WASHINGTON — Outgoing Attorney General William Barr's decision to appoint a special counsel to investigate the handling of the Russia probe ensures his successor won't have an easy transition.The move, which Barr detailed to The Associated Press on Tuesday, could lead to heated confirmation hearings for President-elect Joe Biden's nominee, who hasn't been announced. Senate Republicans will likely use that forum to extract a pledge from the pick to commit to an independent investigation.The pressure on the new attorney general is unlikely to ease once they take office. With the special counsel continuing to work during the early days of the Biden administration, it may be tough for the Justice Department's new leadership to launch investigations of President Donald Trump and his associates without seeming to be swayed by political considerations.Barr elevated U.S. Attorney John Durham to special counsel as Trump continues to propel his claims that the Russia investigation that shadowed his presidency was a “witch hunt.” It's the latest example of efforts by Trump officials to use the final days of his administration to essentially box Biden in by enacting new rules, regulations and orders designed to cement the president's legacy.But the manoeuvring over the special counsel is especially significant because it saddles Democrats with an investigation that they've derided as tainted. Now there's little the new administration can do about it.“From a political perspective, the move is so elegantly lethal that it would make Machiavelli green with envy,” Jonathan Turley, a professor of public interest law at George Washington University, wrote in an op-ed for USA Today.A special counsel can only be dismissed for cause. And as was the case during Robert Mueller's Russia investigation, such probes can sometimes stray from their origins.The Biden transition did not respond to a request for comment on the special counsel appointment.But Barr's decision could influence whom the president-elect puts forth as a nominee for attorney general. One leading candidate, Sally Yates, was already viewed skeptically by some Trump-aligned Republicans for her role in the early days of the Russia investigation. Her nomination could face even greater challenges because she's connected to some of the work that Durham is examining.As deputy attorney general, Yates signed off on the first two applications to the Foreign Intelligence Surveillance Court to monitor communications of ex-Trump campaign adviser Carter Page, a process that has been among the focuses of the Durham investigation.A Justice Department inspector general report found significant flaws and omissions in the four applications to the court, though it also found no evidence that Yates or any other senior Justice Department officials were aware of the problems.Some Democrats have privately expressed concerns – likely to deepen with Durham’s appointment as a special counsel – that nominating Yates would lead to a messy confirmation process that focuses on the Russia investigation, instead of focusing on reforms and shifting priorities at the Justice Department, people familiar with the matter have said. Venezuela's opposition is discussing scaling back the interim government of opposition leader Juan Guaido that has won diplomatic recognition by dozens of countries that disavowed President Nicolas Maduro, nine legislators told Reuters. Guaido, the leader of Venezuela's opposition-controlled parliament, in 2019 called Maduro a usurper following his disputed re-election and assumed a parallel presidency based on articles of the constitution that make the head of the National Assembly next in line to rule the country. Dental services are resuming in six N.W.T. communities, the territorial government announced on Wednesday. Health facilities in Fort Providence, Sambaa K’e, Fort Simpson, Norman Wells, Fort Resolution, and Aklavik have been cleared to once again host visits from private dentists. On Wednesday, the GNWT said facilities in the six communities had met standards and been approved by the chief public health officer. Private dentistry clinics in Yellowknife, Hay River, Fort Smith and Inuvik had all kept services open throughout most of the pandemic, but all non-urgent dental travel to smaller communities was suspended by the federal government in March. "The remaining N.W.T. communities that previously received visiting dental services will be able to resume operations when facility upgrades are complete, contracts are in place, and facilities are inspected and meet COVID-19 safety protocols," read a statement from the territorial government. "The necessary assessments and required work are expected to continue throughout 2021-2022. Further updates will be provided as health facilities in additional communities are confirmed to be able to accommodate visiting dentists." Schools across Nova Scotia will be getting new touchless water stations and extra school supplies, as well as money to test drive new online math, language and literacy programs.Teachers, students and staff will also receive new face masks and have access to more personal protective equipment as part of a spending spree to use up almost all of the almost $48 million promised by Prime Minister Justin Trudeau last August.Nova Scotia Education Minister Zach Churchill laid out his department's shopping list during a virtual news conference Wednesday from the Tri-County Regional Centre of Education office in Yarmouth."Today I am pleased to announce the province is providing $14.3 million to our students and staff for well-being and learning," he told reporters.That spending includes: * $4.1M to pilot new online math and literacy programs * $3.8M for 950 touchless water stations in every school * $2.7M for additional inspections to ventilation systems and needed repairs * $1.5M for breakfast and lunch programs or for food deliveries if schools are closed * $1.5M for personal protective equipment * $700,00 to move furniture and supplies if students need to change schools as part of blended learningIn August, Trudeau announced the creation of a $2 billion Safe Return to Class Fund. Nova Scotia was promised almost $48 million from the fund to "ensure a safe return to school and (to) protect the health of students and staff."The Nova Scotia government has announced where all but $6 million of that money has been or will be spent. Churchill is holding back the remaining money in case it's needed down the road."We do have approximately six million left that we're going to deploy in areas that we believe are necessary moving forward, but we don't just want to spend it all," he said. "There's nothing to spend it on."We want to respond to issues that are emerging as challenges that we want to deal with, and having some additional resources in place to do that, I think is a wise thing to do."On Nov. 23, Churchill announced the purchase of 32,000 Chromebooks to go home with students if they are forced to move to online learning. So too is the $5.5 million announced Nov. 3 to hire cleaning staff and buy supplies so that school gyms could reopen to community groups and sports teams.Although the province was ready Wednesday to announce the purchase of 950 water stations, Churchill was unable to provide a timeline for when they might be installed."That's going to be managed at the regional level so I don't have a schedule on which schools are going to be done (and) when, but the work on this will commence immediately," he said.The $1.5 million earmarked for school breakfast and lunch programs will be used to meet the increased demand for both programs, as well as for food hampers or to but grocery gift cards if students are sent home again if COVID infection rates warrant the closure of schools.Deanna Rawding, principal at West Northfield Elementary School near Bridgewater, said her school has seen an increase in demand for both its free breakfasts and its equity meal program, which offers a free lunch to students who cannot afford to pay for it."I've seen an increase in need ... because we had some families that lost jobs due to COVID or were unable to get the hours they needed to support their family," said Rawding.She said the extra funds to be able to continue to help those students would make a difference in the classroom."That makes them feel good and that makes them better learners throughout the day," she said.MORE TOP STORIES

VICTORIA — A long-running study of more than 50 dead killer whales in the Pacific Ocean concludes human activities pose deadly threats to the orcas. Killer whale deaths from Alaska to British Columbia, south to California and west to Hawaii linked to human activities were found in every age class from calves to adults, said the study published Wednesday in the open access journal Plos One. The findings indicate that understanding and being aware of each threat is vital for the management and conservation of orca populations, said Stephen Raverty, a B.C. scientist and the report's lead author. Some of the direct causes of orca deaths were attributed to blunt force trauma from collisions with ships or cuts from the propellers of vessels, while indirect causes were related to ingested fish hooks, various human-caused pollutants and malnutrition, Raverty said in an interview. "In one case in Alaska, a young animal swallowed a hook that perforated the back of the throat and resulted in bacteria entering the body and the animal died of a blood-borne bacteria infection," he said. In another necropsy conducted on an older orca, a triple-barbed fishing hook was found in the animal's colon, but it did not appear to impact its health, Raverty said. Raverty, who's a veterinary pathologist at the B.C. Agriculture Ministry and a marine mammal researcher, said the study also provides a baseline understanding of orca health necessary for future research. "There have been a variety of indirect things that have been demonstrated to impact killer whale health and what we're saying is this is more direct evidence of human activities that impact the overall well-being of these animals," he said. The study involved necropsies on the remains of 53 killer whales found from the North Pacific to Hawaii from 2004 to 2013. It also examined the data from 35 other orca deaths from 2001 to 2017, said Raverty. The study was able to confirm the cause of death in 22 of the 53 orcas, and "death related to human interaction was found in every age class." It said necropsies showed evidence of 15 infectious agents and 28 pathogens with the potential to affect orca health, but "non-infectious health concerns include impacts from accumulated persistent pollutants, human interactions including vessel collisions, interaction with fishing gear, the effects of noise and consequences of reduced prey availability." Raverty said the study's results should support federal government efforts to reduce and slow down shipping traffic and noise pollution to protect threatened orca populations, including the West Coast's southern residents that now number 73 members. The federal government recently expanded orders for B.C. whale-watching vessels, requiring them to stay 400 metres away from orcas on their viewing voyages. "You think of these animals as being very agile and being able to avoid impact with vessels, but that doesn't appear to necessarily be the case," Raverty said. "Whether it's just the vessel's speed or there's increased shipping traffic or these vessels are going into some fairly narrow channels where whales may not be able to avoid or evade these vessels, these might be some of the conditions that are occurring." MONTREAL — Refugee advocates are criticizing Canada's decision to resume deportations before the country irons out the details of a program to grant permanent residency to asylum-seekers who have been working in the health-care system during the COVID-19 pandemic. Frantz Andre, who advocates on behalf of asylum seekers, says the decision has heightened the feelings of insecurity among the essential workers dubbed "guardian angels" by Quebec Premier Francois Legault. The Canada Border Services Agency confirmed it resumed deportations as of Nov. 30, after halting most removals in March due to the pandemic. The agency clarified that it would not be deporting people who are likely to qualify for permanent residency under a federal program announced in August to grant a path to residency for people working in the health-care sector or in long-term care or assisted living facilities. "The CBSA would like to clarify that the agency will not be removing those who may be eligible to qualify for permanent residency under the guardian angels public policy," the agency wrote in an email Tuesday. Advocates estimate that hundreds of asylum-seekers have been working in long-term care homes in Quebec, which bore the brunt of the first wave of COVID-19 this spring. Andre notes that the final details of the program have yet to be made public, leading many of the so-called guardian angels to fear they may yet be deported. "So, we’re starting (deportations) three weeks before Christmas, when the program and the details of this special program for the asylum-seekers or orderlies cannot be announced," he said. "I call this criminal. This is not right." Andre said the initial elation over the announcement of the program has faded, leaving many asylum-seekers feeling fearful and unsure if they'll qualify. He says some workers who could have been eligible have given up and decided to return home; others have contemplated suicide. Wilner Cayo, the president of a group that advocates for asylum-seekers and visible minorities, notes that even asylum-seekers working in long-term care — the exact group targeted by the program — are not sure they'll qualify because there are other criteria to meet, including having been issued a work permit and having a certain amount of experience and hours worked. He said the uncertainty is causing people "enormous anxiety." "When they take such a long time and the rules are not clear, we don’t know what to expect," he said in a phone interview. Quebec has a large degree of control over immigration criteria for the province, and it will select the applicants who qualify under the federal program and wish to reside in Quebec. In an email, a spokesperson for the Quebec Immigration Department said the program is expected to come into effect over the winter, and the details of how it will apply in Quebec will be announced "shortly." Cayo said the program also does not address the situation of other essential workers, including security guards and cleaning staff in care homes, truck drivers and those working in food production. "These people sacrificed for Quebec, sacrificed for Canada," he said. "When many people were staying home, these people went out to work." Their contribution has shown they are not a burden to Canada, but a gift, he added. Andre believes the deportation order should be suspended until it becomes clear who exactly is eligible for the guardian angels program. But in his opinion, all the asylum-seekers who have been in the country since the pandemic began deserve to stay. "I think they all have contributed economically, to saving lives, and Canada is better thanks to these people," he said. In its email, the CBSA defended its decision to deport, noting that the "timely removal of failed claimants plays a critical role in supporting the integrity of Canada’s asylum system." Removals to some regions remain suspended, including the Gaza Strip, Syria, Mali, Venezuela, Haiti, Afghanistan and Iraq. The agency also said the volume of deportations is expected to be reduced for some time, and that claimants will continue to have access to all the appeals and recourses available under the law. Ronna McDaniel, the Republican National Committee chairwoman, is launching her bid for a third two-year term heading the GOP's governing organization after the party’s stronger-than-anticipated showing in November’s election, even though President Donald Trump lost.In a letter Wednesday to the 168 members of the RNC announcing her candidacy, McDaniel said she has the support of Trump, Senate Majority Leader Mitch McConnell of Kentucky and House Minority Leader McCarthy of California, as well as a supermajority of committee members — all but assuring her victory.McDaniel was selected by Trump for the role four years ago and he endorsed her for a new term about a week after the Nov. 3 election. The Nova Scotia government is spending more than $2.7 million over the next two years looking to improve the Cumberland Regional Health Care Centre in Amherst, N.S.In a news release Wednesday, the province said the money will be used to "complete feasibility assessments, site investigations, schematic design and design development work for the redevelopment of the emergency department and the addition of a 12-station dialysis unit.""Our staff and physicians are challenged to provide optimal care to our patients in the current physical space," Dr. Janneke Gradstein, medical site lead with the Cumberland Regional Health Care Centre, said in the release. "The redevelopment of our hospital's emergency department, and expansion of dialysis services to reflect the care needs of this region, represent a needed and very appropriate investment in health care for this area."The assessments will focus on how to address the volume being seen in the emergency department, which sees more than 20,000 patients each year. It will also look to add extra privacy and accommodate more complex cases.It will also consider demand and capacity for dialysis services in the area. Currently, residents receive those services in Springhill, Truro, Moncton and Halifax."I'm pleased work is moving forward to explore modernizing the emergency department and a new dialysis unit," Health and Wellness Minister Leo Glavine said in the release. The Lower Thames Valley Conservation Area wants residents to voice their opposition to changes made by the provincial government to the Conservation Act. On Nov. 5, the Ontario government held its first reading of Bill 229 known as the Protect, Support and Recover from COVID-19 Act. Of the many changes in the omnibus bill included the Conservation Act. Mark Peacock, CAO secretary treasurer of LTVCA said he takes particular issue with changes that now limit the scope of what a conservation authority’s mandate is. “Basically, the object or purpose of conservation authorities, since 1946, has always been the same; to do watershed management to better the watershed. We’ve been doing that for 70-some-odd years and made significant connections with our farmers, communities and took local action to make our watershed better and protect the species,” he said. Peacock said the new mandate would limit authorities’ programs and services related to the risk of natural hazards. “That’s not what a conservation authority is all about or what the public expects us to be.” Bill 229 would also allow the ministry to “arbitrarily make a decision” regarding permits for developers who would be allowed to appeal conservation authorities’ decisions directly to the ministry. The current system was put in place after Hurricane Hazel struck southern Ontario in 1954, killing more than 80 people living on flood plains. In response, the provincial government amended act to enable conservation authorities to acquire lands for recreation and conservation purposes, and to regulate that land for the safety of the community. “One of the challenges we have is we are trying to make it so people can work together. You can very well make it so one person’s piece of shoreline blows out. We are trying to get neighbours to work together to support each other, If people start appealing this stuff, decisions may be made that don’t necessarily work to follow larger shoreline problems,” Peacock said. One of the first principles passed in the early days of the Conservation Act was that the costs of projects should be shared by municipalities and by the provincial government. A local conservation authority follows the natural boundaries of the watershed, not municipal lines, Peacock explained. However, the new act would make it so that the municipal councillors who sit on LTVCA are only responsible for their municipalities. “But the purpose is to get all the member municipalities together to work for the betterment of the watershed, not just the municipality. Takes away from the whole concept of what we are about,” he said. “We are saying Lakeshore and Chatham-Kent have to get together because if Lighthouse Cove floods, that affects everyone. So farmers have to work together to be responsible to everybody on the river.” Peacock said Bill 229 is only an enabling act so the full effects it will have on conservation authorities will not be known until regulations for the act are passed. People in Halifax will be able to order an Uber starting Thursday afternoon, and at least one other ride-hailing company is eyeing a launch in the city before the end of the year.Uber said in a news release that its smartphone app, which connects people looking for transportation with a driver, will go live for the Halifax region at 1 p.m. Thursday.However, the company encouraged residents to stick to public health guidelines and only use it for essential travel like getting to a doctor's appointment or pharmacy.Uber did not share any more information when asked about details by CBC, including how many drivers are active in Halifax, or how many have applied.A map of Uber's coverage area on its website shows that the urban core will be included, as well as more suburban and rural areas like Timberlea, Fall River and Eastern Passage. The company said its service area will expand as the number of drivers increases. Uber also said it's providing 2,000 free rides to front-line workers and families in need, through Partners for Care's Helping Healthcare Heroes program and Ronald McDonald House Charities Atlantic.Council cleared the way this fallUber's app puts the company in direct competition with members of the taxi industry, something that has sparked outcry in places like Toronto. Still, some people in Halifax have complained that the taxi industry in the municipality doesn't meet people's needs and there are often long delays in getting cabs at peak times. In September, Halifax council gave ride-hailing services like Uber the green light to operate in the municipality. They have stated they hoped to launch in the city before the end of 2020.The Canadian ride-hailing company Uride has yet to launch in Halifax, but its founder said it will be live by the end of the year.Cody Ruberto said the company has had over 700 people apply to be drivers, but could not immediately say how many had been accepted.In an email, Ruberto said he believes both Uber and Uride can operate in the same city since this is the case in many other areas. Halifax "deserves" this type of service, Ruberto said, and residents want choice. "Uride is a homegrown Canadian rideshare business, and we really care about the people here. Shoppers hoping to pick up a unique Christmas gift or two at the Victoria Park Gallery may be able to finish their shopping, after finding the Gallery closed for the past two weeks. Ruth Nicholson, a member of the Gallery, said that many of her colleagues, some of who are seniors, became very concerned as the number of COVID cases began to climb. Because the Gallery is not considered an essential service, the group opted to close for two weeks. “We are all retired and need to stay away from it,” said Nicholson. While the doors are closed to the public, there is renovation work taking place, updating the bathrooms and electrical systems. Once the work is done, members will do a thorough cleaning before reopening. “Christmas is a big season,” said Nicholson. “The plan right now is to open on the second of Dec. and stay open until Christmas Eve.” Nicholson said the Gallery may extend its hours to allow for more shopping. Once open, the Gallery, as in past months, will maintain strict cleaning procedures and follow all other recommendations from Public Health. Community centres across the South Peace have partially closed due to three-week COVID restrictions that came into effect for enhanced-status areas last Friday. The Beaverlodge Community Centre and multi-purpose room are both closed, said Tina Letendre, Beaverlodge acting chief administrative officer. The Christmas Festival hasn’t been booked at the centre this year and that means lost revenue of approximately $1,800, she said. “We’re unable to do the Christmas Festival this year with the COVID restric- tions,” said Alysha Martin, Beaverlodge Daycare Society executive director. She said last year the festival was held at St. Mary School, which is also closed for private rentals. Letendre said most other lost rental revenue at the community centre will be “very minimal,” or about $143 in November. Planned private rentals were cancelled and postponed, with Letendre saying birthday parties, fitness classes and meetings were the most common rentals. Both the Sexsmith Community Centre and civic centre have been affected by the restrictions. Dennis Stredulinsky, an Elks member who manages bookings for the civic centre, said the centre is largely shut down. Shannon Municipal Library remains open at reduced capacity, but the Sexsmith Tumbling Club has postponed group classes in favour of Zoom classes and one-to-one appointments, he said. The civic centre had booked one church service in December, but that has been postponed until next year, he said. The Elks won’t be meeting at the civic centre again until possibly January, and that might be by phone, Stredu- linsky said. Council had also been meeting at the civic centre in recent months but moved to the community centre two weeks ago. The Sexsmith Community Centre is also mostly closed, said Beth Endresen. Council meetings will still take place there but two private parties and a yoga session had to be cancelled, she said. There won’t be much lost revenue for December, as typically the space is donated to the Sexsmith Christmas hamper campaign, Endresen said. The centre is commonly used for yoga and fitness classes, playschool and family rentals, as well as annual general meetings, she said. Endresen said the “primary user” is the Lighthouse Seventh Day Adventist Church, which holds services Saturdays. Under COVID restrictions the services will continue with one-third attendance, she said. The Hythe Community Centre is “basically closed to public access,” but Montana’s Hair Salon, the food bank and South Peace Rural Community Learning are open by appointment, said facilities manager Candy Robertson. Appointments aren’t necessary for the thrift store but the north access should be used, Robertson said. The Demmitt Community Centre is also closed, said Teresa von Tiesenhausen, a Demmitt Cultural Society volunteer board member. Von Tiesenhausen said the society had to cancel yoga classes, which have been running with a cap of 15, as well as the annual community Christmas party. Typically at this time of year the hall would see activity like dances, documentary nights, workshops and the Borderline Culture Series concerts, she said. The Saskatoon Lake Community Hall is closed as well, said Teri Ondrick, hall manager. The Saskatchewan Health Authority (SHA) is expanding its visitor ban to Regina hospitals on top of long-term care and personal care homes.The new restrictions come as Regina continues to see rising COVID-19 case numbers.The changes go into effect at 8 a.m. CST Thursday and will be reassessed in 14 days, SHA said.The SHA is limiting family presence and visitation to compassionate care only in all Regina SHA acute care facilities. Compassionate care reasons may include, but are not limited to, family or support persons during end-of-life care, major surgery, intensive care, pediatrics, and inpatients and outpatients with specific challenges."The decision to restrict family presence is not taken lightly. These measures are in place to keep you, your loved ones, and health-care workers safe," said the SHA in a press release. On Tuesday the province reported that Regina was the zone in the province with the most new cases, with 67. As of Tuesday, Regina had 26 people in hospital and another seven people in intensive care due to COVID-19.
A Labrador-based shipping company says in order to stay afloat after a rocky year, it has little choice but to lay off some of its Canadian workers and operate in international markets for the next few months, a move raising the ire of the sailors' union.Woodward's Coastal Shipping Limited will be switching flags on its fleet of tankers from Canadian ones to those of the Marshall Islands at the end of the month, a move known in the industry as "reflagging.""We hear once in a while that a company will do this, and we absolutely disagree with this behaviour," said Patrice Caron, the executive vice-president of the Seafarers International Union of Canada, which represents workers aboard Woodward's ships.Caron said the move allows the company to swap out its Canadian workers for international ones, who are paid less.While Woodward's has changed flags in previous years, including in 2019, Caron said "it's shocking and insulting," to union members who will now be without work for months, despite their qualifications.The union and the company don't agree on how many workers will be affected. Caron said about 60 people will be laid off, while Woodward pegged that number at closer to 30, with half the crew staying on to provide "continuity with the management of the ships," said Woodward's president and CEO Peter Woodward.Woodward said some people who have been offered international work may choose a layoff instead, leaving the total number up in the air. But what isn't up for dispute is the reason for the switch: a money-saver in the midst of what he calls a "terrible" year."We're basically managing our business to try and keep it going," Woodward told CBC Radio's Labrador Morning.Oil and gas painsThe Coastal Shipping fleet delivers fuel to areas like Labrador's northern coast and Nunavut. But the struggles in the oil and gas sector have rippled down to delivery, and Woodward said he's seeing work dry up, with competitors tying up their fleets at rates he hasn't seen in more than a decade."It's been a tough year for the oil business. Demand is down and major oil companies are going through tough times, and it's reflecting on the people that service the oil industry as well," he said.The union agreed 2020 has been challenging."We do have shipping companies throughout Canada that are feeling these shortages, especially in the oil and gas trade. And that'll be terrible because that will end up with significantly more layoffs than we hoped," Woodward said.The switch is expected toward the end of December and last until May, he said.Less money, for everyoneGoing international means competing at international rates, said Woodward, which pay about half as much as similar Canadian work. That means reducing costs, he said, such as payroll.While foreign crews make less than their Canadian counterparts, Caron said organizations such as the International Labour Organization and the International Transport Federation are addressing workers' living conditions and wages. On the latter, Caron said the gap is closing."We're not there yet, but it's getting closer. So if the company wanted to keep Canadians, they could do it, and I don't think it would be that much more expensive for them," he said.To Woodward, the bottom line matters."I have a lot of empathy for our crew. We have a lot of great crew members. We're just trying to run the business so that it's sustainable and that we'll be around for next year," he said.But as Canadian owned-ships continue to reflag, Caron said the issue is a perennial one."We're complaining each time, but it's very difficult to make them understand when there's dollar signs at the end. Families across the County of Grande Prairie can benefit from a diaper drive running now until Dec. 10, courtesy of county Regional Enforcement Services. During the campaign the county will collect disposable diapers and cash donations to assist residents in need during the Christmas season. The campaign marks the first diaper drive held by Regional Enforcement Services, but it will hopefully become an annual effort, said peace officer Lindsey Hennigar. “Being a mom of three, I know first-hand diapers are not cheap,” Hennigar said. “It touches every parent’s heart to think how worrisome it would for another parent to wonder, ‘Do I have enough diapers to change my child this day?’” Hennigar said she came up with the idea after considering how food banks have food drives and other organizations collect hygiene necessities and toys. She thought Regional Enforcement Services could fill a gap with a diaper drive, she said. “We’re a family-oriented department and we thought this would be a great way to help residents in need of diapers,” she said. “It’s our way of giving back to the community.” Disposable diapers, related products like wipes and diaper cream and cash donations can be made at numerous locations. These are the Beaverlodge, Wembley, Valhalla, Sexsmith, La Glace and Elmworth libraries, Clairmont’s Wellington Resource Centre, Hythe’s village office and Bezanson’s Knelsen Centre. Monetary donations can also be made online at www.countygp.ab.ca/diaperdrive. The diapers will then be distributed by the Sexsmith and Area Food Bank. While the Sexsmith Food Bank is distributing the donations, Hennigar said families in the west county can also benefit from the program. The drive began last Thursday and she said so far there’s been a lot of interest. New membership is bringing new ideas to one Tay Township neighbourhood. Several of those new ideas were presented to council at a recent meeting by Victoria Reaume,president, Talpines Property Owners' Association. “Waubaushene has changed over the last few years and it's still changing a lot,” she said. “We see young families and retirees moving into town. They're looking for wonderful new things to do in the community.” One of those, said Reaume, is to enhance the usability of the Tay Trail. “We've raised a number of issues with bylaw about motorized vehicles,” she said. “The township did do some stakeouts and managed to catch some folks who were riding motorcycles on the trail and other types of vehicles.” But the trail, said Reaume, is increasingly being used by bike clubs and there seem to be no speed limits. “They will ride by in numbers like 20 and it's scary when they drive by at that speed,” she said. “We're asking for more signage because clearly people are not seeing the signage that exists.” The group is also looking to beautify Pine Street Beach with a mural on the tin building in the vicinity, said Reaume. “It's a very popular site and we're starting to see people use it more,” she said, talking about the beach. “We also mentioned last year a ramp or stairs at the beach so people with mobility problems could have better access to the beach. We don't want a boat ramp for sure. We do want a pedestrian ramp, something that people can use to walk down more easily.” As well, Reaume said, a lot of the seniors and kids go down to enjoy the beach, where there's no shade. “We know that other parks in Tay have gazebos,” she said. “We just want something to provide a bit of shade; we don't need anything fancy.” At least two councillors expressed support at the meeting. “We could maybe look at accessibility grants out there to make that beach more accessible,” said Coun. Mary Warnock. “I'm sure there are artists out there looking to paint something so you could collaborate with them. And I'm sure staff would appreciate the help in getting some money for signage.” Coun. Jeff Bumstead said he could watch out for opportunities through the Cultural Alliance Committee channel. “It was a really bad year,” said Ann Marie Bagnall, chair of the Guysborough and Area Board of Trade, as the organization assesses 2020 and looks forward to the year ahead. In an interview Nov. 27, Bagnall told The Journal that the pandemic, and resulting restrictions, hit each of the 35 members of the organization differently, depending on which sector of the economy they belonged. But,overall, everyone struggled. “For every member it was difficult because it was so full of uncertainties. And there were so many changing protocols. Some of our members – like the restaurants, accommodations and retail that depend on a lot of tourist volume—they were very hard hit. And, it was difficult to plan; not knowing if you would be open the next day or week,” she said. The focus of the board this past year has been keeping the members abreast of the constantly changing programs and protocols. That was made a little easier when the board started to have weekly online meetings with Cape Breton-Canso MP Mike Kelloway, who represents the area covered by the board. That line of communication, said Bagnall, was critical. The board was able to give feedback about programs and make suggestions, which were used to adapt and modify some programs, such as the wage subsidy program and student job grants, to fit the needs of local businesses and non-profits. “That was what was so key about those meetings (with MP Kelloway); it really did result in changes. The programs themselves – the government was just trying to get them out so quickly – it was trying to address the majority. But, once you got into those details and you look at (board) members particular circumstances, they can’t qualify because of ‘X,’ but they should qualify. It was bringing those issues up and getting them addressed,” said Bagnall of the meeting outcomes. While it has been a very trying time, Bagnall said, unlike other boards she’s heard of, none of their members have had to close their doors permanently due to the impact of the pandemic. Nor have they, to the best of her knowledge, had any difficulty finding workers due to government programs such as CERB; a problem that was anticipated by some in the business community nationally. As we head into the second wave of the pandemic, Bagnall said she thinks board members are prepared to deal with the disruptions that may lie ahead. “I think we’re positioned to deal with it – it’s just a question of uncertainty. If you go into lockdown, how much inventory should I have beforehand? It’s the unknown; you gotta just roll with it, whatever happens. From the board’s perspective, we’re continuing to look at the support programs…. We’re going to keep following the same track we’ve been on.” That being said, the board has made a change regarding this year’s ‘Buy Local’ campaign. “The ‘Buy Local’ draw has been going on for quite a few years now and even last year we talk about the need to change it. This year we looked at it and said it was really impractical with COVID restrictions to have a draw done with ballots and people writing; there were a lot of issues if we were going to try to do that,” said Bagnall. So, instead of a draw, the board of trade has decided to donate half of the budget they have traditionally used for the ‘Buy Local’ campaign give-away, and “reinvest that in a charity in the community,” said Bagnall. “Major fundraisers for a lot of organizations have been so disrupted,” Bagnall said, which helped fuel the board’s decision to donate $250 to the Guysborough Memorial Hospital Auxiliary. “The work that they do, and the importance of the hospital,was highlighted this year,” said Bagnall, adding that,while the amount was not huge, “It could help in a small way. And show that we really do appreciate their effort.” While the pandemic has few silver linings, one of them might be the increased realization that we need local businesses to thrive, and – in order for them to do that – they need community support. “Buy local; that is key and that will continue to be key, even more if a lockdown occurs again…. I think it (lockdown) highlighted the services we have in Guysborough. Can you imagine if you had to go further afield to go grocery shopping, get drugs or gas,” said Bagnall, adding, “It was a year that really highlighted supporting those merchants and making sure that we kept them.”Lois Ann Dort, Local Journalism Initiative Reporter, Guysborough Journal
Bruce Power has wasted no time getting its “Be a Light” campaign up and running. The campaign, announced on Nov. 19, pledged $1 million to redouble efforts to fight COVID-19. It is putting a focus on five pillars, public awareness, providing protection, a buy local initiative and supporting physical and mental health and lending a helping hand. On Nov. 24, the campaign committed $250,000 to support the maintenance and enhancement of the Kincardine Trails, assisting with the completion of the Signature Trail project, and the Saugeen Rail Trail, which will assist in the environmentally-friendly paving of two section of the trail in Port Elgin and Southampton. . It will also support a feasibility student into the development of a trail at Saugeen First Nation. Be a Light acknowledges that staying active an spending time outdoors has an important role in helping people manage the pandemic. An additional $50,000 will support mental health initiatives at the Grey Bruce branch of the Canadian Mental Health Association, the Westover Treatment Centre recovery support and the Grey Bruce “We CARE” project supporting mental health in youth. One day later, the campaign announced it would provide $150,000 in protective equipment to communities and organizations in Bruce, Grey and Huron counties. That donation will include 175,000 three-ply disposable masks and 2,000 bottles of hand sanitizer to primary health care facilities, Indigenous communities, and other organizations in the region. Fifty self-standing automatic temperature monitors will be provided for long-term and health care facilities, and other high-traffic areas to provide hands-free, rapid temperature screening. The equipment provides an addition layer of protection for people in the community. “With rising COVID numbers across the region and province, we recognized how important protective equipment is to stopping the spread,” said Pat Dalzell, Bruce Power’s Head of Corporate Affairs. “By getting masks and hand sanitizers to the facilities and businesses that need them we can help keep the community safe from COVID-19. By providing automatic temperature monitors to local long-term and health care facilities, we’re also providing another protective barrier for our society’s most vulnerable population – our seniors and the ill – as well as our vitally important frontline workers.” On Nov. 26, the campaign announced multiple contributions to the lending a helping hand sector. A financial commitment of $350,000 will be distributed across Bruce, Grey and Huron to say thank-you to health and long term care workers, provide aid for breakfast programs for children, purchase grocery gift cards for families in need, fund the purchase of toys for Christmas and purchase new winter coats, which will be distributed by United Way of Bruce Grey and Huron-Perth Children’s Aid Society. Boxes of chocolates, purchased from a local retailer, will be sent to hospitals, assessment centres and health unit offices in a gesture of thanks while providing support for the buy local initiative. “COVID-19 has put a strain on many families, workers, and organizations across Grey and Bruce counties,” said Francesca Dobbyn, Executive Director, United Way of Bruce Grey. “The need in our community is even greater this year, and we thank Bruce Power for once again stepping up to assist families, seniors, frontline workers, and hungry schoolchildren this holiday season.
