Ottawa spending billions on defence upgrades, NORAD commitment

Canada plans to spend tens of billions of dollars on defence over the next two decades to modernize and upgrade its commitment to NORAD, the North American Aerospace Defence Command. Defence Minister Anita Anand says the spending is necessary to protect against changing threats and new weapons systems.
