to rise, the Canada Energy Regulator had “substantially ramped down” the projections in its latest report. “I think we may begin to see other countries starting to do the same,” he said. “But the point is they need to be encouraged to do so. It doesn’t necessarily come automatically.” Canada is also listed as a “leading provider of fossil fuel producer subsidies” and Alberta’s equity and loan guarantees for the Keystone XL pipeline are also singled out. South Okanagan climber and filmmaker Dave Mai has plenty of adventures and beautiful climbing photos on his social media feed, but the stories, risks, heart and heartbreak leading to those shots often go untold. To gain that perspective, Mai would have to climb higher. Mai’s second climbing film, Higher Perspective, was released online this year and explores the life behind the lens. He wanted to go beyond the surface-level sharing of social media, and ended up exploring himself as well as those who spend their career behind the camera capturing breathtaking images and daring feats. “This film was a way to dive deeper than just a social media post and share what I’m going through in my life and my hobbies. Just give a different perspective and hope someone resonates with that,” Mai said. Mai started rock climbing roughly six years ago. While shooting his previous film, Ephemera, he realized he should probably learn a bit more about ice climbing. “That first film was interesting because somehow I managed to get a really high-profile climber, Tim Emmett, to do this first ascent,” Mai said. “I remember standing at the bottom of this waterfall, like, ‘yeah I’ve never really climbed ice and I’m about to go up with this world-class ice climber.’ So that kind of sparked that I need to step my game up if I’m going to survive this game.” The film follow’s Mai’s journey as a climbing photographer and along the way he joins others who pursue the craft in both B.C. and Alberta. “At first it was going to be a film about climbing photographers, and then I realized I needed a central character to pivot around. That kind of became me. I didn’t intend it to be that way at first, but I had the most control over me so I had to kind of create myself as the central character,” Mai said. Mai met many of the climbing photographers featured in the film through Instagram. He meets and interviews climbers, photographers mountain guides and joins them on their journey to capture sometimes-tense moments and breathtaking views. “Usually you are seeing the climbers and you have no idea who is behind the lens. The climbers usually get all the glory,” Mai said with a laugh. “Not that I need any glory.” Climbing photographers often have to get ahead of their subjects, either hiking around to a good vantage point or climbing up first. Preparation and planning are as important as climbing skills. Sometimes hidden away in backcountry areas, ice walls usually require a journey before climbers even arrive, so being prepared and efficient are key during the long shoots. “It can make for some long days, so you’ve got to be pretty proficient at what you’re doing. There’s also that safety factor, so you’ve got to be with a team that you trust and have confidence in their skills,” Mai said. “A lot of these times these ice falls we are going to are a four hour hike in, in waist-deep snow, to get there.” Much of the film was shot in the Okanagan, with rock climbing scenes taking place at the Skaha Bluffs south of Penticton, Apex Mountain, the Keremeos/Hedley area and the Carmi area. “I tried to film as much in the Okanagan as possible. I also went down to Squamish to film Alex Ratson, who is a photographer down there,” Mai said. “We ended up hiring a chopper, flying to the top of Mount Habrich to do some marketing shots up there.” In the film, Mai also visits the Rocky Mountains working with Calgary-based photographer Tim Banfield. Funded by Telus STORYHIVE and CreativeBC as well with support from multiple sponsors, Mai spent roughly a year and a half working on the film. As he was just putting the final pieces together, COVID-19 struck the world. “I have mixed feelings about it. I had these big plans of putting it in big film festivals, and all the film festivals are online now. I just ended up releasing it independently online,” Mai said. Mai ended up working on the audio mix down alone in a theatre, which made for an odd experience. “I was at the Frank Venables Theatre by myself just watching this film. It felt so surreal just finalizing this film by myself,” Mai said. Putting himself as the main character at the centre of Higher Perspective was a unique experience for Mai. “It feels really vulnerable,” Mai said. “At the end of the film I come to the realization that I’m going to keep pursuing this adventure photography, climbing, filmmaking thing. It may be uncommon and some people may have things to say about it, it might be dangerous, but I’m OK with the risks to feel fulfilled and not be afraid to go chase what feels right to me, and honest.” The film started out as a reaction to the shallowness of the social media world, a world Mai hopes to brighten with the project. “There’s this weird energy in the world. With a fresh layer of snow on the ground, many in the community are anxiously awaiting the start of the 2020 ski season. “Skiing, like other activities, such as snowshoeing and hiking, can be a safe way for individuals and families to exercise during the winter months,” said Dr. Ian Arra, the medical officer of health for the Grey Bruce Health Unit (GBHU). “Cross-country and alpine skiing are enjoyed at many locations across Grey and Bruce.” One of the largest draws for winter adventure in the area is, of course, Blue Mountain Resort. However, due to the ongoing COVID-19 pandemic, operations at the resort will look a little different this year. “This season, we will be prioritizing pass holder access to the mountain and limiting day-lift tickets. Guests cannot arrive at the resort and purchase a day-lift ticket – all tickets must be purchased online and the number of available day-lift tickets has been significantly reduced,” said Tara Lovell, manager of public relations for Blue Mountain Resort. She adds that the number of available day-lift tickets will be based on available terrain, skier-visit data and available indoor space at the resort’s three base lodges. “The most important thing for visitors to know is that this year more than any other, the need to plan ahead. Research current public health guidelines, go online to plan and pre-book their experiences before arriving at the resort,” Lovell added. According to Arra, the GBHU has actively been working with area ski clubs and resorts to assist in modifying operations in order to reduce the likelihood of close contact between people. “The biggest risk is likely to be through close contact with other individuals, especially if people are not wearing facial coverings. Any activity where there are crowds of people, especially closer than two metres, is a concern,” Arra said. In relation to the ski hill, GBHU has released the following ski-specific guidelines: For individuals, the health unit recommends: “When guests arrive at Blue, we encourage skiers and riders to come to the hill prepared to ski,” Lovell said. “Masks are required. In accordance with our local public health guidelines, masks or face coverings will be required without exception in the lift line and on the lifts.” But what about crossing county or health unit lines for a day on the slopes? For instance, the Town of Collingwood sits in the County of Simcoe under the umbrella of the Simcoe Muskoka District Health Unit (SMDHU), which is currently in the Public Health Classification Level of stage three or zone orange. Yet, on the edge of Collingwood’s town limits sits the Blue Mountain Resort, which resides in Grey County and the GBHU, which is currently in stage two or the yellow zone. “The GBHU would advise people to keep up to date with current government requirements and guidelines. Currently, the province of Ontario is advising people in high-risk areas to not travel to areas of lower risk,” said Arra. Current provincial advice states travel from high-risk areas is to be restricted and should be for "essential purposes only." Dr. Charles Gardner, medical officer of health for the SMDHU, recently voiced his concerns around allowing visitors into the area from other high-risk regions. “The province’s official advice is that residents from grey and red areas not travel. ... Recreational skiing, while a pleasure … is not essential,” he said, adding that he would go as far as “recommending” businesses adopt a policy to only serve customers from orange zones or lower. Gardner also recently issued a letter to all the municipalities in the region, which strongly recommended they prohibit access to their recreational facilities by anyone residing in a red or grey zone. He also recommends residents in Simcoe-Muskoka not travel to regions that are under yellow or green restrictions except for essential purposes such as work, school, or medical appointments. For now, according to Lovell, Blue Mountain Resort does not have any travel restrictions in place for those travelling from high-risk areas. “At this time, we have not put formal travel restrictions in place. We do strongly encourage all visitors to review and abide by their own local public health guidelines and any guests planning to visit Blue Mountain must review and be prepared to adhere to our Personal Responsibility Code,” Lovell said. For the ski resorts operating in Simcoe-Muskoka, the SMDHU released a letter to area resorts at the end of October outlining the public health requirements for the coming season. According to the SMDHU, ski and snow resorts are permitted to open in stage three but are subject to various operating requirements, such as: “Daily screening applies to members of the public, staff and volunteers who only attend outdoor settings at ski and snow resort facilities even if they do not go inside a resort building,” noted Gardner in the letter to area ski resorts. In addition, earlier today Garnder released an updated letter of instruction for businesses and organizations located in the County of Simcoe, District of Muskoka, City of Barrie, and the City of Orillia. The new letter provides further detail around the expectations of screening of employees; physical distancing and ramifications for close contacts of an employee diagnosed with COVID-19. For the ski industry, the largest takeaways in the directive will be the requirement to: * Appoint a compliance officer responsible for the implementation of a COVID-19 safety plan * Utilize physical barriers (such as plexiglass) where reasonably possible, in particular in environments where physical distancing cannot take place. Note that a face shield is not considered an adequate face covering - a face mask must also be worn * Ensure accurate and updated contact information for all employees * Minimize instances of more than one individual per vehicle for driving associated with work. The additional requirements will come into effect on Dec.5. Kelly Sinclair, part-owner and operator of Highlands Nordic, a cross-country ski facility located in the Niagara Escarpment just outside of Duntroon in the SMDHU district, says operations at her resort have also been adapted for COVID-19 safety protocols. “As a cross-country ski resort we operate a little differently than a downhill resort. The obvious part is that we don't have a chairlift, which is the biggest restriction for downhill skiing,” Sinclair said. In regards to limiting traffic from other high-risk areas in the province, Sinclair says the resort does not have a policy in place currently but will follow the guidelines provided by Simcoe-Muskoka and Clearview Township. “We have needed to hire some additional staff to accommodate the demand for cross-country skiing and to ensure our facility stays clean and welcoming. We are a hardworking team who are ready to adapt and take on any tasks,” she said. Sinclair notes that anyone looking to visit Highlands Nordic should come with knowledge of the current public health recommendations and as ski-ready as possible. “We are encouraging skiers to come ready to ski, limit their time inside as much as possible and embrace winter!” she said. Yukon RCMP have put out another appeal for information about the death of Allan Waugh who was killed six years ago.The police say Waugh, 69, was found in his home in the early morning on May 30, 2014. They believe he was killed at the hand of someone who entered the home overnight."Someone knows something about what happened and who killed Allan on that fateful night over six years ago," it says in a recent RCMP news release."Allan's death has been extremely hard on his family and community, and his children have had to go through the past six years without knowing what happened to their father."Cst. Michael Simpson in the Yukon RCMP historical cases unit said police have not given up on finding out what happened."When a matter has been a number of years like this one, we believe that people know information about what happened that they learned … over the years," said Simpson.Simpson said police have made it easier for people to provide information to the historical cases unit.There is now a dedicated telephone tip line and an email address. JERUSALEM — Israel took a major step toward plunging into its fourth national election in under two years on Wednesday as lawmakers — supported by Prime Minister Benjamin Netanyahu’s main coalition partner — passed a preliminary proposal to dissolve parliament.The 61-54 vote came just seven months after the coalition took office following three inconclusive elections in just over a year. Netanyahu's Likud party and Defence Minister Benny Gantz's Blue and White said they were seeking national unity to confront the coronavirus crisis. But since then, the rivals have been locked in infighting.The vote gave only preliminary approval to ending the alliance and forcing a new election early next year. The legislation now heads to a committee before parliament as a whole takes up final approval, perhaps as soon as next week. In the meantime, Gantz and Netanyahu are expected to continue negotiations in a last-ditch attempt to preserve their troubled alliance.By joining the opposition in Wednesday's vote, Gantz’s party voiced its dissatisfaction with Netanyahu, accusing him of putting his own personal interests ahead of those of the country.Netanyahu is on trial for a series of corruption charges, and Gantz accuses the prime minister of hindering key governmental work, including the passage of a national budget, in hopes of stalling or overturning the legal proceedings against him. Gantz and other critics believe Netanyahu is ultimately hoping to see a friendlier parliament elected next year that will give him immunity from prosecution.Opposition leader Yair Lapid, whose Yesh Atid party sponsored the bill to trigger new elections, accused the government of gross mishandling of the coronavirus crisis and its economic fallout. He said the one thing all citizens share is “the feeling that they lost control over their lives.”The government still has not yet passed a budget for 2020, a result of the deep divisions produced by its power-sharing agreement. The lack of budget has caused severe hardships and cutbacks for Israelis at a time when unemployment is estimated at over 20% because of the pandemic.In a nationally broadcast news conference Wednesday evening, Netanyahu delivered a mixed message, calling on Gantz to remain in the government but also sounding very much like a politician on the campaign trail.Netanyahu began his address by claiming credit for leading the battle against the coronavirus, forging diplomatic agreements with Gulf Arab countries and protecting Israel against its enemies in the region.He derisively referred to Gantz's party as “an opposition within the coalition" and skirted around questions about passing the budget or honouring the rotation agreement with Gantz.“In dramatic times like these, we don’t need to go to elections. The people of Israel want unity, not ballots. It wants vaccines, and not campaign ads,” he said. "The only way we can defeat corona is defeating it together. We need to put politics aside.”Gantz, meanwhile, released a video blaming Netanyahu for the political paralysis and economic damage resulting from the pandemic.“We all know the truth. You know the truth,” Gantz said in the video. “If there was no trial, there would be a budget. If there was no trial, there would be a functioning government. There would be unity.”Israel has gone through two nationwide lockdowns since March, and officials are already warning that rising infections could result in a return to strict restrictions that were only recently lifted.If a budget for 2020 isn’t passed by Dec. 23, Israeli law stipulates an automatic dissolution of parliament and new elections three months later in late March.Under the coalition deal, Netanyahu is to serve as prime minister until November 2021, with the job rotating to Gantz for 18 months after that. The only way Netanyahu can hold onto his seat and get out of that agreement is if a budget doesn’t pass and new elections are held.There were no indications that either side is interested in preserving their partnership for the long run. Instead, the battle is expected to be over when the election will be held.Although Gantz's party has plummeted in opinion polls, he appears to have concluded that elections are inevitable and the sooner they are held, the better.By pushing for an election early next year, he seems to be banking that Netanyahu will be punished by voters for a still-raging pandemic, a struggling economy and the resumption of his corruption trial.Starting in February, Netanyahu's corruption trial is scheduled to kick into high gear, with a string of witnesses testifying against him. The prime minister expected to be a frequent visitor to the courtroom.Netanyahu, on the other hand, is expected to try to drag out budget talks to delay elections until the summer in hopes that a vaccine will arrive and the economy will begin to recover. If he can put together a hardline coalition at that time, he might finally be positioned to push through an immunity bill or appoint new judicial officials to freeze or overturn his case.“Over the last two years, the only question you need to ask is not what is best for the country and not what is best for this or that party, but what is in the best interest of Benjamin Netanyahu," Gayil Tashir, a political scientist at Hebrew University, told reporters. She said it looks like Netanyahu thinks it is his best interest to hold an election next summer.One wild card in any Israeli election will be the administration of President-elect Joe Biden.Netanyahu has had a close relationship with President Donald Trump after clashing with President Barack Obama for the previous eight years. Families across the County of Grande Prairie can benefit from a diaper drive running now until Dec. 10, courtesy of county Regional Enforcement Services. During the campaign the county will collect disposable diapers and cash donations to assist residents in need during the Christmas season. The campaign marks the first diaper drive held by Regional Enforcement Services, but it will hopefully become an annual effort, said peace officer Lindsey Hennigar. “Being a mom of three, I know first-hand diapers are not cheap,” Hennigar said. “It touches every parent’s heart to think how worrisome it would for another parent to wonder, ‘Do I have enough diapers to change my child this day?’” Hennigar said she came up with the idea after considering how food banks have food drives and other organizations collect hygiene necessities and toys. She thought Regional Enforcement Services could fill a gap with a diaper drive, she said. “We’re a family-oriented department and we thought this would be a great way to help residents in need of diapers,” she said. “It’s our way of giving back to the community.” Disposable diapers, related products like wipes and diaper cream and cash donations can be made at numerous locations. These are the Beaverlodge, Wembley, Valhalla, Sexsmith, La Glace and Elmworth libraries, Clairmont’s Wellington Resource Centre, Hythe’s village office and Bezanson’s Knelsen Centre. Monetary donations can also be made online at www.countygp.ab.ca/diaperdrive. The diapers will then be distributed by the Sexsmith and Area Food Bank. While the Sexsmith Food Bank is distributing the donations, Hennigar said families in the west county can also benefit from the program. The drive began last Thursday and she said so far there’s been a lot of interest. This past summer of discontent against police has set the stage for Norm Lipinski, the new top cop in Surrey, who is vowing a slew of changes in one of Canada’s fastest growing and most culturally diverse cities. From more cops on bikes to walking the beat and welcoming soirees for new Canadians, Lipinski’s central goal revolves around creating a force that will police the plurality of Surrey with constant engagement and strident enforcement. “That will begin with creating a command structure that reflects the diversity of Surrey both in ethnicity and gender,” Lipinksi told NCM as he prepared for his new role that will begin later this month. “We can learn a lot from the anti-police sentiment that has swept many parts of the world this past summer, especially in the U.S. and from the great work of the RCMP has done in Surrey. But now is a time for change to remove tensions and rebuild confidence in police,” he said. “We can do it and build a more modern, inclusive, accountable, and community-based model,” said Lipinski, who brings 42 years of policing experience to Surrey, where close to half of residents are immigrants. Lipinski said the first order of business will be to hire a complement of senior staff and officers that will be reflective of the community with recruitment efforts targeting ethnic and Indigenous communities and women. The RCMP employs nearly three-quarters of B.C.’s 9,500 police with 18 per cent of its officers coming from visible minority groups and another five per cent comprising Indigenous persons. About 20 per cent of RCMP members across the country are women. While these numbers may be representative for rural communities, it is out of whack for places like Surrey, where 34 per cent of residents speak English as a secondary language and where females outnumber males in the general population. Statistics Canada said in a report last week that people designated as visible minorities report less confidence in police than non-visible minority people. Just over one-third (35 per cent) of Canadians belonging to population groups designated as visible minorities reported having a great deal of confidence in the police in 2019, compared with 44 per cent among non-visible minority people, the national number crunchers said. Confidence levels also varied among different visible minority groups. For example, Southeast Asian (25 per cent) and Chinese (26 per cent) Canadians were less likely to report a great deal of confidence in the police compared with non-visible minority people (44 per cent). Lipinski, a former assistant commissioner for the RCMP’s E-Division in B.C., said he will be reaching out to faith leaders, community groups, NGOs, neighbourhood associations and local media among others as he works on a strategic plan for the Surrey Police Force, which will have 1,150 employees — 805 police officers, 325 civilian positions and 20 Community Safety Personnel (CSP). Surrey currently is the only one of 19 major Canadian population centres with more than 300,000 people without a local police department. A self-described data geek, with a Master of Business Administration degree as well as a Bachelor of Laws degree, Lipinski plans to use the community consultations to draw up a delivery service model that will hinge on a $200 million budget annually. “If the data shows we can deliver better service by having officers out of their cars and walking the beat or on bikes, we will do it,” said Lipinski. MONTREAL — Refugee advocates are criticizing Canada's decision to resume deportations before the country irons out the details of a program to grant permanent residency to asylum-seekers who have been working in the health-care system during the COVID-19 pandemic.Frantz Andre, who advocates on behalf of asylum seekers, says the decision has heightened the feelings of insecurity among the essential workers dubbed "guardian angels" by Quebec Premier Francois Legault.The Canada Border Services Agency confirmed it resumed deportations as of Nov. 30, after halting most removals in March due to the pandemic. The agency clarified that it would not be deporting people who are likely to qualify for permanent residency under a federal program announced in August to grant a path to residency for people working in the health-care sector or in long-term care or assisted living facilities."The CBSA would like to clarify that the agency will not be removing those who may be eligible to qualify for permanent residency under the guardian angels public policy," the agency wrote in an email Tuesday.Advocates estimate that hundreds of asylum-seekers have been working in long-term care homes in Quebec, which bore the brunt of the first wave of COVID-19 this spring.Andre notes that the final details of the program have yet to be made public, leading many of the so-called guardian angels to fear they may yet be deported."So, we’re starting (deportations) three weeks before Christmas, when the program and the details of this special program for the asylum-seekers or orderlies cannot be announced," he said."I call this criminal. This is not right."Andre said the initial elation over the announcement of the program has faded, leaving many asylum-seekers feeling fearful and unsure if they'll qualify.He says some workers who could have been eligible have given up and decided to return home; others have contemplated suicide.Wilner Cayo, the president of a group that advocates for asylum-seekers and visible minorities, notes that even asylum-seekers working in long-term care — the exact group targeted by the program — are not sure they'll qualify because there are other criteria to meet, including having been issued a work permit and having a certain amount of experience and hours worked. He said the uncertainty is causing people "enormous anxiety.""When they take such a long time and the rules are not clear, we don’t know what to expect," he said in a phone interview.Quebec has a large degree of control over immigration criteria for the province, and it will select the applicants who qualify under the federal program and wish to reside in Quebec.In an email, a spokesperson for the Quebec Immigration Department said the program is expected to come into effect over the winter, and the details of how it will apply in Quebec will be announced "shortly."Cayo said the program also does not address the situation of other essential workers, including security guards and cleaning staff in care homes, truck drivers and those working in food production."These people sacrificed for Quebec, sacrificed for Canada," he said. "When many people were staying home, these people went out to work."Their contribution has shown they are not a burden to Canada, but a gift, he added.Andre believes the deportation order should be suspended until it becomes clear who exactly is eligible for the guardian angels program. But in his opinion, all the asylum-seekers who have been in the country since the pandemic began deserve to stay."I think they all have contributed economically, to saving lives, and Canada is better thanks to these people," he said.In its email, the CBSA defended its decision to deport, noting that the "timely removal of failed claimants plays a critical role in supporting the integrity of Canada’s asylum system."Removals to some regions remain suspended, including the Gaza Strip, Syria, Mali, Venezuela, Haiti, Afghanistan and Iraq.The agency also said the volume of deportations is expected to be reduced for some time, and that claimants will continue to have access to all the appeals and recourses available under the law.This report by The Canadian Press was first published Dec. 2, 2020Morgan Lowrie, The Canadian Press

Manitoba students from Grade 7 to 12 will shift to remote learning for two weeks following the winter break as part of efforts to curb the spread of COVID-19, Manitoba's education minister says.The two-week remote-learning period, starting Jan. 4 and continuing to Jan. 15, will be mandatory for students in grades 7 to 12, and will also be an option for kindergarten to Grade 6 students if families want to keep younger kids at home, Minister Kelvin Goertzen said at a Wednesday news conference."These decisions, we know have various impacts," he said."They're not made lightly … but they are made in consultation with public health and with the understanding that we believe, and still believe, that the best place for students to learn is in the classroom where it is safe to do so."In a news release announcing the shift, the province said the preventative measure is focused on grades 7 to 12 because older students tend to have more contacts, and so have a higher likelihood of transmitting the coronavirus that causes COVID-19. In addition, the province said those students are more amenable to online learning. The mandatory shift to remote learning for Grade 7-12 students will keep close to half of the province's student body at home, the province said.Manitoba is currently under a strict lockdown barring visitors to homes. Stores are also prohibiting the purchase of non-essential items due to the high COVID-19 case counts and hospitalizations.On Wednesday, the province reported there are 351 people in hospital, including 51 in intensive care, marking yet another new record.Previously, health officials acknowledged the province was mulling the possibility of extending the winter break to offset some transmission that may have occurred over the holiday, but Goertzen said students need to keep up their education."We want to keep students learning … whether that's remotely or in the classroom, the key is we don't want the education of our young students to stop."School safety an issue, critics sayCritics are worried not enough is being done to ensure the safety of Manitoba schools."Whether schools are safe or not, we don't actually know," said Dougald Lamont, the leader of the Manitoba Liberals. "We're not actually doing the testing and the contact tracing to be able to tell whether there's transmission in schools or not."The education critic for the Manitoba NDP, Nello Altomare, said the province should implement asymptomatic testing in schools."Right now it's all based on data that's incomplete." Goertzen said the decision to begin remote learning after the scheduled break was made to allow some time to shift to remote learning, and also to ensure COVID-19 numbers don't spike after the return to school."We have seen traditionally in other places, and in Manitoba … that the COVID-19 numbers can go up over the break. WALTHAM, Mass. — The attacks come after dark, without warning, usually from behind.The victims, all men, are hit so hard on the head with some sort of blunt object that they are often knocked to the ground and require medical attention.The apparently random string of at least 10 attacks in the Boston suburb of Waltham has angered city leaders, frustrated police and frightened residents.“There is definitely a fear factor in our city right now,” police detective Sgt. Steve McCarthy, who is leading the investigation, said at a news conference Tuesday.The attacks started Nov. 10 at the Gardencrest apartment complex but have spread to the downtown of the city of about 60,000 residents roughly 10 miles west of Boston. The latest attack was the day after Thanksgiving.“People are concerned, and a small group of people are genuinely scared,“ said City Councilor Sean Durkee, whose ward includes Gardencrest. “I have always told people that there is no place in Waltham I would not let my mother walk at night — until last week. It’s not the sort of thing that happens here.”Unnerved residents are changing their routines and paying more attention to their surroundings.“My God, we're scared," Amos Frederick, 37, said Wednesday as he walked through the complex. “All of us stay indoors except during the day. All have been ambushed after dark by someone wearing a mask or with a hoodie pulled tight around their face, the chief said.One victim was walking a dog. One was getting into a vehicle. It’s too easy. Les célébrations du temps des Fêtes ne feront pas exception et les paroissiens devront réserver leur place à certains endroits. « Compte tenu de la pandémie qui nous oblige à pratiquer la distanciation physique, un système de réservation est mis en place afin d’optimiser l’espace pour la célébration de Noël du 24 décembre à 22 h », a dévoilé la paroisse Ste-Croix de Tadoussac sur sa page Facebook. Pour réserver un banc, les citoyens doivent téléphoner au presbytère à 418 235-4324 et des places leur seront octroyées selon le nombre de personnes requis. « Vous devrez cependant être arrivés 15 minutes avant le début de la célébration sinon les places pourront être assignées à d’autres personnes », est-il précisé. C’est le même processus pour la paroisse Sacré-Cœur-de-Jésus où le curé Léonard Kapia présidera la messe de Noël le 24 décembre à 20 h. Les intéressés doivent téléphoner au presbytère au 418-236-4323 pour placer une réservation afin de « maximiser l’espace disponible dans l’église ». En ce qui concerne l’église St-Marcellin des Escoumins, un maximum de 100 personnes sera accueilli le 24 décembre à 19 h. L’équipe pastorale s’occupera de faire le décompte des présences et du respect des mesures de la santé publique. Comme le nombre de paroissiens assistant aux célébrations a diminué depuis la pandémie, ce n’est pas inquiétant de devoir retourner des gens le soir de Noël, selon la paroisse. Secteur est À Longue-Rive, l’église Saint-Paul célébrera Noël le 24 décembre à 21 h 30. « Pour ce qui est de la COVID, nous sommes en zone jaune et l’église peut contenir 160 personnes », mentionne la responsable Marjolaine Tremblay, précisant qu’il ne sera pas nécessaire de réserver son banc à l’avance. De Portneuf-sur-Mer à Colombier, les messes du 24 décembre se dérouleront en rotation. Le curé Irénée Girard débutera la soirée à l’église Ste-Thérèse à 16 h et poursuivra à 19 h à Ste-Anne-de-Portneuf, à 20 h à l’église St-Luc de Forestville pour terminer à la paroisse Saint-Marc-de-Latour à 21 h. Les célébrations de la fête de Jésus se dérouleront comme à l’habitude pour ces quatre municipalités qui pourront accueillir 50 cellules familiales afin de respecter la distanciation sociale. « On prendra toutes les précautions nécessaires pour instaurer les directives sanitaires et offrir une messe de Noël mémorable aux gens présents », affirme M. VANCOUVER — The Real Estate Board of Greater Vancouver says November home sales were down from October — but still well above the same time last year, as the market catches up to the effects of COVID-19.The board says real estate agents sold 3,064 homes last month, down 16.9 per cent from October, but up 22.7 per cent from November 2019.The board's report says the benchmark price of a Vancouver home hit $1,044,000, up 5.8 per cent from November 2019.Vancouver is a seller's market, board chairwoman Colette Gerber said, as demand for detached houses and townhomes is pushing prices higher while the rate of new listings lags. Although the number of homes listed for sale in November rose 36.2 per cent year-over-year to 4,068, new listings were down 27 per cent from October. That left the sales-to-active listings ratio — a closely watched figure in the industry — at 27.6 per cent, still above the 20 per cent level where prices tend to rise.Meanwhile, November sales passed 3,000 for the first time since 2015, marking the second-best November in the past decade.“The supply of homes for sale are a critical factor in understanding home price trends," Gerber said in the report.The Vancouver area has seen near-record home sales since the summer, said Gerber, after COVID-19 restrictions tamped down on the usual home buying season, which tends to peak in spring and slow down by winter.The was a surge of sales in the far reaches of the metro area, such as the Sunshine Coast, Gulf Islands and Squamish, as homebuyers looked toward less dense neighbourhoods amid work-from-home arrangements and physical distancing policies, according to Gerber. The Sunshine Coast, in particular, saw home sales jump 82.8 per cent.The trend of buyers seeking space was also apparent in the type of homes sold. Detached home sales were up 28.6 per cent during the month, with prices up 9.4 per cent from a year ago.
