WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. They spoke on condition of anonymity to discuss private conversations.Others potentially in the mix for the role include Lisa Monaco, a former homeland security adviser and senior Justice Department official in the Obama administration, and outgoing Alabama Sen. Doug Jones, who famously prosecuted Ku Klux Klan members who bombed a Birmingham church in the 1960s.The question for Biden, however, is how to balance top Cabinet picks as he attempts to fulfil his pledge for racial, ethnic and gender diversity. Many of Biden's leading nominees so far have been white, which could work against Yates, Monaco and Jones.Some Black Democrats are attempting to elevate former Massachusetts Gov. Deval Patrick, who is Black and led the Justice Department's civil rights division under President Bill Clinton, in discussions about potential attorneys general.Whoever emerges as the nominee will be pressed to demonstrate independence from the new White House after Biden campaigned on a pledge to depoliticize the Justice Department.That could be tough, however, if the future attorney general faces calls for new probes into the Trump administration. Some investigations into Trump have been frozen because of the immunity he enjoys as president. Others swirling around members of his family and associates have been simmering for years.On Tuesday, an unsealed court filing revealed an investigation into a potential plot to solicit political donations in exchange for the president using his pardon power.Barr, for his part, insisted that he was trying to keep politics out of the Durham probe, explaining that is why he delayed announcing the special counsel appointment until a month after the election.“With the election approaching, I decided the best thing to do would be to appoint them under the same regulation that covered Bob Muller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said in an interview with the AP on Tuesday.“I wanted to have the team, both Durham and his team understand that they be able to finish their work,” Barr said.Durham has already been a huge disappointment for Trump and his allies, and prompted a dispute with Barr over why things weren’t moving faster and why the investigation did not yield major prosecutions in the weeks before the election. The investigation wasn’t expected to result in many more criminal charges, and there has only been one so far — a former FBI lawyer who pleaded guilty to a single charge.But the investigation is worth more politically than practically.A nearly 500-page inspector general report chronicled in great detail the errors and omissions FBI agents made in a series of applications to surveil Page. Declassified documents released by congressional Republicans have raised additional questions while not undercutting the overarching legitimacy of the Russia probe. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Guaido, the leader of Venezuela's opposition-controlled parliament, in 2019 called Maduro a usurper following his disputed re-election and assumed a parallel presidency based on articles of the constitution that make the head of the National Assembly next in line to rule the country. Guaido's lawmaker allies have said they will continue to insist that they are legitimate parliamentarians after Jan. 5, arguing that their constitutional mandate remains intact because Sunday's vote is rigged.
“It was a really bad year,” said Ann Marie Bagnall, chair of the Guysborough and Area Board of Trade, as the organization assesses 2020 and looks forward to the year ahead. In an interview Nov. 27, Bagnall told The Journal that the pandemic, and resulting restrictions, hit each of the 35 members of the organization differently, depending on which sector of the economy they belonged. But,overall, everyone struggled. “For every member it was difficult because it was so full of uncertainties. And there were so many changing protocols. Some of our members – like the restaurants, accommodations and retail that depend on a lot of tourist volume—they were very hard hit. And, it was difficult to plan; not knowing if you would be open the next day or week,” she said. The focus of the board this past year has been keeping the members abreast of the constantly changing programs and protocols. That was made a little easier when the board started to have weekly online meetings with Cape Breton-Canso MP Mike Kelloway, who represents the area covered by the board. That line of communication, said Bagnall, was critical. The board was able to give feedback about programs and make suggestions, which were used to adapt and modify some programs, such as the wage subsidy program and student job grants, to fit the needs of local businesses and non-profits. “That was what was so key about those meetings (with MP Kelloway); it really did result in changes. The programs themselves – the government was just trying to get them out so quickly – it was trying to address the majority. But, once you got into those details and you look at (board) members particular circumstances, they can’t qualify because of ‘X,’ but they should qualify. It was bringing those issues up and getting them addressed,” said Bagnall of the meeting outcomes. While it has been a very trying time, Bagnall said, unlike other boards she’s heard of, none of their members have had to close their doors permanently due to the impact of the pandemic. Nor have they, to the best of her knowledge, had any difficulty finding workers due to government programs such as CERB; a problem that was anticipated by some in the business community nationally. As we head into the second wave of the pandemic, Bagnall said she thinks board members are prepared to deal with the disruptions that may lie ahead. “I think we’re positioned to deal with it – it’s just a question of uncertainty. If you go into lockdown, how much inventory should I have beforehand? It’s the unknown; you gotta just roll with it, whatever happens. From the board’s perspective, we’re continuing to look at the support programs…. We’re going to keep following the same track we’ve been on.” That being said, the board has made a change regarding this year’s ‘Buy Local’ campaign. “The ‘Buy Local’ draw has been going on for quite a few years now and even last year we talk about the need to change it. This year we looked at it and said it was really impractical with COVID restrictions to have a draw done with ballots and people writing; there were a lot of issues if we were going to try to do that,” said Bagnall. So, instead of a draw, the board of trade has decided to donate half of the budget they have traditionally used for the ‘Buy Local’ campaign give-away, and “reinvest that in a charity in the community,” said Bagnall. “Major fundraisers for a lot of organizations have been so disrupted,” Bagnall said, which helped fuel the board’s decision to donate $250 to the Guysborough Memorial Hospital Auxiliary. “The work that they do, and the importance of the hospital,was highlighted this year,” said Bagnall, adding that,while the amount was not huge, “It could help in a small way. And show that we really do appreciate their effort.” While the pandemic has few silver linings, one of them might be the increased realization that we need local businesses to thrive, and – in order for them to do that – they need community support. “Buy local; that is key and that will continue to be key, even more if a lockdown occurs again…. I think it (lockdown) highlighted the services we have in Guysborough. Marathon was beaten 2-0 by Costa Rica's Deportivo Saprissa, the defending CONCACAF League champion, in Tegucigalpa, Honduras.Marathon will be a formidable opponent. Founded in 1925, it currently tops its group in the Honduran Premier Division at 7-3-2. Forge, meanwhile, has played just three times since winning the Island Games, which represented the CPL's truncated season, on Sept. 19 in Charlottetown.Forge, which has already posted road victories in Panama and El Salvador in its tournament run, is bidding to become the first CPL team to qualify for the Champions League. South Okanagan climber and filmmaker Dave Mai has plenty of adventures and beautiful climbing photos on his social media feed, but the stories, risks, heart and heartbreak leading to those shots often go untold. To gain that perspective, Mai would have to climb higher. Mai’s second climbing film, Higher Perspective, was released online this year and explores the life behind the lens. He wanted to go beyond the surface-level sharing of social media, and ended up exploring himself as well as those who spend their career behind the camera capturing breathtaking images and daring feats. “This film was a way to dive deeper than just a social media post and share what I’m going through in my life and my hobbies. Just give a different perspective and hope someone resonates with that,” Mai said. Mai started rock climbing roughly six years ago. While shooting his previous film, Ephemera, he realized he should probably learn a bit more about ice climbing. “That first film was interesting because somehow I managed to get a really high-profile climber, Tim Emmett, to do this first ascent,” Mai said. “I remember standing at the bottom of this waterfall, like, ‘yeah I’ve never really climbed ice and I’m about to go up with this world-class ice climber.’ So that kind of sparked that I need to step my game up if I’m going to survive this game.” The film follow’s Mai’s journey as a climbing photographer and along the way he joins others who pursue the craft in both B.C. and Alberta. “At first it was going to be a film about climbing photographers, and then I realized I needed a central character to pivot around. That kind of became me. I didn’t intend it to be that way at first, but I had the most control over me so I had to kind of create myself as the central character,” Mai said. Mai met many of the climbing photographers featured in the film through Instagram. He meets and interviews climbers, photographers mountain guides and joins them on their journey to capture sometimes-tense moments and breathtaking views. “Usually you are seeing the climbers and you have no idea who is behind the lens. The climbers usually get all the glory,” Mai said with a laugh. “Not that I need any glory.” Climbing photographers often have to get ahead of their subjects, either hiking around to a good vantage point or climbing up first. Preparation and planning are as important as climbing skills. Sometimes hidden away in backcountry areas, ice walls usually require a journey before climbers even arrive, so being prepared and efficient are key during the long shoots. “It can make for some long days, so you’ve got to be pretty proficient at what you’re doing. There’s also that safety factor, so you’ve got to be with a team that you trust and have confidence in their skills,” Mai said. “A lot of these times these ice falls we are going to are a four hour hike in, in waist-deep snow, to get there.” Much of the film was shot in the Okanagan, with rock climbing scenes taking place at the Skaha Bluffs south of Penticton, Apex Mountain, the Keremeos/Hedley area and the Carmi area. “I tried to film as much in the Okanagan as possible. I also went down to Squamish to film Alex Ratson, who is a photographer down there,” Mai said. “We ended up hiring a chopper, flying to the top of Mount Habrich to do some marketing shots up there.” In the film, Mai also visits the Rocky Mountains working with Calgary-based photographer Tim Banfield. Funded by Telus STORYHIVE and CreativeBC as well with support from multiple sponsors, Mai spent roughly a year and a half working on the film. As he was just putting the final pieces together, COVID-19 struck the world. “I have mixed feelings about it. I had these big plans of putting it in big film festivals, and all the film festivals are online now. I just ended up releasing it independently online,” Mai said. Mai ended up working on the audio mix down alone in a theatre, which made for an odd experience. “I was at the Frank Venables Theatre by myself just watching this film. It felt so surreal just finalizing this film by myself,” Mai said. Putting himself as the main character at the centre of Higher Perspective was a unique experience for Mai. “It feels really vulnerable,” Mai said. “At the end of the film I come to the realization that I’m going to keep pursuing this adventure photography, climbing, filmmaking thing. It may be uncommon and some people may have things to say about it, it might be dangerous, but I’m OK with the risks to feel fulfilled and not be afraid to go chase what feels right to me, and honest.” The film started out as a reaction to the shallowness of the social media world, a world Mai hopes to brighten with the project. “There’s this weird energy in the world. The largestbattery-poweredelectric bus fleet in North America is Canadian. Toronto's transit system is now running 59 electric buses from three suppliers. And Canadian pioneers such as Toronto offer lessons for other transit systems aiming to transition to greener fleets for the low-carbon economy of the future.Diesel buses are some of the noisier, more polluting vehicles on urban roads. Going electric could have big benefits.Emissions reductions are the main reason the federal government aims to add 5,000 electric buses to Canada's transit and school fleets by the end of 2024. New funding announced this week as part of the government's fall fiscal update could also give programs to electrify transit systems a boost."You are seeing huge movement towards all-electric," said Bem Case, the Toronto Transit Commission's head of vehicle programs. "I think all of the transit agencies are starting to see what we're seeing ... the broader benefits."While Vancouver has been running electric trolley buses (more than 200, in fact), many cities (including Vancouver) are now switching their diesel buses to battery-powered buses that don't require overhead wires and can run on regular bus routes.The TTC got approval from its board to buy its first 30 electric buses in November 2017. Its plan is to have a zero-emissions fleet by 2040.That's a crucial part of Toronto's plan to meet its 2050 greenhouse gas targets, which requires 100 per cent of vehicles to transition to low-carbon energy by then.But Case said the transition can't happen overnight. Finding the right busFor one thing, just finding the right bus isn't easy."There's no bus, by any manufacturer, that's been in service for the entire life of a bus, which is 12 years," Case said."And so really, until then, we don't have enough experience, nor does anyone else in the industry, have enough experience to commit to an all-electric fleet immediately."In fact, Case said, there are only three manufacturers that make suitable long-range buses — the kind needed in a city the size of Toronto.Having never bought electric buses before, the city had no specifications for what it needed in an electric bus, so it decided to try all three suppliers: Winnipeg-based New Flyer; BYD, which is headquartered in Shenzhen, China, but built the TTC buses at its Newmarket, Ont. facility; and California-based Proterra.They all had their strengths and weaknesses, based on their backgrounds as a traditional non-electric bus manufacturer, a battery maker and a vehicle technology and design startup, respectively."Each bus type has its own potential challenges." Case said all three manufacturers are working to resolve any issues as quickly as possible.Infrastructure installationBut the biggest challenge of all, Case said, is getting the infrastructure in place. "There's no playbook, really, for implementing charging infrastructure," he said.Each bus type needed their own chargers, in some cases using different types of current. Each type has been installed in a different garage in partnership with local utility Toronto Hydro.Buying and installing them represented about $70 million, or about half the cost of acquiring Toronto's first 60 electric buses. The $140 million project was funded by the federal Public Transit Infrastructure Fund.Case said it takes about three hours to charge a battery that has been fully depleted. To maximize use of the bus, it's typically put on a long route in the morning, covering 200 to 250 kilometres. Then it's partially charged and put on a shorter run in the late afternoon."That way we get as much mileage on the buses as we can."Cost and reliability?Besides the infrastructure cost of chargers, each electric bus can cost $200,000 to $500,000 more per bus than an average $750,000 diesel bus. Case acknowledges that is "significantly" more expensive, but it is offset by fuel savings over time, as electricity costs are cheaper. Because the electric buses have fewer parts than diesel buses, maintenance costs are also about 25 per cent lower and the buses are expected to be more reliable.As with many new technologies, the cost of electric buses is also falling over time.Case expects they will eventually get to the point where the total life-cycle cost of an electric and a diesel bus are comparable, and the electric bus may even save money in the long run.All-weather testing neededAs of this fall, all but one of the 60 new electric buses have been put into service. The last one is expected to hit the road in early December.Summer testing showed that air conditioning the buses reduced the battery capacity by about 15 per cent. But the TTC needs to see how much of the battery capacity is consumed by heating in winter, at least when the temperature is above 5 C. Below that, a diesel-powered heater kicks in.Once testing is complete, the TTC plans to develop specifications for its electric bus fleet and order 300 more in 2023, for delivery between 2023 and 2025.Potential benefitsEven with some diesel heating, the TTC estimates electric buses reduce fuel usage by 70 to 80 per cent. If its whole fleet were switched to electric buses, it could save $50 million to $70 million in fuel a year and 150 tonnes of greenhouse gases per bus per year, or 340,000 tonnes for the entire fleet.Other than greenhouse gases, electric buses also generate fewer emissions of other pollutants. They're also quieter, creating a more comfortable urban environment for pedestrians and cyclists.But the benefits could potentially go far beyond the local city."If the public agencies start electrifying their fleet and their service is very demanding, I think they'll demonstrate to the broader transportation industry that it is possible," Case said."And that's where you'll get the real gains for the environment."Alex Milovanoff, a postdoctoral researcher in the University of Toronto's department of civil engineering, did a study that suggested electrified transit has a crucial role to play in the low-carbon economy of the future.His calculations show that 90 per cent of U.S. passenger vehicles — 300 million — would need to be electric by 2050 to reach targets under the global Paris Agreement to fight climate change.And that would put a huge strain on resources, including both the mining of metals, such as lithium and cobalt, that are used in electric vehicle batteries and the electrical grid itself.A better solution, he showed, was combining the transition to electric vehicles with a reduction in the number of private vehicles, and higher usage of transit, cycling and walking."Then that becomes a feasible picture," he said.What's needed to make the transitionBut in order to make that happen, governments need to make investments, he added.That includes subsidies for buying electric buses and building charging stations so transit agencies don't need to make fares too high. But it also includes more general improvements to the range and reliability of transit infrastructure."Electrifying the bus fleet is only efficient if we have a large public transit fleet and if we have many buses on the road and if people take them," Milovanoff said.In its fall economic update on Monday, the federal government announced $150 million over three years to speed up the installation of zero-emission vehicle infrastructure.Josipa Petrunic, CEO of the Canadian Urban Transit Research and Innovation Consortium, a non-profit organization focused on zero-carbon mobility and transportation, said that in the past, similar funding has paid for high-powered charging systems for transit systems in B.C. and Ontario. But that's only a small part of what's needed, she said."Infrastructure Canada needs to come to the table with the cash for the buses and the whole rest of the system."She said funding is needed for: * Feasibility studies to figure out how many and what kinds of buses are needed for different routes in different transit systems. * Targets and incentives to motivate transit systems to make the switch. * Incentives to encourage Canadian procurement to build the industry in Canada. * Technology to collect and share data on the performance of electric vehicles so transit systems can make the best-possible decisions to meet the needs of their riders.Petrunic said that a positive side-effect of electrifying transit systems is that the infrastructure can support, in addition to buses, electric trucks for moving freight.So far, Petrunic said, Canada has about 120 battery electric buses on order and on the roads."It's not a lot given that we have 15,000 buses out there in the transit fleet," she said."But we should be able to get a lot further ahead if we match the city commitments to zero emissions with federal and provincial funding for jobs creating zero-emissions technologies."
More small- and medium-sized businesses will be able to apply for a provincial grant under a recently extended program. Applications for the small and medium enterprise (SME) relaunch grant were due last week but a second round of applications will now be available until March 31, according to the Alberta government. “A lot of our small- and medium-sized businesses have taken advantage of (the grant),” said Larry Gibson, Grande Prairie and District Chamber of Commerce chairperson. Gibson said the chamber has heard from approximately a half-dozen businesses that have applied since the program was introduced in June, including a couple near Clairmont. The SME relaunch grant benefits businesses, co-operatives and non-profits that have experienced significant revenue loss during the pandemic. The SME grant is for 15 per cent of the business’ pre-COVID monthly revenue, or a maximum of $5,000, said Justin Brattinga, Jobs, Economy and Innovation department press secretary. “Five thousand dollars doesn’t go far these days, but it is a helpful program when you’re looking at added expenses,” Gibson said. “Most of the (local businesses) are using the grant to offset some of the extra costs, in plexiglass shields, the masks and sanitization.” Gibson said Grande Prairie-area businesses that have shown interest in the grant represent a variety of sectors, including retail, small manufacturing organizations and the restaurant and hospitality industries. To qualify, a business must have fewer than 500 employees and be affected by provincial restrictions, or have revenue losses of 40 per cent, according to the Alberta government. Initially, the SME grant required the business to have revenue losses of 50 per cent, a threshold lowered to 40 per cent retroactively to March, Brattinga said. The lowered threshold will enable thousands of more businesses across the province to benefit, he said. The chamber observed many small- and medium-sized businesses experience losses in the range of 40 and 50 per cent between April and May, Gibson said. A proposed class action suit has been launched against Dell Technologies on behalf of thousands of Canadians whose personal information was compromised in a data breach.According to a claim filed in a Nova Scotia court, the suit's proposed representative plaintiff is seeking compensation for two years of scam calls and emails he received after a 2017 data breach exposed information about him and more than 7,000 other Dell customers.In response to Wednesday's announcement of the suit, filed Oct. 1, Dell issued an emailed statement saying it "places the highest priority on the protection of customer data.""The Office of the Privacy Commissioner's related investigation found that we improved our 'security safeguards along with (our) complaint handling and breach investigation practices.' "According to the suit, which hasn't been certified as a class action, its proposed representative plaintiff suffered through years of inconvenience and anxiety as a consequence of the breach, which occurred at a call centre in India that provided customer support services for Dell.It says Dell tech support collected and stored information about the plaintiff, including service history, warranty information and model numbers as well as personal information, after he sought assistance with his computer.It says he began to get harassing calls from individuals claiming to be Dell employees, starting in January 2018.After taking steps to get Dell to deal with the problem to his satisfaction, the man filed a complaint in February 2018 with the federal Office of the Privacy Commissioner.The OPC reported earlier this year that the man had a well- founded complaint. It also uncovered additional detail about how the breach occurred.In the meantime, according to the statement of claim, the plaintiff "received five to 10 scam calls per day, seven days a week, at all hours (from January 2018 to early 2020)."The calls would wake (him) from sleep, and constantly interrupt his life. (He) was eventually left with no option but to change his work phone number used by countless clients, work contacts and employers."After the phone number changed, the suit claims its main plaintiff began to get numerous emails per day requesting that he call a number to resolve a Dell computer issue."(He) continues to suffer anxiety and distress over the materially increased risk of identity theft, being the target of additional scams, and further cybercrime," the claim says.His lawyers are asking the court to recognize him as a representative for other Canadian customers of Dell that were affected by the 2017 breach,The Wagners law firm in Halifax said in a Wednesday press statement that the suit claims that Dell Canada and its parent company were negligent and didn't sufficiently protect the privacy of its customers.The suit doesn't specify how much money the plaintiffs should get, but asks the court to award damages for breach of privacy and negligence and other compensation.The defendants named in the suit are Dell Technologies Inc., headquartered in Texas, and its Canadian subsidiary in Toronto.The federal privacy commission said in a July 2020 report it investigated two complaints from people with Dell computers and found them well-founded.One of the complainants, who the OPC didn't identify by name, fit the description of the law suit's plaintiff. The other case involved calls received by a complainant and her father, starting in July 2017."At the time of the complaints, Dell used a service provider to deliver support for its customers in a call centre located in India. Two employees of the provider inappropriately disclosed Dell customer data lists in June and November of 2017," the OPC report says.It added that "Dell is unaware what information was disclosed in the June 2017 breach, but both complainants had their personal information breached in November 2017."The report also concluded that certain safeguards "were insufficient given the sensitivity of the personal information at issue. Nisga’a Nation declared a state of local emergency on Nov. 26 amid rising COVID-19 cases and an exposure in the Nisga’a Elementary Secondary School community. Six school aged children have tested positive for the virus. Other positive cases are linked to two family gatherings in Gitlaxt’aamiks (New Aiyansh). As of Dec. 2, Nisga’a Valley Health Authority (NVHA) has confirmed 34 positive COVID-19 tests. “We are all in this together,” said Eva Clayton, Nisga’a Lisims president in a media release. “We must follow all provincial and Nisga’a health orders to ensure we stop further spread of this serious virus.” Until Dec. 10, entrance to Gitlaxt’aamiks will only be allowed from 8:00 a.m. to midnight — security personnel are monitoring the entrance to the village and patrolling the village from midnight to 7:00 a.m. According to a Nov. 26 Gitlaxt’aamiks Village Government communique, family gatherings and house-parties are prohibited and all offices, churches, and the recreation centre are closed. Masks are mandatory in the village and visitors to Gitlaxt’aamiks are prohibited. The communique states that the majority of COVID-19 cases in the Nass Valley are in Gitlaxt’aamiks and that house parties continue to be a concern. Bruce Power has wasted no time getting its “Be a Light” campaign up and running. The campaign, announced on Nov. 19, pledged $1 million to redouble efforts to fight COVID-19. It is putting a focus on five pillars, public awareness, providing protection, a buy local initiative and supporting physical and mental health and lending a helping hand. On Nov. 24, the campaign committed $250,000 to support the maintenance and enhancement of the Kincardine Trails, assisting with the completion of the Signature Trail project, and the Saugeen Rail Trail, which will assist in the environmentally-friendly paving of two section of the trail in Port Elgin and Southampton. . It will also support a feasibility student into the development of a trail at Saugeen First Nation. Be a Light acknowledges that staying active an spending time outdoors has an important role in helping people manage the pandemic. An additional $50,000 will support mental health initiatives at the Grey Bruce branch of the Canadian Mental Health Association, the Westover Treatment Centre recovery support and the Grey Bruce “We CARE” project supporting mental health in youth. One day later, the campaign announced it would provide $150,000 in protective equipment to communities and organizations in Bruce, Grey and Huron counties. That donation will include 175,000 three-ply disposable masks and 2,000 bottles of hand sanitizer to primary health care facilities, Indigenous communities, and other organizations in the region. Fifty self-standing automatic temperature monitors will be provided for long-term and health care facilities, and other high-traffic areas to provide hands-free, rapid temperature screening. LEXINGTON, Ky. — A 12th former NFL player has admitted to participating in a multimillion-dollar scheme to defraud the league’s health care benefit program. Former Washington Football Team and San Francisco 49ers cornerback Carlos Rogers pleaded guilty Monday in federal court in Lexington, Kentucky, to one charge of conspiring to defraud a program set up to reimburse former players for out-of-pocket medical expenses, the Lexington Herald-Leader reported. Prosecutors allege the players targeted the Gene Upshaw NFL Player Health Reimbursement Account Plan. It provides tax-free reimbursement of out-of-pocket medical care expenses that were not covered by insurance and that were incurred by former players, their spouses and dependents. Indictments say a group of former players defrauded the plan by submitting false claims for expensive medical equipment, including devices used on horses. In reality, they had never purchased or received the medical equipment, prosecutors said. The charges were consolidated in Kentucky because the fraudulent claims were processed through an insurance data centre in Lexington. authorities said. In his plea agreement, Rogers admitted to helping recruit other former players to join the scheme and provided identifying information about them to others to use in claims. Rogers played 10 seasons in the NFL and was selected for the Pro Bowl in 2011 while he was with the 49ers. He is set to be sentenced in March. Ceandris Brown, the only former player who has been sentenced for the scheme so far, has been ordered to serve about a year in jail and must pay more than $84,000 in restitution to the health fund. Three other former players, including ex-Washington running back Clinton Portis, are scheduled for trial in April after they pleaded not guilty. The Associated Press
Schools across Nova Scotia will be getting new touchless water stations and extra school supplies, as well as money to test drive new online math, language and literacy programs.Teachers, students and staff will also receive new face masks and have access to more personal protective equipment as part of a spending spree to use up almost all of the almost $48 million promised by Prime Minister Justin Trudeau last August.Nova Scotia Education Minister Zach Churchill laid out his department's shopping list during a virtual news conference Wednesday from the Tri-County Regional Centre of Education office in Yarmouth."Today I am pleased to announce the province is providing $14.3 million to our students and staff for well-being and learning," he told reporters.That spending includes: * $4.1M to pilot new online math and literacy programs * $3.8M for 950 touchless water stations in every school * $2.7M for additional inspections to ventilation systems and needed repairs * $1.5M for breakfast and lunch programs or for food deliveries if schools are closed * $1.5M for personal protective equipment * $700,00 to move furniture and supplies if students need to change schools as part of blended learningIn August, Trudeau announced the creation of a $2 billion Safe Return to Class Fund. Nova Scotia was promised almost $48 million from the fund to "ensure a safe return to school and (to) protect the health of students and staff."The Nova Scotia government has announced where all but $6 million of that money has been or will be spent. So too is the $5.5 million announced Nov. 3 to hire cleaning staff and buy supplies so that school gyms could reopen to community groups and sports teams.Although the province was ready Wednesday to announce the purchase of 950 water stations, Churchill was unable to provide a timeline for when they might be installed."That's going to be managed at the regional level so I don't have a schedule on which schools are going to be done (and) when, but the work on this will commence immediately," he said.The $1.5 million earmarked for school breakfast and lunch programs will be used to meet the increased demand for both programs, as well as for food hampers or to but grocery gift cards if students are sent home again if COVID infection rates warrant the closure of schools.Deanna Rawding, principal at West Northfield Elementary School near Bridgewater, said her school has seen an increase in demand for both its free breakfasts and its equity meal program, which offers a free lunch to students who cannot afford to pay for it."I've seen an increase in need ... because we had some families that lost jobs due to COVID or were unable to get the hours they needed to support their family," said Rawding.She said the extra funds to be able to continue to help those students would make a difference in the classroom."That makes them feel good and that makes them better learners throughout the day," she said.MORE TOP STORIES
Investigators from the Transportation Safety Board (TSB) are headed to Naujaat, Nunavut, to look into why a Calm Air cargo plane went off the runway in that community last week.No injuries were reported in the incident.In a statement posted to Calm Air International's Facebook page last Thursday, the company said one of its cargo planes left the runway that afternoon.It said crew members were receiving medical evaluations, but did not offer any other details about the incident.A report earlier this week from Transport Canada's Civil Aviation Daily Occurrence Reporting System (CADORS) said there were three people on board, and the aircraft "sustained significant damage."In a news release on Wednesday, the TSB said it was deploying a team of investigators to Naujaat, to "gather information and assess the occurrence."
As Vopak Development Canada’s proposed fuel storage facility and export terminal near Prince Rupert, B.C., enters its final public comment period, environmental groups say the project fails to address risks associated with marine and rail transport. If approved, the Vopak Pacific Canada facility would bring up to 240 rail cars carrying fuels like diesel, propane, methanol and gasoline through northwest B.C. every day. The fuels would be shipped on the CN rail network from sources in B.C. and Alberta to Ridley Island, an industrial site near Prince Rupert. The terminal would also bring up to 171 tankers to the Skeena River estuary annually. “Vopak brings the risk of a spill of highly toxic diesel oil and gasoline from train derailments, tanker accidents and spills at the offloading facility,” Greg Knox, executive director of SkeenaWild Conservation Trust, told The Narwhal. “Such spills are very difficult to clean up once they enter the river or marine environment.” Retired biologist Dawn Remington with Friends of Morice-Bulkley said the project poses a risk to communities along fuel transportation routes and not enough information about how these communities will be protected has been made available to the public. “We’re going to be a corridor for hazardous petroleum products. And if this is the case, I want it to be done safely,” Remington told The Narwhal, adding her concerns aren’t about trying to stop the project. Remington said the Vopak project presents an opportunity to address the risks of rail transportation associated with several projects in the region, including another proposed fuel export facility and one that’s already under construction. Vopak recently submitted its application for an environmental assessment certificate along with its report on the project’s potential environmental impacts to the B.C. Environmental Assessment Office. The public can now review and comment on those documents until Dec. 30. During the initial public comment period in 2018, members of the public and environmental groups asked that increased rail traffic associated with the Vopak project be included in the facility’s review. And during the First Nations consultation process, each of the six nations involved flagged increased rail traffic as an important issue that should be addressed as part of the environmental assessment. The B.C. Environmental Assessment Office said it would not include rail traffic in the assessment, deferring to Transport Canada, the federal agency responsible for regulating the rail network. “Concerns of potential spills from train derailments are not being assessed in the environmental assessment and are being completely ignored by CN, Vopak and the provincial and federal governments despite strong public concern,” Knox said. CN’s rail accidents have been steadily increasing, according to a 2019 Transportation Safety Board of Canada report. Last year, there were 169 accidents involving dangerous goods, like the ones that would be shipped to the Vopak facility. Eight of those accidents resulted in spills, twice as many as the previous year. In March, a train carrying coal and propane derailed near an elementary school east of Prince George, B.C., spilling coal into a creek and causing an emergency evacuation of the school. Other derailments in the region over the past few years have resulted in coal and wood pellets spilling into creeks and rivers. Remington has been working with communities along the rail corridor in northwest B.C. to formally request Transport Canada conduct a risk assessment of rail traffic in the region. Even though the potential for a rail accident resulting in an explosion or deadly spill is low, Remington worries a single event could have catastrophic effects. Propane — also referred to as liquified petroleum gas — is a highly-combustible fossil fuel captured as a by-product of fracking for natural gas. More propane travelling through the region means more risk, she said. “Risk is the probability of something happening times the severity of the consequences if it happens,” she explained. “So even if the probability is low, the consequences are enormous.” She stressed that without knowing the risks, the communities along the rail corridor aren’t equipped to deal with an emergency should one arise. “How do you evacuate this entire town if people have no idea?” The concern is shared along the transportation corridor, even in towns hundreds of kilometres from the proposed Vopak facility. In a recent public comment on the project, Jeanette Weir, from Hazelton, B.C., said the threat the export terminal poses to communities along rail lines has effectively been overlooked. “This project is completely ignoring the communities through which an enormous increase of rail transport of explosive dangerous goods is proposed. It should not be evaluated for the sole risks at the Prince Rupert storage facility because it will affect all of us living along the rail line.” In a document provided to First Nations outlining the potential effects of increased rail traffic, Vopak said the project would contribute to an incremental increase in the risks associated with rail transportation, including moose strikes, collisions and derailments. It also stressed that all regulations related to rail safety fall under the jurisdiction of Transport Canada. Public requests that the environmental impacts of marine traffic be included in the projects assessment were also denied by the Environmental Assessment Office, leading to lingering concerns the project will harm marine ecosystems. The proposed facility would include a number of holding tanks for fuel and a marine berth where tankers would be filled over 40-hour periods. Vopak would only be responsible for products during storage, unloading and loading. For nearly 50 years, a now-shuttered pulp mill near Ridley Island discharged contaminated materials into the marine environment, much of which is now sequestered in a layer of sediment on the ocean floor — including where Vopak would provide mooring for tankers. Although Vopak scrapped its initial plan to dredge up the contaminated sediment to make way for a permanent jetty, many worry the current plan to leave sediment — which contains highly toxic dioxins and furans as well as copper and arsenic — undisturbed is unrealistic. According to Luanne Roth, north coast campaigner for the T Buck Suzuki Environmental Foundation, the new plan was submitted after the initial public comment period, so any public concerns about the redesign have yet to be addressed. “Before, with the big dredge, all of that contaminated sediment would have been gone from the area,” she said. Now the issue is what happens to the sediment when tankers are mooring. “When the boats are docked, they’re docked by really powerful tugs, so there’s going to be really powerful propeller wash,” she said. The effects of propeller wash, the movement of water by ships’ engines, on the sediment have not been studied for the Vopak project, but they were when the Pacific Northwest LNG terminal was on the books for neighbouring Lelu Island. Roth said those studies estimated five centimetres of sediment would be resuspended every day. All of that toxic sediment would then be distributed by tides and currents within the surrounding marine ecosystem. Opposite Lelu Island, and within sight of the proposed Vopak project, is Flora Bank, which has been noted as a critical juvenile salmon habitat. Given the dramatic declines in Skeena salmon populations, the effects could be felt throughout the entire Skeena watershed. Roth said there may be solutions to the problem, but the absence of any mention of the effects of propeller wash in Vopak’s environmental effects evaluation is troubling, especially because the chemicals are known to have negative effects on human health, including increased risk of autism, cancer and diabetes. “There’s a tremendous amount of food gathering in the Skeena estuary, so it’s a really big concern,” she said. In an emailed statement, Vopak communications director, Stefany Cortes, told the Narwhal “the tugboat propulsion is focused higher in the water column and, therefore, is not expected to resuspend sediment during mooring.” Roth also raised concerns about the increased marine traffic and the potential for a catastrophic spill. As The Narwhal previously reported, many of Prince Rupert’s designated anchorages are situated in water that lies atop a thin layer of mud and sediment on smooth rock. In high winds — very common during fall and winter — a ship can drag its anchor and potentially end up smashing against coastal rocks. Even just one ship spilling its fuel, not to mention its cargo of fuel, would have catastrophic effects on the marine ecosystem. According to a T Buck Suzuki study, between 2004 and 2017, the Prince Rupert port had three times as many anchor-dragging incidents as the Port of Vancouver despite having 86 per cent less vessels. This works out to 2,360 per cent more incidents per visit. Roth said there were 29 incidents in Prince Rupert last winter. Earlier this year, T Buck Suzuki commissioned an independent report to assess the safety risks associated with anchoring in the Prince Rupert area. Prepared by Ivan Todorov, a master mariner and former senior officer on oil tankers, the report noted a need to ensure that “loading be delayed when storm/hurricane warnings have been issued in order to limit the need for anchoring laden tankers in poor holding ground.” Todorov added that the Vopak project should be subject to a formal risk assessment of grounding and collision incidents. The Prince Rupert Port Authority, which is responsible for federal lands and waters in the area and is the coordinator of the environmental assessment for the proposed project, recently commissioned an independent navigational risk assessment. But when The Narwhal asked to review the document, the port said it would not make the report available to the public. Port communications director Monika Cȏté told The Narwhal in an emailed statement that the port authority has strict policies and procedures in place for the movement and anchorage of ships coming and going from the Ridley Island Propane Export Terminal, of which Vopak is part owner, and similar policies and procedures would be implemented for the proposed facility. Those procedures include port-assigned pilots and tugboat assistance. “Procedures vary depending on vessel, cargo and terminal they are going to, and what is required to mitigate navigational risk,” she wrote. “Vopak-specific procedures will be determined through a multi-agency effort that includes vessel simulation trials.” She said it is uncommon for ships to remain at anchorage once they’re loaded. “In the very rare circumstance that a loaded vessel would move to anchorage, the tug would remain in attendance with the vessel while it is at anchor,” she wrote. Roth said if the port is not able to prevent fully loaded ships from anchoring during storm events, Vopak could contractually refuse to fill a tanker if extreme weather was in the forecast. “That’s something we’d really like them to address,” she said. In the new year, Vopak Development Canada will compile all of the comments received during the public comment period and submit them to the B.C. Environmental Assessment Office. The office will then consult with the province, the port authority, local First Nations, Fisheries and Oceans Canada, Transport Canada and other stakeholders to resolve any outstanding issues. If no red flags are identified, the stakeholders will sign off on the project and a final decision will be made by provincial ministers. Saying federal aid promised for the tourism industry is missing key items, P.E.I. Tourism Minister Matthew MacKay says he will have programs to fill some of those gaps next month.Earlier this week federal Finance Minister Chrystia Freeland provided an update on how the federal government plans to cope with the ongoing pandemic, and part of that was low-interest loans that operators in the tourism industry would qualify for."There's still a lot of details that we don't know yet," MacKay told Island Morning host Mitch Cormier.He said he expects to hear more on the next national ministers call, but he does not expect to hear everything he would like."There's certainly some things that we've been advocating for that just aren't in this," he said."We plan to fill some of these gaps and roll them out in early January."Corryn Clemence, executive director of the Tourism Industry Association of P.E.I., said loan programs won't be enough for many operators."We certainly have quite a few of our small business operators who already have a big debt load," said Clemence."With the uncertainty of … the industry in the next 12 months there's a fear and a hesitation on taking additional debt load."Looking aheadThe 2020 tourism season saw business cut by more than half compared to 2019.There had been hopes that the opening of the Atlantic bubble might be an opportunity to salvage something of the season — New Brunswick and Nova Scotia accounted for 60 per cent of the market in 2019 — but Maritimers did not take advantage of the open border.While vaccine rollout is expected early in the new year, MacKay does not expect a full recovery in 2021. He does, however, believe the province can do a better job of marketing to the Maritimes."We know the Atlantic bubble can work," he said."We feel we can utilize that better than we did. By the time we rolled that out and got going it was July 1st. MONTREAL — Refugee advocates are criticizing Canada's decision to resume deportations before the country irons out the details of a program to grant permanent residency to asylum-seekers who have been working in the health-care system during the COVID-19 pandemic. Frantz Andre, who advocates on behalf of asylum seekers, says the decision has heightened the feelings of insecurity among the essential workers dubbed "guardian angels" by Quebec Premier Francois Legault. The Canada Border Services Agency confirmed it resumed deportations as of Nov. 30, after halting most removals in March due to the pandemic. The agency clarified that it would not be deporting people who are likely to qualify for permanent residency under a federal program announced in August to grant a path to residency for people working in the health-care sector or in long-term care or assisted living facilities. "The CBSA would like to clarify that the agency will not be removing those who may be eligible to qualify for permanent residency under the guardian angels public policy," the agency wrote in an email Tuesday. Advocates estimate that hundreds of asylum-seekers have been working in long-term care homes in Quebec, which bore the brunt of the first wave of COVID-19 this spring. Andre notes that the final details of the program have yet to be made public, leading many of the so-called guardian angels to fear they may yet be deported. "So, we’re starting (deportations) three weeks before Christmas, when the program and the details of this special program for the asylum-seekers or orderlies cannot be announced," he said. "I call this criminal. This is not right." Andre said the initial elation over the announcement of the program has faded, leaving many asylum-seekers feeling fearful and unsure if they'll qualify. He says some workers who could have been eligible have given up and decided to return home; others have contemplated suicide. Wilner Cayo, the president of a group that advocates for asylum-seekers and visible minorities, notes that even asylum-seekers working in long-term care — the exact group targeted by the program — are not sure they'll qualify because there are other criteria to meet, including having been issued a work permit and having a certain amount of experience and hours worked. He said the uncertainty is causing people "enormous anxiety." "When they take such a long time and the rules are not clear, we don’t know what to expect," he said in a phone interview. Quebec has a large degree of control over immigration criteria for the province, and it will select the applicants who qualify under the federal program and wish to reside in Quebec. In an email, a spokesperson for the Quebec Immigration Department said the program is expected to come into effect over the winter, and the details of how it will apply in Quebec will be announced "shortly." Cayo said the program also does not address the situation of other essential workers, including security guards and cleaning staff in care homes, truck drivers and those working in food production. "These people sacrificed for Quebec, sacrificed for Canada," he said. "When many people were staying home, these people went out to work." Their contribution has shown they are not a burden to Canada, but a gift, he added. Andre believes the deportation order should be suspended until it becomes clear who exactly is eligible for the guardian angels program. But in his opinion, all the asylum-seekers who have been in the country since the pandemic began deserve to stay. "I think they all have contributed economically, to saving lives, and Canada is better thanks to these people," he said. In its email, the CBSA defended its decision to deport, noting that the "timely removal of failed claimants plays a critical role in supporting the integrity of Canada’s asylum system." Removals to some regions remain suspended, including the Gaza Strip, Syria, Mali, Venezuela, Haiti, Afghanistan and Iraq. The agency also said the volume of deportations is expected to be reduced for some time, and that claimants will continue to have access to all the appeals and recourses available under the law. HALIFAX — A new website was launched Wednesday to assist Nova Scotia first responders coping with trauma, in a year in which a pandemic and a mass shooting have added to the distressing experiences they routinely face. The site offers resources designed for paramedics, firefighters, police officers and health services workers to help them manage the toll of the trauma they experience at work.It also provides support for their recovery from traumatic psychological injury, including links to online counselling.The site www.FirstRespondersMentalHealthNS.com is promoted by posters with the faces of first responders superimposed with phrases reflecting thoughts they may be keeping inside.They include statements such as "It's hard to quiet the voices in my head," and "There's this heavy feeling."The website, launched by a provincial steering committee, is modelled on a similar site in British Columbia, and also contains links for family members living with a person with post-traumatic stress disorder.Debra Fortune, a 42-year-old paramedic who participated in the committee, said in an interview Wednesday that first responders often are reluctant to seek help or are unaware of how to begin.Her husband Jason Fortune, also a paramedic, developed PTSD in 2014 but went without significant treatment for two years, she said.Fortune, who started in her field in 2002, gradually accumulated psychological traumas herself from exposure to disturbing scenes, including arriving at a home where a young child had died.Early this summer, she realized the incident was causing her to lose sleep, as painful memories kept returning. At times, she'd feel a searing pain through her back and neck."I had some previous pediatric calls that were very difficult, and all of a sudden I wasn't able to be around my (infant) daughter. I was very fearful," she said. "When I realized I was avoiding my 16-month-old child that's when I reached out for treatment."She said she's hopeful that she will be able return to work next year.Fortune said paramedics across the province have been at a breaking point for years as they try to help patients who are awaiting treatment in backed-up emergency rooms, or move them from one overcrowded hospital to another.COVID-19 has added to the stress as the paramedics must now often don protective equipment for patients who might have the illness."It's very scary because there are many people who aren't always honest with us," she said.The Nova Scotia mass shooting in April, in which a gunman killed 22 people in a 13-hour rampage, will likely contribute to the number of medics and other first responders with trauma, said Fortune. "We go to work and know anything can happen, but there is nothing that can prepare you for something like that," she said.Nova Scotia has passed legislation that presumes a diagnosis of PTSD for first responders is related to their work, and they are therefore eligible for workers' compensation. Ottawa Centre MPP Joel Harden is calling on the Ford government to change the law to allow municipalities "to remove members of council who have been found guilty of serious acts of misconduct, including sexual misconduct." Harden, a member of the opposition NDP, tabled his private member's motion in Queen's Park on Wednesday in response to a report from Ottawa's integrity commissioner that found Coun. Rick Chiarelli committed "incomprehensible acts of harassment" against his staff over several years.Last week, council meted out the most severe sanctions available — suspending the College ward councillor's pay for 180 days — and called for him to resign immediately, which Chiarelli has refused to do.Council has also asked the provincial government to change the Municipal Act to allow a councillor who has behaved egregiously to be removed from office, a stance that appears to have support from the women involved in the inquiry, some women's organizations, community associations and members of the public.While Municipal Affairs and Housing Minister Steve Clark also called on the veteran councillor to step down, Clark said he currently has no plans to revisit the law."The Rick Chiarelli saga calls for provincial action," Harden said in a statement. "City councils need the power to remove councillors who have committed serious acts of misconduct, including sexual harassment." Harden acknowledged the "incredible courage" of the women who came forward, adding that "what happened to them can never be allowed to happen in the future."Harden's is the latest voice calling for changes to legislation. Earlier this week, Liberal MPP Stephen Blais, who represents Orléans, stood in the provincial legislature to demand the government amend the law.
